Fischm fischman, Sports ReporterJohn Mcnamara, Sales AssistantRebecca Smith and rob hiassen. Through it all, survivors reported on their all tragedy this morning. The paper rolled off the presses and on to stoops all around town. And this morning the Capital Gazette intern talked about leaving the newsroom when it was over. Unfortunately we saw we had to pass two bodies of our colleagues, which was something that nobody should ever have to stomach. Just unfortunate that somebody would come into a place that only reports truthful stories that are factbased and unleash hell on the office. It was we tried to keep our eyes from off the ground, but inevitably we were we all as journalists, were kind of curious and it was sickening. Sickening. Rene marsh is with us. Youve been reporting on the ground. What is the sense youre getting from the community and what you can tell us. Reporter well, poppy, the sense i get is in this tight knit community, they are mourning, but it is not just this community, it is the entire state. The governor of maryland has ordered the flags here in the state fly at halfstaff in memory of these five victims. I want to show you the front page of the Capital Gazette. The five victims, the journalists shot and killed at work in the middle of that newsroom. Their pictures there, above the fold, on their own newspaper here. Many of these journalists hid under their desks as this gunman stormed into their newsroom with a shotgun in hand. He deployed these smoke grenades, take a listen to this one reporter who survived all of this, what he says it was like when he was inside as the gunman opened fire. Take a listen. He shot through the front door. The glass shattered. He was going down our newsroom, starting from the front and, yeah, just continually shooting people. At some point when i was listening to him reload, it are we all going to die . It is not necessarily is he done, it is is he not going to leave until everyone in here is dead . Reporter all right. You know, behind me there is still a police presence. So they still have the roadway that leads to the newsroom blocked off. Still very much so an active crime scene. As for that shooter, in just about 30 minutes from now, hell have his first hearing where he will hear the formal charges against him. We know that it is five counts of first degree murder. And we know, poppy, that this tragic shooting, it was caught on surveillance video. Surveillance camera inside that newsroom rolling on all of this as it unfolded. Back to you. Rene marsh, thank you for being there and remembering those lives. We appreciate the reporting. Lets get to our brian todd, he is outside the courthouse in annapolis. The bail hearing here set for about 20, 25 minutes from now, brian. What are we expecting . Reporter right, poppy. Were expecting to get our first look at the suspect, jarrod ramos, hell appear at the bail hearing in 20 minutes. It is expected he will not be actually physically at the courtroom. Hes going to appear via video. Hes being held at a local jail. Twi it will be a short hearing to set the bail but well get our first look at him. We learned added information from probable cause documents filed in the case. Hes officially charged this morning with five counts of first degree murder and the probable cause documents give information which is consistent with what cnn has been reporting since yesterday. The probable cause documents saying that ramos allegedly entered the building at about 2 33 p. M. Eastern time, he shot his way through the windows and doors of the offices to that newspaper. This is consistent with what sources told cnn, he used a long gun, a shotgun to shoot through the door and started opening fire at victims inside the Capital Gazette newsroom. Were told this is a targeted attack, this is what police have said, a targeted attack, he walked around that area looking for his victims. Witnesses say they could hear him reload, one of the survivors, phil davis said he was hiding under his desk and could hear the shooter reload. But the police, you know, this is part of the dramatic part of the story, the police interrupted this attack, getting there between 60 and 90 secondsseconds s after it started and were able to stop him. According to the probable cause documents, he went and hid in another part of the office and was found hiding under a desk himself. Some distance away from where he left his weapon. Poppy . Brian todd, thank you for being there for the reporting. Again, bail hearing set to begin this hour. With me is josh campbell, our Law Enforcement analyst and former supervisory special agent with the fbi. Lets just start with the remarkable response of the police department, showing up 60 to 90 seconds after this began. Incredible response, poppy. If you look at the amount of time that it took them, it was, you know, mere seconds as brian was saying, 60 to 90 seconds. Thats incredible. In this type of situation, speed matt matters. When youre surging to the sound of gunfire, you may be the deciding point between you know someone taking another life or being taken into custody. And it looks like an admirable job being done here. We heard some of the police audio and the communication was exceptional, calling out to each other, letting everyone know what is going on, really a textbook case. What do you make of some of the things we have learned about this suspected shooter. The fingerprints were altered so they had to use facial i. D. Recognition software to know who it was, he came in with a long gun, had a sevenyear grudge against the paper, the people with whom he had the grudge against were not working at the paper anymore and after all of that, he hides under a desk. What does that tell you . It is hard to get inside the mind of someone like this. Oftentimes we try to attach some sense of rationality to an irrational act. It is difficult to do. What we do see and, again, it is hard at the outset of Something Like this to determine, what is making this person tick, what are they thinking . As we learn more details, going back with his previous connection to the paper and following the suit and there being this pattern, he really fits the mold of one of these injustice collectors, we call them. Someone who is gathering grievances, who maybe only going on inside his own mind, he senses hes a victim, and he needs to act on that and eventually decides to do that. One thing that will be interesting is you mentioned, the location where he was found under the desk, these incidents happen, the one thing we ask is, what does the subject plan on a given date, do they go and think this is going to be their last day on the planet, theyll go out in a blaze of glory or taken into custody. We dont know if he ran out of ammunition or what the circumstances were there. But, very depraved individual and thats another question, what was his goal on that day and how did he think it was going to end. What about the decision that Law Enforcement has to make every day when they see threats on social media. How do they decide, when do they decide we move in, we come to try to prevent something that could happen because of this threat or this is just someone spouting off and it is not a credible threat because you look at this and he did make threats on social media against the paper. It is so tough, poppy. There is a fine line between free speech and illegality and when do you cross that and someone is spouting off, it is protected, you can say what you want, or it moves into harassment and it is some type of threat, it is very tough. Law enforcement officers in the united states, they dont simply, unlike some countries, troll social media to see what people are saying. So a lot of times you have to have people that we will bring something to their attention and say i feel threatened. It is very tough. But i think it shows, poppy, in the one thing that we look at, we always learn something. Both the Law Enforcement and also the public. People will look and say, what were the characteristics of this person and do they fit someone i might know, is there someone i can be on the lookout for. Lots of Lessons Learned that will help stop the future attacks. Josh campbell, thank you for the analysis this morning. Thank you, poppy. Now we take a moment to remember those lives lost and to honor the five people who are just doing their jobs and were murdered while they were trying to deliver the news. Wendi winters, 65yearold mother of four, she covered local events for the paper. Her daughter says she was a gift to everyone who knew her. The absolute most beautiful person, that is how a friend describes Rebecca Smith, the 34yearold Sales Assistant who was just recently hired at the paper. Coworkers remember 56yearold John Mcnamara as a jack of all trades and a fantastic person. His wife describes their time together like this. Our biggest argument was about who was lucky enough to have the other. He was devoted to his friends and his family who was devoted to his craft and he was devoted to me. Rob hiassens brother is honoring the 59yearold newspaper editor as a man with a remarkable heart. He leaves behind three children and a wife with whom he just celebrated 33 years of marriage last week. And coworkers say theyll remember Gerald Fischman as a peculiar and endearing figure in a newsroom full of characters. He worked at the paper since 1992. The best way to hit the beach . This morning, an allout blitz by the white house to name a Supreme Court justice nominee. Why the rush . The courts next term doesnt begin until october. But in ten days the president leaves for europe, for that nato meeting and the meeting with russian president Vladimir Putin and according to a source, the white house wants him to reveal the pick before that trip. Our chief Political Correspondent dana bash is with me now. Look, i mean, hes already holding these meetings with key, key votes on this, right . Red state democrats at the white house last night and the president is trying to convince them. Absolutely. The problem is you cant convince a senator to support a nominee that hasnt been picked yet. So it is hes kind of trying to butter them up and talk about these issues and others. But, you know, theyre not going to be able to say, yes or no until they actually see the name and the record and everything that goes along with it. Having said that, the president has said since the campaign that there is a list of 25 names that he would consider for potential Supreme Court picks. Neil gorsuch is on the court. And a majority of those names are now already on lower federal courts. So the options are not that vast in terms of who the president will pick. And also, even though the president is talking to red state democrats, it is possible somebody like heidi heitkamp, depending who is nominated could support the nominee. She is up for a very, very, very tough reelection fight in november in the state where the president won by 34 percentage points. So it wouldnt be out of the ordinary for someone like that to support the president ial pick, especially since it wasnt that long ago that Supreme Court nominations ended up for most part with really big bipartisan votes. They did. I mean, it was almost a unanimous almost unanimous support for Justice Ginsburg and since then it has changed though in recent years. Heitkamp told talking about this meeting with the president , came out of it and said, look, the president has a chance here to unite the country by picking a truly nonideological jurist. But then the president told the crowd last night, well be picking somebody and well be hopefully making you very proud. Is it possible for the president to really pick a nonideological jurist and also please his base . Yes and no. I mean, it is sort of i think the Supreme Court unless somebody has a very clear record of saying, for example, im just throwing this out there, that they dont believe that roe v. Wade is settled, that they do believe that roe v. Wade should be overturned, hard to imagine somebody actually explicitly saying that, but it is possible, then no. But you look at somebody like neil gorsuch, for example, he is somebody who had widespread respect among both parties. Democrats for the most part didnt support him, it was a very partisan environment, but he is somebody who also has the support and the backing of the conservative movement to the nth degree and now theyre looking back at that Court Session saying we were right. Right. So what is up with john kelly, dana . Where is he . It is like groundhog day, i keep hearing hes leaving, but hes still there. Hes still there. Look, the Senior Administration official said to me this morning, anybody who tells you that they know exactly what is going to happen with john kelly is lying. And the reason is because it is groundhog day, we have heard this about john kelly, that hes out the door before. And we had heard similar things about other administration officials, some left, some didnt. So the answer is we really dont know for sure. Having said that, he has very publicly said hes not loving the job. Hes been more quiet, hasnt been as out front publicly as he was several months ago. And he is almost wrapping up the first year in his tenure and in trump years, those arent even dog years, i dont know what you would call them. Each day is like a year, i would imagine, being the chief of staff in this white house. So it is would not be a surprise if john kelly left. I did speak with somebody this morning, i texted with somebody this morning who is familiar with the president s thinking who did say he thought that john kelly was going to be close to leaving. It is hard to imagine according to people who know him he would do it on his own because he is a military man, he is all about public service, but, you never know with this white house, with this president , and in this atmosphere. Dana bash, thanks for the reporting. Thank you. All right, meantime, lawmakers faced off with Deputy Attorney general Rod Rosenstein yesterday and, wow, did it get ugly. Whatever you got, finish it the hell up because this country is being torn apart. I am the Deputy Attorney general of the united states. Okay. Im not the person doing the redacting. Youre the boss, mr. Rosenstein. Thats correct. And my job is to make sure that we respond to your concerns. The department of justice im telling the truth and im under oath. If you put somebody else under oath and they have a different i know the staff members. They want to impeach you, they want to indict you, they want to get rid of you, they want to undermine this investigation. Mr. Rosenstein, good look, were in the minority. After hours of throwing punches back and forth, did rosenstein receive a knockout blow or did the house leave things looking, well, pretty battered as well. With me now is democratic congressman david scicillini. This fight is about documents and turning over all the documents from the Justice Department having to do with the early days of the russia probe. And what should be in the hands of congress or not. You were there yesterday. You heard trey gowdy, your republican counterpart, saying russia isnt being hurt by this investigation now, we are, the u. S. Is, wrap it up, it is dividing this country. Does he make a valid point . No, actually he doesnt. What yesterday was about was promoting a narrative that the fbi and the department of justice are engaged in an unfair investigation and they should wrap it up to be done with. This is an ongoing effort by the president and his allies in congress to do everything that they can to undermine the integrity of the investigators, and the importance of this investigation. This is a serious, serious issue. Our intelligence communities have condition colluded unanimously with high confidence that a foreign adversary of the united states, the russians, interfered with an american president ial election with the express purpose of helping donald trump and hurting Hillary Clinton. This is a wide ranging criminal and counterintelligence investigation. And what the republicans did in the committee yesterday was behave more like Donald Trumps defense team rather than members of the Judiciary Committee that have serious oversight responsibility. We had 20 hours of hearings and interviews related to Hillary Clinton emails. We could have been doing a hearing on family separation, on responsible gun safety legislation, on corruption in the administration, were doing none of that, leave the investigators alone, let them complete their investigation. Theyre asking for things that congress has no right to as a matter of law and they know that because theyre trying to set a pretext to take some adverse personal action against the people leading the investigation. You bring up family separation. I want your response to something your democratic counterpart in the Senate Dick Durbin said yesterday about his concerns about any reunification plans for this administration. When it comes to reunification, there wasnt a word about it in the president s executive order. As we listen to them today, it doesnt sound like they have any plan whatsoever. Do you share his concern . Do you believe that the federal judge handed down this mandate that these kids be reunited with their parents within 30 days, some a shorter time frame, that there is a plan from the administration on exactly how to do that . I completely agree with senator durbin. I think there is no evidence that there is a plan. We have introduced legislation, we have written letters to the administration demanding this. We have tried in every way we can to press the administration to tell us where are these children, what is your plan for reunification. I have seen no evidence they have a coordinated well thought out plan ready to execute. I think this whole thing was done sort of shooting from the hip in a way that sort of caused some excitement among mr. Trumps base, but in a way that totally undermines our values as a country. On the Supreme Court, politico has interesting reporting this morning saying that democrats are looking at talking about changing the strategy here to try you dont have much of a leg here, but to try to get the Supreme Court nominee vote to wait until after the midterms and the democrats are planning to move away from the talking points of this isnt fair, this should wait until after the midterms to focus on the real world impact that another conservative justice would mean on the court. Especially when it comes to trying to sway some republican senators who are, say, prochoice, like Lisa Murkowski or susan collins. As a democrat, do you think thats a better strategy . I think it is very, very important that people understand and we make the case to the American People of what is at stake in this Supreme Court nomination. Everything that we consider important, whether it is protecting a womans right to make decisions about her own health care, her own body, whether it is equality for members of the lgbt community, about this growing power of big corporate special interests like decisions like citizens united, and ripping away the ability of working people to be represented in an effective way under the janice decision, deciding huge victories to rig the economy further in favor of the most powerful corporations and the richest people in this country, there is a lot at stake, voting rights, access to the ballot, so i think people need to understand this matters a lot and they ought to demand their members in the senate not confirm a nominee who will undermine core American Values and that will drag us back to a very dark time in our nations history and so your message to red state democrats then, like heidi height c heitkamp, joe manchin is what . Senators will make the decisions they think are right. I dont have the luxury of making an actual vote in this. This is a decision which will have consequences for many generations. It is not just an appointment for a year or two. This is a lifetime. What is at stake here based on president s other actions is very, very substantial. And people ought to make a decision understanding it is going to affect many generations and i think has the potential to undermine so many important parts of our country and things that have made america the envy of the world, people should not give away that vote lightly and i hope that the democrats in the senate will stand strong and only support a in manominee who support those core American Values and not contribute to really bringing us back to a very different time in our nations history. Congressman david cicilline, thank you. Still ahead, journalists gunned down at a newspaper in maryland. All right, youre looking at live pictures of a mother named Brenda Ramirez garcia who is about to be united with her son. They were separated at the border back in may. They have not seen each other for about a month. Paulo sandoval is there with more. What can you tell me this morning . Reporter let me tell you about this 25yearold woman, well call her brenda now, not using her last name for her own protection, were anticipating this moment. If you walk with me, poppy, ill tell you about her case. Shes have el salvador here and has been waiting to hold her son, 7yearold little boy, hasnt seen him for a month. This is the first time as we see together that this 25yearold woman is able to hold her child. Lets listen in, poppy. [ speaking Foreign Language ] [ speaking Foreign Language ] reporter as we wait to see what comes next, let me tell you about the woman in that light colored tshirt, walking with her son now. They were separated on the 27th of may. She and her son have crossed the border illegally according to what her legal representation has told us. And she had her attorneys believe they were separated so that brenda, who you see here, could Face Criminal Charges under president trumps zero tolerance policy. These charges for illegal entry, her attorneys telling me that never happened. But they say that the damage was done when the child was taken away from her mother. I can tell you that this is a moment that they have waited for a very long time. Especially as brenda has been separated from her son for a while now. They tell me that they were separated not long after that after she was detained at the border. She was taken to colorado. And that eventually taken here to the washington, d. C. Area. As for her child, well, he ended up in florida, one of the many children who had been taken care of here by the government. And her mother has been searching for weeks now to be able to reunite with her child and here we are, poppy, a moment that many of these Immigration Attorneys have told us does not happen enough. And so as we step back here for a little while and give brenda some time with her son, just important to see these pictures here, these are the family reunifications, many people say are not happening fast enough. Let me it is remarkable to see. Let me ask you if you know anything about how this happened because one of the Big Questions right now facing the administration is how are you going to reunite all of these families by the 30day deadline, that that federal judge imposed this week. Do you have any details on why and how this family was reunited where 2,000 more children wait to hopefully have the same fate . Reporter well, i can tell you that her lawyers tell me this was certainly a logistical nightmare they were having to deal with, they were struggling to find out exactly where this child was. This is what this is why they work so hard to make this happen here, to deal with the databases, work with the government. Information has been very hard to track down obviously. So her attorneys telling me this is something that was weeks in the making, trying to find out exactly where their child where brendas child was and able to determine they were in florida and that this family reunification could actually happen. And sorry, poppy, something we definitely want to soak in here and to watch as we try to speak to mom here in a little bit, just talking about how everything has been for her. Is that his sister, the little girl with the yellow bow . Reporter thats what were trying to find out. My understanding is brenda only has one little boy and this is him right here. And so she definitely has a support system here as they try to get their life back to normal here. Let me tell you what happens next as you see them here together, mother and child, their attorneys will work to consolidate their asylum cases. That way they can Stay Together regardless of what happens. Whether a deportation happens or their asylum claim goes through successfully. So that is what many attorneys have been working for is for these children to stay with their parents, so that they can navigate through the Court Process at least together instead of being states apart. Which is what we saw in brendas case. Polo sandoval, for our viewers, this is happening live at dulles airport, this mother brenda being reunited with her son, who she was separated with back in may 26th when she crossed over the border from mexico undocumented. She says she was seeking asylum and now they will go through the judicial process of their asylum claims being heard, but they are at least together. Polo sandoval, thank you for being there. Before the Capital Gazette shooting, the last time multiple journalists were killed while doing their job in this country was in 2015, when a former colleague attacked two members of the wdbj news crew during a live report in virginia. Adam warren and Allison Parker died in that shooting. Adam was 27, allison just 24. And allisons father andy joins me now. We have spoken too often because of tragedies like this. When you learned of this news, and you learned journalists, again, murdered, what did you think . Poppy, you know, every one of these Mass Shootings is difficult. This one hit me harder, i think, than any. And the reason is that because they were journalists, because allison was a journalist, and allison was born in annapolis, so it was a double whammy for me. Remind everyone about your daughter, because they called her the ateam. She was the quintessential journalist. She wanted to do everything the right way, and the ethical way, and she always wanted to break the story and she was just you know, i couldnt have asked to raise a better daughter than allison. She lived a life that was fuller than most people lived in a lifetime and she died at 24. Yeah. Sadly you know the reality that these families and loved ones and parents and children are living through in a way that most of us dont. What do they need from all of us right now . Well, you know, they need some space right now, i think. Just to sort it out and to grieve. We have heard the typical thoughts and prayers from the president and thoughts and prayers are great, but we need action. I think that the best way to honor these victims and honor allison is for this country to take action doing sensible Gun Legislation because this kind of thing is tearing this country apart. It is not the mueller investigation. Gun violence is tearing this country apart. You know, it is believed that this was a shotgun and many would say, look, the Second Amendment argument here, Gun Legislation argument, may not have changed what this individual did. We dont know if he had the gun legally or not yet, we just dont know. I want you to respond to what the mayor of annapolis told me this morning. We questioning why people are so tightly wound these days, why people are so angry and how could you be angry at just a local newspaper like this. Hes talking about the division that is pervasive in this country right now. How do we bring people closer together, andy . Thats a good question. You know, ive been reading john meachams book the soul of america and he suggests that we have to reach out to our better angels. And hopefully we havent crossed a rubicon here where it is too late. But, you know, there is that intransjens on the other side that there are people on the right that are rejoicing because these people are dead, because theyre journalists. And somehow we have got to find a way to overcome that. Thats just disgraceful. I hope thats not the case. I certainly havent seen anyone rejoicing over this, this morning, but this is an environment where the media has been called by the highest office the enemy of the American People. Andy sure, and thats what he does. He enables this kind of this kind of violence to take place. Andy parker, thank you for joining me this morning. We all remember alison. Thank you. There is no minimum age for children to appear in Immigration Court. So even infants can be given a notice to appear and brought in front of a judge. In the past, that would be done with their parents. But what we saw in this case and what we anticipate will keep happening because of the repercussions of the zero tolerance policy is that more children will be given this notice to appear to come into court and when they do, these courts are just ill equipped to deal with them. A, why are the courts ill equipped and, b, it is important to know the fact that this 3yearold toddler had your representation makes them one of the lucky ones. Undocumented immigrants are not guaranteed the right that all americans are afforded which is a right to legal representation in court. Exactly. So what we have seen in courts when were there with our own clients are very Young Children appearing on their own. Some so little that, you know, in court there is no booster seats, no teddy bears, it is a cold Immigration Court. And so these kids are sitting in chairs that are too big for them, their feet dont even touch the floor, just Little Things that i think parents would really understand. They cant bring snacks in the courtroom. Youre sometimes sitting there for two hours during a docket and very small children who cant even have a snack during that time. The courts are often the dockets are when these kids normally would be napping. But does let me ask you this, does the court look differently at all, lindsey, on the asylum claims of the children, the toddlers, the teenagers, some of them going through this without representation or are they held to the same exact standard as the adults seeking asylum . So children do have some there are some changes made for children in terms of what they need to present in their cases. But they still are, you know, expected to present a claim that gives them a right to asylum. And so without their parents there, thats very difficult. Often times these children dont understand the reasons that they fled their country, they dont understand the intricacies of the political situation that they fled. And thats information their parents have and when they have been ripped apart from their parents, it makes it exceedingly difficult for us as attorneys to be able to build a case for them, to be able to get them asylum. And so thats why, you know, our offices working hard to reunify families so that we can actually represent the family unit. Lindsey, thank you very much. Lindsey, i appreciate you being here. This sunday on cnn, our new original film american jail takes a prevalk tiovocative loo system, what is working, what is not working and how to fix it. Here is a preview. Julians mom is frightened for his future. Julian had to wear a restrictive ankle bracelet which makes it practically impossible for him to get a job. But the courts will only remove the ankle bracelet when julian gets a job. Hes trapped in an inhumane cycle that perpetuates his criminalization. It is almost impossible to get out. Prison is a supply problem. If they dont have the supply, they cant run their business. And they have no way, no way of actually taking people from the street and putting them in the building. It requires the police. It requires the prosecutors. It requires judges. And it requires probation officers. The police, prosecutors, judges and probation officers dont make a dime off of prisons. We have no incentive to send people to prison. The reason we do is thats the tool that we were told will make us safer and make people better. We dont profit off of sending people to prison. So if we can change what happens down here, police should be trying to reduce crime in their neighborhoods, prosecutors should be trying to improve Public Safety in their neighborhoods using data and science that we know works, probation officers should not be probation officers, they should be probation liaisons, they should be helping people stay out of jail. You can watch american jail this sunday at 8 00 p. M. Eastern. Only right here on cnn. Thank you for being with me today. Im poppy harlow in new york. At this hour with kate bolduan begins right now.
