A july 26th date for children over the age of 5. They are saying they may not be able to meet those deadlines. This is coming after health and Human Services head said just yesterday that there were under 3,000 children in dhs custody who had been separated from their families. Thats more people than we initially thought. Just nine days ago we had been told by the government that there were about 2,000 children. This is now a larger universe of children that might encompass kids separated before the beginning of may. The department of justice is saying they are trying to use other techniques, including dna testing, to reunite the children with their parents. Those kinds of techniques require more time. They are seeking some Additional Guidance about what to do with those parents who may not be entitled to be reunited with their child because its not safe or because they have concerns that the child might not be safe with their parent who might have crossed the border illegally. Theres a lot that they are asking for here. Its clear they are not quite ready to meet that filing deadline, the first of which coming up in a few days on july 10th, for the youngest of the children in the governments custody right now. Thats raising more questions. Abby, thank you. The administration, as we mentioned, says it may need to extend the deadlines. This on the first day of the three deadlines. Today is the deadline for separated parents at the border to be able to speak with their children. Its unclear though how many separated children are actually in the governments care. Health and Human Services says there are less than 3,000 children. Here is the thing. That number is far higher than what we had previously been told. Remember, the last number we had was 2,047. Were up against a deadline for the government to connect families over the phone. As we have for the past few weeks, we have been working the phones with our hotline. Families and detained folks are calling on our hotline to try to connect families and represehel reunify them. Reporter you are trying to hold the Administration Accountable to the deadlines. You talk about phone communication, july 10th being when children 5 and under in your effort, what have been hurdles for you . They have been hurdles along the way. When we get information about people being searched for, we have to call to Detention Centers which have different protocols whether they will confirm or deny. There are Detention Centers that hang up on us. Even when we connect with people and be able to pay their bond, yesterday i went to immigration to try to pay five bonds. There are five women who should be free right now. We were rejected at the front desk because we didnt have bus tickets and airport tickets for them. Reporter i have never heard of that. Its new to us as well. Thats been ironed out through communications. We hope to pay the bonds today. These are examples of little hurdles that we get that makes helping so many people quickly really a difficult logistic. Reporter tell us what these folks are doing right now and what they will do throughout the morning. We receive phone calls from families, from detained people. We work the phones. We are reaching out to other Service Providers who may be serving them. We call the Detention Centers. Then overnight, as phone messages are coming in, were following up with Family Members. Also following up with those who have already called us to try to confirm that we have located their Family Member and that were going to be sending somebody out to the Detention Center to work with them. Reporter you guys have a busy day today. One of the first the first deadline in the series of deadlines ordered by a federal judge today, july 6, phone contact for parents and children. We are hearing reports in some cases i spoke to a mother yesterday, hhs secretary said that the families were getting two phone calls a week. This mother says a different story, that shes not getting communication. In fact, she doesnt know where her child is. Were working on other reports as well from Immigration Attorneys who say that some families have not made any contact at all. Were working to verify those reports. Thank you. Joining me now, cnn commentators. The new number is under 3,000 children. Thats still significant. One would imagine if there were just under 3,000, thats a jump from the 2,047 that we knew of previously. 100 of them are 5 and under. The government only has until next week to reunite those kids with their parents. Kevin, this is a pr nightmare to put it mildly. These are children that were talking about. How has this been so badly bungled . What is the sense of why its become so difficult for this to be fixed . Well, i think quite simply, its administrative chaos. Theres not a lot of clarity on the policy. Therefore, there is not a lot of efficiency on the execution of how these folks are handled down at the border. I think its a sign i think one of the big problems now for the administration and many of the Administration Supporters in congress is that this is a sign that administrative chaos is going to continue. They still have problems executing with the folks that are to bed aminud aminute straighti the border. People thought we would put this behind us. Instead, you will have similar problems with the optics of children not being connected with their families. You are going to have some constituents who are outraged about some of the images or some of the news coming out. They will continue to put pressure on members of congress. Were back to where we were two weeks ago. It seems like nothing has changed in the last two to three weeks. It does seem that way. Except that there appear to be perhaps more children than we were told initially who are in the case of government. The fact that they dont have accurate Record Keeping here is mind boggling to say the least. The fact that there doesnt seem to be a lot of pressure in terms of fixing it. To kevins point, were seeing its this circuitous back and forth of finger pointing. Thats right. With all due respect, this is much more than a pr bungle. This is a humanitarian crisis created by the president of the United States of america. I believe that our country will wear the stain of this crisis for decades to come. The fact that the number jumped from 2,000 to 3,000 seemingly overnight is horrifying and jaw dropping. As the federal judge famously said, you know, when you go to prison, you get a receipt for your wallet. When they take away your child, you get nothing. On top of the images of the cages and now just today we heard a story of a 14monthold a 14monthold who had not been becamed f bath days, covered in lice. Theres no sense of urgency on behalf of the administration to reunite the children with their families. Theres no task force, no czar, anything lighting a fire under hhs and dhs to unify these children despite the court order. Its tragic. To your point, this is far more than a pr nightmare. Dont think i was making light of this. Its horrifying. These are thousands of children and thousands of parents who dont know where potentially who dont know where their children are. Theres no getting around that. Theres nothing partisan about the outrage as we all look at that. Kevin, one would think that that would be enough of a motivator, even if you are simply looking at it from a pr standpoint, even if its that callous, to get things together. You talked about theres chaos. Shouldnt this be the thing that can cut through that chaos . Its nothing but a win for the president if he can fix this. Even though he created it. If we return to two weeks ago, that was what motivated the white house to provide more clarity to the folks that are dealing with this at the border. I think thats where the pressure will come. I know we dont want to think about the politics of this. The pressure will come when a lot of people who see these images and recognize this chaos start putting pressure on some members of congress that are up for reelection this year. When those messages are then transported to the white house i think thats what will motivate them into action. Its what happened two weeks ago. I expect we will go through this cycle again. We are going to stay on this story. These are answers that not only those families deserve but the American Public deserves as well. I do want to pivot to what we heard from the president last night. A lot of talk from the president back up there stumping in many ways, with many similar themes as to what we heard in 2016. What really stood out were certain comments, especially directed at senator warren. Take a listen to this. Lets say im debating polka hon tis. I promise i will do this. I will take you know those kits they sell for 2. Learn your heritage. We will take that little kit and say we have to do it gently. Because were in the me too generation. We have to be very gentle. Tone devonaf on a number of levels. He doesnt fully grasp what the me too issue is. The issues in terms of continuing to use pocahontas. He is joking about dna testing. The bottom line is, this plays well with the president s base. Were probably going to hear more of it. I think that the attack on senator warren is not new and its not surprising. I think the public mocking of the me too movement is new. Its not surprising, but it is new. This is a man, a president who has zero respect for women, whether its he is bragging about grabbing them by their again tagenitals or calling the. He has 20 women who have accused him of Sexual Harassment or sexual assault. Now publically mocking the me too movement is another layer of that disrespect for women. The problem is is that women have already proven that they are a pivotal voice in the midterm elections. They have proven that as candidates, more women than ever are running and actually winning. They have proven it as voters. We saw that in the virginia and alabama and pennsylvania elections. I believe that this rhetoric on behalf of the president is only going to motivate them more and ignite their anger towards him and towards all of the men, whether its Harvey Weinstein or bill cosby. I can go down the list. Kevin, when it comes to all of this rhetoric, there has been, of course, this discussion in the country over the last couple weeks about the need for more civility, which most would agree with. With the white house pushing for more civility and hearing this rhetoric from the top i know we had this conversation do they have a leg to stand on here when its consistently back and forth . Is it more about having control of the political narrative . Theres always a canyon between what the white house staff is promoting as their message and what the president is actually saying. Most political professionals will be puzzled the president continues to return to these type of topics, particularly when you have we had a jobs report come out today, 213,000 new jobs, unemployment at a strong low. Gdp growth clocking in around 4 . Yet the president is litigating on areas and terrain that he is most vulnerable on. He doesnt care. Many times when he gets before these crowds, his most fans, he loves to pick an easy foil and attack them. It is creating a huge distraction. But the president doesnt care. Lets start off with this jobs report. Theres a lot for the president to celebrate here. The backdrop is a strong economy. This is one of the reasons why you hear from the trade advisers in the white house the president is confident this is the right time for the u. S. To make moves on trade. Even as the conventional wisdom is otherwise. The president is confident the u. S. Economy is strong. This backs up the strength of the economy part of that formula. Jobs added, 213,000. More than 200,000 jobs there are more Jobs Available than people looking for jobs in this country right now, which is very, very rare. The Unemployment Rate, 4 . You can see from this chart just how far hit has come down. It was 10 at the beginning of the obama administration. Now down to 4 . Thats up a little bit and here is why. People entered the work force. The labor force grew by 600,000 people. You had at least 200,000 of those who are people who didnt have a job before and now are coming back in to get a job again after being unemployed. Thats a good sign there of people entering the job market. Where are the jobs . Business and information services, strong job growth there. Manufacturing, 36,000 jobs. Folks tied to the white house will say this is a result of the president s trade policy. If you look at Metal Fabrication and those businesses, they think thats helping add some jobs because of the steel and aluminum tariffs in the country. Healthcare, 25,000 there. That has been a steady performer for years. There are jobs at hospitals and University Hospitals in particular and on Health Campuses across the country. That has been a case for some time. Its a driver in the economy. Wages up 2. 7 . It defies economic logic you would have more jobs than you have people to fill them. That should mean wages are going up. Theyre not going up strongly. Thats a riddle. Thats a consistent issue for many americans. Now we will deal with tariffs. If you look at the factors or a number of the factors, we have the strong economy, this is the perfect time to dive in. Look, it happened at midnight, the stroke of midnight, the u. S. Put tariffs on. The chinese are saying the u. S. Fired the first shot. The americans are saying, no, no, for 20 years theres been a trade war started by china and now for the first time the president is trying to fight back. 34 billion u. S. Tariffs on chinese goods. China doing the same thing back. China is putting tariffs on cars, crude oil, soy beans. This is not popular in iowa. Its not popular in illinois. You had mexico double some tariffs on pork producers. Theres going to be blow back from farmers. This is where we stand. There will be 16 billion that will go into affect next week or the week after. How this escalates is critical for whether it stops here. 16 million which china says they will retaliate. Want to dive deeper with douglas aiken, former economic adviser to john mccain and president of American Action forum. We see more tariffs to come as we know. China says theyre going to get back. The president threatening this could go 500 billion. No one is blinking. How far do you see this going . Its hard to say. The promise has always been that higher tariffs by the u. S. Will bring them to the table and cause them to change their behavior in ways that the white house would find acceptable and then tariffs will go down on both sides. The end result would be no tariffs and a china thats complying with its international obligations. Thats the strategy. Theres a good news and bad news part of that. Good news is, china behaves. The bad news is we have the tariffs. So far, we only have higher prices in the u. S. , diminished sales, retaliation, not just from china but other allies around the globe. This is a very high risk strategy. There are concerns that if this does continue in terms of the high risk, that it could lead to even recession. We are hearing that from bank of america analysts. Is that realistic . I dont think for july of 2018. If you roll the clock forward and the president is true to his word and imposes tariffs on 500 billion worth of chinese exports, then thats a real possibility. The retaliation will be enormous. The impact on global trade would be devastating. You heard the report where the white house says, this is a good time to do this. The economy is strong. What that is acknowledging is this is a bad idea. It will hurt economic growth. We can take it at the moment. But we cant take it forever. You cant we know this is a president who is not going to back down. I think there has to be a strategy that says, look, we want this from china and lay out the specifics and changes observable changes in chinese behavior that would allow the tariffs to come down. Thats been missing from the strategy. You cant tell the difference between tariffs for the sake of tear riariffs and tariffs to ma progress toward an end. Need a more clear definition of success. There are minutes from the most recent meeting with the Federal Reserve showing officials are worried about some of the administrations trade policies and their impact on the economy. Are those fears at this point you believe well founded . Absolutely. I was in the george w. Bush white house when he imposed steel tariffs. They were a bad idea. The steel and aluminum tariffs are a bad idea. They will harm consumers of Steel Products more than help the producers. They have had retaliation by the eu, india, mexico, canada. Those are just bad news from the point of view of the economy. Now we have this tariff battle with china going on. He has threatened tear rifz ari europe and invited retaliation there. We know from the very beginning when china said they would retaliate, we knew they were going after certain products, soy beans among them and in certain areas. How do you feel about todays tariff news . You know, it hurts. One in three rows of soy beans in the United States are exported. China buys 60 of them. Thats a big chunk of our exports. Thats a big part of our income. This is not just help us put this in context, for folks at home. Who may not know someone who is involved in the agriculture industry at this point. This is not just about you personally. This is your business. This is your livelihood, your family, your community. How widespread is the impact . I think it has the potential to be very widespread. Its already a down economy in agriculture. These tariffs go to further the downward turn of the farm economy. Its going to affect far and wide in the agriculture community. Whats the conversation . With other folks you are president of the soy Bean Association in missouri. Whats the conversation with your fellow farmers . I think that we just need to carry on. Do the best you can. Get ahold of your elected officials and try to see if we can back this off. Were good at what we do. We grow a lot of soy beans. If we could sell china more as opposed to have them bump a tariff on us, we would be much more like that than tariffs. If you had the opportunity to speak with the president and you were laying out that case for him, what else would you say to him to appeal to him, to make him under why you are at today . You know, its not just the tariffs on soy beans. They were talking about steel and aluminum. That goes to equipment that we buy. Its a doubleedged sword. It gets us coming and going. We dont make any money on our soy beans. Then we have to pay more money for our equipment. Its double painful. Like i said, if we could sell them more instead of charging a tariff, we would be all for that. How much success have you had in getting that message through to your lawmakers who i know you would like to bring that message to the president . I think the missouri delegation, both in Jefferson City and washington is into agriculture as a whole. I think they are aware of our situation. Its just bumping it up the line, i think. Are you as you look at this, we know more tariffs could be coming. When you see that potentially coming down the line, is there a way to prepare for that . You know, as a farmer, we have to deal with not only the weather and the price in chicago, theres just so many things to deal with. We have to plan. This is the new normal, then its a new plan that we have to take on. Really quickly, china said they were targeting states where the president did well in the last election. In talking with your fellow farmers, is this something that would influence their political decisions . I hate to get into the politics of it. Thats tough to do. Its something that this isnt the whole pie of his presidency. He is the president. Give him a chance to see what he can do. Cnn learning the rescue of the 12 boys and their coach trapped in a cave in thailand unlikely to happen in the next 24 hours. Its simply too dangerous. This after a former Thai Navy Seal died trying to get supplies to the boys. David mckenzie is outside the cave in northern thailand where we can only imagine tensions must be higher at this point. Reporter yes, thats right. The pressure is rising on these teams to find a solution to get these 12 boys out and their coach who have been stuck there for more than two weeks. That news coming from a thai navy source saying its too dangerous right now to try and get those boys out. Particularly sourcing that they need to find a few more wet suits thick enough for the boys and to fit them. It sounds trite, but its an important factor to protect them as they bring them through those cold waters, potentially, for hours. They say its unlikely to happen. That could be overruled by the Group Commanding this search and rescue in the coming hours. The oxygen levels in the dark cave where these boys are sitting, they have had to reduce the number of thai rescue workers sitting, helping, making sure those boys are safe and relatively healthy because those oxygen levels have dipped to Dangerous Levels in the past few days. Pungs a a former Navy Seal Diver died on the way out of the cave. The clock is ticking. The window for the rescue will be closing in the coming days. We expect that if they move, they could move still pretty soon. We will watch for more on that. Appreciate it. Thank you. Pressure is mounting as we heard from david in terms of an evacuation plan. Gary tuchman went along with a team of cave divers for a preview of the treacherous conditions the divers are facing in thailand. Reporter i walk in 40 degree water with two of the preec preexnetanyapreechminent divers in the United States. Were in northern utahs logan canyon at a cave system geographically similar to the cave in thailand. Its similar in other ways, too. This cave is flooded with snow melt water. The cave in thailand is flooded with monsoon water. Reporter both men begin their scuba voyage into the cave with our cameras. To give us a look at the dangers and show us why you absolutely never do anything like this without cave diving certification. Just getting into this nearly half mile long cave system requires squeezing through a narrow tunnel. This is not the narrowest tunnel they will face. In waters that go as deep as 90 feet. Are you scared sometimes when you go in a cave like this . I have at times been afraid when something unexpected happens. Reporter something unexpected including equipment failure. Changes in water depth. Falling rocks and boulders that could leave you trapped. My greatest fear is running out of air before i make it out of the cave. The truth is, i have been stuck in this cave. Reporter stuck for six minutes richard said. It crossed his mind he was in serious trouble. He was rescued. To become cave diver certified, one of the requirements is you must be at least 18 years old due to the difficulty and skill needed, which raises another concern for the boys in thailand, some as young as 11. And several who cant swim. In my perception, its a last resort. But it is a viable means of providing them an escape route. Reporter if its the only resort . If its the only resort. Reporter officials are pumping water out around the clock, a better option says this master diver. I believe if the rain were to subside enough that the pumps could draw enough water out of the cave, that would be an optimal scenario. Reporter this frigid watery cave is so dangerous that we have been told that more people have walked on the moon than have navigated through this. Our two experts tell us in addition to themselves, they know of only five other people who have gone through here. Secretary of state mike pompeo is in north korea right now, there to get kim jongun to hopefully agree to concrete steps toward denuclearization. Theres no word on exactly when the meeting will happen. Its likely to be tomorrow, were told. This morning, pompeo spent nearly three hours huddling with several north korean officials. How confident is the Trump Administration at this point that he will be able to get kim jongun to commit to some specifics here in terms of dismantling that arsenal . Reporter if you listen to donald trump, he remains supr e supremely con fident that kim jongun is serious about his intent to denuclearize. But others are less confident. Mike pompeo had a meeting this morning or this afternoon, actually, with kim jonguns number two. That went for two and threequarter hours. Pompeo has been dialing back a bit on expectations. He said that he is not expecting a time line from north korea on denuclearization. Indeed, were not sure what sort of concrete steps the u. S. Are asking for and what is on the table as far as north korea is concerned. Pompeo has been referring back to that meeting, that summit back on june 12th, between donald trump and kim jongun, where they signed off on their full commitment to denuclearization. Mike pompeo says, im here to basically his line was seeking to fill in details of the commitment. He says, North Koreans he is expecting the North Koreans to do the same. Thats woolly language as far as what they are expecting. Theres a lot of skepticism in the u. S.
