Up so all of our viewers can look at it and see what is happening there. This video is very telling, according to the u. S. Navy, because it shows a wake of the water behind and on the side, if you will, of the russian ship as it makes its approach to the u. S. Navy ship which is clearly in front of it. You see that wake. That is an indicator of the russian ship moving at high speed. There are other images that show it with that wake showing it made a steep turn towards the u. S. Navy war ship. Now, it came according to the navy within 50 to 100 feet of the u. S. Ship. You can look at this video and you can see the u. S. Sailors can almost reach out and touch the deck of the russian ship. Thats how close this is. And remember both ships are moving in the water, nobody is standing still. So the risk of miscalculation is significant. The risk of a collision according to the navy was very significant because the u. S. Navy was trying to land helicopters on its deck at the time and to land a helicopter on a moving ship at sea you have to maintain a steady course, you cant make sudden maneuvers. In fact, as this russian ship approached the navy had to put its engines into reverse full speed and try and back off as fast as they could. They say to avoid a collision. The russians say they had the right of way, it was the navys fault, the navy says, look at the video. Jim . And, barbara, you make the point that the navy very quickly releasing still images of this and now the video. That is no accident. Thats with intent, right, to draw attention to this . It is. They feel that they have the images here to show the world the case that they are making. The u. S. Military feels that the russians often engage in military propaganda, if you will, putting out statements about things and the navy, the air force, has to come back with what visual evidence it has to push back against the russians. Remember, it was just yesterday that a russian aircraft according to the u. S. Military made an unsafe pass at a u. S. Aircraft over the mediterranean. Last month u. S. Air force f22 fighters had to escort russian planes as they intercepted them off the coast of alaska. The russians have been engaging, there is no question, in, you know, pinging at the u. S. Military operations, if you will, and the u. S. Military very much pushing back, very much making the case that the russians in these instances are not following International Maritime and air rules of the road, if you will. That there are very well established practices for operating safely at sea and in the air and they say the russians are not doing that. Jim . These are dangerous, near collisions, just takes one mistake and lives are at risk. Barbara starr, thanks very much. Lets get analysis now. Retired rear admiral and cnn military analyst john kirby. You look at this, admiral kirby, this is no accident. This is an intentional move by this russian no question about it. You have a ship in restricted maneuvering, recovering helicopters, there is a limited amount of things she can do to maneuver. The russian destroyer was making a run at her at a high late rate of speed. She would have known that the chancellorsville was recovering helicopters because you can see it happening, shes flying visual indicators and im sure that the captain of the chancellorsville was on bridge to bridge radio warning the russian vessel what they were doing. They would have bridge to bridge communications. Standard procedure to say we are in restrictive maneuvering, you need to stay away. Clearly this was a provocation. The other thing thats interesting is the russians were the first to talk about this. They put out a press statement before the u. S. Navy did, so clearly not only do they know what they were doing here, a provocation on purpose, but they wanted to message it for themselves. It happens at an interesting time. Well, interesting place because this is east china sea, philippine sea, off the coast of china, a russian ship, but it happens as russia and china are holding a high stakes meeting. President xi is meeting with president putin as we speak. Clearly this sends a strong message to president xi from putins perspective that we are on your team, we are with you. We have seen the russians and chinese cooperate increasingly now at will when it suits their interests. Just last year there was a big major exercise in the east of roughs which had never included the chinese and the russians invited them. All to send a message to the United States that we are interested in diminishing your influence in the region. This is message sending, but is there also a military function to this . Barbara mentions when you have russian bombers going into u. S. Air space or russian fighters scrambling to intercept u. S. Airplanes over the mediterranean, are they also testing reaction times, for example . Is there intel that you gain from these kind of interactions . Absolutely. Anytime you get forces and assets of Different Countries together like that you can glean intelligence not just about capabilities, what these things can do, but also how the nation state itself is going to react. I think there is message sending here, theres also they are testing to see what trump will do, how he will react, how strongly hes going to move on this and the russians are always interested in pushing the boundaries and the envelope just to see how much they can get away with and they wont recoil unless theyre slapped back. It will be interested interesting to see how the u. S. Government reacts to this. You served at the pentagon and state department, china and russia often tested these bounds both on the air and on the surface. What is the correct response . Is it to fly or sail u. S. War ships close to chinese or russian war ships or fly u. S. Aircraft close to russian or chinese aircraft. Three things, one, the navy is doing exactly the right thing, the pentagon is doing the right thing, release this video so you can make it clear what really happened. More breaking news this morning, here at home. The u. S. Economy added only 75,000 jobs in may, that is well below experts forecast and it is happening as the president is threatening to impose new tariffs on mexico which would have Economic Impacts as well. Thats what u. S. Companies are warning. Joining me now chief Business Correspondent christine romans. What strikes me about these numbers well below forecast for this month, but they are also downgrading growth from the previous two months as well. Yeah, very good very good eye there. You have 75,000 net new jobs in may and in the prior two months which had been strong the government shaves 75,000 off of those as well. When you look at this trend really, 2018 was awesome, about 223,000 net new jobs a month, so consider that. This year youre averaging about 164,000 a month and then look at may, its half of that. So something happened there with business confidence, something happened there that stalled hiring. Now, the jobless rate stayed steady at 3. 6 . That is a generational low. So thats an important number to put in perspective. You had slower hiring, much lower hiring in the month but the jobless rate stayed steady. We will watch that. In terms of sectors, really it was across the board. Not the robust hiring we have gotten so used to in past years. Business about 33,000, healthcare a little lighter than normal and construction only 4,000. I think manufacturing only had 3,000. So what you see there is a slowdown in that part of the economy. What could be at play here . One thing economists are saying this morning, jim, is that quite frankly some of these industries, especially small business, might be running out of well qualified workers. They cant find the workers. There still are more open jobs in america than there are people searching for those jobs. The second and the big, big head line here is trumps tariff wars could be denting confidence at this point and thats really important to see how that lagging effect on the market bears out over the summer. Are the trade wars denting confidence in companies who are going to hire less until they figure out what their cost structure is going to be with trumps multiple trade wars. Christine, stay with us. I want to also want to bring in ronna faruhar, associate editor at the financial times. You start to connect the dots because there have been other warning signs in recent months, for instance, even when job figures were strong, kristina and i have talked about how manufacturing numbers were low there, there are questions about waning business investment. As an economist when you piece these together do you see warning signs of a slowing economy . Absolutely. And i think that theres two things at play here, one is what christine mentioned, the may numbers are absolutely being affected by the trade war. When i go around and talk to ceos may was really when the rubber hit the road, this is when they said, okay, this trade war isnt going away, its for real, its getting hotter and its going to affect a broader range of products. Almost every one i know is rethinking their supply chain. I think that theres another issue at play and thats the way in which technology is affecting the economy. On the one hand bringing in software, automating things, it increases productivity but it also cuts workers. If you dont have workers that are skilled up enough to be able to use new technologies, then youve got a real mismatch in the labor market. I think that thats at play here in some of this long term job growth dampening. Christine, it is about the trade war to come degree, but also were ten years into an economic expansion here, are we not . So is it about the economic expansion getting long in the tooth and also the diminishing of the effects from the tax cut. Thats such a good question because an economist earlier this morning told me the sun doesnt shine forever. A bull market and big expansion doesnt die of old age, either. There is a reason, there is always a reason, a catalyst that kills a bull market and kills an expansion. Whats that catalyst going to be. The fed has said that, you know, its watching all of these events, trade war events, and will act appropriately. What the market and what people in the market think that means is that if the president pursues these trade wars and starts to really hurt the u. S. Economy the fed will be forced to come in and be the shock absorber or if you want to use a different metaphor the foam on the runway to relate to cushion the fall here. What the market is anticipating here is that the fed after all of that cajoling from the president in the end would have to bail out the president. Its interesting, christine, just to add to this, its interesting that youre using the foam on the runway metaphor because that was used by tim geitner the former treasury secretary in the run up to the 2008 crisis. I actually worry we may be at a similar point. We are not going to see big banks falling, you are not going to see a Lehman Brothers moment, but corporations have more debt on their Balance Sheets than ever before in history. I think that we could if you have a bigger effect on the trade war, a bigger global slowdown you could start to see some dominoes fall where troubled companies go bankrupt, cant pay become their debt, that creates a Ripple Effect in the economy. Thats something to watch out for. Also the fact that we cant even absorb a quarter point of an Interest Rate hike at this stage of a cycle says something thats fundamentally wrong in the underlying economy to me. Chances, ra in. A, that the fed cuts rates as they watch these figure nls . I think the chances are high. I think you will see what christine said, rate cuts going on into the year. The problem is that we have gotten addicted in our economy to debt, to cheap money. We cannot run an economy without rates that are in any way normal and that shows fundamental unhealthiness. Lets remarkable. Heading the antiimpeachment camp is the speaker, nancy pelosi, no change there, but cnn has now learned that Judiciary Committee chair jerry nadler has emerged as a powerful voice behind the scenes supporting launching an impeachment inquiry. Manu raju is on capitol hill. So this private disagreement breaking out into public here. How hard is nadler pushing his case right now. Reporter well, he has been increasingly making this case behind the scenes to the speaker, trying not to break with her publicly, but privately trying to convince her that this is the way to go. In a closeddoor meeting earlier this week i am told that he made the case that this would add weight to their legal fight in court, saying that these efforts, the democrats are trying to enforce their subpoenas, could be boosted by arguing to federal judges that this is all part of an impeachment inquiry. The real fear is that if they lose one of these cases it could really set back efforts to oversee the administration and set back efforts by congress to investigate. Also nadler made the case that all this would centralize the investigations before his committee, the house Judiciary Committee, while freeing up other panels from to do legislation instead, but there was push back, nancy pelosi we now know said that she would rather see the president in prison than impeached at that very meeting. Also adam schiff who has been investigating the president s conduct as well did not want to go for this approach. So nadler is facing resistance from some of the top ranks of the leadership, namely nancy pelosi, even as the rank and file and people on his committee and he himself want to move forward with that impeachment inquiry. Jim . Nadler is pushing a mix esh ur to streamline the process of Getting Court orders to to send this all to court, drag it out hopefully beyond 2020 if possible here. What is nadler trying to accomplish . Reporter and to speed things up. The real concern among democrats is that things have been going pretty slow so far in their fights with the white house. Theyve been trying to get a move, a vote on the floor to hold bill barr in contempt for weeks but because of all the other legislation, all the priorities that the speaker has instead that has sort of gone by the wayside, but next week were going to see a resolution on the floor of the house to make it easier for all house committees to take their fights to court, avoid a vote on the house floor and essentially go directly to the courts and say if someone is not listening to their subpoenas to try to get a court to enforce their subpoenas. That could really speed things up, jim, and give these committees significant new power, something that has some people concerned that it could set a precedent for some chairmen if they want to go all out and not listen to their leadership, they can do whatever they want, but there is a little bit of a check in that system, but nevertheless significant new power that the house wants to give their chairman next week. Judges will have a lot of power in deciding how this goes forward, manu raju, thanks very much. Im joined by cnn legal analyst shan wu. Shan, what do you think of nadlers attempt, first of all, does it have a shot in terms of stream rhining this whole process . I can see the argument for it, just give us an answer, where is this all going . I think people felt like i thought they were already holding him in contempt. A good idea to streamline t but there is some potential for abuse there. If you have all these various Committee Chairs all going to court it doesnt necessarily mean that the courts have going to chance at the same time, different judges, different time tables. It could end up slowing things up some because you would have a shotgun effect of these different small cases going on with contempt. It also, i think, lends itself to the white house saying this is more political. Look at all these people issuing these subpoenas and trying to get us all on contempt on every little thing on the impeachment question nadlers argument to pelosi in effect is one it will help us streamline all these investigations under one process here, impeachment proceedings, but also theres the argument that it gives you more investigative powers, et cetera. Explain from a lawyers perspective how that would work. Its a notion that the impeachment power for congress is kind of at the its the heart of their powers and once they commence that they believe that the courts will be much more sympathetic to what theyre asking for in terms of enforcement of contempt and such. Thats why there is a push which i think is hard for people to follow of open the impeachment inquiry. Doesnt necessarily mean they will vote to charge him with impeachment articles and still different from con testing him in the senate. Is it true that judges traditionally see investigations under the impeachment umbrella as more protected if thats the right word . I think well, very little history of that in terms of precedent, but if you look to the watergate era it seems like they would look at that more seriously. I want to play for you because this is one of the many instances during this broader investigation sorry, im going to quote for you where it appears an attempt of at least interference, i dont know if legally its obstruction, but this is the president s lawyer at the time john dowd asking Michael Flynns then lawyer just before flynn signed his plea agreement to keep the white house a surprised of whatever flynn told mueller. Dowd says in part if theres information that implicates the president we need some kind of heads up. Remember what weve always said about the president and his feelings towards flynn and that still remains. What the heck . His feelings towards the president has always liked him so please give us a heads up and, by the way, remind you of the friendship here. Is that not obstruction . That looks pretty obstructive to me. If i were representing dowd id argue you have to look at the overall context of things, but really in that situation, ive been in that situation where you think the other lawyers client may be cooperating. You are really very limited. Really you should only say are they cooperating. Thats about it. So hes clearly trying to send a message here. In fact, ive listened to the actual audio of it as well. When you ut in the tone its really problematic. What hes really saying is if youre thinking of implicating the president , realize this could have repercussions for the whole country. Think twice about that. By the way, remember he likes you, too, wink, wink. Why isnt that construction . Im not a lawyer, but, i mean, the intent seems to be to deliver a message and get a cooperating witness not to cooperate. I think the problem in prosecuting dowd for that would be trying to understand what his direction was from his client and, again, if i was representing dowd i would say, look, you dont understand the context of this. This was part of other conversations weve had, this is just one yes, but this is a president who has tweeted things about cooperating witnesses and made public comments. You consider this other web of the ten instances bob mueller found of at least what he said was evidence of possible obstruction. I think for overall obstruction on the president s part, looks pretty open and shut. Theres so many attempts on that of the here in particular with dowds communication i think its a little tricky to go after dowd because he is going to really hide behind the Attorney Client privilege aspect to say theres stuff i cant tell you, things you dont understand about this, but the message certainly seems intended to corruptly persuade. President trump faces a deadline today to sign an executive order if he wants to en state those tariffs on monday. A Senior Administration official says talks are headed in a positive direction and that mexico is promising to make changes to help curb migration, but a trump adviser also saying there is still a long way to go. I want to get to cnns michelle kosinski. Right now the president s tariffs set to go into effect monday even though negotiations are still going on. What are you hearing from sources as to how far apart the two sides remain . Reporter its tough to know. I think it was telling yesterday by the way, most of the information weve been getting on the detail has come from the mexican side. The Mexican Foreign minister said that while there was progress, the u. S. Is focused on Immigration Enforcement while mexico is focused at more the core issue, on development, on why people are leaving these countries to go through mexico to get to the United States. So that shows you that theres a pretty big gap on thinking, but late last night we did see a major concession from mexico, willing to move on border enforcement, to move 6,000 National Guard troops to its border with guatemala where so many people are coming from. Also the u. S. Wants mexico to better deal with the asylum issue because the administration has had a problem with so many people claiming asylum once they get into the United States. The u. S. Wants mexico to deal with it there when people cross the border into mexico. Thats why we saw legal meetings yesterday with so many legal advisers. Obviously theyre tackling the asylum issue. So gaps there were not sure how close they are at this point. The fact we did see some Movement Last night shows you that they are working hard on it even, you know, at the 11th hour. We just saw the foreign minister arrive to the state department now. We expect to hear from him on his way out and then we will have a better sense of where exactly things are. On the one hand you hear some optimism and movement coming from mexico, but from the white house you still hear its not enough. Yes, theres progress, but were moving forward with these tariffs, jim. I wonder when you watch the slower job numbers, Trump Officials worried about the broader effect of the tariffs. Joining me now to discuss is david swardlick. Good morning. So, david, sounds like some progress here. Right. Mexicans 6,000 at the southern border, thats a largely undefended border, hard to see how that completely stops the problem here. Whats your read of the Trump Administrations willingness to give on this . I think were going to see probably by the end of today something. Clearly the Trump Administration has the mexican administrations attention on this. They announced theyre going to put National Guard troops on their border with guatemala, they have this high level delegation negotiating with the Trump Administration, but there are fundamental sticking points as michelle just reported mexico is coming at this from the point of view of whats the big regional problem here thats driving so many migrants toward the u. S. Border. On the other hand the Trump Administration wants to make these changes to that rubric of asylum so that so many Asylum Seekers dont wind up at the u. S. mexico border. If you have from el salvador and honduras why cant you apply for asylum in guatemala. Because the administration hasnt been successful and neither has congress in changing the laws or amending the laws. It strikes me this is basically moving the problem south. You have Central American countries with economic and security issues, thats whats chasing many of these people out of their countries. Now youre pushing it down to the mexico border in effect without solving the root problem. Right. Z you say, its pushing the problem south and also essentially trying to frame the issue in terms of, you know, whats best for the United States, not whats best for the partnership. Trump administration and republicans before the Trump Administration resisted a comprehensive fix to immigration that addressed asylum and other problems. They want to just stop the flow of these Asylum Seekers. I will say this, jim, real quickly, that i think one thing thats from the Trump Administration perspective is that if they impose tariffs on monday, trump probably sees this as a winwin. If they get an agreement he will say i made a great deal with mexico, i forced them to the table. If he doesnt he will say, im tough, here is your tariffs. You say hes framing it purely in the interest of the United States, really its in the interest of the president politically. He has made a calculation that this serves him politically. Right. During the midterms he made a similar calculation with the border, you know, deployment of troops, et cetera, and the numbers show that issue did not work for him in the midterms, did not work for republican candidates. I just wonder who is getting the politics right on this issue right now. So, again, im glad you made that point. Right, the president is framing it as in the interest of the country but it is politically in his own interest. The calculation that even though the majority of the country may not be behind the way the president is approaching this, he is appealing to his base. Hes got that floor of 35 support, that ceiling of 45 support. He doesnt want to lose that base and the base does resonate with the issue of being tough on the border, whether its building a war, tariffs on mexico, even though republicans who traditionally have been free traders are saying dont do tariffs, dont punish a trading partner and a neighbor, but thats falling on deaf ears. This is not the irs time weve seen republican lawmakers at least some of them say this is a step too far. That said weve often seen them back away or not meet the threshold to override a president ial veto as they did on the National Emergency declaration. Is this an issue where the gop joins ranks and says, no, this is too much . We will block the president. I think its an issue where they will do what they did do which was make a lot of noise, especially border state senators like cornyn and cruz, who do have this direct relationship with mexico because they share a border and because they have all this trade, but in the end of the day i still dont think most republicans have the sort of, you know the stones, frankly, to challenge the president if he really does put these tariffs into effect. Its interesting because apparently the president can kind of game this a bit. If he signs an entirely new executive order here on this, republicans can block him purely on the tariffs, but if he amendments his prior executive order on National Emergency which enabled him to use other funds to build portions of the wall, then republicans would be forced to vote not just against tariffs but also against money for the wall and thats a tougher vote for republicans to make against the president. A tougher vote and i think thats why you will likely see senator mcconnell in the senate not even bring that kind of thing up for a vote because republicans are counting on those same Republican Base voters that love the president and they know that and he knows that. Mitch mcconnell not bring something up for a vote . Crazy. Has that happened . No. David swerdlick, thanks very much. Coming up this next hour, the Trump Administration will likely submit legal notification today of its intention to implement tariffs on monday. The Vice President s chief of staff mark short said today, but short said that trump could turn that off over the weekend if negotiations continued to go well. So the Trump Administration moving forward at least with the legal preparation to impose those tariffs, but if theres progress in those negotiations reserving the right to pull back. Sources tell cnn the suspect was looking into buying grenades and firearms. He also allegedly talked about killing police and government officials on thursday the fbi and nypd teamed up in an operation to arrest that man. Cnn National Correspondent brynn ingrass has been following the story and joins me now. Reporter what were learning about this individual from a source is that he was actually under surveillance for some time. This operation being conducted by the nypd, the fbi, the joint Terrorism Task force or jttf, and included undercover officers. The source is telling cnn they learned they individual had intention to buy explosives, including grenades and wanted to make a major threat on times square being the target, including harm officers and others apparently at sometimes square. We know that that person according to our source in custody, we are expecting that person to actually appear before a judge, be in court in the Eastern District of brooklyn later this morning. We should learn a little bit more, but its also important to note our source tells us this person is no longer an imminent threat. That tells us that its likely this person was acting alone or isnt part of a Bigger Network where theres other threats out there, but of course we always learn more when these people appear in court and afterwards when we hear from officials and that complaint gets opened up. He now says he no longer supports whats called the Hyde Amendment, and now wants it eliminated. The Hyde Amendment blocks federal funds from being used for most abortions. He was saying that no one should be restricted from facing abortions based on their income or zip code. He pointed to some states who are trying to enact these laws that would create more abortion restrictions in their states.
