No details on the exb tent of the injuries. We are expecting in about 30 minutes from now, a joint News Conference between the Sheriffs Office and nas pensacola officials to paint a clearer picture of what happened this morning. The first reports we receive d was in the 8 00 eastern hour that there was an active shooter there at the sprawling base. Tens of thousands of military and civilian employees there. About 9 00, we got the information that the shooter was dead. We dont know if that was the result of gunfire between the shooter and Law Enforcement or others or if it was a selfinflicted gun shot wound. We know several people were taken to local hospitals an the number we have now, at least two dead. In addition to that number, the shooter dead. So a total of three and also the three who were injured. We know that the fbi, theyre sending teams from other offices in pensacola, in jacksonville, in b mobile, alabama as well, likely to collect evidence. The atf telling us there are teams going through the buildings now searching for potential people involved or injured in this mass shooting as this would qualify. The president has been briefed. We know that Florida Governor ron di santos has been briefed and theyre offering state support but again as weve watched for several years now, florida especially with another mass shooting, another shooting incident, this time, after what happened at pearl harbor at another military installation. The military is going to have to figure out how it is that these types of weapons and attacks have happened aboard these military bases. Two in one week. Pearl harbor a couple of days ago and this morning, pensacola. The military has struggled for years now to try to figure out how to control weapons on bases. Obviously bringing weapon, an illegal weapon on a base is not supposed to happen. Military bases are some of the most secure facilities in this country, but in pensacola, in pearl, in these places, tens of thousand os people may move on and off the base, go through the gates every day and its not practical the to search all of them. They have tried to button them up a bit sh x but its been tough so there have been rules about how and when you may bring a weapon abroad a base. You have to have approval. You have to be authority. If you want to store it in your house on the was, theres all kinds of regular lace about how to do that. Generally speaking, the only people that are supposed to have weapons on bases are security forces. Nps. People who need a weapon to do their jobs. Can cyou have a personal weapon . Just yesterday there was a shooting in miami and this takes a huge emotional toll to the victims, to their families, the our community. I wanted to say thank you to Law Enforcement who responded so quick ly and also to our Health Care Workers who are now dealing with the con quenss of this shooting. We have to ask ourselves if were doing enough to protect our communities from gun violence. We saw some of the First Responders and Health Care Workers right outside of the hospital in the images we got in moments ago. Lets move on to the task at hand. A few quick questions for you on that. What will we seen monday in this hearing . Why is it important . I think its very important for the American People to hear directly from the counsel, from the House Intelligence Committee which will be presented all the evidence they found in the hearings, they received clear and damning evidence showing that the president has abused the power of his office for his own private and mill gain and i think its important that we also as Judiciary Committee member, hear from the counsel of the House Intelligence Committee presenting that evidence direct ly to us. What will we see in the articles that you guys are drafting and important ly, will they include anything from the Mueller Investigation . So, at this point, were going to say like you mentioned, were going to stay here throughout the weekend to review the underlying evidence we saw in the few weeks. We havent decideded what were going to be write iing in terms articles of impeachment, but the abuse of power is clear. It is damning. When we had the hearing this week, all the witnesses agreed it was a clear abuse of power by the president. Do you think anything from the Mueller Investigation should be included . I think personally, what i have seen from this president is a pattern of behavior that shows that he is willing to obstruct justice. Which is a violation not only of the fusion, but it is also a violation of the law. And so we will be discussing that this weekend. Is that a yes or no in your personal opinion to include a mueller article . Personally, i think we should include obstruction of justice. Thats my own personal. But it will be up to leaders and the chairman. Id like to quote your fellow democrat in congress that is Jeff Van Drew of new jersey he says he will vote against articles of impeachment and has a warning for his fellow democrats. Quote, be careful what you wish for and added quote, impeachment is quote tearing the nation apart. What do you make of his argument . Look, i think this is a very difficult moment for all of us. Believe me when i tell you that when i came to congress, i wanted to work on gun violence issues and reducing health cares. Thats why i came here. But now im faced with this decision to make for not only my community, but for the country and i come from latin america and tds been very clear to me to see a president that has abused the office inviting foreign interference and we are right now in an imminent threat to lose the integrity of our elections. So for me and i think everyone has to make their own decision, but personally knowing that in my community, we have more than half of the people that have come from countries that are escaping corruption and violence that we cant allow this to happen in the United States of america. So frances rooney, your republican colleague from florida in the house, who you know has been critical of this president. He told me on this show hes troubled by the phone call with zelensky on july 25th. He has not ruled out voting to impeach the president but listen what he said about the process. I think they would be better serving the American People if they slowed down, got the firsthand people. Do the thorough kind of thing thats been done before instead of this rush to judgment. What is the harm, congresswoman, in slowing down . Thats a great question. And i can the tell you that when the Inspector General presented the report to us to congress, it was an urgent and credible threat. We dont have much time. Thats why weve been moving very quickly because right now, we are under this National Security threat that were, that this president is inviting foreign interference into our election system and thats what institution intents when they included articles of impeachment. He was a fierce defender of president and i want to remipd everyone of his own words about the threshold for impeachment back then. Here he was. The last thing you want its almost illegitimate to have a party line impeachment. You shouldnt impeach a president unless theres a broad consensus of the American People. Half of p people support impeachment. Hes asking china to investigate his political opponent. From his own words in front of the white house. So i think its important for us to make sure that we are clear and present the evidence to the American People. I have faith that americans know and recognize when theres a man who will do anything to hold on to his power and youre betting, youre saying then that youre betting the american sentiment will change. That those numbers that didnt move at all from the pebble hearings are going to change. Im betting that my colleagues will protect the constitution. They will put our democracy, the integrity of our elections first and unfortunately, what ive seen is that many of my republican colleagues dont truly respect the Republican Party any longer. I know many have come to me and said they feel abandoned. I think theyre becoming the party of trump and i think history will determine who was on the right side of freedom, democracy, equality and the people of the United States. If you were still a sitting member of congress would you vote to impeach the president . Ive said it makes more sense to take a vote of censure. At the end of the day, impeachment is a political process and i think given how close we are to the election, the you lock at the last two impeachment, they occurred at the beginning. A far wiser choice to say look, we find things disturbing, dont like them, and i would adwree gree to that, but we trust the American People to get it right therefore you all decide in november. Its a far wiser course and the course i would push for. Based on the evidence we have before us, we think theres something disturbing, wrong and we want to take a vote that registers our indignation and our upset with whats transpired, but at the same time, we dont want to throw out the 2016 election which is one of the republican talking points and therefore we trust the American Public to get it right rather than taking to a process that will continue to divide this country. I just wonder if the bottom line is that now foreign help regardless of where its coming from, is the new normal. In american politics with an election 11 months away. And for all the talking, i mean i suspended my president ial race because this was sucking all the oxygen out of the room on other issues that we might be discussing. The shooter has been neutrali d neutralized. We are working with local Law Enforcement and with the fbi in our actions afterwards. The base is snhut down and will be shut down until we can really understand the situation but the important thing is that the is no longer an active shooter situation. We have several deceased and several wounded. My heart goes out to those families of the deceased and wounded. Theyre part of the navy family. They are, theyre part of us. And our heart goes out to those of you who may be affect ed by this tragedy. As i said, were working with local county Law Enforcement. And federal entities and right now, id like to pass it over to the mayor. Captain, certainly this is a tragic day for the city of pensacola. Nas is an incredibly important part of our community. For 200 years, the its been a part of the city. Were a military toup. Our hearts and prayers are connected to all those that serve us every day and the expectation that this would happen here at home was unexpected, but all our sympathies are with the men and women who were out here in this base. Were in a support role. Well continue to do that. We are thinking about all those individuals who are still hospitalized and our thoughts and prayers are with them. This is a resilient community. Good morning, everyone. Im david morgan. At approximately 6 51 this morning, the call went out to the Escambia County Sheriffs Office that there was an active shooter on Naval Air Station pensacola. We had two units immediately respond. You know many to come behind of course. While we would love to do a full disclosure with you this morning about everything we are aware of, quite obviously we cannot do that. There are things that we are now in the investigative process that are required to be held back by not just the Escambia County Sheriffs Office, but our lead federal agencies, which are the fbi and a the tf and associated federal partners we have and the Attorneys Office is also present. I want to share our community that the threat has been negated. Our community is secure at this time. We have no reason to believe our are we looking for any additional shooters within Escambia County, not just within the parameters of nas pensacola. This strikes on particularly hard for me as a retired military member. Walking through the crime scene was like being on the set of m and as the mayor eloquently put, you just dont expect this to happen at home. This doesnt happen in Escambia County, in pensacola. It doesnt happen to our friends and neighbors who are members of United States navy. But it did. And it has. And so for now, were going to pick up the pieces. We have two officers at the Escambia County Sheriffs Office in the initial response that negate d the threat. Theyre now in a local hospital. We expect them to fully recover. It was a member of the Escambia County chervonySheriffs Officed negate the threat. As the captain said, we have today, as of right now, we have four deceased. And approximately eight total that includes the ones that have deceased by the way, that are injured. The crime scene processing continues under the aus pieces misses of the fbi and atf. We are lending all hoke assistance that we have to this effort. Everything from command buses to crime scene techs if they are so needed. We ask for the prayers of the community and for the assistance of the press. Please be patient. These things are ever evolving. You may hear a misstatement from one of us at this juncture. Why . Because weve got a lot of moving parts in this machine and were all trying to get it in sync and so if something comes back later that we have to correct, i would ask you not be overly critical. L the reason why i say that is this. We have grieving families at this moment. That the navy now with their grief counselors and with ours at the Sheriffs Office who are going out to handle the human side of a police action. We need your assistance with that. We need your partnership at this point. We have enough critics in our community and we ask you assist us. So if we recap and ask for that assistance, i ask that you come forward with it. At the this juncture,ly stop and i believe the captain wants to open it for questions. Well answer any questions that we can. Froms. Before i open it, i want to say how grateful we are of the substantiate from the Sheriffs Department as the sheriff said. It was his deputies that neutralized the active shooter. It could a lot worse if we didnt have their assistance, so sir, thank you. Thank you. And mayor. Thank you for your support. Thank you for your support, also. This is a community effort. And so any questions . Was the shooter a military person . I dont want to talk about the identity of the shooter at this time. Sorry. Can we talk about where on base it happened . Yes. It happened in one of our classroom buildings. Whose classroom . It was in the, i dont want to say at this time because theres a lot of worried folks out there, but dont know if people working, dont want to unnecessarily worry folks. That will come in time. Hows the process of notifying the families right now . Again, were working through it. Were working through it. Appreciate the question, but were working through it as best we can to make sure the right people know at the right time and wii doept do it through the media, but thank you. Do we know where the officers were shot . We sure do. We do. They were you want to take it . Yeah, the two deputies that initially engaged the suspect, one was shot in the arm and one in the knee. The one shot in the arm is being treat ed at a local hospital an the one in the knee is in surgery. Both expected to survive. What was the Response Time from when the shots first rang out to you know when deputies engaged . I think go ahead. We have a presinlgt nearby. We got the call as sheriff morgan mentioned about nine minutes before 7 00 and we had officers here in a couple of minutes. They quickly went to the location. The building in which the active shooter was then it covered a couple of different floors. This is a rather large building. The deputies and those assisting agencies from the Pensacola Police department and all the that you u see around here, all worked in conjunction to neutralize the threat and thats why there were not more loss of lie. What is your name . Chip simmons. How long was the engagement . Again, i dont have the exact numb number, but it did cover two floors from that one building. As sheriff mentioned, when you get binto a scene like that, its a bit like a movie because you have spent shell casings all over. But you want to make sure the threat isnt still a threat. You neutralize it then second y secondarily, we present aid to the injured and thats why what we have is we had eight individuals transport ed to a local hospital. One later suh comeded to the injuries and three others in the build iing and thats part of active crime scene. Is it an act of terrorism . I dont even want to speculate on that at this time. I appreciate the question, but its nothing we want to speculate right now. Its were taking care of what we need to take care of. Ill speak for Law Enforcement, too. At this time, its inappropriate to discuss that issue. And again, that would be more appropriately coming from our federal agencies. When theyre prepared to give you an update on the conduct of the investigation and those sorts of questions, theyll release that information. Can we get a little clarification on the numbers here . You said there were a total of eight people affected by this . Yes. Correct. How many victims are deceased . We have four deceased. Including the shooter . Yes. That is correct. There are four people right now deceased. One is the shooter and there are aig people currently at baptist hospital. One have decease ed and three a the crime scene. A total of 11 people, four of which have deceased. One of f the four is the active shooter. And two deputies are include nd the wounded. Thats correct. First. Sorry, go ahead. Now how about the security exercises throughout the year. I understand they train for these exact types of situations . Yeah, you bet. We work with our local Law Enforcement partners to do that. We train on this regularly. Active shooter is something very in the front of our minds for our Security Department when they train, so yes, we do. We train. We have an moa with nes pensacola of course where we do joint training and also part of that is that we are a Response Unit to assist nas and thats what was put in place this morning. Our security forces, they were the First Responders there then the Sheriffs Department came and backed us up. Can you tell us what kind of weapon the shooter was using . No. Tell us about the, say it was in a classroom i believe . This is a, its a training base. Almost all buildings are classroom bill bildings. But i dont want to say which building the it was due to sensitive still of releasing information. And if i could, ill expand. The reason why folks were reluctant to give specific, notifications havent been completed so if i or the captain speak any more specific and youre a mother or father that has a son or daughter thats in the navy, and theyre assigned to the navy base and this particular training area, families know that. And so now youre going to create again, panic within these families and that notification needs to be measured. Needs to come from us or the appropriate agency i should say at that time. Were not trying to be evasive. Thanks for that. Shooting confined to that building or classroom . That is correct. Changing security protocol Going Forward . I will say security is an ever changing, ever evolving. We look at Lessons Learned from this. And if necessary, we will. Were not an organization stacy is. We learned from events like this to ensure we do it better, but i will say im very, very proud of the response my Security Department had and of the Sheriffs Department, what they did. So its i think it could have been a lot worse if we didnt, if we dont train the way we do to try and minimize casualties in events like this. Did you have business being on the base . I dont want to say. Im sorry. What was he armed with . Again, were not going to answer any of those specific questions. A press conference will be planned later this afternoon and part of our protocol stepping outside the navy side of it. We have a governor an elected officials we need to also brief to ensure that theyre aware of what occurred. So again theres a lot of moving parts in this machine that you will get the information, the its just you wont get that information right now. Captain, speaking of the governor and maybe even other federal officials talki ining te press, have you heard from my of them . I sure have. Ive heard from multiple officials, state and local, to offer their support in any way they can. The been very comforting to have all levels of government reaching out to us. What kind of support will be given to the victims and their families . We have procedures in place. We have things that we do to ensure that it is and again, i dont want to get too far into ha. But we have procedures in place. Were the military, we go there through this more often than wed like. For combat casualties, whatever it may be. So our casualty assistance officers will be following protocols to ensure we take care of those people within our navy family and beyond. The mayor conducted that i do wish to say that the Governors Office and the white house have contacted us, the city of pensacola. I know theyve contacted Escambia County as well and said any assets they have would be available to us. At this particular time, were supporting and well inform this as soon as we know what those requests would be. But they have been in tuouch wih us and i know i talked with commissioner bender. He said theyve been in touch with Escambia County as well. Ive received two calls from senator scotts office this morning. Trust me, the relationship runs dope here and this is one of those times, anything we need, were going to get. For families who are split up right now, ths a mother who had a 3monthold on the base, trying to get, what information too do you have for people on base . Again, the base is secure. The number of people who have been transported have been given to the public. If you had a Family Member directly involved with this, that is local, youre going to be notified very quick wily. Thats why we want to allay most of those fears. Those who have sufed the deceased if you will, and the victims, that will take a bit longer. Ill let captain speak to that. As i mentioned, the base shut down for until further notice. Sorry. The personnel on base now were working at get iting them off be in an orderly manner. They arer going to stay in place and remain in place until we can get them off the base in an orderly and safe manner. And well be notifying those people building by building using the appropriate chain of commands to ensure we have an orderly e vaccivacuation of the of those personnel we need to get off and get home to their loved ones. Sheriff, your two deputies, were they shot. That is correct. By the active shooter . Were not prepare d to releae that information at this time. Shots were exchanged. I think in religion to tatio deputies being shot, as horrendous as this has brngs its important to note the heroism that took place this morning. That was from the navy police, the dod police, the Escambia County sheriffs deputies, two of which got shot doing this response, but also our partners with the florida highway patrol, our state and federal partners. I dont want to hlose sight of the fact they got here in short order, neutralized the threat so there was no further loss of lie. Thats just keep that in the back of our mind as well as the thoughts to those injure and certainly the families of those who lost their lives this morning. [ inaudible ] any other questions. Weve just been watching this press conference thats been playing out in pensacola, florida and we are following the breaking news out of florida where the us navy is dealing with a second on base shooting in three days including one just this morning at the Naval Air Station in pensacola. Three people killed. Several others were injured. The shooter is dead as well according to as we just learned in the press conference we were just listening to. The sheriff there during the press conference saying this about the scene this morning. Walking through the crime scene he said was like walking through, walking through this scene walking through the scene of a climb of a movie. The base was put on lockdown just before 7 00 this morning and this is a massive facility to lockdown. Just to give you a sense, the base has more than 20,000 people working on it. More than 16,000 military personnel. Some 7,000 non military personnel and a lot is still unknown. Were going to bring you those details as they come in. This is the second shooting at a u. S. Nave
