In the east, 9 00 a. M. In the west. Taupting european allies just as air force one landed with tweets. But the president s midair jabs cameuropean leaders. They feel trump will fall throw when it comes to protection for allies. The european counsel president had stark warning for trump. America, appreciate your allies, after all you dont have that many. I comes a few days before President Trumps sitdown with Vladimir Putin in helsinkhelsin which the president calling his easiest meeting for the week overseas. Lets go to Nic Robertson live at nato gerding themselves, not quite sure what President Trump is going to say or do. Doesnt it, just . Its going to come facetoface. Just in trudeau, from canada, theresa may, the british Prime Minister, president macron from france, the very people at the g7, he essentially dissed. Theres that tension that exists. He has reminded him on his tweets that way over, that he expects them to pay the 2 on gdp defense spending. This is something that trump is strong about, easily saying he might be considering to get back payments of these nato allies. Thats the intention of President Trump heading into the nato meetings today. And president putin and russia watching all of this. President putin who enjoys seeing nato divided will no doubt enjoy seeing trup mp on t back of a nato summit when they have that in helsinki. Some support for the nato allies, the nonbinding vote by the senate. D alex . All right, Nic Robertson in brussels. Thanks very much. Joining us, david rohde, online news director of the new yorker. This president is with the tirade against nato as hes landing, it seems as though he doesnt understand what the nato commitment is. 2 of gdp, for military spending, defense spending by 2024. Theyre not contributing to a bank account that america is footing the bill. Thats incorrect. He is xexaggerating the dynamic. He talks about being cheated on trade but on defense. He says its impossible to sell farm goods to europe. Thats false. Even if hes misstating or making this more convoluted. They were supposed to spend 2 on gdp. And theres five that are doing that. The vast majority of the nato countries are not living up to this goal, are they not . Thats correct. This is not a crisis for may nato. Hes creating a narrative, you could say the same thing with immigration. The same thing with trade, where, you know, this is a problem, these countries should spend more. They are spending more. The way hes exaggerating it, i think helps more than anyone else, Vladimir Putin. Right. The president refusing to call putin an adversary. Listen to the president saying whether putin is a friend or a foe . Would you say Vladimir Putin a friend or a know . I cant say right now. As far as im concerned, a competitor. A competitor. I think that getting along with russia, getting along with china, getting along with others is a good thing, not a bad thing. This is the master stroke of negotiation that the president calls him a competitor not an adversary. Is that going to work . Look at what is happening. You know, the u. S. And nato are divided. Trump is talking about pulling american troops out of germany. Western democracies look chaotic and weak. This helps putins broader agenda. Democracy is weak and hypocritical, to pull american troops out as soon as possible. He is licking his chaps. Hes watching an american president disrupting the western alliance. And making his nato allies appear uncertain. Im not getting into collusion or saying that trump is trying to help putin. The more division in the United States, that helps Vladimir Putin, as well. Its remarkable. So, again, trumps base maybe supports this narrative of everybody is ripping us off. But its not, i think, helping the country as a whole. Im not sure this week is going to help the president. I dont think for Many Americans attacking nato and looking so chummy with Vladimir Putin helps the president. The ambassador of nato spoke with christiane amanpour. This is what she said. I think the discord is music to putins ears. But i do think that coming from this summit, which is allied, is strong, and is going to increase our deterrent capabilities, that is going to put President Trump in a strong position with president putin. I think he will be tough with president putin. Will we know if he is tough with putin . Theyre going to have a meeting, just the two of them, sort of behind closed doors. Will we know if hes tough on him . Again, i hope, you know, President Trump makes progress here. If we look at what happened with no north korea, it was a vague agreement. Great declaration of success by trump. Mike pompeo went to pyongyang and the talks went terribly. Another photo opportunity. But it will be unclear what he agrees to in these meetings. They want more adults in the room. Were waiting for live pictures that should be coming in momentarily with President Trump and the nato secretarygeneral. Theyre having a breakfast this morning. And then, in a couple hours time, in about four hours, the meetings will get under way right there, in brussels. Thank you very much. Thank you. Talk to you soon. President trumps next stop on thursday, after brussels, will be in the u. K. , where theres a social Media Campaign now under way to insult President Trump musically. Before he arrives in london. Dont want to be an American Idiot this is an effort to make the green day hit American Idiot released in 2004, the number one song on the british charts by the time trump lands. It is making some progress. The song climbing to number 18 yesterday. But with britain, as we mentioned, now in the world cup semifinals, that song American Idiot has to contend with a soccer anthem called li lions also climbing the chart. The u. S. Unveiling new tariffs on china, ramping up a trade war with beijing. Additional tariffs on 200 billion on chinese goods. China calls this unacceptable, vowing to respond with countermeasures but did not provide details. Its shaking global stocks. Dow feature ech futures down 20. The u. S. Slapped tariffs on 34 billion in chinese goods. China responded with tariffs in equal measure. President trump threatened to hit 200 billion in goods if there was retaliation in china. They hit thousands of products, like consumer goods. So far, the u. S. Avoided targeting things that americans buy. But the current skcale, i think makes that impossible now. This comes as trump meets with nato allies, many of whom he accuses of unfair trade practices. The u. S. Has a trade deficit with europe. But they want us to happily defend them through nato and nicely pay for it. The e. U. Retaliated. Now, the u. S. Is threatening new tariffs on european cars. Its interesting because people who follow deficits and markets. The president thinks of a trade balance as a bank account, right . He thinks thats a bank account thats been empty of 151 billion. And a lot of trade catchers point out, well, we bought stuff for that. Its not like we got nothing. And were the victim here. Right. These are the live pictures coming out of brussels, were going to listen to President Trump. We have a very good relationship. Because of me, they raised 40 billion over the last year. I think the secretary general likes trump. He may be the only one. But thats okay with me. Showing that europe and america are standing together. We will continue to focus on defense spending. The president just said, has to invest more in defense. Thats exactly what theyre doing. That will be the main topic to discuss how we can make further progress. About 40 billion more has been given by other countries to help nato. Thats not nearly enough. The United States is paying far too much. And other countries are not paying enough, especially some. So, were going to have a meeting on that. And the secretary general has worked hard on that. He understands the problem. And hopefully, we can get it resolved. This has been going on for decades. For decades. And its disproportionate and not fair to the taxpayers of the United States. I want to compliment the secretary. He understands it better than anybody. Thank you very much. Thank you. Secretarygeneral there discussing what the president and he are going to discuss as they go into the breakfast and hitting on the main gripe the president has had from the campaign trail to the white house and on over to europe, that the other partners are not pulling their own weight. Admitting there needs to be a greater burden sharing. And the president taking the credit, because of me, theres 40 million more committed to defense spending for nato. And stoltenburg likes him and he may be the only one. That may be true. The deadline has come and gone for the government to reunite families with young kids who were taken at the border. Now, the Health Secretary calls for calls the care for immigrant kids an act of charity. My name is jeff sheldon, and im the founder of ugmonk. Before shipstation it was crazy. Were going to discuss many important issues at the summit, one of them is defense spending. We all agree we have to do an extra to invest more. The good news is that the allies have started to invest more in defense. After years of cutting the defense budget, theyre going to add billions to the defense budget. Why was that last year . Also because of your leadership and because of the message. They wont write that, will they . I have said it before. But the thing is that, your message is having an impact. You have to build on that and make sure theres increases. All allies are going to develop national plans, enough to spend more on defense. And based on the national plans, you know, estimate that the u. S. And canada, will add 266 extra u. S. Dollars, for defense. A billion u. S. Dollars until 2024. This is really adding extra momentum. It helps and were moving in the its still enough to do more. Thats going on at the summit later today. It helps to protect europe and it helps the United States to project power to the middle east and africa. And for the the economic clout, the political clout, its helpful dealing with russia. And we look forward to the meeting with Vladimir Putin. I think the leaders are looking forward to your thoughts about the meeting with president putin, later on. I have to say, i think its very sad when germany makes a massive oil and gas deal with russia. And germany pay billions and billions of dollars a year to russia. Were protecting germany, france, all of these countries. And then, numerous of the countries go out and make the pipeline deal with russia, where theyre paying billions of dollars into the coffers of russia. Were supposed to protect you against russia but they theyre paying russia. And the former chancellor of germany is the head of the Pipeline Company thats supplying the grass. Germany will have almost 70 of their country controlled by russia with natural gas. You tell me. Is that appropriate . I mean, are we complaining about this, from the time i got here. Should have never been allowed to have happened. But germany is controlled by russia. They were getting 60 to 70 of their energy from russia and a new pipeline. You tell me if you think thats appropriate because i think its not. I dont think its a good thing to nato and shouldnt have happen. On top of that, germany the paying just over 1 . Where the United States is paying 4. 2 of a much larger gdp. Were protecting germany, france, were protecting everybody. And yet, were paying a lot of money to protect. This has been going on for decades. This has been brought up by other president s. But other president s never did anything about it because i dont think theyed up it or wanted to get involved. I have to bring it up because its unfair to our country or our taxpayers. I think these countries have to step it up, not over a tenyear period, but immediately. Germany is a rich country. They talk about, they can increase it a tiny bit by 2030. Well, they could increase it immediately tomorrow. I dont think its fair to the United States. We cant put up with it. And its appropriate. So, we have to talk about the billions and billions of dollars thats being paid to the country that were supposed to be protecting you against. You know, everybody is talking about it, all over the world. Wait a minute, were supposed to be protecting you from russia. But why are you paying billions of dollars to russia for energy . Why are countries in nato, mainly germany, having a large percentage of the energy needs paid to russia and taken care of by russia. If you look at it, germany is a captive of russia because they got rid of the nuclear and are getting so much of the oil and gas from russia. Its something that nato has to look at. You and i agreed that its inappropriate. It doesnt make sense that they paid billions of dollars to russia and we have to defend them against russia. You know, nato is the alliance of 29 nations. Theres some disagreements. And gas from russia to germany is where the allies disagree. Despite the differences, weve always been able to protect and to defend each other. Were stronger together than apart. Two world wars and the cold war showed we are stronger together than apart. How can you be together when a country is getting its energy from the person you want protection against or from the group that you want protection against . When we stand together, also in dealing with russia, we are stronger. I think what we have seen youre just making russia richer. Youre not dealing with russia, youre making russia richer. Even during the cold war, nato allies were trading with russia. And there has been disagreements about what kind of trade arrangements we should go through. I think trade is wonderful. Energy is a whole different story. I think energy is a much different story than normal trade. You have a country like poland that wont accept the gas because they dont want to be captive to russia. Germany is being captive to russia because its Getting Energy from russia. Were supposed to protect germany but theyre getting their energy from russia. Explain that. And it cant be explained. Thank you, press. Thank you. Thank you. Thank you. Thank you, press. Thank you. Thank you. Dressing down from the president of the United States about German Investments in russia, to the nato secretary general. Thats not normally how those things go. The presentries went out of the window immediately. Its a nice spray, pleasantries across the table. And the president launching immediately into what essentially he came for, which was to get European Countries to nato partners to step up and start paying more, specifically germany. He was only talking about germany there. You could hear its sad. Its not fair. We cant put up with it. We wont put up with it. Its inappropriate. Talking about our allies in such a way. And trying to bring it back to defense and how in the wake of the two world wars and the cold war, this was a crucial alliance. And trump turning it into a discussion about economics, the relationship between germany and russia. Lets bring in david rohde. Is the president suggesting that none of our allies should be doing business with russia . Im confused. The United States does 31 billion in trade a year with russia. Exxon invests in russia. Mcdonalds invests in russia. Ford has four plants in russia. Whats wrong with germany trading with russia . And the president himself is meeting with Vladimir Putin to normalize relations and have trade with russia. That whole statement, it was all confusing to me. His statement, again, about past president s have done nothing about nato. He talked about how spending on nato was up by 40 billion. Its up by 46 billion since 2015. Two years of the increase occ occurred under barack obama. s. Its inaccurate. I dont follow what he wants the europeans to do. Can we assume that germany is not pulling its own weight. It goes back to what were talking about in determines of defense spending by each country. Theres no more powerful country in europe than germany. And theyre spending 1 on gdp. Isnt that the point he makes, that germany, being a powerhouse and having the deals where its making money, should not be paying more . I agree. Germany should pay more. I dont understand the president s point about russia. Is russia an enemy that we should be spending money on and not trading with . Or is russia a friend that he wants to improve relations with . I agree with germany spending more. But its his contradictory message. Why is he pushing for trade with russia . Why is it a doublestandard . Why is it bad but good for the Trump Administration. He said the easiest of his meetings will be with Vladimir Putin, which is a shocking statement if youre one of the allies, that would like to be stronger together after two world wars and a cold war, than apart. Is there a negotiating strategy here . I dont think this is going to work. Hes bullied the leaders with trade. Hes unpopular in the german public. This is not going to cause Angela Merkel to topple or be caved in. He cam after Justin Trudeau. That upped trudeaus popularity ratings in canada. Hes not cutting amazing deals by, you know, bullying his opponents abroad or at home so far. Clearly, the secretarygeneral was not expecting any of that. He was defensive. Thats humiliating. People in europe are watching this video also. And were all, in the end, in many ways, people tend to be nationalists and want to defend the honor of their own country. Thats insulting. That does not help hes backing the leaders into a corner. They have to stand up to him. He did this to Justin Trudeau in canada. Hes doing it in brussels. For those of us that watch trade and markets of foreign policy, it can be shocking, his manner. But he was elected to rock the boat. He is rocking the boat. He is. Again, i know people agree with the president. There are false narratives here. Thats just not true that its endangering national security. The United States is going to have to defend all of the countries. Theres not a crisis level of spending for nato. No. And theres been a 46 billion increase in spending, after president bush and president obama pushed the europeans to do this. They need to do more. But there has been a change over the last three years. Its the false narratives the sense of crisis, whether its an invasion on the southern border or were being ripped off by annica cana canada. Theres a little bit of something there that he extrapolates from. I dont think what hes doing is leading to solutions to these problems. And i hope im proven wrong. I hope we have a deal with north korea. I hope theres a trade agreement with mexico and canada. So far, its turmoil. And its all about the economy. You talked about this a lot. This could hurt markets and hurt the american economy. We have Nic Robertson at nato headquarters. Do we have him . Reporter i am, indeed. Good morning again. What did you think about that piece of tape we just watched . It feels like Jens Stoltenburg was getting a stressing dostress i dressing down. He didnt expect to have the cameras there. And President Trump talking about Angela Merkel and Energy Security and germany doing lots of business with russia. And the United States needing to bail germany out. The reality in europe was, Angela Merkel trusted president putin. She speaks russian. She had a level of trust. That evaporates over yukraine. What weve seen is a pretty significant change of attitude from merkel towards president putin over recent years. Shes, perhaps, the one who feels keenest, the position that europe is in, visavis from russia. And germany gets its gas from russia. Britain, through a fuel crisis in the winter, needed to depend on buying fuel, Energy Supplies, from russia. The president has is making a point there. Weve seen the french cancelrus. The president is making points that might have been more valid a few years ago and hes mixing up the details. This is what the nato leaders expect from him, a president arriving here in full force, full bluster, to make the point that he needs more money from them, to up the defense spending to the 2 of gdp to be spend on defense by the year 2024. He wants it sooner than that. The commitment that was made in the nato summit in wales in 2014. Lets not forget secretary state pompeo is at his side, as well. James mathis is not far away. When the nato partners look at the presentation by President Trump, they also know that theyre dealing with the secretary of state. Theyre dealing with the defense secretary, as well. As a package, they may feel as a whole package, that, perhaps, theres some balance here. The points made by your guest just before, that some of the points made by President Trump can be misleading or misunderstanding for some people, present other difficulties. But taken in total, some of the allies, will feel, perhaps, more assured that there is a secretary of state, there is a defense secretary. Theyre learning how to speak trump or interpret trump. Theres a degree of what he says that is bragging, almost. Him positioning, talking to his base, trying to figure out what the core is of that message. When you see, as if the allies there werent nervous mu enough, when they see trump coming out swinging, immediately, off the bat. And lets quickly remind our viewers what trump just said. It is a remarkable start to this nato summit. Take a listen. Gemini is totally controlled by russia. They were getting 60 to 70 from russia. And you tell me if thats appropriate. I think its not. I think its a bad thing for nato. And i dont think it should have happened. You have make pam peyo, kay bailey hutchison, and james mattis offscreen. Is there a sense that the nato allies will turn to the people around trump for comfort, to see what he actually means, to see if this is just bluster or if this is something that trump is going to carry through on. I think theyve come away with leaders like trudeau, like macron, and theresa may, coming away, knowing that what President Trump says, he will follow through on. He has to be taken at face value. Any threats he makes have to be taken at face value. But the discussions that go on before summits like this, between secretaries of state and foreign ministers, perhaps gives the nato allies a better sense of what the United States in total is committing to. He pointed out over the last couple of years, the United States increased its spending toward nato. By many tens of billions of dollars. They will look at those points and what stoltenburg has been saying, when he came to london recently. He said, looks this differences in nato. We disagree over iran, climate change, over trade. But we can work our way through them. Historically, weve been able to work our way through them. The suez crisis in 1956. Nato has a history of talking through the crisis. Whechb they arrive here, they have a lot of faith in jens stoltenberg, and the other members of the administration, and they have an understanding that President Trump, like any american president , isnt here forever. And the relationship, they hope, will endure whatever turbulent he may bring to the surface of it. David rohde is on the set in new york. Is there a policy in here when the president is dressing down the secretary general of nato and insulting germany, an american ally . Is there a policy beyond getting people to pay more does he not want countries to use Energy Supplies from russia . Does he want russia to be iced out of the Global Trading system . I think hes pushing for germany to increase to 2 for its defense spending. I want to point out how isolated the president is on this. 972 in support of nato. And the idea that germany is held captive of russia is tro d extraordinary, coming from a president , who the russians intervened in our election to help him win that election. Im not saying the president colluded. The president has never used language like this about russia. Hes never attacked russia in this way. Thats whats confusing. Hes attacking germany. But the argument germany shouldnt be trading with russia. Is much throughout his campaign has been better relations with russia. When you get off to a start like this, and its going to be a bumpy 48 hours, is the bestcase scenario that nothing happens . I think that stoltenberg runs nato. He has no domestic politics to work about. All politics is local. This is the Angela Merkel, the picture of her looming over trump in canada. If he does this publicly, with leaders of these countries, macron, merkel, may, trudeau, they have to push back. They might do it later in a press conference afterwards. But for political survival, they cannot look weak. They cannot be humiliated by this american leader who is so unpopular. Hes thinking, the same thing. Everyone is playing to their audiences. How does this solve the problem . Theres all kinds of damage and tensions. And the bigger issue is the trade disputes that you talked about. Hes playing that game also, but thats dangerous for markets and for the u. S. Economy. David rohde and Nic Robertson. Thanks, guys. A lot going on. Well cover all that news. Pfizer, putting the price hikes we told you about on hold. Pressure from President Trump. On july 1st, pfizer raised prices on 40 trdrugs. The president tweeted, they should be shamed. And pfizer says they will roll back the price hikes. It shares the president s concern to affordable medicine. It will give the president time to reduce drug prices. That was a big Campaign Promise from the president. He said he was going to lower prices overall. He is targeting the shadowy world of drug rebates. You can see he used the bully pulpit of the presidency to stop the pfizer increases. Thats a fascinating win for the white house there.
