S. iraqi combat near mosul. The Kurdish News Agency reports an american and iraq warplanes began hours ago bombing strongholds near the dam which blocks the tigris river north of the city. Isis captured that earlier this month and told iraqi and Peshmerga Forces plan to follow up air strikes with a ground assault. Joining us now from baghdad cnns jomana. Reporter well, george, what we know from reports from the Kurdish News Agency and also cnn has confirmed u. S. Just bombed isis positions in four areas near the dam. The dam is about 13 miles or so north of the city of mosul. We are also hearing reports that they struck locations, other locations in the area including irbil and theyve made gains since june. It was taken over since fighting with kurdish and iraqi forces earl jury this month they were taken over by isis. A very dangerous development. This is key and the very thing is, in the hands of Extremist Group like isis that would have control over the floodgates of this dam and it could be disastrous leaving it in their hands, but, of course, the big concern here is were waiting here, the position here so far, what we have seen the u. S. Do, the u. S. Administration position saying its not going to be dragged into a war again back into iraq, what we have seen so far the u. S. With limited strikes over the past week stopping isis advance towards irbil where it was protecting u. S. Facilities and u. S. Personnel bases there and also stopping breaking that siege over the mountain of sinjar where minorities are under siege by isis this. Is the first time we are seeing what seems to be an offensive trying to retake the dam and in coordination with troops on the dpourndz so we will wait to hear more from the u. S. About this latest major development. Jomana, this is a critical structure in iraq but could you talk to us about what could happen if this is not maintained. Certainly its important for people. It provides water. It provides power for millions. But if its not maintained ive read reports it could be a ticking time bomb. Theres a lot of concern about the devastating effect if, you know, this is this is being named the biggest hydroelectric dam in the country. Its very close to the city of mosul. A city of 1. 5 million people. So its very dangerous having it in the hands of an Extremist Group rather than the engineers and the people who maintain this dam. The biggest risk it can be used by them to open the floodgates and use it as a weapon and, you know, ive seen reports the waters of this dam could reach baghdad, not at the levels we would see in mosul but very dangerous to have it in the hands of isis and its very important for iraq to regain control of a Key Installation like this. The Political Part of this story thats unfolding but tribal and clearal heads say Hader Al Abadi must do what Prime Minister Nuri Al Maliki failed to do, respect the rights of iraqs sunni minority. I think everybody is learning the lesson of leaving these islamist militant Extremist Groups to develop and grow on their own over months and years as happened early in iraq after the American Invasion and then laettner syria so people are reacting much more coherently and the battles, the fighting and military action on the ground has to be connected with the two or three other component, the new government in iraq trying to redefine kurdish and nonkurdish iraqi relationships and the action at the Security Council yesterday, the action to take measures against people funding the islamist state so four or five things happening simultaneously which are all positive developments. The american air power being used is a dangerous element that hopefully will be limited. Very short period of time just to give time for the iraqis and others to take the lead in the fighting but it seems to be inevitable. I mean it had to happen because otherwise the iraqis could not stop the Islamic State and hopefully the American Military involvement will be shortlived. Why do you think it has taken this long to kind of ramp up on this situation in iraq where these isis militants have had plenty of time to coordinate their run on the country . I think its mainly because you had a pretty dysfunctional government in iraq. There was not an expectation abroad around the region and around the world that this Islamic State would grow so quickly and take control of so many physical and other material assets. People kind of assumed that this is a local problem, first it was in northeastern syria and this it spread back foo iraq and started in iraq about five, seven years ago but people always thought it would be a selfcontained problem but then it got scarier to a lot of people and the Iraqi Government which should take the lead couldnt do so and thats why i think things took so long. Well, well wait to see if this new leader can unify the country. You know, weve had libya and egypt and syria all implode in the past few years and now its happening to iraq. Is iraq any kind of special case . Is there anything particular that makes it more of a daunting task for iraq to unify . Well, every arab country is facing similar challenges of constitutional reform, inclusive governance, pluralistic democratic systems of rule of some sort. Iraq is a little bit different in the sense that it has a large kurdish minority and the curds are a distinct nation. Theyre not arabs. They have their own language. They have their own culture, their own tradition and very clearly defined territory. So thats one of the things that makes iraq different say than a place ike egypt or libya where most of the people may belong to different tribes or religious groups but dont have a clear National Identity thats separate from the rest of the country but despite that i think the majority of iraqis and curds probably want to keep some kind of association and loose federated state perhaps. I think the curds now are realizing with this military threat how critical it is to be linked to the bigger country of iraq. The other thing about iraq is that it was its been at war for about 20, 25 years with its neighbors with iran, its been invaded by americans and british and other people, arab forces several times. It was the state was completely wiped out in 2003 when the americanled inseason happened so there are several elements that are distinct in iraq but the bottom line is that its really iraq is a microcosm of all the challenges and problems but also the potential, the great Human Potential of the arab world to get the business of statehood and political governance right. Demonstrators packed into the streets of the town of ferguson on friday stoking renewed anger, the release of Surveillance Video allegedly showing 18yearold Michael Brown committing a robbery minutes before he was shot. Protesters say that video is an attempt to smear the teens character. Yeah, browns family and friends say he was shot in cold blood. Police say he was killed during a struggle for an officers gun. That officer was identified at the same time the Surveillance Video was released. Cnns ed lavendera has more. Reporter the Ferguson Police chief says this video shows Michael Brown engaged in a strongarm robbery moments before he was shot and killed. Police say brown stole a 49 box of swisher sweet cigars and when the store clerk confronted him police say brown shoved the man into a display rack and walked out. Further description, more detail was given over the radio. Ferguson police chief tom jackson released that the same time he announced Darren Wilson was the officer who killed him leaving the impression that the robbery and shooting were related. The chiefs announcement instant liangered ferguson residents. Head hands up. Why didnt we hear about it until now . They had to get their story together. I cannot believe this is the tactic that this police chief and his administration are using to try to make this young manage be gee serving, to be gunned down in the street like a dog. This is crazy. Reporter a few hours later the chief said the confrontation between Michael Brown and officer wilson had nothing to do with the robbery. Because they were walking down the middle of the street blocking traffic. That was it. Darren wilson has worked as a Police Officer for six years, four years with the Ferguson Police department. Hes described as a gentle quiet and distinguished officer. But the department refuses to release his picture. Darren wilson lives here on this street in another st. Louis suburb about 25 miles away from the town of ferguson. Many neighbors are reluctant to talk about him but they say since last weekends shooting theyve seen a great deal of Police Activity here in the nablg and several neighbors also say Darren Wilson left here several days ago. Jake shepperd went to high school and played hockey with Darren Wilson. He described the officer as a quiet guy. I can say without speaking to darren without even having heard his statements that at that moment in time he was scared for his life. I am 100 positive of that because i could never imagine him even in that situation taking someones life let alone taking someones life with malicious intent, you know. Hes just the last person on earth you would think to do Something Like that. Reporter officer wilson now has an attorney and a Law Enforcement source tells cnn wilson has been interviewed twice by detectives once right after the shooting and a second more indepth interview later but the release of the officers name has done little to calm the anger over Michael Browns death. Another big story in the United States, the governor of texas now in trouble with the law. Rick perry was indicted on friday by a county grand jury. The charges relate to his efforts to try to force a local prosecutor to resign. Governor perry is a former and possibly future Republican Party president ial candidate. His Attorney Says his actions were legal under the texas state constitution and he says perry will prevail in court. Turning to weather, heavy rains continue for east asia this weekend. Its 1 30 in the morning there and george has more information on the developments were hearing. Looking at live pictures in ferguson. Again, we understand at least 100 protesters have blocked traffic there. It is a standoff between protesters and police. Youll remember that police took very strong posture a week ago and i was there that monday, the first night of unrest was the night where people broke into store, it was the night where people threw bottles and threw rocks at police. It seems thousand that stores have been looted once again. We have reports from our cnn crew on the ground that looting has taken place at a Family Dollar store there in ferguson. And that also people are breaking into a store, im told breaking into the store where brown allegedly store cigars, again its a store burned down. A qt quick trip in ferguson off florenceson street. Looking at a very volatile scene and tensions are high. There is a lot of anger and outrage over the shooting of Michael Brown, an unarmed africanamerican teenager, police have not released all of the details into what led up to that shooting. The Unanswered Questions have led to a great deal of unrest here over the last week. The officer that was identified today, Darren Wilson, the officer who shot Michael Brown but as george mentioned the circumstances surround the shooting are conflictinging. There were initial reports that he was a suspect in a shoplifting at that Convenience Store and then reports today from the police chief are that no, that he and his friend were walking down the middle of the street blocking traffic and that is why officer wilson intervened but there are reports of a struggle and that there are reports that he had walked away and was putting his hands up when he was shot so those complexities this conflict are whats leading to the scene that you are seeing on the streets, another night of unrest and police threatening to arrest people that dont stand down and quit ramping up this situation. But many people very angry over these reports and not understanding and the family, as well. The family of Michael Brown, the 18yearold. There have been criticisms about the police department, about the militarization of police initially on monday, you know, you did see a very strong show of force, Police Taking a very methodical but slow position, posture to move people off the streets but now were seeing less of what we saw a week ago. Police not taking that same strong stand that you see on the streets. You dont see nearly as many out there as we saw on monday but again you see a lot of protesters, you see a lot of people there. We understand it is a standoff between Police Looking closely here at the video. It does seem that police are on the ground moving slowly to clear the streets from this kmov affiliate feed were seeing live. And they are Wearing Masks there, holding their guns, following behind a vehicle thats moving down the street as george mentioned, they had used water cannon and tear gas earlier. That inflamed the situation, the hard tactics by police, so then the highway state troopers were brought in to defuse the situation and they had a more calming effect on the community but as you can see here now it seems that local officers are moving down that street slowly and they want the community to settle down and to go home. Our own reporter Jason Carroll did a story on the state patrol, state troopers taking over the effort taking it over from local police and you could see that people did welcome that. It became more of a conversation. Basically a conversation between protesters wanting answers and police saying that answers would be forthcoming. Its a slow process so we have seen some calm in the past few days, but, again, tonight it seems that things are taking a turn. You see police there on the streets armed in riot gear it seems slowly methodically pushing protesters back. We have seen examples of looting there in ferguson on florenceson street as our crew tells us on the ground looting at a Family Dollar tore and then also breaking into the qt tore where brown allegedly stole cigars. This qt store that was really destroyed, burned to the ground. There are just cnn is reporting there have been a couple of reports of bottles thrown and the Police Officers direction. Thats the only reporters we have seen and as you can see here they are just standing there. It doesnt seem like there are any members of the Community Close to them. It looks like a rainy night there in ferguson, missouri, about 1 30 in the morning. Were getting information and this is very important that Community Members are stopping the looters from entering the store. You know, and you could see and you could feel this tugofwar. Real tension between these two groups on monday when i was there on the ground. Some people who came out to protest peacefully, you know, they wanted a peaceful resolution. They wanted to push for answers without, you know, causing any unrest or violence but you also saw people who simply came to cause trouble. You saw young people who broke into stores. Tonight we are seeing that many of the Community Leaders, people who are pushing for answers, demanding justice, demanding transparency in the shooting death of Michael Brown, they are now standing up, standing against the people who want to break into those stores, want to loot and cause problem. I think thats the important point you make, george, because its these people that loot that get our attention sometimes and also the people who have just been standing holding signs, the people who have been chanting, you know, hands up, dont shoot, with the hands up signs, those are the people that just want answers. They were very upset that one of their own is dead and dont understand why. People are impassioned. I remember on the ground there were several protesters who walked up to myself and photojournalist jordan shooting video and shot video of a store being loot the and people walked up to us and said, hey, dont shoot video of that. It is our job to cover that as well but, again, tonight youre seeing the people who basically want answers, want a peaceful situation. They are standing up taking a stand against the looters along with police who are in riot gear slowly but surely trying to bring calm back to ferguson. Just a few days ago, too, there was video of an al jazeera news crew tear gassed and you could see some officers moving their camera and taking down their lights. Right, right. It has been tense not just between the people and officer but the journalists covering the story, as well. You are looking at live pictures in ferguson, missouri, again, a night of unrest again it seems but we understand Community Leaders are taking a stand trying to stop protesters rather stop looters from breaking that stores. A telling indicator of just how savage things have become is the movement of iraqi refugees as ivan watson tells us theyre looking for safety in another warravaged nation, syria. Reporter the children are wilting but now receiving medical help at this new refugee camp in a kurdish controlled enclave in syria. The clinics are providing medical care for people coming to these camps. They say some of the most common problems theyre facing are the little kids they say get dehydrated due to the extreme heat and many of them have also gotten weak during the long journey through the desert to reach this safe haven. More than 13,000 people live here. Almost all of them are kurdish yazidis from iraqs sinjar region. Every tent holds a horror story. This woman got separated from her son when they fled in panic two weeks ago. They later tried calling his cell phone. You called him and isis answered the phone . [ speaking a Foreign Language ] she says the stranger said, whoever we capture we kill. At this refugee camp aid organizations focus on helping the living. Distributing tents, blankets, daily meals. Even soap. Armed curds in uniform, many of them women provide protection. Calling themselves the Peoples Protection unit they are better known as the Kurdistan Workers Party or pkk. The u. S. And europe accuse them of being terrorists but for the last year in this corner of syria this leftist kurdish mischa has helped hold back the violent tide. When the yazidis were attacked they started a counterattack. Translator we attack to protect many people and opened a safe road and we helped bring more than 16,000 of them here to safety. Reporter this fighter shows me posters of her comrades killed fighting isis. She says she trained them. So you were their commander. A convoy that was carrying men wearing military uniforms this. Is something that moscow is dismissing as a complete fantasy but if this is true and if a russian convoy did indeed cross into Eastern Ukraine then this corroborates claims that the Ukrainian Government has been making for months that weapons and personnel have been coming in from russia and fueling this conflict allowing it to continue and intensify and things are really bad right now with 50,000 ukrainian soldiers surrounding the proseparatist prorussian separatist stronghelds shelling in all areas and civilians who continue to die every single day. The supply lines are completely cut off. It appears the Ukrainian Military is for the moment gaining the upper hand but if the right reinforcements were to come in from russia that could shift the balance of this fight. But, again, russia denies that its even happening. Nonetheless word of this armed convoy is creating quite a bit of alarm around europe and around the world really. Theres a meeting scheduled on sunday where ukraine, russia, germany and france will all sit down in berlin to try to talk things over before this situation gets any more intense and also in the shadow of this you have the humanitarian convoy weve been talking about for several days and appears a deal is imminent that the red cross will supervise this convoy and allow it to cross into the into Eastern Ukraine and bring muchneeded aid to the people in the battle zone and then that convoy will then go back and lead leave the country the same way it came in. Even though they believe russia has been fueling weapons and making this conflict worse, they are not in the position to turn away humanitarian aid considering that hundreds of thousands of innocent people caught right in the middle continue to suffer.
