What that victory will actually look like is something that he really didnt spell out last night. Lets listen to what he talked about no blank check. Our commitment is not unlimited. I want you to listen to that part of the president s remarks. Our commitment is not unlimited, and our support is not a blank check. The American People expect to see real reforms, real progress, and real results. Our patience is not unlimited. How is this different from prior administrations who have said almost the same thing . We wont be there forever, we need to see, you know, political gains on the ground . The difference will be in the execution. Will President Trump and his administrations back up the word with an enforcement mechanism to go after what is what everybody, i think, says is rife corruption within the afghan government. And its not just the Central Government in kabul, but its every warlord, every Person Associated with these areas. Theres a considerable amount of corruption. And i think that about 40 of afghanistans gdp is actually paid for by the u. S. Military in one way or the other. Wow. If that goes away, clearly afghanistan would lose. Its also a significant amount of leverage that the u. S. Has if it chooses to use it. What questions remain about our strategy there in afghanistan still . He mentioned something about rules of engagement. And you played at the beginning of the hour. The basic idea being that there is no way in which the forces that are working in afghanistan will have to go back to washington to ask permission to do certain things. This is going to be an interesting element. When you look at how military conducts its operations, there is a great deal of freedom for Tactical Commanders to exercise certain authorities. But there are also certain constraints. Some provided by international law. Some of them provided by the types of weapons that could potentially be used. Sometimes there are, frankly, Strategic Effects that come about because of tactical actions. And i dont think the white house intends to abrogate any responsibility in those areas. But what really becomes a key element here is how much freedom of action the soldiers on the ground are actually going to have. That freedom of action is going to make a difference. It can allow for a lot of good, local initiative, but it can also get us into trouble if its not watched over carefully. The president talked about micromanagement from washington, d. C. He says it doesnt win battles. Clearly thats what hes talking about. Yesterday you told us there have been moments in the past where the United States could have ended this conflict, walked away from the conflict. The president not giving an end date. The president saying that he would commit more troops. How do you feel overall about the strategy . I think the basic outlines are not ad at all. Theyre fairly sound. The one major problem is the number of forces being talked about are not really sufficient to carry out what hes addressing. So what that means is do we want to really make a commitment to stay the course here, 4,000 or so extra troops, a number that he did not mention in his address but thats been talked about. It is not a very large number to really move things on the ground in a country as complicated and as driven by ethnic strife as afghanistan is. I think the execution is going to be a very, very difficult thing to do. It really depends on what ones definition of victory. And that can potentially be a sliding scale where he could, President Trump could potentially say, okay, this is where weve won. This is how weve done this. Weve stabilized afghanistan, and i think the end effect is going to be a continuation of the status quo. Its not exactly what he intended. But its also, in his view, better than having afghanistan become a platform from which terrorists like al qaeda could launch another attack against the west. To that central point, i think millions wondering this morning what is our definition of victory, and how do you achieve it when we had north of 100,000 troops there five years ago and still did not win there in afghanistan. What is new is perhaps tone and emphasis. Both administrations, the obama and trump administrations want a more regional approach. The question is one of enforcement. Are you going to actually get pakistan afghanistans main neighbor to comply with many of the efforts that we have in place to prevent their Intelligence Service from financing a major terrorist organization that is, frankly, wreaking havoc in large parts of pakistan. Is the Intelligence Service in pakistan also supporting elements of the taliban, and potentially even isis . Those are the kind of things that i think President Trump wants to go after. The words are good. The question becomes how much can you enforce this, and how different is it going to be on the ground for everyone fighting this war. Yeah. Very Capable Military staff. Still a lot of questions. What is exactly the trump doctrine that you see here on the New York Post . And what is on heres what the president said last night. From now on, victory will have a clear definition. Attacking our enemies, obliterating isis, crushing al qaeda, preventing the taliban from taking over afghanistan, and stopping mass terror attacks against america before they emerge. Colonel, we once had more than 100,000 troops in afghanistan not long ago, and that did not spell victory. Is there any clear definition now of what that will be, and are we closer to it . I think what youre seeing is a moving scale of what victory actually means. Which we had those 100,000 plus troops in afghanistan, victory seemed to mean that we would have a stable government in kabul, that we would have the kind of things that would bring about not necessarily a switzerlandlike afghanistan, but a place that wasnt a springboard for a terrorist group like al qaeda or isis. The definition now seems to be a continuation of the status quo which means that the government in kabul can hang on. But it is perhaps a bit more secure. It is not the creation of some kind of peaceful afghanistan. That i think is something that everybody recognizes is almost impossible given current conditions. You know, we showed a list of things, one is reduced taliban influence. Taliban had more territory today than they did before the u. S. Invasion. The president talks about obliterating isis, but reducing taliban influence. The taliban, you know, for much of the previous administrations, their entire theyre against American Values completely. Would the president s strategy mean the United States has to tolerate the taliban . I think it might mean that. There was a key line in the president s speech where he opened the dotor speaking with the the door to speaking with the taliban in the future. Not now, not under current conditions. He wants to set the table so that the taliban feel forced to come to the negotiating table and talk to the government in kabul and to the United States. That was a very interesting part. It may be reflective of a degree of realism we havent seen in past american policies, this would be afghanistan. What it really means is that were opening the door to them, but theyll have to behave in a certain way. At least thats the desire now. Controlling that behavior, thats a whole other matter. Now years its been nationbuild regular, could not do a nationbuilding, could not do a taliban. We are killing terrorists is what the president says is new. Does he have to reveal the amount of troops headed to afghanistan, though . We have a difficult problem with that, dave. One of the problems is that we as an open society and as part of our democratic process, we want to know things like how much money are we spending on stuff, how many troops are being sent, and we tend to measure both in the press and the military, the number of troops out there, because it allows us to do accounting. It is wise to not telegraph the exact number of troops. If you dont telegraph it, you can vary the number of troops. You can say we can move certain pieces in on a temporary basis for certain specific missions. That gives the administration a great deal more flexibility than it would potentially otherwise have. That flexibility could, in fact, mean that they could use the element of surprise in certain instances. Thats what i think President Trump was driving at. Fair point. Colonel, nice to see you. A stunning twist in the shooting of a judge outside a courthouse in steubenville, ohio. Judge joseph bruzees is recovering after he was shot by nate richmond. He is the father of one of two players convicted in a 2013 rape case involving the Steubenville High School Football Team that drew national headlines. Richmond was also a plaintiff in a wrongful death case overseen by the judge. The local sheriff calls the attack coldblooded attempted murder. I urged him years ago to carry a gun. Foxconns plan for a wisconsin plant is moving right along. Approval for the 3 billion in incentives heads to the state senate today. It passed the Assembly Last week. That money was used to secure a 10 billion investment from foxconn. It plans to build a new lcd plant in house Speaker Paul Ryans direction by 2020. The 3 billion price tag for taxpayers is causing controversy. Foxconn says it will create up to 13,000 jobs, 13,000 new jobs. That means wisconsin will pay about 19,000 per job per year.
