Lets talk about this ruling and first what does it mean for the some 700,000 dreamers here . This is a huge victory for the dreamers. It rescinds the policy enacted by the Trump Administration in september. It says that those dreamers that are leer have an opportunity to reapply and to remain in the united states. And the irony is this is this ruling comes on the same day that trump is meeting with republican and democratic senators, trying to work out some kind of deal to address the issue with the dacas that are supposed to be under the Trump Administration deported starting in march. So now you can still file for a renewal of your daca status, but not new daca applications. That seems to be a little bit of a wrinkle here, but in the end isnt it going to be congress thats going to have to fix this . The president and congress . How much say or how much leeway do the courts have here . This is a temporary victory for those Daca Recipients. We can expect the Justice Department to appeal this decision and for this fight to play itself out in the court system and probably make its way to the Supreme Court and well have to see what does congress do, but youre right. Essentially this is going to be a decision that has to be made by legislation either bipartisan agreement between republicans or democrats or maybe the republicans going it alone and President Trump signing some piece of legislation to deal with the Daca Recipients. For now, they have a brief repeal. Im sure theres a lot of celebration happening, but this story is far from over. Potentially a pathway to citizenship even if you really listen to what he said yesterday for people already here, but for those people, 200,000 people from el salvador, theyre going to use their temporary protected status. I theres a lot of confusion in terms of what the president wants in terms of immigration. If you look at that bipartisan meeting that was held in the white house on one hand he first agreed with senator Diane Fienstein saying a daca bill could be decided or what would happen with the recipients would be decided separate from the border wall and then minutes later hes saying it has to be died to a broader immigration policy. So the president in that same meeting flip flopped on the issue of what should happen with those recipients and i think it remains to be seen what comes out of that discussion that happened yesterday and ultimately a larger immigration policy. That doesnt mean 2,000 miles of wall because you just dont need that because of mountains and rivers and lots of other things, but we need a certain portion of that border to have the wall. In the event that daca does remain a sticking point, yesterdays extraordinary session at the white house could go down as a turning point. But i think more importantly is going to be republicans who control the senate and the house and the floor and everything thats going to actually go into legislation. So democrats are kind of foils to that republicans who are going to decide whats in here. As for this a 55 minute meeting it was in Lindsey Grahams words fascinating. Bu but what we really saw was a guy who wants another win. He wants to have things behind his name. He wants to get things done in his own mind and i would point out, you know, we were all kind of spinning around, what does he actually want in this bill. He didnt say during that meeting but he did clarify after wards that a ball has to be pwat of it. Is it a big wall, is it a little wall . Is part of it going to be a river . So he doesnt want to be involved in the details. It felt like he didnt care what was in the immigration bill. Even a pathway to citizenship. There are die hard Trump Supporters who did not elect him to oversee a pathway of citizenship for people here illegally. That it is a total reversal of the political brand that brought him to the white house. But on the other hand, if you want to get any sort of thing done in washington you have to be a little bit malleable. So those are two competing interests. He puts all this out there with democrats in a big show of bipartisanship and now the deal making begins. Well, i think if youre one of those 700,000, dave, youre excited about this ruling. If you watch the bipartisan meeting that happened at the white house yesterday, you were probably left confused about what the future of the Daca Recipients would be, but this ruling gives those recipients a temporary reprieve. It says that they can remain in the country, they can continue to work. They can continue to live in their communities and they can reapply for daca status for another two years. Thats huge, because the Daca Recipients have been waiting, their fate has been in the balance to see what congress was going to do. This doesnt end the debate around Immigration Reform, but this is a huge victory for the recipients. Yeah, its one piece of a very big and complicated picture and trying to figure out what the administration plans to do with that complicated picture. On the one hand the president talking about a potential pathway to citizenship, something you never would have heard him talk about on the campaign trail. On the other hand, the administration has moved to give only 18 more months for people from el salvador who are here on temporary protected status so i wonder how much sway do the courts have here and how important is you know, congress fixing the immigration mess. Well, this is a huge issue for congress and we knew it was coming to this when in september when the department of Homeland Security made the decision to rescind the daca program. A time limit was set to march for a decision to be made and congress was quite frankly slow, dragging its feet on this issue and the courts stepped up and acted. I think one thing that was important when you look at the decision from the federal court, they talk about the government not giving due consideration to the disruption that the decision made by the department of Homeland Security would have on these Daca Recipients. They talked about the amount of information that the recipients had given to the government, the fees they had paid and how difficult it would be for them if they were abruptly removed from the country and that seemed to be a Critical Role in this judges decision. Now the ball is in the court of the department of justice. Will they appeal this decision . This is a nationwide preliminary injunction so it not only affects those Daca Recipients in california but it impacts recipients all over the country. Reporter dave and christine, republicans, democrats, the white house, they have nine days, just six legislative days to figure out some path forward on a host of issues all of which are complicated. There was a wildly entertaining was the words of one republican aide, how he described the meeting at the white house between republicans and democrats and the president. It was public. It was for everybody to see and it was about immigration, a very divisive issue when it comes to congress, an area where its not just democrats and republicans who disagree on the policy. Its intraparty on a number of levels. They have until march to deal with that issue, but you want to put the calendar on it, democrats have made clear they want that addressed in the same time line as the budget deal which has that january 19th deadline. The president is a huge player in this. President trump in that meeting at the white house said he was willing to sign anything that congress came up with. He was willing to leave it to congress to figure out the direction forward. That is not what Republican Leaders want to hear. That is not the discussion theyve had with the white house. They know because this issue is so complicated within their conference that they need the president not just to sign whatever they agree to, but to endorse it and to help them push forward on it. There are still negotiations that are considered the core of everything thats p haing right now. President trump has laid out four principles that he wants to be addressed. Democrats acknowledge those four principles will will to be addressed and the devil is in the details particularly on some of the most complicated of those policy issues. The president there with a democrat on the right and a democrat on the left. Shaking his head sometimes, i cant tell what he might have been thinking but what do democrats do with this now . Reporter well, i think democrats, we heard them say after wards, they were encouraged by this and to see the president open to a daca fix and even comprehensive Immigration Reform it seemed and not necessarily would you say that one more time . The president actually seemed open to Immigration Reform . The president elected by hard line positions on immigration, thats just remarkable. Yeah. You know, the white house has actually said that before although it was noticed a little bit less. So its not quite as new as you might think, but to have him say it openly in this bipartisan meeting, i guess for democrats the question is okay, this is great. This is good. Lets keep working with this. Are republicans going to come up with a bill and put it on the floor that includes a daca fix, that includes, you know, these other things that they want in exchange for democratic votes which republicans now need to pass a spending bill. So thats kind of the question. This was a good step but im sure that they are not going to take this to to bank. In at right land it is comprehensive Immigration Reform equals amnesty. No question about that and just the amnesty for the dreamers will cost our economy more than building a wall. Hell have to explain that in the days ahead, but here are the demands says the president republicans in this bill. They want border security, how that looks, were not sure. Is it a wall . Is it not . Chain migration, they want to end that. The visa lottery they want to end that in exchange for a deal on daca. This is kind of the art of the deal and shes right. I looked it up. The president believed i never get attached to one deal or one approach. I keep a lot of balls in the air. Was this a good day for the president . Was this a good day for Congressional Republicans . I think it was a good day for the president in that there had been questions about his mental acuity, whether he was up to the job. The white house put him out there and he certainly looked in command of this meeting and he looked like he was able to steer the conversation. That was good. What was bad is that he didnt really have any sort of ideology he was espousing. He didnt seem to care what was inside an immigration bill as long as theres an immigration bill and maybe thats a sign of a good president , but its certainly not the sign of the donald trump that weve seen who made immigration such a big deal. But it is the president a lot of people thought he could be, not having a true policy. And also thinking that he could work with democrats. There would be a turning point where he would be able to work with democrats. Hes given lots of money to democrats so he clearly sees their perspective. He calls this a bill of love. I thought that was an interesting turn of phrase especially since the president back in 2015 had ridiculed jeb bush about using similar language. Lets listen. Because republicans, democrats, certainly the trump media has long railed against earmarks. Is that opinion shared by anyone in the administration . You know, one defender of earmarks is dick derben who was sitting right next to him. But the vast majority of lawmakers its took them decades to get rid of earmarks and they did that under john.
