Caucuses. Why and what it means for the race to unseat President Trump. Welcome to our viewers in the United States and around the world. This is early start. Im laura jarrett. And im christine romans. Its tuesday, february 4th, 4 00 a. M. In new york and New Hampshire. Its 3 00 a. M. In iowa. In the room where it happened nobody knows what happened. The 2020 race kicks off with a debacle for democrats. There are still no results to report in iowas first in the nation caucus. The state party the state Democratic Party said a problem was caused by inconsistencies among data sets. For hours the party claimed Quality Control was slowing the a release. The delay leaving candidates frustrated and their supporters waiting late into the night with nothing to celebrate. At a call 2 00 a. M. Eastern with Party Officials campaigns raised concerns about the integrity of the results. The party chair said heults lat. We want to emphasize this is reportsing issue, not a hack, and its exactly why and systeme to up hold the integrity of our process. So some changes to that process prch for the first time precincts were required to report three separate numbers. Voters first precherance, second preference and delegate count from each precinct. Reports were supposed to be reported to a mobile app but some precincts abandoned it opting to call into their hot line as usual except they were left waiting for hours on end on those hot lines. I have been on hold for over an hour with the iowa Democratic Party. They tried to i think promote an app to report the results. The app by all accounts just doesnt work, so weve been recommended to call into the hot line, and the hot line has not been responsive. This is a real coincidence, wolf, just now so ive got to get off the phone to report the results. Can we listen in as you report them, shawn . Yes. Lets listen. Hello . They hung up on me. Just amazing. The Trump Campaign exploiting the democrats woes with this lethal tweet there, Quality Control so to speak. Our coverage begins with cnns ryan nobles live from des moines. Ryan, walk us through exactly what happened here. Reporter you know, laura, i wish i could. To a certain extent a lot of people are left scratching their heads here in whats been a very unreliable last few hours in iowa. Essentially we started to realize there was a problem late in the night probably around 10 00 central time, 11 00 eastern, thats when the results just werent tricking in. Usually by this time in the iowa caucus process youre at least starting to get some sense of where the candidates stand. At least a percentage of those precincts get a bit of the returns into the central headquarters and you get an idea where the campaigns stand. But even at that late hour not even one single percent of the vote total had come through, and it was at that point the campaigns started to get a little nervous. And even more peculiar even at that early stage there seemed to be no level of communication between the campaigns and the iowa Democratic Party. That changed as the night progressed and they reached out to the campaigns and held a brief Conference Call where they insisted over and over again this wasnt a problem with the software, it was a human error problem and they were just in the process of tabulating the results because they wanted them to be correct, and they did not want the integrity of the process to be corrupted in any way. That still did not provide much clarity. And then what you saw happen last night was several of these campaigns sent their candidates out to the stage to speak to their supporters and in some cases and in the case of Pete Buttigieg and Bernie Sanders at least suddenly claim victory. The problem right now, laura and christine, is that we dont know for sure who if anyone has won the Iowa Caucuses. We do expect at some point today the iowa Democratic Party is going to release those numbers. But then the questions are going to be raised about the process itself and whether or not the integrity did remain intact. I can tell you from the Sanders Campaign in particular they were very upset on a Conference Call last night with members of the iowa Democratic Party about the way this entire process has played out. The long and short of it, guys, at this point we dont know much more about who the winner of the iowa caucus is at this stage than we did when those caucuses started last evening here in iowa. A lot of uncertainty and a lot of campaigns still scratching their heads to figure out what comes next. They spent a year and millions of dollars campaigning in iowa and now theyre forced with a fact of moving on and maybe not having that moment declare what happened. Meantime Democratic Party officials in iowa taking extreme measures now to get the caucus votes counted by today. Lets go to cnns dan merica in des moines with more on that. You had some great reporting i know about a call where obviously those Democratic Party officials in iowa facing some pretty harsh criticism. Yeah, its been chaos here in des moines quite bluntly, and that chaos has iminated from the Democratic Party. Their boiler room where they were trying to work through all this. S a the time went on and there werent any results, campaigns grew more and more anxious. The iowa Democratic Party led by troy price held a call with the campaigns before midnight. That call happened and then a second call happened after midnight. Cnn was actually able to listen into that call and troy price took a brunt of criticism from these campaigns with people raising concerns about the integrity of the results, when the results would be reported. Troy price was not able to answer many of their questions and kept falling back on his desire to maintain the integrity of the results, pledging to keep the campaigns in the loop. But none of that quelled their concerns and many of those concerns stemmed from Bernie Sanders. His Senior Advisor was particularly harsh on the call, calling out troy price, call out the Iowa Caucuses and sometimes calling the explanation for the delay bogus. What happened throughout iowa last night is there were a mad scramble to figure out how to report the numbers from the precincts of which there are about 1,700 across the state to the iowa Democratic Party here in des moines. There were a number of steps going to be taken. They had an app that the precincts could use and there were reports that the app did not work. And then the second set of a way to report the numbers back to the iowa Democratic Party was by tone. And as you reported and as we saw live on our air that sometimes delayed the process by about an hour. So what you had is you had iowa Democratic Party officials figuring out how to work this all together, and then here in polk county, the largest county in iowa he dispatched members to wake those mup. Dan, thanks so much. See you soon. With no winner or loser in iowa the 2020 democrats have got to move onto New Hampshire. Theyre trying to regain momentum after a bizarre night. Cnns john berman live at the airport in manchester, New Hampshire, where candidates are arriving later than expected and without in some cases the story line clear. Reporter you know its always a bizarre night at the general aviation terminal in Manchester Airport but this is particularly bizarre. Theyve arrived here with no idea who won. We saw andrew yang seconds ago and he was pumped up ready to campaign in New Hampshire, but he said its frustrating. Its hard to work for months in iowa getting to that night and not know how you did. And just before that we saw senator Amy Klobuchar and shes in an interesting place because her campaign feels based on their conversations with people there on ground in iowa they may have exceeded expectations. We dont know if thats true because they havent seen the final results yet but she hit the ground in New Hampshire with more enthusiasm and more momentum than they might have expected a few days ago. And the uncertainty and lack of results might frankly help her. She can come here this morning and campaign, and she can say she did well and no ones going to know for sure. The uncertainty here is unbelievable, christine romans. And i know your years in iowa, you know this, iowa prides itself on doing this and doing it right. And the fact that they got through this night and were sitting here in the wee hours of the morning in New Hampshire and dont know who won, dont know how many people voted, its simply staggering. Every four years you hear iowa is not representative of the population as a whole, its more white, its more elderly. You know, its 1 of the population and its important for the democrats in particular in terms of who gets the nominee. This has drawn a whole different criticism about iowa now. Absolutely, absolutely. Iowa was already on it rocks in terms of being the first in the nation caucus just because of what you said and to go through this night and to have the process be flawed its going to make it much harder to make the case they should go first. To their credit, getting it right is the most important thing or if they didnt have it right last night or dont have it right right now, its better they wait. But getting them outa in a timey and reliable fashion is important. And you can already feel it bad blood between the campaign or at least some of their supporters. And you wonder when the results do come out how the campaigns will respond, wail they choose to attack the process if they dont like the number of votes they see. We know youve got people to talk to. The iowa Democratic Party says inconsistencies were found in the reporting of the results last night. All the candidates have been told not to expect final tallies until some time today. Obviously, you know, its interesting to see how the candidates are reacting to this news. You see certain candidates like Amy Klobuchar claiming victory, Pete Buttigieg being obviously very positive, joe biden not talking to reporters, getting off the plane there in New Hampshire. Whos coming out better shape out of last night with no votes . Reporter well, weve actually heard from almost every candidate, and theyve all tried to put a positive spin on the no result night we saw, but there are several candidates. We saw Amy Klobuchar go right out to the mikes, speak to the cameras and claim she had good results before we saw the final results and from all indication he had a less stellar night than what he was hoping for but the fact there are not actual numbers behind that means he may be able to escape from iowa and move onto the next state and try to get to South Carolina with a bit of momentum without having the headlines be he was at the back of the pack or fourth so he may actually benefit from this in some ways as well. And all the other candidates we normally see candidates drop out after iowa. The fact that hasnt happened yet gives us a sense everyone is claiming some kind of victory you saw andrew yang pumped up at the airport. You have basically a spaghetti bowl of story lines and everyone can pick which one they want. Michael bloomberg, for example, his supporters can say fantastic, he wasnt there, look hes above all this drama. The bernie sanldseders supporte can say, look, the party has always been a problem for bernie, theyre against bernie. Everyone can take their story line and run with it until we have results. When they get results i guess are they less consequential than they would have been otherwise . Reporter they are. Every hour between now and New Hampshire is prime time for these candidates trying to get some momentum, build on their campaign. Normally in the past weve seen the night after the Iowa Caucuses be a big night for whatever result happens. We saw president obama after he won in iowa he gave that big major speech and it really kicked off his campaign and launched him into nucew hampshi, launched him into South Carolina. Every hour that passes by without results means the narrative these candidates are putting together its hard to put together that momentum without the numbers to back it up. Before you know it were going to have new numbers in New Hampshire and those numbers are going to be less impacted by what happened in iowa. So each of these candidates are going to have fight in New Hampshire on their own without any data or numbers or results in iowa to put to the voters to argument theyve been trying to make for the past year. Its interesting. The entrance polls for folks heading into the polls last night show that beating trump was the number one thing on their minds. Clearly even more so than policies those polls show. But the list is real heck of a way for democrats to show they are in a best position to beat the president heading into november. Yeah, one of the winners last night may be President Trump, and weve seen hiss campaign really try to drive the divisions between the democrats that are running against him, try to show the dissension and the lack of unity, the lack of a positive result out of last night as a sign democrats are in disarray, and that theyre not in a good place where they can compete against him. I was at a press conference from the Trump Campaign yesterday and they talked about having this great election machine and they have many surrogates in the state and theyre trying to compare and contrast themselves to the democrats saying theyre much more organized and theyre ready with millions of dollars to take on whoever comes out of this field, and theyre taking advantage of the fact that right now it doesnt seem like anyone has a strong result after last night because there is no result to point to at this point. There is this to point to, though, the headlines on some of the papers, duh moines. Youre going to hear more criticism. A lot of people from this week were talking about why a state with such a small population not demographically representative of the rest of the United States gets so much attention from these candidates. I think this iowa Democratic Party problem last night is going to just keep that debate alive, isnt it . Reporter thats exactly right. Were probably going to hear a growing number of democrats saying, listen, iowa is not a swing state, its not representative of our party, demographically it doesnt represent the diversity of the Democratic Party. And how we have this debacle with the voting, the caucus system which is discriminatory in some ways and makes it harder for some voters to get out and participate. Were going to hear a lot of democratic voters say maybe we should choose another state, a state that has a more representative population thats more welcoming to democrats, more likely to be a swing state in the general election, and maybe leave iowa behind. Weve start today hear before this trouble that we saw with the voting, and now that chorus is going to grow even louder. For some reason they cant quit iowa. So go get some coffee. On the eve on an all but certain acquittal in the impeachment trial President Trump plans to use tonights state of the Union Address to position himself for reelection. In his closing arguments house impeachment manager adam schiff said the president cannot be trusted to turn down foreign interference in november. But that did not sway even moderate republicans like lisa murkowski. The alaska senator called the president s conduct shameful and wrong but she blames the process and fellow lawmakers have her decision to acquit. The house rushed through what should have been one of the most serious undertakings of the legislative branch. Simply to meet an artificial selfimposed deadline. The house failed in its responsibilities. And the senate the senate should be ashamed by the rank partisanship that has been on display here. Democratic senator joe manchin of West Virginia wants President Trump censured, a sign some moderate democrats may be leaning toward acquittal. Republican senators are urging the president to avoid impeachment talk during the state of the union. It is not clear whether he plans to listen. A Senior Administration official says he thinks the speech will be forward looking and optimistic. We have heard that many times before. And feel like lately he has a whole litany of his best of and some exaggeration how the economy is doing. I suspect hell try to hit that point home tonight. Well see. This really is disruptive for 2020. Reporter yeah, it sure is, christine. This is not at all how we expected the 2020 campaign to kick off. The iowa Democratic Party was really proud of the new additions and changes they made to the caucus process to make it a little bit more transparent, to try and include more people and also bring it into the 21st century in terms of technology. And it seems on every single count those attempts to change this process up made things even more complicated and has left serious questions as the result of how thiscaucusplayed out. If i could just walk you back through what the last few hours have been like here in iowa, i was at a Bernie Sanders headquarters last night where theyre actually still taking down the material from inside. What he had hope today be a Victory Party and his campaign was feeling the entire night but as time got on when you would traditionally except to have some level of understanding what was happening with these results they werent getting that information. And thats when you saw these campaigns, not just the Sanders Campaign but the buttigieg and warren all starting to raise alarm bells wanting to know why they werent getting these results in. And in addition to the concerns from the campaigns we also started to hear antidotal complaints from some of these precinct chairs and folks connected to the iowa Democratic Party talking about the difficulties they were having getting in the results. On countless examples of problems being able to report the results through the app and even if they had trouble with the app, that wasnt enough. They ended up sitting on hold on the hot line supposed to be the backup to the app for hours at a time. There were even some precinct chairs that said they gave up and were planning to go home and go to bed and report that following morning. In fact the chairman of the polk Democratic Party, the largest county eniowa, he talked about it frustration he had. They would all their results ready to go in boxes, the paper trail backed up and they literally had nowhere to take them and report that. And that perhaps is the biggest example of the issues here. So the question now this morning is when will we find out the results and furthermore when those results come in, how much stock will be able will we be able to put into them . Will these campaigns be able to claim victory . Thats the big open question right now as we head into tuesday still with no clue right now who is the winner of the Iowa Caucuses. We saw one precinct chair reports last night of him being stuck on the phone for over an hour and saying he has a doctors appointment this morning. So hell have to report in after 10 00. So heading into tuesday night it is officially tuesday. Ryan nobles. I feel like its going to be monday forever for me. Welcome to 2020, my friend. Welcome to 2020. With no winner or loser in iowa the 2020 democrats are moving onto New Hampshire. Theyre trying to gather steam and figuring out what to make of this bizarre night. Cnns leyla soptiogo live at the airport in manchester, New Hampshire. You caught up with joe biden a short time ago. What did he have to say . Reporter well, joe biden really didnt have much to say. In fact he only answered one of my three questions saying he felt great. But i do want to sort of talk about what a long night its been. Just in the last hour weve seen a lot of activity pick up here at this airport which is where many of the candidates and the press are coming in from iowa. They certainly had a long night. Theyre certainly trying to figure out how theyre going to move forward in their campaign as they await the results from iowa. But lets listen in to how they actually closed off the night in iowa. You probably heard we dont know the results. We know theres delays but know one thing, we are punching above our weight. Well, it looks like its going to be a long night but im feeling good. The iowa Democratic Party is working to get this result and get them straight and i want to make sure theyre very careful in their deliberations. So listen, it is too close to call so im just going to tell you what i do know. I imagine i have a strong feeling at at some point the results will be announced. And when those results are announced i have a good feeling were going to be doing very, very well here in iowa. So we dont know all the results. But we know by the time its all said and done, iowa, you have shocked the nation. Reporter and the thing about it is just hours later when they arrived here many of the the candidates were repeating the same sentiment saying, look, its too early. Were waiting to see what comes out of iowa, but time to move forward, focus on New Hampshire. I actually spoke to one supporter of Amy Klobuchar right before she was coming in. He said the race starts now here in New Hampshire although he admitted he would have said that either way whether the results came in from iowa or not. And from the Warren Campaign when they came in saying the focus now on New Hampshire, shell be spending in the next week a lot of time in a bit of a conservative county here in New Hampshire that went to trump as well of some that flipped from obama to trump. So clearly now they are focused on New Hampshire, but a bit of disappointment for those campaigns that were hoping to get a bit of a bump from momentum in iowa. Well have to see how their messaging plays out as were just one week away from the primary here. Apparently everyones a winner if you take a look at those clips. All right, democrats spent a full year and millions of dollars to find the early momentum in iowa, but now there are no results to report. Who benefits and who loses from the democrats debacle. Well, sort of. If you want the results youre going to have to wait. Zeros across the board. Iowa Democratic Party says inconsistencies were found in the reporting of the results last night. Final results expected some time today. Some time tuesday. I keep thinking theres no trampoline for a winner here, which is real negative. Theres also then no disappointment for anybody who wouldnt have performed well. So i guess these candidates can write their own story lines until theres results. Normally we expect candidates to drop out of the race after iowa if they have a single digit showing or theyre not able to compete, theyre not in that top tier they drop out and theres a resorting and people try to go after that endorsement or that persons voters. Were not seeing that this time because even the lower tier candidates can claim some victory and they can go onto New Hampshire with the same status quo they had in iowa and everyone is grappling with the fact with no sense of whos ahead, whos behind in New Hampshire. Its anyones game. So it looks like the fact democrats have not been able to get a result out of iowa a lot of the race in limbo and it has been in limbo for a good chunk of last year. What do you make of the argument the one person this helps is Mike Bloomberg . Obviously not on the ballot last night but said he was bowing out of this race in New Hampshire focus on super tuesday where he could get more delegates. Well, bloomberg is looking to have a democratic race that goes as long as possible. He does not want there to be any big frontrunner that torpedos out of iowa and gets in front of the pack and has a lot of momentum going into the early states because hes not competing in any of the early stalts. Hes waiting for super tuesday and those early states where he has a very large cash stockpile that can help him compete against some of these other candidates. So he wants these candidates to be stuck in a long fight with one another with no clear winner. So the fact theres no clear result out of iowa is to his benefit. When we look at the entrance polls its clear electability is very important to iowa voters so is health care, frankly. But electability seems like it was the number one thing here. How can democrats convince voters theyve got it together here, and they can beat the president in general election when they cant bring a candidate out of iowa in a timely fashion . Yeah, that electability term is really very fluid. It was something very help tool to joe biden for the first few months of his campaign, but it seems like thats starting to change and some voters are starting to give Bernie Sanders a look and say he has a lot of momentum, he has a lot of strong base, hes raising a lot of money. And some voters who liked bernie have now saying maybe Bernie Sanders is electable, Elizabeth Warren is making the electability case as well. We dont have numbers out of iowa to see whos more electable. We have some antidotal evidence. Pete buttigieg and Elizabeth Warren also had some sites where they did very well, even Amy Klobuchar won in some precincts. Joe biden did not seem to be doing very well antidotally in very many precincts, but well have to wait and see what the numbers are. There was no big launching pad out of iowa on that electability argument, and every candidate is saying theyre more electable because there were no numbers to back that up, and everyone is looking to New Hampshire to be the next reset for which candidate is most electable. Speaking of joe biden he just landed a short time ago in New Hampshire, and i dont know if you saw him but he was not that up beat. Lets play it if we have the sound there. He said he was feeling good but not a big rara, you know, performance from him. What do you make of that . Yeah, joe biden had a struggle of a night in a number of these precincts where he was expected to be viable, where he said he was going to be viable. He did not meet the 15 threshold and his supporters were among the smallest groups in those caucus sites. And hes the only candidate so far thats been questioning the actual results, saying he may, you know, question what the ultimate results are. His lawyer sent out a letter to the Democratic National committee saying that these results should not be released unless he gets a chance to look at them first. So it does seem he did not hit some of his marks in the state. And hes not as up beat as some of the other candidates who did well. People like Amy Klobuchar seem to be eating some of his voters and it seems voters are taking a look at some of the other candidates. Such a difference between biden and yang there with his boxers bounce coming in. The last four winners of the Iowa Caucuses wanted to get the democratic nomination, but one wonders if we are not in normal times, this is an era where history does not necessarily guide its going to be wild. 2020 is going to be wild. Meantime were getting information as to the evacuation flighted under way involving americans. We know roughly a thousand americans call the city of wuhan home. There was a first flight last week that arrived. The second one was delayed, there was back and forth between the two governments. But im hearing from at least two of the passengers confirmed to be on the flight scheduled to leave in a few hours that at least two planes will be taking americans out of the city of wuhan potentially as early as tonight assuming there will be no delays and complications with the governments and that according to one of the patients there are hundreds of american es in the terminal along with her waiting to board this flight. They expect it also will go to the west coast of the United States, but were working to get more confirmation on that from the state department. Meantime, china, is stepping up its containment efforts. Theyre now expanding to three more field hospitals including turning exhibition halls and stadiums normally used for sports teams into those hospital facilities. We know youll keep us posted. When they arrived here for that next contest. The thing is, there is no winner. There is just a clear loser. And that loser is the Iowa Caucuses. There are no results, not anything, anything at all. What went wrong . Not exactly clear. Weve heard from some officials in iowa who say there was a problem with the app that they were using, and then when the app didnt work they tried to phone in the results across the state and that didnt work people were left on hold. Just a full on simple mess. Were now told we might not get the results from iowa until some time later today. There is one official telling cnn we might not get them at all today. So were just in a sense of stasis and hold right now. This is what one democratic official said overnight. We want to emphasize that this is a reporting issue, not a hack or an intrusion. And its exactly why we have a paper trail and systems in place to uphold the integrity of our process. Theyre validating every piece of data we have against our paper trail. That system is taking longer than expected, but we are essentially able to report results with full confidence. Reporter theres not a lot of confidence left i have to say in that system there.
