Blizzards destroying everything in their path. Millions of people throughout the country feeling these storms wrath. Breaking news in the hunt for flight 370 and a potential turning point as the search moves under water. Australian officials who have now taken the lead in this say the subsurface search is under way with the u. S. Navys pinger locator and other acoustic gear, honing in on about a 150mile stretch of the indian ocean. They are trying, of course, to detect any transmission from the planes black box. The pinger may only have a day or two of battery life left. Meantime, nearly two dozen ships and aircraft again combing the surface, looking for any sign of debris. Overnight officials said all of the leads garnered from satellite images, all of those turned out to be other things. Our Matthew Chance is live in perth, australia, for us this morning. Matthew, i know that they have a submarine, and then they also have two ships that are equipped with this hightech gear out on the search now. What is the latest . Reporter yeah, thats right. The latest is that this subsurface phase of the search operation has really gotten under way with the presence of that British Nuclear submarine the hms tireless. Its equipped with underwater detection technology, but also with two surface vessels as well. Again, one from british, the hms echo, but another one called the ocean shield, which is an australian vessel. Thats equipped with some american technology. In fact, its a towed pinger locator, a tpl, which as the name suggests, is towed at the back of the ship at some depth, and the sensitive listening device tries to detect where the pinger from the black box flight recorder from that missing aircraft might be. Its something that starts, as i say, a new phase in this operation. But the authorities here in australia, which as you mentioned, have taken the lead somewhat because of the geographical proximity of the search area to australia, say that theyre also counting on trying to, you know, get some kind of tipoff from the air. Theyve got, you know, several planes in the air, at least ten military aircraft, four civilian aircraft as well, with people looking out the windows and trying to spot any kind of debris from the missing airliner. So far, they havent found any. Part of the problem, of course, is the size of the search area theyre looking in, absolutely extraordinary size, almost 85,000 square miles of area that theyre looking at. There was a press conference earlier today by the head of the Search Mission, Angus Houston, former air chief marshal here in australia. Take a listen to what he had to say. Were moving into an area weve never been before, and may i say, i think theres groundbreaking analytical work has been simply extraordinary, and it gives us, i think, some hope that we will eventually find the aircraft in the area that were searching. Reporter well, theyre saying that this search area is the area of highest probability based on the limited data that theyve got. Theyre not absolutely certain its there, but all the evidence that they have, which is minimal, from various satellite pings that theyve picked up over the course of the last minutes of the flight is their best guess. A lot of us want to know, what is that data, because Angus Houston, who is heading those australian operations, did say on the basis of the data that has arrived only recently, this is the best data thats available, and theyre sort of narrowing that area a little bit right now. Thank you for the update, matthew. Appreciate it. Well get back to you later in the show. So, there is guarded optimism as the search area for flight 370 is refined. What kind of weather conditions are crews going to face on day 28 of the search . Cnns will ripley joins us live. Hes on a boat off the coast of western australia. Will, whats it looking like out there . Reporter hey, christine. Yeah, you know, the weather conditions both here, close to the western australian coast, and also at the search area, about 1,000 miles from where we are, are described as fair today. And the weather is very important, whether were talking about an underwater search or an abovethewater search, the weather conditions have a big effect because of the technology thats being used. The sidescan sonar thats looking for debris, if you have too many waves, then obviously, thats going to affect the ability to detect whats floating on the surface of the water. Also, if you have too many waves and you have white caps and what not, then a visual search from the air or ship is very difficult because the white caps can be mistaken for objects floating in the water. The actual weather conditions, if you look here, were told that this is probably a bit nicer, a bit more clear than what youre seeing in the search zone, but the key factor is, again, the waves. You cant see them. This is markedly different even from earlier this week when we were getting tossed around in this exact spot on the ocean. So, not very many waves, no white caps, which is the good news. The cloud bank is a bit lower than wed like it to be. Its about 1,000 feet above the ocean, so search planes have to get down pretty low. They can actually get as low as 300 feet above the water to search. But obviously, if the clouds were nonexistent, youd have more visibility. Were told the visibility is about six miles in each direction now. So, fair weather for the search, certainly better than some of the weather weve seen in that area. All right, and time running out to find those devices before the battery life runs out. Meantime, sources are telling cnn that the head of malaysias department of Civil Aviation has just rejected a request from the families of those on flight 370 to release audio transmission between the cockpit and the control tower. Our jim clancy is tracking all of this for us in kuala lumpur. He has been there all through for all 28 days of this exhaustive search. You know, jim, it was with you live last week that we got the full transcript of the transmission, but the families want to hear it. Reporter certainly. They want to be a little bit closer to the investigation. They want to feel hands on. And so, theyre making requests, hoping that, somehow, they will understand perhaps what the investigators have not, by listening to those voices, even in a different language. They want to grasp at anything substantive that they can. But they were told by the department of Civil Aviation that thats not going to be possible, that those are part of the ongoing investigation. Even, we are told, the pilots families have not been allowed to listen to those. Now, they do have a recording, Youtube Video recordings that were posted by captain zaharie shah online. He posted some selfhelp things, a home repair and talking about his simulator online. As a result of that, they do have some data they could use to compare the voices. It really depends how clear were those cockpit voice recordings that were made by air traffic control. What might they be able to reveal . Now, they have told us that the results are that they cannot determine which pilot it might have been that made the comments from the cockpit, including goodnight from malaysia 370. Poppy . Jim, im wondering, for weeks and weeks there was sort of this routine 5 30 a. M. Here in the east coast of the United States press conference, in the afternoon where you are, for updates. And we havent gotten that for a while. Do you have any indication why that is . Is that really just a sign that they have nothing new . Reporter youve hit it on the head. And i was told that by someone close to all of this who said that, you know, theres no point in having a briefing for the media if we have nothing new to tell you. They could repeat what was said by the australians, which they have done in past briefings. They could go back over the information theyve already told us, which they have done. But everyone becomes frustrated. And so, now they have decided that they will only limit the media briefings to times when they actually have something new to tell us, and they havent had anything new to tell us in days. Theres been a real sense here that those regular briefings are not going to be the source of any breaking news. It is only when we get the surprise notification that we are going to hear something truly new, something significant. Poppy . Right, yeah. We can only wait and hope for just some more information. Welcome back to early start. Investigators still trying to determine why Army Specialist ivan lopez went on a shooting rampage at ft. Hood, killing 3 people, wounding 16 before taking his own life. This is the second mass killing at the military base in five years. Were learning more now about this shooter. The picture emerging. A troubled, mentally unstable soldier. Cnns George Howell live for us at ft. Hood, texas, just trying to find out more about who this man was and what led him to this moment. What can you tell us . Reporter well, good morning. We are getting more insight into lopezs background. We know that he was basically undergoing a variety of treatments, taking antidepressants like the drug ambien, and he was also being evaluated for ptsd, posttraumatic stress disorder, though he was not officially diagnosed with ptsd. Soldiers who knew him, they describe him as a person with a lot of values, as an extraordinary individual. But yesterday, we did get some insight into a possible confrontation on post that could have played a factor. Take a listen. Were looking into that, trying to figure out what the trigger event was. It was mentioned yesterday there may have been a verbal altercation with another soldier or soldiers, and theres a strong possibility that that, in fact, immediately preceded the shooting, but we do not have that definitively at this point, but we do have strong indications of that. Reporter at this point, again, we know three people were killed in this shooting, 16 were injured. And of the 16, three remain in Critical Condition. We also learned something about the weapon yesterday. I want to talk about this, because again, its a weapon that was unregistered here on base, a weapon that we know that lopez legally purchased. We know that he basically passed all of the standard background checks he required in the state of texas to own that weapon, and he did not have any sort of criminal history that would disqualify him from having the weapon. Ironically, though, it is the same place, the same store here in killeen, a place called glunz galore, where he bought his weapon, the same place where major nidal hasan bought his weapon, the weapon that he used five years ago to shoot and kill 13 people here on post. Sad coincidence, but still just very, very sad. George howell. Thanks, george. All right, well, were getting a different look this morning at Army Specialist ivan lopez from some of the photos on his facebook page. They show him on the beach with his family in puerto rico, and the death of his mother apparently hit him very hard. He was reportedly upset at getting less than two days leave to attend his mothers funeral, but people who knew him, especially those who worked very closely with him, say there was really no indication of what was to come. He was one of my best soldiers in the organization, and he has the leadership. Specialist lopez was an outstanding soldier with great initiative. He showed a great, great leadership and a very, very great military discipline. He was seen just last month by a psychiatrist. He was fully examined. And as of this morning, we had no indication on the record of that examination that there was any sign of likely violence, either to himself or to others, no suicidal i didation. Youve said hello to him, you talked to him . Yesterday. What did he seem like . He seemed pretty fine, happy. He didnt seem like, you know, the type that would do what he did. One of those killed in the ft. Hood rampage has been identified as Army Sergeant timothy owens. Owens family in illinois talked about him to cnns affiliate. He didnt answer the phone, so i left a message, son, call me so i know if youre okay or not. Well, never got no call from him. I thought, oh, god, please dont let it be. He was just a very honorable, you know, individual. And like i say, i dont think he knew any strangers. Everybody that he met i believe that tim got along with them. Heart breaks for them. This morning 3 of the 16 people wounded in the ft. Hood shooting are still in the hospital, and doctors, of course, say it is far too soon to determine what the longterm impact of their injuries will be. One trauma surgeon tells cnn their initial response to the deadly rampage was this i think that the first feeling whenever i found out about the potential of this, you know, when the news began to trickle in, was a little bit of disbelief, you know, how can this possibly happen again type feeling. You know, very quickly, you move to resolve and determination to make sure that youve got all your systems in places to care for these patients appropriately. And we moved to that pretty quickly. Set up our command center and got going. Stay with us throughout the morning for continuing coverage of that deadly shooting at ft. Hood here on early start, and of course, later on new day. All right, millions of americans in the path of severe storms hitting the midwest, the south. Tornadoes, heavy rain, damaging hail. The National WeatherService Reporting a number of twisters touching down across several states. Certainly a wild afternoon. Absolutely. The storm system drenching parts of indiana, some 3 inches of rain falling there in Hamilton County on thursday. It left roads flooded, a number of people in their vehicles kind of trapped, in need of water rescue. Tornadoes reported in several missouri communities. The st. Louis suburb of University City cleaning up from a twister that struck about 24 hours ago. Big trees were no match for strong winds. A number of homes had their roofs simply ripped off. The storm knocking out power to thousands of residents. Missouris governor declaring a state of emergency there as this band of Severe Weather moved right across that state. You could see funnel clouds forming in the sky over kansas city. Oh, wow. Torrential rain caused some very significant flooding along the missouri kansas border. And parts of texas clobbered by Severe Weather, including reports of tornadoes and baseballsized hail. Call your insurance adjustor. The town of denton, about 40 miles from dallasft. Worth, saw two rounds of monster hail just about two hours apart. Our Indra Petersons tracking the storm system. She joins us now. What can we expect today . Is this same kind of system rumbling through . Were still watching that exact system and we have a lot of concerns this morning. Weve already seen about eight tornadoes just from this last system, most of them being around texas, missouri and illinois. But notice, even all the wind damage and hail as that line or that squall line continues to progress off to the east. So, thats what weve already seen. Now, look at the Severe Weather threat again today still is out there. The system has pushed a little farther to the east. What are we looking at . We actually still have tornado watches out there this morning. That is the concern. This is the time frame im most concerned with. Most people have tucked themselves into bed. They are not looking or paying attention to their surroundings, and unfortunately, that Severe Weather is still out there, even from places like tennessee, through eastern portions of texas. Thats the danger zone this morning. The other side of it is the heavy rain. Look at these amounts about 5 inches towards missouri, even towards indiana. So, thats the second side of this threat. Still looking at a system pushing farther to the east today, kind of making its way even into the northeast. The bulk of the snow staying farther north than the great lakes there, but really, the bulk of you looking for light rain. Heavy at times but really kind of diminishing as it pushes off to the northeast, kind of wrapping out of here by tomorrow morning. Thats get news for the northeast, looking for a nice weekend. Keep in mind, by the time we get towards sunday, southeast already talking about some rain. The next system for monday already moving in towards the northeast and the threat for Severe Weather again. Meantime, the Senate Intelligence committee will make part of a longawaited and highly contested report on cia interrogations public, which, according to the findings, have not turned up valuable intelligence. The 15member panel voted to release the inquiry on thursday with three republicans opposing. The panel also said the cia repeatedly misled federal officials about both the brutality and effectiveness of the program. It could be months, though, before we get a more complete summary of that report. A prayer vigil tonight for the Washington State communities devastated by that massive landslide, but this morning the grim death toll is reaching a new peak. 30 people. 30 people now confirmed dead, 15 still missing or unaccounted for, as a new report suggests county officials considered buying up homes to protect residents a decade ago. Instead, a log retaining wall was built in 2006. More subpoenas expected in the governor Chris Christie bridgegate investigation. New jersey state legislators will meet next week on the alleged political payback scheme that closed down parts of the George Washington bridge last fall. Christie denies any knowledge or involvement. An investigation by his attorneys cleared him of wrongdoing. The committee, though, expected to subpoena transcripts and other documents compiled by his team. And David Letterman had a surprise for his audience at the taping of last nights late show. David letterman said hes retiring the announcement was met with, well, laughter, disbelief. Eventually, he got a standing ovation. No exact date, but letterman is about to turn 67, poppy. Australia now taking the lead, using new technology in and out of the water to narrow the search field and find, try to find the vanished jetliners flight data recorder. Absolutely. In tv, right . Im christine romans. Its about 32 minutes past the hour. Lets talk first about this potentially significant shift in the search for flight 370. Two naval ships have now been searching under water using the u. S. Navys pinger locator and other acoustic gear to try to detect transmissions from the missing planes black box, and theyve markedly narrowed that search to a 150mile track of the indian ocean. Australian officials who have now taken the lead say its the area where the plane is most likely to have gone into the water. Nearly two dozen ships and aircraft are also searching today. Lets bring in Matthew Chance right now. He is watching all of this for us this morning, all of these developments. The fact now that we actually have underwater search going on, even as theyve further refined this search zone. Still, still a very big job. Matthew, whats the latest . Reporter yeah, i dont think were in a situation where theyve narrowed down the search area to a sort of pinpoint location. I mean, theyve got these assets in the area, theyve got a British Nuclear submarine, which is equipped with highly advanced underwater detection technology. Theyve got these two surface ships as well, one australian, one british. The australian one equipped with some hightech American Equipment that was especially brought in to detect the pinger on the black box flight recorder from the missing aircraft. There are assets already in the search zone now. And so, theyve decided to put them to use. So, theyve put them along a 150, 160mile stretch of water, a corridor where they can get started and try and find some trace of this pinger on the black box. And one of the main reasons for that is because time is running out. The pinger battery life is expected to be around 30 days. It could last a little longer than that, but the search has already gone on for 28 days. And so, theres a growing concern that time is running out, which is why theyve deployed these assets as soon as they can and got them to work as soon as they could. Earlier there were comments from the head of the australian search team, Angus Houston. Take a listen to what he had to say. We have not searched everywhere where the aircraft might have gone. I mean, we are concentrating in an area that has been developed as a consequence of the analysis. Reporter so, its what theyre calling the area of highest probability. Its a huge area still, more than 80,000 square miles. Its vast and its very remote. And of course, after 28 days, despite their efforts, they still found absolutely no trace whatsoever of this missing airliner. No trace. Just, you know, ocean garbage, basically. All of these things weve been watching and tracking. It must be so frustrating for the pilots when theyre coming in. Reporter yeah, incredibly frustrating. In fact, over the course of the last few hours, an australian sorry, a japanese search team here in australia has been Briefing Journalists on what theyve seen. They say that since the beginning of their search efforts, theyve spotted a number of objects and then reported them to the relevant authorities here in australia, but its not clear most of the time, or rather, it is clear that most of the debris that has been spotted has got no relationship whatsoever to the missing airliner. Its an area of the ocean where it seems that the flotsam and jetsam of the world appears to congregate because of the winds and currents. So you see fishing boats, refuge, but no sort of connection to the aircraft, so its making the job of finding that aircraft much, much more difficult. Yeah, unpleasant distractions when they want to be zeroed in on some evidence of 370. Matthew chance in perth, thank you. The subsurface search on day 28 it has been 28 days looking, searching for mh flight 370, but the window to locate the planes black box or that Critical Data recorder is closing very quickly, with perhaps only a day or two of battery life left to send out those critical pings. Lets go to will ripley. He is on a boat off the coast of western australia. I know youre going to show us some of the technology that even boats like the one youre on have to help try to locate what is so critical here. Reporter yeah, you know, and you mentioned how the clock really is ticking on this search. The one good news is that this towed pinger locator that Matthew Chance was talking about, its going to be operating 24 7. So theyre actually going to have this thing out for the next 10 to 12 days, until theyre absolutely sure that theres no chance of a ping being emitted any longer and they can continue during the night, during the day, because at least when youre talking about using this sound technology to conduct a search, it doesnt matter if you have sunlight, because its relying on sound. And yeah, we brought you into the wheelhouse of the fishing boat weve chartered to show you how lots of ships are using sound Technology Every single day. This right here is called the echo sound, and if we take a close look at the screen here, this is telling us how deep the water is beneath our boat. This is a live image. You can see its about 18 meters deep. You can see the contours on the ocean surface. Captain ray ruby is here. You rely on this just to detect schools of fish when youre out on a fishing charter. Yes. Unless we find a Decent School of fish, its not worth putting a line in or nets in on the gear. Reporter but the same technology that youre using, theyre also using out in the search zone because they can detect debris, if they do the side scan sonar, which is different than this technology, but they can detect debris and they can also scan the bottom of the ocean. Yes, scan the bottom of the ocean. Basically, its like an echo sound on its side, so it picks everything up in front of us, where were relying on everything straight underneath us, but they can look around them, to each side and in front of them. Reporter so, obviously, some of the most sophisticated Sonar Technology in the world being used in the search zone right now, about 1,000 miles from where we are, poppy. Nonetheless, you get a sense of the type of screens that these technicians, these skilled operators are going to be looking at as they do this 24 7 operation. And we know they have a submarine and then they have two big ships that are pulling that equipment, that locator equipment, you know, deep, deep in the ocean. You know, its interesting. I was listening to erik van sebille, who is an oceanographer weve had on the show over the past few weeks, and he was saying, you know, these currents are so huge and theyre nothing like a highway that would drive debris in one direction. They are churning constantly, throwing, you know, throwing anything that may be out there all around, making it that much more challenging. Then when you complicate it with bad weather, well, that makes it even harder. The weather there now for the search, it looks pretty decent. Reporter yeah, it really does. You know, fair is how its being described. And the reason why were calling it fair is because the clouds are a bit lower than wed like. The clouds are about 1,000 feet above the ocean, so the planes have to get down pretty low to be able to scan effectively for debris. Planes can fly 300 feet above the ocean, so thats no big deal for them. But yeah, the waves, youre not seeing the white caps out in the search zone today. The white caps can be very confusing for somebody whos looking, trying to spot an object and you see a white cap on a wave. It could play tricks on your eyes. So yeah, fair weather out here today, which is definitely good news for the search effort. As our Daylight Hours are starting to go away, we know the planes have a few more hours in the sky, but that sub, that underwater operation is continuing as we speak. All right. As for the investigation, were being told malaysian government officials are denying a request by the flight 370 families to release audio recordings between the cockpit and the control tower. Cnns jim clancy live for us this morning in kuala lumpur. The families want to hear these recordings. Malaysian authorities are saying no. Whats behind that story . Reporter well, the families, of course, want to hear the last recording of a human voice from that aircraft, an aircraft that held all of their families. These are more than 150 the relatives of more than 150 chinese families that were on board there. And i think they want to feel closer to them. They feel so distant right now. They feel that people have disappeared from their lives in an instant, and in four weeks time, they havent been able to hear a thing from them, and now theyre losing hope that they ever will. But the investigators with the office of Civil Aviation here in kuala lumpur telling them its not possible for you to do that. Thats still part of the investigation. Even the pilots families havent been able to listen to these. So, they continue to study these tapes. They have told us in the past once that they identified the copilot as being the last voice that was heard from the cockpit. Now they say they arent sure. And in reality, theyre not really sure of anything at this hour. Back to you, christine. Thats right, jim two facts the plane is missing and inmarsat shows it off course heading southward. Heavy rain, powerful winds, damaging hail. Whoa. Just look at that. The National WeatherService Reporting a number of tornadoes touching down across several states. The storm left parts of indiana under water. Some 3 inches of rain falling in Hamilton County on thursday. Roads were flooded. A number of people and their vehicles, thats right, in need of water rescue. And several missouri communities experienced tornadoes. The st. Louis suburb of University City is cleaning up this morning from a twister that struck nearly 24 hours ago. Big trees were no match for these really strong winds. A number of homes had their roofs ripped off. The storm knocking out power for thousands of residents there. Missouri governor jay nixon declaring a state of emergency as the band of look at those pictures the band of Severe Weather moving across his state. Funnel clouds formed menacingly in the skies over kansas city. Torrential rain caused some significant flooding along the missouri kansas border. Also, this weather hitting texas. Parts of texas taking a big hit. That included reports of tornadoes and baseballsized hail. The town of denton, which is about 40 miles from dallasft. Worth, saw two rounds of monster hail just about two hours apart. Our Indra Petersons is tracking the storm system. She joins us now. I dont even know where to begin is this over . I wish i could say the danger was over, but currently right now, i can actually show you where you have the severe thunderstorm watches and even tornado watches. Association heads up right now, around tennessee, alabama, mississippi, also looking at places back towards texas. We can see the red boxes, those are tornado watch boxes. The yellows are severe thunderstorm watches. So still, even in the overnight hours, that threat is there. And of course, many people are asleep and unaware. That is the concern. And its not over with once people wake up today. Were still talking about the system spreading farther to the east. So, really, anywhere from charleston back through naches, were still talking about the threat for Severe Weather. Not as heightened as we had yesterday, but still, look what the system did yesterday. Eight tornadoes, guys. I know it feels like it was just winter a few days ago, but that threat was out there. Eight tornadoes. Look at all the wind damage and the hail. This system is still making its way across, a lot of Severe Weather expected and even flooding, heavy flooding. Look at this rainfall in a short period of time. 5 inches missouri, st. Louis 4 inches, indianapolis asaw about2 inches, and it seems like its not much, 2 inches, but in a short period of time, its devastating. Heres the system making its way east. We talked about the Severe Weather threat, but in the northeast, showers in that region. The back side seeing a little bit of snow, not as heavy as the rain we saw yesterday, diminishing to half an inch or so. Good news by the weekend, we see that start to taper off. Meantime, investigators still just trying to determine what drove Army Specialist ivan lopez to open fire on his fellow soldiers, killing 3 and wounding 16 others before taking his own life. It appears that his mental condition may have played a critical role. Our George Howell is live in ft. Hood, texas. George, you have been here since the hours after this happened. What more do we know this morning . Reporter well, you know, fellow soldiers, poppy, they describe lopez as an extraordinary individual, a person with a lot of values, but you know, people are really shocked and surprised by what happened the other day. We now know that investigators are looking into lopezs background, his treatment for mental illness, for instance. We know that he was taking the drug ambien and antidepressants. He suffered from anxiety and depression. We also know that he was being evaluated for ptsd, though he was not officially diagnosed with that. He was going through the process of being evaluated. Now, when we talk with people, obviously, they are surprised by this, but investigators say they are looking into all angles. Take a listen. At this point, we have not yet ruled out anything whatsoever, and we committed to letting the investigation run its course, but we have, again, no indications at this time of any links to terrorist organizations of any type, either national or international. Reporter three people were killed in this shooting, 16 injured. And of the 16, the latest information that we have is that three remain in Critical Condition this morning. And i know, george, that the gun was not registered on the base, but it was obtained legally, correct . Reporter it was obtained legally. From information that weve gathered, it was bought at a store called guns galore here in killeen, texas. We know that lopez basically passed all of the standard background checks to get the weapon, also that there was no criminal history, he had no criminal history that would have prevented him from having the weapon. Ironically, though, that is the same store where major nidal hasan bought his weapon, the weapon that he used five years ago to shoot and kill 13 people on post. Tragic coincidence. Appreciate the reporting, george. Thank you. Were getting sort of a different look at Army Specialist ivan lopez from the photos on his facebook page. These pictures show someone on the beach with his family in puerto rico, smiling. The death of lopezs mother, apparently hit him hard, and he was reportedly upset at getting less than two days leave to attend his mothers funeral. But people who knew him, especially those who worked closely with him, say there was no hint of what was to come. He was one of my best soldiers in the organization, and he has dynamic leadership. Specialist lopez was an outstanding soldier. He had great initiative. He showed a great, great leadership and a very great military discipline. He was seen just last month by a psychiatrist. He was fully examined. And as of this morning, we had no indication on the record of that examination that there was any sign of likely violence, either to himself or to others, no suicidal ideation. You said hello to him . Youve talked to him . Yesterday. What did he seem like . He seemed pretty fine, happy. He didnt seem like, you know, the type that would do what he did. Well, one of the People Killed in the ft. Hood rampage has been identified as Army Sergeant timothy owens. His family in illinois talked about him with cnn affiliate wics. He didnt answer the phone, so i left a message on his phone, son, call me so i know if youre okay or not. Well, never got no call from him. I thought, oh, god, please dont let it be. He was just a very honorable, you know, individual. And like i say, i dont think he knew any strangers. Everybody that he met i believe that tim got along with them. Got along with everyone he met. Lets begin with breaking news on the hunt for flight 370. And this, this morning, this friday morning, a potential turning point. The search moving under water now. Australian officials who have now taken the lead, by the way, say the subsurface search is under way with the u. S. Navys pinger locator, and theyve got other acoustic gear deployed. They are honing in on a 150mile stretch of the indian ocean. They are trying to detect any transmission from the planes black box. Now, the pinger may only have a day or two of battery life left. Thats why the move subsurface, theyve got to do it now. Meantime, nearly two dozen ships and aircraft will again begin combing the surface of the ocean. Overnight officials said all of the leads garnered from satellite images turned out to be other things. They are still looking. Cnns Matthew Chance is live for us this morning in perth, australia. Walk us through these latest developments. You know, the pilots are still coming back emptyhanded. Theyre spotting some things, but so far, nothing has turned up, and the search now has moved under sea, matthew. Bring us up to speed. Reporter yeah, its a new phase of the search operation. Its gone subsurface, according to the search organizers here in the australian city of perth, and thats for two reasons. Youve mentioned, youve hinted at both of them. The first is that theyve only just now managed to get the assets that they need in the search area to start an underwater search. Theyve got a British Nuclear submarine, the hms tireless, theyve got two surface ships, an australian and british one as well, the australian one carrying u. S. Technology, which is designed specifically to try and track down underwater pings from black box flight recorders, such as the one that would have been carried on the malaysian 370 sorry, the malaysian airliner, rather, thats now missing. Its moved under water, the search, but theyre still emphasizing the search from the skies as well. There are still a number of aircraft, at least 14 aircraft in the skies, in fact, trying to look for some sign of the debris floating on the surface. So far, theyve seen absolutely nothing, but they say this area theyre looking at now, which is a vast area, some 85,000 square miles, is the area of highest probability where the aircraft went down, based on the data that theyve received only recently. Take a listen to what Angus Houston, the coordinator here at the search in australia, had to say. Were moving into an area weve never been before, and may i say, i think there is groundbreaking, analytical work has been simply extraordinary, and it gives us, i think, some hope that we will eventually find the aircraft in the area that were searching. Reporter Angus Houston there saying that if it is in that area, they will find it, but he also drew a line of caution as well, saying that, look, the area is vast, it is remote, and after 28 days of looking intensely for any sign of the aircraft, theyve still found absolutely no trace of it, christine. Absolutely no trace of it on this friday, 28, 29 days in. Thank you so much, Matthew Chance, in perth for us. So, as you heard there from Angus Houston, some guarded optimism as the search for flight 370 is refined a bit. That search area narrowed a bit. What kind of weather conditions will crews face on this day 28 of the search . They are well into that day. Will ripley joins us now, live on a boat off the coast of western australia. Looking behind you, the weather looks pretty decent. Is this almost the best they can get . Reporter yeah, you know, its pretty close to that, poppy, although one thing we have learned covering this story and covering the weather conditions out in the indian ocean, about 1,000 miles from where we are right now, is that its highly unpredictable and can change quickly. But the word we are getting from the search zone is that conditions look a lot like what were seeing out here right now. Not many white caps, which is good news. The seas are relatively calm, so it allows you to scan. Their visibility right now about six miles on either side. And without the white caps, if there is debris floating in the water, the hope is that searchers and search planes will be able to spot it. Also, the clouds, theyre about 1,000 feet above the ocean right now. Thats a bit lower than wed like to see, but these planes, especially the p3, the p8, the ones that have been out, the backbone of this operation, they can get down pretty low to the water, up to 300 feet over the surface, allowing them to get close enough to see what theyre doing as theyre doing this visual search. Tell us a little bit more about the technology, Matthew Chance was just telling us about it. Youve got a british sub. Youve got two major, major ships out there that are bringing the tpl or towed pinger locator beneath the surface there, but even the boat that youre on, which is basically a commercial fishing boat, has some of this Sonar Technology, right . Reporter yeah, thats right. And you know, for the first time now in this search, were not necessarily at the mercy of daylight. Now, obviously, the planes that are flying and that are doing a visual search, they can only stay out over the water for a certain amount of time and they can only see for a certain amount of time because of the sunlight, but the search using the Sonar Technology thats listening under water, that can continue 24 7, and it will continue, were told, for the next 10 to 12 days, until were absolutely certain that the inflight data recorders are no longer emitting any sort of ping. Obviously, wed like a more narrowed down search area, because you know, you can only hear in ideal conditions that ping up to 2 1 2 miles around. If the weather gets worse, if there is debris blocking it, then that distance gets smaller. But if we knew where possibly the wreckage might be, wed have a lot better shot of getting close to that black box. That is what is so hard, that even though they have somewhat narrowed the search data the search based on the most recent data, its nowhere near small enough to, you know, it seems to get closer to this. That is what is so frustrating. And not one piece of debris 28 days in. We appreciate the reporting. Well get back to you later in the show. Thank you, will. Meantime, sources are telling cnn the head of malaysias department of Civil Aviation has rejected a request from the flight 370 families, a request to release audio transmissions between the cockpit and the control tower. Our jim clancy has been tracking the flight 370 investigation for us from kuala lumpur. These families want to hear that final transmission. Malaysian authorities say, no, this is an active investigation, right, jim . Reporter that is correct. You know, the families, understandably, have wanted to be hands on. When they were unable to get the raw data records, the radar records from the malaysians and others, they have gone out on the internet and created their own versions of it. In this case, they had the transcript, the written transcript, just like we did last week, and they were able to look at that and read it, but they wanted more. They want every shred of evidence they can possibly get that links them somehow back to the plane where those 239 passengers and crew disappeared on march 8th. Theyve tried. The government has said weve got an investigation to do. They appreciate that. They understand that. But of course, they want to feel closer to their loved ones. Theyre really grasping at straws here. I think all of the focus for the families, for the investigators here, is now down there in the southern stretches of the indian ocean where they might, they just might, if we hope against hope, might be able to recover some of the real data from those flight recorders. Thats the evidence that everyone needs. Back to you, christine. Are they doubting the governments version of that final transmission . Is that one reason why theyre asking, or is it purely because they want to hear that voice . Reporter i think its because they want to hear that voice. I dont think they doubt the government as much. I think theyre a little perplexed that the government knows so little and is unable to share anything with them. They are frustrated by that, just like the medias frustrated. It is the second mass killing at that military base in five years, and were learning more now about the shooter. The picture emerging is one of someone troubled and mentally unstable. I know that there are still so many questions and not a lot of details, but we have gotten some pretty significant information, right . Reporter well, yes. Heres the thing, though. When you hear from soldiers who knew lopez, this all seems out of character. They describe him as a person, an extraordinary individual, a person with a lot of values. However, we are learning more about his background. Officials telling us that he was on a variety of treatments. He suffered from anxiety and depression. He was taking antidepressants and the drug ambien. Also, he was being evaluated for posttraumatic stress disorder, though its important to note he was not officially diagnosed with ptsd. He was simply being evaluated, going through the process. Now, we also heard about a possible confrontation on post that could have played factor prior to the shooting. I want you to take a listen to this. Were looking into that, trying to figure out what the trigger event was. It was mentioned yesterday there may have been a verbal altercation with another soldier or soldiers, and theres a strong possibility that that, in fact, immediately preceded the shooting. But we do not have that definitively at this point, but we do have strong indications of that. Reporter three people were killed in this shooting, 16 injured overall, but weve learned that of the 16, 3 who were in Critical Condition have been upgraded to serious condition. But again, a terrible situation here that played out, we saw, five years ago. Same situation. Yeah, that is just i mean, christine and i were saying yesterday, the fact that this happening in a place where it just shouldnt have happened again and where soldiers should be protected. I had a question. When it comes to the gun, he had it legally, correct . I mean it wasnt registered on the base, but this is a gun that he purchased completely legally, passed background checks, everything . You know, very quickly, you move to resolve and determination to make sure youve got all your systems in place to care for these patients appropriately. That is the concern as the system makes its way through, and it is a dangerous system. Look at what we just saw yesterday. Eight tornadoes reported, texas, illinois, even in through missouri. Wind, strong wind damage sometimes can be Even Stronger than tornadoes. Strong straightline winds and large hail as well in the forecast today. The other side of this system, heavy rain and flooding. 4 or 5 inches of rain in a short period of time, produced a lot of flooding along the upper midwest yesterday. Still looking at that today as the system progresses farther east, even making its way into the northeast today. Lets talk about this. Talking about still threats for heavier rain in through indianapolis, but it looks like you can see this tapering off by the time it makes its way into the northeast. Were just looking at about under half of an inch, thats the good news, clearing out by the weekend. Economists expect a bit of a spring thaw in those march numbers. 213,000 jobs added last month. Thats the forecast from economists surveyed by cnn money. Thats up from 175,000 in january or february, rather. The jobless rate slipping to 6. 6 . Thats an improvement in the jobs picture. Now, the big question, the asterisk, if we see a very strong number, what kind of jobs are we creating . Are they the kind of highpaying jobs that drive your personal economy . Well, the evidence so far is no. We got a look at how much money americans are making following the great recession. A lot of data from the bureau of labor statistics. We crunched all of that. It turns out, the majority of jobs in the country pay below 20. The majority of jobs in the country pay below 20 an hour. Why . Many of the jobs added in the recovery have been lower paying jobs. Food services has grown steadily over the past year. Home health aides pay about 9 an hour. Also jobs that are less than 10 are steady performers. Its why the white house wants to raise the minimum wage. This is the debate right now about minimum wage and what does that do to jobs . One economist i interviewed said yes, if you raise minimum wage, you do lift a significant amount of people up, but be ready if youre one of those people who may not have their job anymore. This is constant give and take. Thats exactly right, and the big question is are we going to start creating on a higher basis higherpaid jobs . All the way back to education, early stages, technology, sciences, those jobs that pay a lot. All right, well be following that, waiting for jobs numbers. Meantime, the fda has approved a new prescription medical device that could save thousands of lives. The handheld auto injector administers a single dose of a drug that rapidly reverses the effects of heroin. This is kind of think of an epipen, Something Like that used to counteract severe allergic reactions. This is called evzio. Its injected right into the muscle and apparently needs no training. This keeps heroin or opioids from fatally slowing down someones breathing. Could save lives. Fascinating. The search for missing malaysian Airlines Flight going into high gear this morning. Youve got new technology hitting the water and you have a subsurface search now for the first time and the search zone has narrowed. The conversation about her mortgage didnt start here. A potentially significant shift in the search for missing flight 370. The focus now under water with the u. S. Navys pinger locator and other hightech acoustic gear trying to detect transmissions from the planes missing black box. Australian officials who have now taken the lead are now tracking an area where they say the plane is most likely to have gone down in the southern indian ocean. Nearly two dozen ships and aircraft also taking part in this search. Lets go straight to Matthew Chance, live in perth, australia, for us this morning. It is that hour of the day when search planes return from their hours of scouring this vast area. Have they come up with anything . Reporter no. In fact, we havent heard any of them yet have got back from Todays Mission to scour that vast area, 85,000 square miles, which is about 1,000 miles off the coast of western australia, remember. So, its a long time to get there, a long time to get back as well. And so, its a huge day that theyve had behind them and they havent yet got back. So, obviously, well try and bring you more details, if any more come down to us. But youre right, the emphasis of the search, or at least the new phase in the search has begun today. Its moved from the skies under the surface of the ocean with the arrival of a number of assets that are key in order to try and detect the pinger on the black box that was on the malaysian airliner, two vessels in particular. An australian vessel called the ocean shield, which has that u. S. Pinger detector on the back of it being towed at the back. A british vessel has a similar bit of technology. There is also a British Nuclear submarine in the area engaged in the search as well. So, theyve got those assets there, and theyre using them as best they can before time runs out, because thats a real pressure as well. These battery lives on these pingers are said to last somewhere in the region of 30 days. Its been 28 days already, and so, their concerns are growing that the battery could, you know, could run out and the pings will not be emitted anymore, making this technology useless. And so, theyre using it while they can in an area which they say has the highest probability of the plane being located. Take a listen to what Angus Houston, head of the australian Search Mission and the coordinating office here, had to say about it earlier. We have not searched everywhere where the aircraft might have gone. I mean, we are concentrating in an area that has been developed as a consequence of the analysis. Reporter so, hes concentrating in that area, the area where he says is the highest probability of the plane being found on the basis of the data that theyve recently found, but he warned that it is a vast area, its a remote area. And after 28 days, poppy, they still havent found a trace of that missing airliner. That is what is just so incredible, and understandably hard for the families, especially, left behind to believe the malaysian prime minister, who just left perth after a twoday visit, saying i can promise them that we will not give up,. The technical isnt. Matthew chance, thank you. The subsurface search has renewed hope on day 28 that flight 370 may yet be found, but the window to locate the black box is closing fast. Perhaps a day or two of battery life left in those black box pingers. Cnns will ripley joins us live. Hes on a boat off the coast of western australia, and hes going to give us kind of, i dont know, walk us through what the weather conditions are like. We have two searches here. We have a search on the water and a search below the water in a part of the ocean thats much more forgiving than some of the earlier search zones in the far south indian ocean. Walk us through what youre seeing there, will. Reporter yeah that was certainly a Promising Development in the sense of, yes, christine, the weather is better in this new search area than it was when it was farther to the south, when it was really pretty treacherous. Out here, were monitoring, were getting updates from the Australian Defense force. And while the search zone is about 1,000 miles from this area that were showing you live right now, were told the weather conditions there are very similar to what were seeing here, relatively smooth seas, not very many white caps, which means its relatively easy to see debris that may be floating on the water. So you know, when you have more rough surf, the problem is, is its very difficult visually to get a good look at what may or may not be there. And the weather also affects the underwater search as well, because when you have Clear Conditions like this, the pinger locator thats being towed behind the australian ship, the ocean shield, it can listen for longer. When you have rough currents, it actually affects the Sonar Technology. You know, theres a british ship with this sidescanning sonar, so its scanning all around the entire ship for anything, any debris, any objects that may be nearby. And so, when you have relatively Clear Conditions like this, it allows all of this technology to work much more effectively. So, were hoping that this weather will continue like this for the coming days, although its so unpredictable, as weve seen time and time again. Yeah, it sure is. Much more ahead on the search for that flight, the latest on the missing plane investigation with our jim clancy in malaysia and the families, their agonizing wait goes on. Also now to the shooting rampage at ft. Hood, texas, the second mass killing there in five years. Investigators just trying to piece together why Army Specialist ivan lopez opened fire, killing 3 people, wounding 16 others before taking his own life. As we learn more about the shooter, a picture is emerging of a troubled, mentally unstable soldier. Our George Howell is reporting live from ft. Hood this morning. And george, you know, its interesting. Youve been saying to us that this is not the picture of him that anyone that seems to have known him there on the base had. Reporter right, fellow soldiers. They say this was out of character. They describe him as a person, you know, who had a lot of values, an extraordinary individual. All of it, they say, out of character. But when you look at what happened the other day, you do have to look into the background of mental illness. Thats what investigators are doing as they try to understand the motive, the reason behind the shooting. We do know that they will be looking at an altercation, a verbal altercation that took place prior to the shooting that could have played factor. Theyre also looking into his history of mental illness, looking into the variety of medications that he was taking. He was taking the drug ambien, a sleep medication, also taking antidepressants, and what he being evaluated for ptsd, for posttraumatic stress disorder, though he was not officially diagnosed with ptsd. Want you to know, though, investigators say they are looking at all angles in this to try to understand why this happened. Take a look. At this point, we have not yet ruled out anything whatsoever, and we are committed to letting the investigation run its course, but we have, again, no indications at this time of any links to terrorist organizations of any type, either national or international. Reporter three people were killed in this shooting. 16 injured. Of the 16, 3 were in Critical Condition, but we have learned that those have been upgraded to serious condition this morning. I was just going to ask you how the victims are doing. And on that point, do we know, george, whether or not lopez knew at all any of those that he killed or any of those that he wounded . Do we have any idea whether there was any sort of specific target here . Reporter well, you know, investigators, obviously, will be looking into all angles. But so far at this point, and i would venture to say, its still very early in the investigation, but they say that they dont believe that he was targeting anyone specifically. Still, we know that it happened between two buildings, between the medical building, between the transportation building. We know that, you know, perhaps he may have known soldiers, but was he specifically targeting these soldiers, still unclear. Right. And that is such a big base. Some describe it as a small city in and of itself. It has tens of thousands of soldiers on it. So, many questions still to be answered, but we do know that he got that gun legally, but it was not registered on base. Thank you for the reporting this morning, george. Appreciate it. Trying to piece it all together. The commanding general of ft. Hood said yesterday that we believe that his Mental Health history is the fundamental causal factor, saying his mental history indicates unstable psychiatric and psychological conditions. At least a month ago he had been seen for that, prescribed a bunch of medications. Theyll try to piece that all together, who he was, who his friends thought he was, his history on the base and then put that together. You know, the death of his mother apparently, poppy, hit him pretty hard. He was reportedly upset that the army only gave him, you know, a couple of days, less than two days leave to attend her funeral. And you know, some people who knew him, especially his army brethren, say they didnt see a hint of what was to come. He was one of my best soldiers in the organization, and he has dynamic leadership. Specialist lopez was an outstanding soldier. With great initiative. He showed a great, great leadership and a very great military discipline. He was seen just last month by a psychiatrist. He was fully examined. And as of this morning, we had no indication on the record of that examination that there was any sign of likely violence, either to himself or to others, no suicidal ideation. Youve said hello to him, youve talked to him . Yesterday. What did he seem like . He seemed pretty fine, happy. He didnt seem like, you know, the type that would do what he did. Well, Army Sergeant timothy owens, you see him right there, he was one of those killed at ft. Hood. He was from illinois. His family there spoke with our affiliate, wics. He didnt answer the phone. So, i left a message on his phone. Son, call me so i know if youre okay or not. Well, never got no call from him. I thought, oh, god, please dont let it be. He was just a very honorable, you know, individual. And like i say, i dont think he knew any strangers. Everybody that he met, i believe that tim got along with them. Hearts go out to them, really. And youre supposed to be safe. Thats one place youre really supposed to be safe. Youre right. Youre right. Hitting the midwest, hitting the south. Tornadoes, heavy rain, damaging hail. Heres what happened. As many as eight twisters reported across several states yesterday. Tornadoes reported in several missouri counties. The st. Louis suburb of University City cleaning up from a twister that struck there nearly 24 hours ago. Big trees no match for the strong winds. A number of homes actually had their roofs ripped off. The storm knocking out power for thousands of folks there. Missouris governor declared a state of emergency. The band of Severe Weather moving across that state. You can see the funnel clouds forming over the sky in kansas city, and torrential rain caused significant flooding along the missouri kansas border. And parts of texas getting clobbered by this Severe Weather as well. That included reports of tornadoes there. Look at that some hail, even golf ballsized hail. The town of denton, about 40 miles from dallasft. Worth, saw two rounds of big hail just about two hours apart. Indra petersons tracking this for us, and shes here to tell us its not necessarily in the rearview mirror. I see the boxes on your screen. Unfortunately not. We have another day of weather. And we do currently still have not only severe thunderstorm watches, but tornado watches where you see those red boxes. We still have tornado watches, so heads up, especially if youre in tennessee, mississippi, alabama, even back through texas. That squall line is making its way through your region currently. Were looking at that threat for even tornadoes for 20 million of you today. The slight risk itself going from charleston all the way back through naches, especially in the afternoon. Even as you start to see things calm down a bit in the afternoon, you get more sunlight and you start to see the systems fire up again, and that means theres danger out there. One look at what we saw yesterday, eight tornadoes. Texas, missouri, even illinois reported tornadoes yesterday. Many reports of wind damages in many places with straightline winds as tornadoes. The other side of it was heavy rain, very heavy rain in short periods of time and flooding concerns, 4, 5 nchinches out th. Theyre now using the underwater pinger locators. Those have to be fairly close in proximity to the black boxes in order to detect them. So, does that mean theyve found this proximity . Maybe. Maybe not. Theyre actually searching a very big area, like 150 square miles. So, were going to talk to an officer whos in charge of the u. S. Pinger locator and our aviation experts will weigh in about whether or not this is an indication that theyre getting closer, or is this just what theyre trying right now. Plus, were going to get very deep into the ft. Hood shooting. Why . Well, we have new details about the gunman and his Mental Health and the role that his treatment may have played, the role treatment may have played in what happened. So, well take you through that in the specific. But also, were going to talk to a soldier who survived a 2009 massacre, to let us know what it was like to be in that moment of trauma. Remember, theres still victims who are dealing with what happened there, fighting for their lives in the hospital. Well take you through that. We also know, jim, wow, these investigators malaysia is under intense pressure. How are they weathering this . Theres been criticism from the chinese, from the families. Bring us up to speed on that part of the story. Reporter its very obvious that the lack of details, the lack of information about this story has led to charges, mostly on the internet, springing up from china, saying that the government of malaysia is involved in a coverup. Malaysian officials say, no, no, were not. But according to a Political Science professor here, the problem is that malaysia doesnt really have a strategy to deal with that. Listen. Hoping to ride out the storm. But key to all this issue is that you must locate the plane first. If more than 129,000 jobs are created in march, it means the private sector will have made up all of the lost jobs in the recession in the crash that followed.
