In the russia investigation reaching the top levels of the white house. Stephen miller, a senior policy adviser, almost always by President Trumps side, interviewed by muellers team. He is the highest aide in the trump white house, we know of, to be interviewed by the mueller team. At issue, his role in the firing of james comey. Miller was with President Trump and helped him write a memo outlining the reason for his dismissal. The white house lawyer scrapped that memo, believing it was problematic. This development on Stephen Miller and the top echelon of the white house is as the long time body guard and confidant testifies about a russian offer to send five women to trumps hotel room during a visit for the pageant in 2014. Schiller telling the house intelligence committee, he told trump about the offer for women and turned it down. They raised the matter because of salacious details in the trump dossier. Trump is about to depart beijing where he is set to meet Vladimir Putin at a summit t. Details of that meeting are said to be worked out. Assuming those two leaders sit down tomorrow facetoface, they are going to have big things to talk about including north korea, as well as meddling in the u. P. S. Election. See if the president takes him on. We begin with adam perez with the investigation reaching the top echelon of the white house. Thats right. Stephen miller is the highest ranking aide of President Trump known to be interviewed by Robert Muellers investigators. He sources told us one of the topics investigators were interested in was millers role to fire former fbi director, james comey. We know from sources, the comey firing is part of the investigation in possible obstruction of justice. They have shown interest in talking to Trump Campaign associates who attended a march 2016 meeting where George Papadopoulos said he could arrange a meeting between trump and russian president Vladimir Putin. Miller was also at that meeting, according to a source familiar with the meeting. Papadopoulos was charged with lying to the fbi about russian contacts during the campaign. Earlier this year, miller assisted trump in writing a memo on why trump planned to fire comey. They reported that was scrapped and when comey was fired, the white house cited a memo written by the Deputy Attorney general. Thank you. Very important to know what that memo was. Evan, thank you. I want to go to the other breaking story. The president s former body guard telling congressional investigators the then, Businessman Donald Trump stopped an offer to send five women to his hotel room. Manu rahu has more. What are you learning . According to testimony from the longtime body man, he told investigators when trump went to moscow in 2013 as a private citizen, a russian said he could send five women up to the room. He took it as as joke, rejected the offer. Trump laughed it off as he told trump about it on the way to mr. Trumps hotel room that night. Schiller left the room and did not know what happened after that. Now, schiller said he did not know who the russian was who made the offer but someone he said it was someone in a group tied to emmitt, who was at the meeting with trump. He is the russian pop star whose father is a russian billionaire and close to Vladimir Putin. It was him who set up the meeting in 2016 with donald trump jr. At trump tower. Erin, the lawyer for him said his client has no knowledge of this offer that apparently took place. Lawmakers ask this question because they want to know if russians have dirt on trump. The dossier has all the alleged trump interactions. I want to go to elliott angle. Congressman, thanks very much for being with me. Let me start here with what we are learning about Keith Schiller and his testimony. Hes saying they offered to send five women to trumps hotel room. Schiller stood outside the door then went to bed. Does this put this wholing gags of women in moscow to bed . At least the president laughed it off and didnt act on it. I mean, this is another incident which shows the closeness between the president and the russians. I think that clearly what its showing. Thats why i support mueller and his delving into these things. Let the chips fall where they may. The fact that an offer for five women to go to his hotel room was made and schiller says it was rejected, to you, it is significant that happened . Well, you know, its significant, obviously, because the offer was made. This is just one other incident that shows the closeness between the president and russian authorities. I mean, what else can you say . We are hearing a lot of things nowadays. People are pleading guilty, people indicted. It is going step by step by step closer and closer to the president s campaign. So, you know, again, i think that mueller is impeccable in terms of his reputation and we should let him call whoever he wants to call and let him see what, you know, let things go where they may. On that front, Stephen Miller, we know, has been interviewed. The most senior person, currently, in the white house to have been interviewed. A top policy advise zer. He was with the president when the president drafted the memo about why comey should be fired. A memo the white House Counsel thought was problematic and they didnt want to use it. What does this tell you that Stephen Miller has been questioned . Well, its getting closer and closer to the Trump Campaign. Closer and closer, perhaps, to the president himself. Again, i think the more people he calls, the more there seems to be some kind of linkage with the russians. I mean, we know now, beyond any doubt, there was a connection between the Trump Campaign and the russians. The question is, who initiated it, how deep is it and where is it going end . Everybody should want to hear the truth. Yes. When mueller was appointed, everyone said hes the perfect person for the job. There are attempts to disparage him. I have confidence in him and he will do the right thing. We have reported, when you talk inner circles with the white house, they are asking questions in interviews with witnesses about kushners role in comeys firing. Asking people about what he said, what he did, obviously see if it goes to the level of Jared Kushner, a hugely significant development. How important do you think Jared Kushner will be . Well, we do know he had meetings with russians. We know he met with the ambassador. We know he met with one of the lawyers that had close ties to the kremlin. I think its logical, again, he is someone of interest. I think hell be interviewed, hell be grilled and the truth will come out. I dont want to prejudge anything. I just want to say i have confidence in mueller. I think hes doing the right thing. I think hes asking the right questions. I think the truth will prevail. Thank you very much. I appreciate your time, congressman. I want to go to chris cillizza. Chris, two developments here today, right . One, Stephen Miller being questioned by muellers team, highest person so far in the white house, close adviser to the president , worked on the comey firing. Shilling testifying an offer for five women to come to trumps hotel room when he was a businessman. It obviously came up in the context of the dossier. Two big developments today. Two huge developments. The Stephen Miller thing, you hit on it. This is closer and closer to Donald Trumps inner circle. The news cycle moves so fast, we forget Jared Kushner, they are asked about Jared Kushner and his ties to the comey firing, same with Stephen Miller. Thats where this investigation is focusing more and more of its energy. The schiller thing, look, i dont know it says that much about donald trump, but at least someone in russia as manu said, schiller took it as a joke. Not clear whether it was meant as a joke or if it was meant as a joke only because it was not accepted. The point is, someone in russia is doing something, this process of gathering compromiseing information on targets. It doesnt say much about trump. Himself, what do we know about trump himself. He is saying he is not under investigation. Nobody knows whether thats the case or not. Right. We know he called the New York Times out of the blue to say, im not under investigation, please report that or please write that. We dont know much more than that. I will say, the one thing we do know is trumps insis tans that the dossier is garbage, fake news, none of the more salacious elements are confirmed by cnn or anyone else. There are elements that have been confirmed by u. S. Intelligence officials. It is not all junk. Its throwing the baby out with the bath water there. Its not all junk. It is stuff being pursued by mueller, by the congressional committees looking into this. Its an important distinction. It is. Parts of the dossier have been confirmed to be true. According to the Washington Post says moore initiated a sexual encounter when she was 14 and he was 32. That woman claims he baby sat her outside the courtroom for her mother to attend a child custody hearing. Moore asked for her phone number, picked her up and kissed her. He removed her clothes and touched her and got her to touch him. There are graphic and explicit details. Say it again, she was 14 years old. Three other women said moore pursued them between the ages of 16 and 18. He was in his 30s at this time. They called on moore to step aside. The latest, moments ago, ted cruz, who endorsed moore and senator john mccain saying moore should step aside whether its true or not. The allegations are disturbing and he should step aside. Moores campaign rejected the allegations calling them fake news. Moments ago, moore doubled down tweeting the Obama Clinton machines launched the most vicious and nasty rounds of attacks against he i ever faced. We are in the midst of a spiritual value. The forces of evil will cheat, steal and shut up christian conservatives like you and me. Martin savidge continues with the coverage in alabama. Martin, that is a stunning rebuke of the allegations. Reporter it is, but not out of character for him. I covered him many times on the Alabama State supreme court, not once, but twice. He is a man who would take this on everything he stands for. He believes this is really a fight and a cause. This is just everything you would expect by standing up for what he believes is right. This is the courthouse. This is, according to the Washington Post, the youngest at the time, 14yearold girl, says where she first met him was inside here, on that bench. We came back to this town to look and talk to her and get her to tell us the same story she is telling to the Washington Post. I knocked on her door, she wasnt home. Went to where she works, they say she isnt there. She dropped out of sight and said she is aware the media is looking for her. She does not want to talk, at least at this moment. We are going continue to knock on doors and continue to dig. Right now, she is dropped out of sight. I know the reporter from the Washington Post is going to talk to us about these allegations. You have had a chance, marty, to talk to people in alabama about whether this matters. Capitol hill has been overwhelming. Even ted cruz, who endorsed him, said if this is true, you are out. What are voters saying . Reporter Everybody Knows it has serious implications on a dramatic campaign with national consequences. A lot oaf people, when i first approached them, they didnt know. They hadnt heard about the story. They dont know whether to believe me or the story they heard. Most of them didnt know what to make of it. Some of them seemed to be supportive of the young woman who is now 53. Others very much in support of the candidate. Thank you, Martin Savidge for pursuing that story on the ground and out front now. One of the reporters that broke the story, beth reinhardt. I appreciate your time. Your report is about four women, all teenagers at the time, making these accusations against roy moore. Talk about lee, she was 14 when roy moore approached her, initiating a sexual encounter with her. What does she say happened . Reporter so, she says she met roy moore in the courthouse in 1979. He was an assistant district attorney. She was there with her mom for child custody hearing. She says roy moore introduced himself, offered to watch her while the mom went into the courtroom and then chatted with lee, asked for her phone number, called her a few days later, picked her up around the corner from her house, drove her to his house in the woods, offered her alcohol and they made two he took her to his home twice. On one of those occasions, she says he undressed. He took off her clothes. He touched her and guided her hand to touch him. She was very explicit about what he was wearing, details, people can read your article but they are very explicit. She had a very clear memory of this. Reporter she does. You talked to her and other women and people in their lives that would know. You have run it down. Two questions for you on this. When did you start . When did you first hear of this. I would imagine you clearly wouldnt have put this in the Washington Post if you did not believe it all to be true. Reporter it was roughly a month ago when Washington Post reporter was in alabama reporting another story when we started hearing these rumors at that time, that roy moore pursued teenage girls when he was assistant district attorney, decades ago. Two of us spent weeks in alabama chasing these leads down. In our, you know, when we first met, the women quoted in the story, they were reluctant to speak on the record. They would only speak off the record. You know, they know that roy moore is popular in alabama and a powerful man and they were worried about the repercussions. It was only through multiple interviews that they agreed to speak publicly and, you know, felt like they had to in order to show alabama voters that theres another side to roy moore that they felt they needed to see. Its pretty shocking, 14. Look, thats pedestriophile, to clear. He said thesie allegations are false. The tweet i read a couple moments ago, i dont know if you had a chance to see it, but it continued saying this is part of an attempt by forces of evil to lie, cheat, steel to silence him. He went on to mention it was about the liberal media and the clintons. What do you say to that . Reporter we spent a month working on this story. We thoroughly investigated everything that these women told us and many of the cases, what they told us was kor corroboraty family members and friends. We vetted their backgrounds to see if they had a political vendetta against moore. That wasnt the case. This is a story we took a lot of time with. As we point out, these women did not come to us seeking attention. We found them and it was only through weeks of interviews that we felt our reporting was solid and we were ready to publish the story. Beth, thank you very much. Obviously a lot of hard work went into that. Thank you so very much for that. Lets go to the alabama secretary of state. I appreciate your time. What is your reaction to that after these incredibly damaging charges against moore . Its inappropriate for me to comment on the allegation that is have been made because i wasnt involved in the investigation. Today since i have had a fire storm of interviews i have had to go through about what will happen if certain things occur in the process of ballot activity and if judge moore can remain on the ballot. I have been dealing with those things all through the day. I think its interesting and a little odd that this story is now being introduced to the media at this time in the campaign. These women are saying though, you heard this, they felt they had to come forward because it is of such importance. Lee was 14 when she says this happened. She voted for republicans in the last three elections, she voted for donald trump. She did almost come forward in a supreme court, when campaigning for supreme court, she decided against it because her children were in school and was afraid it would be humiliating to them. She didnt donate. Are you comfortable saying you dont believe a month of investigative work doesnt add up . I didnt say that. I cant say whether the allegations are true or false. I think time will determine that. As more information is introduced, it will be clear what the true picture is. Ted cruz said roy moore should step aside if its true. Hes not alone. Here are 3 of 20 plus senators who said the same thing publicly. Here they are. If there is any shred of truth to the stories, he ought to step aside. Allegations true, to me, he needs to step aside. If thats true, i dont believe there would be a place for him in the u. S. Senate. I know, secretary, the ballot cant be changed this close to the election. You cant put another name on it, technically, but do you believe roy moore should withdrawal from the race as those gentlemen do, if this is true . Its a decision judge moore and miss kayla and his family and Campaign Team will have to make after consulting with a number of people on whether or not they need to advance their campaign. There are other things that are under consideration. The state partys position on judge moores nomination and what should happen. The code in alabama is clear on his candidacy. He will remain on the ballot as the republican nominee because z its within that 76day window in the code. So you cant change it . Yes, maam according to section 17621 section b. Let me ask you, secretary, you point out the state party. The state party, the gop could request that you, the secretary of state disqualify a candidate on the ballot, even if they want to stay on the ballot. From his tweets, doesnt sound like he is going anywhere. If they make the request to you, will you honor it . Well, he would not be removed from the ballot. Then again, theres a number of other things that follow protocol if the party takes that step. If they do, we will adhere to their request and honor their request as we should, by law, then make sure that the proper adjudication of the process is adhered to as the election continues. If he is alleged to what he has done is disqualifying . Most of the people in alabama would be very disappointed if someone that had been alleged to have engaged in that type activity had been proven they engaged in that activity was representing them in any formal capacity. I just want a clear answer, yes, you think its disqualify sng. Yes, maam. I appreciate your time. Yes, maam. Tonight on cnn, dont miss a live town hall hosted by alison. Its just like the house tax bill. Its about Corporate America and does a lot to help Corporate America. Gary cohen was on the defense today against accusations that republicans arent doing enough for the middle class. Cohen, in an incredibly telling answer, said they cut so much for the middle class, they cant do anymore. Here he is. The median family in the united states, a family that earns 60,000 in the united states, the speaker spoke of an 1182 tax cut. A family of four is paying less than 500. We have cut their taxes significantly. You cant go much further in the tax system. Phil, both the senate and the house, look, they are fighting about a lot of things. At their core, this is about a Corporate Tax cut. Reporter yeah, look, theres no question about it. If you talk to republicans, they talk about middle class tax cuts. A centerpiece, the centerpiece of the plan is a dramatic cut in the corporate rate. Erin, theres bipartisan agreement that the corporate rate is too high. Its the scope of the cut, how dramatic it is slashed is raising concerns. What john harwood was trying to lay out, why do something this dramatic when perhaps you could give Financial Aid elsewhere. Here is where republicans diverge from democrats, that is it will spur investment and grow wages. That is difficult to show in a tangible manner as you are trying to sell the bill. Democrats are unified in opposition, republicans who are staring at in the five, six, seven year future time frame, individual cuts for people change into individual tax increases are questioning, is is this really going to create the growth, particularly on the wage side that will actually help this plan . If it doesnt, republicans are in a bad place right now. Erin, i tell you, why you see house and Senate Republicans doing this, it is extraordinarily important to the president. The president wants a 15 rate. Something the republicans couldnt afford. He made it clear, the corporate rate is one of, if not the most important part of the plan. Thank you. One for republicans is the estate tax. Senior economic adviser of the Trump Campaign and gene sperling. Okay. Steve, let me start with you. John harwood asked the question i thought so well. He basically did the math. Add up the business tax cuts and the estate tax, its 1. 2 trillion. Then the cuts for individuals, regular americans and you get 300 billion. Thats four times more going to rich people and corporations than to regular americans. Thats how he phrased the question. Let me play the operative answer from gary cohen one more time. 60,000 earner, family of four is paying less than 500. We cut their taxes significantly. You cant go much further in the tax system. Really, steve . Well, it is true, erin, that if you look at the tax system today, it is highly progressive. We have one of the most highly progressive tax systems in the world. People make less than 40,000 arent paying much income tax today. One of the things we do in this plan, erin, millions of additional americans will take their income Tax Liability to zero. If you are lets take a family that makes 85,000 a year. In a lot of places, a schoolteacher married to a financial person. That family is going to save 2500 to 3000 a year. Thats significant. I would simply say this, we have talked about this on the show before. We do believe the business tax cut is central to this because we think that the system we have today is putting america in an uncompetitive situation. We have seen business zs leave the united states. If those businesses do come back and the factories come back, that is going to be good for workers. It will raise z wages because there will be more jobs. Theres been a lot coming back, thats a separate conversation. The overall point is, did steve convince you or is it better to look at it is four times more when you look at the amount of money spent on the tax plan, four times more goes to rich people . I think what steve said, what gary said is telling. Their view, they might as well say this to any struggling american out there, the number one problem in your life, the number one thing they want to do for you is give a major cut to the corporations of our country. Its not that we have a different philosophy. Over 16 years, corporate profits almost doubled while Employee Compensation has gone to nearly a record low. Theres been no connection. So, what they are doing is they are saying the main thing we are going to do for your wages, we cant give you more of a significant tax cut as gary cohen says, we are going to unconditionally give the same Major Companies hundreds of billions and we are going to hope and pray they do more. Most people are saying give us a tax cut for child care, for jobs, for skills, for things like infrastructure that directly helps americans. Can i play what gary cohen said . He used the words trickle down. He says thats what it is rksz hes not ashamed to admit it. Workers get paid more. Workers have more disposable income. The workers spend more. We see the whole trickle down through the economy. Thats good for the economy. Steve, can you tell me why, if you give a corporation a tax break they would spend it on wages as oppose zed to executive pay or buybacks or dividends or just i mean, why do you think they would give it to people for raises . The congressional budget office, my friend gene would agree, its honest. I think its against us. The congressional budget, look at advise your viewers to go to the report on their website that shows they estimate when you cut the Corporate Tax rate, 60 of the gains of that goes to the workers in the form of more jobs and lower wages. We have a system that encourages let me finish. When companies leave the united states, they dont pay any wages to american workers. They paying wages in china, ireland, mexico and japan. We want to bring the jobs back to the united states. Its going to be cheaper to hire people there no matter what you do to the tax code. Thats not true. We know a lot of these companies are leaving because of the tax code. They can pay half the tax if they go to china or mexico than here. They tell us why they are leaving. All right. Can i make one last point before we go . I have to get both of you to weigh in on this. Theres a loophole not on the table. Theres a lot of wheeling and dealing going on. The golf loophole. This is a tax break for people who oun golf courses. If you build houses across from it you get a tax break worth 600 million if its close. We know who is beneficiary of this. Steve, why cant things like this get closed . You know, this is my frustration with this bill, frankly. You know, i think theres a lot of good things, but i wish the republicans would have been more aggressive in getting rid of these incredible loopholes that go to mostly rich people. I wrote a piece saying why can one of the richest men on the planet give 18 billion to his foundation and gene, thats money that was never taxed, not a dime of tax. That should be taxed. Gene, you agree with him on the golf hoop hole . When you look at the simplification loopholes, you see a lot about peoples values. You see a 448 billion loophole for people paying a lower rate who are not small businesses, just well off americans, nearly a half trillion dollars. 170 billion for an estate tax cut that goes to people over 11 million. At the same time, they are going to take away the medical deduction for people dealing with alzheimers or children with cancer. These, you know, simplification is a word that hides value choices. The value choice in this bill is to benefit the most well off and corporations and the middle class, the working families are an afterthought. Many are going to get their taxes raised and find themselves getting 5, 10 tax cut. I have to leave it there. I have to leave it there. I have to leave it there. Well be back. Thank you.
