Their ballots, within days. As you can see, im not wearing a mask tonight. I tested negative for coronavirus this morning. Still, ill be keeping my distance, as will all the participants in tonights town hall who are here. So lets get going. Please, welcome former Vice President , joe biden. Thanks for being here. I got tested, too. All right. Were good. Im good. Im good. Good to be home. Yeah. Have you ever been to an event like this . Yeah, in delaware. Oh, of course. Yeah. Buddy. All right. Lets start off with lets start with the coronavirus. In the United States, obviously, we are approaching nearly 200 deaths, so far. More than any other country in the world. And our first question, tonight, is from shawnee adams. She is a democrat from philadelphia. Shawnee. Hi, shawnee. Good evening, president biden. How are you and anderson . My sister lost her life due to contracting covid19 on her job. No, she was not a doctor or a nurse. She worked in Environmental Services department of a honest. Hospital. As a result, my niece, nisha hill is without a mother, my parents are without a daughter, and we are without a sister. My sister was full of life and had a smile that lit up the room. Vice president biden, what plan do you have in place to keep us from contracting covid19 virus in our workplace . First of all, i feel so badly for you. You know, were we talk about 200 almost 200,000 deaths and its almost like background noise. But it means a lot of empty chairs. It means a lot of children without their mothers or fathers. It means a lot of people not able to see their parents. So much. My heart goes out to you and your sister as well, her children. Its just incredible. Look. Theres three things we should be doing. Number one, we should make sure that we have National Standards laid out so how people can, in fact, go to work safely. And have a national standard. You cant mandate it but i, as president of the United States, id lay out the Broad Strokes of what has to be done to make people safe in their workplace, and safe in school. And that requires us to have rapid testing, the protective gear available, from the very beginning, like this president hasnt done. Making sure we provide for the ability for workplaces to have the wherewithal to provide for the safety. That requires some federal funding, particularly kids going back to school. Making sure that were in a position that theres testing and tracing quickly. I laid it all the way back in march how we should do that. And he continues to think masks dont matter very much. Although, he says it, and then he has these large gatherings with everybody around with no masks on. And its extremely dangerous. A lot of people gone. A lot of empty chairs and its got to stop. And it stops by eliminating him but making sure hes not reelected as president of the United States because next four years, not much will change. The president has said he downplayed the coronavirus because he didnt want to cause panic. If you were president , could you see a scenario where you downplayed critical information, so as not to cause panic . Not at all. The idea that youre going to not tell people what youve been told, that this virus is incredibly contagious, seven times more contagious than the flu. You breathe the air. You get it sucked into your lungs. What has he done . Imagine. And by the way, Columbia University medical school pointed out if he had just acted one month, one week earlier, he would have saved lives. I was on one of your shows, all the way back in march, i was calling for the need for us to have mask. Have the president stand and tell us whats going on. But he knew it. He knew it and did nothing. Its close to criminal. We have got a question from william omalley. He is a democrat. My dads from dunmore. Mr. Vice president , the messaging on the coronavirus, from the white house, has been all over the place since february. Its been extremely inconsistent. Its caused so many people in this country to ignore the virus, and not take the necessary precautions. How will you get the proper messaging out to all americans, to keep them informed as to how to properly protect themselves and others from this pandemic . What president s say matter. People listen. I will make it clear what is needed to be done. I cannot mandate people wearing masks. But weve just been told we should expect another 215,000 dead by january. But if we wore masks, wed save 100,000 of those lives, doing nothing but that. We have to make sure we lay out, to the maamerican people, the truth. Tell them the truth. And those and i would make sure that i would call every governor in the country into the white house. Say you should be putting mandates out. If theyre and if they dont, id call the mayors in their towns and their cities and say put out mandates. You can save lives. And we should be providing for the ppe, the protective gear that is need look. You know what recently happened . The president of the United States said that no longer would we, in fact, provide masks for schools. For schools. Pay them to have the masks in school because it was not a national emergency. What is he talking about . Its totally irrational. And, look, this is all about one thing. The stock market. He doesnt want to see anything happen. Its all about his reelection. It should be about the american people. And theyre in trouble. And if we dont do and by the way, his own cdcs director contradicted him, recently. He said if, in fact, you just wore this mask, nothing else but this mask, you would save, between now and january, another 100,000 lives. And so, we have to be honest with the american people. Theyre tough. As Franklin Roosevelt said, things get worse and worse before they get better and better but you got to level with the american people. Shoot from the shoulder. Theres never been a time theyve not been able to step up. This president should step down. Mr. Vice president , you youve called the president s rallies irresponsible. Yet, you praised peaceful protesting this summer. What is the difference, when it comes to covid safety . I think covid safety is a problem, no matter where people are, wearing masks, if theyre if they dont have masks on. The context of praising people for protest peacefully, is they have there was a lot of question of right to speak. Not to loot. Not to burn. Not to do anything that causes damage. The right to speak out makes sense. But we should be careful, across the board. Across the board. But there is a big difference between people walking, moving along. And people sitting down, che shoulder to shoulder, breathing on one another, indoors and out, that causes real serious problems. You youve said, about a month ago, that for the next three months, all americans should youd like to see all americans wearing masks. Yes. And that you would push governors to institute mandates for mask wearing. Back in the pandemic, in 1918, in some states and some towns, they had actually outdoor courts to fine people who werent wear masks. Is that something you would like to see happen in states . I would like to see the governors enforce mask wearing. I can do that on federal property. If you are on federal land, you must wear a mask. In a federal building, you must wear a mask. And we could have a fine for them not doing it. Look. This is about saving peoples lives. Theres no question that it saves peoples lives. Zero. To those who say its individual liberty not to wear a mask . Well, let me tell you something. You know, what bill barr recently said is outrageous. That its like slavery. Were taking away freedom. I will tell you what takes away your freedom. Not being able to see your kid. Not being able to see your mom or dad sick in the honest. Not being able to do the things. Thats what cost our freedom and its been the failure of this president to deal, to deal with this virus and he knew the detail of it. He knew it in clear imagine had he, at the state of the union, stood up and said back in january, imagine if he had said something. How many more people would be alive . This is joe vidalia. He is a High School Teacher from archibald. Thanks for being here. Thank you, anderson. Hi, Vice President. Welcome home. I am a High School Teacher, who has multiple sclerosis. I am on a drug that has compromised my immune system. My question for you is when the students come back, in person, to school, will you and your administration mandate the vaccine to be taken like the mmr to enter school when it becomes safe and available to the public . Because i love teaching but i dont want to die. And have my wife lose another best friend like how she lost her mother to covid19. Oh, man, im so sorry. Joe, look. First of all, i dont trust the president on vaccines. I trust dr. Fauci. If fauci says the vaccine is safe, id take the vaccine. We should listen to the scientists, not to the president. Number one. Number two, i think we should be requiring that you have its estimated, by superintendents around the country, that in order to make schools safe for returning, we need to spend about 200 billion to do that. To sanitize, to provide for more teachers and smaller classes and smaller mods, making sure the ventilation systems are functioning. Dealing, across the board, to make it safer so that schools, when they open, they are safer. But with regard to you, you should be in a position where if, in fact, the vaccine theres no vaccine thats going to be guaranteed, 100 . So youre going to have a tough decision you have to make. And whether or not you should be able to be in a position where you are behind plastic, you are in a sanitized circumstance, and you are teaching. I would not take the chance, even if everyone had been vaccinated because of your compromised immune system. And so and by the way, some teachers have already died. My wife is a fulltime teacher. She been teaching her whole life and she plans on teaching, at least one course, if we win as the first lady in the Community College shes taught at. And so, one of the things we have to do is make sure you are protected. The teachers are protected. But also, students have access to the protection. Let me ask. Vaccine policy in schools is really done by states and localities. But as president , would you want to see, would you encourage states, that they would have to guarantee that all students who went to school had taken the vaccine . It depends on the state of the vaccine. It depends on the state of the vaccine. Ive been briefed by seven of the leading folks in the nation, as of two days ago. And theres variations. Some, theyre arguing they can by 40, 50, 60 that you wont get the covid virus but no guarantee beyond. We have to see. And by the way, with regard to children, i should have said this. There have been no tests of the vaccine on children, yet. No child test has been done, yet. So i wouldnt mandate that children have to take a vaccine, until they do that. And theyre telling me that wont happen and be able to happen with by by the numbers, until some time in the middle of 2021. You said you trust fauci. Do you trust the current head of the fda, current head of the cdc, and would you keep them in their positions . Well, its premature for me to say. All i know is that the rankandfile people, the scientists in each of those agencies are solid and theyre serious. But you have seen how the president s tried to push things through and put a lot of pressure on them. Im i am impressed by the head of the cdc, now, standing up and saying, mr. President , wearing this mask is going to save more lives than the vaccine, between now and the end of the year. Mr. Vice president , this is sheila, a registered nurse from scranton. She is a republican who voted for trump in 2016. She is also the widow of a Police Officer, who lost his life last year to cancer. Sheila, im sorry for your loss and happy that youre here. Im serious. I have been an overwhelming consumer of health care. Docs let you live. Nurses make you want to live. Male and female. So thank you for what you do. Thank you. Good evening and welcome back. There are many frontline workers who are making much less than people on unemployment, who have benefitted from the extra 600 in stimulus payments. I have, personally, spoken to people who refuse to even look or apply for jobs because of the extra money. What is your plan to get americans back to work and off the government payroll . Well, first of all, i have a plan to deal with the need for Additional Health care workers. And pay them a wage that is a living wage, thats real. So they dont have to live hand to mouth. For real. I wont bore you with the detail but ill get your name. Well send you the material. Number one. Number two, you know, the fact is that there are 20 Million People, right now, many of them in scranton and wilksbury and around the region, in fact, are worried about whether they can pay their mortgage payment next month. Tens of thousands of people who are going to lose their apartments and be out in the street. President said hes postponed the requirement they have to pay. But guess what . Next quarter, they have to make up for whatever they got this quarter, in terms of free rent, quote unquote not having to pay. And so, it makes no sense to do what the president is doing. People cant make that up. We should, as long as covid is going on at the rampant rate it is. And by the way, you know better than i do, were talking about roughly 36,000 new cases a day. And close to a thousand cases a day, average. You know, and here we are on yesterday, 1,200 deaths in the United States. All of canada had nine. Last friday, we had a thousand deaths. All of canada had zero deaths. This president is doing it all wrong. We need to make fundamental change in the way were moving. And by the way, if youre a nurse, youre taking a shot. Youre taking a chance. You really are. And your husband. You know, growing up in scranton and claymont, delaware, i grew up and there were three things my friends all became. A cop, a firefighter, or a priest. I wasnt qualified for any of them. But all kidding aside, they deserve, when they pin on that shield in the morning, they deserve to be able to go home at night, safely. Period. Theres no exceptions. Mr. Vice president , this is joseph farley, a democrat from dunmore. He works at a Patient Advocate Center here in scranton. Do i call you joseph or joe . Joe is fine just like you. When my mother called me joseph, thats when i knew i was in trouble. No, joe is fine. But, mr. President , welcome home. And right now, i do work in a Cancer Center in the area. I make under 15 an hour. During these covid times, unfortunately, i had to open a credit card with 25 interest just to cover my groceries. I am barely making ends meet, receive no hazard pay, no raise. I am struggling, not only mentally but, financially. I look up to you and, as a middleclass, health care worker, do you have any plans to stand up for us, Health Care Workers . Absolutely. And the idea youre not making a minimum 15 an hour is is just wrong. Wrong. No one should have to work two jobs to be able to get out of poverty. Youre busting your neck and what youre doing is youre saving peoples lives. Exactly. Youre helping them. And youre risking your own in this moment of covid. You know, better than i do, what happens is the preexisting condition. In fact, whats happening here is a lot of people who have cancer, who are taking various drugs and they, in fact, are more susceptible to catching covid and dying of anyone else. So thank you. Number two, the reason i am running is because, look, the interesting thing, for me, is i view this this i i really do view this campaign as a campaign between scranton and and and park avenue. And i really mean it. Because, you know, the way we were raised up here, in this area, awful lot of hardworking people bust their neck. All they ask for is a shot. Just a shot. All trump can see from park avenue is wall street. All he thinks about is the stock market. Telling were going to do all right. Everybody owns stock. How many of you all own stock . In my neighborhood in scranton, not a whole lot of people own stock. And so, we have to make sure that Health Care Workers are paid and paid a decent wage. And 15 bucks an hour isnt enough for a health care worker. And so, again, i wont take the time, now. But, joe, if you give me if i can get your address, let me get to you. Go to joe biden. Com and you will see when i talk about needing to be done with regard to Health Care Workers. And by the way, mental health. You know, as well as i do, and the nurse that was just up here knew, knows, were in desperate need. There are more people who are at risk and worried today than any time in modern times. And especially the youngest generation. People between the age of 7 and 17. They are more at risk, in terms of mental insecurity, than any generation. And thats why we have to make sure we have more more social workers and and and psychologists in our schools. We have look. We learn drug abuse doesnt cause Mental Illness. Mental stress and Mental Illness cause drug abuse. Weve learned so much that we could change so much. And thats why we ought have to make sure the superwealthy start paying their fair share. So we can do the things we have to do to make life better for hardworking, middleclass folks. You reference something that the attorney general just said yesterday or just said last night. You havent ruled out shutting down the country, in the future, if the pandemic worsens and science leads you to that. The attorney general said, last night, that lockdowns were the greatest intrusion on Civil Liberties in the u. S. In u. S. History, other than slavery. Well, look, two things. One, theyve taken out of context is the about the lockdown. I was asked if, in fact, there was a national and everyone all the experts said lock it down. Were not talking about locking down the whole country. What we need we need, anderson, we need a criteria, from state to state, within states, as to what constitutes the risk in each of the regions. You could very well have to have stayathome orders, relative to a city or a community. And another community, rural community, not have that at all because the rate of infection is much lower. Number one. Number two. Think of what he has said. Look. Wearing this mask is about making sure, when you wear it, making sure no one else gets sick. Its not to protect you, so much. Its to make sure you dont infect someone else. I call that a patriotic requirement. I call that what we should be doing, right now. And if the president had done his job, had done his job from the beginning, all the people would still be alive. All the people. Im not making this up. Just look at the data. Look at the data. And were now being told theres going to be no i pray to god theres a vaccine, tomorrow, that could be available to everyone. First of all, once a vaccine is made available, and you know this well, once its made available, its going to take a long, long time to be able to distribute it throughout country. Youre not going to have 325 million vials, to begin with. And the way in which its transported, theres two kinds of vaccines that theyre talking about. Anyway, one relates to changing your cell structure. And the other relates to engaging your immune system. They require divine ways they can different ways they can be transported. Ones required to be transported at 70 degrees below zero and taking two shots. So the idea that theres going to be a vaccine and everythings going to be fine tomorrow is just not rational, not reasonable. Do you think the comments by the attorney general contribute to people i mean, encourage people not to wear masks . Sure. Quite frankly, theyre sick. Think about it. Did you ever, ever think, any of you, youd hear attorney general say that following the recommendations of the scientific community, to save your and other peoples lives, is equivalent to slavery . People being put in chains. You lost your freedom because didnt act. The freedom to go to that ball game. The freedom of your kid to go to school. The freedom to see your mom or dad in the honest. The freedom just to walk around your neighborhood because of failure to act responsibly. This is just i i anderson, ive been doing this a long time. I never, ever, ever thought i would see such a thoroughly, totally irresponsible administration. It just it it its just its almost its one of the reasons why, if you take a look, the pew the Pew Foundation poll, guess what . Russia, putin, china, xi jinping, are trusted by more of the people in the world, than the president of the United States of america. And one of the reasons they cite is covid. The way hes handled covid. This is not only causing us life lost, here. Its causing us to lose our influence, in ways that are profound. I want you to meet kristen. She works for a familyowned chocolate Manufacturing Company in dunmore. Welcome. Good evening. My mother was diagnosed with multiple myeloma two years ago at the age of 66. The cost of her care has been astronomical. However, my family has been fortunate that both she and my father have long careers at Good Companies that afforded them the opportunity to save for retirement, which is helping to pay for her care. Mr. Vice president , what is your plan to make Health Care Affordable so americans dont need to drain their savings when care is necessary . First of all, the middle of this pandemic, whats the president doing . Hes in federal Court Federal Court trying to do away with the Affordable Care act. Hundred Million People with preexisting conditions, like your mom, would not have to pay more for their insurance under now. But guess what happens if, in fact, he wins . Thats number one. Number two. What i would do is make sure that we reinstate the Affordable Care act. Number one. And add a public option to that Affordable Care act. So that nobody, nobody in the United States of america, would go without being able to be covered for what they need. With regard to covid, for example, i dont want to get too my son died of cancer. He came home from iraq, and i have to tell you. It really, really offended me when he volunteered to go there for a year, and he came home because it was stage 4 geoblastoma. And he referred to them as losers. Losers. Talk about losers. My point is this. The idea that health care is debated as whether or not its a right or a privilege. Its an absolute right. And so, we have to make sure, particularly in the moment of covid, that any cost relating to covid are, in fact, free. The federal government guarantees it be taken care of. One of the reasons why people arent going in and getting tested is theyre afraid of the bill theyre going to receive. Theyre afraid of whats going to happen. And with your mom, its different. Multiple myeloma is a difficult, difficult disease to care for. And thats why one of the things ive done well, anyway, im going on too much about cancer. I apologize. But one of the things that that i strongly believe is we have to be in a position where we provide for all the research and all the effort to deal with cancer. And, look, we can beat this disease. But we have to invest significant amounts of money. Billions of dollars to do it. And it can be done. It can be done. Were going to take a quick break. When we come back, well have more more questions from our audience for former Vice President joe biden. Thanks. Were all finding ways to keep moving. Were live from a very unique cnn drivein town hall event. Tonight, we are good evening, anderson, Vice President biden. The dependability of our mailin ballots, a necessity for this year and potentially Upcoming Elections is in question for the upcoming november 3rd election. If elected, what steps would you take to ensure voters, in future elections, do not face the same uncertainty that their vote will be counted in time for Election Results . Number one, i would not try to throw into question the legitimacy of the election, like this president and the people around him have done. Number one. Number two, i would make sure that the post office and i would move very quickly to try to get states to agree to open ballots before the actual deadline, that night. So because people have to mail in. Those that mail in. Number three. What im doing, now, and i continue to do is try, very hard, to get as many poll workers available, who are qualified to be able to particularly, because well still probably have some well, we wont, hopefully, in two more years. But to make sure that we have early voting. We have sameday registration. And were in a position where we make sure that youre automatically registered once you become 18 years of age. Theyre the things that i would push to do because, look. Its all about people showing up and voting. And im confident, notwithstanding all the effort the president has made, i think youre going to see a massive turnout. And if you wonder, go to i will vote dot com to figure out when youre going to vote, where youre going to vote, what your polling place is, so youre ready. Plan now. Well, let me ask you about that. The president , just this morning, tweeted that the results from the november election, quote, may never be accurately determined. Given everything that weve been hearing from the president , im wondering what you expect the days and weeks after the election to to look like . Look. If the president had even remote confidence he was likely to win the election, he wouldnt be doing this. Remember, i wasnt on your show. But i said something months ago. I predict the president s going to try to move the election date. And everybody said, oh, hed never do that. Guess what . He suggested, maybe, we should move the election date. Postpone the election. And so, hes done every single thing, including having a postmaster general, who still doesnt know who dismantled those machines. Who ordered being picking up those those those places that mail your ballots. I mean, its just is all about trying to delegitimize the effort. Do you think that i mean, President Trump has said hes not, yet, said that hed be willing to accept the results of the november election. Would you commit, tonight, to accepting the results of the election . Sure, the full results. Count every vote. Look. I mean, can you ever can any of you, who are history majors out there, think of any president who said, early on, im not sure im going to accept the results of the election . It depends . What whats happened to us . This is not who we are. This is not who what america is. No president s ever said anything like that. I want to introduce you to a mavis ball, she served as pta president and as member of the school board for her sons school. Mavis. Hello, Vice President biden. Black parents, across america, need to know how much different will the talk be with our sons and daughters about police interaction, under your administration . Itll be fundamentally different. But let me make it clear. One of the things people say i know i understand. As my mother would say, come walk in my shoes for a mile, and tell me you understand, then. Very few white parents ever have to turn and say to their kid once they get their license, make sure if youre pulled over, put both hands on top of the wheel. Dont reach for the glove box. Make sure you do whatever the Police Officer says. The vast majority of police are decent, honorable people. One of the things ive found is the only people who dont like bad cops more than we dont like them are Police Officers. And so, what we have to do is we have to have a much more transparent means, by which we provide for accountability within Police Departments. As president of the United States, what i will do, i will nationally bring together police chiefs, Police Officers, the union people, the africanamerican leadership, the communities, the brown communities, the civil rights leaderships. Lets sit at a table and agree on basic, fundamental things that have to be done. Including, much more rigorous background checks on those who apply for and become Police Officers. Two, teaching people how to deescalate. Three, providing for a 911 calls like what happened in in lancaster. Making sure that you have psychologists and psychiatrists available to go out to deal with those circumstances. We can change. We started that process, before. Im confident it can work, again. And again, without vilifying theres bad cops. Theres bad Police Officers. There i mean, theres theres theres bad senators. Theres bad congressmen. There are bad docs. Theres people arent meeting standards, in every single profession. And im confident, im confident, the vast majority of the police are prepared to sit down in the white house in a Commission Like barack and i started to be able to sit down and lay out what the minimum, basic requirements are and what is out of bounds, period. Including, the ability for us to be able to go in and look at pattern and practice of Police Departments so theyre completely transparent. Mr. Vice president , bob woodward asked President Trump about White Privilege. And whether whether or not he benefitted from it. And the president said, no, i dont feel that way, at all. And sort of mocked bob woodward. Do you see ways that youve benefitted from White Privilege . Sure. I benefitted just because i dont have to go through what my Black Brothers and sisters have had to go through, number one. But, number two, you know, growing up here in scranton. Were used to guys who look down their nose at us. We are used to people who look at us and think were suckers. Look at us and were not equivalent to them. If you didnt have a college degree, you must be stupid. If, in fact, you didnt get to go to an ivy school. Tell you what bothered me, to tell you the truth. Maybe, its my scranton roots, i dont know. But when you guys started talking on television about biden, if he wins, will be the first person without an Ivy League Degree to be elected president. Im thinking who the hell thinks i have to have an Ivy League Degree . No, im not joking. Im not joking. Guys like me, the first in my family to go to college. Up here, my dad busted his neck. My dad came up here, lost his job like a lot of people did here. Used to be a bad joke in scranton in the 60s. Because so many people lost their jobs. We are as good as anybody else. And guys like trump, who inherited everything and squandered what they inherited, are the people that ive always had a problem with. Not the people who are busting their neck. Let me ask you. President trump signed the First Step Act, which advocates for criminal justice reform. I think its a good start in reforming the doctorcriminal ju system. Why should voters believe that you are the right person to build on that legislation, given that, in the administration you had with president obama, you guys werent able to get a First Step Act . Well, guess what . We proposed a First Step Act and what we did was, in our administration, there are 38,000 fewer federal prisoners than there were when we started our administration. We moved to eliminate the disparity between crack cocaine and powder cocaine. So a black guy getting a nickel bag and snorting coke went mandatory to jail. Someone who did a line and and, you know, in park avenue got arrested. They got probation. And so, weve tried to change. There have been mistakes made. Weve made significant changes and well make more. But look at what hes done. Look at where we are. He has refused to do the kinds of things that need to be done to fundamentally change the criminal justice system, including making sure that theres equal application of justice. This is bill barrett. Hes a retired police chief and member of the wilksbury city council. Chief, didnt i meet you when you were chief . We did, sir. Thats what i thought. Looking at you like i know i know. Good evening, Vice President. As mentioned, as retired police chief, i am very concerned about the violence taking place in our cities across this country. And especially, concerned about the lack of respect shown towards Law Enforcement officers and military. Can you tell us what your plan is for addressing this situation and bringing our nation back together, sir . First of all, violent protesting is one thing. A right to speak is one thing. Violence, of any kind, no matter who it is coming from, is wrong. And people should be held accountable. Burning down automobile lots, smashing windows, setting buildings on fire. But heres the deal. Ive condemned every form of violence, no matter what the source is. No matter what the source is. The president has yet to condemn, as youve probably noticed, the far right and the and the White Supremacists and those guys Walking Around with the ak47s and not doing a damn thing about them. This is absolutely look. His own his own former press secretary, kellyanne conway, said im im paraphrasing. Chaos and violence are good for our administration. Theyre good for us. President talks about, in joe bidens america. I got to remind him, he may be really losing it. Hes president. Im not the president. This is Donald Trumps america. You feel safer in Donald Trumps america . When he incites these kinds of things . The idea is its wrong, no matter what the source is, where it comes from. I condemn it all and people should be held accountable. But, folks, im waiting for the day when he says i condemn all those White Supremacists, i condemn those militia guys, as much as i do every other organizational structure. And by the way, chief, when you put that badge on and you walk out the door, you have a right to come home to your family, safely. Period. Period. A lot of protestors have called for defunding police. This summer, murder rates in some big cities have shot up. Chicago, murders are up 52 , so far. New york, up 23 . Los angeles, up 15 . There are a lot of people who worry about a breakdown of law and order, in this country. Are you one of them . I am worried that, as long as the administration continues to preach hate and division, talking about people in ways they talk about them that, i am worried. Heres the deal. Were in a situation in the United States where by the way, in our administration, Violent Crime went down 15 . We didnt have to worry about protecting public buildings. We were able to do it without sending in our military. Did you ever think youd see a day you cant answer me, i know but you ever think youd see a day when six fourstar generals walked away from this president. Several of them said they were ashamed of how he conducted himself . A president who stands out there when people are peacefully protesting in front of the white house. No no violence, whatsoever. He gets the military to go in, put tear gas, move people, physically move them out of the way so he can walk across to a Protestant Church and hold a bible, upside down. Wonder if he ever opened it. Upside down. And then, go back to a bunker in the white house . What are we talking about here . Its simply wrong to engage the military in dealing with domestic unrest, as it relates to violence as a consequence of people protesting. We can take care of this. It can be taken care of. We took care of it in our administration. Theres no need to escalate this. And think of what the rest of the worlds looking. I mean, i dont read the International Press but i get it delivered to me, all the time, through my advisers and security people. Theyre looking at us like, what, in gods name, is going on in the United States of america . We are going to take a quick break. Well be back with more from former Vice President joe biden. Take the good, with the bad live the life you want to have send it off, with a bang whistling our next question is from tom, he works from the union. Hes a democratic. Good evening mr. Vice president. Growing the industry to aid additional jobs to our reach. Yes, i do. In addition to that, we can provide for right now as you know, there are thousands of uncapped wells because of a lot of Companies Gone out of business. The gas and oil facilities, we can put to work right away, 250,000 people, making union wages and capping those wells that are leaking methane and they are dangerous to the community. Not only do i continue to support it. Jobs is important for this community. It is important for pennsylvania and ohio and other states. It is an important business. It is a lot of wages involved in that. Beyond that, we can also get people working now and capping the wells that are left upon capped right now across the region and all the way there are hundreds and thousands of them across the nation. Thatll put a lot of people to work. Let me follow up on that. You said you wont ban fracking but you want to gradually move away from it ultimately. It sounds like you are trying to have it both ways. If fracking contributes to Climate Change and thats a threat, why should it continue at all . Fracking has to continue because we need transition. We are going to get to Net Zero Mission by 2050. Well get to net zero power emissions by 2025. There is no rational to eliminate right now fracking number one. Number two, those jobs that are out there whether it is an iron worker or steel worker, what i am proposing is that when trump thinks about global warming, he thinks hoax. When i think of global warming, i think of jobs. I am going to make sure we can transition in a way. The reason why all these uni uniounions. Creating millions of jobs so we can lead the world and in detroit we can lead the world in making sure we move electric vehicles. As president of the United States, i will have one of the largest we spend 600 million a year for federal money for federal contracts. I have to make sure those are all products made in america including the change that provides for everyone of those products. If you have a contract, taxpayers money, you must use American Products and buy American Products and not be in a position where you are exporting. We have 25 , 50 more than people moving jobs overseas as a consequence to these contracts. It is all backyarward. It is going to provide a lot of good paying jobs for people. Let me introduce you to hanna, welcome. Good evening, the entire west is on fire. That kind of climate cant be ignored. I am about to become a mother for the first time. Blacks and hispanics are more vulnerable to climate crisis, how are you making sure our communities are protected . I have laid out details what i will do and i will seek to it. Well get to a net zero power grid by 2035 so no president s can turn around and change what we are doing. Well get to net zero emissions by the year 2050 or before. There are so much we can do and make it better for people. Well invest in close to trillion dollars overtime for infrastructur infrastructures. Well build green infrastructures. For example, i propose we spend 100 billion on making sure our schools have the right ventilations and making sure our states and schools are not generating the use of more energy. Well build back buildings thats going to provide for, vastly cut down on the amount of fossil fuels that we use. Let me jump in. She was asking about a Green New Deal, do you back that or do you think is too much . I have my own deal, i have laid it out in great details. It requires us to move in a direction to fundamentally change the way we deal. I am the guy that grant recovery act which investment of 90 billion and bringing down the cost of Renewable Energy so it is more competitive for oil and gas. There is no reason why we cant transiti transition. By the way, before i went through the whole thing, i sat down with everyone of the major units, they all endorsed me. This is what it is going to mean for you. It is not only good for the environment but provide jobs. You are not going to lose your jobs. Well take a quick break. Well be back with more questions for president ial candidate joe biden, next. A migraine hope from aimovig. To show up. For the sweet. The hectic. The tender. The tense. And the fiery. But for many, migraine keeps them. From saying. I am here. We aim to change that. With. Aimovig, a preventive treatment. For migraine in adults. One dose. Once a month. Severe constipation can happen. Sometimes with serious complications. High Blood Pressure can happen or worsen with aimovig. Common side effects include injection site reactions and constipation. Welcome back to our special cnn, drivein town hall with president ial candidate joe biden. Hello, good evening Vice President biden and good evening mr. Cooper. How will you handle trump . I have made it clear that early on that attempting to interfere with our elections is as violation. And it appears to be done, there will be a price to pay. Putin knows the reason why he does not want me to be president , he knows me. Theyll pay a price for it. There will be an economic price. Number one. Number two, one of the things we have to do is make sure that we investigate exactly what involvement there has been in our election to protect against it. One of the things we have to do is provide the states and to be able to upgrade the machinery and make sure their encryption to deal with the notion that can make safe tvoting and making it difficult to have cyber intrusion. That requires money. There is a plan we put together by the senate by the democrats. I will push that plan. I think we have to be able to be in a position where you have a paper ballot left after what happens in regards to the actual counting of the voting machines. Let me ask chris wray said today russia has been active in its efforts influencing our elections and denigrating you. You said there would be an economic price to pay with russia if they continue with this. Whats the price to pay . I assure you they would pay a price. Do you believe russia is an enemy . I believe they are an opponent. I really do. Putins only objective is break up nato. Any one country hes stronger then. Look at whats happening in his response and whats happening in countries like romania and look at whats happening in terms of authoritarian nature. The president says you have been too cozy of china and too accepting with them with the international community. I am not the guy we have a large deficit with china. In our administration when the World Trade Organization keeps going on about, we sued and we went to the World Trade Organization 16 times. Do you view china as an opponent . I view them as a competitor. Thats why i think we have to strengthen our relationships and our alliances in asia. I made it clear as you may recall that when i was in china and xi said to me that theyre setting an identification zone. I said we are not going to pay, what do you expect me to do . We are not going to pay. Well fly right through it. Well fly by International Norms and thats what we are going to do. This is justin gaval, hes a democratic, he works in manufacturing. Thanks, anderson. Hello Vice President , i come from a small coal town. I am an army veteran who served in afghanistan 2013 and 2014. If you are elected, will you bring my brothers and sisters home and our military involvement and these wars that dont have any end insight. Yes, i would. I thought the only precedent we should have is a counter terrori terrorism. We have to be in a position where we can make it clear if need be that we can respond to terrorist activities coming out of that region, directed towards the United States. It does not require a large force presence. We got that presence down. This president wants to increase the number and not reduce the number. This is gary hartman. He transports shipping containers. You were a republican voted for trump in 2016. We are a small family owned business, the products are under section 301. The chinese found about way to undermine the relief of tariffs. How do you address chinas unfair trade policies . I was making clear and just so we did that when they use state owned enterprises which is what they are doing. State owned enterprises to under cut the price that they can charge to be able to come and compete for the american manufactures that they in fact would deny that opportunity. I would make it clear that when you in fact for any of that is being purchased by any Government Agency thatll not, well not purchase anything thats not made in america including what has to be done, all the parts, he cant do what hes doing now. Hes giving tax breaks to companies that in feedback go overseas and bring there and import products back into the United States of america even though headquarters are here. I am going to make sure those made in america and i believe and i mean that. We have been talking about this policy for a hundred years, we have never done it. We can and must do it now. This is julie from pennsylvania, shes the ceo of her farm. Julie, welcome. How are you feeling now, julie . An extreme burden on small and family owned farms and it is a contributing factor to many farms going out of business. Policies during the Obama Administration such as the rules under the waters of the u. S. Act threatening to increase that regulation. The policy of the Green New Deal which your climate plan embraces. Excuse me if i can finish. I am sorry. How do you plan to decrease the Regulatory Burden for farmers and businesses . Two ways. Number one, we should provide for your ability to make a lot more money as farmers by dealing with being able to put land in land banks and you will get paid to do that, providing more open spaces and provide for you to be in a position that we are going to pay you for planting certain crops. Thats part of what the plan relates to in terms of agriculture and the environment. If you are talking about regulation as it relates to fertilizers and water tables, thats a different thing. In the United States, in my state of delaware, we have a 4 billion history of chickens, chickens, towpoultry and all th maneuver is as consequence of chickens. It is polluting the chesapeake bay. What we found out and we invested in a lot of money. You can take out the methane so you are in a position where you can use that fertilizer without the damage being done before. The same way with horse manure and cows manure and pig manure. We can set up these Small Industries within the communities. Thats the way you will be able to helicoptcontinue to farm wit worrying about polluting and be in a position by making money of what you do in the transition and as well as being able to grow more. Mr. Vice president , this is susan conners, shes a democrat, welcome. Thank you, anderson. Mr. Vice president , i look out over my bidens sign at my front yard and i see a ceo of trumps flag and yard sign. My question is what is your plan to build a bridge with voters of the opposing party to lead us forward towards a common future. You got it exactly right. I said when i announced the next president of the United States inherited two things. A divided nation in a world of disarray. I plan to unite the nation. I am running as a democrat, i want to be everyones president. I made my whole career based on bringing people together and bringing the parties together. I have been relatively good of doing that. I learned a long time ago and i apologize but let me say this. When i got to the senate, i was 29yearsold when i got elected. When i was hiring staff, my wife and daughter were christmas shoppi shopping, my two boys were badly injured. I didnt want to go to the senate. A group of senators came to me and said just come and stay for six months and help us organized. I was so foolish. We had 58 democratic governors. I was a first senator and i was very new. I went and agreed to do it. I have to meet the majority leaders. And, i meet with him and took about five weeks to figure out, he gave me an excitement and i got the excitement. I knew if i found out about five weeks that hes taking my pulse. I was okay. Third week in march, i mean in may, i have to realize what this is all about. I walked in i walked through those doors down well the senate, the senator they introduced the precursor of americans disability act. I go what an awful thing. I was more afraid being late for my meeting with the leader than i was to take him on. I waulked in and sat down in front of this gentleman. He looked to me, whats the matter on . I went on for three minutes. How could he not care about people with disabilities. He looked at me and said, joe, what would you say that i told you he and his wife sitting in their room at 71, reading their local paper and there is a young man picture with still braces and two crutches, and the paper is saying all i want for cr christmas is for someone to take me home. The most poimportant lesson i learned, it is important to question another mans judgment. Once you question motive, you can never get to an agreement. Lets talk about making more highwa highways. You cant get it done so i have never done that. I have been able to get awfully a lot done because i dont question motive. I am going to be americas president. I am going to be a democrat, proud of it but americas president. Do you think is possible to reach across the isle . Yes, i do. I am confident i can. I am confident that with President Trump out of the way and his attitude and his way of just getting after people revenge, with that gone there is going to be an awfully a lot of republicans who slouhould spokep already. I think there will be
