On other policy, there are new questions about the president s commitment to gun control after a meeting at the white house last night with a top nra executive. And the president seemed to shift after that. Theres growing chaos inside the west wing. Cnn learning that National Security adviser h. R. Mcmaster could be leaving the white house by the end of the month. We have heard this before. The president said its not true. He said mcmaster is doing a great job. This news follows hope hicks, one of the president s closest advisers. Now were learning that ivanka trump is under fbi skraoult any for one of her International Business deals. Thats begin our coverage with abby phillip live at the white house. Busy day for you, my friend. Reporter thats right, chris. The president is doubling down on his announcement of tariffs despite the spooking of white house yesterday. He tweeted this morning, when a country usa is losing many billions of dollars on trade with virtually every country it does business with, trade wars are good and easy to win. Example, when we are down 100 billion with a certain country and they get cute, dont trade anymore. We win big. Its easy. So wall streets fears of a trade war seem to be very real. And the president is so to speak stoking them this morning. It will be 25 for steel, 10 for aluminum. It will be for a long period of time. Sending shock waves through washington and around the world, announcing his administration will impose punishing tariffs on steel and aluminum imports despite strong objections from advisers of his own party. Whats been allowed to go on for decades is disgraceful. Its disgraceful. Reporter fears of a trade war ending with the stock market plummeting and uniting lawmakers in opposition. We have tried it a whole bunch of times the last two centuries. And every time American Families have suffered. Its bad policy. Reporter a spokesman for House Speaker paul ryan urging the president to consider the unintended consequences of this idea and look at other approaches. Senate finance chair orrin hatch warning the tariffs are a tax hike the American People dont need and cant afford. And this wall street journal editorial calls the move the biggest policy blunder of trumps presidency, adding he is take a machete to americas trade credibility. President trumps chief economic adviser gary kohn cone lobbied against the move. Adviser gary cohn is threaten to go resign if tariffs are imposed. Another bizarre policy twist, the nras to be lobbyist, chris cox, signals that may be backing down from his surprising support for gun control one day after saying this. After months of tension with President Trump, an Administration Official tells cnn that National Security adviser h. R. Mcmaster could be out by the end of this month, joining a growing list of staffers that left the administration. The white house denies his departure is imminent. But there are a number of names being floated as replacements. This as sources tell cnn that the fbi is scrutinizing negotiations and financing surrounding the Trump International hotel and tower in vancouver. The president s daughter ivanka played a key role in getting the deal off the ground. The federal probe could prevent ivanka from obtaining a full security clearance, something her lawyer refutes. While the concerns seem to be mounting for ivanka trump and Jared Kushner, just this week his security clearance was downgraded. Now there are ethical questions being raised, about 500 million in loans that were made by companies that he met with at the white house. Lets bring in cnn political analyst and White House Correspondent for the new york times, maggie haberman. Maggie, you have an article out this morning about all the chaos in the west wing and how it is affecting personnel and policy. So lets just talk about the overarching issue which is he likes this. President trump has always been known for keeping people guessing, shooting from the hip. So why now does it appear to be blowing up in the west wing . A couple things are happening simultaneously. You have the chaos that he creates or the chaos he cant control, which is the investigations into actions by his campaign, top staff members. All of these things are happening at the same time. To the policy piece, you have a president , who for all of his inconsistencies on policy and we have gone over them repeatedly the past year, trade has been one area where his rhetoric has been consistent over three to four decades. He always talked about other countries ripping us off. He indicated for a while this is what he wanted to do. His aides have staved this off. Imposing the tariffs. Imposing the tariffs. This was an internal battle that really exemplified his management style where one side is completely kept in the dark of staffers. Others are trying to influence his voice. They showed up not even knowing what would happen the next day. This is not what we are used to seeing in a white house. Gary cohn is not in favor of what the president said about tariffs. He had told john kelly, chief of staff, i may have to resign if the president goes ahead with this. It appears it wasnt going to happen. Then all of a sudden the president had his comment. We will see what happens when the president announced this if it actually happens. You have people using the only lever they have, threatening their departure. As a consistency barometer, the president has put an uneven weight on wall street and the returns to validate his policies. Thats right. Before he was president he used to mock people who looked at wall street as the reflection in america. Now just the word of this, it hasnt even happened yet, futures all over the globe, red arrows. Bad. So thats the response to that policy. But there is Something Else you raised in the reporting. The idea that the president might be using the chief of staff john kelly to push out his own daughter and soninlaw, most of what is inside my suit cannot believe that would ever be be true, that a father would do that to his own daughter. Dont go too far down that road. The idea on of this, help us understand this. Because its crazy as an idea. I know. Its one of these things for those of us who have been swimming in this for a long time it doesnt seem strange anymore. Thats what people talk about when they say a sort of numbing effect. He has been all over the place in terms on of president , what he says about his daughter and soninlaws presence in the white house. So take the two aside for one second. Meaning working for him . Being his adviser. Working for him. And he is ambivalent about whether he likes it or not . About whether or not it is a good thing or bad thing. Wow. He had been looking at having them leave, particularly Jared Kushner. This is less about ivanka and primarily about jared. But he said repeat lid to aides, ivanka trump gets terrible press about me. This is terrible. However, Jared Kushner is someone with whom he is now frustrated. He goes back and forth between feeling bad about what happened and irritated that Jared Kushner has become a liability in his own right. He is getting a ton of negative headlines on his own. It is all about the meetings he has taken. A lot of focus on investigations. He will talk about how jared is getting killed, jared is getting killed. He is not saying it with a sense of self reflection or this is an extension of how they are looking at me. Trump does not like people who attract negative headlines that could be a problem for him. Now he has a member of his extended family getting that in droves. You just put a fine on it. I will just read the key paragraph because it is so striking. It is better than my spewing. Privately some aides have expressed frustration that mr. Kushner and his wife, the president s daughter ivanka trump, have he mained in the white house despite at times saying they never should have come to the white house and should leave. He privately asked mr. Kelly for his help in moving them out. And it changes on the day. Sit not a consistent through line. Not like there is a secret covert action to move him out on. But he was fine with it when what john kelly was trying to curtail their power. John kelly, despite telling me on the record, it was wrong, it wasnt wrong, he talked to a lot of people about restricting what they were doing in hopes they would leave. And the president has encouraged that at times. It makes sense. When you were first reporting about kelly pulling the clearance from kushner, the common sense notion is, well, thats it for kelly. It was bad on trumps family. But this informs why kelly is still there. Obviously if the president is okay with it, the whole calculation changes. I think the president is not sure what he cant see right now. You are dealing with a lot of issues he is unfamiliar with. The situation with john kelly was quite bad several weeks ago. It has stabilized right now. I dont know that it will stabilize forever. Yes, the president was not going after john kelly over this clearance issue to the contrary, he was punting to john kelly and essentially saying is you deal with this problem with my children. I dont want to. On to gun policy. Obviously the country has been watching with rant attention about where the president will land on this. Hes been in lots of different places and positions this week. That open door meeting where cameras were watching him test all the lawmakers and make him say it was fascinating to watch to say did you put in the age minimum . Lets raise that. Now last night he met with the nra. We all know whoever has his ear last is often where things get set. Do you have any idea what they will put out in terms of their gun policy position . I think the nra was very nervous about what the president was going to say. And they were nervous in suburban districts about what he said and what that means. Im not sure what this ultimately defines the policy is. It is true whoever is with him last tends to have the most impact. In that 34g meeting the other day, he tweeted repeatedly what a great person wayne la pierre of the nra is. But we need background checks. I think he will continue to say both things. It is interesting because if the president does go ahead with some real push through for change, the movement in republicans are in favor of additional gun measures is because the president has been moving. Its from republicans. The president moving in that direction. He has a huge ability to influence his party. If he gets something accomplished on guns it will benefit him personally i think quite a bit. It would be a huge deal. It will show working across party lines, that he is not captive of his base. Thats right. But it is shaking up just like the daca meeting and what happened after. And it wont help his party, which is a lot of why seeing the pushback as you are. This is very similar to when you had that dinner, nancy pelosi and chuck schumer. They said there is a deal. There clearly was not a deal. That was a mistake. Yes. And chris cox of the nra did something similar. Which is essentially the president is on our side. He tweeted about the dinner. He didnt go about it. He said it was awe great meeting. The president says Different Things that people can read as supportive of what theyre saying. He certainly gave cover that he didnt give to pelosi and schumer. This morning his basically first tweet of the day was about alec baldwin. Alex. And he was exercise said enough that he forget how to spell the word dying. And hes talking about his impersonation of him. Darrell hammond is better. Are you going to disagree with that . I dont feel i have enough of a finetune bit of reporting on that. I have to say that ive said from the very beginning one of the reasons that President Trump won is because he understood what trade was doing in this country and i worked with him on leveling the Playing Field in this country. I have not seen the actual wording is or whats going to happen next week or the details, and thats very important to me. I have shut erred steel plants. Ive got a lot of those workers who have now no jobs. Their pensions have been threatened. Im waiting to see the section 232 and what it is doing to National Security. My domestic auto manufacturers are worried about unintended consequences. I need to see it. I need to understand it. I dont want unintended consequences either. I understand it will take more analysis and study. Explain how could this announcement help the unemployed Steel Workers of the shut erred plants that you talk about . This would churn them back up . No. Those jobs arent going to come back. But i want to protect the industry thats here and make sure were not continue to go lose more jobs. The other thing people havent talked about it. You see it sometimes. Some of the steel thats being brought in from other countries doesnt meet the same quality standards that we have in this country. So were using steel in pipelines, automobiles and bridges. I will introduce a bill that will call for random inspections of steel and probably other metals as they come into this country so we are examining anden suring they have to meet the same standards as we do in this country. This morning, with the president s surprise announcement yesterday, is it fair to say you dont know whether you support it i dont. I have to see it. Devil is in the details. Ive said i would work with him on nafta too. Nafta continues to be a very serious issue. And i talked to everybody back here. Im here in michigan when i say that. A lot of complicated you know, none of these issues are easy. And policymakers have to listen to everybody and try to navigate so you fix problems but dont have unintended consequences. You are the cochair of the Bipartisan Working Group to respond to the parkland shooting. So everybody wants to do something in the face of this massacre. What do you now believe that you have two weeks to dive in and look at this . What is the answer today . What do you want to see happen first . So we are working the bipartisan problem solve issers caucus is an equal number of republicans and democrats. If we get 75 agreement on whatever we are now talking to everybody, then we as a group vote and support it. So is that becomes a very big block. I think were not quite sure where the president is. We need to remember we have a walkout march 14th of the kids in solidarity with those in florida. There are marches in washington and around the country on march 24th. So the work were trying to do is in time for these events. Whats important this time is we not go to our corners, have the same discussion and nothing happens. That just cant happen anymore. I come from a very different perspective. As someone thats actually had to hide in that closet. So i dont want to have the same discussions. I want to keep someone from not having to do what i had to do or those kids have to do. Tightening loopholes. But making sure the states are putting the data into the database that needs to be there. Were working on red flag legislation at a national level. Five or six states have it now. One of the things ive always said, my father shouldnt have had access to a gun. Thats what happened. How do you keep and fred upton and i have met with everybody. I want to ask you about this, congresswoman just because you brought it up. If you could just, pound on that, you felt you were a victim of gun violence is . Well, i think ive talked you know, its hard for me still to talk about it. But i more than once had to hide in the closet with my siblings when my father was out of control and had a gun. One night i literally kept him from killing my mother. He had an opioid drug problem, preparation drug problem, before anybody knew what it was. He shouldnt have had a gun. In those days we didnt know what Domestic Violence was. When you called police they didnt come because of who my father was. We now recognize more things than they did when i was a child. I frequently said, how do we keep the guns out of the hands of those who shouldnt have had them . My father shouldnt have had them. I talked to Mental Health experts, judges, prosecutors, skids, parents, students, educators, aclu these last couple weeks. The judges, the prosecutors, we need the tools so if we recognize somebody is a threat to themselves or somebody else, we can take the gun away from them. So i think we are beginning to is see general consensus about that as well. The Mental Health community is very worried about not being tainted or painted with a paint brush. So, you know, i was happy to hear President Trump talk about how we need to make sure we dont have guns. We need to be very careful in how we talk about all of this and recognize there are people with Mental Health issues. We need to take the stigma off it too and talk about it very carefully. As you talked about, my Domestic Abuse bill which amy klobuchar, and the cosponsor in the house, would allow people that have been convicted of stalking and Domestic Abuse who may not be married but they are domestic partners, would not allow them to have a gun. It would take the gun away. There are real problems still in this country. And gun deaths are still one of the highest incidence of death for women in this country. And this really feels like kim jongun rhetoric and stage craft here. Thats the best example. That would be the best rationale. If, well, if i do it now, i will give into my critics so i wont. That is the best possible area. All the other ones are much more troubling. Ill give you a modestly darker one, all right. He actually admires the way putin does business. In his heart of hearts, he may look at what happened yesterday in the Russian Federation and have a certain sense, why cant i give speeches like that . Why cant i do those kinds of things. I think there is a bit of au autocrat envy in terms of the president s views of the Russian Federation and putin. The way he is able to govern, the way putin is able to say without government pushing back on him, yeah, i think he would like that. And, look, to your point about the stipulation between how he is talking about this, the preemptive military action on north korea by the United States, do you think that is likely and would you believe that that could be successful in any circumstance . I dont think its likely. And i have less confidence that it would be successful. I think the language that generated this most recent threat is if they showed the capability of the missile and the weapon, the capability of, you know, you and i have been talking about this now over a year and trying to parse out the language. Mattis has been very careful. Mattis has talked tough but about the threat. If they threaten america. If they threaten americas friends. It puts our response in a fairly narrow, easy to define lane. Occasionally the president talked about not about the threat but the existence of the capacity to, and in this most recent statement is over here. And that really to me is unsettling on a whole lot of levels. That goes to the finesse of message, the methodology and the ski questionsing that are involved. Those are terms you put into my head in terms of this type of planning and strategy. That takes us to h. R. Mcmaster. We have heard many times, as have you, he is on his way out. Trump doesnt listen to him. Trump goes against his advice. The president said yesterday thats not true. Hes doing a great job. How important is mcmaster to National Security . Well, the position is traditionally very important to National Security. Unless you hire skill cost, what you normally get in the job is someone who controls the process of issues and information reaching the president. So if there is a methodology, that there is a sequence, that there is an order. All right. So thats h. R. s task. Can you imagine that . No. Discipline, order, sequence for this president. So my picture, chris, is we will have side ways periodic friction because of the nature of the job and the nature of the president. And even if you pulled h. R. Out and put someone else in, if hes going to do the job, youre still going to have these side ways of friction because theyre imposing things on the president who frankly wants to act spontaneously and immediately. Weve seen these failures time and time again of the system to weed out those that are the wrong people, those that are not responsible law abiding, gun owning citizens. The nra is the head, right . But theres a lot of people who incorporate the body who say legally obtained weapons are almost never responsible for gun crime. Theyre a very small percentage. If you start banning weapons, youre going to ban all weapons. If people want to get a weapon, theyll be able to get one, you can kill with lots of different types of weapons. The mentally ill, theyll have a constituency that comes forward that says you cant treat them differently. How do you combat all that resistance . This is basically what i said to the president very briefly in that meeting at the white house, he has an ability to speak on this issue with an authority that no other republican can. People want to believe, republicans want to believe that the president doesnt want to go into anybodys home and take their firearms. He doesnt want to endeavor down a slippery slope. Thats why he has to lead on this issue. Thats the level of safety that our children should feel inside of every school. Thats the truth of it. But the reality is this conversation goes well beyond just what happens inside of a school because we saw one of those incidents happen in a nightclub in orlando. We saw it happen at a concert in las vegas. We know it can happen out at a park somewhere. It can happen in a movie theater. It can happen anywhere. This conversation is going to end up being defined in other places as we move forward. Schools get a lot of our attention and rightly so. But they are not the main part of the mass shooting problem in terms of venues where they happen. Congressman, youre fighting a fight that is unpopular with a group of people who voted for you.
