After moving to strike down all of obamacare after supporters have been scrambling to say they absolutely have something to replace it, after all of that, the president overnight proclaims not yet. The republicans will be the party of health care someday. He says a vote on their plan will come after the election. The next one in 2020. Lets begin, though, with the breaking news from los angeles. Nick watt with the details of what happened at this vigil for Nipsey Hussle. Nipsey hussle was a musician, and was much loved in his los angeles neighborhood. Overnight, the morning turned to violence. Los Angeles Police now identifying a suspect in the killing of Nipsey Hussle. 29yearold eric holder is wanted in connection with the rappers moishd. Security camera video obtained by cnn shows him walking up to nipsey firing at him multiple times before running to an alley and fleeing in a car driven by an unidentified female. The Los Angeles Times citing Law Enforcement sources say the gunman and Nipsey Hussle got into a fight. He died within an hour from gunshot wounds to his head and torso. Ive never been like this over a rapper, and he was more than just a rapper. The beloved rappers Community Heartbroken in the wake of his death. He put our community on the map. Police dressed in riot gear rushing in, trying to disperse the crowd and breaking up fights that broke out amid the confusion. No word yet from the lapd on a possible motive here, but we know that a half hour before Nipsey Hussle was shot. He tweeted this. Having strong enemies is a blessing. Thank you, nick, for that reporting. President trump did an about face on health care now saying the republican plan will not be announced until after the 2020 election. Meanwhile, a whistle blower says 25 security clearance denials were overturned by the Trump Administration, including ivanka trump and Jared Kushner. Were live at the white house. It does seem like its two steps forward for this administration, including coming up with a Health Care Plan in advance of the elections without annoying the voters. Theres this nagging issue of security clearances which has dogged the administration. That tends to show that Congressional Democrats are keeping their promise to put in some vigorous oversight for this proceeding a pace regardless of what the Mueller Report shows whenever its released. Over the last two years that ive been here, ive been accused of all different types of things and all of those things have turned out to be false. President trumps soninlaw and adviser Jared Kushner brushing off fresh concern over his top secret security clearance after a whistle blower working inside the white house told investigators that Senior Administration overruled concerns for about 25 individuals whose security clearances were initially rejected. A source familiar with new bolds claim say that kushner and president s daughter ivanka are two of the 25. What you have here are people who literally have the top secrets of the world. Recommendations have gone out to say they shouldnt have them. So that should alarm each and every american. House Oversight Committee chairman Elijah Cummings has a new memo based on an interview she provided last month. According to cummings, newbold saying her office initially denied the clearances due to issues with conflicts of interest, financial problems, personal conduct and drug use and criminal conduct. She had gone to her supervisors and they basically turned a blind eye. Cummings plans to subpoena the white houses former personnel director as part of his probe into the security clearance process. The white house did not respond to a request for comment. Ranking member jim jordan arguing that republicans have been blind sided by the allegations calling the memo unfortunate and disappointing and accusing democrats of cherry picking information h the back and forthcoming as the House Judiciary Committee as they prepare to vote tomorrow for a subpoena for the full unredacted report from mueller. I think all of us need to see the report and should settle for nothing less. A new republican Health Care Plan will be after the 2020 election, despite touting the issue over the past week. Were going to get rid of obamacare. I said it the other day. The Republican Party will become the party of great health care. The president s about face on Health Care Comes on the heels of criticism from some members of the president s own party on capitol hill who say theyre not ready yet. They dont have a plan to roll out and dont want a bruising battle over repealing and replace obamacare. Thank you, joe. He shifted that timeline in a major way. Joining me now is Washington Post congressional reporter and cnn political analyst. Let me read you what the president wrote overnight. I remind you that his tweets are official white house policy. The president says of the republican plan for replacing obamacare, vote will be taken right after the election when republicans hold the senate and win back the house. After the election, karyn, is it now . Its not even that soon. Its not the way in he has completely pushed this way into the future. Hes pushed it into the few toured and cleaned up one mess but created another. The republicans and congress didnt want to tackle health care this way, this year. It was messy enough when they did control both houses of congress to craft an actual replacement that would work. That was messy. Now by kicking it off until after the 2020 elections, hes handed democrats a talking point of what is to come if they reelect trump and if they take over both chambers of congress. They think this is a gift. They think this is a winning message. As your paper reported yesterday, there is no plan. There is no republican plan at the moment to replace obamacare and not even a plan for a plan. So it seems to me this new statement of official white house policy that came out overnight is the president sort of saying, never mind . Yes. But also trying to cover himself and say, well, theres eventually going to be one. Its not that i was speaking off the cuff here. The problem is the president you have to fill in the policy behind the slogans sometimes. But health care is a massive complex thing. You need something already moving before you promise the People Health care given its an important part of every americans bottom line, so difficult to craft something that works on capitol hill. And by moving it to right if the president follows through with anything. Thats a reasonable question whether thats the case. But it makes it an election issue, which i would imagine democrats might say, thank you, sir. I believe they are saying thank you, sir. The democrats were always going to try to revise health care because they think its a winner for them. When the Justice Department decided not to defend the aca and the president doubled down on this and retracted his doubling down saying the republicans would own the health care issue, its a series of democrats in their view that they didnt see coming theyll try to capitalize on moving forward. I want to ask you about security clearances because Elijah Cummings made the comparison between this whistle blower, to that and Hillary Clintons emails. Listen to this. I think this is a million times worse because what you have here are people who literally have the top secrets of the world and they have not been properly cleared. But even, even more dangerous than that, they have been recommendations have gone out to say they shouldnt have them. You can see how eager the oversight chair is to continue hammering away at this issue. Yeah. Cummings is not going to let this go. It is a point of concern, not just for democrats but generally speaking when youre talking about people who have the most access to the nations most sensitive secrets. What are they potentially doing with them. Theres been all kinds of questions raised and whether they have any sort of foreign sympathies for potential outsiders having leverage over them. These are the things that the security clearance review process is supposed to take into consideration. Now, is the president s p prerogative to give clearances to whoever he wants to. This goes to the general point of about misuse of power by the white house and by the president himself. Cummings will continue to drive home the point and comparison to clinton because the republicans turned back to looking at the clinton investigation and the emails are a recognizable thing that this is going to be a comparison and discussion point as long as they keep looking into this. Thank you for joining us. It is unclear if President Trump will follow through on his threat to shut down the southern u. S. Border. Senior trump adviser Steven Miller tells surrogates it depends how the week goes. And a white house official says its anyones guess who the president will do. Martin savidge has been following this. Hes on the southern border in brownsville, texas. Whats the situation there . Reporter as you point out, Senior Adviser Steven Miller is saying that the president is going to be weighing out what they will be doing over the next day or so to stechl the flow of migrants come coulding north. The idea of the border shutting down in brownsville is unfathomable. Half a Million People cross that bothered every single day. 45 of americas produce comes across that border. Lets look at the impact on manufacturing alone. Auto parts would be impacted, tvs, computers, clothing and apparel. Agriculture. Avocados, strawberries, grapes. The states most impacted, arizona, california, illinois, ohio, tennessee and texas. The mayor of brownsville cannot believe its an option. Listen. Trade, we have a lot of auto parts that we eventually ship out to ohio and to michigan. We have tons of crossings in the sense and we have Agricultural Products that right now is the time and the season for the harvest. How do we solve this problem. Otherwise, youre going to have rising car prices, rising food prices. The Ripple Effect would be tremendous. Reporter and if this is meant to try and solve a migrant crossing problem, well, the authorities hearsay, you know what, all the people that cross the border legally to go to their jobs, theyre still going to cross the border whether its open or not. That means, it will be illegal and only add to the migrant problems that they are already dealing with. Alisyn . This is complicated. Martin. Thank you for explaining that. Joining us now is cnn senior political analyst john avlon. It seems that the president is torn between his desire to punish mexico, guatemala, et cetera and his desire not to hurt the u. S. Economy, i would imagine. And so those two are at odds. Which one will win this week . The president is more to go with tough guy talk and get action below the southern border. The u. S. Chamber of commerce has warned that this would create economical a. Owe calamity. He wants to see it intimidate his perceived opponents below the border. Martin put up there all that produce. When you mess with americans guacamo guacamole, it gets their attention. The avocado shortage of 2019. Not good. Those would have the produce and would have an impact. But the economic calamity is the yes. Rising prices in americas heartland. A lot of the states depending on the trade. States will be pivotal in the 2020 election. Then the prospect of empty shelves in some areas. This really would go to the heart of people feel it at home. When the white house says we dont know, this is largely a matter left up to the president s capriciousness. Most people advising the president are saying dont go there. This is a bad idea. It also, john, might be illegal. Because of the refugee act of 1980, it sets up a system for people to seek asylum. When they say theyre illegal border crossings, its actually legal to present yourself at a legal port of entry and ask for asylum. Steve miller who says this, he doesnt like the claims, but this is legal. There is a legal system to do that. It would be instantly challenged in court if you shut that process down. It would. Lets look at the absurdity of whats occurring. The president of the administration, focusing on illegal border crossings. This is creating a balance of their argument of emergency. Shutting down legal points of entry will compound the problem of illegal crossings. If they want to cut down on this, that does go against existing u. S. Law. There is an animus there based on the past actions of the administration. Its going to compound the problem theyve tried to convince us is an emergency right now. So it doesnt make a whole lot of sense. By the way, they already had a victory, i would imagine. They have assaylum seekers waitg in mexico. Not in the u. S. The Trump Administration did that, i would say that they should tout that as a victory. But he wants to go farther. I want to go further. If you cut funding, for example, to those countries like honduras and guatemala, you compound the problem of people seeking asylum because theyre trying to flee unstable environments. You have a holistic view of the world or bluster and aggressive action and see if you can get positive policy outcomes by wishing and hoping and intimidation. John after van, thank you for all of the analysis as always. Breaking news in the 2020 race. New signs of strength for one candidate. Senator Kamala Harris reported her fundraising numbers overnight. 12 million in the First Quarter of the year. Mj lee joins us now with much more on that. 12 million is a lot of money. Two president ial hopefuls released their First Quarter fundraising numbers. Kamala harris saying she raised 12 million from contributions. You might have noticed that her announcement was carefully scripted trying to emphasize the lower dollar donation. 98 were less than 100 and that the vast majority of donors could donate again. Compare that, of course, to the First Quarter numbers we saw yesterday from mayor Pete Buttigieg. 7 million from 150,000 donors. Thats impressive for the mayor of south bend. John . Theres a second person telling her story of a moment of excessive affection that she says was portrayed on her by former Vice President joe biden. What do we know about this . No question, this is another bad headline for joe biden. The second woman coming out yesterday to say that the former Vice President touched her inappropriately. This woman telling the harper current that in connecticut when biden was Vice President , she had an interaction with biden where he pulled her in and rubbed noses with her. It was not sexual. But he grand her by the head. When he pulled her in to rub noses, she sought he was going to kiss her on the mouth. This is after allegations from lucy flores in nevada who said biden touched her inappropriately in 2014. So two fresh accusations now for biden as hes expected to announce his decision on 2020 any day now. Were told it will not affect that decision. Up until this point. You mentioned Pete Buttigieg and his Strong Fundraising numbers. He had an episode helping out a couple in south bend. He officiated a wedding. He said on facebook yesterday, a couple was on their way to the hospital for a c section appointment. Look at that photo there. Incredible. They wanted to be married before their baby came and they walked into the mayors office, had all the necessary papers and asked the mayor to do the honors. He said he called in some staff to be witnesses. Filled out the paperwork and he married the couple. The couple then, of course, went on to the hospital. And the baby was delivered. And buttigieg wrote that these are the kinds of moments he will miss when his term as mayor comes to an end. Is he empowered to marry people . Is that why hes running . I thought it was a ship captain. I knew Merrill Stubing on the love boat could. Can he be trusted to do that . I dont know. Well see. Thank you very much. Is raising concerns about security clearances in the Trump Administration claim thag at least 25 people were grabted clearances despite being ruled ineligible initially by other officials. Joining me now is the former director of national intelligence, james clapper. Hes a Cnn National Security analyst. I want to go back to basics here. I know it sounds simplistic. But i think its important. Why do security clearances matter . What youre trying to gauge, john, is once integrity, trustworthiness and clearly ability to protect classified information. Those are the kind of factors that adjudicators try to make in assessing whether someone is trustworthy or not. So when people have issues, say, with foreign influence or conflicts of interest or bad conduct or financial challenges, these are potential ways by which people could be potentially compromised, leveraged, influenced by others, notably foreign adversaries to gain access or to alter behavior. It has to be said, though, that the president clearly has the prerogative, ultimate authority for giving and taking away clearances. Yes. But when you do this, particularly to me just on its face, 25 is a lot given the relatively small population of people youre talking about who are assigned to the white house, which is one place where all the nations secrets potentially come together. 25, that is the number that Tricia Newbold, this white house whistle blow claims were given clearance. Conflicts of interest, financial problems, drug use, criminal conduct. What does it mean that the career officials, including Tricia Newbold inside the administration denied these 25 people clearances . What it means is, in their judgment, because of every case is different. Thats why being an adjudicator is a challenging job and why experience is knows in those jobs is so important. Those are factors that over time the intelligence and security communities, if you want to call it that, have learned that are yellow or red flags for people who are then a judged to be vulnerable to coercion, influence or other kind of negative behavior from a securities standpoint. I want to tap into your expertise to get a judgment call by you on something ee liej you cummings said. He compared this to Hillary Clintons emails and email servers. He thinks this, the overruling of 25 security clearances is a million times worse than the emails. What you have are people with the top secrets of the world. He says a million times worse than the emails. Maybe not that hyperbolic, but compare the two. Its hard, john, because you have to know what the individual cases are of these 25. What access do they have . How sensitive were their positions . Well, Jared Kushner. We think kushner is one of them. Hes negotiating middle east peace. Hes working on nafta, hes in Constant Contact with the crown prince of saudi arabia. Doing some pretty important stuff. Exactly. Thats obviously a highend sense of position given the diversity and breadth of his portfolio. Some of which encompasses some very sensitive things. So i dont know what his issues were. But if he did, well, thats certainly presenting a vulnerability of security. I cant gauge a million times or what in relation to Hillary Clintons emails. I will say that using private emails, which theyve been accused of, if thats true, certainly more comparable to the private emails for conveying government business is, i think, more comparable to what Hillary Clintons been accused of. Quickly. The whistle blower, back at work. Someone with decades of government experience. What must that be like for her . Well, thats always been the plight of whistle blowers. If they are put back in the Work Environment that they complained about, thats very difficult for them. Ill just say at that. James clclap james clapper, have you with us. A new jersey town will hold a vigil tonight to remember Samantha Josephson. Were live in columbia, South Carolina, where this murder happened with the latest. Diana . Reporter john, late yesterday evening we received more information on how samantha died. According to a summary of the autopsy report, she was killed with trauma due to sharp object. They have not gone into any details what weapon was used to kill her. Weve learned that she had wounds all over her face, upper neck, body, down to her feet. If you remember, inside that car she gets into in the Surveillance Video on early friday morning, they found samanthas blood in the trunk and in the passenger compartment area along with cleaning supplies and her cell phone. Now, here in columbia, theyre still trying to gather their grief, all staying vigilant about ridesharing apps. In her hometown in jersey, theyll hold a vigil tonight add her family will lay her to rest. She should have been graduating from the university of South Carolina in about a month and a half and going on to directly University Law school. Her father wants to make rideshare safety his life ease mission. Here in South Carolina, they want to work on that. Not only responsibility of the rider, but they want to focus on the companies themselves. Today, theyre going to introduce two different lawmakers the Samantha Josephson rideshare safety act and the goal of that is to make sure that rideshares are visibly marked. They want to make sure an illuminated, required by law, illuminated signage on rideshares letting you know this is an uber or lyft or whatever app youre using, instead of the ongs al way to use those in this manner right now. John, alisyn theyre working to make sure that other students dont make the same mistake. Unfortunately, for samantha, it cost her, her life. Dianne, it is remarkable how quickly her father has been able to, in his grief, shift the focus to helping other people. Thank you very much for all of the reporting. Samantha josephsons murder is raising questions about what you and all of us can do to stay safe when were getting into cars with strangers as so many of us do nowadays. Joining us with lifesaving tips with Robert Sicilian owe, hes the security expert of safer. Me. Great to have you here robert. Thank you so much. You have a list of things we can do. I want to start with how frightening a story for so many of us. We are now using were getting into cars with strangers all the time. Something we didnt do obviously decades ago. I have learned through this horrible tragedy that i have to always check the license plate. Now, of the uber that im getting into, okay . In South Carolina, they dont have a front license plate. So thats a tough one. Youll have to walk around to the back of the car. I also find it too small, frankly on the uber app, sometimes to see. But, okay. What else do you recommend beyond checking the license plate . So theres a number of things to do. Its really important to understand right here and now that this is not a rideshare issue. This is not a rideshare problem. This is a predator problem. I dont think that americans realize there are 859,000 registered sex offenders in the u. S. 859,000. Thats an average of 17,000, 18,000 per state, an average of 40 to 50 per town. These are living, breathing predators that live amongst us. There was an actual uber driver in boston that raped Somebody Just last week. Whether its a rideshare or nonrideshare, its a predator problem. People need to understand what their ongptions are regarding selfdefense and debilitating a bad guy in the unlikely event because its unlikely. If and when it does happen, you got to know how to defend yourself. Thats a really good point. As i said, were getting into cars, whether its taxis, ubers, whatever. So you recommend, beyond your Due Diligence when you get into the car and checking the drivers name and the license plate, you recommend carrying a device. Can you show us what that is. Yes. Well, you have options. First of all, your brain is your best defense weapon. Knowing how to physically defend yourself is first. Pepper sprays can be good. You should take training on that. This right here is called a tactical pen. Its made of an aluminum alloy, its designed to grip it and it can break glass also. Thats a bad guy, okay . Right here, thats what you do to the bad guy. Thats how you impale them. It goes into the brain and debilitates them to the point of no return. Thats how you defend yourself and take down a bad guy. Otherwise, you end up as a victim. Thoughts and prayers, candlelight vigils dont solve problems like this. The only thing that solves the problem is changing the fraternity culture. We live in a society where its okay where a president says its okay to grab a woman by her genitals. That is a problem. Look this is how you solve that. Okay. I would like to believe that in a life and death situation, i could puncture somebodys skull with that pen that i would carry. But i think it would help if i had training. So what are you recommending that everybody do . So there are a number of selfdefense classes out there that you can take that teach you how to impale somebody. Teach you you how to break bones and take care of yourself. When you understand lifesaving techniques like that. Every other decision in life it simple. It gives you lifesaving perspective. You can protect yourself and you can protect others. We live in a me too culture where violence has become normal. Almost 900,000 sex offenders. It needs to change right here and now from the top down. Im doing t im going to call for a selfdefense course. Honestly, ive been thinking about it for months. This is just a good way to light a fire. You also say use the buddy system. What does that mean . After some point at night we shouldnt get into a car alone . Look, soldiers in the battlefield, they dont leave men behind. They dont leave women behind. Never ever separate. Look at the day that my daughters go out into the world and theyre out there with their friends and at the bars, the rule is, you do not leave anyone behind ever. You always stick together. Theres always strength in numbers. Last, were out of time. You say security theater. I want to explain what that is. When you get into a car alone, pretend youre on a phone call. Even if youre not. In other words, just quickly, tell us how you simulate that. Get on the phone and say, listen, im with an uber driver, im with a lyft driver. Were going down main street, hes taking a left. I dont know where hes going. I went by the mcdonalds on main street. Something is wrong here. Maybe you should call for help for me or hit an app with gps that can tellall your friends and family of your location to send Law Enforcement your way. Robert, thank you very much for trying to get all of our attention this morning with your safety tips. Thank you. John . He got it. Got my attention, thats for sure. Second highest level since the disease was eliminated nearly two decades ago. The outbreak is confirmed in 15 states. Dr. Sanjay gupta joins us now. Sanjay, it feels like weve brought this on ourselves. I cant believe were still talking about this. It is. Its totally preventable thing. As yyou mentioned, john, this ws eliminated in 2000. How often do we get to say that about diseases . Take a look at the numbers here. As you look at the numbers over time, keep in mind, again, back 2000, we would have had number none of these numbers because it was eliminated. 2014 is where you saw the large number of cases. 600. March 28th, not even into april, you see the second highest number occurring this year of patients with measles in the United States. Thats the big concern there and you know, obviously everyone sort of trying to figure out how to keep the numbers from growing. Let me show you where this is happening quickly around the country. There are 15 different places where youre seeing people who have had measles. An outbreak is defined as three or more patients with measles in a particular area. Those are six places now around the country. You can see rockland county, new york. Weve been talking about it there. All those places in the country is where theres a lot of attention focused. I cant believe were still talking about this in april. Sanjay, when you showed that spike in 2014, what lessons did we learn from that time that we can apply now to getting it back under control . Yeah. Theres a predictable pattern here. You can predict sort of what happens. There are places around the world where you have measles outbreak. In 2014, it was in the philippines.
