So it is again, there has not been a claim of responsibility, and theres some questions about this organization. Up until now, it had been linked with little more than some vandalism of buddhist statues. That said, the authorities here have apologized for what they say was a lapse in security and of intelligence gathering, when they got a warning from a Foreign Intelligence Service saying that this very group was planning suicide attacks against catholic churches, and the authorities did not act on that threat that came earlier this month. But there are also concerns that this could be linked to a broader international group, certainly the scale and the complication of near simultaneous attacks against six targets would require just an organizational skill that is hard to imagine, in the hands of a Homegrown Group that hadnt pulled off anything of this scale before. The authorities are still worried about threats. Weve just heard a warning for all police stations in the capital to be on alert, looking out for vehicles they suspect could be carrying explosives. What struck me was the policy, the differences that were really there on the tuitionfree college and also the prison, which was a little bit of a curve ball. Im not sure Bernie Sanders was expecting that. To say even people in prison should vote, thats a marker. That is a dramatic departure from any debate weve been having about criminal justice reform. Florida passing the rights of felons to vote after theyve left prison. That is becoming a consensus position within the Democratic Party and probably within the country. This marker Bernie Sanders headed out is a reminder of why he is a electoral risk for democrats in a general election. He is being principled, calling it like he sees it, but it is far outside the mainstream debate. The candidates after him had to respond to Bernie Sanders. It was interesting in the different ways they did it. Kamala harris said, this is something we should study, which is a common refrain from her. Pete buttigieg, the mayor of south bend, indiana, said, im not so sure this is a good idea. He had a crisp no. When clarifying, it was about people who were currently in prison, and got applause for that. Look, what we saw from the town halls last night is, first of all, peoples comfort with policy. You get a deeper sense of their personality. Buttigieg has done well by being desi decisive when asked key questions. Kamala harris has taken the, lets study further, maybe something she learned as a attorney general or the senate but plays less well on the stump. Elizabeth warren had a personal edge. She was among the first to say, impeachment now, yes. Yes. It is okay. That is another area of difference between many of these candidates, with warren saying, yes, definitely, Kamala Harris saying, yes, move in the direction, buttigieg seeming to say yes, and Bernie Sanders and klobuchar saying, not yet. The more youre in a senate, the more youre a realist of the prospects of convicting donald trump in the senate. Warren said there is no room for political convenience in the constitution. A lot more to talk about. Nancy pelosi had a Conference Call with her caucus last night and urged fell low democrats to focus on investigating the trump, not impeaching him. The former White House Counsel Don Mcgahn has been subpoenaed. Abby philip is live at the white house. What is the latest . Reporter this postmueller period is all about what democrats are going to do in the house of representatives. Will they move forward with impeachment against President Trump . In that Conference Call yesterday, with house members, nancy pelosi offered an alternative. Heres what she said, according to people who were in the meeting. Whether it is articles of impeachments or investigations, it is the same obtaining of facts. We dont have to go to articles of impeachment to obtain facts. The presentation of facts. Pelositelling her members they dont have to go to impeachment to get that result. Weve seen efforts to obtain facts happening on the hill. The House Oversight committee issued a subpoena against an vin individual, a white house staffer in charge of personal security, into the investigation of the white house, but theyve said not to go with the subpoena, potentially causing some to be caught in contempt at the committee, as well. Already, the Mueller Investigation is prompting further investigation by the house, as well. There has been a subpoena issued to the former white House Counsel, don mcgahn, whose testimony and whose notes were a huge part of the obstruction part of the Mueller Report. The white house hasnt yet responded on how theyre going to deal with that subpoena threatment threat, but it seems like itll produce another fight with the house, whether theyll allow former and current officials to go in front of congress and testify under oath, as members of the house seek to pick up where mueller left off. Tell us about this mega Conference Call, with 172 democratic members of congress, that nancy pelosi had. It sounded like she was pumping the brakes last night on impeachment. She wants them to focus on investigations. To what end . I think it is a great question and one that, you know, leadership right now is struggling to answer. Yes, pelosi was very gently pumping the brakes on impeachment, or she did last night. She didnt come out and say specifically no impeachment ever. She didnt say, quote, hes not worth it, like she did before the Mueller Report came out. But she was clear theyre not going to be opening impeachment investigations right now. Theyre going to keep investigating and see where it leads. After the Mueller Report, if they dont do this now, theyre unlikely to do it in the future. What she was doing was dancing around the issue, pushing back on impeachment without saying it outright. This is causing, you know, some heart burn among some of her members who were on the Conference Call. Lawmakers are back in districts right now. It is congressional recess, obviously. On this call, you heard people saying, well, if we dont impeach the president , were basically, you know, we are going against what we should be doing as lawmakers, holding the executive branch accountable. There was concern about future precedent, if we dont impeach him and hold him accountable, what does this mean for future president ial candidates who might try to, you know, work with the foreign adversary or welcome their help, interfering in our elections, or allowing a president to try to undercut an fbi investigation of him or her in the white house . Theres a lot of heart burn right now, and democrats are divided on this. In terms of the investigation, it sounds like their first stop is don mcgahn. The former white House Counsel who the house judiciary has now subpoenaed. You know, he sat with muellers team, as has been reported, for 30 hours. What do lawmakers think they will get out of him that isnt there in the report . I think theyre looking at him as a potential star witness. If they brought don mcgahn to the hill for a public hearing, itll be blockbuster tv. To hear him specifically lay out what the president asked him to do, why he declined to do it in terms of firing mueller, and his concerns about obstruction of justice, they think it would be, you know, huge headlines. Right now, youre seeing leadership, they have this strategy that when they investigate, they want to lay out trumps dirty daulaundry. There is a question of whether the white house will allow mcgahn to answer the questions and testify publicly. Theyre plblocking a top securi official in the white house who approved a number of security clearan clearances people were concerned about. Hes not allowed to talk but no longer works in the white house. Itll be another battle back and forth between the legislature and the executive branch. Courts will be busy. Yeah. Lets bring in rachel, abby, and mj to discuss what happened last night. I was struck and mj brought this up at the end of her report we heard new policy from Elizabeth Warren. We heard new policy from Kamala Harris on guns. And Pete Buttigieg, the mayor of south bend, indiana, was pressed by anderson about why we havent heard so much on policy from him. Listen to this exchange. Hard to compare where you stand to, you know, Elizabeth Warren, who is out here, even from your website. You cant compare the policy positions. Its just hard. Folks, some of that will come out tonight, and i look forward to that. I think i weighed in pretty specifically on a number of policy issues. Were now in the second week of my campaign being official, and well continue building our website accordingly, too. He said, maybe now, it is more important to talk about values than minutia, which is the word i think he used there. How did he come out . You know, i think he is right there, john. Though we in the press are going to pressure the candidates to give us specifics on policy as much as they can, even at this early stage, i think we saw, for example, in the 2016 election, with the successive donald trump, that voters arent necessarily looking for a series of policy papers. That isnt what wins over the hearts and minds of voters. You need to capture their imagination with something bigger. So i think Pete Buttigieg understands that. Now, it is not to say he can go this whole primary season without releasing policy papers, without coming out with specific proposals, but i think he is, you know, not necessarily behind some of the other candidates. You look at cory booker, for example, who ive been covering for cnn, and he doesnt have a policy section on his website either, even though he is a United States senator and has been crafting policy for many yearings years in that position. It is not that buttigieg is behind, but he is not staking himself out in the policy lane like Elizabeth Warren is. New positions weve heard. One that has caught some steam came from Bernie Sanders about not only should exconvicts be able to vote, which is debated, but whether current felons serving in prison should vote. Listen to what Bernie Sanders said about that. If somebody commits a serious crime, sexual assault, murder, theyre going to be punished. They may be in jail for ten years, 20 years, 50 years, their whole lives. Thats what happens when you commit a serious crime. But i think the right to vote is inherent to our democracy. Yes, even for terrible people. That ended up being a real sort of defining position that the other candidates had to respond to, mj. Thats right. After that moment, we, of course, had Pete Buttigieg, who was in the last hour of the fivehour marathon, asked about that question, as well. He came out and said, no, he does not believe that people in that position should be able to vote. I think we saw in those pack backtoback answers, Bernie Sanders taking a clear position. Pete buttigieg taking a position on that, as well. The person that ended upstanding out in a different way was Kamala Harris. When she was asked that question, she actually said, that is a conversation to be had. That is not by any means a bad answer to give when you dont have a yes or no answer to something. Of course, youre allowed to say and you are welcome to say, this is a discussion i want to have. I think this is a complicated discussion and a complicated topic. However, i think the thing about the point we are in, the primary right now, it is very early. The field is gigantic. When youre taking the National Stage like this, i think you either want to have a moment, and im talking about a good moment, or you want to avoid a moment. Im talking about a negative moment. I think the number of times that Kamala Harris answered a question with some variation of, this is a conversation i want to have, or this is something i am thinking about, you string those together, and you can see how critics might say that Kamala Harris had an evening where, for a lot of questions or a number of questions at least, she actually didnt know exactly where she stood. Again, i want to emphasize, it is very early. It is okay, and certainly we expect candidates to not have answers to everything, but i do think that was an element of her performance that did stand out. That is in contrast to Elizabeth Warren, who keeps oncoming out with proposals and position. She took an early position on im peachme impeachment after the Mueller Report. Now, she has a tuitionfree college plan. Its caused the other candidates to need to respond to it. Lets play some of the sound on that. You built that great business, or your ancestors did, using workers that all of us helped pay to educate. Good for you. You have now gotten this great fortune. 2 cents, you have to pay something back. The point is, the other candidates there now responding to Elizabeth Warren, who didnt shy away for the, how do you pay for it question either. She seemed to want to talk about that, abby. This is an example of how it is not just warren, it is a combination of the bernie and warren lane, pushing the democrats to start to think big and bold about some of these issues. I mean, just years ago, it was Bernie Sanders out on a limb on free college tuition, and now warren is coming out with a plan that is similar. The way she is trying to differentiate herself from bernie is adding more meat to the bones of the plan, saying im not just saying i want it to be free. Im showing you how i would dont. For warren, i think she would argue that that is her statement of values. In the same way Pete Buttigieg is saying, you know, im going to talk to voters about what i believe and how i might lead, and im not going to give them too much specifics, warren is saying, my specifics are my values. I think that when we as we proceed here, it is going to be up to the voters, which of these various ideas they are most interested in, which of these approaches theyre most interested in. I think Kamala Harris approach is a risky one. It is a good one to avoid getting into trouble right now in this phase of the campaign, but this democratic primary audience seems to be really interested in their candidates giving them something bold and not giving them sort of incrementalist answers. The primary voters, i should say. I mean, i think thats really important. Thats why it is risky for Kamala Harris. But for harris and klobuchar, it could be a great general election strategy, leave the options open until youre further down in the race. As pointed out on twitter, when senator harris said, i think it is a conversation we should be having, some people say, like at a town hall, would be a good time to have that. What about this theory, in the five weeks, this small jihadi group could put together a coordinated attack for retaliation of what happened at christchurch. Do you believe that . It is a small group in sri lanka. That hasnt been a lot of jihadi activity in the country. The hetheory is maybe they reacd out to a group like isis to get more capacity to carry out this attack. Barbara starr has been reporting the u. S. Identified one of the operatives, and that operative has links, they believe, to isis. Theyre looking at an International Dimension here. Yeah, that small little group inside sri lanka, just responsible in the past for some defacements s of buddhist stas. Many believe they couldnt pull it off on their own, but it is believed now it was in retaliation for the farright attack in new zealand. Both isis and al qaeda called for retaliation attacks. Al kaieal qaeda made it clear, t attack places of worship. Isis showed no restraint in its calls for retaliation. This was a spokesperson for isis. The scenes should wake up those who were fooled and incite the supporters of the caliphate to avenge their religion. It was a call to arms. They recognized it would help them recruit people into their organizations. It caused searing anger across the muslim world, especially within, obviously, jihadi circles. They opportunistically put out these calls for revenge attacks. Clearly, the sri lankans feel that this is what the dynamic was inside sri lanka. This is what led to churches, presumably, in particular, being targeted. Sri lankan officials seem to be expressing a lot of candor, in the fact they think they missed sort of flashing red lights, in terms of the u. S. Having attempted to warn them, i guess, or getting some sort of intel that something was afoot. India says they did, as well. Why were they so asleep on this . There was intelligence that came in. I dont think anybody said so far the intelligence suggested an attack on this huge scale. Also, we have to recognize, theres the divided government in sri lanka. The Prime Minister and the president are feuding. A lot of the talking points that are coming out kind of are a function of that rivalry. There is a policizati political this going on, a blame game. We have to be cautious about what certain factions of the government are briefing with regard to what came in ahead of time. Clearly, some intelligence came in suggesting that churches could be targeted, linked to this small outfit. It was missed. A lot of people lost their lives. Whats the lesson here, paul . If you were perhaps another nation in south asia or around the world that has this kind of religious tension. Well, the lesson is this can come out of nowhere.
