The reason this is important isnt just to say, the president s making stuff up again. Its always important to note that, and he is, but the reason this is important for the nations response is, if the administration isnt acknowledgiacknowledg acknowledging the scope of the problem, which is an enormous and growing death toll, it does raise questions, i would think, about the quality of their response. Right, if i see a patient in the office who tells me that they smoke two packs of cigarettes a day and i dont talk about it, that patient may leave the office saying, the doc doesnt seem that bothered by it. Likewise, when the president tells the public, things are fine, dont worry about it, how does that motivate the public in the United States. The truth is, we do have more virus and more deaths. Based not just on a population basis, on a per capita basis, but on absolute numbers. We clearly have the most mortality of any other place on the planet. And we dont have a handle on it. Based primarily on a lack of leadership coming from washington and a lack of commitment to get the public to do the hard things. And as you say, dr. Reiner, one of the reasons for this is because there was no federal plan. President trump outsourced any plan, as you know, in march and april and may and beyond to governors and states, in a sort of survival of the fittest model, where they all had to bid against ooeeach other and outed each other, and now, seven governors as of today have rejected that survival of the fittest model. Theyre going to use something called collaboration and cooperation. And they are forming a coalition and they are going to pharmaceuticals, and heres what we know about it. Three democrats, four republicans, maryland, louisiana, massachusetts, michigan, ohio, virginia, north carolina, they want tests. They want the rapid tests that come back in 15 to 20 minutes. Theyre hoping to secure 3 million tests for their states in this you know, theyre going to all ban together and hope to get those. Yeah, i love this. By outsourcing, as you said, not just testing to the states, but also the search for ppe, for example, the federal government has created what basically has been called darwinian federalism, survival of the fittest, amongst the states. And many of us have been calling now for quite a while for the states to take the lead. And now youre starting to see that. I love this plan. What the governors are doing is, theyre contracting with two companies who make these basically antigenbased tests, which have the ability, like a home pregnancy test, to get an answer, whether a patient has coronavirus, in up to in about 10 to 15 minutes. And by banding together, theyre telling these companies that they essentially have [ inaudible ] power. Make the Financial Investment to scale up manufacturing and these seven states have committed to purchasing, as you said, about 3 million tests. I want to put up on the screen so people can see whats happening in mississippi. Because one of the developments that happened overnight is the government of mississippi, tate reeves, has implemented a twoweek mandatory mask order. And you can see, and this is p106, the number of cases and people hospitalized in mississippi continues to rise and stay at a very high level. Is this enough there . What does this order tell you, doctor, and is it enough . Well, its a start. Its an admission that things are moving in the wrong way in the state. The question is, how rapidly can you bring down new cases by simply masking up . At some point, when the density of virus is so great, you have to shut down, and a place like mississippi might have to shut down for two weeks or three weeks and contain the virus masking is a start. Its an admission by the State Government that things arent going in the right direction, but it would be great if the federal government gave the State Government of mississippi the political cover to shut down when things are out of control and it seems to be in that position now. Dr. Reiner, lets end on some promising news or what looks like some promising news, thats the Third Company now show some promising results with a vaccine. This is novavax, 106 participants vaccinated. The neutralizing antibodies produced is four times higher than with a natural infection. That sounds good. What should we know about this . Im all about optimism at 6 00 in the morning, thats great. There are about 150 vaccines in development now. But the good news about this trial is that the vaccine produced not just these high levels of neutralizing antibodies, but a person afflicted with the virus actually would produce actually, higher than what you would produce normally, but also produced tcell immunity, what we would want to see. A companion study where they vaccinated the macaques and then challenged them with virus showed something maybe even more important. That in this animal study after being vaccinated, none of the animals were infected by the virus. Another primary in the books. And well start right there with missouris first congressional district, where cory busch, a progressive activist, defeated congressman William Lacy Clay. Hes been in congress for ten terms and his family has held that seat for over 50 years. He has had longtime ties to that congressional district, but bush did defeat him last night. She had the backing of Bernie Sanders wells, jamal bohman, who was a democratic candidate who defeated congressman eliot engel in new york earlier this summer. So should cori bush win that congressional seat, that would add to the number of progressive democrats in the House Democratic caucus. Now, taking a look at the republican side, as the Kansas Senate primary in that state, congressman Roger Marshall picked up a win. He had strong backing among establishment republicans. He had faced off against kris kobach, who is a controversial figure in the state, a hardliner on immigration, who had caused some hand wringing for republicans, who were concerned that having him as the Senate Nominee could potentially jeopardize that seat. But Roger Marshall did pick up the win last night. He did not have the backing of President Trump, who last week had indicated that he was not going to publicly intervene in that race, but the president did call him last night to congratulate him and say he had his full support. Now, one race we are still waiting for results on is michigans 13 congressional district. The democratic primary in that state, where congresswoman Rashida Tlaib is trying to hold on to her seat. She is the member of the socalled squad, that group of four women of color who won back in 2018. So we are still waiting for those results to come in. Alisyn . At a president ial level, for the president ial race, we learned overnight about this aggressive and it sounds like expensive new Campaign Strategy from joe biden. Thats right. The Biden Campaign is betting big on their paid media strategy. They are going to invest 280 million in tv and digital ads in 15 states, heading into this general election. Youve seen a lot of those ads from joe biden over the past few months that have hammered away at President Trump for his response to the coronavirus pandemic. Theres a new generation of democrats coming up that are largely informed by this moment of a quest for racial justice, the protest movement. Cori bush had the backing of Bernie Sanders, so theres the progressive, more moderate, ideological battle here, but i think it is more generational and of a moment in time. And what cori bush sort of came into her public life in the aftermath of the killing of Michael Brown and being a protester in ferguson, missouri. As arlette noted, this seat has either been held by clay or his father since before you and i were alive. So i think there is this movement inside the Democratic Party to be looking for the new generation of democrats and some new faces. Alisyn is just wondering why you didnt include here. This is a huge sigh of relief for republicans, alisyn. Mitch mcconnell and his political aides really believed, had kris kobach won this primary, that this seat could really be in danger of falling to the democrats in kansas. Kansas hasnt had a democratic senator since the 1930s. This is a sigh of relief now, because Roger Marshall is the more mainstream kind of republican that republicans feel can keep this seat safely in democratic hands this fall. And as you saw, the president was quick, even though he didnt endorse, to rally around marshal and consolidate all the efforts. The third race is in michigan, Rashida Tlaib, and shes leading right now, but we have not called the race yet. And whats interesting about this isnt the margin, its that we dont have a declared winner yet, david. What does that tell us about what we might expect in november . This probably tells us more than anything else that happened last night, which is, buckle up. This is what elections in the covid era are going to look like. Its just going to take localities and jurisdictions a longer time to count. An influx of mail platballots, r ballots, and its going to take longer than we are used to to count the vote. This is a detroit area seat. A quarter of the vote may be in. Thats nearly enough to make any kind of projection, no matter the margin that you see right now. We just need to see what that outstanding three quarters of the vote looks like or some portion of it. And that i think so what Election Night in november is going to look like, too. Were going to have a lot of outstanding vote that still needs to be counted that is going to be very determinative, until we find out what that outstanding vote looks like in those ballots yet to be counted, its going to be tough to be able to make projections in a lot of these races. Well, im just going to step aside and let you see, there are volunteer teams going around this neighborhood, which is severely damaged by the blast, and we are in front of a building where i think almost every window was blown out. Local time. We understand there were 2,750 tons of Ammonium Nitrate in that warehouse that blew up. A chemical compound that is highly explosive and was kept in that warehouse apparently for 67 years after being seized from a ship that entered beiruts port. Now, whether it was incompetence, corruption, or Something Else that explains why this very dangerous chemical compound was kept in a port thats very near to the center of town and in very Populated Areas is not at all clear, but certainly, there is a lot of anger among ordinary beirut residents who want to know why that massive explosion went off, basically in the middle of their city last night. So what are they saying at the pentagon about this . Alisyn, officially, pentagon officials are referring all comments about this to the white house. They obviously didnt want to comment on President Trumps statement that the u. S. Militarys assessment that this was some kind of attack. However, defense officials are telling cnn anonymously that this actually was there are no indications that this was an attack. In fact, all initial reporting suggested that this was some kind of accident. You know, theres been no adjustment to u. S. Military activities in the region. Theres been no increases in force protection, things of that nature, the kind of things you would typically see in the wake of an attack or if there had been any intelligence indicating an attack. The explosion was massive, and of course, there are initial reports, and as they get refined, that could change. The initial assessment from multiple defense officials, senior officials weve spoken to here is that it was not, in fact, an attack, and much more likely to be an accident. Not clear exactly where President Trumps assessment came from. He said he spoke to generals, did not identify them by name, so its very unclear where he came up with this, but defense officials telling cnn at this point in time, it appears to be an accident. Reporter in new delhi, india has surpassed 1. 9 million confirmed cases of covid19 on wednesday. It is feared that 100,000 cases a week from the 2 million case milestone. Over the last seven days, india has witnessed over 50,000 new infections. Per day, its death toll is nearing 40,000. India remains the third most affected country in the world. And another minister in the government has been hospitalized after testing positive for covid19. Our thanks to all of our correspondents around the globe. Also breaking overnight, the Trump Campaign filing a lawsuit against the state of nevada over its expansion of mailin ballots for november. But President Trump does like mailin ballots for himself and for his adopted home state of florida. Joining us now is cnn political analyst, david gregory. David, the naked power play here is really remarkable this morning. President trump doesnt want any state, key state with a democratic governor to expand their mailin ballots, but florida, that paragon of voting flawlessness, he believes he has high confidence that they can get it right, because they have a republican governor. And, you know, its pretty transparent how worried he is about nevada and other states, with democratic governors. This is a major concern among democrats who think that the president , his campaign, will work with republicans around the country to undermine voting, to undermine mailin voting, at a time when were in a pandemic. Where it should be obvious to rye to bolster those efforts to get mailin plballots processed and handled appropriately. The governor of these states like nevada have brushed off this criticism. The Postal Service has brushed off this criticism, and of course, this is a time where the president has tried to deny funding, more funding to the Postal Service. So it seems obvious to most people that in a pandemic, that voters should be able to exercise their Voting Rights by the mail, which is something that the president has done numerous times. Were in one of those extraordinary circumstances. Through the magic of television, i believe we actually have a recording of the president talking about mailin balloting in florida. And again, this is the president of the United States saying the quiet part out loud. So listen. We dont have it. Well, the story goes that the president at a News Conference at the white house yesterday when asked about mailin voting said out loud, he said, well, they have a republican governor in florida and okay, lets listen to that. Floridas got a great republican governor and it had a great republican governor. Ron desantis, rick scott, two great governors. And over a long period of time, theyve been able to get the absentee ballots done extremely professionally. Florida is different from other states. Again, there it is, the president saying the quiet part out loud. Florida can do it, because they have a republican governor. The bottom line is its going to happen in states, because states can decide how they do this. All the president is doing is sewing doubt in peoples heads. Theres concern among republicans, too. The reason he had to come out yesterday and say they can do that, because officials have been telling the white house, hey, wait a minute, guys. Youre going to keep our voters from mailing in their ballots. Thats exactly right. That will be a huge concern. Members of the military who use mailin voting, anybody who uses mailin voting during the normal course of an election because they cant show up on an election day, because, of course, older voters, anyone whos potentiallily compromise who would use this would be republican or democrat. This is where we talk about the virus doesnt discriminate based on ideological lines, the president is only hurting his own cause, as well. But again, hes trying to stir up the idea that republicans are trying to protect the vote and democrats are trying to steal it. Its pretty transparent, what hes trying to do, and you know, heaping praise on the leadership of the governor of florida amid his handling of the pandemic is a curious choice, as well. I know the president is no student of history, but the year 2000 wasnt that long ago, that florida couldnt get some voting things right. Lets be honest, david. Lets be realistic. Mailin voting in a huge number will slow down the process. Were already seeing signs of this. It will complicate things. Not to suggest fraud, but states are having to ramp up now in this pandemic era and trying to make sure that they have everything in place. This is going to be complicated in november or it could be. Right. And in its own way, its like, the response to the pandemic itself. We have to use this time in the lead up to the vote to make sure these systems are as safe as possible and states are fortified, with all the resources they need to do this right. But instead, the president is making this a republican versus a democratic issue. And at the same time, undermining the Postal Service. This is a huge problem thats in the making. Because of all of the potential problems that well see. But again, were not living through normal times. Its not a normal campaign in terms of how theyll be out campaigning and reaching voters and its not going to be normal. Schools not normal, voting will not be normal. We have to at the federal level be supporting our states to make sure they can do this as best as possible. But thats not where we are. We are trying to divide the states. My confidence in the magic of television is shaken, david. But i want to play a key moment in the history of National Parks, if i can, and also people of our faith, as well. So i want to put this to bed, its just not true, its not close to true, what hes saying. But the more important issue, rather than pointing out day after day how the president is making stuff up is, why does this matter . What does it do as were trying to fight this pandemic in the United States . Well, thats a good question, john. Because, i mean, this is looking back a little bit at the problems that have gotten us here so far. First of all, youre right. I mean, you can pick all of these relative sort of rates, relative to 100,000 people, relative to the population of the country, whatever. Its different with the pandemic, because this affects the whole world, okay . And so, we dont know what the overall likelihood of the question is, if anybody gets infected with this virus, what is the likelihood theyre going to die . Thats still the question. W we dont have a clear answer to that, although if you look at the World Health Organization data, they will say its somewhere around 0. 6, 0. 7 . So about six or seven times higher than flu. But thats the fatality rate, if youre infected. Now, just saying that all humans around the planet are the same, but this is this would be the fatality rate, the reason the numbers are so much higher here in the United States is because we have so much more virus here in the United States. Its the overall amount of virus and the number of people who have been infected that is the huge problem here. So if you look at the right side of the screen, youve got 20 to 25 of the infections of the world in this country, 20 to 25 of the deaths in the world in this country. So thats really the bottom line. And what
