Well begin with cnns Jeremy Diamond live at the white house as we are now in the very first stages of this historic new impeachment trial. Good morning, john. Delivering that article of impeachment to the senate last night, those house impeachment managers triggered the first ever impeachment trial of a former president. Now this trial wont begin for another two weeks, but it will give President Trump, former President Trump, two weeks to prepare his defense and give current President Joe Biden time to confirm more of his cabinet nominees. Now white house officials have told us, theyve made this very clear, that they are not focused on this impeachment trial. Theyd much rather focus on the Coronavirus Relief bill theyre pushing through congress. Focus on the executive actions theyre rolling out every day. But President Biden caught up with our colleague Kaitlan Collins just last night in the halls of the west wing and he made very clear he sees this impeachment trial as inevitable and necessary. He said, quote, i think it has to happen. He acknowledged there could be some impact on his legislative attempts here, but he said he thinks there will be a worse effect if it didnt happen. Now those senators will be sworn in today, even though the trial doesnt start for another two weeks. Patrick leahy will preside over the trial instead of the chief Justice John Roberts. Whats still unclear, a couple of questions. Will there be witnesses in this trial and how long this trial will take. Those are questions that have yet to be fully answered but well find out in the coming weeks. In the meantime, though, more time for joe biden to get more of his cabinet nominees confirmed. We expect his secretary of state nominee tony blinken to be confirmed at some point today and then you also have some action in Senate Committees on bidens nominees for commerce secretary and dhs as well. Yesterday, though, already, janet yellen becoming the first woman to be confirmed as treasury secretary. Alisyn . Jeremy, thank you very much for all of that reporting. What do you think is the most compelling piece of evidence to convict former President Trump . I think the most compelling evidence is something we all witnessed on live tv across the country. I was in the building with my colleagues in the United States senate when we had a violent mob attack the capitol. We know that the president incited that earlier. Not just earlier, but actually over two months by constantly lying about the election, saying that it was stolen and that folks needed to take action. He tweeted a come to washington. Its going to be wild on january 6th, and interfere with the constitutional process of counting the electoral votes that were cast across the country but really reflecting the will of the American People. So it is very clear and the entire country saw it with their own eyes. So do you think there will be a need for live witnesses, or is this the tale of the videotape . Well, well have to see. I dont know. I dont want to speculate. Thats going to be the house managers that will put their case together. Im sure it will be a strong case, but as i mentioned, its one that we all lived as well. And its something that we cannot tolerate. We have to hold the president accountable. Weve never had a United States president in the history of this country incite a violent mob to attack the United States capitol and disrupt a constitutional process of Going Forward, which is the peaceful transfer of power. It is absolutely essential that there is accountability for us to move forward. And senator, what about what President Biden told our Kaitlan Collins last night when she was able to pull him aside in the white house. He said, like you, i think it has to happen, but he went on to say, biden told cnn he believed the outcome would be different if trump had six months left in his term. But said he doesnt think 17 republican senators will vote to convict trump. So if its a fait accompli and you wont get 17 republican senators, whats the i mean, does that take some of the steam out of even going through this exercise . I dont think so at all. Lets wait to see where senators are when they actually vote. The evidence is very clear. Its interesting some of the arguments theyre making right now are not about the merits of the case. Clearly the merits of the case are overwhelming. And i think this is really about future president s. We need to send a strong signal to future prts that this type of behavior will never be tolerated. It will be called out and the American People will condemn a president of the United States that incites a violent mob to attack the very core pillars of our democracy. Its not something you can sweep underneath the rug. You have to bring it forward. You have to prosecute it aggressively. And then we move forward. But it can never happen again. Do you agree with President Biden that you wont get 17 republican senators . Well, i wont say that yet. Lets hope that our my colleagues will rise above partisanship and do whats right for the country and for the future of this nation. So i havent given up hope yet. Last night, mitch mcconnell, Senate Minority leader, relented in his demand for a guarantee for keeping the filibuster. Did that surprise you . Well, to me, it was very straightforward. This was an organizing resolution, just for us to go about the business of the senate to be able to form our committees, assign committee members, to be able to move forward with the business. And certainly, this is something thats never been controversial in the past. The fact that senator mcconnell brought this as a controversy doesnt bode well for the future, but im pleased were able to move forward. You are on the Senate Homeland security committee, so what is the hold up with President Bidens nominee, his pick to run dhs . Right now we have a hold up, one senator that has a hold but we are going to be moving forward later today in committee. We have mr. Mayorkas to be secretary of the department of Homeland Security, which is absolutely critical. The fact theres any hold up on this appointment and confirmation is simply outrageous. When you think about what people expect of the federal government and there are a lot of different views of what the federal government should do and should not do, the one thing all americans agree on is that it should keep us safe. That means the department of Homeland Security. It means the department of defense. We now have a defense secretary. We need a secretary of Homeland Security as well. Especially given the attack that we saw on the capitol, the rise of extremist groups and white supremacy, the cyberattack we saw, one of the most damaging cyberattacks weve ever had in this country. The department of Homeland Security needs steady leadership and needs that leadership now and hopefully we can move it forward as quickly as possible. Is it a coincidence that that one senator, senator josh hawley, seen raising his fist in seeming solidarity with the mob that invaded the capitol, just as domestic terrorism is spiking in this country, extremism, why do you think senator josh hawley was the one person who block this . I dont know what that is. Youre best asking him as to why he would block the secretary of Homeland Security, which is a person entrusted to make sure that he can keep us safe and to deal with the rise of what were seeing, extremist groups and white spremmist groups. To me, it makes no sense and we need to get this confirmation through. We have a department that over the last four years has really suffered from the lack of steady leadership. We have now former secretaries of Homeland Security coming out in a bipartisan way saying get this through quickly. Make this confirmation. You have a highly qualified candidate. We need to have him at the has of that department so we can focus on these threats to our Homeland Security and, frankly, i think any senator that blocks an actual vote is not thinking about the best interest of our country. At least one person is dead, more than two dozen hurt after a powerful tornado ripped through parts of alabama overnight. You can see some of the images now. The storm caused significant damage in the birmingham area. Buildings collapsed there. We do understand there are still people trapped in their homes. Right now in alabama, the sun is rising so we can see the depth of the damage here in fultondale, alabama. Were located off new castle road here right against oak street. Thats where all the damage is pretty much. Three houses in a row have been damaged. 20 altogether in this area but you can see three houses here. This is a kitchen. You can see the rooster clock here that used to be hanging on a wall right up here in this area. We also see some plates, pots and pans and personal items that were on in this house here. Beyond that, right down the strip here, you can see a second house, a bedroom there. A mattress, a fan that has fallen. You can see straight into that house. And then the third house is up above that, all damaged. You can see straight through. Now as my photographer pans around and shows you the rest of the damage in this area, we know right now, according to the fire chief, one person has been confirmed dead. They say that there could be more. 17 people altogether have been rushed to the hospital and 11 people were treated here at the scene. The tornado pushed through fultondale around 10 30 last night. So again, a lot has been going on. This is the back of oak street that hes looking at right now. Thats where the majority of the damage occurred. And were told that search and rescue operations in that area were halted overnight because fire crews didnt know which power lines were on, which power lines were turned off. So pretty much they had to stop search and rescue in that area, but they plan to return within this hour to start searching for more people. They say more people could be trapped in their homes in fultondale, alabama. According to the firefighters, they say that 20 homes altogether in this area were reduced to the subfloor. How he intends to wield his political power. Exactly who is being targeted . This is very interesting. He apparently wants to punish people. Who . Thats next. Brandnew reporting this morning on what the former president is doing. More specifically, how he intends to wield whatever political power he has, and the key word might be punish. Cnn political analyst Maggie Haberman prbroke this story. Shes a washington correspondent. The former president has a list of people he wants to punish now. Who is on that list, and how will he do it . John, thats right. The former president , as we know, has often been focused on retribution and this moment in time is no exception, although hes taking a few months off or has told people hes taking a few months off to lay low. Chief among those targets is governor ryan kemp of georgia. The president has considered the original sin kemp committed against him after trump helped him win to be picking senator Kelly Loeffler as the replacement for an open seat in georgia. The president wanted doug collins to be chosen. That did not happen. Sen since then, the president has been blaming him and the secretary of state in georgia for not throwing the election has way. Next up is liz cheney. Congresswoman from wyoming and number three in house gop leadership. Not clear what hed like to see her lose, her seat or leadership position but he plans on doing what he can to try to impact that. And then there are a bunch of house targets. Theres representative gonzales in ohio, representative upton in michigan. These are people who voted in favor of impeachment and who were very, very critical of the president in his mind of the actions he took on january 6th. The list goes on, john. Its not clear what infrastructure the president is even going to have to make good on these threats, but this is the message that hes sending out to the lieutenants who are still around him. Thats his hit list and what are his plans to remain relevant . If hes taking a couple or a few months off and hes off twitter, whats his plan to still be in the mix . Listen, alisyn, its a great question. Ill say, and i said this when he was president , too theres a difference between being silenced and deplatformed. He has not been silenced. Hes the form prert. He can give an interview tomorrow if he wanted to. Hes facing this impeachment trial and other potential legal exposure roelated not just to te january 6th riot but in his business. I think he wants to take some scope and measure of what exactly is out there in the first place. He doesnt want to do himself harm or his advisers have urged himself not to do himself harm by trying to talk. Whether he can sustain that is a question. He has had some form of attention in the form of media or contacts, who hed work the phones with. Theres none of that right now. How does he stay relevant . I think what will happen is some kind of spending the money he has in his superpac and potentially getting back on social media in some form which his aides are talking about. Theyre also talking about starting a social media platform of his own. Im a little skeptical that will happen but you cant rule anything out. Something happened yesterday in the midst of all your reporting on what the former president will do that i think fits nicely into the puzzle which is ohio senator rob portman announced hes not running for reelection, which is interesting. Heres a guy who has been a Public Servant for decades at this point and he said, i cant do it anymore. Ive had enough of the bickering. And the subtext there is in this world where donald trump is running the republican party, im not sure exactly where i fit in that party. How do you see this move by rob portman . What does it mean for jim jordan . What will the president do for jim jordan . I take rob portman at his word that the senate is not a particularly happy place to be for a lot of folks, particularly republicans right now. They have lost their majority. They are a bit at sea as to what the posttrump world looks like. Theyre facing this impeachment trial that a bunch of them are ambivalent about, even if privately many of them acknowledge theyre unhappy about how the president acted. The president will try to have influence in that race but whether he gets behind jim jordan who has been a vocal ally of the president or tries to get behind another potential candidate like jane timken. We saw him do it last week in the arizona county state gop chairs race where he pushed for kelly ward to get reelected. I think youll see him doing things like that as related to ohio and a couple of other races. Maggie, do you have any reporting on what President Trumps mindset is . Is he worried about this Upcoming Senate trial that more information will come out about what he did before and during the insurrection and why he was m. I. A. For all of those hours when people were calling him, begging for some sort of intervention and help . I dont think he is worried about that. I think his advisers are worried about that because even though, as i reported and i think Kaitlan Collinss reported at the time, he was resisting efforts to get him to call in the National Guard or make an effort to push for National Guard to arrive on the scene that he was not moving quickly to do that at all. I dont think the president sees himself in peril. Some of his advisers are worried about what could end up showing up. This is where their belief there are not enough republicans to convict is going to help them, they think, because they dont see at the moment more than five, maybe six senators voting along with democrats to convict the president. What they care about at the end of the day is what the outcome is, not what additional evidence might come out. If additional evidence comes out that could be reflected in civil cases filed against the president or potential criminal charges by the washington attorney, thats something to consider, but i dont think thats what the president himself is focused on. Maggie, to be clear, your reporting is he wasnt just m. I. A. During the insurrection. He was watching and enjoying what he was seeing, correct . He was watching, enjoying what he was seeing in part because he was enjoying just people defending him and in part because, and this keeps getting lost, it stopped the certification. That was what he wanted to see. Is there a witness who could testify to that fact that you can think of . Its a little further down without i mean, without getting into sources is there someone who would have been near the president . I suspect that based on reporting that weve done that you guys have done that others have done, i think if witnesses are called for this trial, i dont know that they will be, but if witnesses are called for this trial, i suspect they can find some people who they might be able to try to get to talk about this. Giuliani and others have inflicted on the company and its employees, you cant measure because theyll never be able to get their reputation back given now whats out there on the internet and in the air waves and in the archives of cable news shows. But what weve done is weve attempted, using our current projections to look at what the lost profits and revenues of this company are going to be Going Forward, what the amount of money this company is going to have to spend Going Forward to remedy the harm to itself, and also to try to measure the reputational damage to the brand and to the company as a business Going Forward. Well update those numbers Going Forward, but based on our current projections, this is our best estimate. As you point out, Rudy Giuliani was not alone. Youre also suing, i think, Sidney Powell, but there are others. There were others in the media who also said things like that. So who else is on your list . Well, we havent ruled anybody out, and youre exactly right, alisyn. These folks could not have done it alone. If Sidney Powell or Rudy Giuliani had stood in the middle of an abandoned street and whispered these lies about dominion, the damage wouldnt be anywhere near as great. A lot of folks handed them a megaphone and a very loud megaphone on cable news shows and on the internet. And we are looking at each and every one of them. Were looking at what did they know at the time they put these folks on the air to spread these lies, and at what point did it become reckless to give a platform to them . In many instances, many of the hosts of these shows and many of the anchors of these programs said these lies in their own words. They adopted them as their own and tweeted them. So they have their own individual responsibility quite apart from putting these folks on the air. Were looking at all of them. We havent rules anybody out but there will be more lawsuits in the weeks ahead. We have some examples of people who grabbed that megaphone and ran with it. Here are some fox tv personalities saying disinformation. N. The state of michigan, republicans are moving in to investigate the Software Glitch called dominion that actually changed thousands of votes from trump to biden. They say they have hundreds of affidavits of people who have sworn testimony that they have seen the way the dominion systems work, that they can switch votes. At the center of it all, dominion voting systems. Are they the culprit here . Not the only culprit, but are they the principal culprit . Mr. Clare, what are the chances you would sue sean hannity or Maria Bartiromo or lou dobbs . Im not going to comment on specific defendants that were looking at right now, but examples that you played are examples of the types of statements that were looking very carefully at because, at the time those statements were made and many just like them on different networks, these allegations about dominion have been broadly discredited. And it was reckless for folks to say these sorts of things on the air and to continue to put these lies forward before the lies about dominion had been disproven by hand recounts and independent audits and state procedures designed to ensure the integrity of these elections. Well be looking at those statements and many, many more. How about donald trump . He also said there are tremendous reports about dominion. He went on as well. Hes a private citizen now. How about him . Would you consider is he on your list for possible lawsuits . We have not ruled anyone out. We have, of course, now sued Sidney Powell and Rudy Giuliani, two folks who were acting on behalf of the president at various sometimes. So we expect that discovery in this case will yield much Greater Light on what the role of the president was and the others around him. And dominion is being very careful, deliberatative. Were not filing lawsuits for the sake of filing lawsuits. Well go where the evidence leads. If it leads in a particular direction no, one has been ruled out by virtue of their position. We think back to the early days of this outbreak, one thing we cannot overlook is that some of the initial indepth reporting came from chinese journalists. And they were for a brief period of time operating with what seemed to be a hiatus on the usual censorship the Chinese Government puts forward. Im looking at a monitor here. That censorship is continuing as we are telling this story here in china. Its something theyre used to. When they had that window of opportunity to share the truth of the outbreak, they were doing so. Now many of those journalists and those who tried to preserve their reports are paying the price. Nearly 5,000 miles from his home in china, chung is now finding his way in a new life in exile. He fled to paris after his younger brother was arrested last year. Caught up in a crackdown on citizen journalists who reported on the covid19 outbreak in wuhan. His brother chung mei used his online project terminus 29 to archive published stories about the virus, preserving them in case they were deleted by government cee censors. The chinese authorities covered up the real information about covid. I think that information my brother reposted will make the Chinese Government feel ashamed. Reporter in the early chaotic days of the outbreak, people used social media and Live Streaming to provide Vital Information to the public on the epidemic during a moment of national crisis. And also forced government officials to acknowledge the rapidly spreading threat. At the time here in wuhan, there seemed to be a window of time for journalists to do this kind of reporting. A lifting of the usual censorship on Media Coverage that was seen as a positive sign of things to come. But soon that window slammed shut. Chung mei was arrested in april with his friend and the websites cofounder. Accused of picking quarrels and provoking trouble. A former lawyer was sentenced to four years last month for the same crime after she live streamed on the ground reports about the outbreak in wuhan. She has staged a Hunger Strike to protest her detention. Her lawyer says she fears she may die in jail. Others who spoke out include another lawyer who uploaded a video of body bags at a wuhan hospital. Both have disappeared into chinas shadowy legal system. Police reprimanded a wuhan doctor who had warned contacts on chinese messaginge ing app w of the spreading virus in his hospital. The doctor later died of the disease, leaving a pregnant wife. His bravery in speaking out made him a martyr in china and sparked calls for freedom of speech. To reclaim the narrative and control the public message, chinas Propaganda Department deployed more than 300 journalists to wuhan in early february. The Chinese Government has since denied targeting people for their reporting saying in china, no one gets punished or penalized simply for making remarks. In europe, now becoming a whistleblower himself, protesting outside the World Health Organization and trying to tell the world what happened despite the risks to his family. Are you worried that speaking out could impact them . Yes. Im worried. But i dont have any choice. I just have one option to do. It is speak out. Maybe the Chinese Government, they want to rewrite and temper the history of the covid in wuhan. Reporter he hopes his brothers attempt to preserve that history may help the world piece together the origins of the worlds worst pandemic in a century. David, if journalism was suppressed if truth wassy is pr suppressed, how is are they trying to shape the narrative now . One is that china has this virus for the most part under control. Anecdotally, our lives here show that to be quite true. There are cluster outbreaks, but it does seem they have the containment in place. The other narrative out there is sowing doubt as to the origins of this virus. And its because of how highly politicized and sensitive its become, especially coinicidesing with the w. H. O. Team now in china, in wuhan to begin their Field Research and tracing the virus. They put it out there as though it could have come from many other sources, including being imported into china. Even as were reporting, you and i talking, this is what folks here in china, mainland china, are seeing. Its this on their screen, which is quite common when its something sensitive. It says please stand by. No signal. Of course, thats the censorship in place so that this report cant be aired here. That is just amazing to see. David, you keep on pressing. Heres another story. All international ftravelers ar required to present a negative coronavirus test in order to enter the United States. Cnns pete mountean is live at dulles with that report. Reporter this is where International Travelers arrive after they clear customs. But these new restrictions take hold well before those travelers ever get here. Now all International Travelers coming into the United States will have to show proof of a negative coronavirus test to their airline well before they leave. Its really politics driving the policy here. The Biden Administration is also restricting travel for those coming from the united kingdom, much of europe, brazil and now south africa. It is those type of restrictions that the Trump Administration wanted to do away with. Here is what the white house said. With the pandemic worsening and more contagious variants spreading, this isnt the time to be lifting restrictions on International Travel. In light of the contagious variant, south africa has been added to the restrictive list. Now there is a new warning from the state department to all u. S. Citizens to avoid International Travel altogether, in part because those new coronavirus strains. Dr. Anthony fauci says all of this shows the seriousness in which this new administration is trying to deal with this virus. Alisyn . Pete, thank you very much for that developing story. We also have new reporting on a new action that President Biden plans to take to get more Americans Health insurance during this pandemic. Thats next. Developing this morning, cnn learned that President Joe Biden will take executive action as early as thursday to reopen for a time federal mark dlet places selling health plans under the Affordable Care act. Joining us now, dr. Sanjay gupta. Open enrollment is over. Its over, but what the president will do is reopen the exchanges so people can go in and buy health care they need. And the thinking is that people have so much increased need because of the pandemic, what would this do . Yeah, so thats exactly right. Its tough to know exactly how many people have lost employerbased health care through this pandemic, but its exactly to address that potential need. According to Kaiser Family foundation, the number could be 2 million to 3 million. A lot of people have, obviously, lost their jobs. How many of those people had Health Care Insurance through their employer. How many were able to get things like cobra to extend their Health Care Insurance . Regardless, theres obviously a need here, and i think thats what this executive action is sort of intended to address. So six weeks typically is what open enrollment is near the end of the year. They say maybe theyll keep this option, these exchanges open for a few months to try and let people buy Health Care Insurance that otherwise would not have access right now. So well see how this plays out. Theres some details we still need to sort of drill down. Is it going to be open everywhere . How long will it be open . Who is most likely to benefit from this . On thursday, we should get a lot more details. Lets look at a snapshot of where we are this morning with vaccinations. 22. 7 million americans have gotten vaccinated. We have 41 million doses distributed. Obviously, we need to do better, sanjay. And so that is what President Biden is talking about, but can we accelerate it . We also hear from, you know, local city officials who say they are running out of supply. We hear from the c. D. C. Director Rochelle Walensky who tells you she cant tell you how much they have on hand right now. Operation warp speed did incredible work in terms of getting these vaccines authorized but these superprecious commodities and we dont know how many doses there are, is obviously a problem. But i do think, and this is based on talking to lots of people in different sectors of this entire vaccine rollout that the numbers can be increased significantly. There are a few caveats. You have to have the vaccine. We talk about these Huge Companies like pfizer, moderna, maybe Johnson Johnson potentially within a year being able to make a billionplus doses. Thats not all earmarked for the United States, obviously, but the point is they could have significant manufacturing capabilities. You have to have the simple supplies like the syringes and even these special, what are called load dead volume syringes so you can get every last drop out of these vials. And the vaccinators, people pushing the syringes into peoples arms. Those are the big needs that need to be addressed. And they look at how much antibodies, how many of these neutralizing antibodies were being produced in the phase one and phase two trials. Its significant. Its on par, at least with the antibody production, as what you saw with pfizer and moderna. To your point, does that translate to significant percentage of people being protected against illness as a result of taking the vaccine . Thats what they hope. The reason the next week is critical is thats the twomonth mark of safety data. The fda requires two months of safety data from these trial results. Thats going to be the twomonth mark and likely when the trial will be unblinded and theyll look for the first time and say, how many people got sick and what percentage of them were in the vaccinated group versus the placebo group. With pfizer and moderna, the vast majority of people who got sick were in the placebo group. That was the 90 plus efficacy. Well see what Johnson Johnson shows.
