The general public hasnt seen any of these 13 works of heart since they were stolen a quarter of a century ago. Apparently someone has. And quite recently. Good afternoon. Im jake tapper. In our national lead, you know what they say about arizona, its a dry heat but its way too dry right now. Dangerous Drought Conditions leaving the area between sedona and flagstaff as kindling for a wildfire burning at an alarming rate. It was 450 acres and today it is more than ten times that size. Burning near slide rock state park. The fire is threatening 300 structures. Were talking mainly homes and vacation homes. Thousands have been evacuated. More than 800 firefighters are making a stand against the flames but Officials Say the fire is 0 contained at this point. 0 . The Team Includes 15 of those elite hotshot wildfire crews. This comes less than a year after a wildfire near yarnell killed all but one member of the Granite Mountain hot shots. Two cities that attract a lot of visitors during the Summer Season which unofficially kicks off during this memorial weekend. Heavy smoke may be drifting north into flagstaff. Thats where ana cabrera is standing by live for us. Reporter right now 300 people are evacuated but some 3,000 are on standby just in case the fire continues to really roar. You can see the winds are now picking up. You see that huge plume of smoke that is spawning to the north. The winds are blowing it right into flagstaff. Like you said, 5,000 acres are burning through really heavy fuel. You can see all of the forested air. The big Ponderosa Pine needles. Its really fueling the flames right now. We know this fire exploded within a 24hour period of time from 450 acres to more than 4500 acres yesterday. Today, firefighters are working hard to establish a line, particularly on the north and the east side of the fire. Thats where those homes are that are currently threatened. No structures damaged so far and thats what they are focusing on right now. They are throwing everything they have at this fire. Some 840 personnel are here. 500 people are on the ground building the fireline to help the northeast flank in particular. The helicopter is up in the air. Thats one of the air attack helicopters. We know there are a total of five helicopters as well as three air tankers helping in this firefight putting fire retardant on the ground. Its the most crucial people in this fire fight. Theres a possibility there will be a low pressure system coming in overnight, possibly rain tomorrow. The next few hours are going to be a key to getting these fires under control, jake. Ana cabrera, thank you. Its going to be very tough to get a lid on this monster. Lets go to chad myers. How big of a threat is this . I dont think anybody really understands what the entire southwest part of the country has been going through in the past few years. This is a major threat. 4800 acres, almost 5,000 acres. Thats five times, almost six times the size of central park right now on fire and that has just grown, obviously, in the last couple of days. The winds right now are 28 gusting there and thats the gust problem. The gust also pick up the sparks and throw those sparks downwind so when the firefighters think they have a handle on this, all of a sudden, theres another fire two miles down the road that they have to chase. Its the size and circumference around that they have to worry about. With no containment, its getting bigger and bigger. You want to get it while it is small. When it gets large, the circumference gets bigger and bigger. The air conditions are 20 relative humidity and even lower in some spots. So no help from mother nature. And some of the storms that ana was talking about could be bad. Were talking about dry thunderstorms. The rain evaporates before it gets to the ground but the lightning doesnt evaporate. It could start another fire. One more thing to talk about, there is Severe Weather across the eastern part of the country. We had a Tornado Warning not far from albany, new york, in the past hour. Well keep you updated. Chad myers, thank you so much. So far, there are no injuries reported but Law Enforcement does believe as of now that it was, quote, human caused. Law enforcement is ask for anybody who knows anything about how it began or seeing anybody suspicious in the area to call them. A spokesman for southwest incident management, do you believe it was an accident or something more sinister . Reporter were sure this is human caused but with the number of people that you have moving through that very popular oak creek canyon, we cant speculate if this was intentional inscinerary arson, accidental, there has not been any lightning in the area. Law enforcement are heavily engaged with trying to hit that investigation. Can you give us concrete numbers on evacuations . How many have been evacuated so far . How many warn that they may have to pick up and go at a moments notice . Well take a look here at the actual slide fire map. This is a map of the area. If you take a look at this footage, this is oak creek canyon. There are about 300 homes, businesses, campgrounds that have been evacuated in oak creek itself. Up above here, this is the Forest Highlands and caccina village area. 3,000 people here are in preevacuation. Thats a warning that if the fire direction changes, if the behavior picks up and moves on us, were going to have to evacuate those folks. The slide fire, it was about 450 acres. This time yesterday, during the afternoon, this time of day t. Blew up to 4800 acres now. You can see the plume coming up behind us. Were getting into the afternoon winds. Now is when were having the most trouble. If you give a little bit of a reference, this is highway 89a the fire is contained west of 89a. Our value is at risk. The majority of the people, the homes, the neighborhoods are over to the east of 89a. Weve been very successful on this dirt Forest Service road here. Forest service 535. We had the winds calm down through the night and we have a good burnout combination. We feel confident, as far as the burnouts ability to stand on the western slope of the fire. The real problems lay down in the canyon. Kids are juching across do you have enough . You had 840 firefighters 3, 3 engines, five choppers s that enough . Or do you know more . Theres more resources still on order here. Two days ago we were just with the local initial attack forces that were doing residential, structure protection and trying to get ahead of this fire. We have 20 hot shot crews 40, engines, more coming in. We have crews from six states all moving in this direction in a very short period of time. This is ramped up from initial attack it a type 1 incident where weve got an entire city built up here and all available resources through the southwest are here as well as other fires. The resources are needed in other places as well. This is really our biggest value at risk. Biggest threat in the southwest. Bill morrison, flagstaff, arizona, thank you so much. Coming up, rambling thoughts of Dzhokhar Tsarnaev and why he was jealous of his brother. And asking for backup. Was Hillary Clintons team worried enough that they begged democrats to participate in the benghazi hearing . All stations come over to mission a for a final go. This is for real this time. Did the tsarnaev brothers act alone or did they get help abroad or inside the United States when they set off the bombs at the 2013 boston marathon. Some are saying that the bombs were too sophisticated without, quote, the training or assistance from others. Former Boston Police commissioner ed davis spoke about that. The prosecutors also say in this document that the searches of the tsarnaev vehicles and homes did not show any sign of black powder. So who built them . We spoke with a cab driver who said he picked up the tsarnaevs one day before the finish line. They had just gotten off a train in malden, massachusetts, and had two bags with them. They said, can you take us to cambridge . I said, no problem. I reached out to help put them in the trunk and they wanted to put them in themselves. Did they seem heavy . I didnt touch them at that point. The way that they were carrying them . They were adamant about me not picking them up. I want to bring in Richard Clark for security and counterterrorism for the bush and clinton administrations and author of the new thriller sting of the drone, a novel and his sixth book. Its good to have you here. Good to be here. From this new information and from what you have seen, do you think its possible that there were polices that helped the tsarnaevs build these bombs . There are two information gaps. One is, what did he do Tamerlan Tsarnaev do when he was in chechen . We dont know. And the other is, where were the bombs put together . That hasnt been uncovered yet. Its conceivable. On the other hand, the bomb bear as resemblance to the design in the online terrorist magazine inspire. Its a variation of that. They could have conceivably came up with the variation themselves. The fact is, there are, after all of this time, still gaps in our knowledge about the case. I guess im a little skeptical that these two guys, based on what we know about them, would be capable or even inclined to come up with a variation on a bomb design. They dont seem that sophisticated. They dont. But theres no evidence yet because of these gaps in the case. Theres no evidence that says this is where i may build it. This is who helped them. It could very well be that they had help and it could be that the help is in the United States since we dont know where the bombs were put together. You have spent a lot of time putting together language of the jihadist. I want to read for you the note that Dzhokhar Tsarnaev wrote after the standoff with police that left his older brother dead. He wrote that he was jealous of tamerlan. He said i do not mourn because his soul is very much alive. God has a plan for each person. Mine was to hide in this boat and shed some light on the actions. We are promised victory and we shall surely get it. These are the words of a fundamentalist islamist terrorists. When did he become that . Because it doesnt look like his activities in the months leading up to the attack were those of a fundamentalist islamist. But those are familiar words which means he was converted at some point. Who converted him . Some people are converted online. We know that. But others are converted by some very persuasive imam somewhere. Its possible someone in the United States helped bring him across the line and helped convert him into being a terrorist. Still so much we dont know. Lets talk about your novel sting of the drone. Its interesting because as you read it theres an argument why drone strikes are good. Then you read it a little longer and it talks about why they are not such a good idea and then you write at the end, the postscript, the nonfiction part of the book about how you helped convince people to arm drones that are initially used for surveillance and you write at the end, since 9 11, the United States has killed 2,000 people using armed drones and the killing continues. Im confused. Do you think that drones are a good thing, or not . The book is meant to be a thriller and is meant to expose all sides of the killer. I dont want him to read it and say, he thinks that. Personally, what do i think . I think weve overdone it. When i advocated this in 2000 and 2001, i wanted a small group of maybe 10 Al Qaeda Leaders to be targeted. Not 2,000 people in five countries. When people are demonstrating in the streets of yemen and pakistan against the drone program, when the program itself has become an issue, weve gone too far. I understand why. You know, when youve got something that is working for you to kill terrorists before they can kill us, thats all youve got that works in that manner, theres an addiction. Theres a seduction. And you keep doing it because you have a responsibility to stop people from killing americans. I had that responsibility. I know what that wait feels like. And so i understand why we did it but i think we did it far too much and lost perspective. Richard clark, always nice to have you here. The book is sting of the drone. Appreciate it. Hospitals. President obama says general shinseki is still the right man to lead the agency but others are not so sure. Dana bash is joining us. What have we learned about the conversation between general shinseki and the president . You may think that general shinseki will say to the president , maybe you want me to resign, but he told reporters today, that didnt happen. Embattled affairs general shinseki met with the number two democrat to discuss v. A. Problems. Afterwards, shinseki revealed to reporters that he has not offered the president his resignation saying, you guys know me better than that. V. A. Respects are under examination for delays in being seen causing in death to v. A. S three officials didnt show up. I dont see any familiar faces from the v. A. And central office. Is anybody here from va . Reporter the v. A. Says they were invited 15 hours earlier and had scheduling conflicts. They turned over 3,000 emails at 2 30 in the morning. At phoenix is where the problems first surfaced. Today, the president s point person on this, rob nabors visited the facility and someone describes the horror of delay in care just back from war zones. Were talking about people being injured by being blown up by ieds. Were talking about people who had a mental breakdown and have severe ptsd and are having trouble functioning. Reporter house chairman jeff miller told cnn he has information that its even worse than we think. This is the tip of the iceberg. Can you give me any example . Can you give me anything more . I cant. No. Because were giving the information that we get to the office of inspector general. Reporter as for shinseki, its tenuous. Do you think he should still be at the helm . Listen, i have not called for general shinseki to resign, although im getting a little closer. I dont want people to get confused about what the shiny ball here is. Its the systemic failure of the agency. So if thats the case , why are you getting closer . Because the reports are appalling. These are men and women who have served our country and weve not just let them down, weve let them die. Reporter in the brief conversation with reporters on capitol hill, shinseki said that the president asked him to take this responsibility and give him certain things that he wants him to accomplish. In doing that, shinseki says that thats actually what hes working on. He also said that he understands, as a veteran himself, what this is all about and they deserve our best work and they are going to get it. And two House Democrats have called for shinseki to resign. Thats right. As you heard from boehner a. Surprising number of republicans are not jumping ton. Not yet. Dana bash, thank you so much. She is leading the pack by miles. With so many president ial hopefuls waiting to see what she does and if she runs, they will not, but should they be thinking that way . Take a listen to Elizabeth Warren in washington, d. C. I appreciate the thought. I am not running for president. What you cant hear there is there were a lot of booing in the audience. The clinton coronation has some democrats nervous. They see clinton too prowall street. Joining me now is writer for politico. Elizabeth warren says shes not running, shes said it many, many times, but they are running bumper stickers for her. Do you take her at her word that shes just not going to run . I do. I take her at her word that shes not running. I see a scenario where Elizabeth Warren does run. Shes not doing much to tamp down the chatter. On the other hand, when she launched a book, questions that were handpicked from the audience were allowed to go on. Shes not exactly shutting this down. I dont think she runs. Hillary, when she ran in 2008, something of a moderate democrat, its fair to say, especially the iraq war vote, helped ruin her campaign. Another name out there floating is montana governor. How much of this is a reflection of schweitzer to get his name out there or a serious consideration by him . I think maybe 62 on his part is about increasing his name i. D. The rest is very legitimate. There are liberals and issues with her, especially as it relates to big banks and speaking fees. Issues like that. That was after she was out of the race. In schweitzers case, its hard for me to see him running for presidency. Mother jones spoke about kkr and hillary preparing for her run. Your colleagues reported this morning for politico that Hillary Clintons world was so worried that they sent a message to democrats, we need backup. Do they really think like that . Democrats didnt want to participate. They thought going on to that committee would lend it legitimacy. Do they really get them to change their mind . People i spoke with absolutely came away with the impression. They wanted people on. They wanted representation. Nobody felt leaving the Playing Field empty was a good idea. That story was 100 solid. Why are they so worried . A, generally, yes. Despite what they say, benghazi could be damaging. Not because of the facts per se but of how the facts get presented. Very quickly, some republicans making hay out of Marjorie Margolies losing earlier this week. There was little they could do. She was not a new face. She did not run a great campaign. There are legitimate complaints about them politically. I dont think this is one of them. Maggie, thank you for being here. Yes, there are other political stories that dont involve Hillary Clinton, such as president obama being yelled at in a parking lot. Hey whats going on, guys . America, freedom, peace hope. The white house posted this video of the president taking a random stroll through washington on his way to the department of interior. And everybody Walking Around town trying to get recognized in public, it was a fun day for the president. This one, not so much. Its not my intention to o offend anyone. People walk around waiting for you to hear, hey, did you hear that and they cant hear anything else you say. The pc people are out in force at all times. That was last years Prayer Breakfast where dr. Ben carson gave an impassioned speech that many took as a slam against the current state of politics. And all with the president sitting a few feet away. Earlier i spoke to carson about his shrewd take on Campaign Strategy and his new book, one nation. I want to get to your book in a second. First, a lot of losses for the tea party and primaries. Do you think its still a fashion that can run primaries or is the success of the tea party that its already succeeded in moving the Republican Party closer to its positions . Well, im not exactly sure who the tea party is, to be honest with you. Other than groups of citizens who feel like they need to have a say in what is going on. I think a lot has been made of the tea party trying to make them into an entity that can be talked about but im not sure that they are really are that. You think its an organic group of citizens that is here and there . Absolutely. Do you support monica wehby, she is a neurosurgeon and won her primary in oregon. She says she was personally against abortion but did not want the government involved in a womans decision on whether or not to have one. Thats controversial among many conservatives. You wrote that in oregon, quote, she would not be a viable candidate if she pamaintained a prolife stance. I think you have to be savvy. If you just do everything based on your principles in a political world, youll always be doing it from the sideline. So its important even if it means selling out something you feel very strongly about . I dont know if it necessarily means selling out but it perhaps means rearranging your priorities. If the ships about to go off to niagara falls, which is the analogy that i like to use, you probably shouldnt spent all of your time dealing with the barnicles on the side. What you need to do is get the ship turned around first and then once its sailing in the right direction, thats when you begin to concentrate more on the other issues. Lets turn to your book, one nation what we can all do to save americas future. This is your sixth book. At your prayer keynote speech, many saw it as a critique of the obama administration. You write that the reaction you got from the president , you write about it. What happened . Well, you know, he came over to me afterwards, thanked me for coming and speaking. Didnt necessarily say enjoy it but he did thank me. He was quite gracious. Have you heard from him or anybody else in the white house . Well, i heard from the organizers of the Prayer Breakfast about 15 minutes later. What did they say . That the white house was very upset and that i needed to call the president and apologize. And i said, i didnt get the impression that he was very upset and therefore i dont see any reason to do that. Theres a lot of decisions being made about running. When will you make that decision . I would certainly not do it this year. I would wait beginning of this year, beginning of next year to make that judgment. My hope would be that someone who really wants to be president ands that been gearing themselves for that for a long time would come along with a message that would really be appealing to the American People and that would stimulate a lot of interest. Somebody who understands the importance of the constitution and hearing to it, the importance of personal freedom. If somebody can do that and generate a lot of ex sacitement would be delighted. Is there anyone that comes close to that . Well, they really havent had a chance yet. We need to give them several months. You know, people havent even decided whether they are running yet. Well give them a chance first. The book is called one nation by ben carson. Thank you. Coming up, ukraine says there is evidence that russia is behind the escalation in violence. This violence comes three days away from ukraines special elections. Ukrainian Prime Minister has accused the russians of trying to disrupt the elections. Is he right . Jim sciutto is joining us live. The special Election Commission says that 13 out of 34 local Election Commissions are under the control of prorussia militias or are being blocked. What impact will that have on the elections on sunday . Reporter it seems that the kiev area has turned out to being down in those two areas that have been hit most by violence, donetsk and in the west, other parts of the Eastern Region be high enough to create a result that is credible and will be accepted not only by ukrainians but the foreign players who have a stake in this game, including, of course, russia. And that remains to be seen. The violence, the worst single day involving the Ukrainian Military is a bad sign because its that kind of violence that could potentially, particularly in the regions in the east, keep voters away from polling stations. Jim, the ukrainians are complaining that russia is meddling with their elections. Do they have evidence for this . Do you think that their charges are fair . Reporter they do say that they have evidence. Listen, its not just the ukrainians that have evidence. European officials have said this out front many times that these prorussian separatists, even if they are not the little green men that you and i talked about before who were actual Russian Troops operating in crimea, even if the separatists are ukrainians, the Ukrainian Government and u. S. Officials believe they are being directed by, encouraged by and even supplied by the russians and they have evidence, based upon the equipment that they are carrying around and the communications between the separatists and moscow. They have been making this charge for some time and they are not the only ones making it. Youll hear the same thing in washington as well. Of course, russian president Vladimir Putin insists that they are pushing back from the border. Is there any evidence of that, jim . Reporter no evidence of a pull back but you heard for the first time from nato officials that they at least see evidence of troop movements, possible preparations for a pull back. They have heard this before and it hasnt been followed through on. They are going to believe it when they see it but they at least saw the first clue today, but its 40 to 50,000 some odd troops. Two Police Officers tied up the security guards at the museum in boston and boosted 13 masterpieces by the likes of rembrandt and monet. Now, 24 years later, the paintings have been spotted by what they call credible sources. Oh, and that the persons of interest in the case just happen to be linked to organized crime. The only problem is that two of those possible three suspects are reportedly dead. Lets bring in gary saltz. How important are these stolen paintings . Oh, if they came back to the family of art, i think we would all be thrilled. Some of these paintings are irreplaceable. Theres one vermeers. There are several monets, van goghs. I dont care what happens to the people who took it. We just need this work back. Theres reason to question how sophisticated the thiefs were because they left another big piece of work behind . They did. They left a michael anglo, a frangelica and also, interestingly, the robbery took place the day after the st. Patricks day in 1990. When there was a big flurry of activity around van gogh and certain impressionists and you also sense that that is what they were trying to go after. And they really smashed these paintings around to get them out. They smashed glass, they cut them out, they rolled them up, they took them away after duct taping these two guards, one who said he might have been stoned and weve never seen the paintings again. Had a few leads. Theyve gotten away with it so far for 24 years. Does that happen a lot in art heists, gone forever . Im afraid, i hate to say it, but yes. About 5 some people estimate of how many returned paintings there are. Its just sort of tragic. Mr. Evil can only sell it to another mr. Evil because the paintings can never be seen in public again because they would be recognized instantly. The museum has offered a 5,000 reward for the return of the paintings. Thats obviously not what they are worth. Its almost never recovered or its rare . Its rare. The mona lisa was stole nn in 1911. It came two years later. The scream picture has been stolen twice.
