This evening. They will talk about ukraine, just not with each other or in the same room. Good afternoon, everyone. Welcome to the lead. Im jake tapper. We begin with the world lead. It has been something of a challenge, piecing together the events leading up to the capture of the events leading up to Bowe Bergdahl. But now cnn has uncovered some remarkable new claims from local afghan officials, not just about bergdahls capture but about his actions in the moments beforehand. Our pentagon correspondent Barbara Starr explains. What are these local villagers telling us . Jake, its important what you just said. They are claims. We can not independently verify any of this. But a local Afghan Security official who was on duty in the area when bergdahl was captured is telling cnn bergdahl apparently wandered into a village. The afghan villagers tried to tell him, apparently, it was too dangerous, he shouldnt be there, that he should return to his base but they have language difficulties. Nobody understood each other. There is also report that he was on hall looucinogenic drugs. We cannot verify that. But what happened is the taliban in the area grabbed him and took him into captivity. This is part of the narrative and it is very difficult now to piece together what happened. Barbara, what have you learned about bergdahls actions while being held by the taliban over the previous five years . Actually, a u. S. Official is telling me that they have information that bergdahl may may have tried to escape at least twice during his five years in captivity. The reason this official is caveating this with a may, they have some information and intelligence about this but they really need to talk to Bowe Bergdahl and get from him the direct details of what happened. A lot of this, jake, await talking to Bowe Bergdahl directly. Barbara starr at the pentagon, thank you so much. These new claims are emerging after senators got a closeddoor look at the proof of live video of bergdahl which apparently showed the captive in such a state that the white house decided to cut a deal immediately to swap the sergeant for five mid to highranking officials in the taliban. In the briefing last night, he and his fellow senators were told that u. S. Intelligence indicated that if anything about the swap became public before it went down, bergdahl would have been killed. President obama in belgian today does not make him waiver about whether its the right thing to do. Im never surprised by the kobt verse sees that are whipped up in washington. We do not leave anybody wearing the american uniform behind. We had a prisoner of war whose health had deteriorated and we were deeply concerned about it and we saw an opportunity and we seized it. I have no apologies about it after that. The senators, most of whom i think its fair to say are not medical doctors, came away with widely ranging takes. I dont think from a health standpoint there were any issues. He looked terrible. That did not sell me at all. Proof of life in december, five months ago . At that time he was impaired. That is not the person that was released here. The tape in question is one of two proof of live videos of bergdahl recently, neither of which has been made public yet. Very few americans can relate to the experience of enduring five years of prisoner of war. Senator mccain is a noble exception and is criticizing the deal. And senator john mccain, republican from arizona, and Ranking Member on the Senate Armed Services committee joins me now. Senator, i know you want to talk about this. In february you had some comments to Anderson Cooper about this case. I want to run those and get your response. Would you oppose the idea of some form of negotiations or Prisoner Exchange . I know back in 2012 you called the idea of negotiating with the taliban bizarre and highly questionable. Well, at that time the proposal was that they would release taliban, some of them really hardcore taliban leaders as a confidence building measure. Now this idea is for an exchange of our American Fighting man. I would be inclined to support such a thing depending on a lot of the details. So inclined to support such a thing depending on the details . Yes. And the details are outrageous. They went to qatar, where the taliban has an office, and in a year they are going to be out and the deal is, like any other agreement, as i said, in the details. And so for i mean, its just totally unacceptable. These people would be back in the fight. Our troops will still be there and i its like any i have supported a lot of agreements. I support an agreement with iran on Nuclear Situation but i certainly would want to know the details and right now the details i know are not any good. The details, as i found out here, were unacceptable. So if given this choice, if you were in the white house or if they came to you and gave you the decision and said, were concerned about bergdahl, this is our chance, five taliban for him, you would say no . Absolutely. Look, first of all, before i consider it and who those taliban were, these are people that were selected by the taliban, not by the United States, to start with. Second of all, they are the highestranking people. Third of all, they were judged to be such a risk that they shouldnt be released and, fourth of all, they are released into qatar where they are free to travel and plot and also a year, theres no doubt in my mind they will reenter the fight. Thats why leon panetta said what he said that he opposed it. Senator, presumably this was the best deal that they could get. Thats like saying a nuclear deal with iran is the best deal that they can get. It has to be a deal that preserves american security. So he would still be in pakistan or afghanistan or wherever he was . Im afraid thats the case because our first obligation is not to put the lives of fighting men and women at risk by having these people return to the fight. Theres a clear record of these people having returned to the fight and in leadership positions because its a badge of honor to have been in guantanamo. These are these are also war criminals. A couple of them were accused of killing thousands of shiite muslims. These are the ones that used to take the women into the soccer stadium in kabul and hang them from the goal posts. I would certainly not want to release anyone who is a further risk to the United States of america. They are not going to free members who are members of sergeant peppers lonely hearts band. Its going to be bad guys in exchange for an american. Theres all kinds of people. This is the top leadership selected by the taliban. There is a huge difference, jake. Look, this is just an attack by the obama files. Look, i would never agree to such a thing and i said i would have to know depending a lot on the details, depending on the details and then i went on and said again after asked, i would obviously have to know the details. The details are unacceptable and for anyone to accuse me, therefore, of saying that id support any prisoner swap under any circumstances is lying. Lets move on. You saw the tape last night, the proof of life tape. How did bergdahl look in that tape to you and why do you think so many senators have different opinions on his health . Well, im not that i dont have that kind of expertise. I do know that dr. Coburn well, i shouldnt say it. Why dont you ask dr. Coburn what his view of it is because hes a qualified medical doctor and he observed it, rather than me. I that also, i understand that video was taken back in january. Thats a long time that has elapsed. Well, what was your take on it . Well, i think he looked a little strange to me. It was hard to tell. It was very brief. It was up close. I dont expect anybody whos being held in prison to look like they are in great shape, to tell you the truth, jake. As a former prisoner of war and im not comparing you and Sergeant Bergdahl, very different activities, but as a former prisoner of war, did you see anything in his eyes or in the proof of life that you could understand, just because youre one of the few people who has this kind of unfortunately, you have this kind of expertise. I i recall a couple of times that prisoners who were in hanoi were taken out before the media and they didnt look very good. Its a tough experience. My heart goes out to him. Ive wanted him home. I didnt want to risk the lives and dont want to risk the lives of americans. I would never agree with that. You know, this line about the sailor falling off the ship. Look, the captain of the ships responsibility is to make sure that they win the battle and first take care of everybody and then you take care of those who are left behind. This battle is still going on. The president may be leaving but the taliban arent. Senator john mccain, republican, arizona, Senate Armed Services committee, former vietnam p. O. W. , we thank you for your expertise and thoughts and your service. Thank you, jake. Coming up, as questions continue to be asked about the deal leading to bergdahls release, were just now hearing about his current mental state. They are explosive allegations, to say the least. Sergeant Bowe Bergdahl may have been seeking an allegation with the taliban. Former Sergeant Evan buetow said his squad found out about bergdahls desire through radio interceptions. I was standing up to the radio when they heard that theres an american in a village and i heard it straight from the radio. Buetows claims were backed up by former Sergeant Justin gurley. I was standing there with evan when those communications came across as far as what exactly was said and i dont want to quote it but there was talk that he was running around looking for somebody who spoke english. There is a similar report in the army war logs leaked to wikileaks. Heres part of that. Quote, traffic indicates that an american soldier is talking and looking for someone who speaks english. The war log does not indicate that its someone representing the taliban. It was incomplete, for whatever reason. He and others reported that to higher ups. Does that mean he had necessarily some kind of nefarious intent . Well, no. According to one former Government Official involved in the case who says the account of buetow tracks with other indicators of a sort of messy antic mission on the part of bergdahls part to stop the violence and help an understanding with a local tap ban, just one form of speculation. Bergdahls intent is certainly significant. I want to get some more insight into the mental state of sergeant Bowe Bergdahl with dr. Paul reagan who has helped countless veterans. Doctor, this idea that bergdahl may have been reaching out to make peace, you were involved in a case in 1983 with some parallels to that. Describe it for us. Yeah. There are some interesting parallels. This was a young man not that much younger than Sergeant Bergdahl who left his post in japan. He was a tank officer. He flew with his own money to pakistan, made it to northern pakistan and was heading there in an effort, in a delusion that he had, a grandiose delusion that he was going to help the afghan rebels in their fight against the russians. He, fortunately, did not do that and ended up back in washington, d. C. , and i examined him at the National NavalMedical Center and you talk about the messiah complex and bipolar, which is what this young man suffered from, bipolar disorder with a manic, grandiose delusion, is one of the underpinnings that sometimes can cause this messiah complex. Other things can be schizophrenia, certain personality narcissistic personality traits. Dr. Reagan, would that square at all with what were hearing from this local afghan official, about bergdahl to be in some sort of a hallucinogenic state . Certainly somebody who had a lot of thoughts about joining the army and thought that he maybe was being called to a higher power, for him to leave and look for somebody certainly is someone who may have had a messiah complex. Certainly people who suffer trauma can be very detached and look detached from their environment. Thats a peculiar description. And i dont think we have enough facts to put that in the context yet. Lets turn to bergdahls state three days ago. Bergdahl was having trouble speaking english after being held five years in captivity. Today a Spokesman Says that hes conversing in english. Whats happening to him right now in. Well, i think clearly we dont know what those five years were like. He was really the subject of coercion, he was very isolated. So this is an individual who is in a very fragile state, very regressed. Regressed would suggest assuming a more immature, reverting to a more immature, psychological state. I dont think to the point where he couldnt speech english. People who are very discontrolled, very emotionally fragile, then emotions can flood and they can have impaired cognition. Also, as yourself know, its a very stark environment there and to come back, its going to be going from sensor underload to sensory overload. In a swalituation like this, doctor, when does the army decide to reintroduce someone like this to his family . Well, thats a clinical judgment. Everybody who is clearly the army is very good at this. Who they are reintegrating, decompressing progresses at a different rate so the clinicians on hand can make the decision when he can tolerate that. Dr. Paul ragan, thank you so much. 13 deaths. Gm is accepting responsibility for the deaths of 13 people because of defective ignition switches. The Ceo Mary Barra did not find a conspiracy to cover up gms investigation. No evidence of conspiracy. Barra warned more recalls are likely in the near future. For his part, senator harry reid said it may be worth Congress Getting involved to see if gm made a cold, calculated tradeoff, between safety and recalls. They were fired and they want to put him in jail now . Poppy harlow is joining me now. The ignition switch only killed 13 people, only, but by midday they had already changed their tune. Why the shift . Reporter they are sticking with the 13 number but they are using a very loose number. They are not counting side impact crashes or people who died in the back seat in the same crash but they also said that they have hired this attorney ken feinberg to dole out victim compensation. They told me after the press conference that if he comes up with a number that they should be compensated, but still they are only counting the frontal trashes and, frankly, we really want to know why. Listen. Is that doing the right thing, to not count someone, say, sitting in the back seat or someone who was in a side impact crash or are you saying that that number may go up if you determined that those people died as a result of the ignition switch . The rules and Eligibility Criteria of the Compensation Program are being determined by ken feinberg. It will be his determination as to what the rules are, what the Eligibility Criteria are. Reporter so bottom line, jake, well see the number, though, officially is 13 and a lot of families are very mad because their loved ones are not counted on that list. Poppy, gm is saying there is no coverup. I checked it out and no investigation. No coverup. Reporter right. But the flip side of that is, if they are not evil, then they are incompetent . Reporter yeah. And they said that themselves. The words that ceo mary bar ra used this morning was incompetence and neglect. There was a deadly defect in their cars and it went pretty high. They laid off 15 people and more than half, were told, are executive level or higher. But apparently it didnt get up high enough to have something done about it. Keep many mind, the department of justice is still doing their criminal probe and congress is still investigating. So this is not just the end of the story. Quickly, poppy, if you would, that fund that feinberg is going to be administering, how soon account families of the 13 victims expect to see money and how much money are we talking . Reporter we dont know how much. They didnt give a number today. Feinberg is going to accept family basically, applications for this come august 1st. Its going to be a long, drawnout process. But bankruptcy complicates this. Technically, under bankruptcy law, the new gm is not liable for the sins of the old gm and they are not waving that protection. President hollande will be keeping Vladimir Putin and Vladimir Putin from being within slapping distance of each other. Michelle kosinski is traveling with the president. Its a g7 summit which just ended in brussels. What is he doing in that city at all . Why is he in paris . Reporter yeah. Well this isnt being portrayed as an avoidance but hes here in paris on his way to normandy for the dday commemoration back in the days when russia and United States were fighting the nazis but hes meeting with the World Leaders, not just with president obama the g8 for now is the g7 since Vladimir Putin was essentially kicked out of the club. But his actions in ukraine, again, managed to steal the show. And the big topic of discussion in brussels and putins words still made it around the world, sexist comments about hillary clinton. An interview with french tv, asked about being compared to hitler, he said its better not to argue with women. Its not because they are strong but because they are weak and maybe weakness is not the worst quality for a woman. For now, come paris, there are meetings and nonmeetings long these leaders. Putin will meet directly with england, france, and germany and president obama will meet with england and france but not putin. But i will see mr. Reporter maybe this is all just as well because at a prior g8 meeting, an insider told us the talk among World Leaders were Vladimir Putins poor table manners. Jake . Michelle kosinski in paris, the complex putin obama relationship, along with places in ukraine, syria, just compare it to the early 1960s where nuclear war was a real threat. Tonights episode of the cnn documentary series the sixties focuses on that time and on the cold war. Early on in the 60s, you had this backdrop and it was palpable fear in the United States and in the soviet union, that the two sides were going to get into a nuclear war. That was president ial historian robert dallek. Hes author of camelots court. For an historical sake, history sake, can you compare the obama putin relationship with any other similar relationship . Well, jake, were light years away from the 60s now but i think the similarity is that both sides understand both obama and putin understand, you have to talk. You cant just ignore each other. We live in a dangerous world. Both sides have Nuclear Weapons and you cant just walk away and turn your back on each other and, also, the interconnections over the economy. After all, the russians supplied a lot of oil to western europe and its a very important economic tie that they have. France going aahead with a sale to warships to russia. What do you think when you hear people say were in a new cold war . Well, i think thats an exaggeration. That cold war was really just terrifying. Because in that cuban missile crisis, we came within a hairs breath of actually getting into a nuclear exchange. No one feels that way now. You know, jake, i Teach University students in the 60s i taught, schools were freed of the nuclear war. Nowadays its terrorism but not nuclear arms. Lets give them a sense of what it was like to live under a threat of the nuclear war. Its americans describing preparations for a nuclear attack. That we could control such a thing as that and all civilization that we built up would just be washed out. It gives you quite a scare to think about sometimes that happening to us. People were really ready for that to happen. You say we were within a hairs breath. Seriously . It was about to happen . Well, if we had bombed and invaded cuba, the soviets we kind of invaded cuba. We tried to. The bay of pigs, which was a disaster. But during that missile crisis, which the joint chiefs were pressing president kennedy to do that, they had missiles ready to launch at the United States. They had intermediate range missiles that they could have hit the United States within 1500 miles within inside the United States. So, yes, bob mcnamara, he looked back on this, george bundy, i spoke to both of them. They said they were startled at how close they came to such a conflict. Thats because kennedy didnt listen to his generals. No, he didnt. Kennedy said later, its better to be cautious and get a lot of criticism and flack than to jump into something youll regret for the rest of your life. And you know, i think president obama takes this lesson from kennedy as well. Hes cautious about using the military, very cautious. And i think he learned something from john kennedy. So you think, based on your research, that he would perhaps be approaching the ukraine situation the same way . Absolutely. I think it would be very cautious. I think his rhetoric would be firm and direct as obamas has been. But he certainly wouldnt be mobilizing troops or doing anything that would be terribly provocative. Historian robert dallek, thank you so much. You can watch the sixties, tonight at 9 00 p. M. Only on cnn. In our national lead, gun violence is unfortunately a common occurrence across the United States. Chicago is no exception. Just yesterday, an 18yearold was killed and six others were shot in the city. A local reporter reported that a sister was yelling through her tears, what is rahm emanuel going to do about this . Shes referring to the mayor of chicago. Emanuel has called violence the most troubling problem for the city. And proposals by him are employee background checks and video recorded gun sales and limiting a handgun per month per buyer. Mr. Mayor, good to see you, as always. You have a wide swath of proposals. You definitely have had success bringing down the crime rate in 2013. But critics say that these laws that youre proposing will really not affect people who are committing gun crimes in chicago. Dont they have a point, that the people who commit these crimes are not going to the gun store and buying guns illegally, right . I would say no and yes. One is, we are under court order to do this. So we took six months and developed what we think is a strong, tough, and legal way if were under order to allow gun sales within the city limits but do it in a way that does not undermine the safety that the public is demanding. Our challenge here is the flow of guns into the city. The main share of the guns comes from outside of wisconsin and cook county and down state. For those very critics i would say, join me in making sure we have a foundation which is a National Background check, a limit on one gun a month. Rather than criticize what we are doing, join us in the effort of passing comprehensive Gun Legislation nationally. The nra owe other organizations are quick to point out that there really isnt the guns prosecutions that need to take place. Northern illinois, which includes chicago, is ranked 90th among the u. S. Territories when it comes to federal gun prosecutions. Does the federal Law Enforcement in chicago have a problem there . No. The good news is, we have a new u. S. Attorney. They are right about past. Zach has decided and focused the office on gun prosecutions working in conjunction with the local police department. Atf has been incredibly cooperative on gun tracing and gun tracking with us. And the new leadership at the federal level is very helpful. But you know what, you can say its gun prosecution and im for the federal government stepping up. You can say it has to be tracing or what the atf is doing. We also have a responsibility for comprehensive legislation. Now, in the report we issued earlier a week ago, the city of chicago has, as it relates to nongun violence, the same level of crimes that are violence in the areas that new york or l. A. Do, meaning not with a gun, knives, or other things. Its access to guns that is the challenge. It is the fact that the bulk of the guns come from indiana and wisconsin and down state, which is why ive been an advocate since the days of fighting the brady bill and assault weapons ban, you need national legislation. This is not looking for one combination to the lock. Its a series across all fronts that you have to do, which mainly deals with access to guns and limiting that access to the individuals that are trying to seek them for their illegal purchases. Chicago mayor rahm emanuel, thank you so much for your time. Thank you, jake. When we come back, its been 70 years but he remembers it like it was yesterday. His vivid memories of dday. Reporter for three days every week, 93yearold Thomas Blakey takes tourists back in time. Hes part of the allied invasion on the beaches of normandy, a member of the Airborne Division, parachuting behind enemy german lines on dday. 70 years later, that airplane ride is still fresh in his mind. And everybody was very quiet. Some of their fellows were dealing with their beads. Some fellows were faking sleep. We got a break in the weather and we could see the boats going toward france. Tons of boats. Hundreds of them. And we said, how could we lose with this in. Bullets started to hit their plane. Back to the coast of normandy and then it really got hot. We were hooked up, we were ready to go. 18 men are going out that door in 11 seconds. Reporter blakey landed in a cemetery and made his way to the target. We were to take a bridge, take it before deligaylight andd it until relieved. Well, the bridge was there. We had to clean out some of the germans around it. They were coming down the road and they were coming down right into our rifle barrel. We killed a lot of germans. Reporter the battle for that bridge was dramatized in private ryan. I fired at him and saw the bullet at the time it hit and he jumped in the air, raised his arms above his head, dropped his rifle, and fell backwards. Reporter for decades, that image hunted him. I didnt get a scratch. But i had a lot of opportunities. Reporter but all that changed, blakey says, when he walked through the doors of the National WorldWar Ii Museum. I havent seen the little man since ive been to the museum. Reporter blakey is heading back to the bridge and to normandy to mark 70 years since he and 170,000 troops took that beach and turned the tide of the war. We wanted to go home. We wanted to do our duty. We wanted to create a good world and thats what we were trying to do. Reporter when blakey comes home from this trip from normandy, hell return to his new post, the one he has manned for years, where hell keep their memories and sacrifices going strong. And we can never thank him enough. Tomorrow, 70 years to the day, ill sit down with Stephen Colbert as he shares his uncles incredible story of escaping from the nazis in the 101st Airborne Division which you probably know from the movie and the book band of brothers.
