His death is believed to be a revenge killing for the murders of three other teens. Their only apparent crime is that they were israeli. One of them was a dual citizen of israel and the United States. Their bodies were found a week ago. More than two weeks after they were kidnapped from their way home from the west bank school. The blood of all these teens, israeli and palestinian alike is fueling the escalating violence between the two groups. Israel is carrying out air strikes on hamas. Deemed a terrorist group by the u. S. That rules over the dpaza strip in retaliation for hamas rocket attacks. Hamas says eight palestinians were killed in air strikes over the past 48 hours. I want to turn to the spokesman for israeli Prime Minister benjamin netanyahu. The u. S. State department called the beating of this american teenager troubling. One senior say the Department Official tells cnn they are investigating whether he was throwing rocks. Even if he was, was this the right response to that . Obviously we dont think so. Do you agree with the state department there was any reason to beat this small teenager while he was handcuffed . That is exactly correct. There is no excuse for this sort of behavior. We are currently investigating it. Its not the Police Investigating themselves. We initiated a partial, objective, independent inquiry to exactly what happened. That is being done by our justice ministry. Its not the police doing an internal investigation. Its an outside investigation. The victim and his family have already given evidence. The investigation is ongoing. It doesnt matter if he was involved in the violence or not. The fact is that he was handcuffed and apparently he was beaten. If those allegations are proven true, the Israeli Police involved will have to pay a price. Thats clear. Mark, palestinians say this happens all the time. The only difference is that this kid was american. I beg to disagree. We are in israel, we are a democracy like the United States. The police have to work in the framework of the law. They are not above the law. Thats what happens in our neighbor countries where the police are above the law. We have checks and balances and the rule of law. Police have to work within the framework of the law. This unit inside our ministry of justice routinely deals with complaints against the police. Once again, we dont think complaints against the police should be investigated in house by the police themselves. We believe they should be done independently. Thats why weve got this special unit in our ministry of justice to look inthat these complaints. As you know, there are a lot of human Rights Groups that disagree with your assessment. In fact, there is a group that looked at all the incidents of violence against palestinians by jewish settlers and said its under 10 that there is even any sort of indictment. Most of the cases are just dismissed when there is violence against palestinians by settlers in the territories. Look, israel is a country where weve got a very independent, i would say, fiercely independent judiciary. Anyone who has a complaint the way the israeli army, Israeli Police, citizens have behaved, you have open to you a whole series of legal procedures that people use. I can tell you, i know the system works. How do i know that . Because palestinians regularly go to the israeli courts. When they are right, when their complaint is justified, they can win. His murders are not jewish extremists, but descendents and builders of a culture of hate and vengeance nurtured and fertilized by the guides of the jewish state. He made a radio call. The call came back and said the congressman is welcome to take a tour on the 21st of july. This was on the 1st of july. They wanted me to wait three weeks. I asked them to make sure they understood im a federal representative of the people. This is federal property. This is a federal optation and i would very much like to meet the person that runs the facility. The person who runs the facility came down. I shook his hand. We had a brief conversation and he was very clear that no members of congress were going to have access until the 21st, is what he said at the time. They had dinner last night. Celebrated mass this morning and met 3 1 2 hours with each person individually, half hour each. Then spoke at the homily making it very clear this is not only affecting the victims and perpetrator, but to the leaders of the church who did not do enough to expose this issue. What does accountability mean . Accountability. The protocols now put in place, especially formulated by this new commission which Cardinal Omalley is a member, means all bishop conferences, religious superiors are obligated, are required to deal with the situation, to address it, to deal with perpetrators, to care especially for victims. When they dont do that, certain disciplinary actions will be taken. Weve seen already last week that the first time a bishop, an archbishop was stripped of his clerical state was reduced to the lay status, they say, and now criminal investigation is under way involving that polish bishop. So dealing with it means bringing in the police. Of course. Okay. Bishops, cardinals, superiors are required to have these matters either to bring the person to the police or to report the matter to the police. Okay. There is no stopping now. That is an important step because it was thought to be handled internally for many years. The pope himself called this part of a sacrilegious cult within the church. Thats right. If it is that extent, a cult, doesnt that require in a way, cult, that it is an organization and there has been a culture of covering it up. Should that cult be exposed . Right. What can the government due to stop this free loading, to stop the wave of companies from leaving yet remaining here enough to enjoy the benefits of being an American Company . Well, one thing a lot of people say just reform the tax code. The reason why companies do this its so much more competitive over there, but then we just encourage a race to the bottom.
