And the national league. Her husband stands accused letting their baby die in a sweltering car. She has not been called a suspect. Now some pundits are starting to question what explains some of her actions that day . Good afternoon, everyone, welcome to the lead. Im jake tapper. While most American Kids his age are learning to drive or working at terribly paying jobs, this 15yearold of florida is under house arrest in israel as we speak, bruised, nursing broken bones, his family says. Tarek is an american citizen, palestinian american. Take a look at his face. Israeli Police Allegedly did this to him. A camera reportedly caught officers unleashing a beating on the team thursday. Thats him on the ground held down, punched, kicked. The israelis say he was hurling rocks at officers amid a crowd of protesters. He is now out on bail ordered to stay under house arrest for more than a week. When he got out, reporters asked him why police got so violent with him . I dont know, so i ran. They said you were throwing stones, Something Like this . No. I jumped the fence and tried to run away. I saw somebody running at me. I tried to run away. Tariq says he was only a bystander watching the protests and he does have a deep connection to those protests. The demonstrations spring from the death, the murder of his cousin, 16yearold palestinian who was abducted and burned alive on wednesday. This young mans only apparent crime was being palestinian. His death is believed to be a revenge killing for the murders of three other teens. Their only apparent crime is that they were israeli. One of them was a dual citizen of israel and the United States. Their bodies were found a week ago. More than two weeks after they were kidnapped from their way home from the west bank school. The blood of all these teens, israeli and palestinian alike is fueling the escalating violence between the two groups. Israel is carrying out air strikes on hamas. Deemed a terrorist group by the u. S. That rules over the dpaza strip in retaliation for hamas rocket attacks. Hamas says eight palestinians were killed in air strikes over the past 48 hours. I want to turn to the spokesman for israeli Prime Minister benjamin netanyahu. The u. S. State department called the beating of this american teenager troubling. One senior say the Department Official tells cnn they are investigating whether he was throwing rocks. Even if he was, was this the right response to that . Obviously we dont think so. Do you agree with the state department there was any reason to beat this small teenager while he was handcuffed . That is exactly correct. There is no excuse for this sort of behavior. We are currently investigating it. Its not the Police Investigating themselves. We initiated a partial, objective, independent inquiry to exactly what happened. That is being done by our justice ministry. Its not the police doing an internal investigation. Its an outside investigation. The victim and his family have already given evidence. The investigation is ongoing. It doesnt matter if he was involved in the violence or not. The fact is that he was handcuffed and apparently he was beaten. If those allegations are proven true, the Israeli Police involved will have to pay a price. Thats clear. Mark, palestinians say this happens all the time. The only difference is that this kid was american. I beg to disagree. We are in israel, we are a democracy like the United States. The police have to work in the framework of the law. They are not above the law. Thats what happens in our neighbor countries where the police are above the law. We have checks and balances and the rule of law. Police have to work within the framework of the law. This unit inside our ministry of justice routinely deals with complaints against the police. Once again, we dont think complaints against the police should be investigated in house by the police themselves. We believe they should be done independently. Thats why weve got this special unit in our ministry of justice to look inthat these complaints. As you know, there are a lot of human Rights Groups that disagree with your assessment. In fact, there is a group that looked at all the incidents of violence against palestinians by jewish settlers and said its under 10 that there is even any sort of indictment. Most of the cases are just dismissed when there is violence against palestinians by settlers in the territories. Look, israel is a country where weve got a very independent, i would say, fiercely independent judiciary. Anyone who has a complaint the way the israeli army, Israeli Police, citizens have behaved, you have open to you a whole series of legal procedures that people use. I can tell you, i know the system works. How do i know that . Because palestinians regularly go to the israeli courts. When they are right, when their complaint is justified, they can win. Mark, lets talk about the murder of tariqs cousin. His murders are not jewish extremists, but descendents and builders of a culture of hate and vengeance nurtured and fertilized by the guides of the jewish state. Those for whom are every arab is a bitter enemy simply because they are arab. Prosecuting the murderers is no longer sufficient. There are a lot who think this didnt happen in the vacuum. This is part of the culture, hostility toward arabs fuelled by politicians. I dont think that is true. The civil society, government, walltowall, everyone has totally condemned that murder. My Prime Minister earlier today rang up the father of the victim of that murder and spoke to him. First of all, expressed his condolences and the condolences of the people of israel. More than that, wanted to condemn that vigilante violence that, hate crime and he wanted to say israel stands thoroughly against this. We promise to investigate. We promise to bring the perpetrators of that crime to justice and guess what . We delivered. Weve done exactly that. Its important to say these despicable murderers, the people who conducted this crime, they are, for us, people who we despise, people who have no place in our society. Im old enough to remember when there would be a crime against an israeli and the rallying in israel would be peaceful. Now we see these rallies and the crowds start chanting death to arabs, death to arabs. I want to be clear. Im sure you saw the funeral of the three israeli teens who were brutally murdered by hamas. There was tens of thousands of israelis there. The atmosphere was not one of violence, not one of aggression. Not one even asking for retributional for revenge. It was very, i would argue, there was this silence this unity, this quiet mourning. There was a sense of national solidarity. The extremists, those making the noise, those who talk about violence and instigating hatred against the other sides, they are a small minority. That doesnt mean we tolerate them. Our Prime Minister said we will not tolerate incitement, will not tolerate hate crimes or racism in israel. The state, the country will come down with all the power of the law against the individuals involved in those sort of activities. Mark regev, thank you for your time. We are all praying for peace in your part of the world. Thank you for having me. He is the shadowy figure who leads the Militia Group tearing apart iraq at the scenes. Bring your charger with you. Exactly. Coming up, president obama taking heat from one of his very own. Why one democrat says president obama is a step behind how the white house is defending itself on the charge. Pope francis today apologizing for what he called a sacrilegious cult within the Catholic Church. His comments on the coverup were perhaps the most revealing. What he said coming up. Welcome back. The National Lead is a humanitarian crisis on american soil but not one that president obama seems to think he needs to see with his own eyes. More than 52,000 unaccompanied minors have fled Central America since october. Many of them crossing the Mexican American border alone only to end up packed into overflowing processing facilities like this one in texas. While the white house is trying to work with september ral american countries to stop this influx, the president is not schedules to visit any border fas y facilities, despite the fact he will be in texas saturday. You Michelle Kosinski in live in texas. What is more important than seeing this humanitarian crisis with his own eyes . This question has been asked of the white house probably more than a dozen times. Wouldnt this be the ideal time for the president to see the problem up close since they are calling this an urgent humanitarian crisis . They say there is no need for him to be there. He is well aware of the situation. Other Top Administration officials have been there. They say the goal of the president is to speed this up process to get these kids into hearings and then sent home that. Comes with a cost and he is about to ask congress for 2 billion to do that. Of course, in the meantime this is a big political back ant forth. There are protests at the white house, around the country, at the border where tens of thousands unaccompanied children have been apprehended, some 60,000 just this year. Where that money comes from . America is begging to see washington really work. This crisis is a call for reaction. Reporter the white house calls it an urgent humanitarian crisis as they scramble to get enough housing, lawyers, judges to process the children and get them back home quickly to mainly Central America. Now comes criticism even from a House Democrat that its the president who hasnt acted quickly enough to stem the problem before it came to this. I think he still is one step behind. They knew this was happening a year ago. Reporter from Texas Governor rick perry. About five years too late, would be my response to that. Reporter the white house today defends itself saying its been proactive building up resources at the border, and theyve been trying to work with Central American countries to get the message out that smuggling your child over here is dangerous and generally unsuccessful. Customs and border an enforcement put out this graphic video ad in spanish showing a young border crosser end up in the desert. [ speaking spanish ] reporter that is a reallife situation. It has become clear a big part of this problem is this law passed before president Obama Took Office that requires these kids from countries other than mexico to go to a hearing first then be sent home. Even though most of them will be sent home, it sometimes takes years for them to go through this process. Why not change or repeal that law . The white house says even though it is causing problems, it does have humanitarian value for kids who have been trafficked. What the president wants to do is expand the leeway the department of Homeland Security to use its discretion more and get these kids processed more quickly. Thats what we expect to see in coming days. Michelle kosinksi at the white house, thanks so much. One congressman wanted to visit these facilities for himself. He wanted to see ft. Sill that currently houses about 1,000 documented and unaccompanied minors. He notified health and Human Services he planned to visit the facility but did not hear back until he was on his way. He and some aides drove around a large chain link fence looking for a gate or someone to let him into the facility. Ill let him tell what you happened next. We saw somebody peering through the fence. We stopped the car. I got out. Explained i was a member of congress, that i represent the First District of oklahoma. That i would very much like to talk to the person who runs the facility. He made a radio call. The call came back and said the congressman is welcome to take a tour on the 21st of july. This was on the 1st of july. They wanted me to wait three weeks. I asked them to make sure they understood im a federal representative of the people. This is federal property. This is a federal optation and i would very much like to meet the person that runs the facility. The person who runs the facility came down. I shook his hand. We had a brief conversation and he was very clear that no members of congress were going to have access until the 21st, is what he said at the time. The media will get a tour of the facility thursday. They are not allowed to bring in recording devices or talk to any of the children. My understanding is youve been offered a tour that day, as well, but your schedule doesnt allow it so you might be going this saturday. Are you going to take the tour if they give you the same limits, you cant talk to children or bring in recording devices . I will take whatever tour they authorize me to take, but i will also make sure i do everything i can so that people are aware that they have something here they dont want people to know. Like you said, they invited the media. The media is going to come on the 10th. The media, they were told they are not allowed to ask question s, they are not allowed to speak to the employees, the medical staff or the children. They are not allowed to bring any recording devices. If you would like pictures, hhs said we will provide pictures to you. This is unsatisfactory. We have stories here of human tragedy. Human tragedy of children who have made a long trek from Central America to Lackland Air Force base. The reports are as many as 1 3 of the children, talking about the female children, as many as 1 3 have been raped or abused on the way to the United States. There are reports of leasing children. The thought is in Central America that if you come with a child, youre more likely to be able to stay. So they are leasing children. I want to ask you about the girls who have been assaulted. Theyve been assaulted on their way, assaulted at these american facilities . Where are you talking about . What evidence do you have . Thats a very strong charge. It is. These are reports that have come from Lackland Air Force base, both Border Patrol and other officials down there. It was representative henry quillar from texas. This is not a partisan issue. This is a human suffering issue. We need to understand what are the policies that resulted in this . As far as when these atrocities took place, they actually took place on the way to the United States. The problem here is we have an insecure border on the south side of the United States. And we have people down in Central America that believe if you come, you can stay. I was talking to somebody who fights Human Trafficking here in oklahoma. He said that the scenario that has been created, he said its, quote, like Christmas Day for human traffickers. It is certainly a humanitarian crisis. Thank you for your time. Thank you. She is a mourning mother whose husband is charged with the murder of their 22yearold son cooper, the toddler trapped alone and died in a car seat on a 92 degree georgia day. Ross harris says he forgot to drop his son off, but prosecutors say he intentionally left his child to perish in a sweltering parking lot not far from his office. After damning testimony from one detective last week, questions are also swirling in the media about Leanna Harris reaction to this unspeakable tragedy. This woman is part of the investigation. She is not under investigation. Why are so many legal pundits and everyone else so interested in her right now . I think a lot of it has to do with evidence that would not hold up in a court of law, but certainly counts for a lot in the court of public opinion. People will point to the fact whether it was with the revelations that police made about her husbands alternate life, and also about the death of her child, she has never shown any emotion. Then on top of that, people wonder, look, she is so close to this case. She is the mother of the child. She is married to the man charged with the childs death. Is it possible if its deliberate somehow she was involved . She has not been charged with any crime. Authorities say she is part of the investigation. But to legal observers, her behavior the day cooper died and since her husbands arrest is odd, bordering on suspicious. In court thursday, she showed almost no reaction to the lureied details of her husbands alleged sexting to a number of women the day her son was dying in a hot suv. Hes having up to six different conversations with different women. Reporter on the stand, a Police Detective recounted the first words leanna reportedly said when told cooper wasnt there. In front of several witnesses she states, ross must have left him in the car. And theyre like, what . S there is no other reason. No other explanation, excuse me. Ross must have left him in the car. They tried to console her and theyre like, no, there are a thousand reasons. He could have taken him to lunch. We dont know yet. She is like, no. Reporter later, also during testimony, authorities recounted what mom said to her husband when the pair were reunited in Police Headquarters after he had been charged with their sons death. Mrs. Harris asked him did you say too much . Reporter Leanna Harris told authorities she used the internet to research the issue of children dying in hot cars prior to her sons death. Justin harris attorney said the couple were simply researching a Government Program warning against leaving children in vehicles. But it was Justin Ross Harris whos been arrested. The father claiming he simply forgot the son was in the car with him when he drove to work, leaving him strapped in his seat close to seven hours on a day when temperatures were in the 90s. Harris said he only realized his mistake after he left work and was driving to meet friends, pulling into a parking lot, according to witnesses, shouting, what have i done . Police doubt his claims saying the moment he returned to the car after work, the smell of death would have been overpowering. Justin ross harris has entered a plea of not guilty. One of the things we are waiting to see is the toxicology report from the coroner. Some are wondering whether there could have been something in the childs blood stream. Right now the coroner says it looks as though the child died due to hypothermia. Martin savidge, a horrible story. The pope begging for forgiveness and promising accountability in the sprawling sex scandal that plagued the Catholic Church literally all across the globe and across generations. Today pope francis held what were reportedly emotional meetings with six victims of abuse hailing from britain, ireland and germany. In a private mass the pope then said, i beg your forgiveness, too, for the sins of omission on parts of church leaders. Lets bring in father Thomas Rosica who just got off the phone with the vatican. Good to see you, as always. The pope says catholic bishops will be held accountable for failing to protect children from abuse. What does that mean . What does that accountability look like . First of all, you have to put this whole experience this morning into a context that began with Pope Benedict, very clearly reaching out to the victims. Pope francis went further than Pope Benedict bringing six of the victims to the vatican. They arrived yesterday, just to let you know how significant this was. This wasnt just a visit or photo op. They had dinner last night. Celebrated mass this morning and met 3 1 2 hours with each person individually, half hour each. Then spoke at the homily making it very clear this is not only affecting the victims and perpetrator, but to the leaders of the church who did not do enough to expose this issue. What does accountability mean . Accountability. The protocols now put in place, especially formulated by this new commission which Cardinal Omalley is a member, means all bishop conferences, religious superiors are obligated, are required to deal with the situation, to address it, to deal with perpetrators, to care especially for victims. When they dont do that, certain disciplinary actions will be taken. Weve seen already last week that the first time a bishop, an archbishop was stripped of his clerical state was reduced to the lay status, they say, and now criminal investigation is under way involving that polish bishop. So dealing with it means bringing in the police. Of course. Okay. Bishops, cardinals, superiors are required to have these matters either to bring the person to the police or to report the matter to the police. Okay. There is no stopping now. That is an important step because it was thought to be handled internally for many years. The pope himself called this part of a sacrilegious cult within the church. Thats right. If it is that extent, a cult, doesnt that require in a way, cult, that it is an organization and there has been a culture of covering it up. Should that cult be exposed . Right. When the hope first used the expression about this sacrilegious cult it was on the way home from israel several weeks ago. It startled people. Journalists said, whats he talking about here . Father lombardi and i explained it carefully afterwards that rather than adoring the god of jesus christ in spirit and truth, people who were perpetrating these action were adoring a false god. It was completely sacrilegious against our very nature. He went furth they are morning in the homily saying our primary role as religious leaders, men of the cloth is to lead people to god. God help us if we step between that relationship, sever it. He went so far as to say the same punishment will be inflicted on you, you will be thrown into the sea with a millstone around your neck. The pope is extremely serious about this. Lastly, i want to ask, not all victims groups were thrilled with this announcement. The president of snap, Survivor Network of those abused by priests, lets not mistake this meeting today real action. The meeting today will not make children safer. What is your response . My response is snap in its origins existed for a very good purpose. That was to bring about this, expose it and to bring about healing. With pope francis taking such decisive actions, its about time snap rebrands itself and continues to become an instrument of healing. It serves no purpose for the people in snap and its leaders to continue to say not far enough, not enough, photo opportunity. That is nonsense. The pope, Cardinal Omalley, bishops and brooess across the United States and canada and many countries have taken this very seriously. We exposed it. Weve been brought to our knees and we stand with the victims. Its about time snap engages in the process of healing rather than hurling stones. No healing is brought about unless we all rebrand ourselves and come about as instruments of reconciliation. Thats my message. So the snap people have got it a bit wrong. Father Thomas Rosica, good to see you as always. Thank you for your time. Thank you very much. Turning to the politics lead. While Hillary Clinton dodges questions about her possible president ial campaign, she is not able to outrun questions about a moment in her past. Now on camera she is talking about a court case that goes all the way back to her work as an attorney in 1975 when she was appointed as public defender of a man accused of raping a 12yearold girl. At the time, clinton questioned the mental state of the victim who is now 52. The victim accuses the former secretary of state of dragging her through hell. Our senior Political Correspondent Brianna Keilar is reporting on this now. Reporter she answered this question during her swing through europe as part of her book tour. She fielded questions from readers on mums net a leading british parenting website visited mostly by women. Talked about contraceptive rights, guns and commented on this rape case. One reader asking her as a lawyer you defended the rapist of a 12yearold girl calling the victim, emotionally unstable and saying the girls have a tendency to exaggerate or romanticize sexual experiences. When i was a 27yearold attorney doing legal aide work at the lawsuit i taught, i was appointed by the local judge to represent a criminal defendant accused of rape. I asked to be relieved of that responsibility, but what is not. I had a professional duty to represent my client to the best of my ability, which i did. He later pled guilty to a lesser included offense. When you are a lawyer, you often dont have the choice as to who you will represent. And by the very nature of criminal law, there will be those who you represent who you dont approve of, but at least in our system, you have an obligation. Once i was appointed, i fulfilled that obligation. Clinton does not address the part of the question how she challenged the victims mental state, instead emphasizing she was doing her job. Conservative outside groups opposed to a Hillary Clinton run in 2016 highlighted this episode saying its counter to her image as a champion of girls. At this point, its still unclear how big of an issue it would be for Hillary Clinton if she decides to run. Clearly, she thought about an answer to the question and came prepared. I think its clear it was a well thought out answer. Brianna keilar, thank you very much. Its not like they cant afford to pay. They just dont want to pay. Big name Companies Using any tactic to get out of billions in taxes. How are they getting away with it . As president , he was a bore. His secret life behind closed doors appears to be anything but. The racy love letters written by a married man. Welcome back to the lead. Time for the cnn money lead. American companies doing everything within their power to pay the u. S. Government less money. Thats a timehonored tradition, but the latest trend, all the corporations are doing something called inversion. Companies listed on the american stock exchanges are packing up and leaving anywhere usa and building their new Head Quarters in tax havens, scattered across the globe. Its caught on with Companies Like garmin, michael kors, carnival and nielsen, pfizer had a deal to invert fall through earlier this year. Walgreens is thinking of heading through foreign shores. The loopholes becoming so popular, Congress Joint Committee on taxation says the government is set to lose 19. 5 billion in tax revenues. Joining me assistant manager of Fortune Magazine lee gallagher. Inversion, the topic of fortunes cover story. Its perfectly legal. Even though companies are picking up and leaving, they can still reap the benefits of the u. S. System . How does this work . It is perfectly legal. Its called inversion. Our writer alan sloan who wrote the article calls it desertion. He calls these companies deserters. Its been legal, but we are seeing more companies do it. Nothing changes physically. You might still see the headquarters on whatever parkway in whatever city or state they are based in the u. S. Or were, but its about the financials. What we find is so questionable or wrong about this is these companies are drawing from so many benefits that you get when you are an American Company. Benefit from our deep Financial System and markets. Our rule of law and democracy. Benefitting from our physical or intellectual infrastructure. A lot of these companies are drawing technologies from our Research Institutions or testing them on the military or having the military as their first customers. All these benefits that come with being an American Company, they are getting all of those, but not paying for it. This is different, by the way, from what we heard about ge and apple who might syphon some profits through subsidiary overseas. This is one step further than that. What can the government due to stop this free loading, to stop the wave of companies from leaving yet remaining here enough to enjoy the benefits of being an American Company . Well, one thing a lot of people say just reform the tax code. The reason why companies do this its so much more competitive over there, but then we just encourage a race to the bottom. We can do things to reform it, to make it more competitive. What we also need to do and alan sloan argues in this article is to tighten the loopholes, tighten the regulations. The s p used to say you cannot list on our exchange if you do this. They loosened their rules because out of fear another rival index that might start up that would allow this. Now 28 companies on the s p are headquartered somewhere else. The elephant in the room here is that the Corporate Tax rate in this country is 35 . In ireland its 12. 5 . Of course companies are going to want to pay lower taxes. Of course they are. You also have to look at it, the long term that is a shortterm solution. Every ceo would scream at me for saying that. What you also have to look at is the Fiscal Health of our country. Some of these ceos doing this have been publically saying we need a strong, financially Strong Economy and country to sustain our well being. Then they are draining it from the other end. Thats whats the problem here. Some of these ceos, one was on the campaign to fix the debt. This is draining the tax base and arguably adding to the debt. Fascinating. The letters were written between 1910 and 1920, and shipped to his mistress in ohio via railway rail service in a train like this one. They preceded his time as president , but do include all but one year in his time under u. S. Senate. They have been under lock and key 50 years under a courtordered seal. Page after page of hardings hand writing described as his eager, passion, jealous, reverend, wistful love for his neighbors wife kerry phillips. He wrote, i wonder if you realize how much, how faithfully, how gladly, how passionately, yes, you do know the last, you must have felt the proof. Proof, it turns out was something she may have been very interested in. Some experts believe that she may have been a german spy. She was being followed by the bureau of investigation as someone who was a spy. I think that this was kind of an insurance policy for her to keep these letters that people would not bother her if they knew she had them. Just as modern day casanovas try in vain to delete emails, text messages, the married president ial hopeful pleaded with his lover to dispose the evidence. Have a fire. Chuck them. You must. Having so many letters on hand, all my love making is old to you, a darling old story which isnt to be made new. It became urgent once he started running for president and she asked for money. She blackmailed him. He said, look, ill pay you 5,000 a year as long as im in office. Youve got to give me those letters back. She kept the letters. Jim robenalt spent five years investigating for his book the harding affair and discovered the lengths to hide their love including code names and hidden code words. If he was writing what he called a public letter to her that anybody could see, he would use the word constant and underline it. That was code for i love you more than all the world. The collection of letters only shows hardings point of view, as he is said to have destroyed the letters phillips wrote to him, letters that may have swayed his view on international politics. Just as Anthony Weiner goes by carlos danger, Warren Harding had a nickname for a certain part of his anatomy. He called it jerry. Maybe americans finally are tired of seeing aliens invade the earth on the fourth of july or the firework show enough to satisfy our appetite for loud things that go boom.
