The vehicle backs up slightly. The driver exits the vehicle and runs away. The suspect then drives towards center block. It is at this point that those actions were noticed by rcmp officers, that vehicle that is moving with the door opened and pursuing the suspect vehicle. So you see the green bus that goes by. One rcmp vehicle, the second vehicle, there will be a third. Youll be able to see the suspect run into the center block. Our officers are in pursuit. I can tell you as he gets to the door of the center block, thats an exchange of gunfire with the house of commons security officers. Our officers back up slightly as that shooting takes place and then pursue him inside. Another view of the ministers vehicle approaching center block. You can see Police Officers pursuing him into the door. So now ill go through a little bit more detail. Witnesses interviewed by the Ottawa Police service reported seeing the shooter at around 9 50 coming from behind the war memorial on the west side where he fires twice at reservist nathan cirillo. The shooter is positioned on an angle behind the victim where they cannot see him coming as they are facing south. The shooter fires one shot at the second guard but he missed him. Witnesses heard the suspect yelling something that we dont know what it is in english and then running towards the north. The investigation revealed that he used the beige vehicle and headed to welington. The first calls received via 911 were at around 9 52 36. He parked his vehicle in front of the elgin entrance and youll be able to see the slides as we go through the chronology. He accessed the grounds at Parliament Hill on foot and started running towards the east block where members of parliaments vehicles with parked. At 9 53 16, the suspect overtook one of these vehicles and drove towards center block. At 9 53 37, he immobilized the second vehicle and starting run towards the main doors of center block. At that point, vehicles on site chased the suspect to the entrance of certain block. The suspect entered certained block seconds before the officers chasing him were able to reach the doors. It took 1 23 seconds between the time the suspect parked the beige car and entered the center block. One inside, the suspect exchanged fire. The exact details of the exchange are still under investigation. We need to recognize the courage of all the officers involved in this fluid and dangerous situation. The suspect, of course, was pronounced dead at the scene. [ speaking Foreign Language ] there is no longer an immediate threat, however, we continue to exercise increased vigilance and are taking extra precautions to a lot of new information. Let me pass off to my colleague jake tapper. The lead starts right now. Im jake tapper. This is the lead. Moments ago, canadian Law Enforcement officials were revealing new details about yesterdays horrific attack in ottawa. Im joined now by cnn justice correspondent pamela brown whos been monitoring this for us. We saw lots of closed circuit tv of the shooter running from the war memorial to the parliament. They gave information that he had just bought a car on october 21st. Interestingly, they said they had discovered an association that the shooter had with some individuals with radical views. You have more on that. We do. Were learning that he did have connections interactions with other individuals who had islamic extremist views online that he interacted with these individuals on extremist websites and through social media. But at this point, its unclear how far his connections with these individuals went. In other words, it doesnt appear at this point in the investigation that there were any operational links between the gunman and these extremists but that they were just engaging online, including one who is a canadian man believed to be fighting overseas in syria with militants. Weve learned from sources that zehafbibeau had been in contact with this person. This is the first time were seeing Surveillance Video of it all play out. We see the massive chase ensue. We see people running and the Police Officer is right on his tail as he drives up to parliament and gets out with all these Police Officers following him into parliament. But he still somehow makes his way inside and theres a gun battle that ensues. Thats at the heart of the investigation today. How was it that he was able to get through security, get through all of these security agents and still make his way inside injuring three people in a hail of gunfire. As we know, it could have been its horrific, especially for the victim, the canadian soldier, nathan cirillo, but obviously getting so close into the Parliament Close to the actual chambers where Prime Minister harper just spoke earlier today. There was actually a bullet hole right outside that room. It could have been horrific. And the idea that there are now serious questions about whether canada needs to rethink how much security it has in places such as this. I think thats sort of the sense that youre getting in canada today. Theres sort of a sense of shock. Someone said canada lost its innocence. Weve had two serious attacks in canada just this week, two soldiers killed. And we actually learned in this press conference that he fired at another soldier and the bullet missed. But were learning that the fact that he was in communication with other extremists who are still living in canada, you can imagine that this has intelligence officials very concerned in light of that, in light of what weve seen this week. And well have more on this later in the show. Pamela brown, thank you so much. Initial interviews with bibbibes family, his mother told the associated press, im mad at our son. I dont understand and part of me wants to hate him. Cnns ana cabrera is in ottawa. We just learned that bibeau had connections to jihadists in canada. What else can you tell us . Reporter we understand those were Online Interactions with jihadists. But according to u. S. Officials, he maintained a very low profile. He did have a criminal history here in canada. Hed raised some suspicion among canadian authorities. But we also learned at that press conference that he was not one of the 90 people who were on this important list who is being actively investigated. Cnn has learned the suspect, michael zehafbibeau had connections to other radical jihadists in canada, including this man, wanted by canadian authorities for traveling overseas to fight alongside isis fighters. Zehafbibeau was an islamic convert, according to authorities. Unclear whether he had accomplices in committing the attack. When faced with attacks on the country we all love and the things we all stand for, i know we will always stand together. Reporter canada lawmakers returned to work one day after those shootings that killed a soldier and rattled a government and a nation. Sergeant at arms Kevin Michael vickers received a heros welcome as he led the daily procession into parliament. He is credited for saving lives by taking down the gunman who minutes before shot and killed Corporal Nathan cirillo while he guarded canadas war memorial. Members of parliament recount the chaos. Suddenly the door barged open, this one, and it was the Security Guard whos usually manning the door. And he runs in and he shuts the door and locks it and is starting to tell everybody to get down. But as he opens that door to come into our room, the gunshots fire. Reporter when you first heard those gunshots, what went through your mind . It took us a few seconds to realize what they were. And i think it was just panic instinct. We all went in all different directions. Very scary. Reporter and scary as it was, it could have been worse. The gunman entered through this door just behind me and came running down this hallway. He ended up all the way at the end just outside the library where he was shot by the sergeant at arms Kevin Vickers. Had he gone left or right where the two parties were caucusing at the time, the outcome could have been much different. The gunman proceeded down the hall of honor, firing shots. Were told the suspect tucked himself behind this archway. Sergeant at arms Kevin Vickers was in his office right over here. He grabbed his gun, were told he came out, crawled along the wall to be in a position to get a shot. And it is here where vickers took his shots and killed zehafbibeau. There are still bullet holes, in fact, inside that hall of honor. We saw broken windows from the bullet holes. Despite all of that, members of Parliament Told me today its pretty much back to business as usual. They are determined to move forward, not with a sense of fear but with courage and a steadfast resolve to ensure the bad guy here does not one. Ana, thank you. I want to bring in a member of canadas parliament, chrystia freel. Lots of new information at this press conference including the fact that zehafbibeau may have had dual citizenship with libya. What have you been told about him that you can share with us . I think the most important thing is all of us are being very careful not to rush to judgment. I thought that that was very useful information we got from the rcmp just now. Yesterday there was a lot of concern part of the reason we were under lockdown for so long was that there was concern there was an accomplice or shooters in ottawa. The other thing i would say the mood in ottawa today and the mood in the country is, keep calm and carry on. This is very serious for us. But were not going to led it change canada and were not going to overdramatize. Zehafbibeau was living in a homeless shelter before the attack. He bought the car he used just the day before the attack. We know that his mother worked in canadas government for the immigration and refugee board. She had reportedly not spoken with her son for five years. What can you tell us about the shooter, especially in terms of just those final hours of his life as he was plotting the attack . Look, i think the important thing here is that this was a criminal act, it was an act with tragic consequences for Corporal Nathan cirillo, who was the reservist standing at our honor guard at the war memorial. Beyond that, we really dont know yet what was going on in this criminals mind. Well probably never know. And im really waiting to find out more from the rcmp what they find out about him. We do know he was refused a passport. So he had registered as being a dangerous person. There seems to be an odd gap or disconnect in this man, zehafbibeau, and also the man who attacked canadian soldiers earlier in the week with his car. Both of them were known to government authorities to a degree, zehafbibeau applied for a visa to go to libya. He was denied. The other man earlier this week had had his passport confiscated. He said we wanted to go to syria to fight. Even though the government seemed to know something about each one of them, have concerns about them, they still ultimately launched attacks in both cases against canadian soldiers. Does this gap need to be plugged somehow . I think thats a really good question to ask. This is a week when were very grateful to very many of canadian security force, our first responders, particularly to Kevin Vickers, that heroic sergeant at arms who ultimately killed the shooter. But there are questions that were asking in parliament about why these men who had registered as being dangerous werent under closer surveillance. Breaking in our National Lead, a new york city physician is sitting in an Isolation Unit after showing possible, i repeat possible, symptoms of ebola. Hes been back in the country for ten days. The 33yearold was in west africa working for the Group Doctors without borders. The group put out a statement moments ago saying the doctor, quote, engaged in regular Health Monitoring and reported this development immediately. Cnns poppy harlow is in new york on the phone on the way to bellevue. What can you tell us about this case . Reporter hes a 33yearold doctor at columbia Presbyterian Hospital here in manhattan. He was working in west africa with Doctors Without Borders. He selfreported this morning, he woke up with a fever, called theed if ed ied fdny. They took him with all the necessary precautions to Bellevue Hospital. Why bellevue . This is the new york City Hospital designated for any potential ebola cases. Back on october 8th, they ran a drill, a full emergency drill to be ready for a situation like this. We do not know which country this doctor was working in, whether it was guinea, sierra leone or liberia. We do know that his symptoms include a very high fever, nausea, pain and fatigue. But its also important to note, symptoms like that are also consistent, according to the new York City Health department, with malaria. You can have symptoms of that after returning from africa. Also with salmonella or a very severe stomach flu. So i want to emphasize, we dont know if this is ebola. They consulted with the cdc immediately. They decided to do an ebola test. Within 12 hours from now, well know if this is a positive case of ebola or not. Youre looking at pictures right now of the ebola unit at bellevue. They are prepared for any incident like this. And as you state and we cant state enough, this is just somebody who might have ebola. He could have Something Else entirely. He took the step of selfreporting. What do we know about his movements in recent days . We know he got back to the United States about ten days ago. What did he do, say, yesterday . Reporter its a good question. Thats part of why investigators, Law Enforcement officials briefed on the matter say investigators are taking this very seriously because theyre concerned he did not selfquarantine. Last night, he took an uber cab to a Bowling Alley in brooklyn. He was out in public and officials are considering quarantining his girlfriend because he spent time with her since hes been back. Again, you saw that statement from Doctors Without Borders saying he followed all the necessary precautions. Youre not mandated to selfquarantine when you return from west africa. And they think he was following all the necessary steps and immediately reported. But, jake, they are concerned, investigators are, because he was out in public as late as yesterday and we know that he started getting these symptoms either overnight or early in the morning. But the statement from the new York City Department of health says theyre taking this seriously and theyve actively tried to contact anyone that this doctor was in contact with within the last ten days that he was here. They also said the chances of an average new yorker contracting ebola are extremely slim. Thats right. This doctor has not yet tested positive for ebola. Its possible he doesnt have it. The only way one can get ebola is from the bodily fluids of somebody who has ebola who has symptoms of ebola. So people should not become alarmed by this. One last question, poppy, his apartment, is the Fire Department doing anything with it . Reporter its a good question. They immediately were told, seal it off, seal his Apartment Building off. So neighbors might be concerned. There really shouldnt be reason for that at this point because they sealed it off immediately when they removed him from the apartment in the ambulance using the hazmat gear, brought him to the hospital here. We hear at the lead were attacked by loyal tar heel fans when we first reported this scandal months ago. And i should note, i love the university of North Carolina chapel hill. My grandfather was vice chancellor there. My parents met there. But facts are facts but the truth is the truth no matter how uncomfortable. And now a investigation is forcing the university with a day of reckoning. And our sarah gannum busted the case wide open. She joins us now. Reporter the university of North Carolina has insisted for years that this was not an athletic scandal. Well, it now appears to be one of the biggest and most elaborate academic fraud cases in the history of college sports. Topnotch teams alongside excellent academics, thats been the foundation of uncs national reputation. But the school is now admitting to a widespread fraud, keeping athletes eligible by enrolling them in fake classes. The length of time that this behavior went on and the number of people involved is really shocking. Reporter whistleblower mary willingham, a tutor to athletes, told cnn in january that unc had not owned up to the full scope of the scandal. Unc immediately tried to shut her down, attacking her credibility. It wasnt just my colleagues in the Athletic Department that were mad at me, angry with me. It was the b. O. T. , the board of trustees that was so angry with me. Reporter now an independent report has confirmed her claims that many people knew about the fraud and that it lasted for more years than originally thought. They were glaring deficiencies in overnight. Reporter an independent report commissioned by unc found that 3,100 students took socalled paper classes, students never had to go to class, only write a paper and they always received a good grade. Counselors steered the athletes to the classes so they could remain eligible to play. They were, in their terms, gpa boosters. They knew these were classes that gave disproportionately high grades regardless of quality. Reporter the university had previously said the paper classes were the work of one rogue professor, head of the afroamerican studies program. But the report says its actually his assistant who masterminded the whole system out of sympathy for students who were, quote, not the best and the brightest. Three of the National Basketball championships the team won could now be in jeopardy. And while the news has this Prestigious School and its proud alumni reeling, it comes as no surprise to mary willingham. Whats really upsetting still, we still have athletes here at carolina and across the country that arent getting the real education that were promising them. Reporter jake, because of what was released yesterday, four people were fired. Five more disciplined. Many others have left since the scandal broke a few years ago. Welcome back to the lead. Im jake tapper. The National Lead now, the details have been debated and scrutinized for months about the shooting death of Michael Brown by officer darren wilson. While many opinions were formed based largely on eyewitness accounts, we are now learning about some of the forensic evidence in the case. And frankly its not sitting well with some in the community who took to the streets last night to question the fairness of the justice system. Raising new ire in ferguson, frustration over leaks about the official autopsy results and alleged testimony from unnamed witnesses. Its ire expressed at the highest levels of the u. S. Justice department where attorney general eric holder called the leaks inappropriate and troubling since they come while the grand jury is still convening and before the federal investigation has concluded. The leaks include the official autopsy reported by the st. Louis post dispatch, suggesting there was a struggle inside officer wilsons vehicle. Michael browns blood was found in the car and on wilsons uniform. Browns gunshot wounds included a shot in the hand at close range which could support the theory brown was trying to grab wilsons gun when the first bullets were fired. If there is any amount of force used against the officer, then we begin to see some justification for that officer using deadly force. Reporter the post dispatch also quoted a source with knowledge of wilsons statement saying the Police Officer, quote, told investigators that in a struggle for his pistol inside a police suv, Michael Brown pressed the barrel of wilsons gun against the officers hip. 24 this is disputed by many witnesses who charge that wilson was the aggressor. He grabbed onto my friend and trying to pull him in the vehicle. And my friend is trying to pull away from the officer. It doesnt look like at all a struggle for a gun. It just appeared to be the Police Officer trying to manipulate the young man into his vehicle. Reporter but not all of the witnesses are on Michael Browns side. The Washington Post reported that, quote, more than a half dozen unnamed black witnesses have provided testimony to a st. Louis grand jury that largely supports wilsons account of events. The brown family and its attorneys take issue with the selective release of information. I think its a slow wrongful attempt, one, to defame the name of Michael Brown, two, to defame the Publics Trust in the process. Its very ironic that all this evidence comes out the same week, its all not in Michael Browns favor. Reporter while the hands up, dont shoot stance has become a battle cry for brown supporters, some Forensic Experts say the official autopsy, specifically the path of the sixth shot into browns forearm, suggests that browns palms were not facing the officer when he was shot. Based upon the positioning of the wounds, its just inconsistent with him having his hands up. Reporter this in contrast with the experts hired by the brown family for an independent autopsy weeks ago. One thing to keep in mind is that the arm is a very movable part of the body so those shots can be produced with the arm being in different positions. Justice Department Official told evan perez that attorney general holder told lawyers hes, quote, exasperated at the selective flow of information coming out of missouri. Many of Michael Browns supporters agree the leaks are doing more harm than good and say the leaks so far have only told one side of the story. Joining me from ferguson is maria chappellenadal. Can i first get your reaction to some of this new evidence being leaked to the post dispatch and the Washington Post, the autopsy, the blood found on officer wilsons gun and uniform, does this new information change anything for you . In fact, it doesnt change anything at all nor for my constituents. Right now, my constituents feel as though this information that has been leaked is merely out in public to incite the community. From the very beginning, ive always said that there is a cultural disconnect between Police Officers and this community. Minority communities that are hurting right now. And so one of the things that has been told to me time and time again with this new information is that people are wondering, why now . For the last month and a half, people have been talking about not having an indictment whatsoever. So thats been a very clear conversation from the very beginning, at least the middle of this entire ordeal. And to give that information out right now, the feeling among my constituents is that certain authorities are trying to incite this community instead of bringing peace. We do want to have full transparency. But at the same time what this Community Needs is some understanding at least from the side from Police Officers. It is not clear on what Everything Else is going on. Senator, obviously i dont know the motivations of those sharing this information from close to the process or in the process, but is it possible that its actually the opposite motivation, that they dont want to incite the community, they want to prepare the community for the fact that there possibly wont be an indictment of officer wilson . Im not justifying. But isnt that possible, that thats the reason . I understand the approach that the authorities are trying to present right now, giving out information slowly but surely. But since this has been a conversation for at least six weeks, maybe eight weeks at this point, its not new information for this community. We have been talking ongoing about there not being an indictment whatsoever. So that means this information thats coming out, that is purely onesided and not only onesided but inconclusive to the entire time line. We have to figure out what is going to happen when this announcement is made. What should have happened since day one is we should have had counselors out in the streets and psychologists because this community is experiencing ptsd right now. And frankly, i think some officers are, too. So instead of inciting this community, this Community Needs to have supports in place so they can deal with the announcement that happens later on in the coming weeks. What are your sources at cdc telling you . Reporter im hearing from an official that members of the cdc are packing up. They are packing up, getting ready to go to new york. Usually what they do in a situation like this is they send disease detectives. They will follow up with people theyve had contact with, see if theyre getting sicks, give instructions on how to monitor themselves and quarantine them if needed. And they will also be concurrma sure theyre using the correct gear. This doctor recently returned from guinea, one of the three ebola hot spots. Elizabeth, thank you so much. Now its time for the politics lead, we are just 12 days away from those midterm elections in which so much is up for grabs. Republicans need to gain at least six seats to control the senate. There are a number of tight races across the country. One of the most interesting is in the Granite State of New Hampshire where a new cnn orc poll shows a virtual tie between jean shaheen and republican scott brown. Brown, of course, just from the neighboring state to the south, hes bidding to return to the u. S. Senate from his adopted home state, where i believe hes originally from. Dana bash is following the contest. Whats the biggest factor thats led to this incredibly tight race . Reporter barack obama, without a doubt. Not only did the president win twice here in 2008 and 2012, two years ago, he did so pretty handily. Now our new poll shows he is under water bigtime, under 40 when it comes to his approval. That, according to sources in both parties, democrats admit this too, is the single biggest factor pulling jean shaheen down. It was only a couple of months ago that most polls showed scott brown trailing by double digits. But hes done everything he can to tie her to the president. Hes funny. I talked to him yesterday. He barely speaks a sentence without saying, she voted with the president 99 of the time. Shes trying to make it local. Hes trying to make it national. She says, this is a purple state. It was always going to be close. But even republicans are surprised at how close hes come here. And what has been his major line of attacks . We covered this race a few weeks ago. He was talking a lot about isis and jean shaheen missing a key meeting on isis. She and president obama not understanding the threat from isis. Is he still talking about that . Reporter yes, absolutely still talking about immigration, about isis, about ebola, trying to nationalize it in that hes trying to link those crises to the idea that government isnt working, the government is broken, while she insisted to me that nobody comes up to her and talks about national issues. Its all about local issues. And you cant underscore that enough. She is still popular, despite the president s lack of popularity. And she is known for her constituent services. Other breaking news, youre looking at live pictures coming from wjla, theyre from maryland. A helicopter and a small plane collided in midair over fredrick Municipal Airport. Three people reported dead. Rene marsh is here with more details. This crash happened a little over an hour ago. What can you tell us . Just a short time ago this all unfolded. What we know now is a small general aviation aircraft and a helicopter it appears the two collided midair. We do know that it happened at a Municipal Airport in maryland just outside of washington, d. C. Again, were told this was a midair collision. According to the Frederick County sheriffs office, one of the aircraft involved is a modern fourseat single engine aircraft. What is unique about this plane is that it is built with a parachute. Thats what youre seeing dangling from the back of the plane there. In the event of an emergency, that parachute deploys and the plane lands via the parachute. To recap, Frederick County fire chief tells us three people are dead after it appears a small general aviation aircraft collided midair with a helicopter. And this just happening a little over an hour ago. As we get more details, well send it along. I know the information is just coming in. Is there anything we know about the pilots, anything we know about any possible survivors, what other information are the local fire and rescue authorities sharing . Reporter we do have some information. Were holding onto it right now because this is so fresh, it is unclear if next of kin has been identified.
