That occurred during last nights riots. This used to be a beauty salon behind me. No longer. A grand jury decided against indicting Police OfficerDarren Wilson, rioters and police in the surrounding area spent much of the night clashing. Youre looking right now at live pictures in baltimore where protests are starting to merge and shut down local traffic. More demonstrations are also happening right now in atlanta, georgia, and nearby from where i am in st. Louis. Protests across the country from new york city to chicago, philadelphia, seattle remained mostly peaceful. We are also at this hour awaiting press conferences from both missouri governor jay nixon and the u. S. Attorney general eric holder, both. Whom will be commenting on the violence here in ferguson. Law enforcement sent people scurrying from tear gas canisters as rioters flooded into local stores. The st. Louis county Police Arrested 61 people last night. The st. Louis city police, another 21. Maybe the most intense scene happened when Michael Browns mother and video captured by the New York Times was so racked with grief and overcome with emotion that she was able to do anything but sob and cry into her hands, presumably over the death of her son and the failure of the grand jury to indict his killer. Browns mother and father both have, for months, been urging peace. Both have for months been urging the community to not answer violence with more violence. But this is what browns stepfather, lewis head, had to say last night. Burn this [ bleep ] down [ bleep ]. At a press conference today, an attorney for the brown family denounced the riots and violence and tried to turn the focus back on prosecutor Robert Mccullough and his failure to indict officer Darren Wilson. He indicted him himself. Most did not line up with the physical and forensic evidence. Now today, just within the past couple of hours, officer wilson who has been quiet since the august 9th shooting, at least publicly, hes talking. Abcs George Stephanopoulos said he spoke with wilson for over an hour. And the officer insisted to stephanopoulos that he was just doing his job. He said that he was sorry that brown lost his life. With a federal probe into both the handling of the brown case and the Ferguson Police department itself looming, this matter, this debate is far from over. But for some local business owners, their lives in ferguson as they knew them, well, they may very well be over. In a press conference moments ago here on cnn, fergusons mayor, James Knowles said the National Guard was not deployed on time to save businesses from the fire and now that most of the flames have fizzled out, 12 buildings and many livelihoods are now reduced to ash. The day after. Stores and livelihoods, peoples dreams destroyed, looted, trashed and torched. How did we get here . Stop throwing objects at the Police Reporter last night was one of palpable disappointment and anger. They determined that no probable cause exists to file any charge against officer Darren Wilson. Reporter protesters sad, angered, furious that officer Darren Wilson will not face any charges in the killing of Michael Brown. I didnt see a lot of Peaceful Protesters out there tonight and im disappointed about that. Reporter police disappointed that unrest spilled over into destruction. Hurting others or destroying property is not the answer. Reporter and the president , largely unheard. At least by the violent demonstrators that he appealed to. They were oblivious to his call for calm. Hundreds gathered in front of the Ferguson Police department. The crowd grew more reckless. Stop throwing objects at the police you will be subject to arrest. Reporter destroying police cars, even setting them on fire. It was surreal covering this. In my earpiece i heard president obama plead pleading for peace and encouraging the media to focus on the positive. We have to make sure that we focus at least as much attention on all those positive activities that are taking place as we do on a handful of folks who are using this as an excuse to misbehave. Reporter true, most in ferguson were not on the streets rioting. Most were likely at home. But the disconnect was jarring. It was as if i was listening to a speech from another time or from another planet, far from this one. Fewer than two hours after the grabbed ju grand jurys decision was announced, tear gas was used to clear the streets even though the Police Departments own website said it was only shooting smoke. This was definitely not the case. Theres glass all over. Reporter pushed down the street along with everyone else, my crew and i witnessed the devastation of a city block vandalized, looted. A woman, a local pastor, pleaded with those stealing from beauty world to stop. They did not listen. Cars pulled up with people inside struggling to deal with the tear gas. As the gas affected more demonstrators, some became enraged at the scene unraveling. They put gas on top of her body. Shes pass out. Reporter frustrations in the community were clear. Yall should have seen this coming. Reporter while in downtown ferguson, businesses were being burned. At one point we filmed these men with bricks in their hands. Then we, too, were attacked. It was all the kind of scene ferguson officials had said they had prepared for but had hoped to avoid. We are going to survive and were going to have to come together and what happened tonight cant happen. Cant continue on. So just how do authorities prevent tonight from becoming a repeat of last night . One of the buildings that went down in flames was the heal stl, standing for st. Louis, post after Michael Brown was killed. Alderman french, thanks for joining me. I want to get your reaction to Michael Browns stepfather last night because that was a very intense and heated moment and, look, this is not a problem that was created last night but i dont think that what he said, burn this bitch down, how do you think that contributed, if at all, to what happened last night . So i was there when that happened. And i think he was expressing a sentiment that a lot of folks in that crowd felt and when he said those words, though, the mood did change and things got a little bit out of control. I just think there is such anger and emotion around this topic, around this case. And i think it was an incredibly poor choice to release the announcement late at night and to presumably do that without coordinating with Law Enforcement. It just looked like government was not prepared. Its so strange, because for months, since we started covering this story in august, the community, Community Leaders like yourself, Law Enforcement was talking about preparing for this announcement. I dont think anybody had any real doubts that there was not going to be an indictment handed down. That certainly seemed to be the suggestion we were hearing from Law Enforcement officials, from leaks. What happened . What went wrong . Im not sure what went wrong. Even at the press conference a few hours before, i think the state officials had said that every contingency had been prepared for but when i was out there on west florrisaissant th was chaos. And there were no police there . There were no police out there. I walked out there as a large crowd started to form and i saw some people that started to pull down those boards and ender. Enter. I called police and it took them a while to come but the fact is, no one was there and ready. It seems like we got all of the negative sides of preemptively calling a state of an emergency but none of the benefit. So we didnt see National Guardsmen out last night. One last question this is a tough question, but, look, in the past few months when there have been arrests, often the people arrested were not from st. Louis, not from missouri, even. Last night, most of the people arrested were from st. Louis area. Yeah. Yeah. You got a so back in august during those worst days, when there was a lot of violence, there were a lot of locals who were anger and willing to go to war with the police. I have to interrupt you. Im so sorry, governor jay nixon is speaking. I apologize. Lets listen in. Good afternoon and thanks everybody for joining us. Let me introduce chief dan isom, colonel ron of the Missouri StateHighway Patrol, chief john belmer, the st. Louis county police department, assistant chief al atkins of the metropolitan police department, Major GeneralSteven Danner as well as Gregory Mason from the missouri National Guard. Last night, criminals intent on lawlessness and destruction terrorized this community, burning buildings, firing gunshots, vandalizing storefronts and looting family businesses, many for the second time. I am deeply saddened for the people of ferguson to wake up and see parts of their community in ruins. I just came from west florissant. Its a heartbreaking sight. Seniors afraid to leave the house, school canceled, kids afraid to go outside and play. What theyve gone through is unacceptable. No one should have to live like this. No one deserves this. We must do better and we will. This morning and into this afternoon i met with guard and Law Enforcement leaders. All agree that the violence we saw in the area of ferguson last night cannot be repeated. Thats why were bringing more resources to ferguson and other parts of the region to prevent a repetition of the lawlessness experienced overnight. The National Guard presence will be ramped up significantly. In ferguson and ensuring that they are ready to act quickly to prevent violence. First, we are deploying hundreds of additional guardsmen to ferguson who will be stationed throughout the community to protect homes and businesses. With these additional citizen shoulders, Law Enforcement officers will be able to focus on protecting lives and property in the community. The missouri National Guard will continue to provide security at critical locations, including the Ferguson Police department. Last night, more than 700 guardsmen were at nearly 100 vital facilities throughout this region in both the city and the county. And i thank them for their work. Its a testament to the professionalism of local Law Enforcement, Missouri StateHighway Patrol and the guard that no one was killed last night. Third, the guard team will be positioned and ready to act at a moments notice if challenges arise. Altogether, there will be more than 2,200 National Guardsmen in the region. Lives and property must be protected. This community deserves to have peace. We will provide safety and security to the region. I know this morning that there is pain in the hearts of this community. I also know that it is vital for us to understand how we got to this place and how to make it better. I continue to be heartened by the steadfast work that so many people in this region are doing on behalf of peace and understanding to avert violence and move forward together. As in august, the missouri National Guard will deploy a trained and ready professional force, our soldiers were equipped to do the job in august. We returned to ferguson and this region and well continue to do a good job and protect the citizens and life and property. It was very disappointing for me to watch the hard work of chief belmer, chief dotson over the past 100 plus days go up in flames so to speak last night. So much work has been done by the command in the last 100 days and we deployed many officers out in the area and, unfortunately, there was a group of people who were intent on causing violence and mayhem. There will be a significant presence in the community and we hope that we will protect the property and protect the businesses of those people in ferguson and also throughout the city of st. Louis and our community. Thank you, director. Glad to take any questions. Why didnt you deploy the National Guard promptly . We had, as i said before, about 700 guardsmen in 100 locations in the city and county last night. Late last night, early this morning and im not sure exactly the time, we deployed guardsmen to the Ferguson Police department as additional force strength there and as was indicated by the folks here, we have well continue that mission along with the other two missions that we talked about, expand the role of the guard. Were working to make sure theres Public Safety and that the guard is that that force is used in a way to make sure that tonight is a safer night. What do you think about the fergusons mayors comments that hes deeply disappointed that you waited to deploy the National Guard . I didnt. We had 700 that went out early last evening, including late last night, guardsmen deployed directly to the Ferguson Police department. So i say that but you have more than 2,000 now. Thats the force strength well have in the area. Well have a significant number out tonight but obviously its shifts. The bottom line is, as i said before, were going to continue to up their numbers here and work with the unified command to make sure we keep things calm and safe. Governor, was the National Guard on west florissant before the looting and the burning of the buildings happened and, if not, why werent they there . The National Guard was part of the unified command. They were providing Service Throughout the area so officials would be freed up to be part of that command. As i said before, we had 700 guardsmen in the region doing a lot of static work out there such that others couldnt. We certainly had a guard at the command post and as i said, we had guard at the Ferguson Police department. But we will have more out there tonight and we will continue to provide resources. Over here first. Yeah. How many National Guardsmen did you have in ferguson last night . You keep saying in the region. As i said before, we had some. Im not sure of the exact number and somewhere in the neighborhood of 100 at the police department. As far as governor kinder is concerned, he is saying that you may have been pressured by the Obama Administration and the Justice Department to not deploy a number of these guardsmen to ferguson and actually do something as opposed to just guard federal buildings and city buildings. Can you please respond to this charge . Its false and absurd. Were doing our duty. You have behind me a number of sworn officers, hundreds of people putting their lives on the line. Politics has not one bit to do with the tasks at hand and the seriousness of this mission. Yes, sir . Governor, why did you change that plan . Im not once again why did unified command change that plan . Im not going to go through operational things other than weve been working these plans for a period of time. Were going to have more folks out there tonight. Were moving folks into that area but we want to stay agile. As we look towards missions were putting out, we had 700 gur guardsmen in the area and most of them were in a position so they could free up certified officers that could be freed up to be agile in the force. Tonight things will be even safer. Are you just deploying a military policemen out there or i infantry out there . Well have force as appropriate. Will you have infantry dealing with protesters . Well have the force necessary to deal with it. Im confident our folks are trained and ready. Art, go ahead. Any consideration about shutting down west florissant . Theres going to be a lot of guard and i think what people want is peace. What they want is safety. Weve got to get through to that point where the people of this region are kwon if i deconfiden and down their streets and in a strong, unified way to make sure that the people of this region on their streets, not that we have to have guardsmen or Police Officers or things of that nature, were trying to get to a place back to a place where the city of ferguson and the region felt comfortable Walking Around with their families, with their kids. Thats our goal not to shut the place down. Thank you all very, very much. Protesters are gathering in several major cities. Right now, what started as small groups of people, well, its now grown into hundreds. Baltimore, atlanta, philadelphia and, of course, ferguson. A grand jury decided not to indict him in the death of 18yearold Michael Brown. We just heard from fergusons mayor that wilson is still on administrative leave. I want to bring in cnns justice correspondent evan perez and i also want to bring in state representative jeff roda, a Business Manager for the local police union. What can you tell us about this press conference, jeff . What stuck with you . What was remarkable is that the mayor of ferguson told reporters that he hasnt talked to governor nixon, the governor we just heard from at the top of the show, since august. And he said he was calling last night to see if he could get some help from the National Guard deployed to the city. Couldnt get anybody on the phone. Now, its just a really fascinating thing here where it seems to be a lack of leadership where you have the governor who cant answer the question of where the buck stops and mayor knowles also seemed to have the same problem of, who is to blame . The city is burning and he cant seem to be able to communicate with people. He tried to get through to the governor to get National Guard deployed to ferguson and he didnt get a return call . He didnt get a return call. Keep in mind, the governor has been criticized for declaring a state of emergency too soon and he kept the National Guard out of sight, really, for the last few days. Maybe that played into how the deployment happened yesterday. We dont know. He seemed to be saying that they are going to be a little more visible. Jeff, let me ask you, you spoke with officer wilson last night. What was his response to the decision by the grand jury . What was his response to what happened last night . You know, darrens first concerns are with his fellow Police Officers. Hes very worried that there are officers in harms way over something that happened to him while hes sidelined and then that would be difficult for any Police Officer. Let me ask you, because obviously the Policemen Union deals with incidents, not as many this high profile, i could imagine. When it comes to a Police Officer who has been accused of things and ultimately cleared, how and i dont mean this to sound accusatory, but how could he go back to work at the Ferguson Police department . Wouldnt that be awkward for him . Wouldnt it be potentially difficult for him to do . Well, there would certainly be safety and security concerns. Were nowhere close to that point. Darren potentially faces federal civil rights charges. He, im sure, is going to be sued by the family for harmful death. Im sure there is a pending internal investigation to determine whether he violated Department Policies or procedures. While we turned the page jed h yesterday. Although he got married last week. So hes trying to move on with his life. Im not going to go into details of his life but hes trying to live a life under the most impossible circumstances imaginable. You dont have any information about what is next for him, whether hes going to resign or join a Different Force or anything like that . Any cop in a situation like this would be in a daze and trying to grapple with what the reality of their future is. State representative Jeffrey Roorda and evan perez, thank you. Its still daylight here in missouri and were seeing protests throughout the east coast. These are live pictures from baltimore and philadelphia, people congregating, gearing up for a night of protests, of civil disobedience, perhaps. This, after yesterdays grand jury decision not to indict officer Darren Wilson. We could see the scene repeat again and again tonight. 120 demonstrations are planned in 35 states. We have seen the anger, of course, and the destruction in the aftermath of the grand jurys decision to not indict officer Darren Wilson in the shooting death of Michael Brown. But the prosecutor in the case says that regardless of what people feel, regardless of what they heard from the media and their belief, the grand jurys ruling, he says, came down to one thing. The evidence. Im joined now by cnns pamela brown. Youve been pouring over the pages of documents that the prosecutor released last night. What stands out to you . Well, what really stands out to me, jake, is how wildly different the witness accounts are. And, of course, looking at Darren Wilsons testimony, he testified for hours and talks about how when he first pulled over Michael Brown, he said that his face looked like a demon, that brown charged after him. Other witnesses, their testimony was very different. They said that brown surrendered. So that was really a big part of what we looked through with these documents but also it seems like the physical evidence played a key role with the grand jurys decision. For the first time, were seeing Michael Browns blood inside Darren Wilsons car where the confrontation began but witness accounts what happened outside of the car recorded from 70 hours of grand jury testimony, 60 people over the course of three months dramatically differed. The prosecutor chose to present those witnesses, even the ones whose testimony was contradicted by the physical evidence, he gave even that evidence to the grand jury, i think deciding ultimately im going to let these ordinary citizens decide one way or the other. Reporter the 210pound officer wilson said that he felt like a 5yearold holding on to hulk hogan. He said minutes later brown turned around making a grunted aggravated sound and ran towards him. The officer opened fire in selfdefense. Browns body was 153 feet from wilsons car and his blood was 25 feet farther east. The blood trail indicated that Michael Brown had turned and had approached back toward officer wilson for at least 20 or 21 feet. Reporter other witnesses told the grand jury wilson was the aggressor. One of the biggest points of contention, whether the unarmed 18yearold was surrendering. One witness said, i never seen him put his hands up. He started charging towards the officer. Other recollections were not so clear cut. One witness said that brown never raised his hands up but staggered with his arms outstretched. Bob mccullough said some of their witnesses lost credibility after their statements didnt match up with the evidence. No additional witnesses made such a claim. Reporter and forensics show that brown was shot at least six times out of the 12 rounds fired. The only closerange wound was to his hand. Jake . Pamela brown, thank you so much. Long before this case even made it to a grand jury, many questioned the fairness of the process and they openly discussed and wondered if a prosecutor with family ties and close business ties to local police ties to local police would possibly taint the outcome of the case. Its a sentiment that was echoed today in a News Conference held by attorneys for the brown family. From the very beginning, that the decision of this grand jury was going to be the direct reflection of the presentation of evidence by the prosecutors office. If they present evidence to indict, there would have been an indictment. If they dont present the evidence in a manner to secure an indictment, then there wont be an indictment. Im joined now by former new york city mayor and former prosecutor Rudy Giuliani. Thanks for joining us. You say that the grand jury got it right but it is unusual, the grand jury situation in this case. It was unusual that the prosecutor didnt build the case the way its usually done. He presented all of the evidence and let the grand jury decide as opposed to making a suggestion and a recommendation, when you were u. S. Attorney, did you ever present a case like that . Unusual but not unique. This is a situation in which i dont think the prosecutor knew himself what the right answer was so we presented it to a grand jury. And when you read the testimony and i have to admit i havent read all of it but i read about 200 pages, theres no question that they could indict. Even the description that you just heard, there were many conflicting stories. Many conflicting stories means, you couldnt possibly prove this case. When theres conflict, you cant prove guilt beyond a reasonable doubt. And this grand jury came to the conclusion that there wasnt even probable cause to believe that he committed a crime. If you have to read just one thing, read the interview of witness number ten who, i believe, is an africanamerican, nonidentified as such in the transcript because they dont go that far. But his testimony completely, 100 corroborates everything the Police Officer said. And he said the reason he came forward was because he was so upset that people were lying about the fact that mr. Brown had put his hands up because that never happened. And, of course, at least four people perjured themselves about mr. Brown being shot in the back. Do you know how powerful that testimony would be at a trial and how it would destroy any ability to win this case . So im saying the prosecutor had no choice. If he had brought the case its not necessarily go ahead. Im sorry. If he had brought the case, he would have lost it and the riots that youre seeing now, particularly the ones that are organized by the racial arsonists. Im not talking about the people protesting. A lot of those signs that were out there last night were printed four, five, six days ago. This is a very wellorganized form of racial arson. And it would just i want to talk about that in a second. But mr. Mayor, in terms of how the case was presented, you know theres an old saying that a prosecutor can persuade a grand jury to indict a ham sandwich. Right. That its not that difficult. In fact, the latest stats from the bureau of justice said that theres Something Like 160,000 federal cases prosecuted and grand juries decline to return an indictment in only 11 of them. This is not a federal case, obviously, but people who side with Michael Brown on this say the fix was in i mean, it is very unusual not to lead the grand jury towards the conclusion you want them to reach . Its unusual because most of time youre certain that the person is guilty n a situation that you are not sure, this is very unusual. The grand jury serves a main purpose and the purpose 95 of the time is to return an indictment that the prosecutor wants. But 5, 6, 7 of the time they serve the process of being investigatory grand jury. Ive had grand juries help me for three years. So this particular grand jury was used by a prosecutor who, i believe, wasnt sure what the right result was and put it to jury which, by the way, comports with the constitution of the united states. I want to ask you about this racial arsonist. Sure. There are people who feel like there are racial injustices going on that white Police Officers can kill young black men with impunity. I understand that there are people who use rhetoric and there was a lot of violence on the streets of ferguson last night but it seems dismissive to say if youre protesting and putting signs out a week ago as opposed to someone who feel like young black men dont get a fair shake. They have the right to protest. I had many protests when i was the mayor of new york city but i had no riots. I had riots before i was mayor but i paid attention to this ruling about the crown house riots that preceded me which he said you shouldnt allow a cooling off period. I think they made a terrible mistake in backing off. The first person who throws a stone, the first person who break as window, who lights a fire should get arrested. There should be a clear delineation. They have every right to be as angry as they want, yell, scream, call names. They even have a right to taunt the police, which they do horribly. They have every right to do that. They dont have a right to throw stones to, break windows, to steal bikes, they dont have a right to steal liquor. They certainly dont have a right to burn down the stores of their very own people which is a true and absolute tragedy and gives you an idea of the kind of people who are organizing that part of the protests. I am not talking about the whole protests but there are people who are organizing that part of the protests. And i know and you know who they are. Well, certainly the violence is to be condemned in any instance. Outrageous. Former mayor Rudy Giuliani, thank you for your time. I want to go right now to paul butler who is with me. Hes a law professor at Georgetown University and a former prosecutor. I also want to bring in gloria marshal. Paul, ill start with you. What do you make of what Rudy Giuliani said deefending the grand jury process. Jake, the reason the signs were printed in advance, the results of the grand jury was a foregone conclusion. This grand jury was not going to indict the Police Officer for killing this young black child. Why . Because the prosecutor did not want them to. The prosecutor is a man who depends on Police Officers and works with them every day. Hes got six in his immediate family and his father was tragically killed by a young, black man. So was he the person to bring this case . No. As a former prosecutor, i was embarrassed by that press conference yesterday. It sounded like this prosecutor thought that the real suspect was Michael Brown. He sounded like a defense attorney for officer ferguson. There is no way prosecutors get indictments in 99 of the cases. No way he didnt want this indictment. He did not want this indictment. Gloria, let me ask you. The basic argument you just heard was, hey, we didnt know what happened and this grand jury helped us investigate it and ultimately decided the preponderance of the evidence was that the crime had not been committed. He said that there was a problem with the evidence, conflicting testimony. Thats up to a jury in a regular criminal proceeding to decide the credibility of the witnesses. Who has a credible story . Who sounds like they are lying . This is just to see if theres enough evidence that some type of crime has been committed. And when you look at the grand jury testimony with Darren Wilson, what you see is that he said that i feared for my life. There should be a crossexamination about what caused you to fear for your life . You didnt see a gun. So hes charges toward you. Did you fear for your life or did you fear for the humiliation of being beat up by a deteenage. Jake, when we look at the racially charged language that officer wilson used in front of the grand jury, he said that this 18yearold child had an aggressive face. He said he looked like a demon. He said that when officer wilson was fighting with this man, that he felt like a 5yearold in the hands of hulk hogan. Again, he did not see a human being when he was in this encounter with Michael Brown he. What about the timing of the announcement . I studied civil disobedience. Ive studied civil rights protest and even in my book i have a chapter on civil rights protests. If you want to isolate protesters, this is how you do it. You make sure they are in an isolated place, you shut off access to any parts of the community and therefore, you have them. Anyone who is going to be part of the protests will be the only people who are on that street at that time. Welcome back to the lead, life from ferguson, missouri. Eric holder spoke moments ago about the unrest here and the status of the federal investigation. Lets take a listen. Well, good afternoon. I have been briefed by members of the Justice Department and i wanted to provide a brief update of the Justice Departments ongoing efforts arising from the events in ferguson, missouri. Ive been briefed today by the cops director, ron davis, Principle Deputy associate general molly moran and members of my staff, all of whom are here with me now. They are overseeing the federal investigations into the shooting of Michael Brown as wells a the investigation that we are doing of the Ferguson Police department. I want to emphasize that we have two investigations that are ongoing. As ive said many times before and reiterated in my Statement Last night, the departments investigations will continue to be thorough, they will continue to be independent and they remain ongoing. They will be conducted rigorously and in a timely manner so we can move forward as expeditiously as we can to restore trust, to rebuild understanding and to foster cooperation between Law Enforcement and community members. Last night and throughout the day, i have been briefed on events in and around ferguson. I was disappointed that some members of the community resorted to violence rather than respecting what i thought were the really heartfelt words of Michael Brown sr. And the way he wanted his sons memory to be honored with nonviolence. It is clear that acts of violence threaten to drown out those that have legitimate voices, legitimate demonstrations and that act cannot be condoned. By contrast, im very encouraged that some of the more Peaceful Demonstrations last night as well as today have occurred and have been in keeping with mr. Browns request. I would remind demonstrators of our history that those the way in which we have made progress in this country is when we have seen peaceful, nonviolent demonstrations that has led to the change that has been the most long lasting and the most pervasive. The id ask the cops director, ron davis, to continue to confer with local Law Enforcement and conduct an after action review so we can develop strategies for identifying and isolating the criminal elements of Peaceful Protesters. Additionally, i have instructed Department Officials to continue to make contact with leaders of the Peaceful Protesters and to seek their assistance in isolating those individuals who are inclined towards violence. Weve had a good ongoing dialogue with peaceful demonstrators in ferguson. Ive been very heartened to hear about the work that our Customer Service relations have done and instructed them to maintain those levels of communications and keep those avenues of communications open. I really embrace those who have been proactively intervening to stop acts of violence within their midst and i encourage them to continue to exercise this important leadership. I know that that is not an easy thing to do but it was very heartening to hear about people last night trying to stop those other people who were tried to loot and trying to destroy businesses and burn things. Those people who took it upon themselves to try to stop those kinds of things are in fact heroes in my mind. Michael browns tragic death has revealed a deep distrust between some in the Ferguson Community and its police force. Also developed a need to develop and widely disseminate Law Enforcement best practices for responding to public demonstrations. The department of skbrus cities has begun this work and will continue to work with communities around the country in this regard. The reality is that what we see in ferguson is not restricted to ferguson. There are other communities that have these same issues that have to be dealt with and we at the Justice Department are determined to do all that we can to bridge those divides. We launched in september our Building Communities of trust initiative to provide training to Law Enforcement and communities on bias reduction and procedural fairness and we plan to apply evidencebased strategies in the five pilot sites around the country. This is all designed to bridge those divides, bridge those gaps between Law Enforcement and the communities that they serve. These gaps, these divides exist in other parts of the country beyond ferguson and our focus will be national in its scope to try to deal ultimately with these issues. We will continue to advance this work, as i said, around the country in the coming weeks and months by bringing together elected officials, Law Enforcement officials and Community Leaders both to ensure dialogue but also
