President trump and pope francis could not be more diametrically opposed when it comes to the most important issues facing the world, but they tried to put that aside and talk about the Terror Threat which is a flitting conversation after the events of this week. He said, you know, just reminds us why we have to win this fight, and we have to do it. The president is expected to hire a trial lawyer hes used in the past, marc kasowitz, as one of his outside attorneys to deal with the special counsel investigation and possible campaign tries with russia. Nearly simultaneously the white house said it was no longer considering former Vice President ial candidate Joe Lieberman for fbi director. Lieberman happens to be a partner at kasowitz firm. White house officials insisted the decision to expand its fbi director search was just a coincidence. Fellow republicans maintain that all of the russia questions must be answered. It has to be resolved. The American People want answers. 100 senators want to make sure that our country stays safe and secure and strong. Were committed to getting to the bottom of this. Reporter now secretary of state Rex Tillerson noted that russia will be participating on a sidelines of the g7 summit down in sicily later on at the end of this week. Tillerson said that russia will have to address its actions in ukraine if it hopes to rejoin what used to be known as the g8 before it was kicked out after its actions in ukraine. At any moment well get the highly anticipated report from the Congressional Budget Office analyzing the new Republican Health care bill. The report gauges the potential impact on the federal deficit and estimates how Many Americans might be covered, how Many Americans might lose coverage. You will recall the white house celebration earl they are this month after republicans pushed through their bill, before the cbo had a chance to analyze the bill. Cnns Phil Mattingly joins me live from capitol hill. No matter what the new cbo report says, there will be millions who will be uninsured under the current bill. Yeah. Thats not even a question at this point, jake, and were in the midst of the famed capitol hill wednesday out waiting for the numbers to come out from the Congressional Budget Office which aides say should come within the hour. The crucial numbers, 24 million would lose their insurance based on the early expectations or at least the early scoring of this bill. Of that 150 billion in deficit reduction would also occur. That latter number is actually really, really number for this bill to actually move forward. They need to secure 2 billion in deficit savings. Now, jake, that gives them a huge hurdle and as we talked about repeatedly over the consideration of the bill they changed provisions giving states the opportunity to opt out of Insurance Regulations which should do help them on the number of insured, should drop that number from 24 billion, thats the expectations and it will also cost more money adding 8 billion to address those with preexisting conditions so the big question is what will the number of indiana shourd be . Will the deficit reduction target make sure it can be sent to the senate and considered and also noteworthy, where premiums actually stand. Will they go down like the republicans have said will be the primary goal. All crucial issues well keeping our eye on in the next couple of minutes. Once the score comes out do you have any sense what may be major sticking points for the senate republicans. Senators have been meeting behind closed doors since the house ball trying to hash out a path forward and what im told based on numerous conversations of people inside these closeddoor meetings and they are a lot of problems and not all that different, the Medicaid Expansion. Senators from states like pennsylvania, nevada, West Virginia, who want to protect that expansion or at least let the phaseout be a little bit easier, a softer landing, if pull. A lot of other issues, too. No clear consensus right now. The senate still has a lot of work to do. Phil mattingly on capitol hill for us. Following some breaking news. Former adviser carter page says that he will testify before the House Intelligence Committee as part of its ongoing probe into russian interference into the u. S. Leaders of both the house and Senate Intelligence committees are threatening to hold flynn in contempt of congress. Judiciary committee on which you serve say they have yet to receive these fabled comey memos. What next steps are you prepared to taken to sure that you get a chance to read them . Well, of course, we want to see these memos. Theres a legitimate question to be raised about the head of the fbi. That is in the jurisdiction of the judiciary committee. Wed like to know the circumstances for the firing of comey and, of course, we want to know the standards that are being used to pick his successor. Its a critical question. Reporter at this point do you think that former National Security adviser Michael Flynn should be held in contempt of congress for his refuse al to allow himself to be interviewed. Well, im told that the fifth amendment does not apply to documents that already exist, and so he couldnt use the fifth amendment as his excuse for not complying with the subpoena thats been issued by the committee. If he wants to plead the fifth amendment in terms of his personal testimony, thats his right to do, but when it comes to documents, those already in existence, that would not apply. President trump has hired outside private counsel. What do you make that have . Well, i think hes finally going lawyer up and take it seriously will. I mean, if you listen to the thing hes said and what hes done over the past several weeks, i dont think hes taken this whole obstruction of justice issue seriously. The conversations hes had with mr. Comey as well as the leaders in our intelligence agencies about stopping their investigation of russian interference in our election are truly troubling. Yeah, and on that subject, obviously cnn and the Washington Post and others have reported this, that President Trump asked both the director of National Intelligence dan coates and the head of the National Security agency admiral rogers to publicly deny any evidence of collusion between the Trump Campaign and russia. Now if but combine that with the firing of comey, the comey memo alleging trump asked him to back off from investigating flynn, the president telling the russians that firing comey took pressure off of him because of the russia scandal, and on and on, do you see a case for obstruction of justice . Well, i can tell you there certainly is smoke. Whether theres fire is up to bob mueller. Bob mueller is now the special counsel in this case, a person whom i trust very much. He was head of the fbi, former federal judge. Hes a man of integrity and intelligence, and i think he knows where to take this investigation, but is there evidence to be looked at . I have no doubt that he regarded the group of people around the president dishonorable. This is a guy with a story to tell. I think if i were donald trump that would scare me a lot. What do you make of that, senator . Well, i think it is worrisome. The situation is really hard to understand with with the advisers to the president and some of the information that has come out. Police have just made arrest number six in connection with the manchester terror attack at a concert monday during police raids of two apartments of the brother of the bomber who. Hes also been detained in libya for a separate plot, according to authorities there. The brother admitted during interrogation that he and the attacker were members of isis. A family friend says their father took both his sons to libya about a month ago to try to keep them out of trouble in manchester. Police say its very clear that the bomber was part of a wider terrorist network. The 22yearold was known to authorities and on the radar of intelligence services. Cnns Atika Shubert is in manchester where theres obviously a very heavy police presence. Atika, what are you seeing . Reporter absolutely. I mean, this is all part of the expanding investigation, the sixth arrest, the woman who was arrested, we understand that happened here. Armed police went in to make that arrest. We dont know exactly how she is connected to this investigation, but police have confirmed there is in fact a link, and in addition to that, of course, we now know that the younger brother of salman abedi has now been pay rested in tripoli. Now, we dont know the circumstances as well of what happened there, but it appears that he was arrested by a local militia, and they claim that he was planning an attack there. Theres no way for us, however, to independently verify this. Now, again, this is all part of that investigation that is growing, and thats because according to the chief constable, of course, this is not just the work of one man. Heres a look at all of the different sites that we have visited so far. A few weapons, mobile phone jamming equipment and body armor, more than a dozen police suited up to search an apartment in this building. Police wont say what or who they are looking for, but they now believe that the Manchester Bombing was not the work of one man alone but a network. Now this location is very different from the other suburban homes that police have searched. This is city center, and its just about a mile and a half away from the site of the attack. Theres a lot of students who live here, also Young Professionals and also apartments for shortterm rent, but its still not clear what exactly links this location to the attacker. This is salman abedi, the attacker identified by the manchester police. Investigators now believe he visited libya weeks ago and only returned to manchester in the last few days. This facebook photo was taken a few years ago, and it was showed to us by a neighbor and and abedi family friend. A member of the Libyan Community here, he remembers salman as a quiet child and last saw him and his brother heading to evening prayer at the mosque. One relative he smoke to was distraught, reeling from the shock that the killer was one of their own. He was in a state that they cant really say anything to him. They had recently returned to libya, salman, too. Isis has carved out a substantial presence in libya. His return to manchester would have been a red flag to terror investigators. Police are now trying to retrace Salman Abedis steps to understand how he was able to return and obtain such deadly explosives. Now what police are looking at is exactly what he did as soon as he arrived here in the uk but also how he was either able to construct or obtain that explosive. This is what they are looking at, whether or not there was another bombmaker that passed it on to him or if he was somehow able to make it on his own. President trumps newly released 2018 Budget Proposal will bolster defense and military and Border Security spending, but other dramatic cuts to social safety net programs could hurt a large number of americans, including a large number of trumps base supporters, White Working Class voters. We took a closer look to the programs that are slated to be reduced or eliminated all together, and there is no question these cuts will sting poor communities. Ironically many of these programs are the lifeline for people who live in areas that voted solidly for trump during the president ial election. In georgia, more than 1. 7 million are enrolled. Under trumps budget work Study Programs for Higher Education would be cut by 488 million. More than 15,000 students would lose access to the program, in texas, another state trump won. A cut of 193 billion over ten years from s. N. A. P. , a program that helps over 42 million lowincome americans put food on the table. Cnn found seven of the ten states that have the largest share of people on s. N. A. P. Voted for trump. Farm subsidy cuts would reduce spending on things like crop insurance. The budget also eliminates Economic Development programs in Rural Communities like appalachia, including West Virginia and pennsylvania. I live in appalachia. When had the money gets doled out, i know personally from history where that how that money gets allocated. Reporter but dont expect trump voters to give up on the man they elected just yet. If and when people start feeling the pinch in their pocketbook or even if they are doing okay but they see their family members, their communities suffering, thats usually when youll see a real political shift. Well, many are calling this had a messaging document. It spells out essentially the administrations priorities, but even some of his own republicans cannot fully embrace it at this point, jake. I think thats safe to say that the budget will not look exactly like this when it does pass. It never does, but its a good blueprint. Renee marsh, thanks so much. Mary katherine are, i remember Tucker Carlson asking President Trump a few months ago about how his Health Care Program was going to hurt a lot of his supporters and a Budget Proposal that might hurt a lot of trump voters. I think its important that its not a budget that will end up being the budget. Many obama budgets got zero votes from a democratic senator so thats how these things roll out. Its an odd document, attempting to get savings from the discretionary programs and ignoring what republicans have been talking about for decades which is the real driver of our spending problems which is the health care stuff and social security. Republicans have been on this for a while. In fact, house races have proved its not the third rail r. Can you talk about it and can look forward to try to make some reforms not affecting people who are currently getting these promises that they paid in on. Trump doesnt want to touch them. Hes been fairly clear and thats the most telling thing about this document. As far as trump voters are concerned, i think they voted for him for Different Reasons than policy often, and im not sure that they are going to be policy wonks about this document that doesnt even become law. Abby, two people who are deeply involved in the budget process, Mick Mulvaney, a Freedom Caucus republican congressman and paul ryan, speaker of the house, they would love a budget that reforms medicare and medicaid and social security, but the president no interest in it. And what youre seeing sheer what we often see with this white house is their reverse engineering policy from the president s statements. They have to start from wherever he started with a policy that was set forth without having really gone through the numbers, without having really thought through how it would work out in practicality and now were here with a budget document that essentially does back flips to try to achieve deficit reduction over the long term without touching entitlements, and in order to do that has made draconian cuts all throughout the rest of the budget while also increasing defense spending and by the way throwing a few Million Dollars in there for the budget for the border wall, so its its a hard thing for them to do and thats why the budget itself when you talk to economists and experts, many say it doesnt make sense. The numbers dont really add up and its because the policy was not created with sort of real numbers in mind when it was thought out. The Congressional Budget Office just released its scorecard on the new Republican Health care bill that passed a few weeks ago. Back to cnns Phil Mattingly on capitol hill. Phil, i know youre reviewing the document right now but give us the highlights. Reporter the top line that everybody will focus on first and foremost. 23 Million People would become uninsured over the course of a tenyear period because of the House Health Care bill act. Ies that actually a is million person increase than what we saw in terms of people that would maintain insurance from the original bill. That bill had the number at 24 million. Now for purely procedural reasons the other key number everybody was paying attention to is the amount of deficit reduction. In order for this bill to actually even move over to the senate, they needed to save at least 2 billion over the course of a tenyear period this. Bill saves 119 billion, according to the cbo, so at least procedurally everything is god to go. The bill will move over to the senate. The top line which is most noteworthy and everybody will be talking about and democrats are certainly going to attack on, 23 Million People over a tenyear period would lose access to insurance because of the bill, and i think its noteworthy, obviously l. Republicans say very clearly, jake, that they dont believe the cbo models reflect conservative policy or that models are an accurate assessment of where their bill would actually be based on the changes they are trying to implement here but no question about it. This was a damaging number when this number first came out in march. That 24 million number, particularly for moderates, so as this heads over to the senate now, this will certainly be a head line that everybody is paying attention to. One other key point, and i think this is noteworthy. When had you talk to senators involved in this process on the republican side of things, they made very clear, they are rewriting this bill. The only number that really mattered was making sure procedurally that could move forward, the deficit reduction bill but as we talked about earlier, jake, the issues that have cropped up in the house debate are the same ones cropping up in the Senate Debate and one of the primary issues is the Medicaid Expansion. Obviously a huge part of obamacare, a huge part of the coverage increases that weve seen nationwide over the course of the last seven years. Theres no question about it. As they freeze and then phase out the Medicaid Expansion and reform the med case program, as they apply 880 billion in cuts to that medicaid program, coverage loss is almost certainly going to happen. Thats a big debate over in the senate. Its going to continue to occur, so while they will certainly be rewriting large portions of the house bill these numbers matter and will certainly apply to the debate going forward. Jen, republicans in the senate, particularly whole are hoping nor a better number, though they are going to rewrite their own bill anyway. 23 million, 1 million better than 23 million who will not have insurance by 2026. We should point out a few million of those are people who voluntarily will opt out of insurance. Not all of them will be cut out of the system, but still a number thats not going to help moderate republicans especially sell this back at home. Sure. Look, i think this is not remarkably different from what we saw with the last cbo score. Probably not going to be a major factor for people who are for or against it. Its just another piece of information setting up for the Senate Debate or the senate preparing their own bill. Ultimately the measurement should be what the status quo is for this cbo bill says this bill would potentially do. We know the senate will entirely rewrite the bill but this will put more pressure on them to address things, like the medicaid cuts which a number of senators are been very vocal about. I dont know how vocal they will be or if they will go to mcconnell, maybe a combination of both, and some of the other concerning parts of the house bill so this is just a reminder to people of how devastating this is. I dont think its going to be a major factor in terms of moving people who are on one side or the other. Mary katherine . I think its important to keep in mind its not 23 Million People losing the Health Insurance they have. Many people despite a mandate have opted out under obamacare over many years despite the fact that cbo stayed would solve all the problems and didnt. The other number thats important is cbo predicting premiums would drop 20 in markets that waived some obamacare mandates and thats the part, essential Health Benefits if you allow people to have flexibility about what goes into the plans then perhaps you can get lower numbers which by the way is why it was called the Affordable Care act because people wanted Affordable Care. This will change in the senate but thats something americans are asking for, a federal study just this came that came out from hhs that over the past four years obamacare contributed to doubling premiums, so if you can bring those down and make that argument, that helps you a bit. You also have this other side. And that is a number, the 20 reduction in premiums in states where they decide to opt out of some of the obamacare mandates. Thats something i suspect well hear a lot from republicans. And i think overall the premium question is one of the outstanding issues to the left here. The white house would tell you that the rest of the Health Care Reform plan is still unrealized and not taken into consideration with the cbo score. This is just naze one. They have other faces, but one thing to look at when it comes to premiums is not just what the immediate effect or what is the longterm effect and whats the effect on people who are in different parts of the sort of age range here . Whats going to be the effect on Older Americans . So i think some of these issues will need to be sorted out, particularly in the senate side where they are very sensitive to the effect, not just on an individual district but on an entire state. What the is going to be the effect for the entire state population in places where maybe they do get rid of essential Health Benefits and thats something very popular. People in that state want or need them or believe that its important to have them. I dont believe these issues will be just as easy as saying lets get rid of this mandate and prices will go down. I think youll have a lot of pushback. And jen, there are winners and losers in all of these plans and any politician, whether obama or paul ryan, they try to pretend theres no losers, only winners, but Older Americans having their premiums go um, thats politically difficult than younger americans because Older Americans vote more than younger americans. Thats right, and the essential benefits package is not costfree to just get rid of it. The premiums may go down, that means that millions of women who rely on Maternity Care could lose that. That means people who rely on coverage for asthma and a lot of things that are covered by the essential benefits package could be lost, so we may not know the political impact of that right away, but we could certainly know it in the next couple of years. Young people, yes, young people would be helped here, but young people are not the people who need health care the most in terms of relying on it for sickness and disability. Thats older. But the problem is the young people are the people you need in the system to make the system work. Were actively chasing them out of the system with the premium rises and deductible rises and nobody is suggesting that all the essential Health Benefits would go away immediately. That is waiver process that you would go through in various states and i would imagine that based on many states that many states will do and then people will lose and thats the problem. Youre giving us graciously this first look at it, so why dont we roll this video and then we can talk about it afterwards. Okay. It would be my fathers 100th birthday. Ive thought about him and missed him every day of my life. Growing up without him was made easier thanks to all the people who kept him in their hearts, who told me that he inspired them to work and fight and believe in a better world, to give Something Back to this country that has given so much to so many. I remember hiding underneath my fathers Oval Office Desk when i was little and sitting on his lab on the honey fitz. He would point out the white shark and purple shark though i could never see them. He had his friends throw their socks overboard which i loved. President kennedy inspired a generation that transformed america. They marched for justice. They served in the peace corps, in the inner cities and outer space. His brothers carried on that work fighting against poverty, violence and war, championing human rights, health care and immigration. As my father said in his inaugural address, this work will not be finished in our lifetime. To us to continue to continue to pass these values on to our children and grandchildren. One of defining relationships in my life is with someone ive never met, my grandfather, president john f. Kennedy. Its a little odd to be connected to someone you dont know, especially when everyone else has access to much of the same information about him that you do. Throughout my life i have been able to connect with my grandfather through the study of history which i know he loved. Both studying his life and the eras and patterns that fascinated him. To me thats where he lives, as a historical figure rooted in the past but also as a person connected to so much of what came after him, his writings and from the stories my relatives have told me. But while my grandfather had reverance for the past and the lessons they could impart, he also knew that america was a country where change was possible. We arent bound solely by tradition if we understand the past with which we are breaking. Im inspired by my grandfathers sense of equality, his courage in naming the injustices in American Society and his call for action. His words and his ideals mean so much to me and to the world we live in today, but were still faced with tremendous inequality and injustice from Voting Rights to our criminal Justice System and mass incarceration. My grandfather would be proud how far weve come as a nation since 1963 but he would have been the first to tell us we have a long way to go. I hope everyone regardless of age or party will remember when president kennedy told america decades ago this. Nation was founded by many nations and backgrounds, it was founded on the principle that all men are created equal and the rights of every man are diminished when the rights of one man are threatened. President kennedy was elected on a platform of challenges and not promises, not for what he would offer the American People as president but what he would ask of them. My favorite peach is the one that president kennedy give at Rice University where he makes the case for sending a man to the moon. He said that that challenge was worthwhile not because it would be easy but because it would be so hard. My generation will inherit a complicated world will countless unsolved problems. Climate change is one of them but its the type of challenge that i think my grandfather would have been energized about and eager to solve. He cared deeply about the environment, about science and technology and recognize that had only if america leads the world in solving global problems can we make sure its done right. From that speech at rice and from the Space Program he helped launch, we can learn a simple but important lesson. Great challenges are opportunities, and it is each generations responsibility to meet those challenges with the same combination of energy, faith and devotion that president kennedy and his contemporaries displayed decades ago. Knowy with ear up to the task but we have to demand action from our leaders and we have to vote. As his family, were so proud of what my father stood for during his life and how powerful those values remain today. I hope that these reflections on president kennedys life and his influence on those of us who share his legacy will encourage people all across the United States to look at challenges in their own corner of the world and Seek Solutions that heal, lift up the forgotten and make a difference in the lives of others. I mean, obviously coming your fathers 100th birthday is coming up monday. Im sure there were a lot of people want you go you to talk, wanting your children to talk. Well, as he becomes part of history i think thats important to show sort of what he still means to tus as a person, and i think i think each of my kids had a different slightly take on it, but theres a lot of emotion there, and i think that probably is something that we could share better on camera. I love that story about your dad telling you about the white shark and the purple shark following you and making his friends throw socks in. Its such a great corny dad joke. But i do wonder hearing it like is it difficult having your dad be this icon that the rest of us feel like we have a sense of and we have a take on, and hes part of our lives in a way, and you actually knew him . Well, i think really he sort of growing up he was sort of part of everyones life, and so that was a very special and unique thing for me, but i think it really meant a lot, and i think it made it a lot easier, and i had so many relatives obviously as well, so so the fact that people would come up to me every day and say, you know, i got involved in my community because of your fathers inaugural speech, and even when i was in japan, people were still telling me that they had memorized that speech, that they were so inspired by president kennedys vision of service and of American Leadership that i think that that really kept him alive. Not a lot will have inaugural speeches that people are still quoting from. Right, i mean, when you think about if. Why was it important to have your children . We dont see rose, tattiana and jack, you know, they are they are private figures. Well, i think the point here is that that he is a historical figure. 100 years is a really long time, but i think his legacy and values are timeless and live on, and we want to encourage younger people today who are still very curious about president kennedy to connect with those values, to connect with his message of justice and service and courage, and so and innovation and experimentation and and the belief in america, so they i think are the best people to take that message forward into the 21st century. Your daughter, i believe it was rose, said or maybe it was tatiana, actually, that growing up she never even met him so she learned about him the same way that i learned about him in school. What did your kids ask you about him when they were growing up . I cant well, now they are older so i think that they were both interested in anything that i remembered which are mostly childhood memories, so when they were little we could talk about those things and hiding under the desk and my pony or my pets and i know when my uncle teddy came to talk to their classes he would always talk about all the pets that had lived in the white house, things like that, but as they got older i think they really became interested in the issues and the relevance today. So many of the issues that are now on the in the headlines had their roots in the 1960s, whether its working through multilut rall institutions like the u. N. Or Environmental Movement and and civil rights obviously inspiring the Civil Rights Movement around the world so i think that really it is study history really isnt about the past, its about what kind of world do we want to create for the future. Your dad was so erudite and proud about his wit, do you think he would mick a go the of Politics Today . Thats maybe a tough one. Well, i think, again, and i went back and looking at his speech that he gave right before he became president and he said history will judge us by four qualities, courage, dedication, quality and judgment so i think thats how he would judge Politics Today, and i think, you know, everybody can make up their own mind. You dont do a lot of interviews like this about your father. Is it tough to do . Well, its its a lot easier to do with my children, and i think im so proud that they are proud of his legacy, and i think having a chance to share it with them and with another generation makes it makes it a lot more fun more me or enjoyable.
