Haiti. Florida governor rick scott is warning, do not wait to get out. Do not wait to evacuate. As people on long, long lines for gas hope that theres enough fuel to get them out. As far north as South Carolina, the governor there ordering hospitals and Nursing Homes to get their patients out. We are set up across the caribbean and in florida where millions are bracing for a direct hit. We have the latest track of this monster storm from the cnn weather center, of course. First lets bring in our Senior National weather correspondent. Shes on the edge of south of miami. Where you are right now, it was devastated by hurricane andrew in 92, how are people in the area preparing now for this new monster storm . Reporter this is 35 miles south of miami, and this is a city that was almost completely wiped off the map. This has been a town that weve seen trying to prepare, trying to get out, heres the problem, you need fuel in order to escape, this gas station that were standing at, you can see that the windows are boarded up, tape is up here, the reason why, within the last 15 minutes, they just ran out of fuel. Theres some deezle left. Theres a gas station over here, two more on the side, theyre out of fuel. Right across the street, that citgo, also shuddered, completely out. The options here, south of miami, they are dwindling. After seeing the devastation irma left behind in the caribbean, floridians are bracing for a monster. Boarding up their homes. And preparing to get out fast. Todays going to be the deadline. People are going to get caught in the turnpikes. Theyre going to get caught in the roads because theyre going to do that last minute panic. Its going to be too late. Reporter urgency echoed by governor rick scott this afternoon. As the Sunshine State braces for the most powerful hurricane ever recorded. We cannot save you when the storm starts. If youre in an evacuation zone and you need help, tell us now. Reporter from kissimmee to ft. Lauderdale, people are waiting hours for fuel. Reassuring them supply is the top priority. Meez take only what you need. Be considerate of others so everyone can get out. Reporter as tankers make their ways in to meet demand, smaller boats and cruise ships are heading out, at least one Cruise Company tells cnn it is using its vessel to evacuate employees to calmer waters. This is a serious, serious storm. Ive called it a nuclear hurricane. Reporter the mayor is sounding the alarm as ambulances stand ready to move the last of its patients out of harms way. Early this morning, Broward Countys Animal Shelter evacuated more than 175 residents by plane. In order to make room for displaced pets during the storm. Physical Broward County doesnt get hit, they will be the receiving shelter. Reporter miami beach is now under mandatory Evacuation Orders, but still, some residents are vowing to stay. Maybe its stupidity of the first class, but nevertheless, i want to stay at home and i want to see if i can survive it. Reporter thousands more are heeding orders, crowding floridas airports and state highways as they flee their homes not knowing what they may come back to. So four gas stations here just on this corner completely out of gas, except for some diesel that the one station. The concern here is as the weather models get scarier and scarier, the options are simply disappearing. Jake. All right. Thank you so much. The big question of course what part of the United States will take a direct hit from Hurricane Irma . As florida braces, moments ago we learned President Trump has signed an Emergency Declaration for the state of South Carolina. Cnn meteorologist tom sader is in our weather center. Tom, what is the latest on irmas path . Well, weve seen some fluctuations, east and west, the last couple of days. It hasnt been by much, but it doesnt take much to really throw everything just kind of out of joint because now weve got several more million americans that really could be looking at an impact. Were going to take a look at this, we have our storm which has dropped five miles per hour, jake, by the way, here is jose. Its headed toward the Leeward Islands and could be a category three. Thats like 24 hours after harvey, get another hurricane watch. This is madness. The storm center now getting ready to throw in some high winds, the turks and caicos which hopefully most have been evacuated. They could see a 20 foot storm surge. Now the warnings through the bahamas. However, this is a big, big deal today, jake. We just dont see the National Hurricane center just slap up a watch anywhere it pleases. There is heavy consideration, great analysis in this, it costs millions and millions of dollars to slap up a watch, somewhere in the u. S. Because of the federal, state, and local aid thats needed. The resources, and for all the the citizens that need to pack northward. Again, its just a watch. Watch out, but this is going to become a warning as the system gets closer. Now as you were asking, more on the track. These are the spaghetti plots, theyre different than the european and of course the u. S. , the gfs still some of the models, some outliers like the uk go down into cuba, almost disregarding that. If you split the two. We have paths that are off to the east. We could take a look now of a planning chart. The colors you see here are when you can expect Tropical Storm force winds. So you dont want to be leaving in Tropical Stormforced winds, and that southern florida on saturday. Youd actually like to leave tomorrow if you can early if youre still trying to hold out. Youre watching this move up quickly and theres big concern for that because of the size of irma. We could see, as this makes land fall, its so massive, yes, the eye is 23 miles in diameter, but out 50 miles a hurricaneforced winds. Tropical storm forced winds will swallow the entire peninsula. But heres where the shift is getting interesting. Notice, it doesnt show much from yesterday and even last night. But when we get down in closer and we break down some of the models here for you, youre going to be able to see more of a difference, jake, i think between the american and of course the european. This is something i want to point out to you. Last thursday, there were 1,200 miles between the two. The u. S. Model was up by the northeast, but the european last thursday is right where it is now. The consistency is overwelcoming, but the european model has shifted more, almost a direct line to central south florida where the u. S. Kind of hugs just the coastline, but that has even shifted westward. It was further away off the coast. So again, weve got two scenarios right now and both are devastating. One the european then slides it directly up florida, and of course, as we get into around sunday evening, it looks like into monday morning, right over orlando. So for everyone who is evacuating northward and think youre fine, i would tell all the residents in north florida, stock up on fuel and food as well, theres a lot of mouths to feed and there could be mass chaos. But the secondary track could just make a land fall right into around savannah, georgia. Jake. Tom sader, thank you so much. Joining me is rick scott, thanks again as always, the latest updated storm track appears to show irma making a direct hit on miami and the florida keys. Though of course the track could still shift. Is florida ready . Were working very hard, jake. Were very ready. Im just working hard to make sure our citizens are ready. Our biggest is fuel availability. I have had phone calls with the oil companies, with the carriers, with the retailers to try to get more fuel to our citizens. We have some shortages, we had some outages. Its the biggest issue, ive been working with the white house, the epa, fema, department of transportation, to, you know, reduce regulations so we can get more gas in the state. Were doing everything to get more fuel to the state. Were providing i hear youre talking to escort go ahead. Keep going, im sorry. And providing escorts to get the carry yars out of the fuel depots, out to the stations as fast as they can without getting stuck in track. Were seeing bottlenecks for traffic as people are evacuating. Were trying to make sure we get through the traffic as fast as possible. So we get everybody the fuel to evacuate. I hear that youre talking to the federal government and to the fuel companies, are you seeing any results . Yes. We got some were getting additional tankers in to port tampa bay. We have three tankers coming in if today, each of the tankers has 1. 2 million gallons. We are getting more fuel there. There was some fuel in the panhandle and in georgia they were able to get done into florida that are in trucks. So were and was with secretary pruitt, scott pruitt this morning, and the waiver, to get more fuel into the to be used and i got that done this morning. Still working on some other regulations. Ive talked to the white house, ive talked to fema, were working on that. My concern is i want to make sure people can evacuate. Theyve got to have the fuel to evacuate, and then as soon as this thing hits, ive got to have fuel when people want to get back into their houses. And so ive got to think about how to get ready, but afterwards how do i make sure people can get back to normal as fast as possible. Do you expect Evacuation Orders to expand as Hurricane Irma approaches . Absolutely. I was just i just finished my third city today, jacksonville, and theyre working on their Evacuation Orders. Heres whats different between this and andrew. A lot of people know about andrew. This is a bigger storm, it has way more wind, but most importantly, has way more storm surge. Even if states like jacksonville, if it continues to path it looks like its going now, if you follow the National Hurricane path, theyre going to see storm surge, but in south florida, you could have tenplus feet of storm surge. Your house could be covered. And so, its different than harvey which was a rain event. This thing is supposed to be fastmoving. We wont get as much rain, but you can get a band of water coming off the coast and just engulf your house. So youve got to listen to these Evacuation Orders and understand, this storm surge is deadly. And thats my biggest concern. People dont they havent dealt with it. We had some last year, our first hurricane hermine, but it was in area that didnt have as many people, so people didnt see all the damage it caused. It causes unbelievable damage. I dont want to lose one citizen. I want to take i want everybody to be safe through this hurricane. All right, governor rick scott, thank you so much. We wish you the best of luck with your goal. Thank you, jake. Before the United States takes a direct hit from Hurricane Irma, the category five storm is ripping through the caribbean. Were going to go live to haiti next where the impact is being felt right now. And officials tell cnn, they are not ready for this storm. Stick around. Let me tell you whats at rirveg here. More than 100,000 people in low lying areas, thats the storm itself which we continue to feel here, but also higher in the mountains. Youre talking about the risk of mud slides and flooding, last year during hurricane matthew, you had entire families swept away from their homes, you know, very basic homes swept away into the sea and that is the fear here today. Yes, officials being blunt, they were waiting for help from the government, as of yet, few hours ago, it had not arrived. Jake, we are lucky here, we are getting the back end, not a direct hit. If theres any country that could use luck, its haiti. Theyre praying their luck remains as they see the effects of an enormous storm even if youre just getting the back end of it. Paula newton in haiti, stay safe please, thank you. We heard Florida Governor rick scott tell citizens get out now. The entire state of florida is now bracing for this monster hurricane. Hundreds of thousands of people along the coastal areas have been ordered to leave their homes and evacuate in preparation for Hurricane Irmas arrival. You can see the sandbagging operation, thats behind us. Those are inmates actually bagging individual bags of sand and throwing a maximum of ten into each car. A slow operation. There are people that weve talked to that have waited since 8 00 this morning. Just to get their hands on ten sandbags. Losing gas in the process. Yes, mandatory evacuations in place beginning tomorrow afternoon, jake. All right, bren, thank you, please stay safe. Were watching Hurricane Irma still tearing through the caribbean with power rarely seen from a storm in this part of the world. Property jekted path of this hurricane is of critical importance right now. Irma could be bringing devastation for hundreds of miles from the eye of this storm. The storm has already killed at least six people. And brought unprecedented destruction to parts of the caribbean. Its battering parts of haiti right now. Lets bring in raul falda, hes the mayor of coral gables. Thanks for joining us. You ordered evacuations for zone a of the city. Thats for people along the coast. Do you expect to expand those evacuations, and if so, when . At 3 27 p. M. Today, i expanded them to a, which we had since this morning, b, and c. Yellow and orange zones is part of the double zone. We are taking this extremely seriously. And its such a huge storm that we have an Evacuation Order for about 40 of our city. Were taking it very, very seriously. We have 48 miles of Coastal Water front properties, including canals, and theyre very much in danger. And we are taking it very, very seriously. Our city is up are cyou concerned about evacuations whether or not they started early enough, sir . I am more concerned about the earlier evacuations, im concerned about the people that dont leave. I called the heads of many neighborhood associations and they say that we have the order to evacuate, but some people just dont want to leave. And with andrew, we had areas of the city that were devastated and we didnt have surge potential that we have with this one. Anybody who doesnt want to leave is really risking it. Risking his or her life, and the life of a family. I hope everybody will leave within the evacuation zone. What is the reason that people in coral gables are giving for not leaving . Do they not trust the forecast, have there been too many incidents in the past where they were told it would be a category five by the time it hit and it was a category one or two . Why would somebody not leave when given an Evacuation Order . That may have happened in the past, although i dont remember that happening in coral gables. My home is my castle, and people just dont to want leave their homes. And they feel safe, of course they feel safe, but in this circumstance, in this situation, i urge everybody to leave, obey the Evacuation Order because it is most serious and when the wind goes up over 45 miles an hour, we cannot send rescue vehicles, police cars, rescue, et cetera, because we put those lives in danger too. Anything over 45 miles, they dont have rescue possibilities, and this is going to go up to 175, 180. Weve got boats, extra boats to navigate the flooded streets and such, but with this wind, were not going to be able to reach those before, again, i urge people to leave. Coral gables mayor, thank you, stay safe. Best of luck to you and the people of coral gables. Donald trump jr. Welcome back to the lead, we are breaking news on the russia probe and the politics lead now. Cnn is learning exclusively that Robert Muellers team has approached the white house about interviewing white house staffers who were aboard air force one when that initial misleading statement about donald trump jr. s meeting with the russian lawyer at trump tower was crafted. Thats according to three sources familiar with these conversations. Two of the sources say that mueller wants to know how the statement was put together and whether information was intentionally left out. And, of course, who exactly was involved. This follows a report last month. President trump helped come up with that first misleading statement about his sons meeting in the middle of the 2016 campaign. Today donald trump jr. Met with Senate Investigators to offer what we figured to be his fourth version of events at that now meeting. You might call trump jr. Said he never met with any russians, then when evidence to the contrary emerged, he said that the meeting that he had was about russians adoptions, adoptions of russian orphans, then after details, he acknowledged he was told it was sold as being about incriminating information on hillary clinton, and then the fourth, today, in a staimt to the Judiciary Committee in the senate, donald trump jr. Says he was there to determine clintons quote, fitness for office. Cnn justice correspondent Jessica Snyder picks up the story from here. Well, its great to be here reporter tonight donald trump jr. s hours long face to face with the senate Judiciary Committee left some senators unsatisfied. His appearance today raised as many questions as it answered. Reporter sources tell cnn trump jr. Insisted to the committee that he did not tell his father about the june 2016 meeting at trump tower. The controversial gathering also included brotherinlaw jared kushner, Campaign Chairman Paul Manafort as well as a russian lawyer and a few others. Trump jr. Said he took the meeting because he was intrigued by the offer of damaging information on hillary clinton. His Opening Statement said, to the extent they had information concerning the fitness, character, or qualifications of a president ial candidate, i believed that i should at least hear them out. Im an american. Reporter sources tell cnn trump jr. Also told the committee today that he didnt recall the white houses involvement in his written response after the meeting became public this summer. That statement omitted that the meeting was about Opposition Research and the white house admitted the president weighed in and offered suggestions. Trump jr. Admitted he knew there could be legal questions. Depending on what if any information they had, i could consult with counsel as to whether give it further consideration, but when the president s oldest son first disclosed the meeting in midjuly, he gave no indication he was concerned about any fallout. This is pre like russia fever. I dont think my sirens, you know, went up or the antennas went up. Reporter President Trump said the meeting was nothing out of the ordinary. Fringe a practical standpoint, most people would have taken that meeting. Its called Opposition Research or Even Research into your opponent. Reporter don jr. s appearance on capitol hill coincides with facebooks disclosure that it sold about 100,000 worth of advertising to fake accounts likely operated out of russia during the election. Most of the ads didnt mention either candidate and centered on divisive issues like immigration, race, and gun rights. And while facebook did not describing the ads, cnn has told the russian accounting controlling the advertising urged users to like certain political groups which prompted messages to flood Facebook News feeds. I think it really raises a series of questions about a number of social media firms and weve got to talk to twitter as well. Reporter and donald trump jr. Just released a statement about his meeting today, it says, i answered every question posed by the committee related to this topic, as well as all of their questions on other topics until both sides had exhausted their lines of questioning, i trust this interview fully satisfied their inquiry, but you know, jake, this definitely isnt the end. Senators on the Judiciary Committee, they say they want donald trump jr. Back in a public session, in fact, the top democrat Diane Feinstein says she will not rule out issuing a subpoena if donald trump jr. Doesnt come voluntarily, jake. Jessica snyder, thank you so much. Joining me now discuss this and more, Republican Congressman adam kinzinger. Good to see you as always. So the top democrat on the Senate Intelligence committee, mark warner, called this facebook revelation. That they had sold ads to russians. He called it a quote tip of the iceberg when it comes to russias election interference in 2016. Do you agree . He probably knows a little more on what tip of the iceberg means than i do. I think there is no doubt the russians tried to influence the election. Theyre doing it all over europe. They do this everywhere, and i think the facebook ad situation is very disturbing because, you know, if cnn is approached and they want to Sell Campaign ads space, youre going to know, cnns going to know if in fact this is a buyer from the United States or from russia, which would be illegal. And so i think there needs to be obviously better controls in there, but i also think, too, look the russians try to create division in this country all the time. Thats going to work to their advantage. Theyre doing stuff about controversial issues to try to stir up people, thats no surprise to me at all. I dont know what other information mark warner has, but i think theres no doubt, and thats why its essential to counter russian propaganda, theres 80 million they need to call in and authorize to do that. Do you think facebook should be forced to release the ads . They have so far not really been all that forthcoming about this originally they told cnn that there was nothing to this story back in, i think june or july, and this week, obviously, they admitted it was true. Does the public need to know everything . I think so. I think when it comes to campaign stuff, especially, this is everything thats done in a campaign is put out for the public to see. You know, whether thats how much money we take in, how much we spend, et cetera, and that should go in this case too. Ive sent a letter to the ceos of all of these media organizations to say what are you doing to clamp down on russian interference or tends to create, you know, divisions in this country. So i think thats essential. So i think facebook needs to come forward with all the information they have on this, and not just, you know, point at facebook and say shame on you, may not have been able to determine this at the beginning, but its also for us, as americans to know, the kind of propaganda thats coming at us, because the best way to disinfect propaganda is to know that its propaganda in the first place. Take a listen to the top democrat on the house intelligence committee, congressman adam schiff talking about russian interference today. There is no Software Patch for what happened last year. There is no Cyber Defense capable enough. If the russians want to get into the dnc in 2020, theyll get in. If they want to get into the rnc, they will get in. Its amazing to think that were in 2017 and really, nothing has changed, even though we saw this happen in 2016. Yeah, it is amazing. And this is why, i think again, the important thing to know is what do russian disinformation attacks look like . If you see feed on your facebook for instance, or you see a news story that somebody like that seems outrageous, it probably is outrageous. It may be a fake news story or disinformation. I think the American People recognizing that is the first step to countering this, and now we need to do it in russians own backyard. And whether thats eastern europe, whether thats within russia itself, you have to fight fire with fire. Theres nothing that Vladimir Putin fears more than losing control of power. Losing his grip on power. And so i think to show that we can play whatever game you play with us is also a way to begin to counter this. All right, Republican Congress adam kinzinger, thank you so much. Any time, you bet. Did President Trump just signal that hes exploring more bipartisan deals . Thats next. Plus moments away from a new update on Hurricane Irmas path as it hits the United States. Stick around. Supercool notebooks, done. Thats mom taking care of business. Attaching emergency funding for Hurricane Relief must pass continuing resolution and debit limit increase is irresponsible. And a dereliction of our most routine duties. Reporter day after reaching across the aisle for the first time to support a plan to avoid a fiscal crisis, trump and Democratic Leaders were at it again. This time, on dreamers. The president tweeted this. For all of those that are concerned about junior status during the six month period, you have nothing to worry about. No action. It turns out that message came after a morning conversation with House Democratic leader, nancy pelosi. I said, thanks for calling, this is what we need, the people really need a reassurance from you, mr. President , that six month period is not a period. I said this is, i asked the president to do it and the tweet appeared. So that was good. Reporter republicans dont necessarily see this new compromise in the same light. What the president didnt want to do is have some partisan fight in the middle of response to this. Reporter but the president s deal wrangled many conservatives and brought to mind a warning for many of mr. Trumps rivals like senator ted cruz. Reporter this was a part of the Opening Statements, jake, and what i think the attorney was driving at is this idea that senator moou 911 dez and dr. Melvin were good friends, theyre part of a fellowship, they pay it forward, they help each other out, so when the prosecution cast these gifts as bribes, i think the defense attorney was trying to say, thats an attack on the fellowship. And laura, the judge really berated the prosecution and the defense today. Reporter oh, absolutely, jake, he stole the show. He was incredulous at certain moments, he sent the jury out twice when he thought the attorneys had gone too far. Straying from relevance. He said hes not going to allow this to turn into a quote, tabloid trial. And said that he thought that he had heard a lot of, quote, junk from both sides. He was not holding back at all. What evidence has the prosecution presented so far to prove that dr. Melvin tried to bribe senator munendes . Reporter so today they almost exclusively focussed on this april 2010 hotel trip, this hotel in paris, a fancy room, and the prosecution is using that as obviously an evidence of a prescribe, and the defense does not dispute that he took this hotel, he took the ammex points, but instead the prosecution is saying again, this is part of an ongoing friendship, of course the prosecution says, look, there is no friendship exception to bribery law, and theyre going to point to private jets, theyre going to point to luxurious vacations to the Dominican Republic and Large Campaign contributions to senator munendes. All of that to come in the coming weeks. Laura jarrett, thank you so much. Welcome back to the lead, were Just Moments Away from getting a brand new update on Hurricane Irma. Forecasters are watching closely for any left or right turn as the storm heads north. That of course could impact potentially millions of people here in the continuous United States. We want to return to the politics lead. Another signature obama era initiative. Today education secretary betsy devos saying that her Department Plans to overturn College Guidelines intended to crackdown on Campus Sexual Assault and rape. Devos says the law is unfairly denied Due Process Rights to those accused of Sexual Assault. Explain devoss position on this. I can tell you that her comments today already sparking controversy. He says that he will change the way that colleges handle allegations of Campus Sexual Assault. Her comments were made in virginia today. Again, no doubt sparking controversy. She described people accused of Campus Sexual Assaults as victims saying it creates additional victims beyond the accuser, also pointing out that the accused in some cases were victims as well. Under the federal law known as title nine schools and School Programs that receive any federal funding are prohibited based on sex, but also includes protection from sexual harassment. Well in 2011, obama issued new guidelines for how schools should handle these sort of Sexual Assaults. Critics like devos says its unfair to the unaccused and low standard of proof. Devos said she will Seek Public Input when she makes the change to the current system, but really the back story here is for a long time college and universities were accused of turning a blind eye to Sexual Assault over affairs and bad publicity. The Obama Administration was trying to change the guidelines so that wasnt the case. We are hearing comments from people like joe biden. Hes reacting on facebook pretty much saying that this is a step in the wrong direction, jake. Renee, thank you so much. I want to talk more about this with our panel. The obama era guidelines obviously meant to address serious concerns, the clevelands and universities had been sweeping under the rug Sexual Assault and rain incidents, even epidemic in some places under the rug. Thats right. And those guidelines are really issued after a culmination on College Campuses about what was going on during this debate. You heard a statistic which is one in five women are victims of Sexual Assault on College Campuses. A lot of folks who worked in the white house is part of a Public Relations Campaign Around trying to raise awareness about what was going on on College Campuses and to pressure College Campuses to do more. Secretary devos met with both survivors and of rape and Sexual Assault from College Campuses and also with College Students, former College Students who said they were wrongly accused of those crimes, what do you make of the concerns that the accused are being punished without having been convicted and that the standard of proof is too low, is this a big concern on College Campuses can . Obviously it happens. The statistics ive seen shown that it is a vast minority of incidents are false accusations. Yeah, the sats ive seen as well, 2 tole 10 are palacely accused and false accusations. And youve had some high profile cases where the incidents ended up being false accusations. And right into what we were saying, the culture of wars. You have conservatives essentially saying that what the Obama Administration did was Political Correctness run amuck and essentially overreach. Youve heard that from people who work in the department of justice, she saw about 90 of cases coming up are of people who were both drunk and later wanted to cry that something happened and Something Like a Sexual Assault happened. She said she was mistakingly flippant. This is a rollback of what weve seen from the Obama Administration so its not surprising, again, i think it plays into this division between conservatives and progressives and how people should interact and again playing out on campuses. Itll be interesting to see how colleges themselves react. Right . They of course welcoming students on to their campuses now as the beginning of the school year begins. Well see what happens. Thank you very much. That is it for the lead. I am jake tapper. You can follow me on twitter. I turn you over now to wolf blitzer in the situation room. Thanks for watching.
