Right, enthusiasm to defeat him. The headliner this evening is first Lady Michelle obama. What are we expecting her to say . Well, jake, this is a bit of a continuation im told from her 2016 speech. Youll remember of course she was the first lady at the time. And talking about all the attacks that her family withstood and endured. She famously said when they go low, we go high. So i am told she will expound upon that a bit. She is going to say what exactly going high means. She will talk about how getting involved in this summer of protests was so important. I am told she is going to be talking about unity. This is the Third Convention shes spoken before. In 2008 she introduced herself to the country. And then in 2012 as well. 2016, im sorry, this is the fourth convention. But this is the first one she does not have the role of first lady. Shes not running for anything. So i am told by her advisers she plans to have a very tough and personal speech unlike any weve heard from her before. And, jeff, how is Vice President biden preparing to accept the nomination on thursday, the last night of the convention . Well, jake, in a sense he spent his lifetime preparing for this moment. And its one that he didnt necessarily think would come. Of course he first ran for president in the 88th campaign but didnt make it through 87. His First Convention appearance 1980 when people did not know who joe biden was. But i am told he already has been working on his speech. He is going to be essentially putting this moment in history and explaining again why hes running. It is all again, as he has said, again and again, to restore the soul of this nation. So he is presenting himself as someone who can return this country to a sense of normalcy. Jake, hes also presenting himself as something of a bridge. If you look at his life, he of course was part of the obama biden coalition. He literally is that bridge to what he hopes will be the biden kwobiden biden coalition. I am told we will not see him tonight, but we will likely see him at the convention thursday night when he accepts his anonymous right now. Jeff zeleny in wilmington, delaware, thanks so much. Lets discuss this all with Atlanta Mayor keisha lance bottoms. The focus is the democrats say we the people with the focus on the pandemic, the economy, and the racial divide here in the u. S. Polls suggest that a lot of voters are ready to cast their ballots against trump. Do you think joe biden needs to do more to explain what he will do as president other than not be trump . Well, first of all, thank you for having me. I think whats most important going into this week and as we go towards november is to remember the lessons that we learned in 2016. In 2016 Hillary Clinton was up in the polls going into the election and democrats lost. So i think its important that joe biden continue to make the case as to why he is best suited to be president of the United States. Weve heard him say it over the past year. So all he has to do is to continue to be himself. But obviously elevate that message. And as voters, we have to take very seriously this right to vote. John lewis parting words to us in his moving essay was if we dont exercise the right to vote, we will lose it. And what we know is that this country cannot stay on the same course that weve been on for the last four years. Because if we do, we will lose this democracy that we call america. How will we lose the democracy if trump is reelected . Well, what im saying with donald trump is this elevation of this authoritarian reign. The removing of post office boxes so that you can domestically interfere with the election process. Thats not a democracy. Whats happened over the past four years is that hes begun to normalize this type of behavior. And when you see democracys in trouble, its not with one move, its with a series of moves. And this is the most recent move on behalf of donald trump. And its the reason we cant take it for four more years. A new cnn poll finds the race tightening with Vice President biden leading President Trump by just four Percentage Points among registered voters. You talked about polls a second ground in battleground states including your home state of georgia, the race is even tighter in aggregate within those 15 states with biden leading trump by only one point. Thats within the margin of error. What message do democrats need to drive home to draw support away from President Trump and to get people to the polls beyond the idea of hilly led last time and she still lost. How do you get the enthusiasm so that young voters in georgia, pennsylvania, michigan, wisconsin actually go to the polls . Well, again, i think that as we look at whats going to happen over the next few days with convention, its about unifying our country. And the reflection of this ticket represents who we are as a country. Weve seen the most recent polls that show that with the addition of senator harris to the ticket that already you are seeing more enthusiasm for this election. We know traditional laypeople dont really begin to Pay Attention until after labor day. As we move from the convention and move towards labor day with this Traditional Campaign period, again, everything about 2020 is different than years past. So its going to be important that we continue to push the message. But also in ways that we arent used to having to push messages. There will probably be an elevation in social media. But thats also an opportunity to reach young people in a way and get young people energized and excited about the opportunity to vote and to see some meaningful change in this country. Theyve called out for it in our streets over the past few months. And there is an opportunity to put that into action again by casting a vote in november. Well, lets talk about that because a lot of the voters in the streets who have been talking about black lives matter. Progressives, africanamericans, minorities, young people, these are people who want criminal Justice Reform. Ive heard many progressives criticize both joe biden and senator harris for their past records when it comes to a criminal Justice Reform. Harris specifically as attorney general and district attorney. What do you say to those voters who say, yeah, we want criminal Justice Reform, but kamalas a cop and joe biden wrote the 94 crime bill . Well, what i say is look at the work that weve done in atlanta on criminal Justice Reform over the past several years. And part of the work that we did in atlanta was incorporate it into joe bidens criminal Justice Reform policy. So, what i know is that hes listened. Hes sat down at the table joined by me and other mayors across this country to hear our concerns. And when he began to push out his policies specifically on criminal Justice Reform, he said that to us in atlanta. We had an opportunity to review it and give input based on what we know is working in atlanta. Were closing our jail and getting away from mass incarceration but moving towards a model of Proactive Services available to people in communities. We are transitioning our budget, our corrections budget towards more communitybased models to help with community programming. I share that with you because he got in the same way that he got input from us in atlanta, i know that hes done it with others across the country. And thats why now this policy is a real policy. Youre slated to speak on thursday. Any preview for us on what you plan to say . Well, its going to be a great night. Im speaking, im excited about that. But to hear the Vice President formally accept the nomination is going to be an incredible night across this country. So im honored. So, four years can make a really big difference. And here i am speaking on thursday night and looking forward to four years of meaningful leadership in this country. This is a state that President Trump lost in 2016, albeit by a very narrow margin. It is a state where his campaign is on offense. And, jake, he told the crowd here in mankato that if he wins minnesota, he will win the presidency once again. Jake . All right, ryan nobles, thank you so much. Lets bring in cnn chief medical correspondent dr. Sanjay gupta. Im sorry i even have to ask you about this. But from a medical perspective, what do we know about this supplement . Is there any data at all showing how it might help or even come in contact with the coronavirus . No. Theres really no evidence of this, as you might imagine. Everyones doing their homework trying to figure out where this came from. This is a known plant, as ryan was just talking about, that if you know anything about it, the white oleander was based on the book that this is a toxic plant, can be toxic. There was some laboratory studies, jake, done, again in test tubes putting viruses into a test tube, putting the substances into a test tube and seeing if it inhibits it. And it did seem to create some inhibition to certain types of viruses. Its been tested not in humans but only in monkey kidney cells. So we really just dont know enough about this. This sort of came out of nowhere. And i dont even know what the angle is, if this is something that they want to get fda approval for or sell as a supplement or what. But people need to beware of this one of the weve talked about this before, and i know its going to sound like a broken record. But there are potential real dangers with this. So be careful. Weve said this before. After President Trump mused about injecting disinfectants as a potential treatment for coronavirus, Health Professionals even the makers of lysol had to actually issue warnings dont ingest disinfectant. Are you worried that there could be a serious risk to people who decide to go and find out about this supplement . Absolutely. Theres no question. I actually was surprised at how much of an uptick there was in people actually starting inquiries about lysol and disinfectants and whats the harm in ingesting it. I thought that certainly people would know not to do that. With Something Like this, its a little bit more nuanced because people havent really heard of this substance before. What we do know of this is something that can be toxic. We talked about hydroxychloroquine and what we learned about that is is that if youre taking it as a prophylactic, it may be safe. If you already had this disease covid, it turned out to be a real problem. With this particular substance, we already know that it can have a significant negative impact on the heart, like foxglove, which is another substance out there which is known to cause cardio toxicity. Ive got to say be very, very careful. This is not something i would go out and buy. Yeah, dont listen to the president and dont listen to the my pillow guy. Lets turn to testing of what Admiral Brett Giroir said, giving authorization to a saliva test for coronavirus that could give results in fewer than three hours. How much of a difference could that test make . I think it can make a really big difference here, jake. I mean, clearly, testing has been a problem. It continues to be a problem. I know the admiral doesnt like to hear that, but it is true. We are still not doing nearly enough testing here. Heres why this is potentially better. One of the challenges has been this is a little bit of how the test has done. When you do the swab, youve got to use this particular reagent, then pull the genetic material off the swab. In this case youre using saliva. So that particular reagentwas often in short supply. You dont need that reagentfor this particular test. It still has to go to a lab. Its more easily done as part of pool testing so you can put lots of samples together and then figure out if theyre all negative. So its a big deal. But ill tell you, jake, i still think its an incremental big deal in the sense that ultimately what is this going to look like, widespread available athome testing that you get results back very quickly, more like a pregnancy test than even a test like this. So much better i think if this becomes widely available than what we have now. But the end game i think has to be even better than that. Yeah. We still are not at a point where going into school every kid, every teacher can be tested going into work, every employee can be tested. How much of a difference might a saliva test make versus a nasal swab . Well, what was interesting is that they initially thought that the saliva test, the accuracy and the sensitivity may not be as good as the swab. But these tests have been validated pretty well. This is not the first saliva test. There was another one by a Company Called vault that was done in conjunction with rutgers. This is a similar sort of test. I think its much easier. One of the challenges for people has been if theyre selfadministering the swab, are they doing it well enough to get a good sample . I dont know if youve had it done. Ive had it done, the swab test, jake. Its uncomfortable. And if youre selfadministering, its not likely that people are going to get an adequate sample. With this, with saliva, much easier. In 17 states are reportedly performing fewer tests than they were before, according to the covid tracking project. This as cnns erica hill reports, we are already seeing the early impact of schools reopening with some schools already shutting down inperson classes after mass outbreaks. Reporter new cases over the past week trending down in 20 states. But at least a dozen of those are also reporting a decline in testing. Were probably missing eight out of ten people who are contagious. And any decrease in testing is worrisome because were already not doing well. Reporter the number and rate of coronavirus cases in children, meantime, steadily increasing since march. Positivity rates in nine states topping 10 , including georgia, where over a thousand students and staff are now quarantined. Outbreaks in Cherokee County just north of atlanta forcing three high schools to suspend inperson learning through at least the end of the month. In arizona, more than 100 Staff Members in one district called out sick. School there canceled for the day. I was glad that they have decided to kind of take a pause from monday because this is going to impact our community as a whole. Reporter multiple states in two florida districts also adding quarantine orders as others worry they could be next. We do all types of drills for emergencies and tornados and fires, and even an active school shooter. But there is no fullproof way to have a drill to avoid covid19 infection. Reporter college campuses, not immune. Unc chapel hill reporting several clusters less than a week after starting classes. An entire Sorority House at Oklahoma State is now quarantined. And these images from a crowded party near the university of north georgia. Sparking concern that school could be next. Were setting them up to fail. And then were going to blame them for being irresponsible. And i think we are the ones that are, quite frankly, being irresponsible by allowing that kind of thing to happen. Reporter cnn learning today vaccine trials in the u. S. Are having a tough time recruiting black and latino volunteers. Just 10 so far despite making up more than 50 of confirmed cases. Covid19 is disproportionately affecting and killing people from communities of color. So those people do need to be included in the trials. Reporter and i just want to update you. We just learned, jake, that unc chapel hill, the school now says all undergraduate classes are moving online in response to that. And look at some of these numbers from campus health. The covid19 Positivity Rate in just the past week has gone from 2. 8 to 13. 6 . And as of this morning 177 students are in isolation. Nearly 350 in quarantine, both on and off campus, jake. All right, erica hill, thank you so much. Cnns chief medical correspondent dr. Sanjay guptas back to talk with us. The cdc is seeing a steady increase in the number of children testing positive for coronavirus from march to july. And evidence shows that about half of them could be asymptomatic. Now, some doctors have argued that children dont transmit the virus as often as adults. Is this changing that thinking at all . I think its starting to change the thinking, jake. I think reporting on this for so many months, theres always been the concern that kids do transmit this virus, but theyve largely been at home, especially young kids since march. So we just werent seeing as many of their contacts in order to show that. But, look, other respiratory viruses, you have kids, i have kids. When little kids get respiratory viruses, they tend to spread them. A kid in our house got the cold, everybody would get it at one point or another. Theres really no reason to suggest that this would act differently. So i think its been surprising that little kids were not thought to contribute to spread. And now i think what were seeing as kids are out and about more, were starting to see that spread increase. It can be pretty significant. I wanted to ask you about the vaccine and elizabeth cohens report that researchers are struggling to recruit minorities to join these vaccine trials, only about 10 of the people who have signed up elizabeth reports are black or latino. Why is it so critical that minorities be represented in these trials at higher numbers . Its interesting, jake, weve seen in many cities across the country black america, Brown America have been disproportionately affected. In some ways while many of us got the chance to stay at home, there were people that were essential workers and they tended to be overrepresented by black and Brown America. So they were more exposed to the virus. But we also understood that they had lack of access to health care or preexisting conditions. It seemed to unmask all these structural inequalities when it comes to black and Brown America. The reason you need to make sure you are testing all groups in equal proportions is because is there Something Else going on here . Are people going to respond to this vaccine in different ways . Is it going to work better, not work as well . You dont know. You have to have equal representation these vaccine trials. That is a gold standard. Weve always wanted that. Sometimes its a challenge to get there, and its what makes this phase three take a longer time. But its critical. We got people who are in their 70s who are volunteering for these trials. Why . Because a 70yearolds body is going to behave differently than a 30yearolds body. So, its really, really critical. I know francis collins, head of the nih basically said moderna, theyve been ahead on this, is getting a c grade so far for the recruitment of black and Brown Americans. Theyve got to do this, jake. And its really critical over the next month if they want to keep that time line. Right. When you say proportional representation, you mean proportional in accordance to those who get sick from the disease, not with proportion to the population. But thats not really true if you talk to his political advisers and also the Trump Campaign and aides over there, which is why they are so aggressively trying to define joe biden the way that they want to. Any convention when people are talking about any presumptive nominee, you hear their personal stories. But in these times for this candidate, it takes on a whole new level. Because hes leading with empathy and normalcy. And for people who maybe dont know a lot about joe biden, to hear those stories, especially from a messenger like Michelle Obama, whose Approval Ratings are skyhigh, is something that is invaluable to the Biden Campaign. Although, nia, i have to say, i know those stories from covering him. The two of you know the stories from covering him. I bet the American People dont know about that, about how helpful he is to people who are fwreefbing, his personal touch with kids who are trying to overcome a speech impediment. Thats right. Thats why you have in Michelle Obama a perfect messenger who is so widely popular and reaches into all different segments of society. Shes obviously popular with africanamericans. Shes popular with young folks. She is somebody who is sort of at the tail end of the baby boomer generation. These also part of generation x. She has kids who are generation z. So to hear that i think from her in that setting is very intimate sort of living room, very warm setting, is i think perfect for joe biden. If you think back to 2008, her role in 2008 for her husband was humanizing her husband. Same role in 2012. And i think he or she is doing the same thing for joe biden who does do well in terms of the empathy, kind of metric people see him and know these stories in some ways. But to hear them with a kind of emotion coming from Michelle Obama, someone who is also seen him up close working as a partner to her husband, amazingly i think effective for a kickoff for this very important convention. And, dana, tonight were going to hear from other Top Democrats including the House Majority whip, congressman jim clyburn, new york Governor Andrew Cuomo, senators amy klobuchar, Bernie Sanders, and so on. What are your expectations as to what the democrats are going to do tonight in terms of the overall tone . The overall tone and theme is uniting the democratic party. You put on the screen there some of the former Vice President s rivals, including the last other man standing in the race for the nomination, Bernie Sanders. And we all remember what happened four years ago despite Bernie Sanders campaigning for Hillary Clinton, despite him saying that he was behind her, we were all on the floor of the democratic convention, and there was still a lot of turmoil, a lot of tumult, and a lot of Bernie Sanders supporters who said uhuh, were not going for this. And many of them didnt. And that hurt Hillary Clinton. So, in hearing Bernie Sanders tonight, listening to his tone and tenor trying to clearly pull those people in, you can expect him to say what he said on the campaign trail over and over, that there is, from his perspective, an existential threat to this country with donald trump in the white house, which is why his supporters must go out and vote for joe biden. It is that kind of unifying allhandsondeck message that the Biden Campaign and the dnc are looking for. About an hour and a half ago, myles taylor, who had served as chief of staff under secretary Kirstjen Nielsen endorsed joe biden. Heres part of a message from an ad for Republican Voters against trump. He told us to stop giving money to people whose houses have burned down from a wildfire, because he was so rageful that people in the state of california didnt support him and that politically it wasnt a base for him. The policies at the border. He said he wanted to go further and have a deliberate policy of ripping children away from their parents to show those parents that they shouldnt come to the border in the first place. Even though im not a democrat, even though i disagree on key issues, im confident that joe biden will protect the country. Do you think this kind of testimony makes a difference for voters . Well, i think what democrats want to do tonight is essentially give some of these disaffected Republican Voters a permission structure to abandon their party and vote for joe biden. Youre going to see him obviously tonight with that video and other republicans and john kasich. So thats the message they want i think to deliver to these voters who are trying to decide are they going to abandon their party and vote for joe biden . I also think you wouldnt probably have as many republicans speaking if this were happening in person. Because they would be bood. You think about mid whitman getting on there. So in some ways this allows them to present a case that they need to present to republicans if theyre going to put together some sort of coalition that includes those republicans, also needs to include progressives and sort of the base of the democratic party. So that is what this is tonight. Its sort of the tableau of what this party needs demographically, the kind of coalition they need to put together to win in november.
