Well, were learning, kate, accord to the faa, that a plane behind this boeing 767 reported that there appeared to be fuel leaking from the plane. Moments later it caught fire on the runway. According to wsbn in ft. Lauderdale. There appears to be a fire in the planes left engine. Immediately, passengers were evacuated down the chute. Of course, we dont know accord according to the faa, if there are any injuries, but it appeared everyone made it off the plane safely according to wsbn. It was leaving from fo ft. Lauderdale on its way to venezuela before this happened. Before it caught fire. We know the crews have been there trying to douse the fire to put it out, so they can move in and investigate exactly what happened here. Its clearly a very frightening scene for everyone around. People immediately started taking to twitter. People in other airplanes there on the taxi taking to twitter. Putting videos out of what they were seeing pictures. Now were learning from the faa it appears this was a fire, there was fuel leaking from that plane, Dynamic Airways, a company that based in greensboro, north carolina. The plane going from ft. Lauderdale on to venezuela. Last month, in early september, there was a similar situation in las vegas, when the left engine of a British Airways plane caught fire. We see the similar scenario plane out with this situation there in ft. Lauderdale, kate. Im looking at this right now. It says that this aircraft carries between 180 and 290 passengers. You said this where did you say this plane was headed . This plane was headed to venezuela, so from ft. Lauderdale, on to venezuela. Unfortunately, they were able to obviously, you know, catch this before it took off, before flight. As it was taxiing down the runway, this happened. They were able to put the chute down, as we see in this video, and all the passengers were able to evacuate. Again, our affiliate, wsbn, is saying it appears everyone walked away from the plane safely. We do know everyone is often that plane. Some of the video we saw coming in, it did appear that there was a person on a stretcher that was being taken to an ambulance. What were looking at right now is a still photo weve been able to get. As you can see just the black billowing smoke. You can assume, its obviously safe to assume, pamela, you any this well, covering this, in this flight is going to venezue venezuela, this is a big plane carrying a lot of fuel. The fact it was leaking as it was taxiing. You can only imagine what those passengers were seeing inside. Absolutely. This is a boeing 767. It is a big plane. Could have been around 180 passengers. It must have been extremely frightening for them. We talked about that incident in las vegas. There were injured, not because the plane caught fire, but because of the passengers going down the chute. The way they land that could cause injuries. Were still waiting to learn more about that. No doubt about it, this is a big plane with a lot of fuel. The big question now of course is how did this happen, why did this happen. Was something missed that led to this fire occurring. Now, i know these pictures that were looking at, this video, says moments ago. These are not live pictures, right, not live pictures, but this is obviously an ongoing situation. I would asue, as well, the airport is shut down. Absolutely. People are taking to twitter. Its often a good source in these breaking news situations. Everything has sort of been halted, as they try to investigate, figure out what happened here. This is of course ft. Lauderdale airport, a major airport in florida. Everything seems to be on hold at this stage. Were still waiting to hear from the airport. We have calls out to them. Im still waiting to hear what the latest is on the ground. Also what were looking at, on left side of the screen, are going to be live pictures. You can see workers standing around, moving about. One thing you kind of can see in these images, not the level of urgency that this is an emergency situation theyre dealing with. It looks from this shot things are under control albeit a lot of unanswered questions. Youre seeing some of the tape weve been able to get in. Of that aircraft. I mean, maybe its just because i dont know, but i have not heard of Dynamic Airways before. We know obviously its based out of greensboro. Do you know anything more about this airline . Its a good question. Because i have been, myself, trying to find out more about it. And we from what weve learned just by going to the website, it is a worldwide airline. That goes, as we know, to various countries, including venezuela. It is based in greensboro, knock knock. Their planes, we know they have a couple planes they rely on. Boeing 767 is one of them. What were looking at here is a boeing 76. It is a large plane that can hold more than 150 passengers. Look at that black mess on the side of that plane. Obviously, you said, youre reporting, youre hearing, fuel was leaking. Fire in the left engine. Man, oh, man, you can absolutely see that. But how far that went, we dont know. We have seen in some of the images that were coming in, people on stretchers, people in wheelchairs. The extent of injuries is absolutely unknown at this moment. Pamela is working to get that kind of detail to come through. A whole lot of people right now probably standing around wondering where their flight where their own flight is going to be taking off, and how this has impacted airport operations. What does the faa tell you basically what happened now . What are the next steps . Theyre probably in the middle of figuring it out in the middle of this chaos. Right now, im just getting an email from the faa saying the flight was destined for International Airport in caracas, venezuela. From ft. Lauderdale. Before this fire occurred in what we believe is the left engine according to wsvn. From here, once they make sure everything is doused, the fire is out, what theyre going to do is move in and investigate, similar to what they did in las vegas, kate, when another plane caught fire, its left engine caught fire. So theyre going to go in, investigate. First off, see what was the impetus. What caused this. And then also look to see is there something we missed along the way that should have been caught. Of course, those are the Big Questions that are going to be asked. But for sure you bet, kate, theres going to be a lot of investigators looking at this. Because the big thing, this is a boeing 767. This is a plane that is used commonly in commercial flights. So they want to make sure other ones out there are safe as well. Youre looking at live pictures. You can see crews are still working on that aircraft, dousing it with what looks like a foam they end up spraying on it to put out any lingering hot spots or fires that might be still coming from mathat engine. On right side, youre looking at the taped video we were able to get in earlier. Live on right as well, guys . Apolo apologies. Live on both sides of your screen. You saw a picture moving past, moving towards that ambulance. A lot of moving parts here. Were obviously working to bring more detail also in. Pamelas working her sources to get more details. Left engine in flames as it was taxiing down the runway in ft. Lauderdale, florida. Weve got a lot of details coming in. Heres the latest thats coming in to cnn. At 12 45 is when this aircraft started taxiing. An aircraft that was behind this boeing 767 reported that fuel was leaking from the aircraft just before the fire started. The passengers you saw in one of these shots, you saw the slide had been deployed. Passengers were evacuated on to the taxi way. A lot more information still coming. This was a plane that was flying from ft. Lauderdale to the capital of venezuela to caracas. Obviously, it is stuck there in ft. Lauderdale. A lot still to be understood, why this happened, what extent, if any, injuries there are for the passengers on boorard and h many engineries there were. Our guest, a cnn analyst, he also flies boeing 767s, he knows a lot about these planes and how they work. Less, talk to me about what you see when you see this image right here. Well, sure. I see a mess initially. You know, its early on in the reporting stage. Im looking at a left engine that apparently had some sort of fire situation. Where that fuel leak was, hard to say. All i can tell you is from the perspective of a pilot, when you get a report like that, unless you have some sort of indication or a warning inside the cockpit, you really have no idea, because that wing is so far behind you, you cant see it from the cockpit. So it was reported apparently by some other aircraft. If we are aware of what the situation may be, well shut that engine down. Fortunately, they werent airborne. Wed have different procedures then. It looks like the crew did exactly the right thing. Probably called for the crash fire rescue folks which you can see in the footage right now thats surrounding the airplane, you know, after the fire. It looks like they only evacuated out of the forward part of the aircraft. But, you know, this is a situation we really dont want to deal with. Fires are not fun circumstances. But we would definitely have gone threw a procedure if we got a fire indication in the cockpit. And gone through that check list. And then gone to the now looking at the aft end of the wing on the left side, it looks to me like that fire was from the engine. Thats a key question here. Because this is a plane, this is an aircraft that you obviously have to say, assume, they had just gone through their safety checks, were taxiing in order to take off. The flight was headed to venezuela. What could happen between the safety check list time before those procedures, to getting on the taxi way . Sure. Its a good question. I have flown a 767. I have many hours, very very reliable aircraft. You know, one of the crew members, either the canptain or the copilot, if there was a substantial leak, it certainly would have been found. Or the maintenance department, they generally contract out. This particular airline probably does with maintenance folks. They would have seen it. So something happened. In answer to your question. From the time that, you know, particular pilot did his walkaround inspection to when they got to that point that were looking at footagewise now. You know, fuel leak is not something that you can readily determine from the cockpit. Its just not possible to see that until you have a fuel loss, situation. In flight. Its really hard to say at this point. Its very speculative at this point in type to say what happened between the time it left the gate and where it is parked now on the taxiway. As you were saying, its impose be a for pilots to see the fuel leak. It was another plane that was taxiing behind this 767 who saw the leak and reported it. Now you can see obviously where we are. Less, if you could hang on with me, i want to head over to our correspondent alina machodo who has been looking into this airline. What are you learning . Weve learned that Dynamic Airways is actually based in greensboro, north carolina, and according to an faa registry, according to records there, this particular airline is about 29 years old. It had its first flight years ago, in 1986. Its been leased to Dynamic Airways. We also know Dynamic Airways announced earlier this year, back in june, that they were offering their first Daily Service to venezuela from ft. Lauderdale International Airport. And theyre saying this was the only nonstop flight connecting both cities. Which is not surprising because in south florida in particular, especially around the area near miami and an area called dorell, florida, there is a very Large Population of venezuelans, who are living here. Who it would not be uncommon for venezuelans obviously to want to go back to their home country. We know ft. Lauderdale is about a 45 minute drive from miami. It is a major airport. Im sure people are going to be asking questions about what happened with this particular aircraft. Kate. Absolutely, alina. Stick with me. Theres another image from the side. When you see how burnt out that left engine is. You can see the black smoke if you will. The fumes. You can just imagine, that image right interethere, how terrifyit was. We dont know the extent of injuries. Were getting more information on this breaking news out of florida. We have some images of just how big the billowing black smoke was coming out of this plane. A lot of details still not coming in. Not yet confirmed how many passengers were on the plane. Just look at that one picture that we received in of what this plane was dealing with at that moment. Theyre continuing to try to deal with that plane and ntsb, faa, all heading in to investigate the source of this leak and the problem. But as we are watching this, we are also keeping an eye on portsmouth, new hampshire. This is where jeb bush, republican president ial candidate, he is going to be speaking, really any minute, hell be speaking this hour, after that very wild debate last night. And his performance at that debate, were going to bring that to you. Were going to continue at this moment to follow this breaking news out of ft. Lauderdale, florida, and what happened to this Dynamic International Airways Flight 405. It caught fire at 12 45 p. M. Let me bring in the chairwoman of the Democratic National committee Debbie Wasserman schul schultz. Congresswoman from florida. We were going to be talking poll techs but politics we will not be talking at this moment. This is an airport that you know very, very well. When you see these images, i just want to get your thoughts on whats happening right now at ft. Lauderdale. Ft. Lauderdale hollywood International Airport is in my congressional district. Dynamic airlines, this particular flight, was about to take off to venezuela. My hometown of weston is home to the second largest population of venezuelans outside of venezuela, that and dorell, a little south of us, really are known for their vibrant venezuelan community. So theres, you know, obviously my heart goes out to those families and, you know, were still waiting for the details but kent george, the director of ft. Lauderdale International Airport and his team of professionals i know are on top of the situation. It appears as though they acted very quickly and were able to get those passengers off the plane. Still waiting to hear the extent of injuries. And exactly what happened. But looks like quick action was really made a big difference here. It is what were also hearing from our aviation analysts who say it looks like it probably stopped something from going to catastrophic or worse. Im just hearing from the Broward County Sheriffs Department that there were several injuries after this airplane engine caught fire. Thats the extent, no more detail on what that means. There is going to be a media staging area. Were going to be getting a lot more updates. You talked about that you know, you know the folks who run this airport, you know this airport very well. At this moment, what do you thinks happening behind the scenes with airport operations . Well, they know exactly what theyre doing at ft. Lauderdale hollywood international. Like i said, the director, kent george, is someone who i have worked with for many years. I fly into and out of that airport multiple times a week. What i know theyre doing right now is they are altogether in a Central Location at the airport really quarterbacking and triaging whats gone on here. Making sure they can assess, you know, how this happened and taking the steps necessary to make sure that people can be safe. You know, there was a fuel leak. Their first job is to make sure theres no additional danger to passengers on other airplanes, you know, because obviously we want to make sure we contain whatever damage occurred. Absolutely. It looks like it is an ongoing situation as we speak. Were looking at images. Some of what youre seeing will be live pictures. Also youre going to see some taped images, taped video we have from earlier. Well show you that as we continue our conversation. Congresswoman, thank you so much. Lets bring in cnn aviation analyst miles obrien as well as rich quest, who has always been my go to for all things when it comes to airlines and aviation. Richard, first, what do you see when youre looking at this . As less described it, an absolute mess sitting there on that taxi way. What youre looking at is an extremely serious fuelfed fire. Youve only got to look at the state of the engine. But you can just look at how the flames went back. Not just the scorching on the rear of the aircraft. But the shear heat, which has shredded the rear of the plane, the spoilers and the flats, which were probably already deployed for takeoff. So you have a situation here. And its not unusual where it is another aircraft, a following aircraft, that will see the leak, will see the fire, will alert the one on fire and the tower that there is an emergency. But for the seriousness of this, one cant overstate it because youve only got tow go to the mid1990s when there was a very similar incident in the uk, a plane that caught on fire and there were 55 dead in that particular case. Because its all about getting the passengers off as fast as possible. What you look at here, you can see the slides have been deployed from the first two doors. And the rear door on the nonactive side has always been deployed. Because the goal is, youve got to get everybody off the plane within 90 seconds. Thats what the regulations require. 90 seconds with half the doors being unusable. Im guessing that the injuries were hearing about were people who have had fractures or scrapes as they went down the slides. Miles, to you, i found it surprising, but thats no surprise, folks, because im not following aviation as much as you guys, that it was another flight that actually saw the fuel leak. It does make you beyond, pilots, the crew, they do walkaround inspections. They do all these safety checks before they leave the gate. In your mind, whats the scope, the range of possibility of what could have happened from going through these inspections, pulling back from the gate, then having this substantial fuel leak, you have to assume, before this engine went up in flames. Yes, that walkaround is an important part of any preflight check list, kate. Youve seen the captain. Usually actually the first officer, the copilot, does it, do those walkarounds. You can only check so many parts. Its not like they have time to remove the cowling on the engine and make sure the fuel lines are properly attached. One of the questions theyll be asking on this relatively new airline, only about five years old with five 767s, is what sort of maintenance and was the maintenance was performed correctly. fuel leak you wasnt necessarily notice in the cockpit until the gages start going down. It would take a little wire before that becomes evident. You can see why somebody seeing the fuel being expelled could raise an alarm. One thing that troubles me looking at this is the fact that the left forward slide was deployed. That is not what is supposed to happen. If you have a firen left side, you should evacuate from the right side. Theres a lot of confusion in these events obviously. Crew coordination is a big deal. The captain is supposed to be the person who initiates an investigation and will say evacuate right or left or both. And perhaps in this case the cabin crew took it upon themselves to deploy that side. You dont want to go down the slide on the side where the engine is burning. Absolutely not. Stick with me. Were going to continue to watch this. Just to wrap it up for all of our viewers as were waiting for more information to come in, and it will, this is Dynamic International Airways Flight 405. And it is now up to the candidates and their campaigns to reassess the landscape theyre all looking at today and also see where they go from here. Joining me now to discuss the debate last night and where things go is one of those president ial candidates, kentucky senator rand paul. Senator, its great to see you. Sorry for the delay because of the breaking news. I do want to get your take and your assessment. What did you think of last night . I thought it went okay from my perspective. I thought it was very important that people across america know that im a fiscal conservative, willing to fly back immediately after the debate and filibuster against i think a terrible debt ceiling deal that gives Unlimited Power to the president to borrow and also increases spending for both military spending and domestic spending. And think this is whats wrong with washington. Is what i call the unholy alliance between the right and the left. Neither of which really seem to be too concerned with the deficit. I do want to talk to you, senator, about that budget deal. Theres some important questions about that. First, if we can stick on the debate last night. One of the most talked about moments really was a moment between jeb bush and marco rubio on marco Rubios Senate voting record. Take a listen just for our viewers to remind you of that moment. Hes a gifted politician. But marco, when you signed up for this, this was a sixyear term. You should be showing up to work. I mean, literally, the senate, what is it, like a french workweek, you get like three days where you have to show up . You know how many days john mccain no, i dont i dont you complaining about john mccains vote record. That was just a few moments of in the debate. You said youre very proud of your near perfect voting record. I see you standing in the rotunda now. Do you think voting record is fair game . Yeah, i think so. We do get paid to do a job. Taxpayers of kentucky pay me to represent them. Ive been here 99 of the time. Its a lot of work. I think if youre going to hold an office, you ought to represent the people who pay you. And if youre going to accept pay, you ought to show up for work. What do you think of what marco rubio said . The way he kind of won that battle. But what do you think of his defense of it . I guess i look at it just from my perspective. Each senator has to express whether or not they think its important that they show up. For in, its important. I can only tell you how i feel. I try to represent the people of kentucky by showing up and making sure i have a good voting record. All right. Senator, lets talk about this budget deal. As you were mentioning. That was one thing you spoke about quite a bit last night. This budget compromise. Youve called it i believe youve called it a steaming pile of legislation and you said you will filibuster it. We dont want to get into the procedural mess. But in laymans terms, mitch mcconnell, hes already started pushing the process forward. So you rant really stop it with a filibuster. Did you think you can at this point . Actually, thats incorrect. Theyll be a test vote at 1 00 in the morning. If 41 senators join me, if 40 senators vote not to stop debate, then the filibuster goes on. The only way a filibuster ends is when 60 people vote to shut it down. Thats a real question. Were going to put everybody on the record. For many republicans, this will be difficult. Because this will be republicans giving the president extraordinary power to borrow unlimited amounts of money. I havent met a republican anywhere outside of washington whos for this deal. So the republicans will be put on record tonight and its because im forcing the issue and filibustering that at 1 00 in the morning, well be here voting on whether or not they want to give the president Unlimited Power to borrow money and whether they want to bust the budget caps. The real question is whether theyre conservative or not. I tend to think the right and left are both part of the problem. Real quick, have other republicans told you theyre going to sign on . Meeting a 60vote threshold is not necessarily filibustering we, actually, it is no, thats kind of the way the process works in the senate now, you have to get 60 to do everything. Not really, it is a filibuster. It is absolutely without doubt a filibuster. I know, im here doing it right, but not in the physical sense a filibuster is a debate and its shut down by getting 60 votes. This is a big deal. I dont think anybody should make light of the deal that we are busting the budget caps, we are increasing the debt, we are doing something every republican when they go home to their state says theyre opposed to. In the house, twice as many republicans. So this is an important thing, particularly for republicans, but for the country. Were borrowing a Million Dollars a minute. I think were going to destroy the country. Thats why im standing up and making a strong stand on that. You will with your vote when that vote happens. Senator, thank you very much. Well see you on the trail. Thank you very much. I think right now, correct me if im wrong, were going to head over to portsmouth, new hampshire. Jeb bush, another president ial candidate is speaking. I know for a fact we can solve these problems. The end of the story, after she taught me, i became governor of the state of florida. And in that process, literally in the first week, a federal judge summoned me to his courthouse down in miami and said, were going to take over this program because the legislature hasnt funded it. I said, i do care. I probably know more about the programs for the develop mentally disabled than any person because i took the chance to listen. Give me the chance to reshape these programs. Fast forward four months later, five months later, we funded these prop gras. Over the next year and a half, 31,000 families got the care they deserved. They didnt have to worry for the first time about whether they would outlive their loved one. Thats what leadership is about. Its about fixing problems. Its about solving problems. Its about bringing people together. Rather than tearing them apart. Its not about the big personalities on the stage. Its not about performance. Its about leadership. And the leader today in this country needs to be a unifier. Needs to have a servants heart. I dont believe washington should be our master. I do not believe that. I hope you dont want that either. They should be our servant. And when im elected president of the United States, well reform our tax code to lift people up. Well deal with the mindnumbing regulations that exist. Whether its obamacare or dodd frank or the e. P. A. To run amok, to lift people up. We will make sure entitle prome programs are preserved but reformed in a way that doesnt create deficits and to recraft them in a way that allows the next generation to be able to have a chance to take advantage of them. We will restore a degree of civility in washington, d. C. Where no one is pushed down to make someone look better. And well also restore americas presence and leadership in the world. I dont know about you, but this idea that somehow were not an exceptional nation, that were not unique and extraordinary, that our leadership is no different than any our countries, i reject out of hand. Lauderdale, florida. Ft. Lauderdale hollywood International Airport is closed at this moment after this flight, this plane, dynamic airline, Dynamic Airways, flight 405, caught fire at 12 45. You can see in this video, you can see people sliding down the emergency slides. You can see the smoke billowing out. This is a video that was sent in just moments ago. Showing how this all played out. In real time. Just terrifying when you see all of that smoke. When you look at this video, because i think this is probably one the best things we have seen showing how this happened. Let me bring back in miles obrien as well as peter gols, former ntsb managing director, also cnn aviation analyst. Mile, one thing you said when we last spoke, which i felt was very important, is the time were talking about, and how critical it is for this for the pilots to act, for the crew to there is this fuel leak, once this engine goes up in flame, how much time are we talking about that they have to safely get passengers out of this plane . About a minute and a half is what you aim for. When you have a wide bodied aircraft with upwards of 290 people on board, we have to move quickly. I was looking to see if anybody was bringing their carry on luggage. You recall during the recent fire in las vegas, people were carrying bags down. Looking at this picture, im wondering if it was a great idea to send people down the left side. That slide was deployed. Doesnt look so great on the left side there. Its easy to second guess these things. The trade off is if you dont evacuate on both sides, you slow down the evacuation. So these are decisions made in split seconds and its easy to second guess them. Peter, from your perspective with your background, they would love to see this video for one, but also whats the first thing they do when they get on site now . These kinds of near catastrophic events really get the attention of the ntsb and faa. If they can get in and determine what the cause was, they can really make a difference in safety. In this case, they are going to look very carefully at the maintenance of this aircraft and particularly of the engine. Was work being done it on . Had all the work that supposed to have been done on this aircraft and this engine been completed . And they are going to look, for instance, they will look at the aircraft if there are cameras on the tarmac to see whether the flight crew did perform their walk around, whether the fuel spill was visible and whether they should have caught it. And the faa is going to look very carefully at the structure of this airline. Who really has the operational control . Who is responsible for safety . Im just looking now. They have written a log of the that we always listen to audio whenever we can get it. We have a rough u log of what was said. How this all played out is a flight that was taxiing behind this it Dynamic Airways jet is the one that called it in that saw the fuel leaking. Thats not necessarily unusual in how that works that its difficult to see on their own e jet. In the log, the left engine looks like its leaking a lot of fuel. Theres fuel leaking out of the left engine and a lot of technical language back and forth. It does make me wonder how a lot of feel can be leaking just after they are leaving the gate. Well, it depends on when it was started up. Typically what happens as you taxi with one engine and make your way to the runway and get your clearance and fire up the next engine, it could have happened subsequent to starting the engine up. Everything changes in an engine. The temperatures, pressures, everything goes up. If theres a weakness, it would be exposed at that occasion or could be exposed to that occasion. It was possible it was in conjunction with the start up of the engine. We know there have been several injuries reported from the county sheriff there. Where do you think the juries come from . Is this injury from trying to get out of the plane . Trying to get down the emergency slides or do you think theres some kind of injury. It doesnt look like the fire made it into the cavity of the plane, but i could be wrong. I think miles mentioned it earlier. The injuries on this kind of evacuation almost always occur on the slides. The people jump awkwardly and there are broken ankles, sprained ankles, bumps and scrapes. Almost always in the evacuation. Its a wide bodied plane thats pretty high off the ground so youre going down the slide at a high rate of speed. Also getting an email thats one of the Medical Centers there saying they are expecting six to ten patients coming from this it airplane from this flight. We still dont know exactly how many people were on this plane. Peter and miles r you guys familiar with this airline . I didnt know much about them. Dynamic air is about a 5yearold airline. And peter brought up an important point. Operational control in the world of the faa is a key point. A lot of these start up airlines, this one has a fleet of only five aircraft. Theres a lot of outsourcing that goes on. It does become a question as to who is really in charge here, who is really responsible for the maintenance. This goes back and became a huge issue in the wake of the value jet crash in the everglades not too far from where were looking at pictures now. Forgetting the exact time frame, but at least 15 years ago now. In that case, a lot of the work was subcontracted out and there was issues of cargo that was on board. The airline wasnt certain what was in the cargo. And the issue of operational control was a big deal on that one. Amazing to continue to watch these really terrifying pictures coming in. The situation is more under control at the moment, but in no way over. The airport is still closed.
