Whats concerning you guys these days of whats happening these days . Im worried about inflation and the border. The two things that are affecting everybody. It is. Kind of on fixed income and worry about inflation. 700 more a month now before the Biden Administration. Yeah. Because of inflation. For sure. Yeah. I was town at the border three weeks ago. We were shocked how underreported. Maine, new hampshire, vermont, rhode island, delaware, joe bidens home state, 6 Million People. Thats how many people have crossed the border without, you know, legally, Asylum Seekers since he took office. Six days worth. We have a wide open border, thats what weve got. Katherine is very involved in attics and recovery but the thing is tragic. 110,000 overdosed deaths last year. So we were we are topping 5 vietnams of at that times due to overtoeses in the last two years. Yeah. 70 are fentanyl poisoning coming over the border. Taking one pill. Its not someone who struggled with addiction. Everybody knows these are all sons an daughters, nieces and nephews. Yeah. I just watched a couple of documentaries exactly. Yeah. Tragic. We are trying to refuse stigma from addiction. I didnt reach out for help for a long time and didnt talk about it for a long time because of the stigma. The only way we get more people to reach out is to normalize the conversation. Yeah. We are refusing stigma just by talking about it, getting more communities to talk about it, people that have recovering. 80 of the people of the 40 Million People across the nation are employed. Well, nice [inaudible conversations] first time i ran for office in 2016 as governor. We were down by 60 points. We won in 16 and got reelected in 20 by 40 points. Largest margin in the country. I want to fix the economy, solve our crazy backwards energy policy. We have to secure the border. We are in world with china that no one is talking about. We are in a cold war north korea is meeting with putin. We were in japan, in north dakota we produce all kinds of energy, all kinds of food, japan needs both of those and this is a country my tad was a world war ii vet. He fought in the pacific. Was there when japan was freezed and for 7 years theyve been a democracy and one of our best allies in that part of the world and they have no oil and gas. They are getting all their energy from the middle east. We are not selling it to them. We could be supplying all of it from alaska but we keep blocking, keep blocking Energy Development in our country so everybody over there that has the risk of Getting Energy supply, they have to cozy up to china. Its all just policy. Its not even laws of congress, this is administrative stuff. Biden administration is choking the u. S. Energy industry. We have an opportunity to sell energy to our friends and allies, stop buying from adversaries, day one thing that would change our national works. The stuff about we are going the save the world by having electric vehicles. Makes no sense. China is controlling 85 of the minerals that two into the batteries and we try opec. You want to be on team usa you have to be on Team Liquid Fuels as opposed to team yeah. Ethanol. Yeah. We can to it better and cleaner here in the usa. Is it your birthday . Its her birthday. So we will keep it short and informal and take questions and i will kick it over to katherine to say a few things to get us started. Well, before 2016 towing spent his entire career in the private sector. So he knows how to compete and win in a Global Economy and then 7 years ago he came home and said that he was thinking about getting into the governors race and i was like, what, that was not even on my radar at all, but, you know, i think he saw the look on my face and he said here is the situation, our opponent is a sitting attorney general, hes been in the job for 15 years, his family has 100 years of name recognition because theyve been in politics practically since statehood and five months until the primary and theres one more thing, hes ahead by 60 points in the polls, so hes like, okay, we will give it our best shot. Basically he was saying we are not going to win anyway but 5 months later we won that primary by 20 points. So i never thought i would be standing in front of you as first lady of north dakota but i also never thought i would be sharing publicly my story of my addiction and recovery. Ive been in recovery from alcohol addiction for over 21 years now. And [applause] but i thought i would talk publicly. I didnt talk about it about the stigma. So much stigma around Behavioral Health, addiction included. Thats what ive been doing since i became first lady and we have been doing that together and then he came home a while ago saying he was thinking about getting in the president ial race. We had a lot of conversations about that, let me tell you. In the end i decided that if we could have a national level, convene people to focus on helping more people that have Behavioral Health issues, getting the right people at the tables, focusing on eliminating stigma, you know, focusing on health care, the insurance industry, you know, so many ways to improve more services and help more people. I just thought if i could be a part of that process then im all in. Here we are today and towing deeply cares about people. He really wants to improve every American Life and unleash the best of america and talk about the best of america. Not only change lives but saved a lot of lives which has touched tens of thousands of people in our state and really remarkable and changed a lot of policies of how you we think about Behavioral Health and criminal Justice Reform and a number of things. As katherine said our mission here in terms of jumping in this race was what we learned in part from north dakota. We know thats done at a national level. The states created the federal government and not the other way around. The tenth amendment describes these are the power delegated by the federal government by who, the states themselves. Those powers that are delegated and the rest reserved for who . They are reserved for the states, coma and to the people. As governor of all of the overreach that occurs all of the time and that affects every american, the red tape, the cost of inflation. First one is the economy which is right now on the economy 180 180degree going in the wrong direction, inflation, 22year highs, the National Debt at alltime high. The fact that our dollar reserve currency is being eroded. That party can be coming to an end. We have been able to to a lot of this because dollar reserve currency gave us the ability to do the things that we are doing which is keep borrowing. Inflation is nabbing to my the way it gets discounted. Its a huge issue. It affects everybody everybody in this room and everybody thats not if youve been a hardworking american family, doing all the things that youre doing, your savings are getting eroded, its like someone coming in stealing money, you open up bank account. 30 my money is gone. Just the basic elements of, you know, meeting monthly needs. Food on the table, gas in the car. Thats just horrific to me and then they downplay it by saying, its slowing down. That means the prices are rising less quickly, stealing money from you just at a slower rate so the inflation thing is really sort of enemy number one that has to be taken care of. Why we have this is because of policies related to energy. If we will kill the u. S. Energy industry and energy is a component in every single product, everything in this room and point to anything in here, theres probably a component that comes from u. S. Energy and if we are going to drive our prices up because of an ideology that says if we could just get to all electric, all electric vehicles and we believe that so much that we are going to jam down an approach with a single party piece of legislation that says we are going to subsidize 5,000ev charging stations and subsidize the cars that people are going to buy. You are going to do that, somehow save the planet, the cars in them have batteries that are made in china because 75 to 85 of the minerals in the world are controlled by china. So then if youve got that going on basically trading opec for sinopec because china is actually we are in a cold war with china. We are in a cyber war every day with china. I can tell you that as a governor of the state. We get attacked every day as a the state. The universities, schools, our tribes. Russia, north korea, china, iran. Theyve got people that get up every they and go to work on cyberattacks on our country. We are in a war, cyber war. We are in a cold war. Thats happening. And then the Energy Policies are actually creating the destablization. We keep asking. President ial debate, we spent 15 minutes, should we spend more money to ukraine or less money, more money, less money. Ask the question, the question is not about the money, the question is why in the world did putin feel like he could march in to ukraine in the first place, because Biden Administration had no deterrence to stop them and its a with our exit from afghanistan which is a complete disaster and from all the other things that we have tone, basically putin is not the president of a country. Hes a mob boss. Hes worth 70 billion. He gets a cut of all of that stuff. He does that and puts sanctions on, try to get the countries together to say lets put sanctions on russia and oil rand when we do that, the price went town on the world market but didnt stop china from buying russian oil at discount. All we did is turn russia into gas station. China is getting Discount Energy because of our policies. So when i say we are 180degrees wrong in the economy, 180degrees wrong, there are some examples. Ive been at the border twice. I was down there 3 weeks ago with north Dakota National troops. We have 3 missions going on down there. Asking to try to get those goats guysto produce more energy be jt like he drained the Strategic Petroleum reserve in a half heading into midterm strike price down at the pump. Strategic reserve is strategic its therefore what world war iii starts for when it may be coming to stop the political control reserve is not political im going to try to get a bunch of my own party reelected reserve it is a strategic trillium reserve it was used by executive order to try to drop the price at the pump. 100 Million Barrels of oil on them buried on page 18. It is super frustrated these things are all tied together economy, energy, national security. They are trying to stop thats not even that assignment. I do know its coming into our country with lossy equivalent of four at vietnams going to fight vietnams great mass casualties since Biden Took Office the first year in office 107,000 overdose deaths. But that again. Thats 300 today. There is a plane crash today with three people that died theres another plane customer thread people. You will know about it. But theres another one on saturday big shutdown every fight the country say were not going to stop and our sons daughters, nieces and nephews dying of fentanyl poisoning these are not struggled with addiction is her might be taking one pill and its fentanyl list to a couple came up to without the q a said they found their son one percocet he bought for 30 bucks did not even have an addiction issue they thought he was sleeping and they went up and found him dead in his own bed in his own house. Parents have to go through that. Weve got a border issue is massive because the drugs the other thing is in terms of the human population. Again, most underreported story in america is the border every single day we are talking about talk aboutsomething other than. You take the population of maine, vermont, new hampshire, rhode island, joe bidens home state of delaware and tossed in montana for the extra that gets you to the six and half Million People in those six states that a seven people cross the border that we know of. Those of the asylumseekers to get somewhere into the country per the court date of 2027 wide open border. That is completely backwards of upor as down there in one segmet its not mexico 130 at mount segment as in the briefing on the border there were 94 Different Countries that across this year in that segment. Weve got big issues im going to stop talking right now i just want to say when we are running we are running because we care deeply we can improve every American Life we know we can bring out the best of america with all the list of problems i have described, which are at serious issues is the responsibility of the federal government. Its not meddle in everybodys lives is not take away liberty from all of you its not to commit and try to do the job of the commissioner or the school board or any of the things some people are rallying that has got to happen locally. State by state, county by County School district by School District with local decisionmaking with people involved. Keep the federal government out of it they would drop the other not doing it theyre not doing the things the constitution says are supposed to do. So, we believe in moving the power back to states moving it down to local control on a lot of these issues but on these things these are the things that are not going to just change ours but our kids and grandkids. We have three kids in their in the 20sone just turned 30 re. I never thought id be talking to them about world war iii but i have to now im saying its a real possibility. Its a real possibility that could happen. Its very different. We know how to win a cold war Ronald Reagan taught us how to win a cold war you win a cold where you get your economy cruising. And then you put the deterrence in place so the cost of starting an actual war is a greater to them than the cost for fighting it. They are making rational decisions. To better to invade than not turned out he was right hes got a sweet deal going right now. Im going to stop there. When you can have this for the federal government the global instability but meanwhile in places like harlan and Shelby County you can have great things happening we are going to visit this afternoon. We always try to stop and find out what is going on in america were going to visit places after the people talk about addiction and treatment. There are people with underfunded local nonprofits that have never gotten a dime of a federal grants out there making a difference in peoples lives. Sure youve written about them for people in these committees just like the ones i grew up neighbors helping neighbors. No one looting the stores in and harlan its neighbors helping neighbors people supporting whats going on. We have an opportunity as Theodore Roosevelt taught us the presidency is the pulpit we need to be able to talk about the vested america for their great things happening in our country everyday that are never reported. Never talked about, never discussed. If you came from another country to visit america for the first time you dropped into one of our major cities today as opposed to dropping into harlan, what would you go home and tell this is what i saw in america . We have got an opportunity to tell ourselves in the world the best of america we can do this two things can happen at once the best of americas happening its happening a lot of communities like the small town i grew up in. I rip in the town of three hunter people. Spent my whole life there all the ripped through working back there every summer through college, work at the grain elevator, working as a farm, working as a Chimney Sweep to thepayment with her because evey job i had was reached took a share of the end of the date and at the beginning of the david ranching, albeit roping calves again. I get what working families have to do in the my dad the world war ii vet passed away when i was a freshman in high school where my mom went back to work with three kids she was a widow with three kids i can understand perseverance. Talented working single mom would it takes to get her Family Moving forward its incredible inspiration for them and they sacrifice and with my mom i learned amazing life lessons i get how the whole thing works. And one is 60 acres of farm ground i got for my dad when he passed away. Not enough and drive it wheat farming in a thousand acres to make a go of that. I had a mortgage should that begin the seed capitol for low Software Company called great plains we took that and started with less than 10 of us we build it into 2000 Person Company it took us 18 years to do it. This kid scans were 220 different small towns. We built the company is sold it for over a billion dollars. Will that couldnt happen there. We cant have a president who comes in a small town, yes we can. You can build Global Companies with Global Impact with hundreds of thousands of customers and 132 countries. I understand how the World Economy works i understand how Technology Works for understand the technology for new tractors and sent software and help our government is behind because i am telling you we are so under invested. Government cost way too much is too inefficient they missed out on 20 or 30 years of Competitive Pressure that drives the automation and the technology that would allow to be efficient. We can take 10 20 of the federal government and deliver better services. I know we can do that. Anyway i will just say thank you guys for coming. Agriculture and one with always struggled with as you know is too much government regulation. How are we going to deal with that . How are we going to we need Less Government control. I cannot agree more. We have a fulltime job in north dakota as an egg and energy states. What we do is we get dumped on us without asking heres the new epa methane rule. We worked on this stuff. Abundance of washington d. C. Bureaucrats who probably never been to north dakota. And like iowa and im sure your situation multigenerational situation we are a younger state by about. 90 of the land and our state is owned by farmers and ranchers. All thats been in the family to start up. You got more than fifthgeneration farmers and ranchers they care about the water. They care about the runoff. They care about the air they care about they want that farmer for the kids and grandkids in the next generations after that. The bureaucrats from washington come up have never been to our state and said this is all under federal jurisdiction. Would have affected almost 90 of the state. Weve got the northern all the ducks and geese up there. We have a piece of pond and sweat in the spring and by summer time they say that was but theyre trying to argue that was a federally regulated water body. Its like a puddle as the dominant region and north dakota for delete regulated might be the mystery of the mississippi. Okay i concede that but some years they farm right through. Makes no sense. We were on the lead on the water in the usa and north dakota. How it beat them back on federal leasing. Hear from iowa they said governor burgum the Biden Administrations think they have done more than trumpeted. Im Biden Administration was the first one since the truman. Everyone since the truman after the war theres federally required lease sales to allow u. S. Companies to produce minerals, oil and gas on federal lands. The federal lands do not belong to the party that is in charge i they do not blow into the bureaucrats they belong to the American People. The unit roosevelt would await land for the benefit of the use of the American People back to our Balance Sheet so we can use. Even obama, as much as he was anti u. S. Energy, heat followed the law its amazing, for his whole time. Biden has never held a quarterly lease sale. An 84 page ruling. I know they are appealing a ruling for a federal judge said you need to follow the law and theyre like no, no, no heres the reasons why we may not need to follow the law. I got someone sitting they need to issue more permits. They were a hangover from lease sales done with the prior administration. It wasnt because of anything that by demonstration is done. Its driving me crazy we have to have a program that provides the support to make sure we have Food Security and Energy Security its not just like people sing Energy Independence wheat want to have food dominance and energy dominance, why . They import 10 Million Barrels of oil a day. They are completely dependent on external sources for energy they do not have enough food to feed all of their people they need more protein we know that. Instead of us being a cold war these could be marketed for u. S. Farmers. They can be markets for us. But instead we drive them into the hands of russia, the discount gas station. The people are dependent on us for food and energy than they dont to attack us. Theyve got all their needs taken care of from someone else and sure what about the next one . Maybe we should get south korea. What about guam . Why stop . So anyway weve got it for we have to understand there has to be a program making sure. I got a market that will increase the environment. Most candidates in this primary, i saw yurachek list a lot of people are saying that. But i am wondering how do we change the mentality . I dont think its a majority of people when i look at the social issues we are addressing. And the economy, our Education System and things like that. And maybe the press just keeps hitting us that all of this is legitimate this is what we have to be doing now. But pleasant president or any position how do you start changing mentality . I think our Education System has totally got a hole of our youth. Got to turn that around print that comes back to the states or it should National Education association and others can keep their stranglehold on us. As a president how are you going to start changing the thought process of the people . Because this makes total sense to me what you are saying. But apparently to some people it doesnt. So what do you do there . Education front was interesting. I saw a clip reset that a 1980 when Ronald Reagan was running for president and his answer was we delimit the department and return the power to the states. And here we are 43 years later talking about the same thing. There is probably consensus. In north dakota we try to keep a lean at the state level and write everything down to 175 school boards. Again the decision is made closer because you dont have a onesizefitsall thing. I was in the other room talking i think you said you had 11 in your class. I did succeed in my class when i was growing up. Was going to work in a Small Rural School is not going to work in a School District with 12000 people like we do in bismarck or fargo. There is that some School Districts in the country let clark county, nevada got 30,000 kids and one School District. He got to drive these decisions locally to make that happen. I think theres a case the department of educations only 4000 team members. I dont really worry about that. That is a simple decision to say okay, block grant that money, take away all the federal ideological to get put into this money. Biden is bragging about the infrastructure dollars and else a front row seat they put some stuff in there you had to buy union labor we had a Water Project in north dakota and we are like the federal money could actually work for this thing. But we got the bids back and set of 35 minus 65 million i said what are we talking about . Every dot project we got the spring was 30 higher, why is the Water Project one 100 higher . Its higher because what i will call the ideological redtape they buried in there. And apparently we could not buy a precision pulp from canada or germany. We had to buy it from seneca probably live with that. By the way no one in america makes that pump but in four years it might be available. So they are bragging we have the money but we actually killed the project. Its a much needed Water Project for a portion of our states. Federal dollars just dont do it either block grant under the state or get out of the business at the taxpayers keep the dollars do not try to drive the social policy through infrastructure financing which is what is happening there in the education piece that one is relatively simple. But the big opportunities are 2 million federal employees for 2 million of them. As i have been in north dakota with 27 of her general fund first four months we were in office and the trend still ran on time is inside of every government job you could have super well meaning people that went to work because they wanted to serve other people they wanted to have a purpose that could be highway patrol, right . Who doesnt like Law Enforcement that the state employee. But inside of every job like that theres 10 20 of what they have to do is a mind numbing soul sucking work and that is some redtape 10, 20, 30, 40 years ago. Sent ideas and i said how are weakening in your weight quickly get rid of . To try to reduce the burden on the people when we do that these state team members like it too they do not do the stuff they themselves knows did not at any value. They went have meaningful work. We have 10 million jobs open in the country reduce the federal Government Employment by 20 , 40000 of those folks pay taxes instead of consuming taxes. Theyll be a good switch as someone is for my life operationally working on for Software Accounting and sales and marketing and all of the things. I get how we have taken so much cost out of almost every industry. Then it look at the industries that have not been successful in 20 years. Prices have gone up, higher education, prices have gone up. Quality of the outlook is not gone out. Those are the two industries the federal government shove the most money into. When you talk about education weve got to figure out a way we cannot just say the answers more inputs, more inputs, more input youve got to get people in north dakota we flipped the whole thing we dont even talk about budgets until we talk about strategy. Different agencies and groups all come in and say before we have discussion about the budget we want to see your Strategic Plan here is a template. Whats the Customer Satisfaction . Who is your customer . The customer is a taxfree treatment better today than you were yesterday it is a service and faster to have to drive three hours and come to a window at the dmv review figured out a way so they can get their license renewal on their phone at home and save the drive to bismarck to sit in a room we are paying rent that week then make them take a number and stand by and someone who is behind a glass counter to process their application and then those people do not enjoy their job everybody every day is grumbling they spent half a day trying to go through a transaction that any other place you would switch vendors your bank make you do that you tend going to switch banks. We put up with stuff we should not have to from government for treating people at the customers that they are. Im sorry im kinda passionate about that when. [laughter] many passion. [inaudible] i think we have a Good School System but a lot of family farms and people are interested in what goes on. Yes or no . Yes. Iger up and of farm by the corner over here. I did not go to harlan but then i went to shelby we had to consolidate. There is that Little Country school that used to be there. There is nothing wrong with that little schoolhouse. From the farmers all came together when that was going on. My dad was telling me about it. All of the farmers around in the area as soon as that building needed a new roof or whatever it needed they all came and did it for nothing. They do not to spend the money on a building and fixing everything. The money doesnt go in the right places. I dont know how in the world youre going to change all this redtape. But i do want to know for agriculture if you get in . [inaudible] question got to have the right kind of supports and that you have security. Its ahead of us if we get smart what we can do. Is ahead of it . Im saying the golden age of agriculture in our future if we have the right policies in place with the people of iowa, my goodness there is a markets for low Carbon Intensity fuels. In the fastest way to get there is see carbon icing ethanol. Thats the easiest way to do it. Then we dont have to wipe out all the infrastructure we have in the country. Its like were going to subsidize 500,000 charging spaces and that this country the 1920s i think there is 30,000 gas stations without a dime of subsidies the market said oh wow i think i started gas station because there was a demand and now we got them all over the country. Nobody subsidizes a flying j. The market made that happen. Is her too much corn growing . Should there be other crops . Its a big opportunity. Again i take innovation out of regulation. One of the things that is happening is we think of this classic thing of should it be food or should it be fuel . We think about how to utilize corn on the ethanol side. But now the plants including what i toured yesterday of got one in north dakota. The value coming out of it. They are testing fish food for agriculture. Want the things we know in developing countries around the world as they need more protein. They are thinking chicken and hogs. You can take the protein as a derivative from the ethanol process for a powder to go to fish with that ups the value. Everyone understands the state.
