While there are often disagreements about how to achieve that goal, one issue that is not debatable is that we must do everything in our power to stop fraudsters and scam artists from preying on the vulnerable senior citizen. Currently, americans over the age of 50 account for roughly 75 , over three quarters, of the Financial Assets of the United States. Unfortunately, one in five of those seniors, thats 20 , over the age of 65 have been the victim of fraud. One in five. Think about that. This costs Senior Citizens almost 2. 9 billion every year, not to mention the stress and the pain that comes along with it when a person who has been victimized trying to rebuild their financial security. Oftentimes, employees at banks or Financial Advisors are on the front lines against such fraud when they see that one of their clients may be a potential target. Unfortunately, current laws make it very difficult for employees of such institutions to report the occurrences of those frauds. So what do we do . Come to the floor tonight for something called the senior safe act. What does it do . Provides a very simple fix that would allow a supervisor or Compliance Officer of a bank or Investment Advisor to report instances of fraud to a federal or state legislator as long as its reported in good faith and with reasonable care. Employees want to protect clients as much as any regulator so this would allow them to speak when they see fraud being unreported. Mr. Denham the save our salmon act removes the contradiction in federal law this federal law mandates that not only do we double the amount of threat and endangered species, the salmon and sealhead we spend so much water, so much time, effort, and money trying to save, but it also, the contradiction is, it also wants taos double the striped pass that eat 98 obvious the fish were trying to safe save. This is a simple trying to save. This is a simple bill that is bipartisan, that will save taxpayer dollars, that will save our water in california, while addressing what we feel is a simple mistake under the Central Valley project improvement act, cvpia, this doubling goal was set in place in 1992. Again the steelhead and salmon are being eaten by the striped bass, a nonnative predator fish this mandated population double of the predator fish has proven contradictory to protecting native species under the endangered species act. This bill not only removes this provision but at the request of the administration it also removes other sections in the cvpia which provide for implementation strategies to double the striped pass. The California Department of fish and wildlife and others ave all indicated that privateation of juvenile predation of juvenile salmon is one of the primary stress joffers the stressors of the species. Predation in california continues to be one of the major factors in the complex equation of California Water and the drought our state faces. By eliminating this ntradictory law, they will once again thrive without wasting the massive amount of taxpayer dollars required to do system of this is a commonsense, easy solution for republicans and democrats to agree on. This legislation by congressman denham, it has good, bipartisan support, h. R. 4582, is known also as the save our salmon act. It will amend the Central Valley project improvement to exempt striped bass from the laws fish doubling goals goals. One should understand that striped bass is a nonnative fish to california that was introduced in the late 1800s. Unfortunately, for the native salmon, and the dalta smelt and other native fisheries, the striped bass is a very aggressive predator fish. The fact is, is that they eat not only juvenile salmon but they eat smelt which is part of the food chain for the salmon. And as a result of this introduction the striped bass are thriving, unfortunately, the native salmon of california are not. This measure, 4582, is the first step in a range of overall policy decisions that weve got to take under consideration. Common sense tells us we must look at all of the stressors that are impacting the native fisheries of california. And this atempts to do that. To aid salmon recovery by providing also an additional more reliable water supply for californians. Those in the san joaquin valley, congressman denham and i represent, and others, that have been devastated by the impact of the drought over the last four, new going on phi years. Farms, farm communities, and farm workers who have lost their jobs as a result of a zero, zero water allocation. And we dont even have a program to deal with the, what the fish and Wildlife Agencies have indicated is one they have greatest impacts of native species, which are predator fish. While there are many stressors that impact the california salmon populations, and thereby then impact the water supply reliability for much of california, this measure attempts to begin to do something about it. Nobodys use. It was a former asbestos mining area. It has been for hikers, birders, animal enthusiasts and many others. It is home to plants and animals to attract visitors. But in 2008, the bureau of Land Management closed the area because the eep reports said that nationally occurring asbestos may be dangerous. And without any further thought about assuming risk in the national area, just close it all down. As long as people are aware of the rimbing and people enjoy clear creek, it isnt dangerous.
