Of a service and quality of a product. That is really one of the foundational principles upon which our economy is based. And i think it also works in health care but we havent had that since obamacare passed. Live now to london for british Prime Ministers question time. Each week the house of commons is in session we he bring you Prime Minister theresa may taking questions from the members of the house of commons wednesday mornings here on cspan2. We invite your participation via twitter using the hashtag, pmq. Live now to the floor of the british house of commons. With the results how we thought so far. Seamus the voice of south and east cleveland. Mr. Speaker, will the ministers Digital Culture recuse himself from media policy given the very close relationship to the new editor of the london evening sun . The minister, my right honourable friend is a decent and honorable man and he will make his own decision about his ministerial responsibilities and i think it is wrong to impune his motives in the house if i may say so. Finally, andrew bingham. Thank you, mr. Speaker. Intend to expand the state initiative not only rationalize our public buildings to financial, but gives opportunity to create better and streamlined services for our residents . My honourable friend, not only does this allow to save costs so that we can direct money to the front lines but means Public Services are far simpler for our citizens to deal with because they are located in one single place. Order. He questions to the Prime Minister. John mann. The Prime Minister. Thank you, mr. Speaker. And i would like to press my condolences family and colleagues of former deputy minister of Northern Ireland john mcginnis. We do not justify the path he took in earlier part of his life and never should forget that nor the victims of terrorism. However as my noble friend lord trimble sought out yesterday he played indispensable role bringing Republican Movement from violence to peaceful and democratic means and building a better Northern Ireland. Mr. Speaker this morning i had ministerial meetings with colleagues and others. In addition to my duties in this house. I shall have further duties later today. John mann. The Prime Minister says there is more money for the National Health service, more nurses, more doctors, yet, yet the unit has been cut back and the childrens ward has been closed overnight. Something clearly doesnt add up, therefore, i and the mothers of most seriously ill children who use the childrens ward the most frequently offer to the Prime Minister to work with her to solve this problem. Is her door at number 10 open to us . I say to the honourable gentleman, if we look what has happened in his area, hnhs commissioning group is receiving a cash increase. The bassett hospitals and Hs Foundation trust seeing 80 more doctors and nearly 30 more nurses. Of course what he we see, he talks of listening to the voice of local people in relation to Health Services in a local area but exactly what the sustainability and transformation plans are about, it is about hearing from local people and local clinicians and putting together the Health Provisions that insure they meet local needs. Thank you, mr. Speaker. This is story of transformation and progress from the masters of the first does deal revolution to a new hightech revolution in hightech manufacturing t helped build britain. As the government delivers on the democratic will of the british people and article 50, will my right honourable friend tell us how it telford from prosper from brexit and her plans for britain . As i said before, the referendum result was not about membership of the eu, it was a vote to change the way this country works and who is it works forever to make britain a country that works for everyone, not just a privileged few. That is why the plan for britain to get the right feel abroad and build a stronger fairer britain for ordinary working families here at home like those in telford. Im pleased we already provided 17 Million Pounds of funding to the marchs lep to improve local infrastructure in telford. This government is putting that, those resources in and our plan for britain will deliver, that stronger, fairer economy and more united and outward looking country than ever before. Jeremy corbyn. Thank you. Thank you very much, mr. Speaker. Could i start by being he cooing the words of the Prime Minister concerning the the death of marn mcginnis, former deputy minister of Northern Ireland. He died this week and our thoughts go to his family, his wife bernie and the wider community. Martin played an immeasurable role bringing about peace in Northern Ireland. It is that peace we all want to see inturn of all time for all people in Northern Ireland. Mr. Speaker, this government is cutting the schools budget by 6. 5 by 2020. Today we learned that the proposed National Funding formula will leave 1000 schools across england facing additional cuts of a further 7 beyond 2020. Can the Prime Minister explain to parent why cutting capitalgains tax, cutting inheritance tax, Cutting Corporation tax, cutting bank levy are all more important than our childrens future . This government is committed to insuring that all our children get the education right for them. That all our children have a good school place. That is what the governments plans for education will provide. That is building on a fine record of past six 1 2, nearly seven years for conservatives in government when weve seen 1. 8 million children in good or outstanding schools. We protected the schools budget and the National Funding formula is consultation and obviously there will be a number of views. The consultation closes today. And then the department for education will respond to that consultation in due course. Jeremy corbyn. Mr. Speaker, the manifesto which she fought in the last election promised under a future conservative government the amount of money following your child into school will be protected. No wonder even the editor of the london Evening Standard is up in arms about this. Where is he . Mr. Speaker, the cuts to School Funding equates to loss of two teachers across all Primary Schools, six teachers across all secondary schools. So is the Prime Minister advocating larger class sizes, shorter school day, or unqualify teachers . Which is it . We have, as we said we would we have protected the schools budget. We now see more teachers, more teachers in our schools. We see more teachers with firstclass degrees in our schools. As i say, we see 1. 8 million more children in good or outstanding schools. That is the result of the policies of this government, of diversity in education, free schools, academies, comprehensive space schools, university schools, Grammar Schools. We believe in diversity in education and choice for parent. He believes in a one size fits all take it or leave it model. Jeremy corbyn. Mr. Speaker, clearly elected on a pledge not to cut School Funding, and that is exactly what is happening. Maybe she could listen to head teachers in west sussex who say they have believe savings will come from, and i quote, staffing reductions, further increased class sizes, withdrawal of counseling and pastoral services, modified school hours, reduction in books, i. T. And equipment. I have a heartfelt letter from a Primary School teacher by the nail of eileen. Eileen is one of our many hardworking teachers who cares for her kids. And she wrote to me to say, teachers are purchasing items such as pens, pencils, blue city, and paper out of their own pockets. Fundraising event have quadrupled as funds are so low, parents are having to make donations to purchase books. This is disgraceful says eileen. Does the Prime Minister agree with eileen . We are seeing, we are seeing record levels of funding going into our schools. We have protected the schools budget. We protected the pupil premium but what, what matters for parents is quality keep yelling out what about eileen . Prime minister [shouting] Prime Ministers giving her response to the leader of the opposition including reference to eileen. The Prime Minister. What matters for all of us who are concerned about education in this country is that we insure that the quality of education provided for our children is a quality that enables them to get on in life and have a better future. That is what this government is about. It is about insuring in this country you get on the basis of merit, not of privilege. It is about insuring that every child, every child, every child across this country has the opportunity of a good school place. That is what weve been delivering for the past seven years. And it is what we will deliver into the future. And every single policy that is delivered better education for children has been opposed by the right honourable gentleman. [shouting] jeremy corbyn. Mr. Speaker, maybe she could have a word with the friend a member of the cotswalls, said this week under this new formula, all my primaries and secondaries will see a cash cut in their budget. In the budget the government found no more money for the schools budget but it did find 320 Million Pounds for her own special school, Grammar Schools vanity project. So there is no money for eileens school, yet 320 million for divisive Grammar Schools. What kind of priority is that . First of all what weve done in relation to the funding formula to address a issue lake power ignored for all this time. Across this house there has generally for manier been an accepted current formula for School Funding is not fair. I was calling for a better funding 15 years ago when i was shadow education secretary. Were putting forward a proposal. Were consulting on it. The consultation closes today. Well respond to that consultation. He talks about the issue of the system in schools we want. We want diversity. We want different sorts of schools. We have put money into new School Places. I say to the right honourable shadow home secretary private schools. His shadow attorney general sent her charge to a private school. He, he sent his child to a Grammar School. He went to a Grammar School himself. Typical labour. Take advantage and pull up the ladder behind you. [shouting] the speaker. [shouting] i want a december, fair, opportunity on for every child in every school. I want a staircase for all, not a ladder for the few. She hasnt been good at convincing the former secretary of state education who wrote last week all the evidence is clear, that Grammar Schools damage social mobility. What evidence has the Prime Minister got that the former secretary of state is wrong in that . The evidence is that the attainment for the poorest children, the attainment gap in a Selective School is virtually zero. That tells us that the quality of the education that they are getting. What i want, what i want is a Diverse Education system, where there are genuine opportunities for all to have the education that is right for them. That is why in the budget, at well as dealing with issue of new School Places we put extra money into Technical Education for those young people for whom the Technical Education is right. He says he wants opportunities for all children. He says he wants good School Places for all children. He should jolly well support the policies were putting forward. Jeremy corbyn. Is is the chair of select Education Committee and Grammar Schools do little for social mobility and a unnecessary distraction. Mr. Speaker the Prime Minister and her government are betraying a generation of young people by cutting funding for every child. Children will have fewer teachers, larger classes, fewer subjects to choose from and all the Prime Minister can do is focus on Grammar School vanity project, only ever benefits a few children. Is the Prime Minister content that this generation, this generation in our schools today will see their childs decline, their subject choices diminished and their life chances held back by decisions of her government today . [shouting] protecting School Funding, more teachers in our schools, more teachers with first class degrees in our schools. More children in good, or outstanding schools. It is not a vanity project to want every child in this country to have a good school place. Because that is how they will get on in life. And that is what this party will deliver. It shows there is a difference, yes. There is a difference between the right honourable gentleman and me. Earlier this week he record ad video calling for unity. He calls for labour to think of our people first. Think of our movement first, think of the party first. That is the difference between him and me. Lake power put the party first. We put the country first. [shouting] charlie [inaudible]. [shouting] thank you, mr. Speaker. For centuries the, for centuries Prime Ministers have taken a close, personal interest in the effectiveness of gateways and guardians of the kingdom. My right honourable friend taking a close interest the ready for brexit on day one, not just for customs but the a2 upgrade and crossing, and mr. Speaker, will you join with me and the Prime Minister wishing him a happy 100th birthday and thank service right honourable gentleman. I did do that a couple days ago. The Prime Minister. Mr. Speaker, i didnt have the opportunity in this house to do it a couple days ago so im happy to join my honourable friend wishing dane the happy 100th birthday. Recognize the service she gave to this country as many others did. But my honorable raises a very important issue. One he and i discussed on a number of occasions i did have with other kent mps. In addition to the 1020 lori park and part of the transport is committed to delivering a longterm solution as early as possible. Theyre looking at findings of and will be doing more detailed work on the a2 and the hope office will look very closely what measures need to be in place for brexit, for those coming across the border into dover. Robertson. Extend condolences as the Prime Minister and leader of labour party to family and friends of former deputy minister of Northern Ireland, Martin Mcginn is in. His contributions and peace and never forgetting the human price during the troubles. Last year, mr. Speaker, the Prime Minister promised that she would secure a ukwide agreement between the ghosts of scotland, wales and Northern Ireland and her government before triggering article 50 on brexit. Xi has delayed, she has blocked, she has lectured and surprise, surprise she has no agreement. There is no agreement. Will these be here negotiating tactics with the European Union . Over, over the past few months every effort has been put in at various levels of ministerial and official levels to work with all of the administrations to identify their particular concerns and interests and to insure were able to take those into account through the the negotiating process and discussions will continue in the future. What we, what we want to insure is that we get the best possible deal when we leave the European Union for all the people of the United Kingdom, including people of scotland because at heart we are one people. Robert byrne. Mr. Speaker, viewers will note that the Prime Minister totally glossed over the fact that she has not reached no agreement with the duval government of United Kingdom. Mr. Speaker, the Prime Minister says she wants article 50 negotiations to lead to a deal. And she wants people to know the outcome of that deal before it is approved. So, will the Prime Minister confirm that in the period for an agreement the house of commons will have a choice, the house of lords will have a choice, the European Parliament will have a choice, 27 memberstates of the European Union will have a choice . Mr. Speaker, if it is right for all of them to have a choice about scotlands future, why should the people of scotland not have a choice about their own future . [shouting] this isnt a question about whether the people of scotland should have a choice about their future. The people, the people, the people of scotland voted to, took, exercised their right to selfdetermination and the voted in 2014 to remain a part of the United Kingdom. The people of the United Kingdom last year voted to leave the European Union. We, we are respecting both of those votes. He is he respecting neither of them. Mr. Speaker, with her strong commitment to defense, would my right honourable friend agree we must stem the outflow from our shrinking forces . Could i urge her to reconsider the policy. And getting families on housing ladder and on other hand continue focusing army in areas where there is no Affordable Housing and applying a new landlord tax arrangesment . I obviously i recognize the passion with which my honourable friend raised these issues in relation to the armed forces. He raises an important point. I can assure him were fully committed to 82,000 strong army by 2020. He race as specific point about service accommodation. That people have greater choice where they live by using private accommodation and meeting aspirations for homeownership. That is why we set up 200 millionpound forces help to buying scheme and continue to support subsidized housing for Service Personnel and the pot of money will not be cut. The ministry of defense is working with the treasury for issues he raises and im sure will keep i am updated. Brendan mcneil. Thank you, mr. Speaker. United kingdom of Great Britain and northern eye ireland will be 95 years old in december. A quarter of independent iceland and third of that independent ireland. Given the Prime Ministers support irish independence on the benefits it brought its economy and population why does she oppose it for scotland . Will she sew scotland the respect the eu showed the uk in regards to her referendum . I have to say to the honourable gentleman if he is looking at the issues around Economic Growth and he quoted figures for Economic Growth he should Pay Attention to the most important markets of scotland, the most important market for scotland is the market of the United Kingdom and thats why scotland should remain part of it. Thank you, mr. Speaker. Last week with support my right honourable friend said all party group for lyme disease. This debilitating a disease is a growing problem across the country, including my constituency of north dorsett. Awareness of it amongst the public and vps is incredibly low. Will my right honourable friend to all it can to raise the profile and props surrounding diagnosis and treatment . My honourable friend raises an important point and i come men him and my honourable friend that the attention now being given in the house for this issue. He is right we need to awareness of this issue. We need to insure diagnosis and treatment and early diagnosis and treatment is there because that is thes about way of limiting complications from this particular disease. The department of health is already taking steps. Clinical guidelines and being enhanced and robust reviews of diagnosis, testing and treatment there is more we can do. Public Health England is holding regular method training days and conducting outreach across the medical community to raise awareness and insure early diagnosis is there. Alex cunningham. Thank you, mr. Speaker. Westminster hall the Health Minister said issue at hand is positive his pay grade. Assuring that the Prime Minister has top pay grade, can she give us a clue and well see longawaited and very leto back cocontrol plan. I can assure him we are working on the Tobacco Control plan and one will be issued in it due course. John stevenson. Thank you, mr. Speaker. And recently a substantial number of government ministers took the opportunity to visit cumbria. [shouting] they saw for themselves not only its beauty but also its industrial strength and its potential. If the governments industrial strategy is to succeed, places such as cumbria need to be part of that success. Will the Prime Minister insure that it gets the Infrastructure Investment is requires to make sure it really does fulfill its potential . I can assure my honourable friend i and other ministerial colleagues would be delighted to take the opportunity to visit the beautiful county of cumbria were even happier, that it has another strong voice in the form of conservative. [inaudible]. He is right the cumbria in the northwest has huge industrial potential. Were delivering on the plans of the country including the northwest. 556 million for the local growth fund and productivity, north getting 147 million congestion to improve local transport. But it is our plan for britain but it is going to deliver that stronger, fairer economy and deliver the higher paid, higher skilled jobs for people across the whole country. Greenwood. Prime minister is in denail. Todays report from the institute of fiscal studies confirms schools are already facing quote, the largest cut in spending per pupil over a fouryear period since at least the early 1980s. Under her new national formula, funding is diverted from schools with very high levels of deprivation. Every Single School in my constituency will lose an average of 584 pounds per pupil. Has she failed at math or failed to read her own manifesto . I responded to this point earlier but just to reiterate, across this house for many years there has been a general acceptance that the current funding formulas for schools is unfair. That is why, that is why this government is looking to find a formula, a fairer formula. The consultation exercise and the department for education will respond to that in due course. We are grasping this inissue. Labour did nothing for 13 years. Edward leads. Can my right honourable friend confirm that in the fourth coming debate on the restoration and renewal of parliament all members including ministers will have a completely free vote in what is a house matter . Does she understand many of us believe in these times of austerity we should not be frontloading billions of pounds of worth of expenditure on ourselves at the expense of schools and hospitals but that we should carry on the work and stay in what is the iconic image of the nation . Well, this palace of westminster is worldrenowned. It is a very important part of our national heritage. It belongs to the people of the United Kingdom. Of course we have a responsibility to our constituent also to preserve this place as the hole of our democracy. It will be, for parliament to take the final decision on this matter but i can assure my honourable friend as it will be a house matter, it will be a free vote. Evans. Mr. Speaker, pollution caused mainly by diesel engines brings about 40,000 early deaths in this country while causing severe long diseases like bronchitis and asthma in our young people and children. My constituency in kremlin is the most polluted road outside of london. It is absolute disgrace. Most of it is caused by htvs and traveling the roads releasing noxious gases on the residents. Will the Prime Minister commit to insure that haulers will start using newer diesel engines and cleaner technology and cleaner energy to insure that everybody, including our young people can enjoy a better quality of life . The honourable gentleman speaks well for his constituent. I have to say to him that this is an issue we all recognize the problems in relation to air quality. That is why, i mean the government, will be bringing forward further proposals in relation to air quality. We have seen some changes taking place. We have of course put investment into Green Transport initiatives and planned to introduce clean air zones around the country will help tackle that in fact we have been the forefront of action in europe in relation to this. This is more to be done. Well be bringing forward to proposals in due course. Compensation paid by Network Rail Train operators for delays far exceeds the amount that the passengers who experience the delays are claiming because the ticket refund process can be cumbersome. Will the Prime Minister insist that train operators ring fence that money, spend it on smart ticketing automation so that customers can tap on and tap off their train and receive the amount in their bank account for the delays that they have been caused . My honourable friend does raise an important point. I know its a source of much frustration to many rail traffickers. I would like to thank him way he and others spoken up on batch of passengers on the thames link and other lines. The best way to insure operators do not profit from unclaimed compensation for passengers to claim compensation they are entitled to. We are looking and the department of transport is looking how we can insure that we publicize compensation schemes, make claims easier. We are rolling out improved repay compensation to allow passengers to claim after a delay of just 15 minutes. The so the departments transport is continuing to look at this issue and im sure well pick up the point he has raised. Last week the Electoral Commission issued its largest ever claim on conservative party for breaking crucial election rules. What do the Prime Minister, cabinet, her aides do about any of this activity . Is responsible for designing this and this is a at best willful negligence and at worst, pure electoral fraud . The honourable gentleman is asking me to respond to what is a party matter but i can assure him that the conservative party, conservative party in this campaign in 2015, across the country for the return of a conservative government and we should be clear that such campaigning would be part of the Partys National return, not candidates local return. As the Electoral Commission itself has said. We accepted in april 2016 the Party Accepted in april 2016 administrative error on its national spending. It brought that to the attention of the Electoral Commission and in order to amend its national return. As i say, National Electoral spending is a question for the national party, not for individual members. The Electoral Commission looked into these issues as it has for issues for liberal Democrat Party around the labour party. Issues confine fines to all three parties and those fines will be paid. Mr. Speaker, the International Trade committee is taking evidence from chambers of commerce about exports. Given the Prime Ministers commitment to a global britain, would she agree we should retain good friends with our friends in the European Union and build on our loaning standing relationships with our Common Wealth friend across the world to trade our way to great prosperity. I say to my honourable friend, obviously one of the four pillars of our plan for britain is global britain, more outward looking britain. He is right, not actually insuring we get the right relationship with europe when we leave the European Union. We want to continue with a partnership, to be able to trade freely across europe and for countries in european memberstates, e. U. Member state to trade with us and but we want improve the arrangements with trade with other parts of the world including members of the commonwealth. Thank you, mr. Speaker. Last week through no fault of our own, eileen and her dong daughter became homeless. After months looking for a flat, she finally went to mertin council who could only offer her temporary accommodation in birmingham. 140 miles away from her job, from her Daughters School and from the friends and family who make it possible for her to be a working single mom. Can i ask the Prime Minister, in one of the richest cities in the world, where russian oligarchs and chinese banks own scores of properties and leave them empty, how can it be right that a londonborn, working family like aim have not a room to live . Well the issue obviously housing in the london is something honourable lady and i worked years ago when we were on the Housing Committee together. I recognize she has raised a concern for her particular constituent. Obviously i wont comment on the individual case. What i will say what is important overall government is dealing with the issue homelessness we are insuring we are building more homes. We are giving more support to people to get into their own homes. But this is something that will take time. As we insure those properties are available and we insure that we maintain the records we have of providing Housing Support across all types of housing in this country. Nicky morgan. Thank you very much indeed, mr. Speaker. Says it must be right that the same people for the same characteristics attract the same amount of money. It is not fairness and not challenged for 13 years under the labour party. Yes there need to be changes to the current draft formula but i hope she will commit to fulfilling our manifesto promise making School Funding fairer. I think she would agree with me, if the labour party carried on in Office Spending plans what happened in greece and spain, not hundreds but tens of thousands of teachers had to be fired. Well my right honourable friend is right. As i said earlier, this is an issue in terms of the funding formula for schools. Certain docked for too long and certainly by the last labour government. Weve started to address it. Weve been looking at the formula. We brought forward a proposal. We will look at consultation responses on that and respond in due course but she is also absolutely right about the labour party. The labour partys education policies would mean fewer opportunity in schools and their Economic Policy would mean less funding for schools. Jonathan edwards. Last week her government confirmed that there would be no assessment ever the Economic Impact of the failure to strike a i trade deal with the e. U. Before brexit. Mr. Speaker is it not the case of article 50 exin week she is the lord yard did i began, commander of the charge of light brigade and which know how that ended. Im responding to the wishes of the british people. Thank you, mr. Speaker. Does the Prime Minister agree we urgently need to find a solution to National Living wage on sleeping shifts in the care sector . This together with our policies that insisting payment of six years back pay plus penalties may have a devastating impact on this vitally important sector . Yes. My honourable friend raised a very important point and obviously through the National Living wage we are giving britain a pay rise. We are making sure pay is fair in social care and all sectors. On the specific point he raised this is an issue we are addressing, looking at it very carefully including in the context on funding pressures on social care. Were working to insure prolowpaid workers and fair and proportionate manner. As my right honourable friend announced in the budget two billion pound is going into the social care sector but specific issues my honourable friend raised is looked at by the treasury. Cooper. Thank you, mr. Speaker. Despite austerity, shocking pay increases were awarded to the board of Liverpool Ccg where a deputy chair is paid over 100,000 pounds, after a 43 increase. Would the Prime Minister agree to investigate the failures of government within the ccg and lack of scrutiny within the wider Liverpool Health economy while insuring no mergers take place while this is investigated . I understand that my right honourable friend the Health Secretary asked nhs england to investigate the renumeration of in ccg. He will keep her updated. So that every penny possible can be spent on front line patient care. With he are seeing results im pleased to say because we now he see a financial position that improved by 1. 3 billion compared to this time last year with fewer trusts and deficits. As i say nhs england will investigate the issue she raised. Thank you, mr. Speaker. The Prime Minister will be aware that joe Cox Commission on loneliness to heil light and tackle loneliness. A Small Charity which im a patron is taking up this challenge with female military veterans suffering from severe isolation issues. Would the Prime Minister meet with me and some of these extraordinary women to learn how your government can help to avoid this outcome in the future . Can i commend the work being done by forward assist in my right ronable friends constituency. The secretary of defense will be happy to meet her. Mr. Speaker, the schools minister good enough to meet the teachers from a constituency rich in talent but one of the poorest in the country in a city, birmingham, where 96 ever schools will lose a total of 20 Million Pounds under the governments fair funding formula. Yet suri gained 17 million, suffolk gains 10 million and windsor and maidenhead gained 300,000. How can that possibly be fair . The, i note that the the schools minister will be meeting the honourable gentleman and head teachers to discuss this issue. What the fair funding formula is looking at trying to insure that the unfair funding which existed up to till now is actually dealt with. And that there are some very, very stark differences. There are schools in london, for example, that get more than twice, almost twice the funding of schools in other parts of the country. We need to insure that were addressing the unfairness in the funding formula but as i said earlier there is a consultation exercise and the department will respond in due course. Order. [inaudible conversations]. Here on cspan2 well leave the british house of commons and members move on to other business. Ive been watching Prime Ministers question time aired life 7 00 a. M. Eastern when parcel plenty
