I dont know if i have a question for you, to be honest with you. I just feel like i dont know what the point is at this particular point. I think most people know what happened at this point. I think that you may have watched what has gone on for the last few years and that is exactly what happened. I will just make a statement. I just want to say that early on this is how early on the data show that children were unlikely to become infected, spread the infection, become ill, or die from covid19. That is a fact. Data also showed that the School Closures, social distancing, masking, and testing provided no benefit to the students, or their adult educators. That is also a fact. It also showed that those very actions that i just described were highly detrimental to the i couldnt make achievement, Mental Health, physical health of our children. Since the science the actual science never supported closing schools, we must examine why and who is behind these detrimental efforts to promote School Closures without any scientific support for doing so. We now know that you and your organization, it has been documented, edited the dropped of a scientific, quote scientific based guidance on School Reopening from the cdc. The document that was used to keep most Public Schools all around the country closed, in fact. I dont think that you are to blame. I think the Biden White House and the cdc are the ones that really fold our country. The Biden White House and the cdc should have completely disregarded any suggestions from year politically motivated and corrupt organization in my mind. But i guess considering your organization with millions and millions of dollars to Democratic Candidates and to the lead liberal campaign committees, you got anything you wanted from the Biden Administration. That seems to be how it works. This is what corruption in the federal government looks like. The American People have seen it and they do not like it. Teachers, unions are supposed to exist to protect their members and to advocate for students. However your organization, the aft, he has demonstrated that what you actually care about is gaining and exerting political influence and lining your pockets with taxpayer money. Even if that is at the expense of our own children. Since 2020, congress has allocated more than 190 billion dollars to schools across the country through the elementary and secondary School Emergency relief fund to enable schools to stay open. Much of this money has been already accounted for and much of it was spent on work social garbage, racist security programs, and other leftist programs. Much of it is provided to increase the salaries of teachers, teachers that were paid to stay home thanks to your song advocacy. So a big win for you, and a big win for the organization. Keep the schools closed, let people stay home and draw paychecks, and demand money from the Biden Administration to reopen schools, use that money to promote horrible social programs in our schools once they finally reopen. Provide pay increases to remembers with federal taxpayer money, and lastly, use the dues from your members to pay off the democrats that make it all possible. This is what happened. I cannot believe that you still have a job after the role that you and your organization played in the description of her children over the last few years. I think that it is disgraceful and i think that you should be ashamed over what happened over the last few years and you should take responsibility for. It with, i yield back, mister chair. I mean this sincerely, the most influential people in my life, other than my parents and maybe my marine buddies truly appreciate what they have done for me over the years. I spent four years as an associate professor, both for public and private schools. I have seven kids, so i have a little street credibility when it comes to educational experience. Its been 20 years and Youth Ministry so i understand the importance of what teachers do, and i sincerely appreciate the efforts. With that said, i just wanted to go for something that you have already affirmed which is that you tweeted one time what we have seen in Public Education, that technology cannot replace teachers. Remote education did not work. You did tweet that, correct . Okay, thank you. I did. I totally agree with you. I have tweeted about 200,000 times so that wasnt controversial, sorry, we will continue. Im not trying to corner you. Believe it or not. I agree with you, my son actually was having problems during this educational experience where he couldnt have a teacher meet with him well into the pandemic where he was remotely learning. But he does not do math so well. Hes like his dad. He needed help in person and even with precautions he wasnt allowed to come in. So it really effected his educational experience to the point where he had to drop out of the class. It was harmful to him, just like many other students, weve seen it with countless families, weve seen a 5 dip in white students. 13 african americans. 8 hispanics. A great educational disparity that happened because of the educational experience because of covid. Would you agree that Public Education is an essential service . Yes, absolutely. I was on the frontlines during this pandemic, i treated thousands of patients. First line, from the beginning when we had no vaccinations all the way to december 28th, my last shift. Would you agree that the emergency room doc is also an Emergency Service . Of course. I mean, sir you may not know, we represent about 200,000. I get you. I represent a lot of doctors as well. And my sister is in intensive care. Thank you for her service. And of course, we could not do our job remotely, correct, as we are physicians. We had over 200 i get you. Nurses who we represent who did not do their jobs remotely, and we believed in being in school that is why i said it earlier. We try same as firefighters, same as law enforcement, everybody has their jobs that are essential services that they cannot do remotely and as you said, there are people who came in during some scary times that could not work remotely. I dont think we are trying to argue about what is essential services. I think we all agree on what those are whether it be a clerk that actually helps you get your meals or your groceries or somebody whos serving you in very real ways, i think we all agree on those things. I get that it is scary, i get at the very beginning there was definitely a reason to be overly concerned because we do not know it it was a novel virus. I get it. As we start developing things, you guys got the wrong information. And so do we, because it was politicized. So some people who were quote unquote, experts, told us things were wrong even though they had not seen patients since the 90s and people like myself were seeing thousands of patients who were censored. So you could not get the truth a lot of times. I understand why teachers would be scared to go back to school. I do get that. But as this developed and as the evidence became more clear my concern is that we learn from these committees. Because that is what we are here for. I dont think that anybody disagrees at the whole reason we are here for this, for this committee is so that we do not have to repeat our mistakes. We have to admit we made mistakes. We all make mistakes. Doctors make mistakes. We did not use steroids, we intubated patients, people died because of mistakes we made during the Novel Coronavirus that we learn from. But would you, as the head of this union, admit that teachers maybe should have gone back to school earlier with retrospective information so that we do not make the same mistakes in the future and leave so many kids behind . I regret covid. I regret what has happened here. I regret im asking a simple question. I think if you would let me answer i think you would be surprised at my answer. I regret, you know i regret the fear that was there and part of the reason we wanted clear information was because we had a role in terms of overcoming fear. I think that this book that just came out yesterday, it actually gives us a roadmap for what we need to do going forward. Because i do think that we didnt get it right. I think that the ventilation issues, the testing issues actually were more important than the social distancing issues. I agree with you that there were things that we really didnt get right. I appreciate all of the work that you do, that our teachers deal across the country. I am in educator myself, im married to an educator, i appreciate the hard work. I just want to recenter ourselves to remind us that we wintry massive disruption to our country to lives, we lost over 1 million americans. My city alone lost 1300 residents within my community when i was mayor, just right before i got elected to congress. And this was a traumatic horrific event. The largest loss of life event in the modern era. This idea that there are not going to be mistakes made in our institutions or organizations its ridiculous. There are going to be Lessons Learned whether it is in our education sector, whether it is in Public Health, whether it was in the way that the government managed the vaccine rollout, we are going to learn how to make these better i want to uplift the fact that teachers were working under terrible conditions. Situations where they also had family. Teachers also have family at home, they have sick parents at home, we are also trying to protect themselves and their loved ones and their own children outside of the classroom. I just want to pick that moment for everybody who is trying their absolute best. During the pandemic, the School District was the largest School District reopen schools when we reopened because teachers were vaccinated. Because we vaccinated early on and got the supplies that they needed and the resources we needed. We often looked at your School District as a model for what replicate. Thank you. A big part of that is being the decision early on to double vaccinate all of our childrens and ensure that everyone who had access to vaccine early, we were the first city to actually vaccinate teachers and the entire city of california. Vaccinations lead to reopening schools first, and faster. There needs to be more emphasis on that vaccine access. I also just want to note, it has been mentioned a few times that it was President Trump that his administration was very facilitating the closures and trying to get us to reopen. It was a total disaster. There was very little support early on from the Trump Administration to actually get us support and support our schools. We work directly with our schools essentially sidelining the federal government and trying to get as much support whether it was materials, whether it was ppe, whether it was vaccines directly to our schools. Now i appreciate that you have mentioned long beach, in fact President Biden also had the National Model in schools. We appreciate that. I want to ask you the American Rescue plan was a lifesaver as you know for schools and School Districts. Beyond the American Rescue plan what else should congress be doing to assist schools to ensure that their future, it does not happen again and that we could reopen schools faster . Several things. Number one, what we learned through the end of this pandemic, and i know that there are some issues in terms of vaccination or not, but 90 of our members voluntarily vaccinated, and we took a position and some people disagreed. Some teachers were fired because of it. We took a position that we needed to work with our members, work with School Districts to get as many people vaccinated, are members vaccinated even on a mandatory basis as possible to open schools. On that point, i support that you know, there is someone in the audience here today who disagrees with me about it. You know . So what i am saying is that in a pandemic we need clear information. We need clear guidance most of us who are not scientists need to trust the scientists to give us clear guidance and the mitigating circumstances. Including ventilation and testing. I agree completely. Vaccine hesitancy which we know members of this very congress or some of the largest most vocal of vaccine deniers in america does that hurt would have hurt the reopening of schools and cause any concerns for teachers on the ground . So dr. Shaw from rockefeller and i did an oped in january of 2021 that said we could reopen schools even without vaccination if we had the testing. I think during the omicron variant we saw that testing really helped us keep schools open, just like it helped the nfl, and just like it helped the nba, so i think that there is a combination of things that we need to know in terms of what is the measure to keeping people safe and keeping finally, i want to see if we really want to focus on assuring, there will be a future pandemic, ensuring that schools today have the resources that they need. That teachers have the resources we need. That we are investing in the schools, that will help to ensure that there is a future pandemic, we could solve it even faster and look for more mistakes. Miss weingarten, you have not taught school since the 90s, so you are not a teacher anymore. Im actually representative, im actually on leave from my teaching position and this fall i will be teaching as a guest teacher at cornell. When was the last year you taught, 1997, is that correct . The last time i taught full classes was june, 1997. Okay. That has been quite a long time approximately 26 years ago. Do you believe in the first amendment, miss weingarten . I believe in the constitution, including the first amendment, of course. Great. I would like to remind you of when you hear tweets here where you agreed that my suspension on twitter, in your own words, politician shouldnt be exempt from standards about spreading misinformation, green has repeatedly shown reckless disregard for those standards. This suspension is justified. This is your tweet just last year, january 2nd, 2022. I was suspended for my statements about covid19 as a member of congress by the way. And i would also like to point out by the emojis, by your name here, it looks like you are more of a political activist than anything, clearly, unfortunately you think that ukraine comes before the united states. Im not sure what the black flex is. Is that digital blackface . Congratulations on graduating from school. It is about honoring black lives. I didnt ask you a question. What i would like to talk about is your commendations to the cdc. It is not a medical doctor, not a biological mother, and not a teacher, either. So what you did is you advised the cdc mister chairman this is my time, excuse me. You advised the cdc to help schools provide remote work, i options for staff, who were increased risk for severe illness from covid19 to limit the risk of workplace exposure. Telework, virtual teaching opportunities, modified job responds, environmental modifications, scheduling flexibility, temporary assignments to different job responsibilities, none of your advice was having to do with stopping the spread of covid19. It was all about teachers staying home. And there was bigger salts of that. Let me tell you, i am a mother. And all three of my children were directly affected by the School Closures, fire recommendations that is something that you really cant understand. I would like to point, out lets talk about the real effects of this. Obviously we know the test results, by the way, you celebrating what i had said on twitter i had said the children should be in school. I had said the truth, that children were not dying at high rates of covid19 like older people were. I also advocated for our children not four teachers getting to stay home and kids being forced into virtual schooling. I advocated for the safety of our children and for their education. But you, as a political activist for the president of the Teachers Union were not advocating for anything good for our kids. And our kids have suffered greatly. As a matter of fact, suicides increased. Their rates of learning went down. And you know what else happened to them . Anxiety, depression, all kinds of problems happen to kids. And ironically, here is something that was shocking to me. And i will bring this up to you. You know what else happened . While kids were forced to stay home, and you approved of this, the diagnosis of youth with gender dysphoria surged. This is literally 2020. But yet this is 2021. And this is a problem. This is a major problem. And the direct effect of School Closures can be seen here. These are diagnosis of gender dysphoria. You can see that it sharply increased after 20, 20, 21, it went up. The rates went up. So kids were forced to stay home, and to socalled virtual learning, where they were spending a lot of time on social media and all of a sudden we see a direct result of this. And this is a major problem. But the other problem is, you had no business advising the cdc what the medical guidelines were for School Closures. Because now we have a nation of School Children who have suffered because of it. The problem is, people like you need to admit that you are just a political activist. But teachers and parents are Real Partners and childrens education. That is fine. So you would say, i asked you who cares more, you would say parents . Parents care look, im not here to be in a competition. Parents are so important in childrens lives. Teachers are so important in childrens lives, too. Why did you repost and praise the oped that was in the washington post, parents claimed to have the right to shake their kids cool school curriculum, they dont. You posted this and said that this was a great piece of people should read. Head of the Teachers Union praises the oped saying that kids dont have the right to shape their curriculum. Do you believe that . The headline of that oped was not appropriate compared to the actual work in that oped. The work in that oped talked about, if you actually read the oped so you disagreed with the headline . I disagreed with the headline. The work talked about how parents, and teachers have to have a role in kids education. So should the headline have read that parents claim they have a right to shape the kids school curriculum, they do . Should that have been what the headline said . You know let me ask you straightforward. Do parents have a right to shape their kids curriculum . Parents have a right to have a role in their kids curriculum, yes. Who are the extremist politicians . You did 25 pages of your written testimony. You had 14 pages your law firm had, i think the other 11, and right at the end of the main body of your written testimony, before you get into the issue today about the consultation that you guys had with the cdc, you said in the last paragraph a tax by extremist politicians underlying teachers and schools who are the extremist politicians . I think you just heard one. Miss greene is one of them. I think the issue is the culture wars that are going on in schools right now, banning books . Undermining teachers . How about this statement, i dont think parent should be telling schools what to teach. You just told me a few minutes ago you didnt agree with that sentiment, is that a statement from a politician, is that extremist . I believe that parents have to have a role in kids education. And in fact, when i was teaching in high school, we had apparent engagement all the time. Who said the statement . You want me to finish . I, like so many other teachers, i was a high school teacher. I know you were a wrestling coach. My wife taught. So what i would do i asked you a specific question. I dont think that parent should be telling schools what to teach. You know who made that statement . I dont know. September 28th, 2020, one candidate for governor in the state of virginia. You know who made that statement . Are you talking about mr. Mcauliffe . He made that statement. Its not extremist, its not an extremist political statement . In fact, what i did was when i heard that statement we know what you did. What i did is when i heard that statement, i called mr. Mcauliffe and i told him that i disagreed with him. But it wasnt enough to get you what the abdicated was do what we thought mr. Coolidge was, which was i just have a minute. The same paragraph on page 12 years and most americans who disapprove of the culture wars that have saturated education policy, who started the culture wars . I know that when you have banning of books, like a book about let me ask you like a book about ruby bridges, that is wrong. Let me ask you this those who think boy should compete against boys and sports, or those who think boys can compete against girls in sports, which side started the culture wars . When i talk about the culture wars, im talking about book banning, im talking about things like stopping teachers from teaching is it starting a culture war if you think literature should be ageappropriate i believe it should be ageappropriate, as well. But i would recommend, weve discussed this with the Ranking Member in the past, especially if you are waving on you will be here on time. And i know that we all have schedules to keep. But go ahead. Thank you so much, mister chair. Really appreciate it. So i think that there should be a broad agreement that we shouldnt be banning books. That is flat out pretty simple. But i believe that my colleagues on the other side of the aisle want to distract, and rewrite what happened over the last several years. Everything from the Covid Response to the massive tax cut that they gave to the top one tenth of 1 in this country. They want to change a lot of the narrative of the last not two years, but four years from before that when President Trump was in the white house. I want to kind of focus on issues that i think the American People really care about. If they cared about children, why arent they why are they attempting to cut federal childcare funding by 22 . That is what their budget would do. And why do they want 200,000 children to lose access to a head start, and 100,000 children to lose access to child care . Working parents are spending nearly as much of their income on childcare as they do on housing. As a new parent and founder of the dads caucus, i can tell you one thing. Our childcare system is in crisis. Not only is it unaffordable, and inaccessible, childcare workers who are predominantly women of color are severely underpaid and overworked. Meanwhile, the Biden Administration and Congressional Democrats have consistently acted to protect childcare across the country. For example, the Biden Administration advanced it around 39 billion from the childcare providers keep their doors open. The efforts have helped 220,000 childcare program, which employ over 1 million child care workers with the capacity to serve nearly 10 million children. Additionally, the president s budget would expand access to affordable, high Quality Childcare by enabling states to increase childcare options, and by lowering costs so that more parents can afford care. The president s budget also funds a federal state partnership that provides high quality, universal free preschool to support healthy children, child of element, and ensure that children are ready to succeed. Meanwhile, Congressional Democrats lead the fight for increase childcare funding in last years spending pack, securing eight billion for the childcare and Development Increase of 1. 9 billion above the fiscal year in 22 and acted level. And before that, House Democrats passed childcare is a central act which would have appropriated 50 billion in federal childcare funds. This one garden, how does adequately funding our nations child care benefit our childs development and growth . Thank you for that question, congressman. All day long i have been talking about how teachers teach kids. I am glad that in this pandemic, thank god that it did not affect children the way that it affected adults. But it is the teachers that teach kids, it is the bus drivers, it is the school nurses, but we need help and so when we have a head start, when we have community schools, when we have all of these things that look like they are on the chopping block now, it will make it harder to teach kids. It will make it harder if you cut a head start for kids to have a head start when they get to kindergarten. So, when you cut community schools, for the guidance services, all these things that we need for kids now because of their development issues, because of suicidal issues, we need this help. We cannot do it alone. We asked for it during covid, for teachers to be safe and have clear guidance to have them safe. We wanted to be in school, ive said that over and over and over again today. I appreciate that. Two of my siblings are teachers. And San Francisco unified, they teach for a long time until recently they taught at dual immersion, spanish english. If you ever had a teacher in your family or sibling or mother or father, people recognize that they give everything. Oftentimes because they do not get enough resources from their own school. They subsidize the supplies for their own students. If they see a student without a coat, they give them a coat. If they see a student without that they need a little extra help to go out and give a little extra help on their own time. Not because they are getting paid but on their own time. And that is what the teachers have done for our country. So i really appreciated, i yield back. I would now like to yield to Ranking Member ruiz for a closing statement if he would like to make one. Thank you. I appreciate giving a closing statement, i think that we heard a lot from both sides of the aisle. I think that we are very, we have very clear differences and methodology and what we think our priorities for this select subcommittee and what we want to focus on, i do want to say some things because we heard from physicians throughout this hearing that i also want to remind folks that i am a physician and a Public Health expert, and social distancing has been a long term Public Health basic way of lowering transmission for deadly airborne viruses. It is not only shown in literature but it has been practiced, and retrospectively, studied even from the great influenza pandemic that if you have a virus that spreads through droplets from your mouth, the louder youre screaming, you cough, or you even speak you have micro droplets spreading from your mouth. So the further people get, the safer they are from transmission. So at the root basis of keeping people safe from airborne droplets, people were asked regulated to stay far from each other. So i really want to defend Public Health and Public Health practice, and say that in the event of a novel airborne deadly pandemic, social distancing is one of the crude and also rudimentary Public Health measures to keep people safe. But what we want to do for the next airborne, deadly pandemic is that we want to create Safe Environments so that people can socialize, so that we do not have to close the schools so we dont have to do these things to keep students apart from each other. And i think that that is what we should be focusing on here today. We should be focusing, thinking ahead for that next airborne, deadly pandemic on how we can save lives, how can we lower transmission, and how can we keep kids safely in schools so we dont need to practice the social distancing that has shown to work the charge of the subcommittee is to understand the covid19 pandemic. So we can prevention prepare for future Public Health crises. Our mission is to get ahead, of a future deadly novel viruses with the potential to devastate her communities. So that none of us have to endure another pandemic. Yet today, instead of doing credible work, the work of learning from the loss of the pandemic, thats what most parents are concerned about. Today, is my childs Mental Health and what can we do today to help these children . Where the work of bringing relief to american youth, fainting seeing a Mental Health crisis, we rehash miss weingartens emails and her organizations common sense feedback on School Reopening guidelines. Guidance that as you may recall it to 95 of schools returning to inperson learning just one year into the Biden Administration. We all agree that the pandemic took a serious toll in our nations kids. The question, is what are we doing to help our students . And their parents. Hyper partisan investigations do nothing to repair this harm, and neither does an extreme republican budget that proposes cuts to the program is intended to enrich our nations kids and help working families get by and provide the Mental Health necessary to recover. Programs like head start, with i. D. E. A. Grants and more. All of which will be gutted by republicans default on america. So let me be clear, republicans cannot claim to be serious about protecting our nations families while pushing devastating cuts to programs that pave the way for children to grow and thrive. In fact, those cuts to the opposite. They make the problem worse, they hurt our children and our families. They focus on the facts and the purpose of developing the forwardlooking policies and solutions to the challenges facing our nation. They make accusations intended to score some points. And we must put people over combat. I thank the Ranking Member. And i think he knows, as we have been friends for sometime, we have the same goals. There may be policy debates. We hear, oh, this group doesnt care that does care. Or i care more than you, and all this type of stuff. The bottom line is, this committee would not have even been formed if we didnt care. That is why this select committee was formed. So we threw all the stuff we have heard today in many ways, and our goal is to be prepared next time. Next time, we may have a pandemic that affects kids more than adults. And thats really what were after. We have two ears to do this, its a short time. And theres so many topics to cover. So i hope that as you go through the process, understand the things that we are mentioning. We plan to talk about all of this. What programs are actually working . We have to decide, where is the money going . And is it having a return on investment . Thats the smart thing to do. So theres things, lee dont like these guidelines. The guidelines that we questioned you about, i agree with them. I didnt have a problem with him. That wasnt the issue. We are working towards finding the process, understanding the process. That is my goal. That is why i wanted to accept this job when asked to take it on by the speaker. In my family, ive got teachers. And i can tell you, i know my teachers from kindergarten through eighth grade. I still know their names. And they still get together with my eighth grade teacher. They mean a lot to me. Even at my age, he still hanging on. And over and over again, weve heard it implied and, i was against those things. I wasnt, i just wanted to understand the process. Weve had hearings here with the School Nurse Association represented, and weve had good discussions. One of the things that you said that we saw much less transmission in the schools, for me is a scientist, as a doctor im like, well why are you wanting to base things on community rates . That didnt make sense to me. So these are questions we want to get the answers to. And what data was used, and why do we come to these conclusions . Does the data give us better choices . And so you mentioned a couple things that i would like to put into the record, if we can. The written guidance from the medical experts you talk to, i think that would be good if we got something from them for the record. I certainly can give you their names. I think that a lot of what we did, sir, was i will give you their names. And if i can find the written guidance, i will find it. Whatever you can do, whatever they may want to submit. I think that would be helpful. You mentioned the cuomo commission, and your suggestions. I would like to have that. The things that were there for, reopening. And you did mention that you were asked by the previous administration, and thats fine. Thats another lesson learned, and look, we are looking at who are the groups that were asked to weigh in . Okay. Well was it helpful . Was it not . And this is where we are right now. These are legitimate questions. So youve got the cuomo commission, and i know youve stated that you had contact with dr. Walensky. So i would hope that was submitted to dr. Walensky. Let me just share something here.
