Lets start the countdown. Asia mean, well, despite all thats going on on the capitol, the markets await the outcome of the House Health Care debate vote, negotiation, whatever you want to call it. Heres where we stand right now. The dow as you can see up 38 points, the s p also slightly higher. The nasdoo up about a tenth of aernt. Financials helping to drive stocks higher, you can see names like goldman sachs, jp morgan trading to the upside, the banks bouncing back after several days of losses tied to falling treasury yields. Bank of america also getting back some of those big losses of recent days up 1 . The Cyber Security firm fire eye is red hot today. Shares trading higher by nearly 7 . Goldman sachs raising the stock to a buy today following a upgrade from bank of america in the week. Both of those reports suggesting the company is positioning itself well to profit from the growing concern over hack attacks by releasing a stream of product upgrades and tapping into new customer bases. Well, the wheeling and dealing still in full swing on capitol hill as President Trump and House Speaker paul ryan are making their last ditch efforts to get their obamacare replacement passed. Moments ago press Secretary Sean Spicer saying progress is still being made as the president plans to meet with yet another group this afternoon at the white house. This time the tuesday group. Spicer says the president expects a vote tonight and was adamant that there is no plan b. Its going to pass, so thats it. Ashley it was short and sweet. Thats it. No plan b. But are there enough votes to get this thing passed . Well, im joined now by republican congressman from alabama bradley. Congressman, thank you so much. Lets let me get your perspective. Where do we stand right now as far as your concern . Weve got the bill. Theres only one bill, by the way. Theres not another bill. Talking about one potential change to it from the managers amendment we got the other night. And its either that or nothing. So its time to push this bill whatever changes at this for a vote. I think the votes are there. I think it will pass. But as long as we prolong all of this with all of this talking, the odds of it passing can actually start going down. So my advice to the leadership has been and continues to be put this bill up to a vote ashley yeah, but you appease more to the conservative side and as they do that, and you win concessions, you start to scare off and alienate the moderate in the party. Its a difficult line to draw and if youre not sure, why would you go forward with the process . Because there are people in the socalled no group, and ive talked to some of them individually who dont want to be part of an effort to take down the only bill that repeals and replaces obamacare. Put it up for a vote, theyll vote for it. But having us all just dangle out here like theyve been the last day or so, i actually think thats hurting the chances of the bill. I told the leadership that. They need to put this bill up for a vote, and i believe it will pass. If it doesnt pass now, it wasnt going to pass. And we need to admit that. Ashley yeah, but how frustrating is it after what . This is the seven Year Anniversary of obamacare coming into law. Is this what weve been able to come up with as far as the Republican Party is concerned seven years later and here we are with some members saying we should scratch it all and begin again. Well, those members are wrong because an awful lot of work has been done to this bill. Its a good bill. Its such a good bill from our conservative perspective that nancy pelosi all the way down to everybody in the democrats, theyre absolutely against it. So the people on the republican side that are talking against this bill are joining forces with nancy pelo. Lets make clear whats going on here. Theres one choice. To vote with the president to repeal and replace obamacare or to vote against and the president vote not to repeal and replace obamacare. Clear choice to me. Ashley well, but, congressman, weve spoken to members of the Freedom Caucus who say the ryan bill as it stands would raise premiums 15 to 20 . That is not true. C bo says it will reduce premiums by 10 . They can say that all they want. Its just not so. Ashley then why would they say that if its not true . I have no idea why they would say some of the things that theyre saying. Theyre acting against a bill, the only bill that will repeal and replace obamacare. At this point after all the discussions, after all the changes that have been made to it, how someone on the republican side can continue to say, well, its not good enough and begin to ask yourself where they ever going to be yes on any bill that will repeal and replace obamacare and lets put them to a test. Lets do it right now. Ashley and what i dont understand, congressman, you can put the bones, the structure of this thing and pass it. And then if they have problems with some of the mandates, those can be eliminated in phase two or phase three down the line. But at least you get the bill passed. Absolutely. We have a lot of good things that are already happening through the work that dr. Price is doing at hhs. We passed two of the stand alone bills that are part of replace yesterday on the house floor. That process continues to move on. We need to keep the march toward a victory here, and we dont need to be snatching defeat from the jaws of victory by shooting down the only bill that will repeal and replace obamacare. You either vote with President Trump, or you vote with nancy pelosi. Its really clear. Ashley well, if this doesnt happen, what kind of damage does that do to President Trump and his, you know, the his overall agenda that he would like to get set through . Because this is going to slow down tax reform and all the other policies that have really frankly pushed the markets higher and led to a lot more optimism in this country. Absolely. It would be a setback. Thats another reason why the people keep talking about no need to get to yes. Its a lot more riding on this than just health care, although health care is big enough as it is. We know down at the stock exchange, were just waiting to see what happens. What if nothing gets done . We go through tonight, no vote, what do the markets do tomorrow . I think tomorrow we wont really have anything happen yet because i think negotiations are going to be pushed out into tonight, maybe through tomorrow. Were skating on thin ice but you know what . We have a little bit of a cushion. 23. 45 is your support level on the s p. 2358 is the next level to the upside. Those are the levels to watch. If negotiations seem to be going the right way as far as from the point of view of the bill, well catch it at 23. 58 level with financials in the lead. And with small caps looking good also because small caps will do very well under a trump tax cut. Right. Ashley so thats what you want to watch. Now, if we collapse below that level, thats a negative. And if it looks like this bill wont be passed, or it wont be passed any time soon, then youre probably looking at 23, 25ish on the s p. Then youre going to have another rate like we did the other day. Ashley okay. Scott, to you owe cme. Are we overblowing whats going on in washington this first round, the negotiation over Health Care Bill . The impact its having on the markets and the psyche, i guess of invtors . Well, i think its really good to be cautious. Are we overblowing it from an investment standpoint . Yeah, i think we are because regardless whether we have this vote tonight or tomorrow, its going to pass. The republicans are not going to go to this vote and not have it passed. So whats going to happen is everything is going to wind up being okay with this. Its going to probably be good for health care stocks. Were going to see the banks lead the next rally. Now, like we just heard, if they dont go to vote today, we may see a minor sell off tomorrow morning. But at the end of the day here, it is going to pass. Now, in the long run, what does that really mean . Because it still has to go to the senate, and its probably going to take a lot longer than we think to get, you know, to the senate to propose to the senate and to even pass through the senate if thats going to happen. Ashley youre absolutely right . Short run market going higher on that. Longer run, definitely in question. Ashley erring takes longer than we expect in washington. Thats just the way it works. Jeff, talking about Oil Drifting Lower today on the price. I just cant get over the fact that the production of oil here in the u. S. , the inventories continue to grow, continues in my mind to minimize what opec is doing and their coordinated production cut, if you believe that. Well, its almost like a zero sum game at this point. Were producing more. Theyre producing less. Pretty much a stalemate here. You have to be attentive right now because we just started spring and thats driving season. Well have to see in the next month or so how the gasoline inventories, you know, play out here. Usually the market, historically has related up until about memorial day, and then we really see if we reached objectives or whatever. But, again, neither say what the votes tonight have nothing to do with us. Im more supply and demand guy, as far as our markets concerned. Needless to say, though, we have a market under tremendous pressure. We broke that at about 5 ago at 52. 5. So this markets under pressure. Definitely a sale on any rallies until further notice. Im still somewhat optimistic. I think this market can hold the 45 area and more likely i think by the end of the quarter, were still going to be back in the mid50s. But London Police say he was not the subject of any current investigation and there was no prior intelligence about his intent to even launch a terrorist attack. His wife as you see here was so seriously seriously injured but shes expected to survive. They were celebrating their 25th wedding anniversary in london. Counterintelligence people saying, look, we have over 2,000 potential violent extremists that are trying to keep tabs on. The individual thats being identified is khalid. We believe he was just on the periphery. We had no indication that he was going to launch any sort of attack. Thats a very worrying thing be up with 2,000 people that you do believe could be a violent extremist . To me, it seems almost impossible. Its a daunting challenge, especially given the limited resources of Law Enforcement in counterterrorism. Some of you may remember the movie minority report and, you know, tom cruise plays a futuristic Police Officer that basically predicts crimes before they happen. Thats fantasy. At the end of the day, its not realistic for Law Enforcement to be able to do that. There are some things that we can do to look at indicators, and i think the public does have a right to ask questions when we sees open public statements by suspects that have been implying action, not just opposing views but actual crossing that line into violence. So i think thats the debate as an open society that we have to have to what extent Law Enforcement can use open social media tools to monitor those highest risk persons. Ashley well, i know there were a series of raids conducted overnight in the uk. Eight arrests. You know, you always hear this expression lone wolf, lone attacker, but i always think theres got to be other people that knew. His associates or something. What is the process now as police try to delve into the life of this person to find out who he was and, you know, who he came in contact with and what motivated him . Right. This is like a weed that you pull up, and it has roots. And so what theyre trying to do is they actually take action now. Theyve identified the individual, they can now look at they know his residence. Theyll be doing forensic analysis onsite. And also look to exploit social media, his telephone communications, and as you saw the uk mi5 and others raided over six locations and have arrested eight people, so that process that you just described now is underway as we speak. Ashley we know that the u. S. Has been in contact, you know, authorities here being in contact with the british. Does anything change here . Were always on alert. We know that. But what impact does that have here in the United States . Well, if you look at Homeland Security my old department, they have not elevated the National Threat alert system from their two settings either elevated or eminent, and were not elevated to either of those right now, which indicates that most likely u. S. Does not have intelligence of a specific event occurring on our soil at this point. But we saw just this week the dhs issue these neguidelines that restrict Electronic Devices on certain countries th are cing re by air. So we clearly have some Threat Intelligence thats causing concern around the world, and i think what youre going to see is there will be heightened states of alert at different ports of entry. Some of those will be visible and some of them will not by the public. Ashley very quickly, chad, what we saw happen in london yesterday, and weve seen it in other places, berlin. Theres really nothing you can do to stop Something Like that from occurring, is there . Well, its very its impossible to eliminate risk, and thats certainly not what we should try to do because its not realistic. But we can mitigate risk, and i think thats really the key thing for all society, democratic societies to ask Law Enforcement is are we striking the balance between both allowing personal freedom at the same time a Reasonable Risk mitigation as i mentioned at the top of the show, i think we need to have a more robust policy debate over whether or not we can have Law Enforcement monitoring open social media thats open to the public. That, to me, is something that would enable us to have more robust ability to potentially stop some of these lone wolf attacks. Ashley all right. Well have to leave it there. Now just above the water mark, were getting the sense, weve been feeling this as the day goes on, there is not enough votes. More negotiating to do. The vote on Health Care Bill appearing to fade just a little bit at least for today. It is being pushed back. Well have to wait and see. Markets indeed have been rising and falling with every headline out of washington. Latest one not so great. The dow is dropping a it about. The caucus wasnt going anywhere. It was not embracing this bill. We reported it was unlikely there would be a vote today. The market went down of the market went back up when meadows suggested positive statements there was time to work out some compromise. Ashley ap, now reporting that there is a delay on the vote. Lets be real clear. The votes are not there. Ashley clearly not. The Freedom Caucus, the tail wagging the dog on this thing, the need Freedom Caucus. Ashley how damaging is this . Theyre pretty rightwing, fiscally rightwing. Ashley for sure. Who think obamacare is massive entitlement. They would like to make sure it is least entitlement coming out of the gate. Remember this is three phases. Ashley yes. This is the least possible. They dont like things proposed by paul ryan. Ashley essential Health Benefits they wanted dumped. Dumped.
