She also, when i asked her about the time line of everything in all of this, kind of kept that up in the air where things go from here . Earlier at the white house, in the comments that President Trump made, he also said the following, liz, quoting from the president. He said something will happen and it will be good, may not be as quick as we hoped but it is going to happen, so i asked sanders, well, what does that mean . Is health care realistic before the august recess . The president talked about the need to reelect more republicans in 2018, the president talking about Health Care Reform being a 2018 event and here was her response liz, that is very much true, they have never really put a specific date as to say this is when we Want Health Care done, however, in the weeks leading up to this. The white house very clearly was saying as were republicans in washington that this was something that they wanted to get done and needed to get done before the august recess. What you have now with all of this up in the air is the white house saying, well, were not talking about a date, were not talking about a timeline. Lets just see the way forward, and youve got the president talking about the need to reelect republicans in 2018. Liz . Liz should have never put a date on it. Im with President Trump on that. You never know how these things play out. Now we do, blake, thank you very much. Health care stuck in the mud, so we move to the budget, how about tax reform . Infrastructure . Adam shapiro, do you put a bet on which one of these gets done . Tax reform as a complete package is going to be something with taxes before the end of the year, i would put my money on tax reform, tax cuts or tax changes before i put my money on Health Care Reform or changes. Talk about what needs to get in place for tax reform. Theyre two separate tracks. Health care on individual track that has nothing to do with the tax reform track. But before we can get tax reform, the house, which is now considering or beginning discussion about a 2018 budget resolution, the senate also has to do that and they both must adopt a 2018 budget resolution which spells out the reconciliation process for tax reform. The minute the 2018 budget resolution is adopted, the 2017 resolution is dead. The chance to do Health Reform through reconciliation is also dead. So thats what were waiting upon here and thats going to be the next steps in all of this, liz. Well get the budget resolutions and in september, Early September well get the tax reform proposal as they intend it to be. There is a question as to whether the failure to repeal the obamacare taxes and the Affordable Care act would jeopardize tax reform going future. I asked kevin brady, the chairman of the house ways and means if the failure would impact future tax reform. Heres what he told me. Weve long said that those obamacare taxes were damaging to the economy. They need to get out of this economy. Thats why theyre in the Health Care Bill, and im hopeful, at the end of the day, senate repeals them. Whether they do or dont doesnt jeopardize the tax reform. It doesnt . Reporter you heard the chairman say it doesnt jeopardize tax reform if the obamacare taxes are not repealed. So the train for tax reform will leave the station, but it cant start chugging along until both houses adopt the 2018 budget resolution, liz . The deficit with canada, a couple of billion. I say a couple, because 11 billion is not that much but take a look at the trade deficit with mexico. It is 60 plus billion dollars. That is what the president is talking about right now. It is very unbalanced. Shouldnt it become a bit fairer . It can be, liz. You know the difficulty of so much of that deficit what we define as where a good is manufactured. You take automobiles for example. You mentioned in your tease what happened to big automaker stocks. A car that might out being assembled at General Motors plant in arlington, texas, may bo to mexico city for final finishing, that will count as import to the United States from mexico whether 35 of the content of work or 75 of the content of work has been done in the United States. Just focusing on deficits can be a bit misleading. Of those objectives that the administration outlined, many of them really wont impact that deficit, and so i think there is a danger just saying there is surplus or negative, to make most technological goods we make in this country now. We have to import the Raw Materials for example to, make that happen. That will give us a deficit with those countries. But well then turn around and make products that we ship all around the world. Do you you anticipate President Trump through his trade representative and through the changes in nafta might be able to have some type of negotiation with mexico, all right, well ease up on these proposed tariffs if you chip in for the wall . That is some of the chatter going on. Let me tell you. I dont believe that will happen. I dont believe that should happen. That is absolute lunacy. Texas is one of the states, you see people as diverse, ron kirk, our governor, we benefit from nafta. Texas is one of the leading export states. We have almost half a million jobs tied to trade because we are a state that benefits from it. And we are a state that has very unique history in relationship with mexico. I think surest way to sink this effort would be try to link payment of the wall for it. But, liz, i also have to note the danger for the u. S. , that the Trump Administration is put us in, i mentioned the fact that we had effectively renegotiated nafta through the tpp. The 11 other countries are intent moving ahead he from us. What would be an absolute disaster for the United States to allow the tpp to go in effect and not have a successful renegotiation of nafta. It would impose sanctions. The what these sanctions do react among other things iranian support for terrorism and Ballistic Missile development. Whether, or not nuclear but still ballistic. You know he, transcontinental, who knows what else. Writing on missiles well pull israel out of the history books. We recertify because the deal is narrow nuclear deal but we have the rest of the foreign National Security tool kit. There is nothing in the deal precludes helping our friends and putting pressure on what iran is doing in syria, lebanon, anywhere else, adding sanctions we just did. The deal is not symbolic of a good relations with iran. It carves out this one area, that that is all. Here is where it gets interesting from a procedural way. The move could start tomorrow with mcconnell pushing first of beginnings of repeal of obamacare without a replacement. How does that go . Mcconnell tomorrow, he mentioned this at luncheon meeting with senator, that he would pitch, basically i like to do a motion to proceed tomorrow which means you get on the docket, repeal of obamacare without the replacement. And then, you move to the next big legislative item where they do have more unanimity than in obamacare repeal, replacing it. That is tax cuts. Three senators are already saying no, not to move to a motion, but once it did, go to a vote, they would say no. Okay, great. He will put the pedal to the metal. Expose people not team players. That is behind the scenes thing. Pivot to tax cuts. There is some method to his madness. This guy knows how to do this procedural stuff better than anybody. He is brilliant parliamentarian inside of the senate. He thinks that is the best way to expose people voting against, that are not team players. Number two, get this out of the way to move to tax cuts. I will say this, there will be a push, i know people have been in meetings in the white house, a big push for a Corporate Tax cut stair starting gambit is 15 down from 35 . Doesnt mean they dont negotiate higher. You will get lower individual rates. That is where theyre going. That is worked on between the white house and senate. I make one point for you the average investor, it is all insider baseball unless we reduce it to this. When i talk to individual investors say a big Corporate Tax cut, whether 15 or 20 particularly, even more so than the individual cuts is not, is not fully priced into the market. Meaning you will get a rip higher likely if it does happen. Then you got to decide keep it or sell it. I would say at that point a lot of Institutional Investors will selling it, they will say see what happens with tax cuts. That is how people trade. Up to you.
