It could be just a dirty bomb in a large western city, and we know from the event of the last two days that no one has completely accounted for the thousands of tons of Nuclear Material thats scattered all over the world. And to bring the nations together to find this stuff and put it under lock and key, keep it out of the hand of isis is job one, charles. Charles you are on Donald Trumps Foreign Policy team, walid. Nuclear weapons with respect to europe and rearming south korea and japan. It seems a lot of his idea go counter to what we are probably going to hear from these World Leaders including president obama. How hard would it be for him to implement some of these idea and why would they have to be so radically different than what we have currently. Some of the ideas go against the common wisdom and some will merge with the conference. Mr. Trump as he discusses in the meeting with the advisors and what was discussed in this conference, there are three red zoins. One is red zones. One is north korea and one is iran. The one where we dont have strategies because we are dealing with a Loose Network of jihadists, its isis. For each of these battlefields you have to respond with a different strategy. The statement he made may have appeared different according to the peninsula when he said that south korea and japan maybe left to build their own counter action to the north. But its only one scenario meaning if russia and china are not going to help us with the north. There are other scenarios. Thats what he meant. Putin last year saying russia is going to start adding icbms. I know we are talking about terrorism. But in traditional theaters where we are concerned about Nuclear Weapons there has been an aggressive buildup. And you add that to situations like ukraine where we promised them we would protect their territorial integrity if they gave up their Nuclear Weapons. We havent done that. Charles isnt that part of the conundrum we are in. I wonder if america is going to come to my aid. We sort of foisted this on japan because they lost world war ii. But i think they have elected him because its supposed to bring back that samurai spirit in abe. Trust that if north korea were to do something rash and side like fire a Nuclear Weapon at south korea or japan, that it would be the United States that retaliates with Nuclear Weapons. 20 years ago when i served in korea that trust was sacrosanct. Today in dealing with north korea and china and iran, there is a sort of sense of distrust and a sense of discomfort when it comes to trusting the United States that they will retaliate against aggression through the use of Nuclear Weapons and frankly i sort of understand that distrust. Its scary enough to have a country like pakistan with 100 Nuclear Weapons. With the instability in the world with terrorists doing what they are doing, its pretty risky. I want to get to the point of Donald Trumps socalled strategy. He has this obsession with comiena. By saying we are going to abandon japan and south korea. Its not a consistent policy. Charles china has built man made islands in the South China Sea to put landing strips on them. They are militarizing the South China Sea. China should already been emboldened by the feckless the nature of the obama administration. Obviously the administration stepping back from taking a stands in asia, from claiming our right of navigation in the South China Sea by allowing them to build these islands. But the past six years we have made significant meaningful progress in securing the worlds Nuclear Materials so it never falls into the hands of terrorists. I want to lay out what we have accomplished. Together we have removed the worlds most deadly materials from Nuclear Facilities around the world. With gentleman panels announcement we removed or secured all the highly enriched our iranian and plutonium from 50 facilities in 30 countries. 3. 8 tons which is more than enough to create 150 Nuclear Weapons. Thats material that will never fall into the hands of terrorists. 14 nations and taiwan, countries as diverse as argentina, libya, serbia and vietnam have rid themselves entirely of plutonium. Successfully removing all of ukraines highly enriched uranium four years ago amendments the difficult situation in sue crane the past two years was not made even more dangerous by the presence of these materials. As of today, south america, an entire continent, is completely free of these dangerous materials. When poland completes its removal, Central Europe will be fry of them as well. Working with russia we are on track to eliminate enough russian highly enriched uranium for 20,000 Nuclear Weapons which we are converting to electricity here in the United States. Every single one of the more than 50 nations represented here have taken concrete steps to enhance security at their Nuclear Facilities and storage sites. Stronger regulations, abiding by International Guidelines and International Peer reviews. 15 new centers have been created to pro note Nuclear Training and share best practices. We plan to continue to strengthen our nuclear defenses against cyber attacks. The Security Initiative has grown to 100 nations including regular exersizes improving our ability to interdict shipments. Radar detection equipment has been installed at 300 International Border crossings and ports and we are developing mobile detection systems as well. Finally as i noted this morning, we strengthened the treaties and International Partnerships that are a foundation for so many of our efforts. We made significant progress and everyone involved in this work, especially our teams that worked tirelessly for years can take enormous pride in our achievements. But our work is by no means finished. There is still a great deal of Nuclear Material around the world that needs to be secured. Nuclear arsenals are expanding in some one trirs with small tactical new jar weapons which could be at greater risk of theft. And as a consequence, one of the central goals of this summit is how do we build on the work that has been done so we have an International Architecture that can continue the efforts even though this is the last formal leaders summit. So even as this is the last of those leaderlevel such its, today we agreed to maintain a strong architecture including through the united nations, the International Atomic Energy Agency and provide the resources and Technical Support thats needed to continue this mission. And we are creating a new Nuclear Security contact group, senior level experts for more than 30 of our countries who will meet regularly to preserve the networks of cooperation we built and to keep driving progress for years to come. At our session on isil this afternoon there was widespread agreement that defeating terrorist groups like isil requires more information sharing. Everyone understands the urgency in the wake of what has happened in brings, pair is, turkey and pakistan. I invited all the nations represented at this summit to join a broader discussion among our intelligence and Security Services on how we can improve information sharing within an among our nations to prevent all manner of terrorist attacks, especially those that might involve weapons of mass destruction. We prevented the spread of Nuclear Weapons to iran. An International Fuel bang is being built to promote Civil Nuclear cooperation. So im extremely proud of our record across the board. Well keep pushing forward wherever we can as i hope future administrations do to bring us closer to the day when the Nuclear Dangers no longer hang over the head our children and grandchildren. With that let me take a few questions. I will start with roberta ramtin of reuters. Three weeks ago the Iran Supreme Leader said his country has not been getting actual business deals since the nuclear agreement. Nine u. S. Companies are saying its difficult if not impossible to do business with iran without accessing the u. S. Financial system. Are you considering allowing such transactions and if show, is that not a betrayal of your assurances that most u. S. Sanctions would stay in place . Thats not actually the approach we are taking. Let me say broadly, that so long as iran is carrying out its end of the bargain, we think it important for the World Community to carry out our end of the bargain. They have in fact based on the presentations that were made by the iaea this morning have in fact followed the implementation steps that were laid out. As a consequence, sanctions related to their Nuclear Program have been brought down. Part of the challenge that they face is that company havent been doing business there for a long time, and he need to get comfortable with the prospects of this deal holding. One of the things that secretary lu and his counterpart in the p5 plus 1 elsewhere will be providing clarity about what transactions are allowed. And it will take time over the next self months for companies and their legal departments to feel confident that in fact there mayor not be be risks of lie bit if they do business with iran. So some of the concerns that iran expressed we are going to work with them to address. Its not necessary that we take the approach of them going through dollar denomination transactions. Its possible for them to work through european Financial Institutions as well. But there is going to need to be continued clarification provided to businesses in order for deal flows to begin. What i would says also important is irans own behavior in generating confidence that iran i a safe play to do business. In a deal like this, my fir priority. My first concern was making sure we got their Nuclear Program stopped and material that they already had that would give them a short break of capacity. That has happened. I always said i could not promise that iran would take advantage of this opportunity inning this window to reenter the international community. Iran so far has followed the letter of the agreement. But the spirit of the agreement involves iran also sending signals to the World Community and businesses that its not going to be engage in a range of provocative across that might scare business off. When they launch Ballistic Missiles with slogans call for the destruction of israel. That makes businesses nervous. There is some geopolitical risk that is heightened when they see that taking place. If iran continues to ship missiles to hezbollah, that get businesses nervous. So part of what i hope happens is we have a responsibility to provide clarity about the rules that govern so that iran can in fact benefit, the iranian people can benefit from an improved economic situation. Iran has to understand what he country in the world has tounde. Businesses want to go where they feel safe, where they dont see massive controversy, where they can be confident that transactions are going to operate normally. And thats an adjustment that iran is going to have to make as well. Within iran i suspect there are different views in the same way there are hardliners in the youth who even after we certify this deal is working, even after our intelligence teams, Israeli Intelligence teams say this has been a game changer, are city opposed to the deal on principle. There are hardliners inside of iran who dont want to see iran open itself up to the broader World Community and are doing thing to potentially undermine the deal. So those forces that seek the benefits the deal not just in their own term, but more broadly. We want to make sure over time they are in a position to realize those benefits. David nakamura. As you mentioned at the beginning of your remarks. You just finished a working session with 50 World Leaders about battling terrorism and the islamic state. In the past self weeks your administration killed well over 200 people in airstrike in somalia and libya and yemen according to the department of defense. How can you be certain all the People Killed posed an imminent threat to the youth, and why is the youth killing scores of people at a time rather than limited individual in targeted strike. The statement you mention tell us that the person who made the statement dont know much about Foreign Policy or Nuclear Policy or the Korean Peninsula or the world generally. It came up on the sidelines. I said before, people Pay Attention to american elections. What we do i really important to the rest of the world. Even in those countries that are used to a carnival atmosphere in their own politics, want so so sobriety in american. Elections because the president of the youth has to know what going on around the world and has to put in place policies that lead to our security and prosperity and will impact everyone elses security and prosperity. Our alliance with japan and the republic of korea is one of the foundations, one of the cornerstones of our presence in the Asia Pacific Region its underwritten. The peace of and prosperity of that regional. It has been an enormous boon to american commerce and american influence. And it has prevented the possibilities of a Nuclear Escalation and conflict between countries in the past and throughout history have been engaged in hugely destructive conflicts and controversies. So you dont mess with that. It is an investment that rests on the sacrifices that our men and women made back in world war ii when they were fighting throughout the pacific. It is because of their sacrifices and the wisdom that american Foreign Policy makers showed after world war ii that we have been able to avoid today tras row fir in those regions. Turkey is a their to ally, it is an extraordinarily important partner in our fight against isil. It is a country with whom we have a long and strategic relationship with. And we are going to continue to advise them, and i said to president erdogan, remind him, he came into office with a promise of democracy, and turkey has historically been a country in which deep islamic faith has lifted side by side with modernity, and increasing openness, and thats the legacy that he should pursue rather than the strategy that involves repression of information and shutting down democratic debate. Having said that, i want to emphasize the degree to which their cooperation has been critical on a whole range of international and regional issues. And will continue to be. So as is true with a lot of our friends and partners, we work with them, we cooperate with them, we are appreciative of their efforts, and there are going to be some differences. Im from azerbaijan. How can azerbaijan support in the Nuclear Security issue . Azerbaijan like many countries who participated have already taken a number of steps. And each country has put forward a National Action plan. There are some countries that had stock piles of highly enriched uranium that they agreed to get rid of. Other countries have civilian Nuclear Facilities but dont have the best security practices. So they adopted better security practices. There are countries that could be transit points for the smuggling of Nuclear Materials, so they worked with us on border controls and detection. And because of azerbaijans location, its the critical partner in this process. I should point out, by the way, that although the focus of the summit has been on securing Nuclear Materials and making sure they dont fall into the hand of terrorists, the relationships, the information sharing, the stitching together of domestic law enforcement, International Law enforcement, intelligence, military agencies, both within countries and between countries, this set of relationships internationally will be useful not just for Nuclear Material. But it is useful in preventing terrorism generally. Its useful in identifying threats of chemical weapons or biological weapons. One of the clear messages coming out of this summit and our experiences over the last 7 years is an increasing awareness that some of the most important threats that wee face are transnational threats. So we are slowly developing a web of relationships around the world that allow us to match and keep up with the transnational organizations that all too often are involved in terrorist activity. Criminal activity. Human trafficking. A whole range of issues that can ultimately do our citizens harm. And seeing the strengthening of these institutions will be one of the most important legacies of this entire process. Mark . Ill call on you for one last question. I wanted to ask a question about Nuclear Policy. Through the past 7 years when you pushed to rid the world of Nuclear Materials, the u. S. Nuclear industry has actually worked to improve miniaturization of warheads, and while the am not developed new classes of cruise missiles and warheads, by the moved to improve the technology. And russia and china are saying we should work to keep up. Do you think the advances in the United States have under mind some of the progress you made on the prevention side . I think its a legitimate question. Here is the balance we had to strike. We have a Nuclear Stockpile that we have to make sure is safe and make sure is reliable. And after the stark 2 treaty we entered into with russia, we brought down significantly the number of weapons that are active. But we also have to make sure that they are up to date, that their command and control systems that might have been developed a while ago are up to snuff given all the technology that has changed since that time. And we have to make sure that our deterrents continue to work. So even as we brought down the number of weapons that we have, i have wanted to make sure that what we do retain functions. That is, its not subject to a cyber intrusion. This sufficient confidence in the system that we dont create destabilizing activity. My preference would be to bring down further our nuclear arsenal. And after we completed stark 2, i approached the russians, our Team Approached the russians in terms of look at a next phase forearms reductions. Because mr. Putin came into power, or returned to his office as president , and because of the vision that hes been pursuing of emphasizing military might over Development Inside of russia, and diversifying the economy, we have not seen the kind of progress i would have hoped for with russia. The good news is that the possibilities of progress remain. We are abiding by stark 2. We are seeing implementations. And though we are not likely to see further reductions during moore presidency. Ply hope is we have built the mechanisms and systems of verfication and so forth that will allow us to do so in the future. We have to guard against in the interim ramping up new and more deadly and more effective systems that end up leading to a whole new escalation of the arms race. And i tried to strike the proper balance making sure that the triad and our systems work properly, they are effective, and to make sure we are leaving the door open to further reductions in the future. But one of the challenges that we are going to have here is that it is very difficult to see huge reductions in our nuclear arsenal. Unless the United States and russia has the two largest possessors of Nuclear Weapons are repaired to lead the way. Other area where we need to see progressers pakistan and india, that subcontinent, making sure that as they develop military doctrines, that they are not continually moving in the wrong direction. And we have to take a look at Korean Peninsula because the north korea is in a whole different category and poses the most immediate set of concerns for all of us, one that we are working internationally to focus on and thats one of the reasons why we had the trilateral meeting with japan and south korea.
