Maria what is it going to take republicans to come together on health care . The critical vote was the first vote that brought us to debate the bill. The second bill was a test vote. It would have required 60 votes because the cbo score was not completed yet, we did not expect the second vote to be an affirmative vote total but it did give leadership a test to see whether or not the proposal that they are offering had strengthen the Republican Party. I think theyll be additional amendments put onto it and close to 5050 that we need to get moving. Most will come in committee because itll take a while to get cbo report out. This is an opportunity to take a test and see whether its popular enough to actually include in a Conference Committee report once the score asking completed. Maria how did you vote . Did you vote in favor of the bill . Yeah, i think its a great bill right now and can be made better. In my home state 77,000 people are going to get stability in individual rates, over 37,000 more people that are going to be able to take advantage of some assistance during this time in which we overhaul the existing Health Insurance products that are out there under obamacare, so for me, i think its a step in the right direction and i think theres other things that are going to be added to it that would make it better yet. Senator this is Rachel Campos duffy, the cbo has been wrong about obamacare, theyve been wrong all of the time, i dont even know why we care. Its because in order to get back to 51 vote threshold, you have to have the cbo in place, the cbo pricing has to be done. One of the most frustrated things, you have to have cbo on amendment that is youre offering. Proposals early out yesterday, everybody knew were going to take 60 votes, this was a test run to see whether or not there was a good move on the part of the vast majority of republicans that were moving in the right direction. Maybe its time for the senate to reform some of those rules, because i agree. We are waiting for a score that an organization thats constantly wrong. Maria and they dont believe it. Theres a group of us, we absolutely agree with you. Theres a better way to do this, nonetheless, cbo is respected and they do try, we are challenging them with a lot of different amendments but it is a real frustration in the rank and file within the senate. Dagen senator, do you think that the idea being talked about more and more about a skinny bill coming out of the senate which would just repeal the individual and the employer mandate and the medical devices tax, that you could vote on that and then send that to conference, what do you think the chances of that are of moving . Thats probably got the highest probability of getting passed of any of the proposals in my opinion because it would keep a clean bill moving forward into the Conference Committee report thatll give cbo the opportunity to score the other amendments that we are testing right p right now. Itll be a repeal and replace product. The amendments that i have seen will fix a lot of problems that you find in obamacare right now and over a period of time will start the reform of the Medicaid Program in such a fashion that its actually sustainable for the next generation. Kevin senator, are you saying the bill that we should expect coming out of congress and come out of the senate actually dont codify obamacare and that was the issue that the others seven republican senators who voted against it had, right, because it keeps the essentials of of obamacare in place, whether its mandates, taxes, the growth of entitlements, youre saying the bill that you anticipate and the reason why you voted for the current bill is because you expect those to be rolled back and this will be a true repeal and replace . Right, repeal and replace will have a transition period and the reason for transition period is we cant make the changes fast enough to slow down the rate increase that is obamacare will see in the next couple of years. We really cant see changes that will impact premiums in 2020. We have to be able to help the folks tat bottom of the income scale that have no where to go. Obamacare was dumped on them. We are not trying to hurt people, we are trying to get them away from a very, very messy and broken system and if we dont continue these assistance programs, they are the ones that are basically hurt the most. Yeah, during transition period and there is a transition period included in it, we would be able to keep the premiums down for the individuals that have no place else to go but it does faze them out. We still end up medicaid going up 26 between now and year 2026, a whole lot less than it would be otherwise and actually sustainable. Maria senator, john mccain made the heroic return to capitol hill last night, how was that, senator . It was good to see him back, as i told him, i hadnt had a french lesson in several weeks as you know hes one of the tbows that can throw the french around as anybody can. It was great to see him back on the floor and he added something, first of all, he voted in favor of moving tbaifer with the repeal and replace process. He understood the procedures but the second message that he had was there is decorum in the senate that has done very well over the generations and that sense of tradition has received us well over a long period of time and was really reminding us that we need to step above some of the petty partisanship and get back to actually trying to work side by side with people that we really do get along with and sometimes we let the politics take the forefront instead of setting things aside and saying, look, how are we going to get results even if they are not the result that is we want totally, we might get 80 of what we want but at least we are making progress for the American Public and his message was a very powerful message. I thought that was the breakdown among some republican that is youre seeing in this Overall Health care fight. Well, i have to tell you that i have a huge amount of respect for both of the senators that you mentioned. I will tell you this, john mccain was coming back for the vote anyway. I dont think you can kept him away. He was going to be part of the process and he we wanted to send the miami and i think it was very timely. Maria thats great. Do you think youll get this done, do you think youll have a Health Care Bill for the president to sign . Im optimistic that we will. It wont happen overnight. Maria given the fact that really its been a tough year for the industry, a year ago we were talking about things slowing down in terms of the auto market. What what is causing you raise fullyear earnings guidance, do you see a change in the second half of the year . Well, we dont really see a change much, maria, in terms of the external environment nor in terms of overall profitability. Its about the same, but due to great tax planning by our team and in anticipation of tax reform later, weve been able to identify in the quarter and we expect more in the balance of the year in terms of tax credits that we will be able to bring to the Balance Sheet. Maria you are expecting tax reform out of washington to impact the entire industry . We are very hopeful theres going to be tax reform. We are very supportive of that and in anticipation of that we are taking actions this year. Maria auto sales in the u. S. Were down 2 for the First Six Months of the year, 3 last month, whats behind the auto sales numbers, what can you tell us in terms of consumers and what theyre doing . Well, the consumers remain very healthy, actually most of the decline is on the fleet side. Retail is down 1 or so. Most of that through the first half of the year has been on fleet, a lot of that has been rental but not just rental as we look ahead for the balance of the year. We think in the second half that its going to be about the same story, slight decline on retail and and somewhat more in terms of fleet. Maria what can you tell us in terms of the strategy at ford right now, weve spoken with mark fields in the past about intended increase in investment in technology and what ford is doing in autonomous cars, has the strategy changed with a new Team Management in place . Well, what we are doing right now jim calls it unpacking the strategy. We are very much in the middle of the 100day reassessment of the business that we are all going through and that includes looking at the various elements of the strategy, the decisions we make around that and also nearterm performance. A lot of action, a lot of work underway and we will be coming back later this year to tell you what the take aways are from that work. Maria would that mean less of afocus on the technology or the autonomous market, when you look longerterm, selfdriving cars. We can work up into our actual cost and bidding projects. The regulation side also. In terms of freeing us up on letting us do some things in regards to the departmental labor and a lot of paperwork and work records that we have to keep they are unnecessary.
