Sean spicer just paid us a visit here at the press hotel in which he said the president had a total of four briefings. This was a long deliberative process that began tuesday, when knew that the syrian saron gas strike first became apparent. The last meeting he had was with his National Security team at mar alago. That would have been about 4 00 p. M. Yesterday. And that is when he made the decision to go ahead and strike out at syria. And i was told by the press secretary a short time ago that the operation seems to be an utter and complete success. 59 of 59 missiles hit their marks. And that is president was very pleased with what happened. Listen to what the press secretary said a short time ago. We had a clear and justified proportional response from around the world. To make it very clear to not just folks in syria and the assad regime, but the rest of the world, that this president will take justified and proportional action when it comes to protecting United StatesNational Security and trust an remaining humanitarian aspects of other citizens. Reporter not everybody happy ab this. Clearly, iran didnt like it. Syria did not like it. And the russians did not like it. One of the responses the russians took was sending that war ship steaming towards the two destroyers that launched the missiles last night. They are alsoown whats called a line of communication, deconfliction line. This is something they set up with the u. S. And syria in order to make sure aircraft were not flying in the same zones at the same time. United states used that line last night to warn the russians that this was coming. That line was still up until just very recently. But now it has been taken down. One little bit of development here, at the United Nations just a short time ago, the u. N. Ambassador nikki haley suggested that the United States may take further action against syria because of its chemical weapons program. Melissa . Tomahawk missiles overnight. It is unclear though who they belong to. And now fox news has learned that a russian warship has entered the Mediterranean Sea and is headed towards the two u. S. Navy ships that launched the air strike against syria. National security correspondent Jennifer Griffin join us live from the pentagon. What are you hearing there . Reporter we were just given a background briefing. The pentagon said it is investigating whether russia played a role in the chemical weapon attack on april 4th. U. S. Officials say a russian or syrian drone was seen flying over a hospital where the victims of the saron nerve gas attack were taken shortly before it was bombed. The suggestion was that either the russians or the Syrian Regime was trying to destroy and cover up evidence of the chemical attack. Administration Officials Say that russians were present at the air base when the chemical weapons were loaded onto the syrian plane. Last night pentagon Officials Say there were 12 to 100 Russian Military personnel at the Syrian Air Base when the u. S. Military struck. Defense officials said the u. S. Military took efforts not to hit the russian barracks there. U. S. Military said they gave russians a one hour heads up before the attack. Defense officials tell us, 60 tomahawk missiles were launched. We know now one of those failed and likely fell into the Mediterranean Sea. 20 syrian aircraft were destroyed. Fox news has obtained exclusive at lite images of before and after last nights air strike. These photos provided by image Stat International show the before and after images of a surface to air missile battery which was destroyed. 13 double hardened aircraft shelters were destroyed. Ten out of ten ammunitions storage sites. Weve learned two fuel reservoirs do remain based on this imagery provided to fox news. Now, despite what russia says, the u. S. Military says that the american russian deconfliction line remains open. But john robert, my league in mar alago said that hotline has been taken down, so were checking on that right now with the pentagon. Melissa interesting. Jennifer, thank you. Now to the capitol where House Speaker paul ryans Spokes Person releasing this statement. Quote, last nights response was fully within the president s authority. It is now appropriate for the administration to consult with congress as it considers next steps to resolve the long running crisis in syria. Joining us now to discuss all of this is senator james lankford. He is a member of the Senate Intelligence committee and the Homeland Security committee. What do you make of that statement . That is consistent. President is able to protect National Security. Protect whats happening. We have forces in the area. While this is a direct strike on the Syrian Regime and assads force, we have 20 to 30 Different Air strikes a day happening against isis. So we are very active in that area and have some vulnerabilities there. Long term, we do have to resolve this. There is not an authorization for a long term plan. That is one thing that president obama would not bring to us. There was conversation, but no plan. We hope to be able to get that, so we can develop what needs to happen next there. Melissa senator rand paul is coming up later on our program today. He thought this action was unconstitutional. What do you say to that . It is not unconstitutional. But lets determine as the American People, and the American People decide together through the congress and be able to work with a president and the president carries that out. President is commander in chief when the troops are in the field but congress is the one who calls them out. So that is an essential part of our constitutional structure. Melissa we understand youre just emerging from a briefing. What did you learn . We walked through what happened. The tic toc of the evening. We just talked through the process. Obviously theres no plan for what happens next. Lot of it depends on Bashar Alassad and what his response is. I would say assad does need to go. I wish it would have been a clear message from the previous administration. Nothing is settled with isis long term until you resolve whats happening with assad. So this changes dramatically in syria, the situation change, when the leadership changes and we have a transition of leadership there. Melissa i know you were in that meeting. Not sure if you had chance to hear this. This is nikki haley at the u. N. Security council meeting. It could be that russia has been incompetent it ins efforts to remove the chemical weapons. Or it could be that the assad regime is playing the russians for fools. Melissa i mean, theres a lot of talk about russias role in this was. We all remember susan rice assured us on npr that they removed chemical weapons through diplomacy. Obviously, they were there when this act took place. What do you think russias role and responsibility in this is . Welsh russia clearly has responsibility. Russia was also the country that said that they were monitoring all this, they were evaluating this. They said there were no chemical weapons there, that everything had been purged from it. So theyre either lying to just the American People or to the entire world, or they were helping the syrians be able to carry out this attack. Either way, this was the section that falls squarely on the shoulder of the russians. They could have known, should have known. Russians on the same base where theyre storing, maintaining, loading out chemical weapons. Its impossible for me to believe the russians when they say, i didnt know, or there are false accusations that this somehow was stored in one of these locations and the syrians just hit the house where the rebels were using it is a farce. Theres no doubt the syrians said it. Theres no doubt the russians knew they were using it. The russians should be responsible for helping ire get rid of it and settle this the best way they can do that is help eject assad out of this who they are propping up. Melissa senator, thank you. I deal with people both friends and the other side every day, and i can tell you that in north korea, in russia, in iran, right now today i suspect theres people sitting around the table recalibrating how they are going to act in the future. Most of them i dont think were expecting this. Weve gone eight years without us really reacting from the high moral ground like we did on this. And i think that a lot of them were surprised. I really believe its going to have very significant effect Going Forward. Melissa, the response to tuesdays attack came in the form of 59 tomahawk cruise missiles. This is a joint to russian and syrian air field, although primarily a syrian one. But there were Russian Troops there as well. According to the pentagon, they say they knocked out about 20 or so syrian jets. Syrians put the number much much lower, saying it was just about six or so. There was also significant damage done to air hangers and other buildings around that base. Some of the runway was damaged but it looks like its still usable according to pictures weve seen on social media and state media. Not surprisingly russia and syrians and iranians condemning this move. Syrias ally hezbollah saying this was a foolish move by the United States and that it will cause more tensions in the region. Syria also trying to make the argument that this will hurlt their ability, undermind their ability to fight terrorism in their country. They are trying to link these strikes on syrias military structure is hurting their ability to fight groups like isis as opposed to tying it to the chemical weapons attack that we saw earlier in the week. Allies in the region like israel, turkey and saudi arabia all praising the move by donald trump for this strike. Turkey saying that they would like to see more done though to remove the president assad and the assad regime. Bigger question though Going Forward, melissa is, what happens next . We could see an escalation of tensions here, maybe even some type of response by syria, russia, iran or hezbollah. Thats the real fear. There are thousands of u. S. Troops in the region, not only in iraq. But there are u. S. Special forces inside syria right now. Nato ally, turkey is a potential target and always israel as well. The United NationsSecurity Council holding an emergency meeting today. U. S. Ambassador nikki haley saying the u. S. Military took a very measured step but is prepared to do more. Has no doubt that syria was responsible for the chemical weapons attack this week. She went on to say that such attacks would never again be tolerated. She also said that there were other, in her words, guilty party, and she singled out iran as well as russia. Listen. Assad did this because he thought he could get away with it. He thought he could get away with it because he knew russia would have his back. Reporter now, the russian representative who had already spoken then asked to amend his remarks before the Security Council. And he talked at length not just about the United States and the air strike, but he singled out Ambassador Haley by name, who is now serving as rotating president of the council. Heres the representative. Translator that i would have asked the speakers from the u. S. And other delegations not to insult my country. Miss haley has just assumed her new office, that she does have a genuine opportunity and permanent representative of the u. S. , member of the Security Council, to establish a healthy, collective working environment in the Security Council. Reporter it was an afternoon here of accusations, as well as insults. This is one of the most uncivil Security Council meetings in recent memory. The representatives today, melissa, here at the United Nations, diplomats though they may be, acted very undiplomatically. Back to you. Melissa wow. Syria is not a member of the council, but the delegation was given an tune to speak, right . Reporter indeed. The syrian representative, the deputy ambassador was here observing. Then he had the opportunity to speak. He attacked the u. S. For what he called, quoting him now, barbaric, flagrant act of aggression. He then went on to say that syria was in no way responsible for the use of chemical weapons this week and he blamed the use of chemical weapons on what he termed terrorists. So what we have here now, melissa, after a lengthy Security Council meeting is a deeply divided council. It seems highly unlikely that any time soon any resolution is going to be passed on the subject of syria being officially mindful of the fact that russia, on this subject, used its veto power seven times. Melissa . Melissa David Lee Miller, thank you. President trump sending a powerful signal to syria and its alley lies. Allies. It appears the runway was left intact. Lets bring in a former vice chief of staff for the u. S. Air force and a fox news contributor. First and foremost, sir, why tomahawks . Well, because its the quickest way we could have gotten in there, and it minimizes any damage we could have had to our forces. Like if we had manned aircraft, steven if they were stealthy. We didnt want to crater the runway. They take the air field out. The airplanes, the ammunition, the shelters, these type things. That air base is in much worse shape than if we would have cratered the runway. Melissa its in worse shape . Absolutely. Because we took the shelters out. We took 20 aircraft out. We took the ammunition and fuel depots. It cannot function as an air base now. It takes much longer to build those facilities than it does to fill holes in on a runway. Melissa why did he you 59 missiles . Was he making a point . He had 59 targets. He actually had 60. One landed in the water. Then one didnt hit its target. 58 out of 59 is nothing short of brilliant. Melissa because . Because the weapons were that effective. To hit 58. When you get those kind of accuracies, that is phenomenal, melissa. Melissa what do you think needs to happen next . Of course, so many people said during the day today that this is just the first step in unfortunately whats going to be a long process. Yeah. The importance of what the president did yesterday, its the First Time Since the libyan raid on april 15th, 1986 that he did not notify the nato. He did it and he executed it and he did it swiftly. Hedy not agonize. It sent signals to north korea, to china, the president xi was his guest that night. The islanders theyre building. Theres a calculus change in the middle east right now but a people are looking at obama and saying this is a credible threat of military action, not just a threat of military action. I think when you look at whether we go to war or not, thats one of the most important questions any legislator will ever address. I think its ironic this week we confirmed neil gorsuch who believes in the original spwerp taying of the constitution, but our founders believed that war should be declared by congress. So i think before you even get into the debate of whether we should or shouldnt, we should start out with the law. The law said that the president does not have the power to declare war. Does not have the power to take us to war. So i think thats the real problem with this issue. We didnt have the debate. We just simply went to war. Now it is his responsibility to come to you and to agree together on the next step. So i dont think anybody knows that in the beginning. But i think those that try to argue that war is not war, that bombs are not untiling, that death is not death and that kinetic action is not war. Really dont they deserve that we obey the constitution and only take them into war according to our oath of office.
