What are you seeing they are . Good evening, shannon. A complete different night from last night and thats good news for businesses and really everyone. Right now we are at the Manhattan Bridge where there was a standoff between the nypd and about 2,000 protesters who were trying to make their way across the Manhattan Bridge from brooklyn into manhattan, and that was not allowed. Right now if you actually take a look, that was an nypd bus where we saw people being tied up with the zip handcuffs and taken away for violating the curfew. The curfew tonight . 8 00 p. M. Last night it was 11 00 p. M. They realized, by they come out new york city mayor bill de blasio changed the curfew, and they did because of all the looting we saw last night between 8 00 and 11 00. All the stores in midtown destroyed, we brought it to you live at that time. Not only is there curfew at 8 00 p. M. Tonight, they also block the manhattan to protect it from cars coming in but we saw last night so many vehicles in which looting, stolen goods, were being put into those cars from all over the place. Those cars are no longer allowed into manhattan and thats what we are seeing here. The entrance to Manhattan Bridge from brooklyn was blocked off and is blocked off by the police and thats why those protesters couldnt come. Tonight, there are a ton of protesters violating curfew but the nypd was letting them for a while march the streets and it appeared now theyve taken a little bit of an aggressive stands in the sense that they are going to start arresting people for violating the curfew. Today, it was all about really why did yesterday happen, why were these large groups of looters allowed to go all around americas largest cities and loot so many stores . Today, new york citys Governor Andrew Cuomo said that it was really the nypd and the mayors fault. Listen. Nypd and the mayor did not do their job last night. I believe that. It was a disgrace. I believe that. I believe the mayor underestimates the scope of the problem. Tell andrew cuomo to get out on the streets with us. Take a look at the cops that are out there, cops that are bleeding to keep the city im all caught up on this thing. We are out there on the streets doing our job. Cuomo said, well, pretty much said the bottom line isnt he was speaking out against the cops, the nypd, he said there shouldve been more nypd officers out on the street. The nypd is the Largest Police force in america, 38,000 Police Officers. He believes the nypd should have done more. Bottom line though is there are 13,000 National Guard troops that the governor could call into new york city and he has chosen not to. De blasio and the nypd say they do not need the National Guard and says the city can handle it. De blasio said a militarized presence can only serve to escape the situation here. Cuomo says, we are he said theyll see as well that it would create a chaotic situation. This is the third night and we can report that it is not the third night of mass looting. We have seen peaceful protests and protesters are violating curfew, sporadic reports of looting. But nothing like what we saw last night. I think after tonight, shannon, the question is going to be, what did they do differently now and why didnt they take the posture earlier. Could they have protected businesses and could have it on Something Different . Again, this is the third night we wouldve expected mass looting in the good news is right now we are not seeing that because of steps that were tak taken. Probably too late for a lot of businesses for sure, but well see moving forward. Shannon . Shannon seeing the devastation the last couple of days in broad daylight is so disheartening to see whats happened to the city when youve had it so tough with covid as well. A much more calm night, although you still hear some of the protesters who are still here along the fence line at Lafayette Park. They erected this and fence overnight to keep protesters, writers, whatever your definition you want to use, outf the park. Its been very welllit. We probably had several thousand folks down here about three hours ago, four hours ago, if you consider curfew at 7 00, it was packed. You are four hours sins and you still have at least a few hundred people here. I have mentioned its been mostly relatively calm, but it hasnt always be calm. You see the fence shaking here, weve seen bottles thrown over the fence line, and thats brought Law Enforcement and military ever so close to that fence line. Before dark, there was a mild bit of vandalism. I saw a guy climbing a street lamp there and he ripped down a sign. Other than that, it was mostly chanting and songs and mostly peaceful during the day. Unfortunately that all changed once we got here tonight. And i say all changed in this sense, most of the crowd left but the hardcore a few hundred still here have been mostly calm but beginning to shake the fence and the concern is how my Law Enforcement react . Will we see more pellets . Will we see pepper balls . Which ive seen the last couple of days. I want to touch on something that happened monday. Talked about the helicopter hovering over the folks that were marching near the capital by that point. I think we were pretty close to the bureau. You heard some people say it was an apache or a black hawk helicopter. Not true. Its a lakota, a medical aircraft. It was a hilo that was certainly very low and a lot of people talking about if that was a misuse of that particular resource. The president taking some criticism from the pentagon as well. There has been some violence here in washington tonight. I wanted to tell you about a car fire. This was actually earlier in the evening and when you have Something Like this happen, shannon, that really raises the stakes. Its one thing to say that a few people want to march, chant slogans, they want to protest. Thats well within their right. We saw damaging property, that gives Law Enforcement attention and that was the circumstance earlier. Mostly calm. I do see helicopters up and lights on. No real problems yet. Kevin, i want to delve into what we heard more about the estimation of the fact that early on monday, the attorney general had said after the night that you and your crew bravely covered that fire at ste that was very combustible going on down there, that early he had said on monday, weve got to increase the perimeter around the white house. This has to happen. Youve got to push these folks back when he arrived monday afternoon, saw that it hadnt happened and said, youve got to get it done now. Park Police Officers at that point, there was some kind of incoming projectiles or attacks on their officers. Can you tell us anything more about what happened before the president took that walk across Lafayette Park . We were actually a half block up from Lafayette Park at that particular time and, yes, we were along with a lot of other reporters, along with some of the folks here demonstrating and what have you, and absolutely yes, i saw Water Bottles being hurled in a number of different directions. The real problem is you dont know whats in that bottle. Its clear, its liquid. Who knows whats actually in it. When you see projectiles heading towards Law Enforcement and in this particular case towards officials, absolutely the thought was we need to shut down and expand the perimeter here. By the way, i should point this out too, he had a rose garden event. You talk about rose garden events, usually this area would be fairly low traffic anyway when the president ha is outsid. It wasnt so they did extend, which i thought was more or less protocol, but there was more to it based on the reporting weve seen since, shannon. Louis, four Law Enforcement officers were shot last night. Just to steal, destroy property, and hurt officers. In buffalo, new york, several officers were rammed by a car and injured while on patrol. Officials announcing several felony charges tonight against a 30yearold driver, including assault and weapons charges. In las vegas, one officer has been killed. Another is in grave condition. These protests, which are leading to riots, one tragedy is only leading to another. More than 50 secret Service Officers have been injured by bricks and other items being thrown at them. At the same time, some on the left have criticized Law Enforcement for clearing protesters out of Lafayette Park last night using tear gas. The acting chief of u. S. Park police forcefully denied it later today, no tear gas was used by u. S. Pp officers and other assisting Law Enforcement officers to close the area at Lafayette Park. The most basic function of government is to provide security for people to live their lives and exercise their rights, and we will meet that responsibility here in the nations capital. Meanwhile, warrens have been issued for six Police Officers involved in the Violent Arrest of two atlanta students. Told a cnn podcast many officers are good but this is been a tough balance because i feel helpless, i feel angry, i feel frustrated. Many Police Officers are in the impossible situation. We hear hundreds of people were arrested in new york last night, but if we know they are going to be bailed out or bombed out pretty quickly, how does that affect their desire to tangle with these people and arrest them . I dont think it impacts them at all. Whatever the bail reforms are that was a hand grenade that landed us in january. They are empowered by the state constitution to protect and serve in the are going to do it to the greatest and best of their ability that they can and they will and they have. The reality is, the sad reality, is that there is a real leadership. We saw cuomo today, i actually thought i was sleeping when i was listening him when i was dreaming. He mentioned that the nypd failed in its enforcement efforts. He said that they were ineffective. This is an agency that affected 1500 arrest in the last 96 hours, 750 last night, 500 officers injured, over 100 Police Vehicles torched and in flames. And the governor thought that was Effective Police Law Enforcement. And as for the cowardly mayor, de blasio . Doesnt dignify a response. Hes absent. Hes left the farm. Hes left the ranch. There is zero leadership from him. Very sad. Shannon taking a lot of criticism and we heard a chances of de blasio resigned in new york city. There is a growing sentiment against him and has been. I want to hear something from former president george w. Bush. We know that lasting judgment will only come from peaceful means. Looting is not liberation and destruction is not progress. Achieving justice for all is the duty of all. This will require a consistent courageous and creative effort. Richard, are you confident that we are in a place that we can have tough, more honest forward thinking conversations . Have we gotten there . Hopefully. I think we need to start having these conversations sooner rather than later and part of these conversations are talking to those individuals that were peacefully protesting at the white house, peacefully protesting in the streets of new york, and peacefully protesting in all 50 states of United States asking the question, does a black light matter in america, and asking the question will we end these two forms of justice . I think thats a larger question today and its really important that we think about that as we move forward. All these protesters want is to go back to work, go back to their lives and not have to worry about the adverse reaction when it has to come to the Police Department. Weve got to do everything in our power to fix that. I think bush mentioned it, part of the things is we shouldnt be lecturing now, we should be listening and i think those are such wise words from our former president. Shannon talks about finding unity where we can and i think there are a couple of things. Nearly everyone that ive heard say a word about the george floyd video about his death is roundly and universally condemning that. And also weve heard a number of Law Enforcement people all across the scope saying, listen, there are bad actors in our industry like there are anywhere and we are going to be out here to protect your First Amendment rights to be out here and protest. That is guaranteed by the constitution. Charles, its not always easy in practice as weve seen on the streets of some cities. Just outrageous behavior in new york last night. A couple of nights ago in d. C. As well. So how do we put a bowl on that, because we do continue to see that there are people protests and people who try to hijack them in the dead of night and do things that are not at all honoring the conversation around george floyd, his memory, or cleaning up the system. Is a great question and i think this all ties together. A lot of cities across the country have Great Community policing where they know the people who want to have the conversations within their communities on issues which count, including use of force with Police Departments around the country. So it really. The dialogue needs to continue with those who want to have a constructive dialogue, that the Police Departments have their relationships with on the foot beat in the neighborhoods they work with every single day, i think thats where you will see progress made because both Police Departments that have solid Community Policing programs and that these residentses of these communities all wants to solve problems. And very often time they are the same problems that these two groups want to solve. What needs to happen is we need to remove all of the noise across the country and the noise is these folks who have no equity in the initial incident that because of these problems or how they are resolved and if they ever are resolved. All they want to do is loot and cause chaos and destroy communities. These are not the people who we want to have a conversations with because quite frankly its not worth the time of local Law Enforcement to engage them in conversations. We need to remove them, and force the curfews, make them more realistic while its still light out with the police and communities have a chance of success while its still light out, and they need to be enforced. Once we remove all this noise from the communities, then the real dialogue, shannon, can continue. Shannon its always important marching, protesting, asking for justice, calling lights to situations, and those who capitalized by committing criminal activity completely and totally unrelated to that. Its a tough job for Law Enforcement in these areas but as he mentioned there have been the number of curfews in effect, one that went into effect in d. C. Shannon, the curfew here is set for 6 00 and we are in Downtown Los Angeles where just 6 feet away from city hall, not an image you see every day. A line of National Guard vehicles as well as National Guard members who are here just outside of city hall stage for their next assignment. So far, its been a fairly quiet night, mostly for los angeles. Earlier in the evening and in the day, a much different story if you take a look at this video here from a few hours ago, this is the scene outside of mayor Eric Garcettis house were a couple of thousand people approached his house to protest. The message they were sending to the mayor right now is that they need care, not cops. That is the hashtag they are using and they want the budget, the city of l. A. s budget, to be moved around a little bit. They want funds allocated, reallocated from the Police Department and put the other programs that they believe right now are very in need, especially with the coronavirus going on right now and so many people out of work. This protest was very peaceful, and very thoughtful display. Right when curfew started, they ended up moving on. Tonight so far its been fairly quiet, we did see a few dozen people arrested right here in downtown l. A. For violating curfew. But others have not. Its been fairly quiet so far. Shannon . The curfew is in effect now, appears to be holding very strong. The only vehicles we are seeing on the streets are either police cars or National Guard vehicles. Since the arrival of the National Guard, about 7,000 strong, it has changed dramatically here from three or four nights of leading chunks of the city burn to some real aggressive policing held by the National Guard. The number of arrests and the fires and violence have gone down dramatically. Discussions are underway for the funeral of george floyd set to take place here thursday and also further memorials and Services Taking place in North Carolina and houston, so a three state funeral for floyd. A civilrights charge has been launched by the state against the minneapolis Police Department. That means all matters, all actions to do with race for the past ten years will now be investigated in the Police Department here in minneapolis. Shannon, back to you. Arkansas governor h hudson sin has been busy managing both crises, joins us live. Governor, good to have you back with us. Good to be with you, shannon. Shannon i know you had an epm curfew local time in little rock. Can you tell us whats looted there there on the ground . First of all, weve had so many peaceful protests here in arkansas. I want to make sure those protesters that had a very legitimate grievance that they want to express that they be protected. And that they have the opportunity to protest and exercise their First Amendment rights. But at the same time, weve had those that want to conduct acts of violence and loot and do Property Damage and we just cant tolerate that. Tonight is a good example where the mayor appropriately set a curfew at 8 00 p. M. There was a very peaceful protest at the time of the curfew. Most of the protesters went back to their residences presumably, but you have others still in the streets really looking for a confrontation with police. And also to do damage or violence. In the cell when they are looking for the confrontation, that is the problem that shows it really is not just about a protest and the religion meant grievance, but they are trying to stir up problems and create anarchy, to create riots and unrest. I do believe in the rule of law. Im a former Law Enforcement official, United States attorney, federal prosecutor. Weve got to be able to recognize that while we have some that need to be removed, Law Enforcement officers that have acted totally inappropriately, we also have so many out there working hard to protect the public day in and day out and we have to recognize that balance. Shannon they do that voluntarily and they are out there in very tough situations across the country. I want to play you something from new york city mayor de blasio who has said, thanks, but no thanks, on the National Guard im not sure if he said the first thanks. The National Guard should not be brought here. We have 36,000 Police Officers. And, do you know what will happen with the situation . Not the National Guard, the people of new york city are much more powerful than anything the National Guard can do. Shannon governor, ive talked to several friends in manhattan who were terrified last night. You know, these are nicer neighborhoods in new york where you normally wouldnt see all and up along madison avenue which is usually quiet, beautiful shots. These people were frightened locked in their apartments. But every official needs to make a decision of whether or not the National Guard comes in. For you, how do you make that decision . Well, you make the decision based upon the level of emergency and the level of support thats needed for local Law Enforcement. The National Guard do not accomplish civilian arrests. They are there to support the local Law Enforcement in terms of crowd control, safety to prevent looting. Thats the role of the National Guard when they are called in. I made the decision very early on to him to activate the National Guard not to supplant Law Enforcementt them, to make sure we protect the protesters and the First Amendment prorights they have. We have activated them. They are out there today. Its in a civilian Law Enforcement capacity. If you ask me, doing the military to come in here, i would say no, this is a civilian Law Enforcement operation that is important to protect property, lives, and protect their right to protest. Thats how we are approaching it. In arkansas, let me just tell you, weve had so many peaceful protests that are heartfelt all across this state. Also whenever weve had an act of violence, weve dealt with it, weve made arrests, and i think thats what the people expect. Shannon let me pull up some polling from monmouth. Interesting to see polling now about Race Relations compared to polling under barack obama, do you think its better or worse. In both cases, 10 said better. In both cases, 53 of said worse. And no change, 33 . A mirror image of results four years ago, and now. Governor, it still sounds like we still have work to do. Not a lot of progress being made at least for the average american answering these polls feel, weve got some work to do. We do, shannon. We absolutely have work to do and thats where you have to set aside the current challenge with the riots or those protesters that are really not there for the cause but they are there to create havoc. And youve got to separate that and really look at the heart of the issue. And that is the terrible tragedy, the murder that took place in minnesota, and the fact that this has been repeated and too often in our society. I have personally met with some of the protesters, those that are so concerned and have such anger about this. And we need to listen. This is a time that i am listening to them. We need to do that more. I have a lot to learn and we can presume that we have all the answers, but its really an issue of the heart and thats where it starts and we have to reconcile our hearts, make sure that we have a Justice System that treats everyone equally. And i think that it can get out of whack and weve seen that demonstrated. Weve got to somehow figure out how we can get back to that equal treatment under laws that impacts everyone in the same w way. It seems like most of the protesters seen tonight, there have been exceptions to this, but most of them have been peaceful. We see a huge group in portland, oregon, out in the west coast. In the east coast of washington, a quieter night. What do you think . Really the earlier curfews give Law Enforcement such a big leg up, shannon, in terms of putting forth effective strategies to identify those that are organizing anarchist activities or looting. It really makes the identification, you know, process of identifying those that are peacefully demonstrating and those that are up to no good a lot easier. The Law Enforcement is able to move to those folks that are up to no good, remove those from those from their peaceful, placed him under arrest or move them out of the area. It gives them a lot of time, it gives them if you think about it now when its staying lighter a lot longer, it gives them about a good three hours to really crackdown on all of this. And as we discussed previously, its very hard to conduct enforcement when you are starting when its dark out. That really puts Law Enforcement at a significant disadvantage. The earlier curfews are helping. We are seeing it happen right now and i think Law Enforcement is very pleased that their elected leaders have made those decisions. Is it possible for this to be nonpartisan, this conversation at this point . Are we capable of that . I hope so. We have to understand a couple of things but what we have to understand as americans, we have to look at our fellow citizen in the eye and realize that we have two different lived experiences. For one experience when they get pulled over by the police and interact with the police they are generally positive. For another group of citizens, they feel those interactions are generally negative. Its a larger problem in our country, how do we deal with racism at its core . Dealing with curfew . Mayor bill de blasio tweeting a few moments ago that it seems like the earlier curfew is working. From our reporting on the ground, it is working. Its complete different from what we saw last night. Mayor bill de blasio put in an 8 00 p. M. Curfew. He made that decision last night in the midst of just mass looting in and around all of new york city. But today, we also saw something here at the Manhattan Bridge. Here are some photos of aerial footage of the Manhattan Bridge, some 2,000 protesters, Peaceful Protesters, were making their way across the Manhattan Bridge after curfew and there was a standstill on the bridge. Huge police force showed up on the manhattan side of the Manhattan Bridge which connects brooklyn and manhattan. Some of the protesters say it could have incited a riot with so many Different Police out, so much police force there. But at the end of the day there were protesters who negotiated a peaceful ending to that situation for there have been nothing but peaceful protests, thousands of peaceful protesting against racial injustices as well as saying George Floyds name and black lives matter, saying Breonna Taylors name and eric garner. They were saying, i can breathe, which is what it was all about. Not happening yesterday when different groups, not protesters, looters, criminals around new york city and breaking storefronts, groups of hundreds of people going around. We saw vehicles from out of state, they were putting stolen goods on bicycles as well as their vehicles. Tonight though, a more aggressive posture by the nypd. Not only is there an 8 00 p. M. Curfew but they blocked the entrance into manhattan from 96th street and uptown, not allowing any cars through beginning at 8 00 p. M. This curfew has been extended. There has been a lot of back and forth between the politicians of new york about what led to the mayhem last night and theres been a lot of fingerpointing, particularly from new york Governor Andrew Cuomo to the nypd and mayor bill de blasio. The new the police in new york city were not effective in doing their job last night period. They have to do a better job. The nypd and the mayor did not do their job last night. I believe that. This is the time to come together, not to throw barbs, press conferences, and advanced self interest. Lets come together and decide how to get out of this before innocent people are hurt, unnecessary public property is destroyed. That was the nypd commissioner dermot shea defending the job theyve been doing over the last 45 days. The good news is tonight its much different from what we saw last night. Shannon my understanding, the curfew goes through sunday, is that correct . Yes. The curfew has been extended until sunday, 8 00 p. M. To 5 00 a. M. You can see the Sheriffs Department out here in full force, basically staging, waiting to get their next assignment. At times they will get a call from the Police Department saying theyll need some help with possible looters or if there is a large group gathered and they are violating the curfew, all these men and women are out here getting their orders them and getting to get out there. And trying to keep things in order for whats been a hectic last couple of days. Today has been fairly quiet but earlier in the day, a little bit of excitement outside of mayor Eric Garcettis house. Lets take a look at this video. This is just feet away from his house, thousands and thousands of protesters were pretty much camped outside his house and their message they were trying to send is they want funds for the city reallocated away from the Police Department. They believe that the city is spending too much money to fund the police and that money can be rerouted to other programs to help people especially during the pandemic that everyone is going through right now. But so far tonight, shannon, it has been a quiet night. The guys out here are saying the same thing and well see how it plays out over the next few hours. Shannon . Shannon from another vantage point, a live shot we have in los angeles we see a number of people lined up with zip ties, it looks like another pretty sick of it and arrest, a group of folks. Reports of 250 arrest going underway in los angeles tonight and it seems if we remember last night you were on the scene of something very similar. It sounds like they are actually cracking down whether its for violating the curfew or doing something else, but weve seen some pretty large numbers out there in l. A. Yeah. An hour ago there were 100 or so violating curfew from one block where we are, the white zip ties put on them in the process and eventually released, but its very spotty. Theyll get a call and people like the sheriffs deputies behind me will suit up as they are doing right now and go out and offer support and will move onto the next one. But it does seem like for now that its working. Shannon well check back in with you. Thank you so much. 24 hours ago in seattle, you may remember live on the show, we witnessed that police were working to enforce what had been the 6 00 p. M. Local time curfew after they had given protesters a few hours of a grace period. What about tonight in seattle . Lets go to correspondent dan springer in the thick of it. He live again on the ground. Good evening, dan. Good evening, shannon. Its 9 00. And last night curfew was actually at 6 00. They didnt really enforce it. In fact they arent going to enforce it tonight for they are letting it kind of go. We are back at the same scene of last nights riot and that was about the same time. We can show you that the scenes look very similar, probably more people here and the tension is here even though the crowd has been peaceful. Remember, it was peaceful last night until someone in the crowd started throwing rocks and bottles at police. Thats what we learn to touched it all off. The Police Responded with pepper spray, flash bang grenades, and tear gas. A lot of it. We also learned that at least one person tried to get through the barricades and just minute before that, about 20 people in the crowd opened up umbrellas to shield themselves from the pepper spray that they mustve anticipated was about to come. It strongly suggests yet another peaceful protest was hijacked by antiphon. They came for a fight with police and eventually they got one. We see some of that same element here tonight. Will this and of the same way . Well have to see. All this unrest is prompting a growing number of citizens to arm themselves and the property. A local gun shop had 30 armed men doing security. Weve seen residents of neighborhoods patrolling with shotguns and on sunday two armed men ordered looters out of a cigar shop. Gun sales are up from over 80 from last may with 1. 7 million guns sold last month. Back live we can tell you that we hope that all this calm remains. We dont expect the police will start enforcing the curfew. The policeman said it was another tool, but we havent seen any type of enforcement whatsoever. There is growing chatter on social media of some sort of a rift thats been growing between black lives matter people and the more antifa type folks, that they are may be, you know, deciding they dont want to be together. They help each other with the numbers, but some of the black lives matters folks are not happy with the way this ended last night there they want a more Peaceful Movement to continue. Back here in washington, fox news has confirmed that the attorney general himself gave the order to widen the white house permit or early monday, after sunday nights violence, and fires within sight of the white house. So when he arrived, and this is a protester tossed a bottle at him here he renewed his order that the area had to be cleared. Not long after that the world saw as President Trump walked across the park to visit st. Johns church. U. S. Park police say reports of use of teargas against protesters are not true. White house correspondent kevin corke has been in the middle of it all. Hes tracking the story and more for us. On the ground in d. C. Evening, shannon. I want you to see whats happening right now. A fairly large group of demonstrators have made their way back here to this intersection just north of Lafayette Park. I mentioned to you in the last all hour that things were pretty calm. Theyve actually been joined by another hundred or so. And this group has been louder. The cheers and the chances have been louder. And weve seen a change in the posture of Law Enforcement. Theyve actually taken on one of the lights but we still see illumination to the left and the right. So ultimately whats happening is you are getting more people to show up late and thats usually when the trouble starts. Ultimately im going to try to stay out of the way so i can avoid somebody obviously who wants to be on television. Thank you very much. I appreciate you right now. Let me tell you this, shannon. We we see just along the line of the Lafayette Park. I mentioned fence shaking, normally there is not a fence here. But they erected a fence about eight and a half foot high fence, chain length, black, all along the perimeter of the park just north of the white house. I do see some movement here so i am not sure whats happening. Well follow that as they go along. There have been skirmishes tonight, not many. Mostly just pushing and shoving. We have the crowd moving and throwing some things. Going to move over this way and see whats happening again trying to be safe but we want to bring you the best picture that we can. Let me walk a little bit closer here. It seems like they are harassing a news crew. Yeah, this is. Absolutely. I got you. We are pretty good here, a pretty good distance. We just want to make sure we are giving you the best pictures we can from a safe distance. This is really what weve come to expect around midnight. The last couple of nights, its been mostly cool. Weve had intense moments here. Weve been dogged by guys with bats and that kind of thing. Again, weve got a great crew. We stayed away. There have been Law Enforcement officials around. Always the priority is for you to be safe, number one. Can you tell where this crowd may be heading . If they may be giving a tough time to news crews here, it did not be surprising. Our own people have been, as you know down there, have been given some really tough time by some of the protesters who, hourly lynn vetter was there, what they were upset about was the fact he was covering the protest or hearing what they were doing. And he sends on the move, was that a momentary distraction or a bit of a rabbit trail there . Its tough to say. I can just tell you this. I may have mentioned this earlier. When there has been a bit of trouble here, weve heard people say peaceful protest, theyve been chanting that. I dont want to mischaracterize the evening on the whole because what happened. But i can tell you for the most part that its been relatively calm. To my left, it might be difficult to see. I dont know if you can swing over to the left here. Its dark over there, tough to see. But we have hundreds of military personnel in riot gear just beyond the fence keeping peace and keeping the demonstrators away from the white house, away from the park and hopefully that will hold, shannon. We drove around a few hours ago just trying to see where the protesters, demonstrators, rioters depending again on your definition have been marching through the streets. Along the way, shannon, we have seen Law Enforcement from each of those agencies and im imagining that is of course in addition to the washington metropolitan to police. Capitol police as well. A full battery, a brigade, if you will, of military and Law Enforcement officials all over washington right now. Shannon as we talked about often in d. C. Like many big cities, there are numerous lawenforcement agencies often together and partnering during incidents like this and assist each other. Kevin, stay safe. When peaceful protest do turn violent, volatile situations can turn into a security nightmare. It can be really tough logistically. Youve worked lawenforcement, been in the military, serve the country in a lot of different ways. What is your take but weve seen the last few nights in the streets of so many of our cities and towns . A lot of it is lack of leadership both o on the governs and the mayors positions. They are not coming at this in the right direction. What weve been seeing around the country are people who started out doing peaceful protests, infiltrated by groups that want to cause anarchy and just wanted to cause harm to americans. If you are not going to confront that, you are and bouldering emboldening them to continue and thats what we saw last night in new york and in other areas around the country last night where they just felt emboldened. There was nothing there that was going to stop them. You know, its kind of like that spoiled child. If you are not going to slap them on the wrist for doing something wrong, they are just going to keep going at it. Shannon mark, axios writes this under the title american carnage. Protest against Police Brutality have become a showcase of Police Brutality with tear gas and rubber bullets deployed against crowds. What do you make of that characterization . Our Law Enforcement officials, they are in in many cases what im true to some of them feels a no win situation. Theyve got a lot of people and to protect people, as you fought for the rights for the right to people to protest, but also to keep their citizens safe. Sometime thats going to require a show of force. It does require a show of force. When you have people who are protesting peacefully, when its infiltrated by groups of people like antifa, there is been a lot of cases of them prestaging areas with bricks, piles of rocks so they can utilize that, and it doesnt take a lot of people to agitate the crowd as a whole, especially in times like this where you have so many people and their emotions are so high. Because of the horrific murder of george floyd its easy to get the mob mentality, somebody throws a rock, somebody is the agitation, people follow on with it. We need to have calm our minds, better leaders down at the street level of the groups that are there, the Law Enforcement in the National Guard, give them that right. The ability to protest, but stop the writing when it turns into that. Shannon in los angeles there is a heavy Law Enforcement on the street quiet there for the moment. We are seeing more activity in portland, oregon, we see protesters on the run. It appears may be Law Enforcement using some enforcement to enforce the crackdown there. I want to read something from the aclu saying that the deployment of military personnel who are not trained for civilian law enforce escalates the risk. Mark, youve been on all sides of that conversation. What do you make about who should be on the streets. You mention that the National Guard can sometimes have a role. Some say the president is talking tough. If you can get it done, im going to bring in the military and many people criticizing him for that. It doesnt seem like theres any concrete plan to do that at this point. Whats happening there is the president is leading as he should, delegating the authority to the governors and the mayors of the city who are dealing this with a oneonone basis, thats the one whos going to be taking care of it. They have the duty to do that. But should they fail in that duty, the president under certain circumstances with the constitution can enforce and utilize military to solve those problems because you are talking about the hundred 30 Million People in this country who are responsible for keeping them safe. If you have groups like antifa who use terrorist tactics who i agree with the president should be listed as a terrorist organization because they are not there for other reasons other than to so discourse in this country. They need to be handled as they should be. Law enforcement should be going after him on the ground, using fbi and all the assets that we have with Homeland Security to go after those who are funding them. The Boston Herald are talking about the Massachusetts Attorney general and what shes had to say about this. The Boston Herald saying this. Its amazing, the shameless politicians falling all over themselves my ionizing these gang bangers his words to call them this, the driveby and pajama boys. The hacks celebrate their arsons saying, yes, america is burning, but thats how forests grow. Pat, what do you think . Really, it defies comprehension. What are they thinking about. Its they are american that is burning. The reality is these commentators, these individuals who was piles this sort of language have to understand that words have power. Rhetoric means something, and when you convey this you empower the bad guys. And conversely you disempower the good guys, you disempower the police. The reality is words have power and facts are stubborn little devils. The facts are these are not leaders, these are not reckless individuals who are out for justifiable protests, no. They are wild and criminal mobs engaged in felony or a symptom of felony burglary come up, felony robbery, and felony murder. Stubborn devils. You can get around it. Words are powerful. Words and rhetoric have consequences. They have to learn that shannon thats true across the spectrum. A good thing it appears tonight mostly what we are seeing are the people protesting, the people who want to make a statement, they want to raise attention and awareness. That is a positive step forward. If thats all we have tonight. Richard, i want to bring you in here to discuss what we are seeing, it seems in most cities there is a bit of a truce where people are out to be past the curfews as long as theyre it seems like a lot of mayors will let that fly to let them speak their message peacefully. As a mayor should. This is what its all about. The facts are stubborn details, i think the facts are in question when it comes to how different people view policing. When you talk about any recent poll thats done it, they dont think in all situations of police are the good guy. They think police can be sometimes problematic especially when it comes to dealing with communities of color whether it be because of broken policy, broken windows, whether you see police in cases where they have not been indicted come up case in point eric garner after eric garner was choked on video. Almost five years, no indictment, no charges. Hes just been released. The department retained him to work for five years and thats why people of color, joined by a Multicultural Coalition saying that something is broken with the contract of america. The job of police to protect and serve the communities, but for them to protect and serve the community, it requires trust. Trust requires a bank. If you can build trust with the community you cannot draw from the bank because of the benefit of the doubt. Police are part of the problem. Shannon chuck, weve had this conversation the past couple of nights with one former officer, a congressman from a couple of nights ago who says you cannot police or community, you have to police with your community and weve talked about this. Chuck, how important do you think its going to be, its important to get that conversation out nationwide in the wake of what we are seeing that has happened over decades. But how do police begin to convince their communities that they are in this together, that they empathize with how people are suffering and if they can talk to each other, not past each other, but truly to build a relationship, takes a lot of effort and time. It sure does, absolutely right. The sooner we can set aside all the bad acts and bad actors with whats going on here, the more quicker we can get to the meat of the problem, to the root of the problem. Start those conversations within the communities. But one important thing about the conversations in the communities is it doesnt take place in just one town hall or two town halls. This is something that takes place across a myriad of different businesses and residences within a community. This is an ongoing dialogue and it needs to occur each and every day. They cant just stop after one significant situation like this. So it always needs to be an ongoing dialogue and really an understanding of all signs. Yes, it does take Law Enforcement sometime, that issue of the problems are to rectifying situations on their side. Also is good for the citizens of communities to hear what the expectations are for Law Enforcement within those communities. And as those dialogs continue, you are really going to see the strengthening of Community Policing thats going to take place here. And really if its done right as most will tell you, a lot of these types of problems are averted. Communication is essential. If you dont have the communication, you dont have the partnership, and if you dont have the partnership, you will never have the trust. All good points by the other Panel Members about this as well. When we last spoke with you 15 minutes ago in Downtown Los Angeles, we are over here in hollywood off of santa monica boulevard and i want to show this image to the folks at home. This is what we are seeing all over los angeles tonight. People being rounded up and arrested. I spoke to an officer a little while ago who told us that they are being arrested for curfew violation or for suspected of looting, we dont know exactly. But he said those would be the only two things they were arresting people for out here. But this is a common site we are seeing over the last couple of days. And tonight, it seems that the police, the Sheriffs Department, so much more aggressive even than they were a few nights ago. The other thing that is kind of interesting, i dont even know if you can see it, we might walk into the street here, its the amount of officers who show up to a scene for a few arrests and what they usually do is bring them all over to a Central Location and a bus will pull up and take them away. We saw a bus rolled by, full of people, and that understandably is what these people will be doing, loaded up on a bus and getting processed. Shannon . Shannon well check back in with you. Thank you very much. Across the country, its been mostly peaceful protest over the death of george floyd turning into an eighth night of trouble in some spots. Lets talk about the law and ordered challenges sheriff, good to be with you. Shannon, good to be back on. Shannon whats been your experience . Do you all have had large protest but it sounds like folks have been complying with being peaceful, making their message, making their statement, exercising their First Amendment rights. So far, so good here. This sunday we had a very large protest in fresno. Over 3,000 people, they were very peaceful. They got their message out, they got their message heard, and in fact they were very instrumental in discounting rumors of violence and encouraging people to peacefully protest and get their message out in an appropriate way. Shannon we have seen as a reporter jeff paul on the ground some really significant countryt observing the curfew. Seeming to be okay with that as long as they are staying peaceful. But we have seen plenty of lawless behavior in that country and other areas earlier nights. Decades of California Democrats defying laws have led to this, by larry oconnor, he says, this contempt of basic rules of an orderly civilization has been years in the making. A decade of jerry brown, and the mayor garcetti philosophy of undermining the very laws these officials have sworn to uphold has declared a message to the people of california, laws are optional. We only adhere to the laws we personally approve of. You are overseeing one county there. What is your take, the feeling in california whether laws are going to be enforced and normally held accountable. When it comes to rioters, when it comes to vandals, well take action and make arrests. We have to set the tone, we have to make sure that people dont have the feeling they are going to get away with it especially in fresno county. Going to make sure that happens. With laws being passed that protect criminals more than upholding the rights of the victims is very concerning for me, very vocal about recent laws that have passed in california that make enforcing the law here a lot more difficult for Law Enforcement. Correspondent Jacqui Heinrich live with the story of tonight and it seems a lot quieter tonight, jacqui. It is, shannon. Dozens and dozens of stores looted the past few days and that led to a deadly confrontation at the south of the gun store yesterday. The owner inside guarding his shop because there was a breakin attempt the night before. Last night the group came back, saw them on the Surveillance Video trying to get into a door on the other side with a crowbar. They couldnt get into the used bolt cutters to access his parking lot there they broke in through the door and the owner was waiting for them at the top of the stairs. They came up, he said they were pointing a handgun but he shot one man in the head at least once killing him. Police later recovered a handgun and bolt cutters, looking for at least a 23 other people. Tonight there are Police Officers out here regarding this location and also other highrisk areas. The mayor earlier denounced any kind of vigilante justice saying that everyone has the right to defend themselves and their business, but they denounced a group in fishtown for patrolling the neighborhood with bats and guns and assaulted a journalist for they put more officers in these highrisk areas so they feel more safe and dont repeat the incidents last night, but this man back here tonight guarding his shop from any kind of event like we saw last night. Shannon . Shannon Jacqui Heinrich live on the scene in philadelphia, thank you very much. 24 hours ago, we witnessed the Police Working to enforce what had been a 6 00 p. M. Local curfew after giving protesters a few hours of a grace period, something we are seeing across the country tonight. But how are things going on in seattle . Lets check in with correspondent dan springer on the scene tonight. Good evening, dan. So far, so good in seattle. We have a larger crowd than we had last night. It was peaceful for five hours last night before the fireworks went off just after 9 00. I will say we have a curfew that went into effect at 9 00, about 45 minutes ago, but police are not enforcing the curfew. They didnt last night. They made 86 arrests over the last four days of protest and none of them have been for violating a curfew. May be one of the reasons its been peaceful tonight is because they are doing a different tactic. We can push income we can see that there is a police line that is well back. You can see these umbrellas . Thats the very front of the line of protesters and there is a barricade in front of them and about half a block past them up the street is the east precinct for the seattle Police Department and thats where the police are. They are way back by the precinct but they are not right up by the barricade like they were last night so there is no agitation between the protesters and the police. I will say though that they have many more of those umbrellas bear thats the sign that you have people waiting for and impose a painting having some tear gas or pepper spray sprayed at them. They are ready, right up in front of the line and will have to wait and see if this thing and is peacefully. It didnt last night. Some people tried to get across the barricade, some rocks and bottles thrown at the police and they retaliated with pepper spray and those grenades that they send into the crowd, those flash bangs. Right now its peaceful. Itll stay that way. We dont know. The crowd is bigger than last night. We hope it stays that way it is. Back to you, shannon. Shannon dan springer there in seattle. Shannon richard, we talk about this idea of being able to have trust in people who do not have trust or do not feel safe in the system now so weve got charges against them one Minneapolis Police officer, the attorney general they are, ellison, former democratic congressman says well keep working on this, the county attorney here, and in addition,s who were involved there but wee got the u. S. Attorney, saying that they are considering additional charges with the doj, the fbi investigating. Are you confident that justice will be served in the george floyd case knowing all those people were involved and all those different institutions are involved . We have to wait and see what happens. I cant say that at this early stage and i think the footage we are looking at now in l. A. , they are telling that this protest is far bigger than george floyd, george floyd broke the camels back. We are engaged and when i say that, its about acknowledging privilege. I dont mean economic, i dont mean political. The fact that if you can answer this question, if george floyd happened to be caucasian, if ahmad abury happen to be alive today, would they be alive, if you say yes, then we have to talk about it. We also heard president obama talk about that. How do we work as a nation to really create a society where every single american, how do we renew that contractor the contract has been broken and broken far too long which is why you are seeing so many cities on fire and so many protests in the street. Remember, these protests in front of the white house got larger tonight than they did last night because there are more individuals that say there is a systematic problem in america and only americans can solve it. Shannon listen, these Law Enforcement as long as they are peaceful and exercising their first minute rights, they have every right t. Its the job of them to protect your right to do it. Chuck, because you served in the secret service, i want you to ask, joe biden the Presumptive Democratic nominee had to say. We have to retrain Police Officers, a lot of people having that conversation. He said, when there is an unarmed person with a knife or something can you shoot them in the leg instead of a heart is a very different thing, a lot of things can change but im not trained in Law Enforcement. Ive had plenty of them in my family. Chuck, how does that factor into training . What are the decision that Law Enforcement officers have to make . Yeah, i take the point and i also take those remarks more of an analogy to the wider issues that Law Enforcement is facing right here. What this week has demonstrated to us and certainly remind me of, solving these problems while Law Enforcement plays a role, goes much wider than that. One of the things that stood out to me this past week is the absence in general of our Community Leaders, of our local government officials to help quell these responses. And one of these things i was told a long time ago by somebody much smarter than me is never seek to establish relationships during a time of crisis because you will become severely disappointed. They need to be established and maintained during times of peace. So if we are going to learn anything from here, we are going to learn that Law Enforcement is not the only solution that can be thrown at these type of problems. It really takes the community as a whole to step up and solve these problems. But i take the former Vice President shannon weve got to leave it there, chuck. But you are right.
