The impact of the storm [inaudible] i have thousands of people who want [inaudible] arthel we are still listening live there in lake charles, louisiana. As we are listening to the locals there, i heard from congressman steve who definitely knows a thing or two about hurricanes. Then we heard from senator of louisiana. The president is making everyone aware. Has distributed 2. 6 million liters of water and 1. 4 million meals to the people who desperately need it. Leland, you are just in lake charles, 132 miles an hour wind. When you were able to get out of the eye of the storm and assess the damage, what did you say . We saw a lot of the things the president has seen, the suffering there is very real there. The mayor went down the street, the street we were standing on but it also went down every other street in lake charles. The way it blew over trees and homes, thats how we had the number of utilities we did. It turning the electrical grid into meaningless wires on the ground. The issue that theres no Drinking Water and there is no Running Water for about 180,000 people. That makes life miserable in a way that can turn deadly very quickly in just a couple of hours. You cant see from these pictures inside the firehouse and with the president went on this to her but the heat index right now in lake charles are 103 degrees. People need water to survive that. A lot of water. You did see a staging of supplies before hurricane laura that really spoke to help bad everyone thought the storm would be. The president brought up the memory of Hurricane Katrina 15 years ago, people heated evacuation warnings this time. They paid attention, they talked about catastrophic and on survivable storm surges. The number of people in lake charles in need of immediate help is probably lower than it could have been but its a very desperate situation and as we went around yesterday and the day before thursday, hours after the storm, people were really shellshocked and still in a sense, disbelief over just how destructive hurricane laura winds were, across a huge area. You know what a tornado can do, this was a tornado that hit an entire large city something people havent dealt with befo before. There are a lot of facilities in the area where you talk about electricity down but also water, water is going to be key. Im not sure if anything, if theres contamination in the water there because of the chemical facilities and trickle to the waterway there, the canal which is 5 miles north of the gulf. The good news here is the people did hed hurricane warnings because of Hurricane Katrina. I am from new orleans, most of our viewers know that by now so our was profoundly impacted by that. I wont give you a laundry list of all the things we lost but we did not lose any life, thank god for that. Im saying the folks in lake charles, there neighbors and fellow louisiana hands. Many welcomed to new orleans to seek shelter there. Because it is a smaller city, less densely populated, you will have less impact on life there so we are grateful for these things, of course but again, Hurricane Katrina was i can tell you this. Ive lived through many hurricanes. Typically when a hurricane comes, first of all, we have hurricane parties. This is real, we go drinking. This will be nothing and, or if you leave, you grab a bag for a couple of days because it will pass, its nothing. Well leave. I can tell you this, i went down there. My family evacuated because of Hurricane Katrina all those years ago but let me finish this story. When i was down there covering Hurricane Katrina, my family left, i went in to do my job as a reporter. So finally about a month later, i went to go see my mom who is in texas and i walked into the hotel where they were staying and she had a small bag of a few things because she thought shed be gone for two or three days, no big deal. I saw that she only had that and i realized that was all she had some driving home, mostly think its going to just pass and thankfully, the good folks of lake charles because of all the impact of Hurricane Katrina, they realize, let me get out of here so the president is still there taking firsthand questions for the people who can speak about the current hurricane and we are listening to that. We want to hear the questions they are watching at the president but he is intently listening. He will supply greenwich is whats needed. Money is needed desperately to get these people back on track, i can tell you no matter how much money the federal government thats needed, how much their insurance policies will pay, you always end up being upside down. Absolutely. In terms of what people are left with and going home too, we saw lines of cars on i ten heading west from new orleans with a had been taken back to lake charles from hours of people trying to make it home and they are not coming home, there werent a lot of houses or businesses that didnt sustain major damage, will talk over those what you say is important in terms of how much will be lost in lake charles. Big industries there, chemicals that have been destroyed by the coronavirus economy in terms of refining capacities already down. Now refineries will be offline for weeks before they can get power restored and things turned back on. Also, the Hospitality Industry destroyed as well. The area has tremendous damage. People would never leave. Ive met a lot of people, not one would even think about or suggestive so this is home. This is home. Can you answer that question . [inaudible] [inaudible] 600600 miles plus thankfull thankfully [inaudible] it goes all the way up north across the state [inaudible] i have heard if the path was different, we got lucky in a sense. We got a little bit lucky, if it were one way or another, it could have been by far the worst hurricane youve ever had. Thats what it takes so i believe not only the president has vowed hes going to provide louisiana and neighboring texas that suffered impact from hurricane laura with the money thats needed, fema has given Something Else thats needed, theres food thats been delivered, 1. 4 million meals, 2. 6 million liters of water so these are essentials we take for granted and Something Else we take for granted is air conditioning. That is not happening right now because youve got 180,000 residents without power. I can tell you for a fact that not only hot, it is extremely humid. But as they said, as he is listening to the folks there, they explained as bad as this devastation was, we did get lucky. Im going to say we because i am from louisiana. We been praying for the folks of lake charles. Unfortunately, 14 deaths. That is never a good thing when anyone perishes in any Natural Disaster or otherwise but you did hear the governor and the others there in town saying it could have been a lot worse. With the president all throughout the afternoon. One of the things that struck me was the official saying the hurricanes are coming with greater frequency and more force. One of the lessons weve learned from 15 years ago with katrina is being much better prepared. Fema has 750 people on the ground, the president said all the meals they have served it seems like the federal government is to be far better prepared for these hurricanes that have been affecting the gulf coast and in texas so in previous decades. We know firsthand, having seen the damage, 80000 people along the gulf shore evacuated. They were not having hurricane parties. Some have in the past, people are taking this seriously, it is real, its your and thankfully the death toll was not grady greater. Arthel absolutely. We are going to continue covering this, the president is going to spend more time there in louisiana and the surrounding areas and hes going to go over to texas because texas, our beloved neighbor, also took a hit as well, on the louisiana texas border. Again, as bad as it was, it definitely feel for the people who were impacted by this. Some people lost their homes, people lost their livelihoods, this will take years and sometimes an entire lifetime, years to recover and a lifetime to adjust. You have the framing of the democrats, i would call it the character, donald trump and covid19 versus what the president tried to do which expanded into a choice of your vision, the two visions of america. Who has the better argument right now . I think what youre saying is biden is playing the actual numbers. One of the things we have seen, we talked about this before in your show, is about a quarter of the american electorate, half of them being republicans, have been independent voters who do not like the president character, his persona. They like his policies. You see that over time when there is a focus particularly on economic issues, the president does very well with those voters. When all they are saying is that persona, the kind of fall back in the leader position. Part of the reason why the National Numbers over the last month, we seen the president on the ballot versus biden, was that through the social unrest, theyve seen more of his persona where biden has not been talking more about what hes done for the economy or what he will do as we moved out of the pandemic. The Plane Campaign was probably correct, the weak points for the president but on the other hand, the president did a much better job than i expected this week, particularly in the first half hour of his speech last night, dealing with policy without showing that part of the persona people react to. So did they reframe the election on off on that, driving home the policy in presenting the contrast on the economy on policies, on social order in the streets and someone to really change the narrative of the race . I dont know that they have but certainly its a position they had to go towards and address the issue of showing trump differently than he does when hes trying to motivate his face but the base is already there, need to concentrate on the corner of americans depending on, they like to see his persona or they like the economic policies. I think it was a good step. What we will see over the week to ten days, the impact of the conventions that particularly the 4 that are republican, does he pull them back in . The one question i do have on the positioning in terms of the biden convention, focusing on character rather than the issue, theyve avoided the split that may be there between more moderate democrats and the progressives is the one thing from this convention that i thought perhaps i went too far in applying them all as being in the as opposed to aggravating let slip that is there. I think we may see may be a different approach as we get closer to the election. That is the sweet spot if you will on the issues and talking about where biden stands. On the covid19 question, but the Vice President and president addressed, in some detail, what they had done to fight the virus. I guess the question is, probably at this stage giving the polling numbers, they cant win this argument but maybe they can help neutralize it some or is it simply going to be decided as an issue based on what happens in the fall on the numbers and deaths . I think quite frankly, they try to move on from that because the way the president has handled that publicly has not served him well and has aggravated the question about his persona. I think if he can talk about what has been done in a credible way and do it without yelling and screaming or using more bully type approach on how he talks about it, i think that is fine but the key is, its one of the things we saw in our recent polling we did on the president ial race, is that what has occurred during the last five months is his big advantage with this group of voters on the economy has gone from a 20, 25 advantage to being barely above water to approve or disapprove of the economy. Thats what he has to get back. Thats the focus that needs to be there that will give him a chance to pull this close enough to be able to win. What about his outreach to africanamerican voters and winning back women and voters in the suburbs . We dont have a lot of time but is it realistic to improve his standing with black voters and gain more than last time i think was roughly 9 or so. One of the things you saw, one of the best things we saw this week in the election is everyday people and talking about their cases. All the talk that he has no empathy. At least by putting that front and center with that, to a certain extent but more important, what we have been saying in our polling is the biggest decline weve seen in his support has been the white middle class voters in that message will play very well those voters, they will address the suburban women who dont like to think of them as being racist. Democratic president ial nominee, joe biden condemning the rights in a video message. Protesting brutality is a right and its absolutely necessary. Burning down communities is not protests, its needless violence. Violence that endangers lives, violence that gets businesses that serve the community. Thats wrong. More with dan, kyle. Youve been following these protests, whos behind the kenosha protests. Mostly another spontaneous group . I think they are rallying around black lives matter but what is so difficult in some ways, maintaining order is whats happening is in a spontaneous way, theres no topdown approach to it. Oftentimes this is just people taking to the streets. Some are protesting but many are looting and destroying property. It is very difficult to deal with, to their credit, democrats have said we cant tolerate this kind of disorder and its more than what has happened in places like seattle or portland. Paul i saw clips of some buildings and businesses being burned to the ground. Earlier this week, kenosha made the local newspaper, about 30 businesses damaged or destroyed. This is a town of only 100,000 so thats significant, a hit to the community. I got to give jacob blakes mother credit, is is not productive. Pray for healing. Paul you mentioned National Guard was called, was he too slow to do that works he had a relatively small number of guardsmen, and the first night but now there are more. Correct . Jillian they are bringing them in from other states. This happened at the request of local politicians. I think this is important because people are rightly concerned about what happened. The video is certainly disturbing. There are a lot of details emerging, when you have looting, it only located two and to get. They were wrong targeting the courthouse as a symbol of justice. Paul this seems to resonate around the country more than say the protest, even in seattle or portland in the sense that it seems to influence the political conversation. Why do you think that is, this one is making a difference . Jillian portland and seattle are known for the progressivism, they are known for being a little liberal and muddy sometimes but when you got a town of 100,000 in a state thats not known for being super far left, seeing what happened, it could happen in any community and they are rightly concerned, its something that doesnt go well and the Democratic Party. In the politicians condemn it. Republicans have brought this up, theres a need for democrats to respond to this right now. Paul dan, you saw joe biden speak up, Kamala Harris spoke up, they may have a vulnerability here after not saying a word about any of this. Dan i guess so. They do have a vulnerability, i have to say, i was pretty astonished with all the way through the Democratic Convention without a single speaker addressing these urban pilot not only the violent urban protest but extraordinary rise in black on black crime in innercity neighborhoods, orders for instance. They didnt bring up any of that and now kenosha is on fire and there was looting in minneapolis again in the last several nigh nights. Target, they were hit minneapolis again. Its a day late and a dollar short, especially joe biden to be criticizing it. I think they have been afraid somehow that with the rise of the left in the Democratic Party younger voters, black lives Matter Movement in which they have affiliated themselves, they were going to somehow alienate this section of the democratic base, i think that is a poor calculation. A mistake they probably going to pay a price, its a little late to finally say your condemning this extraordinary violence. Kyle, let me ask you about the harassment, rand paul as he left the white house thursday, what you think that is about politically . Kyle there is a trend in protests the last few years to arrest people who are and restaurants and i think it gets on people. You seen videos of protesters in the faces of the u. S. Senator, of elderly women who are leaving and i think they are outraged. Paul it will be fascinating to watch how this plays out. Joe biden says hes prepared to shut down the country again in order to stop the spread of coronavirus. Is there growing consensus of lockdowns not working . A closer look at the evidence, next. Overall in the country, over the last two weeks, you seen a decline in cases by about a third period in the south and west, cases will come up and down but if you look at hospitalizations, arizonas hospitalizations are down below where they were around memorial day and cases started to rise. 75 below, california they are down 40 in texas, they are down 60 . Most other places in the country you never really saw a surge like in the west but weve seen cases and hospitalizations falling since last month. Paul what is behind this fall off . Is it personal behavior . Is some of the partial lockdowns, what is it . Allysia is a combination of one reason why you saw the surge earlier was you had memorial day followed by fathers day, graduation parties, fourth of july, people were gathering in large numbers and have protests. You saw hospitalizations continue to rise to or three weeks after fourth of july and now they are coming down and people are becoming more cautious. Youre seeing this across the country so it seems to suggest it doesnt matter, its a matter of people pulling back a little bit, not gathering as much and its important to note the household, the infection rate and household is about ten times more than just by going out and about to stores. Paul this really relates to lockdowns. This change in consensus, it is fascinating to watch what happened when we rode in march 19, the governor said we think the lockdown strategy, we were ridiculed, we dont care about people, its all about money. But now the lockdowns were really a bad idea. How is it changing based on new evidence or what . Allysia i think youre seeing ch are longterm. Youre getting more data on this, cdc had a recent report that was 50 of 24yearold, depression and anxiety, a quarter reported considering suicide. Increasing broken heart syndromes which is basically induced by stress. The people who are suffering most are minorities. People who say the lockdowns are supposed to protect. You look at sweden, sweden has fewer cases than new york. Theyve managed to basically keep deaths to maybe one or two a day just by sheltering or shielding the elderly population, protecting nursing homes. Paul dan, a political followup here, do think joe biden made a mistake by saying hell shut the country down again . Republicans tried to make something of that at the convention. Dan i think he absolutely made a political mistake. Joe biden has these politically correct ideas in his head and given the opportunity, he outputs them. Theres a much more sophisticated nuanced view of their about the degree of lockdown if the virus comes back in the fall or winter. Cliff is as important as any but when opposition figures rise to a certain level, they are in danger and either end up fleeing the country, it doesnt always get them out of danger or Something Like this happens. There have been protests against putin over the summer, siberia and the far east, particularly, i dont know that this helps putin, you do not stand up to me and any sincere way. If you do, youre going to be in serious trouble. I doubt putin is about to be but again, its political analysts and intelligence operatives and astrologers can be wrong about these things. Paul if youre putin, you say okay, merkel gives me a slap on the wrist rhetorically but shes still buying in. The president of france wants to normalize relations with russia. Donald trump wants to bring them back into the g8 so if youre putin, you think i can get away with anything even if they disapprove rhetorically. Paul he can until he doesnt. I do hope this is instructive to President Trump in our european allies, germany and france, basic policies towards russia, china, the Islamic Republic of the land is appeasement. This may get more difficult because you got a revolution taking place and putin said he may bring in Law Enforcement teams to maintain order, the eu is now considering 20 individuals for sanctions not including the dictator, hes been dictator 26 years, thats longer than putin has been in power but yes, its going to be interesting to see how this plays out. I do think it is important the u. S. And particularly our allies begin to stand up to authoritarian and regressive regimes which they have not been doing. You know e3 and germany and others, essentially voted against us, they essentially voted for Islamic Republic of iran to be able to legally and easily by conventional weapons it wants. That is a ridiculous thing. You got the editorial side, a separate un right to step back sanctions, no allies are supporting us. Most allies are not supporting us in this. Paul i want to get to belarus here for a bit, what are the stakes here . Putin doesnt want a country on its border to move away from his influence but belarus does not want to join the eu or nato so is this just a local rebellion . How large are the stakes . Paul i think its largely people who may recognize it. The protesters, demonstrators are led by an interesting woman by the name of [inaudible] the wife of an opposition figure whose been jailed and couldnt run. He didnt take her seriously. Its believed she won the election but the official results we cant explore democracy but we should support democrats. These people are marching in the streets by the thousands, peacefully marching. They are not looting on the miracle mile. Theres been a brutal crackdown, reports of torture by the hundreds. A journalist there, i think its an important thing. Putin has a difficult choice he has to make here. Its important for europe and russia and it should be important for americans for moral support. Paul thank you. Appreciate that.
