Outright trade talks with the United States. But that does not seem to be the case. Negotiators from beijing are still coming here. We dont know how many or who they will be. Lets just say by days end, it was enough to calm the selling storm for now. Weve got Fox Team Coverage with kevin corke at the white house and what theyre saying and Fox Business Networks Charles Payne with how they respond. Kevin . Always good to be with you. What a day. A lot of people as far as back as the weekend that were concerned that what the president had to say on twitter would just blow this whole thing up. Then you heard what the chinese were saying. They not make it here this week for negotiations. All that appears for now to be a thing of the past. Well have to see. You mentioned, we dont know how many people will make their way here. At one point, we expected a delegation north of 100 chinese. Could be smaller than that we dont know in the lead negotiator will come. The white house is more encouraged and the markets for that matter appear to be encouraged as well after that marketed rattling comment on twitter over the weekend. Keep this in mind by the way, neil, tariffs do hurt the american consumer. Theyre the ones along with american businesses that do business in china that bear the brunt of the tariffs. Heres what larry kudlow said about that infamous tweet over the weekend. The president s tariffs have been extremely useful in negotiating. They have brought china to the i believe that. We believe china needs to deal more than we do. Theres always costs with these tariffs. Theyre very minor costs in the u. S. A. Farmers and we help them out. The president is issuing a warning here. We bent over backwards. We suspended the 25 to 10 and then we left it there. That may not be forever if the talks dont work out. They want to increase the pace, the urgency. Lets get the talks going. How about this, neil . A little support from an unlikely source. Democratic minority leader Chuck Schumer saying hang tough on china. Dont back down. Strength is the only way to win with china. Will the delegation come . We dont know how big it will be. Im doing to talk to officials here coming up. As i get more, ill pass along. Back to you. Neil thank you. Kevin corke at the white house. Way overdone is how Charles Payne described the Market Reaction in the multihundred point fall off. Heres Charles Payne. If you dont have fox business, you should demand it. You missed this. Charles, what did you see that a lot of others were fretting . This is one of the worldest situations of this year. This has been a remarkable year. The first four months of the year, the best in decades. Of course, a lot of that took into the assumption that a chinau. S. Trade deal was a done deal. The president reminding everybody that its not a done deal. And the president trying to line in the sand for friday for the tariffs to come into play. One of the hallmarks of the rally has been the ability for investors to buy on these zips. Its so intriguing. We saw some of the worst performing names, those names that have the biggest exposure to china, start to make the big comeback around turn this market around. Im talking about apple, wynn casinos, qualcomm, intel and cummins engine. Boeing was another name under pressure. They plan on making tens of billions for chinas appetite for airplanes. They have the 737 max problems and embarrassing legal issues. Nevertheless, the market made the turn. Investors know as kevin suggested that maybe this is a negotiating ploy. Maybe the president tried to push something. Ultimately wall street is concerned and wont go away even though they brought the dip today. Neil thanks, charles. So what happens now . Lets go to rebecca, scott, ted wiseburg from the new york stock exchange. What happened today . Clearly we were deep in the hole coming into the session, kneel. As the day progressed, we almost got positive at one point. I think at the end of the day, clearly the tariff issue is a huge issue. Most people think its very political. As far as the markets are concerned, the u. S. Economy continues to be strong. The fed creates a positive background for equities. So when you had it up, the markets will continue the climb this yeah of worry and that tariff issue, the market is telling us one way or the other, well get resolved in a positive way. Always gets to be as you and i discussed, the trust by verify. You have to get the china to deliver the goods and make sure theyre doing what they say theyll do when ever that comes. What do you think . I think absolutely, neil. What this is about is basically the chinese wanting the tariffs released as soon as the ink is done. The u. S. Say lets see that you perform. So we saw backpedalling from the chinese. Trump is calling a spade a spade and saying, no, no, no. Lets remember why youre here in the first place. We have some authority and pressure that weve been leveraging on you and i can do it again. Hes just playing the art of a negotiator. These are the labor pains that come with a deal of this magnitude. Neil scott, the underlying economy is the envy of the world. We saw that with the report rate friday since a century before you were born. It continues. Im wondering i read about it. Neil is that the backdrop that enboldened the president. Any issues with that . No, other than what kudlow said. We have the most leverage. China has more to lose. Thats something that weve heard a lot today. That may be true now but face it, china is getting more depth with their trading partners that they have outside the u. S. South korea is a major one. Hong kong, india is a major increasing trading partner. We still dont make a lot of things here. Were trying to bring jobs back, more manufacturing back. The fact remains this is a big paradigm shift if we were to move away from china if a deal falls apart. Thats why the market reacted so swiftly. Because its not as simple as shifting all of that activity to other countries if things dont work out with china. Neil ted, you reminded me in the past. Its uncanny the better the trade deal looks, the better stocks happen. So how is the battle going and what is delaying that we get a deal but its significantly delayed . First of all, theres a new sheriff in town. I think i the worlds politicians and bureaucrats dont know how to react to him. At the end of the day, i think cooler heads will prevail and there will be a deal. We dont know what form it will take. Everybody is playing this big high stakes negotiation game. At the end of the day, its in everybodys best interest that the u. S. Has a deal with china and i think that will trump i hate to use that expression all the other side bars. The end of the day, theyll get something done. You know, these things just dont happen when we expect them too. Neil no, they dont. Its interesting. When i was looking into this and talking about the dow jones industrials, the 30 International Players many of whom are exposed to what is happening in china, but way beyond that i was surprised how much china comprises in revenue the likes of intel, 40 , qualcomm, 65 , wynn resorts more than 70 . Apple in excess of 21 . We have a lot on the line here, dont we . You know, neil, youre just highlights the fact that our two economies are so interdependent and all the more reason that we need fairer trading terms and to live off of and go forward off of an agreement where theyre not being treated like a third world country with the world trade organization. Were getting what is fair. When i say fair, you know what i mean. Weve been taken advantage of. Our big dow 30s are so integrated with the Chinese Market is not a surprise and all the more reason we have to have a deal. I understand its political and painful, especially for farmers and soy bean producers. But its a Necessary Evil that we get this deal finally done and signed. Neil we shall see what happens. Well talk to a top economist that says if youre getting nervous about these wild swings, he has some uncanny advice how to stay calm and keep your cash. Thats coming up a little later on in your world. Yeah, were on the subject of international crises. Did you hear that were now sending warships to the middle east to deal with iran . By the way, that is just for starters. Remember this guy . Yeah, hes making some noise, too. His lips arent moving. Generally he makes noise. That is a well known factor about this world when you have tyrants like kim jongun and so you have to stand up to them. Neil that was from my saturday show. Anthony talked about north korea there, but could just as easily been talking about iran. The u. S. Is sending warships to the middle east to deal with a potential threat from them. Lets get more from kirk lipp d lippold. We have many hot spots right now. Particularly this iran development. What do you make of it . What i think youre seeing in iran for the first time is clearly john bolton is sending a signal by announcing the fact that were deploying the Abraham Lincoln strike group, plus an air force bomber group to the middle east. Normally the president doesnt like to announce the movement of our military forces. In this case, its strategic messaging that hes sending to iran. We clearly have the indications and warning that something is up. The president is absorbing that material through the Intelligence Community and clearly deciding to send a signal. Were not going to tolerate you killing americans anymore. Were not going to have our forces jeopardized by the iranian Republican Guard corps or others and were going to hold them accountable through their problexy organizations. Neil this is a full days after getting rid of iranian oil off of the market. Thats going to go. So where do you see that going . I think what youre going to see, its going to be a twofold process. Look at the United States tightening the sanctions on iran. Theyre shutting off the oil to countries like china to make sure we minimize the impact on the oil markets and working with saudi arabia to get more oil in the system so we dont have a spike affecting the world economies. Nonetheless, the issue will be i ran knows the squeeze is coming. Theyre doing to take actions and continue to have oil be exported. We have to look at where its going to go, hold those count countries accountable for continuing to support this regime. And hopefully clamp down in a way that prevents the mullahs doing what they do. Neil and the president saying he enjoy as Good Relationship with kim jongun. Didnt make a big deal out of this missile test or whatever theyre calling over the weekend. I wonder what you make of that stance, particularly on the president s part. The president is doing right saying we need to exercise patience. But by the same tone, the path to denuclearization, we have not wavered from. We have not dropped sanctions. We still work with our allies between President Trump and Prime Minister abe in japan. The South Koreans understand the situation. Theyre the ones that will live with the result if anything bad starts to really go on the korean peninsula. But nonetheless, the United States is going to hold a hard line and we need to. The North Koreans have given up nothing. Dont forget, the one thing you have to remember, china is the 800 pound gorilla in the room that has chosen not to be engaged in this process. Yet theyre the ones that aided and abetted to give north korea the ability to have those weapons today. Water going to continue on a path to denuclearization. The North Koreans know it. They have to come to the negotiating table and have a verifiable path to that end or we have no choice but to begin to look at korean regime saying we cannot tolerate you threatening us now or ever. The president s former personal lawyer, Michael Cohen, arriving at a new york federal prison a short time against formally beginning the threeyear jail sentence. Rick leventhal is in new york with more. Hi, rick. Hi, neil, this is the first day of the next three years of Michael Cohens life and likely be a lot different than what hes been used to. Although ottisville is known as one of the finest prison camps in the u. S. Cohen has likely been promised and will be in the minimum security wing where he can make use of a gym, library and shop for snacks. He will have to work a job between his three square meals and a daily head count with the lights on at 6 00 a. M. And the lights off at 11 30. Cohen pled guilty to tax evasion, Campaign Finance violations and lying to congress and wont be eligible for parole until late 2021. A Prison Consultant told us that cohen would be wise to stay humble and keep a low profile here, to do more listening and less talking if he wants to stay out of trouble. Well find out if that happens, neil. Neil three years. Okay. Thanks, rick. Rick leventhal. Remember when President Trump was all for the Mueller Report to be released . Things have changed. Let it come out. Let people see it. I have nothing to hide. This was a hoax. This was a witch hunt. Would you like to see Robert Mueller testify . Thats up to the attorney general who has done a fantastic job. Neil all right. Now the president saying that bob mueller should not testify. Can the president do that . Prevent him from testify something former justice official, john yu on that. Can he . Its a very complicated question. Really tests the waters of the constitutional conflict that is coming between congress and the president that the courts really have never resolved. So if mueller stays as a Justice Department official, the president could order him not to testify on the basis that the Justice Department has always tried to protect prosecutors and their decisions from excessive scrutiny. They dont want the decisions out in public. But weve crossed that line. The Mueller Report has the evidence described. You see the prosecutorial mind at work, a lot of the things that the Justice Department tries to protect by keeping them confidential are out there. So the main grounds have already evaporated. Neil the democrats seized on it and said there was a lot inferred that we want to get to the bottom. Why didnt he make more of an obstruction case against the president . Why did he leave it as a jump ball for us. Thats their take. What do you say . On the other side, barr and the president could say look, mueller has nothing to add. He wrote it all out in the report. We dont Want Congress trying to peer inside the mind of prosecutors. It will create a bad incentive for future prosecutors that will be worried about people looking over their shoulders instead of making the right call about doing the just thing. The other thing to add, president s have always tried to claim a kind of privilege to protect the internal delineations of the executive branch, to preserve the ability to have robust and candid decision making. Theyre worried if people second guess their decisions, they wont speak up. So in the end, the mueller could quit. This is the hard thing. What if he quits . Then the president doesnt have as much ability to prevent him from voluntarily testifying. Neil so what are the odds of that . In the end, muleler testify with conditions. Mueller is a play by the book guy and wont depart from what is in the report. So youll have members of Congress Like jerry nadler that will be extremely frustrated and continue to attack the Justice Department unfortunately. They did a very good job here. Neil while i have you, i havent had your pleasure on the take of the friction between bill barr and bob mueller over the bullet points and the summary of the Mueller Report. What did you make of that and a fast friendship that turned first nonfriendship . I think this is just a silly criticism. Because barrs letter, you know, just a short summary of the conclusions of the Mueller Report. Didnt say it was a summary and doesnt matter. Now we have the report itself. So the barr letter is not even in the foot note to the foot note in history. Nobody will remember this months or years from now. Neil and youre the expert here, but if you think about it, is there anything that barr got wrong . There was no definitive statement on obstruction. People could form their own opinions on that. The report makes clear in the end he didnt have enough to go with it, didnt have enough. So what did barr supposedly get wrong . He didnt. He didnt get anything wrong. The people are criticizing him are saying he didnt provide the full context, so it altered their narrative. Thats not barrs job. Neil how about releasing the report . Barr made the right call. He could have slowed it down. He chose to get it out fast. That is what is best for the american people. Neil thanks very much. Good seeing you again. Great seeing you. Neil lets get the read on this from california republican, a key judiciary member in the house, tom mcclintock. Congressman, very good to have you. Great to be back. Neil how do you feel about mueller a private citizen testifying for your committee . A lot of questions id like to ask him. I hope that happens. Id like to know why he showed so little interest in how the greatest lie in the history of american president ial politics entered the public discussion, was used on high level officials in the Obama Administration first to try to influence a president ial election. When that failed, he tried to undermine the president of the United States having been duly elected for more than two years. Id like to know why he stacked his investigators with democratic partisans. A lot of questions id like to ask him. I hope he does come before the committee. Neil now, the president , this could provide an opportunity for republicans to ask those questions. Yeah, i dont know what the the president is thinking on that. But sunlight is the best disinfectant. I would hike to see all of his investigation laid out there. There are some very serious questions about his conduct in that position. Neil do you think what a lot of people are waiting to hear what got this investigation going and maybe democrats, your colleagues are concerned about what they will reveal hence this sort of brush fire, preoccupation with everything barr said, with what everything mueller pointed out in the report to deflect . What do you think of that . That is the other shoe about to drop. We know its a lie. Its laid out clearly. Despite 22 months of investigations, millions of dollars spent. They were not able to find any evidence of collusion. We know that neil maybe not collusion but a number of people are going to jail or worse. Not on the collusion issue. Its a hoax. Neil by extending this, getting into it, theres a risk for both parties that they overdo it . I think its important that we find out how this hoax developed and how it was used by senior officials in the fbi and the intelligence agencies, in the department of justice and perhaps at the white house itself to influence our elections process and having nailed to to that, using it to undermine the president of the United States. Neil officials are investigating the russian passenger jet that burst into flames while trying to make an Emergency Landing in moscow. 41 people were killed. Reports that many were trying to get out of the plane but not all cold. Some were blocked bypass sengers near the front of the play trying to get their bags first. So much we dont know. This we do. A lot of investigating to do. Barry, thanks for being here. Me pleasure. Youve had a chance to look at video that was unusual abundant supply from all angles on this. What do you think . Watching the aircraft landing, its evident that the plane touched down hard the first time, bounced a bit higher than ive seen an airplane bounce and came down hard on the last touchdown. It pushed the landing gear up through the wings, probably ruptured fuel tanks and a fire ensued. Investigators are looking at pilot performance, mechanical issues and the weather at the airport at the time to see what role that played in the accident. Neil but administrator, to your point, it was the first bounce on the runway that led to this puncturing, right . Yeah, that first bounce, the airplane went back up in the air a distance. Probably at that point, it ran out of airspeed and just pancaked in as it appeared on the video with enough force to damage the airplane and again, most likely ruptured fuel tanks and caused the fire. Neil now, it looks like the only escape routes were near the front of the plane, not near the back or they might have been engulfed in flames so they couldnt be used. Any insight into that . Yeah, that appears to be the case when you look at the videos. The rear half of the airplane appeared to be ungulfed in flames. So that would suggest that a pa pa passenger might not have gotten out at the require. Neil and were showed many retrieving bags before they got off. Im sure if that were true, it would have obviously delayed some getting off even though those that could were off within 55 seconds. That was too little too late for those in the rear of the plane. I noticed that. Theres a requirement for certification of all airplanes to be evacuated within 90 seconds. Sounds like that that was possibly met. Im surprised about the issue of passengers looking for luggage. You would think that ones survival instinct would inspire them to get out as quickly as possible. I will say also the last two or three decadess flown on two dozen foreign airlines. Ive observed that passenger performance can vary from region to region and culture to culture. So im totally surprised that anybody with an airplane on fire wouldnt do their best to get out immediately. Based on the video showed people with baggage and that may have impeded the exit of the people further back in the airplane. Neil so tragic. Thanks, barry valentine. Thank you. Neil be well. Investors stirred up thinking what if this was just on the verge of my retirement . Then what . Then what do you do . How do you prepare for things that happen out of the blue . Economists say step back and be calm. Peter, how do people brace for these moments . If you dont have the stomach for stacks, it depends on your risk. What do you think . People have half of their assets in stocks, the s p and the other half in fixed income investments, treasury securities doing out about seven years. If you do that, you can draw down on fixed assets 3, 3. 5 a year until the market recovers. Perhaps rebalance. Neil a lot of people dont think about that time frame. Akin to having an merge stash of cash, three to six months for any plan to vent. This would be on relatively short notice. Are you seeing the closer you get to needing the cash and could be for your kids college education, at what point do you get to a point where half is in cash or Cash Equivalents like you say and the rest in stocks on mirroring the performance like an average of the s p 500 . The day you retire. When you raise a family, you have two pots of money. Those that you need to pay for weddings and college and the stuff you put aside for retirement. The money for retirement ought to be in a broad based fund. When you get rid of the kids and youre 55 years old and looking at a retirement date, you should be segueing out of stocks to the point that youre half stocks and half fixed income investmen investments. I dont mean local savings account. Cds, treasury securities, that sort of thing. If you do that so on the day you retire, its 50 in that latter and 50 in stocks, ive worked it out, you should be able to withdraw 3. 5 a year that should be a benchmark. Can i live on that 3. 5 . However, you should also consider what if they have a big downdraft the first couple years youre retired. You know, the stock market crashes. Can you live on 3. 5 if your stocks go down by 25. Neil so in other words, for those it might help to have a little income period to brace you for that. Yeah, if you can keep on working, the studies show that folks that dont completely retire list longer. You know, just if youre 65 and you know youre going to retire, thinking about retiring raises the death rate. Neil scaring me here. I know. Working is good for you, neil. Neil i guess so. Thanks, peter. Take care. Neil nancy pelosi is still convinced donald trump is not going to get reelected. No surprise there. Neil just because nancy pelosi said shes open to a infrastructure deal with president up from doesnt mean that hes going to stick around. Shes warning about democrats building bridges with the white house and making sure that he loses by a big enough margin but that he has no choice to leave. She thinks if its too close to call, he wont leave. Sara is here and republican strategist kimberly is here. Kimberly, what do you think of that . I think this is what psychologists call projection. Thats what it is at its finest. I have to give nancy pelosi credit. Shes the only official on the left that seems to recognize that the president is the president of the United States. In my opinion, unless jesus christ jumps into this president ial race, i dont think trump has anything to worry about. Employers added 263,000 jobs this year. The Unemployment Rate is lowest as 1960. The only reason you can be unemployed is if youre disabled or you dont want to work. With her comment, he has to win by a large margin, is she signalling something there . What is she saying with this . Win by illegal votes . Neil shes saying hes going to be a sore loser if he loses. We have no idea. But what do you think, sarah . You know, i think Speaker Pelosi is sharing an Important Message with democrats. If you would like President Trump to leave office, the single best way to do that is to make sure hes handily defeated in november of 2020. What shes telling us, its time to hit the doors, talk to voters and telling us to stick to issues like healthcare, accountable government, the mainstream of what most americans regardless of their Party Affiliation want to talk about. Neil beckett, i was wondering an what she told democrats and the media gets it wrong. Very few saw donald trump getting elected and certainlily getting the nomination from the republicans. We could go back to hillary going at it with barack obama. Maybe that he had no chance until suddenly he was the president of the United States. I guess is she just saying dont take anything for granted and thats the way this should go or look, we cant just beat this guy. We have to crush this guy to remove in and all doubt . Right. I think its the latter. What the speaker is doing is not just saying we have to win by such a large margin that he wont have any chance to claim foul. Regardless, if he loses by a large margin or small margin, he will claim phone. He hates losing more than he enjoys winning. So depending, no matter how it goes, if a democrat beats him, he will complain. Neil complaining about it is very different than clasping your knuckles on the door knob and not leaving. Kimberly, joe biden is prepared for the name calling that he suspected in this campaign. Sleepy joe or whatever and hes called the president a clown, as if that elevated the debate what are we looking at here . Joe biden is grasping at straws. People dont want another obamatype president. He thinks, okay. Im going to try to get as much air time as possible. Hes going to do whatever he can neil hes saying the other guy started it, right . So now were in the fifth grade. Neil well, sixth maybe. Sarah, there was a strategy that many republicans regret that they didnt take donald trump on earlier and it was too late and he outhusted and smarted them. With joe biden, he doesnt want to do the same thing. Play this out. If we were the nominee, for example. You know, what President Biden is doing is exactly on point. Hes doing two things simultaneously. Hes telling us hes going to push back out of the name calling and rhetoric from this president. Number 2, he says that he wants to talk about issues. Neil by using terms like clown . He has consistently talked about Kitchen Table, pocketbook issues i think the democrats said when they go low, we go high . What happened to that . Talking about healthcare and how we give it to people instead of taking away from this is going high . Thats what the American Public wants. Neil beckett, i could ask you, the more profound comments from biden might have been his dismissal of the chinese as a competitive threat. Its stuff like that that might come back to bite him, not whether he calls the president a clown or not. Your thoughts. Right. Biden wants to take about campaigning on getting back the soul of america. But if you recall, he compared nikki haley to eva brawn. If he wants to really deal with this sitting open the Kitchen Table talking to fellow america, he has to live up to that. Neil both sides right . Yes. Neil okay. Thank you all very much. Meantime, words are not doing it, maybe u. S. Troops will. One juan guaido wants from us to settle this venezuelan mess once and for all. Whats going on . Its the 3pm slump. Should have had a p3. Oh yeah. Should have had a p3. Need energy . Get p3. With a mix of meat, cheese and nuts. You might or joints. Hing for your heart. But do you take something for your brain. Smart kid. Indeed. Are you in good hands . Neil supportive words are one thing about venezuelas Opposition Leader has a better idea. Could we get a little bit of military help from the United States of america . Steve harrigan is in caracas. Hey, steve. Juan guaido, the Opposition Leader was recognized as interim president of venezuela by the u. S. And by 53 other nations gets asked that question a lot lately. How do you feel about u. S. Military intervention here in venezuela. The reason he gets asked so often is because his own attempt at the military appraising on tuesday failed dramatically. Hes moved his position slightly. Now guaido is saying that he would be open to considering u. S. Military intervention here in venezuela as long as u. S. Troops fought alongside venezuelans trying to oust Nicolas Maduro from power. As far as his own pressure on the streets, earlier this week we sought largescale violent demonstrations, thousands of people coming out and battling with security forces. After the failed uprising, the momentum and the power seems to have really gone away from the opposition. Saturday we saw 200 demonstrators, yesterday a few dozen. This is a man who cannot bring just a few hundred people into the streets, talking about possible u. S. Military intervention. Neil whats interesting, you were the first report, it was all about getting that generals to bolt from Nicolas Maduro. Some dead but not nearly all and not merely a majority. That made all the difference, didnt it . Thats really the key demographic guaido has been trying to lobby them. Hes gotten one person to flip. And intelligence chief. You see maduro using the soldiers and generals on state television. He is trying to show they are still with them and so far, they still are. Neil if that remains the case in the demonstrations have sort of petered out, whats next . I think this can be a long battle. We see guaido probably lose the first three rounds. He announced himself as president , nothing. He said it was going to bring in foreign aid, didnt happen. Announced a military uprising, didnt happen. Maduro is still in a tough position. He doesnt have the money. He is holed up in the president ial palace in a big chunk of the world is against them. It could be a long fight but right now maduro is hanging on. Neil steve harrigan, thank you very, very much. In caracas, venezuela. Nicolas maduro still technically the guy in the president ial palace. We will be exploring this tomorrow on fox business at noon eastern as well as the fallout from the trade situation and the fact that the chinese might still be bringing a delegation to the country.
