An iowa city man will spend almost 12 years in federal prison for assaulting a corrections officer in southern arizona. Federal prosecutors say 41yearold Howard Sawyer received a 139month prison sentence yesterday. He did plea guilty. Prosecutors say sawyer was prison in tucson officials told sawyer his housing reassignment request had been denied, he punched a corrections officer in his eye. Investigators say the officer suffered permanent vision impairment. Investigators are looking into what caused an unusual odor that forced a passenger plane to land in waterloo. The waterloo Regional Airport says an American Airlines envoy flight was going from sioux falls to chicago yesterday afternoon. It was carrying 26 passengers and three crew members. Some says they smelled the odor shortly after takeoff. The plane made an Emergency Landing in waterloo. A backup aircraft flew the passengers to chicago a few hours later. The Hamilton County Sheriffs Department is investigating an incident where a cell tower. Police say 28yearold Stefan Watermann was doing construction on the tower in eastern Hamilton County. The anamosa man fell from the tower just before 5 pm. Dubuques emergency 9 11 system needs a the countys 911 board agreed dollars for a total overhaul of its radio system. The 911 board says they have to make the switch to a new, higher tech system. Their Current Technology is about 20 years old and the company that hosts it, will stop in july 2018. It will cost between 3 point 6 and 11 Million Dollars to replace. So the 911 board is trying to come up with a way to fund the project. The board says a switch to the new system is critical to keeping communication clear and citizens safe. We we get into having problems at our tower sites or at the dispatch center, we wont be able to replace that equipment with new stuff. We wont be able to send it in to get fixed. Berger says the board is also missing out on about 200thousand dollars each year because more people are getting rid of their landlines. The board receives one dollar per month from the 911 surchange fee from all land line users in the county. Congressman David Loebsack is making a stop in eastern iowa today. A new survey of midwest bankers suggests many have a dismal view of the economy. The Rural Mainstreet index shows fewer than 9 of bank ceos who responded said their local economies were expanding. Nearly 37 percent said their local economies were in recession. Bankers gave this months overall economy a score of 37. Anything below 50 indicates decline. This is the sixth straight below neutral growth. 2016 has brought competition for the Conservation Reserve Program here in iowa. In the agribusiness report, the state has the most contracts in the nation. But right now, heres a look at todays opening farm markets. Good morning its. Good morning, this is the david geiger. This year could be a competitive one for the Conservation Reserve Program. The Iowa Farm Service Agency is in charge of that here. They say iowa has the most crp contracts in the nation. About a hundred thousand. The next highest is about 74 thousand. But acres arent as high. Iowa has one point four million acres. Nationally. There are 23 point five million acres. And it all caps at 24 million. In recent years. The f acres have slowly declined. This could be a year where net acres go up. Iowa could add another hundred thousand. And depending on if youre a cashrent farmer or a landowner it could be good or bad. If youre a producer thats losing acres to crp, its bad. Thats just the way it is. If youre someone thats trying to address a resource concern, which a lot of producers are doing that for water quality. Its a good thing. The decision to put more land into crp would also be an important business decision. The iowa fsa uses the average crop rental rates from the usda. The latest are from 2013. So higher than usual. Since crop prices have fallen. It might make more sense to put land into conservation. But there will be heavy competition. Iowa loses points in the general sign up because of the high value land here. When compared to. For example. Western states taking care of wind erosion. And you rental rate may only be in the 4050 range. Our cash rental rates are higher. They gain points based on costs. We lose points based on costs. So were actually a little less competitive in a general signup. Iowan landowners will still have continuous sign up. Which is measured by qualification. Its a range bound trade. And hogs are still beating expectations. Grains finally cracd a bit and are down a couple pennies. Really nothing surprisingly fresh i guess youd say, we came into this week and some of those fears were delayed a little bit, theres been some discussion between the opec nations. But we think between saudi arabia and russia that maybe its time to put a cap on Oil Production and about that time too we saw the dollar break. You know, certainly nothing concrete you can say thats happening there but enough to say maybe the bears have to lighten up the load here a touch. Its more range bound trade. You know earlier in the week we pushed down for example in june cattle down toward 119. About the same low we put in january and it bounced again. So here we are pushing 124 once again. Hogs as well have done a phenomenal job of holding in the gains. You know, two weeks ago we reached up and posted about an 81 dollar high on the june hogs. Broke quickly down to 78. And looked like maybe the party was over there and some of the technical indicators turned but you know here we are back today almost turning 81 on the high side so dont want to, nobodys giving it up. Today is the last chance for some bills in the Iowa Legislature to make it out of committee and stay alive. Today is the first funnel, and there are number of bills that have already made it through. Todays funnel deadline means the bill will die if it doesnt pass committee. If the bill started in the House Committee it must make it to the house floor today. Same goes for bills that started with senate committees. The second funnel is not until march 11th. By then, all senate bills must make it out of House Committees and vice versa. An iowa city woman is pushing for new legislation that would increase the punishment for peeping toms. The bill is scheduled for debate in the full senate. The bill passed committee this week when university of iowa Police Arrested 23yearold robert hightower. They say he hall. Ruth lapointe says in 2012, 66yearold elwyn miller put holes in the ceiling and floor of her iowa city apartment to spy on her. Police then found four similar peep holes in other apartments. Paid a 6thousand dollar fine and had to register as a sex offender. A peeping conviction requires the victim be partially nude and the suspect be aroused while spying on their victim. Lapointe says proving that in court revictimized her and others in the apartment. It was hard for me and the other victims to have to describe the fact that our landlord was or was not aroused and knowing that his guilt was resting on that was burdensome. Senate bill 2185 drops those requirements. It bumps the penalty from a simple misdemeanor to a serious misdemeanor. In a tv9 followup this morning. A state senator from dubuque wants the house to consider a bill that would stop the i am calling on the house to take this bill up and give it a fair hearing. If they are listening to the people they represent, they need to bring this bill up before the entire iowa house and let there be a vote. The Medicaid Program is administered by the department of human services. Its not a legislated program. What the legislature does is legislates the amount of money needed for the Medicaid Program or the state match for the Medicaid Program the democratic controlled senate has already passed a bill that would stop the transition that takes effect march 1st. But Republican Leaders say they have no plans to even bring up the bill in the house. A bill that funds road projects is moving on to the floor of the house. The house transportatio n committee passed a bill that would keep 17 Million Dollars a year in iowas would go to a fund for cleaning up underground storage tanks. Thats because 1 cent of a 32cent per gallon fuel tax earmarked for storage tank cleanup is expiring this fiscal year. The bill would cap the Storage Tank Fund at 36 Million Dollars. The iowa utilities board is meeting today to discuss a pipeline that would run through 19 iowa counties. The company, Dakota Access, wants to build a pipeline that would carry crude oil from north dakota to illinois. All other states have approved construction except iowa. The meeting starts at 1 oclock this afternoon in des moines. The board talked about the pipeline for a few days last week with no decision and scheduled todays additional meeting. The board could make a decision today, but it doesnt have to. Some in North Liberty now have clearer pictures of a handful of projects the city is planning on for the next couple of years. At an open house last night, the city showed various planning stages of those projects. Many of them involve street improvements and expansions. One west side of town, near the i380 interchange. The city also has plans to expand and add to city parks, and make improvements to dubuque street to prepare for the new liberty high school.
