Thank you very much for helping us provide information as we work through this difficult situation with our community. From an operations perspective, we are maintaining shelters for those who need housing through the night at both James Lick High School and Evergreen High School. This evening we are discontinue Evacuation Center services at Mayfair Community center and sherakowa community center. We are not expecting any additional evacuations and we have had very low traffic flow through those areas and theres no Community Need at this time. Again, we will maintain shelters at Evergreen High School and James Lick High School. We have worked with san jose water and we are assured that Drinking Water in all areas remain safe. There was no compromise to Drinking Water. You can reference san jose water company, who is pushing information to the community on that subject as well. We were very relieved to find that we were able to open the intersection at 101 and 280 this morning as waters receded, so traffic continues through south san jose. 101 at cochran was previously closed and now through san jose, the freeway is open all the way through town. This evening we expect temperatures to drop. It will be a new challenge for us from a weather perspective. We will provide more information on Weather Centers as they are opened up through this cold snap that we experience before the next rains come over the weekend. Finally, we will be adding road information. Weve been updating our road closure information through the event. Weve been able to clear many roads and that will be posted as well for your information. As dave sykes mentioned, we will be providing very detailed mapping on areas that will be opened, that are no longer under evacuation. Ill give you a screen shot and then well be posting this information on a website. The area you see that is outlined in red is the previous evacuation area. The areas that are now indicated under green will show that they are indicated as no longer under evacuation. These areas that are still areas of concern for us, the evacuation is not lifted for these areas. Again, this will be posted for public display on our website. Well be giving that information shortly. We can take any questions. Can you tell us about the pumping operations . What are you doing, how are you doing it . So two things are happening with water, floodwaters. Some areas, the water rose and is naturally receding back into the channels. Other areas were inundated but dont have anywhere for the water to go. So there are a few parks, mobile home parks in North San Jose that require pumping. There are some areas throughout the flood areas that will require some pumping. We are working to identify those and working to pump into open channels. There has been no new evacuations as of this morning. [ inaudible question ] can you tell us how many homes are flooded . We have personnel on foot right now going door to door to get an exact assessment of how many facilities were actually flooded. Do you have an estimate . I do not at this time. Can you tell us mileage or acreage on what area was green and is now orange . I do not have acreage information, but we will provide exactly the map areas via the website. [ inaudible question ] in terms of who can return, who cant return . This specific map is in the area that weve identified as the Williams Street area. Of the three main areas that were flooded, it is the one closest to the downtown core. What this map will indicate is all neighborhoods that were initially evacuated and then it will indicate whether they are clear to return or areas that are still under evacuation. How many people are still under evacuation . We can only speak to those who went directly to the shelters. I have a few numbers for you. We believe we know that we had 246 rescues. Those were rescues out of the rock springs area yesterday in the morning. We believe we had approximately 200 more boat rescues in the Williams Street area yesterday evening. We know that our shelters have housed approximately 300 people through the last 24 hours. To clarify on that map, so neighborhoods along Williams Street, are they safe to go back to their home . Williams street is still orange on this map, but we will have better details for folks who access via the website. Are you any closer to figuring out what might have caused this . Blockages . Well, we know that ultimately the flows were going to overcome the capacity of our creek channel. What we i think had the most difficulty establishing was how much and when, and so ultimately there was going to be no stopping this volume of water once it was being released up river or up creek and so thats the cause ultimately. All right. You are listening to the officials speak from the Emergency Operations center in san jose about the latest conditions on the flooding. They do not expect any more evacuations. They are hoping people can begin to return home. But theyre just updating us now on what has transpired down there after all of this flooding has caused so many problems. Evacuation orders for thousands and thousands of people. And of course you can continue to watch that and the News Conference on our abc 7 news app. For now, its a surreal sight. Hundreds of homes surrounded by water. But the question is did city officials do enough to warn residents . A lot of questions about that. David louie is live in san jose with a look at what officials are saying. David . Reporter well, dan and ama, they do not have an emergency siren system so they relied on social media and broadcast media in order to get the word out. Many residents here are complaining they did not know the flood waters were going to rise the way they did. Now, many of those residents are expressing dread today that when they are eventually allowed back into their homes, they are afraid to see whats going to be inside what kind of damage has been done. But after all, home is home and thyre getting tired of living on a cot in an Evacuation Center. You can see the water is receding very, very slowly and it may be a bit of time before they can go home. The water level has barely budged from its high point in the rock springs neighborhood. Kelvin pollys grand new car is still submerged from in front of his apartment building. Hundreds that were evacuated yesterday in rescue boats and inflatables are waiting to learn when it will be safe to go home. Well insist on continuing the evacuation period through today until we have a better handle on whats happening with these water flows. Reporter the san jose mayor says the citys Emergency Operation center was open days before the flood but residents claim they never knew the flood was coming. If the first time that a resident was aware that they need to get out of a home is when they see a firefighter in a boat, then clearly theres been a failure. Reporter the Emergency Operations creek says coyote creek wasnt expected to overflow here. The breach of that creek happened at a flow level much below the capacity of the channel, so thats the issue that we need to investigate. Reporter san jose is dealing with flooding in three parts of the city. The water is starting to recede here along east Williams Street. We think that rock springs will be a longer time period in terms of water receding. Theres a few buildings that well take a real close look at to see if they can be occupied at all in the short term. Robs house is next to the creek. His basement is flooded. But hes not point any fingers. I dont want to blame anybody, but i think everybody collectively did the best that they could. But when the water starts to rise, its time to get out. Reporter the mayor is expressing concern that they will have to learn something from this disaster but its going to take some time to analyze exactly why these floodwaters rose so quickly without warning, at least as far as the planning on the part of the city is concerned. They will take it to heart and try to see if theres a way they can preventing this from happening again. We are live in san jose, david louie, abc 7 news. Firefighters rescued about 350 people by boat. Some of them ended up in two of the red cross shelters in san jose. Volunteers kept very busy handing out blankets and supplies. Some people are ignoring the warnings of the contaminated water. This man was taking pictures on a Little Island surrounded by water. Another man was walking as carefully as possible through the water you see there. Officials say the water may contain fuel, oil and possibly even raw sewage. Now, if youve been in the floodwaters, Health Officials say you need to wash thoroughly with soap and clean water. If your childrens toys have come into contact with floodwater, disinfect the toys before the kids play with them. Use a disinfectant solution of one cup of bleach diluted in five gallons of clean water. We have more information at abc7news. Com. What a muchneeded break we had today. The sun is shining giving folks a little chance to dry out but more rain is in the forecast, which isnt good news for people already worried about flooding. Lets head to Spencer Christian for a look at the forecast. Well start with coyote creek. Some encouraging news is that the water level is receding gradually. It has dropped just below flood stage. Flood stage is 10 feet and the current height is 9. 9 feet. The Flood Warning by the way, is still in effect until 11 30 for a wide expanse of coyote down to morgan hill all along highway 101. Lets take a look at live doppler 7. You can see most of the bay area is not receiving any rainfall, but there are a couple of patches of isolated rain moving eastward along interstate 80 and 680 between fairfield and vacaville. Just light rainfall there to east of davis. Theres a little cell producing some downpours and one along interstate 5 west of elk grove, a Lightning Strike along with heavy downpours. 10 00 tonight well see inland temperatures around 40 degrees. Tomorrow morning temperature in the mid30s in our inland valleys, but its going to be a sunny day tomorrow and mainy sunny day on friday. Heres a look at our rain chances the next seven days. An Alameda County sheriffs deputy is in Critical Condition after a tragic accident at the santa rita jail early this morning. He arrived for work at the jail just after 6 00 when another deputy driving a bus that transports prisoners hit him. The deputy driving the bus said he didnt see the victim, it was too dark outside and foley was wearing dark clothing. The deputy was conscious at the scene but lost consciousness on the way to the hospital. The Sheriffs Department just wrapped up a News Conference about this. Hes one of the hardest working individuals we have. He volunteers for overtime. His overtime shift wasnt going to begin until 7 00 this morning. And hes always early for work. Thats the type of individual he is. Foley has been with the department for eight years. Before that he was with concord police. The driver of that bus is a 20year veteran and tells officials of course he is devastated. This morning the water in coyote creek began to recede, revealing the damage the mud and water left behind. Abc 7 News Reporter kate larson has more on how homeowners are dealing with this long and difficult cleanup. Reporter today the Powell Family is on cleanup duty after coyote creek swallowed their backyard and basement hole yesterday. We went to get sandbags. By the time we came back, the water was already here. So in a matter of 45 minutes, our basement was flooded. Reporter pumps pulling water out of their daughters bedroom and a backyard beautiful leland scaped last summer now drowned in dirty water. Now its pretty much all gone. Reporter they bought this house a few years after the flood in 1997 so she was expecting some water damage, but not this much. This photo shows the water rising in her yard on monday. Then by tuesday, sky 7 caught the water covering everything but the hot tub. And then this morning, another photo before the water began to recede. We werent given from my perspective a lot of notice as to what was going to happen and the impact that it was going to have on us. We definitely would have done some things differently if we had known the extent of the water that was being released. Im watching it come up and i have no idea, you know, when is this supposed to stop. I dont feel like there was adequate information. And that was kate larson reporting. Now we have Team Coverage today on the flooding in san jose and of course on the weather. Drew tuma will have a closer look at what flood advisories an warnings mean but we begin with Spencer Christian and the forecast. We start with live doppler 7 and most of the bay area is experiencing dry conditions. We have isolated cells moving over in Solano County and Sacramento County areas that have produced some downpours but are moving away from the immediate San Francisco bay area. This is the view from mt. Tam looking at nice puffs of cumulus clouds drifting over the bay. Its 53 in San Francisco, oakland 56. Mid50s in mountain view, san jose and gilroy and 50 degrees at half moon bay. Heres another view of those clouds looking northward from sutro tower. Santa rosa has a current temperature of 48 degrees. Low 50s at napa, novato, also 48 at fairfield. Low 50s at concord and livermore. Well have two more dry days before rain returns this weekend and sunny and milder weather next week. Look for partly cloudy, partly clear skies and very chilly with temperatures dropping down to near freezing, especially up in the north bay. Santa rosa, 32, cloverdale 32. Many other inland valley locations from the east bay down to the south. Right now lets toss it over to drew tuma for an update on flooding. Drew. Yeah, spencer, this has just been a Long Duration event we have in the south bay and part of the reason why is a Flood Warning means the waters are slow to rise and slow to fall. Look at the coyote creek. Yesterday at midnight in the Early Morning hours we were above flood stage at 10 feet. By tuesday afternoon we crested. But watch, it took some 24 hours for this part of the creek to get down below flood stage so well have more issues through the winter season as rain continues to be in the forecast. Its good to know the difference between a flash Flood Warning and a Flood Warning. Think flash, its fast and usually on our smaller creeks because they rise and fall quickly. But a Flood Warning like the one were under now on the coyote creek, on our larger creeks and rivers, that floodwater is slow to recede. Either way, if you hear a warning, flooding is occurring. Seek Higher Ground immediately. Do not wait to see that water rise. So good advice. You get a warning where you live, you want to go to Higher Ground. Spencer christian is back to look at when our rain chances go back up. Spencer. All right, thank you. Lets take a look and the next three days, this is the outlook. Thursday and friday well have mainly sunny skies. After a chilly start both mornings. Temperatures in the afternoon wont rise above upper 50s. Saturday well get our next storm coming in. It will be rainy and breezy and pretty much that way through the entire week. Storm impact scale indicates a saturday storm will rank 1 producing light rain and showers. Most areas will receive a quarter of an inch of rain up to half an inch maximum. Flood threat will be diminishing, thats good news, but its going to be wet. Starting at 7 00 saturday morning notice the rain starts to sweep into the bay area during the daytime hours. By 2 00 it will be wet just about everywhere but mainly light rainfall is what we expect from that storm and then well bounce ahead to sunday. Sunday morning, a few more showers will move in late sunday night and continue to monday morning. Heres the accuweather sevenday forecast, chilly morningins the next two days giving way to wet weather on saturday with lingering showers into monday. Storm activity saturday, sunday and monday will rank 1 on the storm impact scale. So storms of light intensity producing mainly light rainfall. Two former employees of the bay area Quality Management district claimed they were fired after reporting the destruction of public records. Sara steele and Michael Bachmann filed a whistleblower claim against the district which regulates air pollution in the bay area. Steele and bachmann were in charge of records management. They saw documents that contained notice of violations, complaints and settlements. When i came to the realization that our executive management staff was perfectly comfortable with records disappearing and being destroyed, i was shocked. Bachmann says some documents show significant reductions in fines for major polluters. In a statement, the air district says the allegations are false and the data allegedly destroyed is in electronic format and available for public review. Floodwaters in san jose are slowly subsiding this afternoon and some of the 14,000 people under mandatory evacuation orders will be allowed to return tonight. Highway 101 in san jose is also open again after floodwaters closed the roadway entirely for a time this morning. Last night 111 evacuees stayed there and today most of them left either to go to work or to return to check on their homes. Okay, rusty, its been a pleasure. Reporter this morning, half a dozen residents of a group home for those with Developmental Disabilities left the overnight shelter at evergreen valley high school. Yesterday police told them to leave as floodwaters enveloped their street. They left with little more than their medications. Caretaker, mila kusamoto. Last night is overflow but now everything is clear so we can go back home. The water, i never saw the water as high as it was there. Reporter keith thomas was still here at the shelter. He lives in a unit of this apartment complex right next to coyote creek. Today the water receded from the parking lot leaving a muddy trail. But yesterday thomas took no chances. He left quickly with his 2yearold son, houston, as the river spilled its banks. They found refuge here. The red cross had little time to prepare for mandatory evacuations. So we quickly caught out a lot more cots, started arranging for food, all the things it takes to have a shelter. Reporter and the donations, they just keep coming. Marisol reyes brought her six children. We have blankets and toys, socks and baby clothes. Reporter there were others with generous hearts, the volunteers. Among them three teachers from an elementary school. Im really just curious about how my families are doing. I want to be there for them and support them both in person and financially here. Were going to step up as teachers. Reporter well, theres no telling how many evacuees will return to the gym to this Emergency Shelter tonight, presumably most of the evacuees will go home now that theres less of an emergency. But there is still evacuees whose homes are unlivable and thats where the discussion is now. That is where the conversation is among various agencies, where to place these people. Were told rescuers should get them out of the water pie tomorrow, but a lot of people are still concerned understandably, concerned about them and their pets. From horses to kittens, weve seen animals big and small impacted by the san jose flooding. Just been incredible. Melanie woodrow is live outside the san jose Animal Shelter with more. Melanie. Reporter well, ama and dan, just to put this into perspective, shelter employees tell me they normally receive about 20 animals a day. Since flooding began, they have been receiving 40 animals a day, so twice as many. Theyre happy to help but time is not great. The shelter is open and theyre down 36 spots right now. This little kitty was in the river. Theres hope someone will recognize these eyes. Shes a stray. We dont know if she has on owner. Reporter the manager says the shelter has received dozens of animals in the last 48 hours. We have certainly had a population of animals that we suspect have been displaced because of fences down, the weather impacting them. Reporter this dog could be a stray. Shelter employees arent sure because the dog isnt microchipped. Others have been. This is one dog that was displaced from the storm. Reporter making for happy reunions. Utter relief. Theyre so relieved. Reporter the shelter is also caring for dogs whose owners may need a few days to get back on their feet. Larger animals like these horses have also been impacted boy flooding. San jose Animal Services says it is monitoring the situation involving 28 horses. The goal to get them out safely without endangering the horses or the people rescuing them. At some point there is a risk. If theyre not eating or drinking enough water because the water is contaminated, at some point youll worry about their health. Reporter an unhealthy situation for san jose for animals small and large, along with the people who love them. And for anybody who is impacted by flooding, the shelter will board your animal up to ten days. The first 72 hours are free and after that its about 16 a day. Melanie woodrow, abc 7 news. These new rules issued by the department of Homeland Security put the countrys 11 million undocumented immigrants at risk of deportation. Immigration and Border Patrol agents ordered to Deport Anyone convicted of any criminal offense. These new guidelines, however, do not affect dreamers, those brought to the u. S. The Trump Administration has repealed federal guidelines that grant rights to transgender students nationwide. Public schools will no longer be asked for them to use the bathroom that corresponds with their identity. The guidelines are necessary to protect students for discrimination. Theres a traffic mess for drivers headed up to Yosemite National park. Highway 41 is now closed because of this. Check it out. A road thats washed out near fish camp. The road closure is expected to last several days and will take crews a few weeks to fully fix. Highway 140 remains open and clear and is the only access to yosemite valley. Well, drivers near lake tahoe are getting help today from snow plows to navigate those icy roads. Nine Dakota Access pipeline protesters are in federal custody after refusing to obey orders to leave their campsite. The arrest came after protesters ceremonially set fire to some of their structures they have been living in the last several weeks. The army corps of engineers ordered the camp closed because of the concerns spring rains could wash debris from the camp into nearby rivers. At least 50 protesters are still on the site. Some say it was the scariest thing they had ever seen. The water, it just came all at once. I basically swam my way out to the sidewalk. This morning a pickup was seen driving through the flood zone. You can see just how much water remained. Elsewhere a man stepped out of his car right into more standing water. As another man gingerly stepped through the area just to get to his home. Take a look at that. It appears he ignored the evacuation order. And heres the top of a gazebo. Typically theyre about 12 feet tall so this gives you an idea of how deep the water is. Later today the water receded. You can see the markers on this car from just below the windshield to the hood line. Now lets show you the new smaller area under mandatory evacuations. It was just reduced this past hour
