You can see it right in the hayward, around the industrial boulevard, also right around depot road and thats going to continue heading right into hayward and right up towards Castro Valley and that is one of the last downpours were going to have through the morning hours. Take a look at this. This is the way it looks on the eastern side of the san mateo bridge. You can see the rain coming down and the spray coming up. 49 to 54 with showers at 7 00, 55 to 58, showers becoming scattered than mainly dry this afternoon. We are tracking that 2 on our abc7 storm impact scale this morning. Early this morning, heavy rain fell on camino pablo in orinda. As you can see, it flooded that section of the road. Cars were still able to get through but boy its a little hairy. All that flooding has now subsided. In the south bay, heavy rain caused some minor flooding overnight. This is sunnyvale. All that rain also triggered minor flooding at crossman avenue and caribbean drive and you can track the rain any time you want with live doppler 7. When it rains outside, you have to be prepared. You have to plan ahead. Well, b. A. R. T. Is planning ahead. They have some big plans for their future increasing capacity and expanding into san jose but those plans could be in jeopardy if President Trump gets his way with his proposed budget. All of that has the vta and b. A. R. T. Obviously very concerned. President trump proposed federal budget includes 2. 4 billion in cuts to the department of transportation. Daily cal reports part of that would eliminate federal funding for the new s. T. A. R. T. S. Program which b. A. R. T. Hopes will pay for the new capacity. That would also include buying new cars and several upgrades and renovations. B. A. R. T. Passengers we spoke with this morning with concerned about the cuts. It concerns me because now day and age, Public Transportation is the way to go. Cuts pollution and its easier to travel. Reporter b. A. R. T. Told the daily cal if the funds are cut, it would impact it would not impact ticket prices because those actually come from a different budget. Of course, President Trumps Budget Proposal is just that. Its a proposal. It will be up to congress to work out the details and decide whether or not those funds are actually taken out of the budget. Barris died of natural causes. He was 87. Supreme Court Nominee neil gorsuch will face his third and final day of questioning in his nomination hearings today. Yesterday he told senators that he told the president that no man is above the law. Judge gorsuch was grilled for more than four hours about torture, the travel ban, and abortion. President trump said he would only be appointing prolife judges. Senators questioned judge gorsuch about his meeting with the president. In that interview, did he ever ask you to overrule roe v. Wade . No, senator. What would you have done if he had asked. Senator, i would have walked out the door. Its not what judges do. A Committee Vote is schedule on april 3 with the Senate Floor Vote expected later that same week. Were hearing from a man who was the victim in a kidnapping and extortion plan in the east bay. This is quite unusual. Abc7 News Reporter Cornell Barnard talked with him about the strange details. He actually seemed more nervous than i was. Reporter 75yearold Richard Russell tells us a bizarre tale of how he was kidnapped by a man dressed as a construction worker who showed up on richards lafayette doorstep tuesday morning. I opened the door and he had a blow torch and he had this pry bar. Reporter there was a struggle. He kept saying, get down, get down, and i thought, no, im not going to get down. So, we started struggling. Reporter russell got these cuts when the suspect tried and failed to tie him up. He took a shotgun that i have and i said, well, theres a shotgun but there aint bullets for it. Reporter russell said the suspect kept apologizing for the crime. He was even courteous. He asked me if i wanted a glass of water. Reporter police say the suspect then forced russell to drive his own car to chase bank to withdraw cash. When we got to the bank, he said, now, youre going to go in the bank and youre not going to tell them to call the police. I said, oh no. I think it was his first rodeo. Reporter Police Arrested 26yearold manuel of pittsburg at gunpoint. Police talked to russells neighbors. No one had seen the man before. Shocking. Scary. Nothing like this has ever happened in this neighborhood. Reporter Richard Russell, a retired civil engineer, is able to laugh about the kidnapping. He knows it could have been much worse. Gun control legislation meant to limit firearm sales in california may have produced an opposite reaction. Last year marked the highest number of guns ever sold in our state, topping 1. 3 million. Experts believe that many people rushed to buy firearms, fearing the recent legislation would prevent them from buying guns in the future. Reports show that most customers who bought a gun already owned one. Pretty familiar sight for anyone who drives around the streets of San Francisco. The city wants to do something about that traffic and its looking to uber and lyft to get an answer. According to the examiner, supervisor aaron peskin introduced legislation that would allow the city to look at trip data from these ride hailing companies. He believes that data could shed light on how to relieve congestion. Peskin suggests the nearly 50,000 active uber and lyft drivers are clogging streets and pulling people away from Public Transportation. Weve got a major issue in the east bay this morning. All lanes of westbound 580 are closed and this is just east of harrison, so initially the crash was reported right around 980. Its actually a little bit east of there so it is a sig alert, its a fatality as well. So several vehicles involved in this. The tow trucks are on the way to the scene but theyre going to have to do the investigation so likely this is going to be a longterm investigation. We do Amy Hollyfield and her crew on the way to that scene. So, they should be able to provide a little bit more information from for this crash, i should say. So, well check in with them just as soon as possible. Westbound 80 just past powell, we did have a crash blocking the two right lanes. Sounds like that has been pushed off to the shoulder so a little delay there. And weve got a new problem on the peninsula as well. Northbound 101 just past embarcadero road, another spinout crash that is blocking lanes one and five at the moment. Ive got about 25 crashes total right now and im guessing that the rain has a lot to do with this really rough start. Lets check in with mike nicco now. Good morning. It was coming down hard and heavy there and it wasnt running off. It was staying put. Thats why we had so much ponding and why you may run into that. You can seeboulevard, stone ridge drive right now outlet malls, thats where were seeing some of the heaviest of the wet weather. Pulling out of hayward and heading toward Castro Valley is another one and you can see that looks like another cell, yellow, around fremont. That will also head up towards pleasanton. So its mainly that area. Temperatures, dress for 53 to 55 around San Francisco but that 53 in west portal, downtown is about 54. Coolest spot, san leandro, 49, warmest spot is about 56. Heres a look at the bay bridge toll plaza. It is definitely wet this morning. If youre going to be out and about today, walking the dog, know its going to be wet early but pretty nice this afternoon. Same thing if youre going to be doing some exercising, put it off until the afternoon hours. Same thing with yard work even though the yard is going to remain damp all day. The driver got out ofthe car. The driver was hit by a minivan and was killed. This is westbound 580 in oakland at harrison. All lanes are closed. The cars are still here. The body is still here. Reporter in this mornings gma first look, wyylef jean claiming he was a victim of racial injustice, handcuffed and detain detained by the los angeles sheriffs office. Deputies responding to what theyre describing as a violent kriek. Pedestrians saying they were pistol whipped in west hollywood. Jean was found nearby in a dark hoodie and bandana matching the suspects outfit, riding in a vehicle fitting the suspects car. The rapper was handcuffed and detained for six minutes. Authorities telling abc news the driver and passenger almost simultaneously began to exit the vehicle. Approaching the trunk, even though they say they told them not to. And coming up at a. New this morning, Oakland City Council has unanimously passed a proposal to prohibit hiring discrimination based on past nonwork related pot use. Council member Rebecca Kaplan introduced this resolution. She says the war on marijuana use has disproportionately targeted people of color. The legislation does make exceptions. If you live in redwood city, be on the lookout for these little guys this week. Doordash is going to be testing a small fleet of six wheeled robots to deliver food. This is the latest marketing tactic to build its brand. According to bis journals. Com, the robots will only be used for short distance orders spanning anywhere from one to two miles. Good morning. I want to take you back to the scene. This is a deadly crash on westbound 580 in oakland. This is just east of harrison, so this is a really busy road, obviously, for all those folks until the east bay heading to the bay bridge and weve got one of those vehicles getting towed away right now but again, this is a fatal crash so theyre going to have to conduct the investigation. We just heard from chp a couple moments ago, theyre thinking they can get at least one lane open, maybe a couple lanes open in about 30 minutes but were definitely going to see some delays due to this so we have vehicles that are heavily damaged and we just heard that update from amy. She did confirm that someone spun out, lost control, they were in the middle of the roadway, they got out of their vehicle and thats when that person was hit so that is why weve got this long investigation and this is why were seeing all lanes blocked. Obviously, they have to clean this up and investigate before they can reopen. Theres a look at the backup approaching. I want to mention some alternates. You can take northbound 880. I know thats typically the busier of the two but that is looking great at this early hour. Northbound 13 to westbound 24 if youre a little bit closer to the oakland hills. Thats going to work too. We have another crash on the peninsula. Ill talk about that coming up. Lets check in with meteorologist mike nicco. Were definitely seeing that early rain in the early commuters not mix well together. Good news is the showers will taper as we head through the morning commute. Right now, union city boulevard where 84 to dumbarton bridge runs into 880, he 238, we have a downpour thats going to create more ponding. Remember that storm we were talking about . Just about to climb up the hill in there into the dublin grade and thats going to keep heading toward san ramon and dublin. Big picture shows thats it as far as the heaviest of the showers this morning. As the cold front is moving through, and thats going to lead us, a lot of us, with about a half inch to 3 4 inch of rain. Thats why we had so much standing water and i think thats why were having so many accidents. When i drove there, it was a bear. Chance of showers, it will taper this afternoon. Dry commute tomorrow and a 50 50 weekend. Heres a look from 6 00 to 9 00 or 10 00. One more round of light to moderate showers from 9 00 to 11 00 and then just scattered showers at noon and then watch as we head towards 4 00, light shower up in the north bay and then by 7 00, the sunsets and so does our chance of showers. Thursday evening at 10 00, look at this, for the better part of about 12 hours, moderate rain falls in the north bay through about noon friday. Thats why floodings going to be a concern up there. As we head into the evening hours, that moderate to heavy rain starts to move into the rest of our neighborhoods and starts to accelerate down to the south so flooding outside the north bay, probably not going to be an issue friday. We know that one person was hit on the highway after they got out of their car, was hit by a minivan and that person has been killed. There are several cars out there and investigation upnderway. They are that close to opening up a few lanes here on westbound 580. Since our last report, they have towed two cars out of here, and then something ive never seen before, that third car, this is the frs time ive seen this, a chp car pushed the damaged car out of the way over to the shoulder and it is about to get loaded up on a tow truck right now so theyre working quickly to get this main artery into San Francisco reopened. This accident happened at 4 30 this morning. Stopped on westbo here at harrison in oakland, possibly because of debris on the road. Were told that the driver got out of the car and then was hit by a minivan and killed. We are still waiting for the coroner to arrive here and they do still have some investigation to do, so we do think that that one lane will be closed for a while, but they are working to get three lanes opened up as soon as possible. I wouldnt be surprised if were seconds away from that happening so they can start getting this backup unclogged so they can start opening this up and getting people into the city for their day. This happened early enough that its not huge yet but boy, if this is blocking for much longer, were going to start to see this really grow. Westbound 580, just before harrison, so for all those folks heading towards the bay bridge, you are going to be forced off on to surface streets. I have a couple secondary crashes in that backup too. One right around grand and one around lakeshore as well. One of those a spinout crash too so for your alternates now, northbound 880 or northbound 13 to westbound 24. Also want to take you down to fremont. Weve got what sounds like a pretty serious crash here as well. Southbound 880 past stevenson. That person hit the Center Divide and they are trying to rescue that person right now. We are starting to see that backup build. Lets check in with meteorologist mike nicco. Weve got a lot of wet pavement. Im sure that is part of the issue with all these crashes this morning. I bet youre right too because i drove through the heart of the storm when it moved through and it was just a bear. It was so much standing water out there. And theres still going to be some developing from hayward down to union city through the sunol grade, pleasanton over towards livermore and thats all heading towards dublin and also the Altamont Pass and you can see pulling out of los gatos or los altos hills, to sunnyvale into san jose, we have some lighter showers and you can see the spray coming up on 280 and 17 right there. 12hour day planner, this storm really lived up to its 2 ranking but its going to taper to a 1 as the showers become more scattered by noon and then maybe an isolated shower. For the most part, its going to be partly sunny at 4 00, much easier to get around this evening. Happening today, the Small Business administration is opening a new disaster loan office to help the victims of last months devastating flooding in san jose chls its going to open this morning at 10 00 at city hall. The sba office is offering low cost federal disaster loans to all san jose renters, homeowners, and Business Owners who were impacted by the flooding. Renters and homeowners can borrow up to 40,000 to replace lost personal property. Homeowners can get loans of up to 200,000 to repair or replace damaged real estate. Business owners can borrow up to 2 million. Flood victims can either apply at City Hall Office or online. Well, a month after the flooding, construction crews are still working on repairs in the rock springs neighborhood. Thats one of the hardest hit. Theyre fixing floors, electrical service, and plumbing so residents can move back in. At happy hollow zoo, conservation core teams are ripping out dry wall to prevent mold. 3. 5 acres of the zoo were underwater. Still kind of investigating and testing and trying to open up some of the buildings that were impacted, get them divide out and really assess what needs to be rebuilt or redone or torn out completely. So far, the meerkats are back in their habitat but other animals need to be relocated. The san mateo d. A. s office is investing a deadly shooting at a workplace in redwood city. A man showed up at his exwifes office, started threatening her and chasing her around the parking lot. She called 911 to say her exhusband was chasing her with a un. The woman was not hit. Police arrived minutes later. They ran after the man, cornering him. The deputy chief says officers spoke with him briefly but then he pointed his gun at them. There was an exchange of gunfire. One of our officers fired one round and we believe that he discharged a round at himself into his face. Police say the selfinflicted wound killed the man. Its not clear if the officers shot also hit him. Happening today, california state universities board of trustees will vote on the first across the board tuition hike in six years. If approved under graduate tuition would go up by about 270 this fall. Officials are expecting a 168 million shortfall. Thats when the final state budget is released in july. Officials say they need to hire more faculty and add more classes to accommodate growing enrollment. Currently, there are roughly 460,000 students in the csu system. Uc berkeley is working to notify people who may have come into contact with a student recovering from bacterial meningitis. The school issued an alert about the case yesterday. The student was diagnosed on monday. Meningitis symptoms include fever, vomiting, headache, rashes, and joint pain. We turn to washington now where President Trump is urging republicans to keep their promise to repeal obamacare ahead of tomorrows vote. The Nonpartisan Congressional Budget Office estimates 24 Million People would Lose Health Insurance by 2026 under the original proposed gop bill. Yesterday, mr. Trump was on capitol hill trying to rally support for the republican bill. The governor of new york says voters are going to lose out. Now the Congressional Budget Office says 24 million americans will lose insurance and 2. 7 million new yorkers will lose insurance. All democrats in the house are expected to vote no. 22 republican no votes would kill the bill in the house. By abc news latest count, at least that many have said that they wont support it. There is a dispute about what should happen with the debris from oaklands deadly ghost ship fire. A superior court judge is giving lawyers until next week to come up with a plan on how to protect the charred material. The city trucked some of that debris to a soccer field. Water quality Officials Say its sitting too close to sensitive wetlands. The rest of the debris went to a hangar at Oakland International airport and the airport says it wants the material removed because it poses a potential health hazard. 5 sc 37 now. Investigators trying to determine if there are more possible victims of a bay point man. Contra costa county sheriffs deputies were tipped off that he was trading child porn on the internet. Deputies say a search of his home turned up evidence yesterday that he had sexual contact with a minor. Hes now being held on 1. 5 million bail. The Oakland City Council is reversing course on a controversial change to the citys new medical marijuana laws. Now, the council has withdrawn the proposal that would have required owners of pot businesses to live in oak. One council memberer wants growers and sellers to live in the city for three years before theyre allowed to get a permit. Noel gallo admits that pressure from pot growers prompted a change of heart. Its been clearly defined to me that its unconstitutional. Unconstitutional, its not a Good Business practice. The city of oakland doesnt require the owner of kaiser or clorox to live in oakland. Now that the council has withdrawn that proposal, they have to formally vote on the change before it takes effect and that vote is scheduled to happen next week. Okay, lets get you back to our situation in oakland. This is westbound 580 just east of harrison and this is that fatal crash weve been talking about all morning. So, we just heard from Amy Hollyfield, whos live at the scene. She let us know they were going to be opening up lanes any minute and they have done that. The three left lanes are now open but theyre continuing the cleanup and the investigation in the two right lanes so again this was a fatal crash. This happened right around 4 30 this morning but traffic is moving once again. We had all lanes blocked for really exactly an hour and of course weve got a backup due to this as well. The commute really starts to ramp up. So still a sig alert. We still have a couple lanes down and still have a backup but youre starting to see a little gap where traffic is starting to move again. Your down to about 16 miles an hour. On top of that, we have a couple problems in that backup. One crash at like shore where a light pole was hit and another one at grand, that ones off the on the shoulder but slick traveling conditions this morning. Youre really going to want to slow down and drive for conditions. I want to check some other areas, drive times here, westbound 580, tracy to dublin, just under an hour, 57 minutes, definitely slow today. Southbound 101, san rafael to San Francisco, not bad, youre in the yellow at just 18 minutes. Trouble in the south bay and the peninsula. Well check on that next. Let me put this into motion. Look up around napa. We had a thunderstorm roll through right around midnight through 12 30, at least three lightning bolts dropped there. We also off daly city had a thunderstorm and all those weekend but they did produce those prodigious downpours and the reason why youre finding so much wet weather on the roads this morning. Heres a look at sfo and you can see the standing water on the taxiway there and also the runways. Well keep an eye on this and let you know hopefully in about 20 minutes whether theres going to be delays and there probably will be. Follow me mikeniccoabc7 on twitter. Right now, they are still loading that car that has a lot of damage to the backside on to a tow truck. An investigation well underway. And officers will be trying to figure out why the driver got out of their car in the middle of the lanes. They were hit by a minivan and killed. Another driver also involved in the crash. There is still a little bit of a backup there. In fact, one of our own, abc mornings directors is caught up in that backup. Alexis will be up in a minute with just how drivers can get around and avoid the mess but for the moment, natasha, back to you. You got to look at this. San jose police want you to track down two jewelry thieves. They grabbed a diamond and made a run for it but take a look at the surveillance video. This was at the Valley Fair Mall in december. The man who grabs it drops it. After he falls, he does manage, though, to pick it up and take off. The there were plenty of cameras to catch it all but the man and woman did get away. If you recognize either of them, San Jose Police want to hear from you. An empty lot in santa rosa where a 13yearold boy died after being shot by a sheriffs deputy is now going on a park in the teens honor. Sonoma county supervisors have awarded a 3 Million Contract for a park to be built in memory of andy lopez. He was carrying an air soft rifle resembling an assault weapon when he was shot by a sheriffs deputy. The deputy says he mistook the toy for a real weapon. The park is going to include a teen zone and a community garden. An email scam duped tech employees into giving out personal tax information. Someone posing as a ceo at coupa conned employees in the Human Resources department into revealing w2 payroll information. That included Social Security numbers. The Software Firm says workers employed last year were affected by this. No customer information was compromised. Well, uber now promising big changes to its culture as the company deals with several highprofile issues. Three of ubers top female leaders, including board member Arianna Huffington spoke about the changes during a phone conference yesterday. They include releasing diversity numbers which should come out later in month, offering bias training for employees and making job descriptions less likely to appear biassed. Ubers head of hr said uber is disruptive and disruption demands the confidence to be bold. This has translated into a cult of individual. As jessica just mentioned, we have the three left lanes open now. Westbound 880 im sorry, westbound 580 just before you get to harrison, we have that right lane and the exit lane blocked for the fatality investigation and cleanup so flip over to the traffic maps and show you what the backup looks like right now. We have delays and weve got a couple secondary crashes in the area as well. So thats where the sig alert is located. Improving significantly in the last 20 minutes or so, once we did get those lanes back open. We did have all lanes blocked for about an hour but we have another crash near lakeshore and another crash near grand. Weve got some onlooker delay due to those as well. And honestly had a little gap there. We were up to a fourmile backup. It looks like that is starting to improve. Want to take you down to the fremont area. Or i did anyway. We had a crash on southbound 880 just before stevenson still blocking at least one lane but we are starting to improve on the peninsula. One problem in redwood city and another in palo alto but both of those have cleared from 101 and heres a quick check of the bay bridge toll plaza. Metering lights on at 5 28 and that really has filled in. Lets check in with meteorologist mike nicco. Doesnt look like a lot of fun. I was thinking how the evening commutes going to be a lot like yesterdays, much dryer and full of sunshine so hopefully that puts you in a good mood this morning. Heaviest rain will be fridays storm, starting to look like it could be a flooder for the north bay and trending dry tomorrow and at least saturday and a whole lot next week. Heres a look at Mountain View, los altos and sunnyvale, 101 where it comes together with 237, moderate rain falling there on the amphitheater so possible ponding there. Same thing around milpitas are 680 runs into at least heads towards downtown milpitas. Lets take a look at whats going on as far as the big picture. You can see the cold front coming through right now. Behind that cold air, not completely clear so well have clouds. You can see one more push through about 10 00 and then just some scattered showers at noon. And then by 4 00, were looking pretty dry. Now, we jump ahead to friday or thursday night, at 11 00, and for about a 12hour period, we get moderate rain up in the north bay through about 11 00 friday morning. So we could have some flooding there. Once we head into the evening hours, that moderate rain moves into the rest of our neighborhoods. Looks like that storm is going to be a 2, moderate. This is just east of harrison and all these folks are heading towards the bay bridge toll plaza there. So, we definitely still have the flares up. They are still trying to clean up the situation and doing that fatality investigation. In the right lane, looks like part of that exit lane is blocked as well so were looking at a two to two and a half mile backup. We have this problem in th south bay. South of san jose in the coyote yar area, northbound 101, and check out this backup. Youre jammed all the way well past morgan hill, 34 miles an hour, 9 miles an hour approaching so that is really one of our bigger headaches right now. Lets check in with mike nicco. Were keeping the storm at a 2, moderate on our storm impact scale through the morning commute because thats when i expect a few more downpours, more standing water and some hydroplanes. The evening is going to be much dryer and there will be a little breeze out there but thats going to help dry the streets also so downgrade it to at least a 1 for the afternoon and evening hours. Three in a row counting today. Were going to get a little bit of a break tomorrow before that big storm rolls in friday. And heres the way the rain totals look by friday, half hinch in Mountain View to 1 inch in san jose to nearly 1 inch in San Francisco to 2. 5 inches in the north bay. And back live now to oakland where a threecar crash on 580 is still being cleaned up and is still being cleaned up and there is a bit of a backup and that breaking news is in oakland where traffic is slowly moving again on interstate 580 after a deadly crash. Since we last saw you, all lanes have reopened here on westbound 580. Traffic is still sluggish through here, but its moving in time for the commute. So if your commute takes you through here, allow for extra time, but you can use this route. This is westbound 580 at harrison in oakland. There was a fatal accident here. The coroner just arrived, so we do think that all lanes will be opening soon. Right now, you can see emergency crews are blocking the right lane that takes you to the off ramp to downtown oakland to get to 980. You can still take that off ramp, its just a little slow getting over there. This was a quick response. The accident happened at 4 30. The chp got three lanes reopened within an hour. We really saw them hustling so they could get this clear and opened up for the morning commute as this is a main thoroughfare. From oakland into San Francisco. Reportg
