One the Company Hopes will lead the city of richmond to approve chevrons longawaited modernization of its refinery there. That announcement just one day before the controversial plan is set to go before the city council. Laura anthony is live at Richmond City hall with the story. Reporter well hi, dan. Chevron is hoping this offer will be good enough to get the votes that they need here at the city council to get that longstalled project back on track. Environmentalists say chevron can be and should do more. They will say anything to get out of spending money. Reporter nearly two weeks after they got an earful from the public and richmonds planning commission, chevron has announced it will comply with a stricter environmental proposal known as alternative 11. For the companys muchdelayed refinery modernization project. It does a couple of things. First it limits the amount of sulphur that we can produce here at the richmond refinery and it also sets a cap on Greenhouse Gas emissions associated with our operation. Reporter the proposed 1 billion modernization will bring 1,000 construction jobs to the city, but critics say it would also allow the plant to process higher polluting crude oil. The stricter standards were requested by the attorney general who asks that the new project effectively reduce Greenhouse Gas and other emissions, not just hold the line on them. Were glad to see that theyre willing to move a little bit. Reporter andre soto is with communities for a better environment, which had been pushing for the stricter standards. Soto says his group is pleased with chevrons announcement but would like to see the company go even further. Alternative 11 as a standalone does not achieve the health and safety reduction in emissions and particulate matter that we want to see here in richmond to ensure the health and safety of the community. Reporter the Richmond Planning Commission approved the companiess Environmental Impact report with conditions. It next goes before the Richmond City council for a public hearing tuesday night. Updated numbers from the National Weather service show 81 of the state is in the category of extreme drought or worse. Three months ago it was 68 . Climate experts say our dry conditions will probably continue and will not improve much during the next few months, as you can imagine, because we wont get any rain. Less than a week after the crash of Malaysia Airlines flight 17, the planes black box has been handed over to malaysian representatives for investigation. The malaysian Prime Minister also says prorussian separatist rebels have agreed to hand over the bodies from the crash for them to be properly identified. Several World Leaders have publicly blamed russia for secrecy and coverups at the crash site. The burden now is on russia to insist that the separatists stop tampering with the evidence, grant investigators who are already on the ground immediate, full and unimpeded access to the crash site. Rebels say they will carry out a sixmile ceasefire radius of the crash scene to allow investigators to work. Ukraines president insists the crash was an act of terrorism and is begging the west to unite against it. Well move now to the crisis in the middle east. Israeli air strikes continue to bombard gaza today. Israel says it has prevented more attempts by hamas militants to infiltrate the nation using tunnels from the gaza strip. Secretary of state john kerry arrived in egypt today to try to broker a deal between israel and hamas. Two u. S. Citizens were among more than a dozen Israeli Soldiers who died yesterday during that violence. 24yearold Max Steinberg of woodland, california, was one of them. Family and friends gathered near los angeles for a candlelight vigil in his memory. Steinbergs parents say he had problems living in california, so he decided to join the Israeli Defense force in 2012. He felt that this was his calling, that being on the sidelines or even being in the back seat was just not going to work. So he put all of his attention and his focus and his dedication to being the best soldier that he possibly could be. Steinberg was a sniper. His parents say he will be buried in israel. A Birthday Party turned into a crime scene this weekend as a little girl was shot. She survived, and is now recovering at home in vallejo. Just a little while ago we talked to her about that frightening incident. It happened saturday evening as she was attending a Birthday Party at lowell park in west oakland. Youre not going to see her face because her family is worried her shooter is still out there. 10yearold alyssa was celebrating her cousins 1yearold birthday at west oaklands lowell park saturday. She was handing a Family Member her gift when she says she heard what sounded like fire crackers. All we heard was gunshots. And i saw bullets flying by. One hit me in my arm. It was just like the worst thing ever that could happen. I dont want to talk about it, ill start crying. Because i wouldnt never want anybody to go through what i went through. How any child gets shot, you just pray. Reporter alyssa was taken to Childrens Hospital oakland where she was treated for a gunshot wound. Shes now wearing a bandage and a sling that some of her friends have signed. The shooting happened at around 5 15 saturday afternoon. Police say the kids were playing on the grass near 14th street when two groups started shooting at each other from the other end of lowell park near 12th and filbert. Alyssa was hit by a stray bullet. Police have tracked down some Surveillance Footage they hope leads them to whos responsible. Thank you very much. Police have released the names of two people whose bodies were found in a sausalito home this weekend. They have been identified as 51yearold robin chan and 42yearold mara truly. Officers found their bodies early yesterday morning after responding to reports of gunshots. Neighbors told the independent journal that truly was moving in with her boyfriend, chan, and the couple threw a Party Saturday night to introduce her to the neighbors. Police say the deaths are suspicious but will not say how the couple dies. In hayward, a teenager is in Critical Condition after being shot in the head. Police are searching for the gunman after the shooting around 9 00 last night. Investigators say the victim is a juvenile but are not releasing his name or his age. An upscale apartment complex hasnt had Water Service for three days now. Hundreds of people live at the spring house apartment complex where that water stopped running on friday night just about an hour from now three days ago. Residents say they cant do dishes, cant shower, cant flush the toilets. Porta potties were brought in today. A note on the office door blames a failure in the main water pipe but Property Management still doesnt say when the problem will be fixed. Were all at a loss. What do we do . Do we get a hotel room . Right now the buoys are reporting low to mid60s, so when you have a south wind basically thats keeping things on the mild side because youre not getting the upwelling of the water and that south wind is also providing us with higher humidity, which is why dew points have been a little higher than usual. We still are seeing some 60degree dew points in san jose, fairfield, napa, so still feeling a bit muggy out there.
