The wettest areas will receive up to 8 inches of rainfall and we have a wind advisory in the delta until 11 00 tomorrow morning. Wind gusting up to 20 Miles Per Hour from time to time, and potential tree damage and Power Outages possible, of course. Theres more on the way, going to be a weekend long rainfall event. Ill give you a look at the entire weekend and seven days head in a few minutes. Lets give you a look at how the weather affecting traffic around the bay area. A laud of red on the roadways indicating traffic is moving slowly. Speeds down to 11 Miles Per Hour, northbound 101 along the peninsula, just 21 on southbound 280 and san jose, 22 Miles Per Hour on the oakland maze. A mess out there. Lets take a live look, you can see interstate 80 through berkeley is slow going, always slow this time of day on a friday night, but particularly so in the rain. Were taking you to south bay now. This is highway 101 toward interstate 80. Southbound traffic really backed up here. And next to the San Francisco skyway, highway 101 always busy on a friday night. As you can see with ribbons of headlights and taillights in the opposite direction, slow going tonight. The north bay is expected to get a lot of rain with the system. Along the Russian River, they need it. A bifishing ban there is all bua done deal. Leon . The ban will be in place to protect several fish that need to begin spawning. I can tell you, talking to people today, a lot of People Living along the Russian River welcomed todays rain. Despite the rain, this man was out fishing in the Russian River this morning. He expects to do more before the ban goes into effect later this month. After this rain, its going to take a few days because the water is going to get real muddy and the fishing will be tough. If we get a good break, a few days after the storm, it should be good, should clear up and a lot of guys will be fishing their hearts out. Because the river levels are so low, spawning fish are finding it impossible to go upstream to find a place to lay their eggs. The volume of water is going to give them the signal to move up and start their move so they can spawn and get their migration started. For the creeks where spawning takes place are also dry. Robin johnson has lived in this area for 17 years. She was excited to see the rain. This is going to possibly be enough over the weekend to open up those creeks and allow the fish to get free because they have just been hanging out. The ban will affect some local businesses. Kings sport and tackle is one of them, but the Russian River chamber of commerce said other businesses understand how important it is to protect these fish. We love our resources, we love our wildlife, and were here to protect them and make sure theyre here for future generations. If that means we need to impose a ban, then i guess thats whats best for the community at large. The ban will be in effect until april 30th. It may have to be extended. Late word tonight from the white house, president obama is coming to california next friday to assess the effects of the drought. We understand hell be going to fresno where he will hear from Central Valley farmers. Back to our storm now. It sent this tree branch crashing down. That large branch fell on a pickup truck, completely blocking the sidewalk. This happened just before three 00 this afternoon. Fortunately, no one was hurt. City workers are trying to stay one step ahead of the storm. Not easy to do. Public crews were busy cleaning out storm drains so they dont flood nearby buildings. A lot of businesses are not taking chances. This San Francisco store had already piled sandbags along its front doors. San francisco is giving away sandbags at its dpw warehouse. If youre headed into the mountains for a weekend of skiing, getting there could be a challenge. Lets take a look at this video in the tahoe area. This is highway 50 at echo summit. Skiers and snowboarders were wondering when the snow would come. Some had even given up hope. We were starting to gecamping. We made plans to go camping. We got rained out, snowed out. A good thing . It is, so were here instead. Many hoping to take advantage of the snow while its here. Took the day off work, took the kids out of school. Dont tell anyone. The snow is expected to fall through the weekend, comping as much as four feet around lake tahoe. Sugar bowl hopes to open 20 more runs. Locals have been called in. As for the snow itself, sugar bowl is happy with the sierra cement veert. We wuouldnt want something that is light that would blow away. We want something to increase the base so this is perfect. While everyone is welcoming the snow t is bringing its yielsh share of headaches. They had a deal with spinouts and accidents on i80 and then the issue of chains. Always a question of whether you can get it to stay on. It fell off a couple times already. Chain installers are eager to do the job, like most everyone else in the sierras, they had little work this season. Its been busy but nice. We havent been busy all year. Now, donners ski ranch is just down the road. It had to close early this season due to the lack of snow, but it does plan to reopen tomorrow. Live at sugar bowl, lilian kim. So its unknown the cause of death for the female. Now, we dont know what the relationship is between the man and the woman. And right now, hes down at the Police Department answering questions. Several government Scientists Say the current drought is the latest reminder of critical changes happening to San Francisco bay. Some of those changes are likely to have a big impact on the future. Tonights report ride along with biologists trying to make sure were ready. Just after sunrise at the port of redwood city, a crew of scientists heads out on San Francisco bay. A picture perfect cruise, with a purpose. Were regularly taking the pulse of the bay. This is the Research Vessel polaris. One of the oldest working federal boats on the water. This is all the original glass. This 97foot boat was a luxury yacht when it was built in 1927. Now, its elegant wood trimmed lounges are laboratories operated by the u. S. Geologist survey. Senior scientist jim carn has used the ship to study bay water since 1976. This station is about prath meters to the bottom. Fran bay is constantly changing. Right now, the drought has cut the flow of freshwater so parts of the bay are unusually salty. Were seeing the highest levels recorded in the 40 years we have been measuring. This Research Team goes ouz about 20 times a year, sampling water in specific spots over a 90mile route. Its a carefully corioographed routine with hightech instruments done exactly the same way every time. Row have to move quickly, we collect a lot of samples and theres not a lot of time between each station. Some are light sensitive. So we have ugueth them processed and preserved as quickly as possible. Some changes to bay water are natural. Some are caused by humans. And its not always obvious whats good and whats bad. Take the water running into the sink. The water is actually coming from the bay, and as you can see, its very clear. But thats a relatively recent change. For years, it was much murkier, mainly because of gold mining sediment that rushes down the rivers into the bay. There was Something Like a billion yards of sediment deposited into the bays in the 60s, 70s, and 80s. The sediment is finally di disappeari disappearing. Good news. But it has a flipside. Now that the water is clearer, sunlight penetrates deeper. We saw a threefold increase in the amount of clore afold. That would lead to a serious algae bloom with dire consequences. The worst Case Scenario would be recurrent fush kills and bird kills and Public Health problems. The uscs part of an effort to make sure the worst case doesnt happen. That could mean longterm changes in nutrients to keep it out of the water. A change like that would cost billions. For 2340u now jims focus is feget local officials to monitor the water. We can anticipate changes in the future. Now, theres no question San Francisco bay is much healthier than it was in the 1950s and 60s thanks to the clean water act, but Scientists Say new threats to Water Quality are turning up all the time, and every change in climate is like a new experiment with the water in the bay. Well, at least our weather pattern has finally changed and we have the series of storms to deal with. Spencer christian is tracking it all on live doppler 7 hd. It has started raining.
