Lots of ground to cover this sunday morning. Lets get right to the latest on the search for flight 370. With the clock ticking down on the black box batteries, more ships and planes have joined the massive effort to identify debris. Abcs david wright is embedded in the search. Good morning, david. Reporter good morning. From the deck of the ocean shield, an australian vessel built to handle the roughest seas. Subantarctic conditions. This ship is now getting set to ship out into the search area. Itll take three to four days just to reach the search area. Hopefully by then, search teams will have found the debris field from flight 370. Ten planes out looking. Several reporting they have spotted objects in the water. But until surface vessels are able to retrieve them, we wont know if theyre from the missing plane. The ocean shield will be searching under the water, towing a u. S. Navy pinger locatering like this season. Listening for the beacons on the black boxes. How big a noise does this thing make . You can see the size, in the water, you cant hear it. Reporter and a u. S. Navy submersible robot to map underwater wreckage and plan how best to salvage it. How long a journey are you preparing for . Were preparing for anywhere up to 45 days. And in a sign that malaysia is no longer calling all the shots, a retired member of australias equivalent of the joint chiefs of staff took command of the task force searching these waters. Time is of the essence now. Not least because the batteries on those black box recorders are running out. For this week, david wright, on board the ocean shield, garden island, australia. And Steve Ganyard joins us. Steve we just heard from david wright. The clock is ticking. And the batteries could run out by next week. This is make or break time. It sure is. If you remember in the past couple weeks down here in the lower search areas, we have been chasing ghosts on satellite images. But in the past couple days, an International Body of aviation experts looked at the data and said we think the best place to look is up here in the new search area. Its some 700 miles to the northeast of the old search area. The good news is these waters arent as rough, the currents arent nearly as difficult and some of the water is shallower. Its the size of the country of poland. And really were back to square one on the search area. And if the black boxes go silent, we may never know what happened. Exactly. And as david wright just said, coming off of a ship having to transit out here. It will take three or four dice get out there. And when they do their operations, they will work only as fast as a person can walk. Think about that. Searching poland at a walking pace. We have three to four days before the pinger runs out, time is of the essence. What a job. Thanks very much. And the crisis over ukraine. Overnight, crimea moved clocks forward two hours to be on moscow time. And with Russian Troops continuing to mass on the ukraine border, secretary of state john kerry will have last ditch di diplomacy in paris with the Russian Foreign minister. And terry moran is there. Good morning. Reporter the very fact that secretary of state kerry has flown here for the talks is a good sign. That is because there is so much tension right now, and so much uncertainty on both sides about what the other side might do. And ukraine remains on a hair trigger. This is the flash point of the world right now. Russian tanks and troops pouring up to the tense border between russia and ukraine. Routine military exercises . Thats what russia claims. But at the pentagon, deep skepticism. We dont have a full knowledge of their intent. But regardless, it does nothing to deescalate the intention. Reporter now there are up to 40 to 50,000 Russian Troops along ukraines eastern borders. What does putin want . Across the lands of the former soviet union, there are millions of ethnic russians, just like in crimea. Putin claims the right to defend all of them, whatever that means. President obama, in response, is rallying european allies and warning of the dangers of the new putin doctrine. In the 21st century, the borders of europe cannot be redrawn with force. Reporter fine words, but his real options are limited. The white house has ruled out a military response, and some european leaders are deeply reluctant to impose tough sanctions on russia that might derail their own fragile economies. So mr. Obama has tried another tack, belittling russia all together. Russia is a Regional Power that is threatening some of its immediate neighbors. Not out of strength, but out of weakness. Reporter after crimea, some analysts say, that sounds unconvincing. The impression is putin has flipped the bird to the entire world, and what can the u. S. Do about it . If he were to take Eastern Ukraine and southern ukraine, the u. S. Wouldnt be able to do anything about that. Is that a position of weakness . Reporter with the talks in paris, russia is demanding that ukraine change its form of government, its constitution to give more autonomy to prorussian areas. And promise to be nonaligned rather than join europe. The United States is insisting that only the ukrainian people can decide that. And sergei is joining us now. Thank you, mr. Ambassador. The United States is making it clear that any diplomatic solution must include a pullback of Russian Troops from crimea. Is russia prepared to meet that position . First of all, thank you for having me. Secondly, what kind of pullback from crimea are you talking about . We are now in the territory of the Russian Federation. There are a lot of things that have happened. And one has to be very realistic about it. There was an expressed will of People Living in crimea to become a part of the Russian Federation at the moment when there was an unconstitutional takeover of power with the use of force in kiev. And they felt that this is the moment that this is threatening the way the life they wanted to conduct. So crimea is part of the Russian Federation, and how about Eastern Ukraine, sir . Can you state unequivocally that Russian Troops will not push into Eastern Ukraine . Well, we have said so many times that we have no intent, no interest in crossing the border. But does that mean you wont do it . We are not planning to. We have our forces conducting the exercises in the territory of Russian Federation. I would like to remind you. In the territory of the Russian Federation. That is normal exercise we are conducting. Moreover, we have offered transparency over the issue. And there were a number of overflies, including by our ukrainian neighbors and friends just for them to see there was nothing that was happening that would be threatening to their interest. You heard president obama label russia as a Regional Power acting out of weakness. Your response . If you consider russia a Regional Power, look at the region we are in. Its from europe to asia. Its a significant region in the first place. Secondly, i think those categorizations are artificial. We are a country with a lot of interest and things we can contribute throughout the world. But we certainly are not going to overstretch anyway. Will there be a diplomatic solution to the crisis . I hope so. And it is something we have been trying to work on for quite a long period of time. We have developed our own ideas. We understand what can be of help to the ukrainian people. Because the biggest problem, and you need to remember this, is not between the ukraine and russia, it is between ukrainian temporary government and the rest of the country. Its a country that certainly needs a revision of the constitution that would include a mechanism where the regions would be heard. And their views would be taken on board. And it is something that is important. And if the International Community can help the ukrainians to do this process, that would be helpful. Mr. Ambassador, thanks for your time this morning. Thank you very much. Now to Chris Christie, back in the news and back on offense an internal review cleared him of any wrong doing in the bridgegate scandal. The head of the investigations and the one in the legislature are here live. First the back story from jim avila. Stop. Chris christie got his mojo back. Can you get to it already . Reporter it took three months and there are 3 million for a handpicked law firm to find it. Clearing him of responsibility for the bridgegate scandal. It had knocked some of the swagger from the governor. Look at his face 76 days ago when the chief of staffs email humiliated the frontrunning president ial candidate. And look at him now, when asked why he was kept in the dark by staff. Thats not a revolving door where anybody can walk in any time and have at me willynilly. Im the governor of new jersey. Reporter he may be feeling good about the investigation he can control. But the next two he cannot, including one underway at the state house in new jersey, and the next critical one, the u. S. Attorneys probe. The federal investigation could take two years to complete. But with the endorsement of his own lawyers, governor christie began a media blitz this week that began with an exclusive abc news interview with diane sawyer. Report said i had no knowledge of it before it happened, nor did i authorize it or have anything to do with it. Ask thats the truth. Reporter the report and the governor blame that fired deputy chief of staff, Bridget Kelly, who released a statement calling the report venomous and offered to cooperate with the federal investigation if granted immuny. For this week, jim avila, trenton, new jersey. And we are joined by the new Jersey Assembly man, john wisniewski. Thank you for coming in this morning. You have joined the critics, calling it a whitewash. But has your own investigation turned up any evidence showing that governor christie knew about the slowdown or authorized it . We havent had a chance to talk to some of the key players as this report hasnt either. Bridget kelly who sent the email that said time for traffic in fort lee. We dont know why or who authorized her. Its hard to believe, understanding how this Governors Office works, that she woke up and decided it would be a great idea to find traffic. You have not found any evidence yet. We have not and are not finished. Youre not finished. Any reason to believe that Bridget Kelly is going to talk . Shes made it clear through her lawyer shes only willing to go forward and speak to Law Enforcement authorities if she gets immunity. Waiting for the decision on the documents. She is a state employee. We believe we will have an opportunity to look at the documents. We believe they will speak volumes to move the investigation forward. But its too early to conclude the governor had nothing to do with this. Far too early. You had the same documents from mr. Wildstein thats gone to the committee again. Theres nothing to show he had anything to do with it. Theres the email to the governor where he marks up an exit statement for a man the governor said he barely new. That was weeks later. Is he so involved in crafting an exit statement for David Wildstein, yet had no knowledge. Its far too early to draw conclusions about who knew what in this investigation. But no key testimony, why not leave it to the u. S. Attorney . We dont know what were going to get. We are waiting for judge jacobsens decision. We ought to wait for that decision. We ought to look at the documents. Were still going through thousands of pages of documents. This report draws a lot of conclusions and speculation. Theres no foot notes to testimony that was taken or interviews that were taken. This report really rushes a judgment thats too early to make. Okay. Mr. Assemblyman, thanks so much for joining us. Randy master joins us now. You heard mr. Wisnieski said its a rush to judgment. We looked at 2,000 pages of documents and interviewed 70 witnesses, and as he admitted, we havent seen a shred of evidence that the governor knew anything about this lane realignment decision beforehand. If it were there in the hard evidence, we would have seen it. They have the documents responsive to our subpoena relating to the George Washington bridge incident. They have the same information we have. And he and his committee have been at this for five months. How do you respond to the charge of conflict of interest. Your own law firm was also working for the port authority. Is that a conflict of interest on its face . No, it isnt. The representation of the port authority, which has been cleared by the port authority, was something where both Governors Offices agreed that my firm should represent the port authority. We had access to their documents as well. Let me be clear. We have no incentive at our law firm to do anything other than get to the truth. We will be judged at the end of the day by whether we got it right, and, george, we believe we got it right. We had to work harder to get it right. So much hinges on Bridget Kelly. And her lawyers had a harsh statement on the report. Heres what it says. It says this report is venomous, gratuitous and inappropriate sectionist remarks concerning ms. Kelly have no place in an independent professional report. The only credible investigation is being conducted by the u. S. Attorneys office. If provided with the procedural safeguards, she will be fully cooperative. Shes not alone. Her personal life, describing her as emotional was sexist and gratuitous. Your response . Im glad you asked. We treated both David Wildstein and Bridget Kelly the same. They deserved the assessment that we gave both of them about their personal conduct and about their actions. Exactly the same way because they violated the public trust. And thats what the evidence showed, george. All of it relevant to not only their consciousness and guilt, but their culpability. And in Bridget Kellys case, if i say may say, Bridget Kelly not only sent the yeem, the ulterior motive. What is that motive . Im glad you asked that. We say what we know and dont know. We cant establish the motive because we didnt have the chance to question kelly and wildstein. But it was obvious to target the mayor of fort lee because of their exchanges. Bridget kelly not only sent the email that said time for some traffic problems in fort lee, she then, after the fact, when the governor sent his chief of staff to find out whether she knew about this beforehand, she called a subordinate that night and asked her to destroy incriminating evidence. She is at the heart of the problem, and so is David Wildstein, and treated like they should have been. They abused the public trust. They should be held accountable. Are you confident your report will not be contradicted by the u. S. Attorney . We are. We had no incentive to do anything other than get to the truth. For the skeptics, some have a visceral reaction to the bridge controversy. Reminds me of the movie line, they cant handle the truth. We believe we got to the truth, george. We will find out. Thank you very much. And coming up in two minutes, star wars, the new unexpected frontier in american manufacturing. David muir tracking whats made in america. But can those jobs secure our countrys Economic Future . Our experts weigh in on that. And Keith Olbermann breaks down baseballs new season in our sunday spotlight. Tlight. Really . Another victory for made in america. How much can we count on manufacturing to fuel our Economic Future . Our experts analyze that question after this report from world news weekend an consider, david muir. Reporter we first began asking the question three years ago. Does anyone check the labels anymore . Made in china. I know, i know, i know. Reporter that eyeopening number after world war ii, the 50s and 60s, fewer than one in ten products bought in this country were made outside the u. S. Today more than 50 of what we buy is made elsewhere. Three years later, and the headlines that some manufacturing is coming back. Even the president with his made in america message in the state of the union. We also have the chance, right now, to beat other countries in the race for the next wave of hightech manufacturing jobs. New goods stamped made in the usa. Reporter but this morning, a reality check. Are manufacturing jobs coming back . We were the first taken inside this factory, making computers in america again. These are desk tops. The computer maker, lenovo. Now with a factory near raleigh. So youre making computers. Yes. Reporter that had been made in china, now being made here . Yes. Reporter did you think youd see the day . No. Reporter and curtis richardson, his job was outsourced. Now quality control, making sure theres sound coming from the computer. Music to your years. Music to my ears. Reporter why bring jobs back . Lenovo telling us what many are saying. Once you factor in growing wages in china and fuel costs to ship, it now makes economic sense to bring manufacturing back. A lot of people argue that the jobs lost in the 80s and 90s will never come back. Different jobs, more highly skilled. Reporter some of those jobs being created at apple. Ceo tim cook recently announcing in a tweet, we have begun manufacturing the mac pro in austin. Austin, texas. How about big of a deal . Its a big deal. But we can do more. And in arizona, we havent said what its for reporter the sapphire glass . Its the sapphire announcement. And its sort of all ill say about it. Reporter when is does that glass come off the line . Cant tell you that. Reporter bigger iphone screens . Cant tell you that either. Reporter you heard it here first. And one more sign. South of los angeles, space x, their flight plan is entirely made in america. They have been hired by nasa to send supplies to the International Space station. And this right here . This is the dragon capsule. Reporter the windows are very tell, arent they . Yes. Reporter they dont just want to send supplies, but want to send american astronauts back into space again. This is the only capsule made in america making the trip to the International Space station. Ill give you the idea of the scope, the space inside. This is where they put the supplies and equipment for scientific research. 3700 workers, more than 4,000 by years end, they say. And when that next capsule takes off within days, it will not only be mission accomplished, it will be made in america. Made in america. Reporter for this week, im david muir. Hawthorne, california. And now our experts, steven rattner, and zachary karabell. Welcome to you both. Start with you first. You worked hard to preserve manufacturing jobs on the auto task force, but you have written that we have to get real about the renaissance in american manufacturing. What do you mean . When i served on the auto task force, it was an eye opener for me. I had not spent a lot of time in the manufacturing sector. I saw a sector under enormous global pressure. We lost 6 Million Manufacturing jobs from 2000 to 2009. Since 2009, when the recession ended, we have gained back fewer than 600,000. We have actually gained manufacturing jobs back at a slower rate than we have gained other jobs back in the economy. And the part besides the jobs that people dont pay enough attention to are wages. A lot of those jobs that are coming back are coming back at much lower wages than the jobs we have lost. In the auto manufacturing, 28 an hour in cash wages plus benefits. In chattanooga, where volkswagen has 2,000 new jobs, brought back those workers at 14. 50 an hour. So give up on manufacturing or do it better . Theres an interesting problem today. We could have a manufacturing revival of sorts. Really hightech factories producing lots of stuff without creating lots of jobs. In the segment in introduced this, 800 jobs in the bmw plant that opened. That same plant 30, 40 years ago would have been three, 4,000 jobs and higher paying in adjusted wages. We could have the situation where you have the innovation hubs that president obama is talking about, lots of hightech, interesting output that adds to the gdp, make us look optically better without the kind of job creation that would have come with the factories. Whats the smart way to insource better jobs . You have to be realistic about what the future of our economy is going to be. As zach said, we will have manufacturing jobs. There are good proposals around for how to do that. From education, training, these manufacturing innovation institutes that the president proposed. Certainly dealing with the infrastructure problems, immigration. Same laundry list you talk about every sunday will help manufacturing. The problem, of course, is that nothings getting done in washington. But washington can make a difference here. You know, i think washington can make a marginal amount of difference in creating interesting little zones. States can make a lot more difference, and individual decisions can make the most amount of difference. Unless washington recreates the Works Progress administration a la the 1930s and actually goes out and hires people to do stuff, i dont think washington as a job creator, even with stimul stimulus, is necessarily going to lead the way between whatever economy we have now and the economy we need. And the kind of things, you know, again, this is the whole education question of skills and choices about what it is you are going to do with your time and life. It is true that a lot of these manufacturing hubs are having a hard time finding people who have the requisite skills. Much more Like Software and innovation and creativity than line work like in the 1930s, 40s and 50s. And these are the jobs we want to value and encourage in the future, right . We certainly want these kinds of advanced manufacturing jobs. But remember this, manufacturing wages today in america are actually a bit lower than average wages in the economy as a whole. What i mean is theres lots of good, highpaying jobs in sectors like education, like i. T. , like health care, Service Sectors that are not entrylevel jobs, highpaying jobs. This is the competitive advantage. A lot of these ideas for stimulating manufacturing, special tax rates and this stuff i think is a mistake. It is true that some of these higherend manufacturing jobs at 15, 16, 20 an hour are better than the entry level walmart or mcdonalds job. A lot of which are the jobs that are currently being created. Those are not good wage jobs. And that is the last word. Thank you very much. Up next, the powerhouse roundtable up. Is Chris Christie back on track or derailed for 2016 . What is behind the surge in Obamacare Signups and president obamas nsa reversal. Plus reporter do managers matter . Of course they do. Im one of them, and im looking for a job. How important is a baseball manager . The stats will surprise you. Back in just two minutes. Soon, the worlds most intelligent servers, designed by hp, will give ups over twice the performance, using forty percent less energy. Multiply that across over a thousand locations, and theyll provide the same benefit to the environment as over 60,000 trees. Thats a trend we can all get behind. Predibut, manufacturings a prettin the United States do. Means advanced technology. We learned that Technology Allows us to be craft oriented. No ones losing their job. Theres no beer robot that has suddenly chased them out. The technology is actually creating new jobs. Siemens designed and built the right tools and resources to get the job done. Lets flip the script a little. Do something that goes totally viral. What were going to do, hold this healthcare. Gov sign, and give you pharrells hat. And an ecigarette to vape on. All right . They are going to eat this up. I dont think we should do this. And its. Three, two, one. Okay. Got it. Saturday night live having fun with the push for obamacare. The white house is touting a surge in enrollments, but does that mean the plan will succeed . The roundtable weighs in after this from jeff zeleny. Reporter from the courts to the campaign trail. Obamacare Obamacare Obamacare reporter one word is driving the political debate. The final day to enroll is coming up tomorrow. There is no delay beyond march 31st. Reporter well, not exactly. The Obama Administrations now saying you can ignore tomorrows deadline if youve had trouble signing up and need more time to buy insurance. That decision reignited republican outrage. What the hell is this, a joke . Its basically become the legal equivalent of swiss cheese. Reporter putting democrats back on the defensive. You have been critical of the Obama Administrations rollout. Why is this latest extension not the same thing . The rollout was bad, but look at whats happened since that. We have millions of people who have signed up. Millions. Reporter the Administration Says at least 6 Million People have already signed up. 1 million short of the original goal. All this adding fresh fuel to a fight already shaping the midterm elections. Ill help repeal obamacare. Reporter for this week, jeff zeleny, abc news, the capital. And the roundtable, matthew dowd, David Plouffe, president obamas campaign manager, and Chris Christie, bill kristol, editor of the weekly standard, and democratic strategist, donna brazile. And matthew, jeff zeleny says the white house announces over 6 million. I saw this morning it could be approaching closer to 7 million by the deadline tomorrow. Is this a sign of success . Well, there is some sign of success. For everybody thats criticized it, there are people getting access and benefitting. But i think the question is, first of all, the political idea about this is its now become detached from the president. Even if this succeeds, i think the president s job approval has now become more attached to the economy and less attached to obamacare. But the question becomes, republicans and some democrats asked, at what cost are these successes do we have these successes . Five years from now, the projections are that health care will still be rise, the cost of health care, and probably 30 Million People without access. David plouffe, whats the answer . The laws working. And this is a seminal achievement. If you count people going directly to private insurance companies, medicaid, Childrens Health care, tens of millions of more have security. And the politics are tough. They will always be tough. I think theyll get better over time. The law is working. And the republican playbook of repeal obamacare gets tough as more and more people get health care. And i think smrt republicans understand that. Is that true . No actual democratic senator says what David Plouffe is saying. They want to fix obamacare. The Republican House wont do that . The Democrat Senate wont. The Obama Administration resisted every attempt for minor fixes in obamacare except for the ones they wanted. The Democratic Senators know its a big problem. But i agree, republicans and i have looked at a lot of polling over the last week or two on this. Private polling, good polling. If republicans say get rid of it and let democrats have the keep it and fix it position, then its 50 50. But democrats get it, if republicans say replace and repeal, we cant just throw people out. We are going to give you tax credits, take care of preexisting conditions as part of the repeal, that becomes popular. I think the republicans are going to have a hard time trying to find their voice and get a message on repeal or replace at this juncture. And for democrats who i think are running in these socalled tough states, theyre going to have a tough time running from socalled Affordable Health care for all people. I think the real problem right now, george, is in these states where the republican governors are Still Holding up medicaid expansion. And soon enough there are going to be questions, why are you keeping people from getting the health care they need to save their lives and save the state money . Thats the real conversation. No question that the democrats at the retail level want to pivot back to the economy. They dont to want explain all of the socalled republican talking points, but theyre not going to be able to run away from this issue. Bill clinton says democrats shouldnt run away from obamacare. The 2014 election, if you look at the fundamentals of the election, its not going to be about obamacare. Theres flaws and successes. I think everybody can debate that. I think republicans have made a mistake by not acknowledging some success. Theyre not asking the right questions. The right question is at cost. I agree, they should be coming. A plan. But anybody can have success with billions and billions of dollars in this. But 2014 is about the direction of the country, the economy, and how people feel in their lives. Its not about obamacare. I agree. In 2014, its about the atmospherics. Its about where the contests are held. Democrats playing a lot of away game in the senate. And with mitt romney, you can have an argument about health care, there are things we should fix, but youre going to have seniors pay more for prescription drugs, kick people off the health care plan, millions of people off the health care plan. That is not a winning message. Democrats need to be more aggressive selling the positive parts. Not just the people already covered. The people who have coverage are saving money. But most of it hadnt gone into effect when you defeated mitt romney. Now it has. Seniors are seeing cuts in Medicare Advantage that were hypothetical. Im happy to have a referendum on obamacare. And i think it will be. I debris with matthew on that. I think it will be and be good for republicans. And move on to Chris Christie. Had the internal report. Saw the author of the report clearing him of wrong doing. And back on political offense, speaking to diane sawyer about whether or not this whole matter has hurt his political prospects. I am a passionate, loving, caring, direct, truthteller. Thats who i am. And for some people, they love it. And i tell you, when i travel around new jersey, most people thats the thing they love the most. And what about iowa . I think they love me in iowa too, diane. Ive been there a lot. I think they love me there too. I know that caught your eye, bill kristol. Really check of how much of a difference this has made. He said hes going to make the difference next year. Its not held him back, hes learned, could make a stronger candidate. As a fellow compassionate loving, truthteller loved in iowa . In iowa and a lot of other places. Maybe thats not the best way to approach your problem. Im struck by this, talking to some republicans over the last week or two, this has hurt Chris Christie. Theres no question. Doesnt mean he cant be a strong president ial candidate. But the momentum he had two or three months ago, looked like the consensus choice of the establishment republicans, a lot of the republican donor s. That has, i think, hes lost a lot of that. Jeb bush, everyones now talk to the average republican donor on the establishment side, much more of the talk is about jeb bush and people are worried about christie. I want to get into that. The Washington Post had a front page story. The gop elite hoping to lure jeb bush. Many, if not most 2012 of mitt romney donors are reaching out to bush and his confidants with requests to meet. 30 Senior Republicans included. And the vast majority of the top 100 donors would back bush in a competitive nomination fight. A lot of momentum here. A sign of two things. First of all, the identity of christies fall. If he hadnt fallen, there wouldnt be the outreach to jeb bush in the midst of this. The other thing is the republicans are so disorganized in their nominee, theyre not used to that, theyre looking for the safe pick. Jeb did a very good job as governor, hes a safe pick. But to me, do we to want set the race up in 2016 where 340 million americans live where its clinton versus bush . I think people are just tired of that. We have to have other candidates without those last names. That may be. But you are seeing a lot of momentum behind both candidates. David plouffe . And the republican nominating process, but my amateur view is that the elites are gravitating to bush. Hes not fatally wounded, but hurt. But thats not the voters in iowa and south carolina. I think at the end of the day, theres a lane for christie or bush. Theyll probably end up facing off against a more conservative candidate. I think they have the advantage in the republican primaries in 2016. Nodding your head, but to back up the idea that the republicans are looking for the mainstream candidate. Shell Sheldon Adelson, one of the richest men in america. And Chris Christie, he delivered 93 million to super pacs last year. Probably spent a lot more on the side. This is a danger to democrats, isnt it . He put a lot of money behind a lot of losing candidates. Newt gingrich, mitt romney, et cetera. Hes looking for a winner. Thats why the doors are open to jeb bush. The real energy on the republican side, i only know this because i travel in some tea party circles, is rand paul. Hes the talk of the town. Hes the one going on campuses out west at uc berkeley, visiting historical black colleges and universities. Trying to open up a dialogue within the republican party. Nobody wants to talk about him. But he has a network. Its in all 50 states. Thats the game changer. Every republican going out and talking to Sheldon Adelson this week was taking jabs at rand paul. Yeah, i think ultimately message trumps money. Or money follows message. Rand paul, i dont agree that hell be the nominee, but he has a real message that he pushed wherever he is. I think you have to keep your eye on rand paul. Hes very energetic. He has a bunch of Energy Behind him. One of the only candidates where Younger Voters are enthusiastic about. But what bill said, i think its ridiculous that the candidates for president are trumping out to las vegas to kiss the ring of a billionaire casino owner and they think thats somehow going help them get elected president. Money is going to help them money matters, but what is your message and vision as a country . Much better off spending time back where they live instead of flying to las vegas. Figure out the vision and the message and how to convey to the American Public. Final question i want to get to is this question of nsa reforms. The president said that the bulk phone data would not be held by the government. It would stay with the Telephone Companies absent a specific request from the government. Some of the dangers that people hypothesized when it came to bulk data, there were clear safe gards against. But i recognize people were afraid of what might happen in the future with that bulk data. This proposal thats been presented to me would eliminate that concern. Donna brazile, the president answering the critics. But this mend it dont end it enough to save the program . I dont think so, george. First of all, im glad that the president is ending the program. It was set to expire on friday this past week. Hes asking for a 90day extension. The aclu said fine, but there are still other reforms that need to be taken. There are, of course, proposals on capitol hill that would not just end it, but end it completely so the phone companies will not have to compare and hold on to this data as well. Could be headed this way, couldnt it . I watched this with incredulousness. First of all, trust a government that didnt tell us what was going on for years and years and how many records they were accessing and what they were looking at in the American Public . And now were supposed to trust the federal government led by the president of the United States who says heres what were not going to do anymore . The country is so fed up. They dont trust anyone in washington telling them what they are or are not doing. This is a smart accomodation. We still need access to this. You and i, and bill had security clearance. You see the intelligence reports. This is the fundamental First Priority of any chief executive. Allows the administration, any administration, if they have reason of concern, to access this information through court order. Its a smart adjustment not to have the government hold it anymore. But the phone companies have to have it, and the government has to have quick access. Congress has to act and it will be interesting to see. Will they act . Theres a good bipartisan proposal by the chairman and Ranking Member of the House Intelligence Committee to try to protect the country. People should go back before they pop off on the nsa and read the 9 11 report. Connect the dots. Good thought. And now the power house puzzler, who was the first president to throw a pitch on opening day . Back in two minutes with the roundtables guesses and the right answer. Ovis going to grow by over 90 unMillion People, ulation and almost all that growth is going to be in cities. Whats the healthiest and best way for them to grow so that they really become cauldrons of prosperity and cities of opportunity . What we have found is that if that family is moved into safe, clean Affordable Housing, places that have access to great school systems, access to jobs and multiple transportation modes then the neighborhood begins to thrive and really really take off. The oxygen of Community Redevelopment is financing. And all this rebuilding that happened could not have happened without organizations like citi. Its amazing how important safe Affordable Housing is to the future of our society. So who was the first president to throw out a pitch on opening day . I have to con fes confess. Check out this baseball history unearthed this week at the university of south carolina. Babe ruth at bat against another hall of famer, walter johnson. Johnson wins this one. And there is yankee legend, lou gehrig, second game in the lineup. The start of his incredible 2,130game streak. There his right there. And this brings us to the sunday spotlight on the brand new baseball season. Espns Keith Olbermann with his take first. Ron claiborne sat down with the gang at fivethirtyeight. A surprising theory, managers dont matter much. Reporter everyone knows the baseball manager is the leader of his team. Master strategist, field general, who decides such things as when to take the pitcher out. Carlos martinez coming in. Reporter when to bunt, when to steal a base. As the manager goes, so goes the team, right . Wrong. According to neil payne from fivethirtyeight who did a an exhaustive statistically analysis studying how players played under each manager and how they were expected to perform. His conclusion . Most managers had little effect on the game or the season. They dont make them play better or worse than the established baselines. Reporter crunching data going back to 1901, payne figures the vast majority of managers is responsible for between two losses and two wins each season. Far fewer than a highimpact player. A babe ruth or willie mays, good for 11 or more wins per year at their peak. Payne did find expectations. Bobby cox of the atlanta braves, and martin who was hired and fired four times as yankees manager. Few could match his strategic brilliance. Reporter but the rest . Most that manage a thousand games are right around zero impact on average. Hasnt happened reporter yet its the manager who gets the credit when his team wins. The red sox are world champions. Reporter and takes the heat, and usually gets fired, when they lose. So we ran it by former Major League Manager manny acta, now an espn baseball analyst. Its not only managing inning by inning, its what you do before and after the game. Reporter he says there are too many things that managers do that just cannot be quantified. We are as good as the talent that is given us. But there are so many things that happen through the course of the season that you cant measure. Reporter do managers matter . Of course they do. Im one of them, and im looking for a job. Reporter for this week, ron claiborne, abc news, new york. And Keith Olbermann from espn joins us. Thanks for coming. What do you think of the theory . Its nice that its been em peerically approved. Its considered in a game a manager does almost nothing. A managers responsibilities almost end when the first pitch is thrown. Lets talk about the new season. Just before the season begins, new penalties for drug violations inside the major leagues. Pretty harsh. But you Say Something is missed. The key ingredient, all the guys suspended last year in the biogenesis scandal, Alex Rodriguez and ryan braun and the others, they beat the system. And the biogenesis scandal resulted because of the unhappy employee and the narcing out of ten or 12 players who were suspended for 50 to 162 games. Is the fact they all passed the tests. The problem is you can literally increase the the punishments for firsttime offenders, secondtime offenders twice what the Players Association agreed to, and you are not necessarily increasing the disincentive to try. Because, again, if nobody had told on ryan braun and Alex Rodriguez, they would have gotten away with juicing last year. What are you most excited about this season . The season. This is the one time of year, its so cliche, that everybody is optimistic. Reasonable bleu optimistic. Even if they think their team is going to 30 and 132. There is something symbolic in the west and florida and everywhere, that the season is starting. All of us survived the winter. Particularly in the northeast. Spring is here. You have spoken out about this, this is the first season of the instant replay challenge. How is it going to work out . A lot of bumps and inconsistencies. But i think were going to be able to deal with those more easily than with completely blown calls with the 27th out of what would have been a perfect game if the umpire had gotten it right at first base. Theres got to be a lot of refinement. But the whole idea we have not been using this technology when its available, if the system is quick, has been ridiculous. Spring training showed they can get most of these things done in a minute and a half. Why not . The average argument with the manager. What does he do so the team thinks they have somebody on their side. That will be reduced. All that arguing time is now devoted to actually getting the play call right. You seem to be excited to do baseball again. Miss politics at all . Pol what was the word again . Thank you for bringing me in and remind me why im glad back doing sports. Thank you very much and well be right back. Thank you very much and well be right back. And we end with some good news this morning.
