Reporter in debris of an apartment hit by 5,000 bullets, forensic teams find the remains of a third person, a woman. Its not known who she was or whether she too blew herself up. This woman did, hasna, her handbag and passport also found. Friends say she loved life, loved to party and that she was brainwashed. Her final recorded words, telling police the man shes with is not her boyfriend. And this is the moment she detonated her suicide vest. [ gunfire ] police say it almost destroyed the apartment. Her mother and brother were led away by police from the paris home she left just three weeks ago after showing no sign of being radicalized. She was with abdelhamid abaaoud. He was identified by dna, the ringleader of the massacre who evaded Police Across europe. Its a good thing they found him. Reporter theres no satisfaction for the grieving parents of natalie, killed at the concert hall. It means nothing, her mother told me. My daughter is dead. Isis have threatened more attacks on italy and washington in a video called, paris before rome. After the unthinkable here, its a threat no one can ignore. And the police in paris have now recovered cctv footage of the ringleader abaaoud as the attacks were taking place. He was filmed at a metro station in paris. Clearly the man who organized these massacres was also on the ground directing them. Back to you. For the first time in an nbc exclusive we are hearing from the commando who led french authorities as they took down terrorists inside the bataclan theater. We took position at the enter of the theater. And then we discover like hell on earth. I mean, maybe more than 7,000, 8,000 people were laying on the floor. That commando going only by his first name, jeremy, says that this time paris s. W. A. T. Team arrived at the bataclan and one terrorist had already been killed by police. Jeremy knew it would be up to his team to get the remaining attackers and free those hostages. As soon as we opened the door, one of the terrorists shot like between 25 to 30 rounds of ak47 bullets. The team cornered the remaining two terrorists at the end of a hallway. One blew himself up. The second terrorist was killed before he was able to detonate. Police say it appears he died from a selfinflicted gunshot wound. Sources tell us hes jason brown. Hes linked to deadly shootings last month outside a livermore cvs store and wanted for killings in sacramento and fres fresno. The standoff started yesterday afternoon not far from the coliseum. Thats when police say brown holed himself up inside this motel 6 and fired at officers. That standoff ended shortly before 3 00 this morning. New at 11 00, San Francisco mayor ed lee is speaking out about Traffic Safety on the streets of San Francisco and highlighting his plan vision zero of no traffic deaths by the year 2024. But his first announcement was about his vision zero safety project that the 24 projects to make high injury areas safer is all done. Theyre all done ahead of schedule, ahead of the february deadline. And so the whole entire deal there is the city is now adding six more projects to be done by the end of february. According to the city 30 people die and 200 more are seriously injured every year while on city streets. So what the citys done is added bike lanes, given pedestrians more room to stand and walk. The mayor again just now getting into the hot issue about the tour bus crash a week ago today in union square that left 20 injured. He said safety on San Francisco streets is top priority. Despite some of the recent tragic events that im sure well be talking about in a few minutes, i want to say that we have prevented more accidents from occurring by completing these 24 projects aggressively as weve done and as we set timetables in the future well try to not only meet those, well exceed those as well. Because were in a hurry to get to vision zero. And we are serious about it. Reporter now, the mayor has already called for those responsible in the tour bus crash to be held accountable to ensure collision doesnt happen again like it did friday. State officials meantime say there are so many Unanswered Questions about that city sightseeing bus. When did that bus go into service . How long has it been operating . Regulators already saying there was no chp Safety Inspection before someone drove that tour bus on to the streets. Mayor lee says hes dedicating city resources to state investigators. And whatever comes out of this could really impact how tour buses operate here on the streets of San Francisco. Now, the calls to city sightseeing bus tours were not to return to us. City sightseeing could lose its operating license. And will likely face fines for violating state regulations and if those fines exceed 20,000, the state will open up a civil investigation, a formal one. By next week youre making plans to head to the familys house for thanksgiving holiday. There will be a cold front dropping in. Industry analysts says that for the first time in months home sales slowed in october. Its down about 2 compared to the month before and the same period one year ago. Higher prices may be factoring into that slowdown. The bay areas median price for homes rose nearly 1 between september and october and is now within sight of the peak which was 2007. Well, just in time for the holidays more stores at walnut creeks ever popular broadway plaza. The Shopping Centers been undergoing a massive expansion that started nearly two years ago. Now the slow reveal is about to begin. Today a Ribbon Cutting for two new stores and a new parking garage. Theres also a separate event for an expanded macys. The works not over. Between now and next week more stores will open, but the remodel wont be complete until next spring and that will include 40 new stores. Well, if you are planning some Retail Therapy to go with your turkey this thanksgiving weekend, you will have lots of company. According to a survey by the National Retail federation, 135 Million People plan to shop online and in stores on thanksgiving day, also black friday and over the thanksgiving weekend. That is about 1 million more people than last year. The biggest majority plan to shop on black friday. Only about one in four plans to shop on thanksgiving day. But we should say there has been a lot of pushback and now the east bay Regional Park system adding to the list go to the parks. A place where you can hike for free instead of shop. Hang out with your family. Up next at 11 00, a National Failure forgotten after serving our country. The part that was emotional or hard for me to take is not the combat, but coming back with the injuries and then being pretty much thrown away by the guard. We take our investigation to washington, d. C. To ask the question, what is taking so long. They fought overseas and for many their fight continues here at home. Members of the welcome back. They fought overseas, many the fight continues here at home. Members of the National Guard struggling for answers about critical benefits. We first broke the story of how the california guard is letting its soldiers and airmen down. And now chief Investigative Reporter shows us how the problem has grown beyond california guard. Weve discovered a National Problem impacting thousands of military men and women, Service Members waiting months and even years for critical paperwork. Now we investigate a 50state backlog, a problem the guard has known about for years. [ gunfire ] they served in war zones. I heard a big explosion. I felt it in my feet. At times narrowly surviving. There are mortar attacks daily. But for these guardsmen the real fight started when they returned home. The part that was hard for me to take is not the combat, but coming back with the injuries and then being pretty much thrown away by the guards. Reporter theyve all battled the National Guard for answers to their line of duty investigations or lods, an lod determines if a guard members illness or injury happened while in service to the country. An approved l. O. D. Entitles a guard member to hospital benefits and financial compensation if they need medical help in the future. Military regulations state the guard must complete l. O. D. S 75 days after an incident, but records analyzed by the nbc bay area Investigative Unit show its taking a lot longer. And ive been waiting for a completed line of duty determination for more than four years. Nearly two years. More than six years. Reporter and we found the california National Guard has failed to meet l. O. D. Deadlines. At one point this year 88 of all l. O. D. S in the state were overdue. Now weve uncovered its not just the california guard. From South Carolina to new mexico to florida, Service Members are waiting. Five months. More than three years. For over nine years. Waiting for answers to their l. O. D. S. National guard maps we obtain reveal a critical problem across the country. In january 2013 l. O. D. S in the army guard were backlogged in every single state in the nation. The overdue rate reached 99 in some places. By april 2015 that backlog decreased, but half the states still had overdue l. O. D. Rates greater than 60 . Behind the statistics are the Service Members like Staff Sergeant roger rees of the florida National Guard. It was just a nightmare. Reporter he says the military failed to start his l. O. D. S when he blew a disk in his back on a Training Mission in 2004. And after an ied blast in iraq in 2005 caused hearing loss and a concussion. Rees says because he didnt have proper documentation he couldnt access the militarys financial benefits when he needed surgery. Months and months will go by that i knew the guard was violating the regulations and flat ignoring me. Reporter nearly a decade after his injuries rees discovered the guard closed out one of his l. O. D. S and completed the other one with inaccurate information twice. No soldier should have to go through this. Reporter the problem effects so many soldiers. Earlier this Year Congress asked the Government Accountability office to review the National Guards l. O. D. System. This is a longstanding issue. Reporter Brenda Farrell conducted an investigation and released this report back in july. We believe that the data speaks very loudly. That there is a problem. Reporter nearly three quarters of the l. O. D. S she analyzed in the army National Guard did not meet military deadlines. You issued your report in july. Its now november. Are you seeing any result . We have not seen anything that shows a point of action as weve recommended. Reporter in fact, the gao recommended an l. O. D. Action plan five years ago, but farrell has yet to see it. Is that acceptable from your perspective . This is something that needs careful oversight. They need an action plan of how to reduce the backlog and move quickly and put someone in charge. Reporter the gao report makes it clear there is a problem. And weve heard from members in the military and in california and throughout the country that talk about living that problem. Well, here in arlington, virginia, we came to ask the National Guard bureau how its going to fix the problem. Our requests for an interview declined. The National Guard bureau says the department of defense is updating the policy on l. O. D. S. The d. O. D. Declined to provide details about the new policy or when it will be implemented. In a statement the njb says it reduced the backlog by nearly 20 in the past two years adding we are optimistic that the delinquencies will significantly improve. But the guard has provided few details about why it has failed to meet l. O. D. Deadlines. Guard Officials Say Service Members add delays by reporting their injuries late. Insiders have pointed to problems with computer tracking system. Its not that difficult. You can get it done in a timely manner. Theres not theres no excuse or no reason for the delay. Reporter attorney jason perry processed l. O. D. S in the massachusetts National Guard. Now he represents members of the military. Perry started this online form as a clearinghouse for frustrated guard members fighting for a resolution to their l. O. D. S. You have to hold commanders accountable and say, look, if you do not meet your obligations, youre not going to have a job any longer. Reporter as their own jobs with the National Guard draw to a close, these soldiers and airmen say the guard let them down. They turned their back on me. What did i do to deserve this . Kind of ashamed to say that i served in the guard. I love the guard. I was a good guardsman. I spent 20 years in the military. But at the same time and until the problems are corrected, i wouldnt recommend anybody going. I want the problems to be corrected. And i want to take pride in what i did and what others did. Both the florida guard and new mexico guard say theyve recently hired additional medical providers to help process l. O. D. S. The california guard says it significantly reduced the l. O. D. Backlog. One of San Franciscos oldest parks getting some much needed love. At the turn of the 20th century the citys south park was the playground for the citys richest residents. So for decades its been barely hanging on. Nbc bay areas joe rosato jr. Shows us the makeover. Reporter every city loves a good park. The older, the more colorful the better. But few have a tale as long or winding as San Francisco south park. So its had a very colorful history. Reporter the history of the citys arguably ugliest oldest park began when George Gordon carved out this oval shaped park near Second Street. He based it on the english garden. Reporter the park originally private surrounded by the big fancy homes of the citys first well healed residents. The idea was to create a community that was london esque. Reporter cable cars hauled people to and from the neighborhood. The city took over the park in 1897 and flung its gates open to the public. But less than ten years later the 1906 earthquake reduced all of south parks brick buildings to ruin. They actually built barracks here for people made homeless in the park. Reporter south park today looks a lot like the south park that rose from the ashes from 1906. People will be walking down Second Street or third street and theyll go, wait a minute, whats that . Reporter its homes and warehouses have housed mer chent seamen, laborers, artists, toeb bihas live ed next to the park r the last three decades. When i moved in 1983 we couldnt get cabs to take us to the inside of the park because there was so much prostitution and drugs, they were afraid of being jumped. Reporter shes seen the changing faces, the latest a new wave of tech workers, but she notes the oval home to 108 single room occupy si hotel rooms. Just being a living room for people that live and work around here. Reporter but many of the parks overgrown trees are dying, structures dilapidated and the park floods every winter. One, two, three. Reporter this week the citys park and Rec Department kicked off a project to breathe new life into the old park. Its a 3. 6 million project. And the idea is to improve park circulation. Reporter the new design will see new play equipment, new plazas for people to gather new drainage systems at the same time residents hope changes will be virtually invisible. It has such a history that nobody wants to lose the sense of age and having been loved. Reporter levy hopes the park will still feel like it did in 1852 and inviting oasis in a bustling city. An east bay woman made a promise to a young boy, and she has now delivered. Garvin thomas is here with a story that makes us bay area proud. Candy alcott doesnt have a long history of great humanitarian effort. As a fulltime schoolteacher and mother of six, she didnt have a lot of time to throw herself into causes, until this one cause. One which burned very close to her heart. To live in lake county these days, its to be reminded every single day of the devastated power of nature. I need all volunteers down here. Reporter how nice it must be then to be the force of nature. All the chairs go behind the tables down there. Reporter working to build them back up. Kids helmets right here. Adults helmets on that table. Reporter candy alcott is not a trained relief worker. Shes a preschoolteacher from livermore. She used to live in lake county though, which is why she was so moved by what she saw on her tv screen in september. And i saw the town on fire. Reporter feeling she had to do something, candy packed her minivan with supplies and started making trips to the disaster zone. When the bike repair class at dell value high school heard what she was doing, they donated 18 bicycles. Candy handed those out one day in september. But one little boy got there too late. And i didnt have anymore bikes. Reporter she promised to come back. And thats where the promise comes in. This is about a promise to one little boy. This is about you, nathan. This is about this little boy right here, garvin. Reporter candy did come back. In october. But not just with one bike for him, she brought 300 more. And this past weekend the bike angels united returned once again this time 500 bikes in tow. We have approximately 220 new bikes and 300 used bikes. Reporter many of these families are in the process of having to replace absolutely everything they own. And while a bicycle might not seem high on that list, candy disagrees. She has seen firsthand what a lift a little ride can give. If the kids are happy, then mom and dad can deal with the everyday issues were thinking about. Lets take a live look now at San Francisco. This gorgeous shot looking toward alcatraz. And clear blue skies overhead. Weve had some high clouds moving in taking it to mt. Diablo as we see this beautiful day. And temperatures have been in the 60s. Its warming up to 68 degrees. A closer look at the south bay, even some 70s in campbell at 71 degrees. And 68 degrees in morgan hill at 65. With our temperatures warming it up lets take it hour by hour in oakland. At 1 00 were at 69 into the low 70s just briefly, but very nice as we go into the day as well as the night with mostly clear skies and a light breeze. We dont have those strong wind gusts that we had earlier this week. And its all because of this High Pressure just to the west of us. Its bringing in some clear skies, calm weather and keeping those cold fronts to the north. This High Pressure thats been here all week long will start to weaken and then move off to the east. And thats when well see our weather changing. But it does take a few more days before that happens. And our temperatures will be warm heading into the weekend. So in the south bay up to 72 degrees, peninsula 70 degrees, east bay 71. San francisco in the mid60s into the end of the weekend. And once again were going to have some changes heading into the weekend and early an ex week. So if youre heading out to the pier 39 tree lighting, it will be hard to get in the holiday spirit with temperatures in the upper 60s and mostly clear skies. Wont feel at all like its thanksgiving. And if youll be hitting the road heading to maybe southern california, close to 80 degrees there los angeles and san diego while tahoes at 55 degrees. And Northern California near 70 degrees. A drastic drop in temperatures happens next week. Monday still warm. Tuesday the cold front moves in out ahead of that looks like we could see quite a bit of rain moving in. Also continuing into early wednesday. And then the snow moves over to the sierra and it all wraps up by wednesday afternoon. And thats when those temperatures really start to drop by thanksgiving morning were in the lower 30s, even San Francisco may only start out the day at 40 degrees and freezing temperatures for the north bay. Look at truckee, its going to be crazy feeling such a wild swing in those temperatures heading into next week. So thanksgiving day we may only have highs in the low to mid50s after starting out in the 30s. So put that in the plans. It may be colder here than what youll feel elsewhere across the country.
