Reporter raj, Oakland Police have described what they call an aggressive search as they say a man walked out of this Safeway Store this afternoon and carjacked and kidnapped a 13yearold girl and elderly man from the parking lot in broad daylight. Police say it all took place just before 1 00 this afternoon. They say this man, scene in the photo, taken from surveillance cameras inside the Safeway Store tried stealing items from inside the store. Were told they were lobster tails. There was some type of lt altercation. He then came out of the store with a knife and forced his way into an suv with a girl about 13 years old and an elderly man inside. The car was headed south, and an intense search has been under way ever since. A statewide amber alert has been issued. So far no sign of the car, the suspect or the victim. We received information that the suspect was attempting to take items for the store, possibly theft. We do not believe he was able to take the items. Once the suspect left the store, he did approach a vehicle. Information indicated to us that the occupants in the vehicle did not know him. I think its scary and sad and worried for people who have kids for sure. But people need to be more cautious. Now these Police Helicopters have been flying around overhead announcing an amber alert has been issued and releasing the description of the car. That car is described as a red or burgundy 2001 infinity suv much like the one were going to show you on your screen. Now the license number is 6jfm648. Again, this happened all just before 1 00 this afternoon. Were going to take you out to the parking lot. This is where this alleged crime took place. Police say that this car really could be anywhere by now. Its been several hours. So a Law Enforcement agency across the bay area on high alert. Late today members indicted garcia for a series of attacks on women in the south bay in 2009, as well as the 2012 kidnapping and murder of 15yearold sierra lamar. Prosecutors now say they have dna evidence linking garciatorres to sierra lamar eels disappearance. She disappeared march 16th on her way to school. For almost two years since his arrest his attorneys have won repeated delays in court. With this indictment in hand now, garciatorres will be arraigned later this week. This sign earlier today was one of just 700 electronic highway signs that flashed a conservation message throughout california. Caltran launched a new Education Campaign urging 24 million californians twho drive the highways the to save water. Serious drought helps save water. But already bay area motorists are taking notice of those five words. I just noticed it today on my way here. It helps everybody remember we need to conserve water. The agency has cut irrigation activities along highways in half. Postponed all nonessential highway planning and is using Smart Irrigation Technology that can reduce water use by as much as 60 . She died at her home in woodside surrounded by her family and her caregivers. Always ready to greet people with a smile and with genuine warmth. Generations of little girls knew Shirley Temple, the singing, the dancing, the curls and the dimples. But the folks in woodside knew Shirley Temple black, the dignified and gracious woman that little dancer became. This owner knew her for decades and said she had a great sense of humor. She would see the Shirley Temples going by and say i wish they named a vodka drink after me. Always had a darling smile. Looked just like she did when she was little. She got her first film role at the age of 3. At 6 she earned an oscar and to this day is a the youngest person awarded an academy award. At age 21 she retired from acting. In my opinion she did it the right way. She had a career. She was fantastic. She brought pleasure to everyone she knew. And then she raised her family. And just became a wonderful citizen. Shirley black was a republican candidate for congress and u. S. Diplomat. But towards the end of her years she lived a quiet life as a mother, grandmother and great grandmother. Look at the live Doppler Radar right now. 250 miles the throughout the bay area shows that its dry. But patchy and dense fog in the morning will likely cause areas of drizzle. Lets take you outside of the sky camera network. We did manage blue sky for today. But the cloud cover is rolling back in. Same pinpointing throughout tomorrow morning is the fact that every single zone will have to deal with some sort of fog and possibly down to a quarter mile or less for parts of the north bay. Well take you to the east bay now. 55 degrees. Winds about 15 miles per hour. And the relatively light wind will go to 8 in that fog development. Now as we get a look at whats coming our way, we have yet another another storm system out here. A subtropical path of moisture were finding as well. As that storm gets closer, well find two impulses riding up along the cold front. Were going to get a small portion of this, but the heart of the storm system will stay still off to the north, along with the strongest rain line, right into northern california. For us, wednesday night and also thursday morning, light showers, a little bit of fog and drizzle with the best chance of the coast and also for the north bay. Well take you to the rain timing, and youre really going to be able to see how that moisture is going to stay off to the north. Tomorrow morning those areas of fog, but then as we head throughout the evening hours on wednesday, you can see al little bit of green starting to develop. But most of it tries to stay off to the north, and thats going to be the scenario as we head into thursday. So our best estimate again is marin, napa and sonoma counties will have the best possibilities of showers. Then in the afternoon well get sunshine and temperatures warming up. But if you want more rainfall, we have it coming your way as we heads towards this weekend. A much better chance of getting a cumulating precip. The northwest will have the most. Anywhere from 4 to 6 inches of rain. Here in the bay area we are expecting saturday night to sunday, possibly widespread accumulation from a tenth to close to a half inch up into the north bay. So some wet weather headed your way for this weekend. Lets take you to that micro climate forecast as we head throughout wednesday. Well have some sun in here by the afternoon for san jose and 66 degrees. Temperatures ability 10 degrout above average. In strahan the stoan francisco system starting from the north. We wanted to ask about a second set of books for fake and inflated expenses. Youre saying this was intentional . Yes. Reporter David Ramirez was an accountant who quit after getting fed up with finance managers ordering him to log fake expenses and to inflate others. He said the district kept a second set of books to keep track of the money. To verify his claims, we filed a records request, asking to see invoices and checks for a list of expenses for 2011. While san tran said it spent 50,000 in public funds and countless staff hours, they could not provide invoices and checks for expenses ramirez listed as fake or inflated. Now san tran denies it has misspent public funds and insists the most recent audits have come back clean.
