Homes destroyed, businesses im all done crying. Im all done being upset and done with it. Homes destroyed. Businesses wiped away completely and lives upended. A wildfire is rave judging communities in lake county. The battlefield is far from over. The news starts right now. Good evening to you thank you for joining us for this special edition of nbc bay area news. Im peggy bunker. The clayton fire is tearing through the town as we speak. Lets take a look at the communities affected so far. The hardest hit would be lower lake. Thats where historic businesses have been reduced to ash as well as many homes. Many of them burned completely through. The community of clear lake is also threatened tonight. This last update says 3,000 acres have been burned but fire Officials Say that is conservative at this time. 6,000 people are gone, evacuated out of their home. Several local strike teams are on the fire lines to battle the flames. We start with Christie Smith live in lower lake. You can still see the flames, christie . Reporter thats right. We are near downtown lower lake. Main street is just up from where were standing. But tfirefighters the are still out and about and you can see this is one of the businesses on main street. Not much left. There is a truck destroyed here. And on the corner you see things like this. Down the street there is a power pole that is knocked down so you cant get by. But fortunately, the power is up. Theyre not live wires. And you cross the street and see things like this. For people who have seen fires nearby now theyre forced to get out. Rolling flames tore through neighborhoods in lower lake. Downtown businesses and homes destroyed. I was here when i seen the flames coming. They was right here. They just come so fast. Reporter leo evacuated but came back. He sprayed water on his home and his neighbors home hoping they wont burn. Where im going to live . I know it can be built again. Reporter the clayton fire began yesterday. The firefighters said the situation seemed to be improving but late this afternoon high winds and high temperatures and spot fires. It was burning in all directions. It looked like it had multiple heads and we had resources all over lower lake and clear lake. Lake county is trying to recover from many fires. Well stay here. Well make up our beds. Reporter Marie Johnston grabbed her dogs and left her home. Last she heard it was still standing. It has been a heart breaking experience but she has to carry on. Im all done crying and im all done being upset. Im all done with it. Now its just going to be strong and keep going. Reporter and were back here live. Were on main street in lower lake. Its just emergency vehicles. Not a lot of flames. They have been work very hard. Not all the businesses have been destroyed, just some. You can still see from main street active fires. Firefighters are still working very hard out here. I got an update from cal fire. And there will be a town hall meeting tomorrow night. But they are still trying to find an exact location. Tough to see the flames right there behind you. So close. Thank you so much. Excellent reporting there. Unclear how many homes have been destroyed. You saw the homes and flames gutted by the wildfire. At least ten are gone for certain at this point but that number is expected to drive dramatically. And we are seeing fires on structures like this one from our chopper. We have seen homes on fire or burned to the ground completely. It is devastation as far as the eye can see. This is from last year as well. So near to this fire now. For a better picture of what it is like for firefighters on the ground, this is from the baa pal onchief posted to twitter by cal fire. The clayton fire is burning near several large wildfires we were seeing last year. You can see how close the fire is to the valley fire. That was the third most destructive fire in california state history. The clayton fire putting up an incredible amount of smoke. Anthony slaughter has that part of the story. [ inaudible ] over the past 24 hours. The temperatures are comfortable. But earlier in the afternoon we had high temperatures near 95 degrees and wind gusts up to 25 miles an hour from 1 00 this afternoon through 6 00 this evening and the winds started to die down. Heres the futurecast. Winds out of the southwest. Thats going to blow the smoke into the Central Valley in places like chico. Tomorrow morning youll notice areas of morning fog. But the winds will be wrapping around an area of low pressure blowing off to the north and west. Not looking at a huge impact from the smoke but the air quality will be moderate in the north bay and we have smoke for at least the next 24 hours. Several strike teams from the bay area have been deployed to fight the clayton fire including San Francisco firefighters. When the call came for help the Fire Department rushed to respond with five engines leading the group. A firefighter was in the same area last year fighting the rocky fire. We are prepared to do whatever the incident would like us to do. We will assist in any form they need us. Marin county fire has sent 14 engines and 23 personnel to the fire. Alameda county fire has sent strike teams as well. The coverage continues on the digital platforms and well have live coverage tomorrow morning starting at 4 30 on today in the bay. Tonight, louisiana is in a state of emergency. At least four people are dead. Hundreds of homes are ruined and thousands of people have been evacuated. You see some of them right there. The flooding is so bad it is called unprecedented. Earlier this evening president obama signed a disaster declaration. The louisiana governor warned the flood waters are expected to rise in many areas. She didnt want to leave without the dog. Good to see that. Nbc bay area investigation found out when it comes to the practice of fracking the public is still kept in the dark. Steven stock broke the story about fracking in california four years ago. Fracking is the controversial practice of splitting rocks deep under ground with High Pressure water mixed with chemicals to release natural gas or oil. It has raced Serious Health and Environmental Concerns incoming fears it could contaminate drinking water. After our series of reports four years ago state law was changed to regulate fracking in southern california. But the state is not always following its own law. In the shadow of a. M. Thomas middle school, oil rigs can be seen working the underground deposits not far from the school. Across the highway is lost hills. But there is more going on here than meets the eye. Our investigation discovered that this well and dozens more like them nearby have been fracked in recent months. State law requires that doggr inform the public about and wells are being fracked within 60 days of the operation but that is not always happening. Nothing was posted about the fracking going on at this well or 172 others like it in the area long past the deadline set by state law. A lot of people dont know or understand what it does to the ground. Reporter estella lives within sight of the wells where the fracking has been going on. A lot of us dont understand what fracking is. Its really important that fracking activities are disclosed. Clare is an environmental lawyer. If those activities arent disclosed the public is denied information about the chemicals. And we dont know if there is fracking going on if i live in that community. Absolutely. If its not on the website you just dont know. Reporter this issue has been tracked for last six months. Comparing the oil Company Website with the state doggr website. We verified their findings and consistently found between 130 and 175 wells reported fracked by the oil industry did not show up on the state doggr website within 60 days as required by law known as sb4. Our focus is an industry funded database. It is a government funded database publicly transparent. We verify it. Even so, are some of these wells not making it under the 60 day deadline. Some arent doing it because they are having trouble with the reporting mechanism. A mechanism that she says is new to regulators and to oil Company Officials who must fill out forms and go through processes never required for them. The ewg first exposed the fracking going on in california. A lot was thrown at doggr fast. But thats not a great excuse. For decades they had worked oneonone with oil companies. I feel like i have my own reputation there. When we found these wells between 130 and 170, does that disappoint you . Is it acceptable . They are not being reported . It is never acceptable. But it continues to improve. So since you were asking those questions i think theyre putting more emphasis on it. Some companies havent reported to doggr, as required by law. If they do not give us the information, we will find them. Doggr found 58 violations so far. But even though the new law allows the agency to issue 25,000 in fines, we discovered that so far, doggr has not handed out a single fine. The law is the law and affects everybody. Reporter when it comes to fracking and her neighborhood, it is critical they are informed in a timely manner. Inform the public. Do improvements need to be made . Absolutely. We want to make improvements. Reporter doggr says the law needs more seethe and enforcement power. A new bill is before the state legislature which would give doggr more tools including allowing it to levy bigger fines to regulate fracking in the future.
