Youre in downtown san jose, though, you are already seeing those winds start to pick up and thats because with the arrival of this system, we are tracking breezy so windy conditions throughout the majority of the day. Already seeing some rain out in the peninsula, the north bay, San Francisco, also already saw some rain and those temperatures are off to a nice cool start, which is a nice change, because weve been fairly warm. Here is a live look right now in the north bay, also seeing some showers, 53 degrees and overall our highs for today are going to be pretty good. Theyre going to remain in the 60s, satellite radar showing a lot of heavy downpours as we head into the later part of the evening but in terms of those highs for today, lets take a look at your hour by hour forecast. By 11 30 a. M. T south bay is going to have a better chance of seeing some rainfall for the majority of the morning, its going to stick to the north bay and into the evening overnight hours, that rain is going to shift into widespread scattered showers, which is going to be a little bit lighter into the overnight hours and into early sunday morning. By sunday morning, Early Morning commuters could be seeing a good chance of some pretty decent heavy rainfall as they head into the later part of the sunday evening, well, it should be clearing out. But look at this. By 8 30, 8 00 in the morning, its really going to start coming down across the majority of the bay area out near san jose, really seeing some rain where you see the yellow and the red, thats where theyre going to see the heaviest of rainfall. Walnut creek also expecting some pretty decent rainfall but by sunday at about 5 00, the majority of that storm system does clear out and whats left behind is majority cloud cover, which is great if you had evening plans. Now, in terms of estimated rain totals, well, the south bay is expecting about a half inch of rain, palo alto, san jose, out near the north bay, a bit over 1 inch through sunday. Were expecting that second storm system to arrive and that is going to increase our rain totals. Overall, though, we should be sticking to about 1 2 inch of rain, just over 1 inch in the north bay. N now, with this storm system, we are tracking those breezy to windy conditions. You may have noticed it is starting to cool off and there is currently a wind advisory that is in effect until 6 00 in the afternoon. The north bay has already seen some pretty strong gusts between 30 to 35, 40 Miles Per Hour, and we are expecting these winds to stick around through the early evening afternoon as well. So, if you are going to be outdoors or if you have any outdoor Patio Furniture, this may be a good time to kind of, you know, tie those down. Now, we are also expecting a High Surf Advisory but this is actually going to take effect into tomorrow, so sunday morning, into sunday evening is when this will be taken into effect so if you had plans to head out to the beach tomorrow, you may want to hold back on that and take extra precaution because we are expecting some pretty tall waves out there. Over the next seven days, were seeing a couple changes in the forecast, more rain on the way so in addition to the rainfall were tracking today, by monday, we could also see that rain carry over into the start of your workweek with about 61 degrees. By tuesday, were going to catch a break in the rain and on wednesday, were tracking the possibility of another storm system that may bring additional rain across parts of the bay area. So, todays biggest impacts, though, is going to be that rain, turning widespread, then shifting to scattered by midday, evening, afternoon, and of course that very strong wind so if you are going to be outdoors or on the road, please be extra careful out there and ill send things back to you. Reporter the rising of any day brings the possibility of a new journey. Near menlo park, an unusual journey is shaping up. Two years ago, beneath the bay floor, San Franciscos Public Utilities commission built a fivemilelong tunnel to carry water between the east bay and the peninsula, replacing two old decrepe it water pipes from the 20s. Its the first tunnel thats actually under the bay in the history of the bay area. Reporter dug into the bay, the tunnel was made to survive a major earthquake. This is one of the most important water pipes in the bay area. Its one of the largest. Its one of the strongest. Reporter but that also makes it trickier when it comes to inspections. The tunnels twoyear warranty coming up, engineers with the puc were anxious to see how it was faring. The engineers are very curious to see if theres any small cracks in the tunnel. Reporter instead of draining 10 million gallons of water and sending crews inside, the puc turned the technology. Were using a remotely operated vehicle called the falcon. Reporter crews employed the kind of underwater device used to find sunken ship wrecks to probe all five miles of the tunnel stretching across the bay. Look at this band of rainfall by about 8 30 on sunday. This is really expected to bring some pretty decent rain totals down all the way to the south bay to the san jose area out near oakland as well. As we head into sunday t later part of the evening, we are expecting that rain to clear out for the most part, making way for some mostly cloudy skies and into the start of your workweek, we could see a very slight chance of some very Early Morning rain for those commuters out there. With this storm system, we are seeing a number of advisories, also tracking a High Surf Advisory that will take effect tonight into tomorrow, bringing some pretty strong waves, pretty high waves of about 15, 18, maybe even 19 feet, which is going to be a precaution you should take if youre going to be heading out to the beaches. Were also tracking a Winter Weather advisory that is also going to remain in Effect Tomorrow with areas of snow reaching anywhere between 1 2 inch to 1 foot of snow in areas of 7,000 feet so if you have plans to head out to the snow into tomorrow, you may want to be extra careful because this does create some road hazards and some pretty slick conditions out there. Over the next seven days, were going to see a change in the weather pattern. Todays big event is that rain paired with that wind and the ni cooler temperatures so keeping 0s, time to bring out the light sweaters and definitely the jackets as you head into sunday, 60 degrees by monday, were going keep that slight chance of rain in the Early Morning hours, taking a break by tuesday and by wednesday, were seeing the arrival of the second storm system thats going to bring more rain chances to the bay area, not just for San Francisco but also inland. 6 63 degrees is your high for today. And that might be the problem for levis stadium. A billion dollar price tag that comes with a lot of bright lights, and that might be the problem were levis stadium. The former secretary of Homeland Security is raising concerns about stadiums located near airports like levis. He cited our investigation in those reports, those bright lights blind some pilots staemt attempting to land at sjc. We first broke the story about the safety concerns and now we hear about even more issues. Reporter since we first began reporting on this issue, more than 40 pilots have complained about those lights at levis stadium to the faa. Lights like youre seeing right here. Yet, nothing has been done about the problem. Former Homeland Security secretary tom ridge says our investigation has him concerned that the faa is gambling with Public Safety. It was just days before super bowl 50 earlier this year when according to this report filed anonymously with nasas aviation safety reporting system, a pilot on a commercial 737 lined up to land on runway 30 left at san jose mineta international. The pilot thought he was using the visual approach slope indicator or vasi system. The only trouble, it wasnt the vasi. Instead, it was levis stadium he was seeing. During landing, the pilots realized that they had confused the scoreboard lights just off the end of the runway with the vasi system and though they corrected and landed safely, it became just one more instance of the bright lights at levis confusing or blinding pilots while trying to land at sjc. Its a dangerous thing, like getting a flashbulb in your face. Reporter mike is a former navy poilt with San Francisco international airport. He now serves as a consultant for nbc bay area. You need at least 20, maybe 30 minutes to get your eyes sensitized to the darkness. Reporter the only trouble, when youre on final approach at sjc sjc, you dont have 20 to 30 minutes, only minutes or seconds. Our investigation into this problem dating back more than two years has uncovered 43 different pilots, including more a dozen commercial pilots, who have complained about being blinded or disoriented by the lights at levis. It worries me when the proximity of a stadium to an airport has created problems for the pilots. Its no longer a failure of imagination. Thats the reality. They say themselves, it is a problem. Reporter tom ridge served as the nations first secretary of Homeland Security. Hes now the ceo of ridge bloebl security in washington, d. C. He worries that the problems we uncovered at levis stadium will be repeated at the new Los Angeles Rams stadium only two to three miles directly off laxs runways. Forget that there isnt from an operational point of view, this is a bad idea. Reporter ridge wrote two different white papers to the faa and l. A. Rams officials warning of safety concerns as well as potential terrorism issues. The second white paper directly cited our reporting several times. And we would think that those public expressions of concern, some of which have been reported, would be included in the calculation today at the faa as to whether the englewood site is property. Reporter nbc bay area staff aviation consultant said while secretary ridges concerns are valid, there are ways to build a new l. A. Rams stadium while mitigating certain issues. If its done properly, you can have things at the end of a runway and from a lance use perspective, things like that, youd rather have that at the end of the runway rather than housing, schools, hospitals. Reporter in an emailed statement, the faa said, we are still working with the developer to address our concerns with the englewood stadium project. The faa went on to say that officials have had an opportunity to comment and have raised no objections to the inglewoot site. That scoreboard emits so much light that they can see that as much as 100 miles away from the airport. Reporter back in san jose, this air Traffic Controller who asked to remain anonymous told us last year that fellow controllers were also concerned about both levis and a potential stadium off the runway at lax. Faa officials confirmed complaints have been filed by air Traffic Controllers but they denied our request for copies of those details. Santa clara mayor was not aware of the problem until we approached her earlier this year, and she hadnt heard of this latest incident right before the super bowl until we shared our latest findings with with her. What do you do to mitigate this . Now that youre giving me this information, were going to follow through to make sure if theres further recalibration that needs to take place, that it take place. We cannot have a Major Incident happen at levis stadium. Reporter for their part, the 49ers declined an opportunity to talk about all this on camera but they did send us a statement, saying, in part, that the team has great faith in the faas more years of expertise in regards to lighting levels. And that, Public Safety is of the utmost importance to the 49ers and levis stadium. The l. A. Rams never got back to us for a comment. Im steven stock, nbc bay area news.
