temperatures this afternoon up to 86 degrees in palo alto, oakland 75, 97 in concord, we're going have some upper 90s in the north bay as well and half moon bay a nice cool 61 degrees. i'll talk more about all of that and some places you may be headed coming up in a few minutes but mike's checking up on the bay bridge already. we had a lot of cash payers waiting. we do have that on the left approach, one of those cash lanes traditionally closed and it looks like it's lane 6 just before you get to the fast track lanes. we had some folks pulled over to wait for that change in toll price. sam talked about that. that is not the case. don't pull over there. we'll look at the map and show you overall things look very light. we have this issue just off the dumbarton bridge. you see slowing as folks are on 84 heading toward dumbarton bridge or r away from the bridge, right by that thumbs up sign by the facebook campus. there is some sort of distraction. i'm tracking the slower drive. we'll bring you the updates, guys. back to you. 5:01 right now, developing this morning, reaction pouring in falling the defeat late last night of the so-called skinny repeal of obamacare. >> john mccain was the decide vote, a no after hours of debate. >> reporter: outside the u.s. capitol, protesters cheer the senate turning down a measure that could have repealed major parts of obamacare. >> the motion is not agreed to. >> so, yes, this is a disappointment. a disappointment indeed. >> i would suggest we turn the page. >> it's very hard to disappoint your colleagues. >> reporter: president donald trump tweeted three republicans and 48 democrats let the american people down. as i said from the beginning, let obamacare implode, then deal. the most dramatic moment came from senator john mccain voted and held out a thumbs down, showing his vote, surprising many republicans in the room. the bill would have removed the individual mandate on people, forcing them to buy health insurance. it would have also done away with the medical device tax that both republicans and democrats criticize. in the end, the majority of senators did not see it as a way forward. >> edward lawrence report explanation, plus reaction from the insurance sector. breaking overnight in spain, dozens of people hurt after a commuter train crash in barcelona. authorities say 54 people had to seek medical treatment. this is the breakdown right now. one person we know is critically hurt, 19 others seriously hurt, 34 have minor injuries. you see some of the injured being carried away. no word yet on what went wrong. new this morning, rape cases on the rise in some of san francisco's most popular neighborhoods. >> today, the bay's pete serato joining us from one of those neighborhoods in the marina and these startling revelations. and you did digging of your own to get new data. >> reporter: yeah, good morning to you, sam and laura and according to that report that came out this morning, it shows that according to those stats that about 9% of the reported rapes in all san francisco have taken place here in the marina district area of san francisco. now, of course, industry insiders who own businesses and restaurants say it's unfair to place blame on those businesses but i did get a chance to take a closer look at some of the stats on the sfpd website. you're looking at 223 reported rapes in san francisco year to date this year so far, guys, in according to the "san francisco examiner," 20 rapes took place in the northern district area. that's the marina to hayes valley area as well as gulch and the fillmore. it mentions that these cases are hard to prosecute because the police captain in this area claims a number of the reported rape cases involve people who know one another. industry insiders say it's unfair to place the blame on these businesses but they do want to work with law enforcement, including putting up some security cameras at some of their businesses. as i mentioned at the top there, this year, there's 223 reported cases in san francisco so far this year, 224 rapes reported at the same time last year so those numbers are identical but law enforcement doesme want to work with businesses in the area to raise awareness on this issue. new this morning, news out of the tri-valley where the search is on for one of the people who led chp on a chase that ended in pleasanton. police helicopter was used to look for one of the suspects. the vehicle eventually spotted on eastbound 580 just before 3:00 this morning. the car finally stopped on las pocitas boulevard. there is no public risk involved here after a deadly stabbing on the peninsula. a man died after being stabbed during a fight near infer nan des park in half moon bay last night police officers who arrived there found the victim and his attacker fighting. the man who died suffered stab wounds to his neck. the other man was taken into custody. in the east bay this morning, police investigating an attempted armed robbery near highway 880. two men allegedly fired into a car with a man and woman inside near davis street by highway 880. when police arrived, they saw two men fleeing the scene, one of them apparently armed. police ordered a shelter in place for homeowners and blocked off several streets and started that search. >> lot of noise. lot of cops. you know, it's like half the force was here. >> the two schts are now in custody. the two victims are okay and police continue their investigation. all new this morning, a woman is dropped a $23 million lawsuit against cal berkeley. that lawsuit was filed by a woman who says that the school allows conservatives to be attacked on campus because of their political beliefs. she was pepper sprayed on campus in february during a political demonstration. berkeley side reports that her lawyer called this a tactical decision. right now at 5:07 as we take a live look outside in san jose, it is all clear as we get ready for sunrise and i want to show you what you're feeling now as you step out the door and where we're headed. right now, 62 degrees up to 88 for an afternoon high and look at this temperature trend as we start out with some upper 60s. we'll quickly see those temperatures go into the low 80s by lunchtime but i still think that will be nice. won't be until this afternoon around 3:00 when it starts to feel really uncomfortable and you'll have to turn on the air-conditioning for a while. we'll talk about what's ahead for the weekend as our temperatures stay hot. that's coming up in about three minutes. mike starts us out with a crash right now in san jose. that's right. that's in addition to the crash we talked about over near the facebook campus. we're heading over there. menlo park pd did confirm that just off the dumbarton bridge exit there. looking over here, a crash in san jose. right here the airport, north 101 just got word that all the vehicles moved to the shoulder. it was in lanes for a short period of time. don't see a lot of slowing. we'll track that sensitive spot. a hit and run crash reported south 680 at mission boulevard so one of the vehicles involved left but we do have some activity on the shoulder as well. no slowing at that critical juncture coming off the fremont funnel. smooth drive over toward the tri-valley and speeds just starting to slow down out of the altamont pass. it was a light morning. up next, a bust in human trafficki trafficking ring. we are going to look at the number of teens involved in this as police say they are trying to morning. we are seeing some mostly clear skies, even though you can't tell from this shot but already looking quite busy out there. and let's show you the temperature trend for los gatos. it will be at 70 degrees at 9:00 and up to 80 degrees by 11:00 and heading toward the low 90s today, heating up those temperatures once again, drink lots of skbawater and try to ta some breaks in the shade and air-conditioning if you can. we'll talk about hot temperatures for the weekend coming up. and look at these great travel times. this is the maze heading towards the bay bridge toll plaza where there's no back-up right now. i'll show you what's going on on the peninsula. thank you very much. at 5:12 right now, large human trafficking operation has been busted in los angeles. the case has connections to the bay area. three men have been arrested in southern california and charged with human trafficking. eight teenage girls for sex work. the victims were made to work as far north as san francisco, as far west as texas or east as texas. the girls were between the ages of 15 to 17. one of the parent of the victims hunted down the suspects which eventually led to their arrest. all right, let's get to some business and tech news this morning. car news as well. tesla is going to be handing over its first model 3 tonight in glitzy fashion. >> we should see the cars on the highways tonight. >> if i were getting a model 3, i'd drive it all over the place tonight. it's the so-called low cost tesla, still expensive, about $35,000 but considering you're never going to buy another drop of gas, that's probably a pretty good deal. tesla will hand over the keys to the first customer at a ceremony tonight at the fremont factory tonight at 8:45. now this is what tesla has wanted to do all along. it started with a sports car to get attention, moved to the more expensive model s and model x, but all long, elon musk's idea was to make an affordable electric car. futures call for a much lower opening on the markets, particularly in tech. this half several days of records. the dow was up 85 thursday. nasdaq lost 40. shares in amazon plunged after that company said it made far less money last quarter than analysts expected. that means jeff bezos, who became the world's richest person yesterday, is no longer the world's richest person. somehow we think he's going to be okay. another case of wells fargo letting down customers. the internal bank report shows the bank overcharged nearly 1 million customers with car loans. ynbc says its sources says it caused 25,000 people to fall behind on their loans and have their cars repossessed by the very bank that overcharged them. last year, of course, wells fargo was caught opening a million bank accounts. and finally, an independent tax group has taken a look at the latest plans coming out of washington and while the republicans tax plan is still vague, it looks like americans who earn $130,000 or more are going to see their taxes go up. you know steve bannon has proposed a tax increase on the very, very rich. $130,000 sounds like a lot, but that's really -- >> in the bay area -- >> that's the average salary of a software engineer in san francisco. so that tax will be going up. >> jeff bezos will presumably be paying more taxes. live look right now at at&t. we don't want to write off the giants just yet. it's not looking great. >> i'm a very optimistic person but i'm a realist. there's a game of great interest to the people, giants, dodgers, it's in l.a. if you want to take a road trip. first pitch is on our areas. you'll want to just take it easy and head to the beach. we'll talk about that. we do start off with coastal fog for the peninsula and right now as you look live at palo alto right in the middle of the screen, it is 62 degrees and all clear there. the seven-day forecast is coming up at the bottom of the screen starting out with the south bay and some more 80s and 90s in that forecast. and it's right now 55 degrees. we do have low visibility in spots and then looking at the north bay, it's 52 degrees and mostly clear. so as we go into this afternoon, another day, pretty much like yesterday, it heated up really fast and we made it up to 88 degrees. we're going to be there again today and morgan hill, 93 in gilroy, 93 degrees and for the east bay, we're going to see those high temperatures up to 96 in livermore, hayward, 83 degrees, the peninsula reaching into the mid 80s from palo alto. 65 today in ingleside and for the north bay, napa reaching 94 degrees and sonoma, 86 degrees, and if you are planning to head to the beach, nice day for it. we'll have some mostly clear skies starting out by 9:00, temperatures in the upper 50s, making it into the lower 70s today but do have to give you that heads up about the possibility of more rip currents today. the ocean is really turned up because of some hurricanes out there in the pacific. a as we look at napa valley today, it's going to start out in the low 60s, your noontime temperature will be 79, bright and sunny and you may want to wear a hat or something that will give you some shade as our temperatures may get up to 86 degrees or even hotter for tri-valley. if you're going golfing, go early because our highs will reach into the 90s day by early afternoon and not much of a breeze until later on this evening and you cannot blame the weather for not going out for a support the schools drive tomorrow. i'll be out in sunnyvale and it's from 7:00 a.m. until 1:00 p.m. it's at caribbean drive in sunnyvale and our temperatures will start out in the low 60s and then reach into the upper 70s as we go through the afternoon, the address is nbcbayarea.com. our temperatures in san francisco will reach into the 60s over the next several days, no major changes there. where we'll feel the difference will be the inland areas, and even hitting 100 degree business the middle of next week. mike is saying there's two crashes on the peninsula. it's a light commute overall around the bay but i'm watching two crashes and they are critical ones from what i can tell. the first one, over here, this is over near facebook. and you see this slow on highway 84, westbound, 84 is the dumbarton bridge. you come off the bridge, pass university and then get right by that facebook campus and right where that thumbs up sign is, that's where menlo park pd did report a crash they're addressing. couple of signals there as well. major intersection to and from the peninsula, the freeway, highway 101 there, that's why we're tracking it. warning about some slowing. that shows up early for the peninsula side. over here, looking at 280. debris in southbound lanes. we saw a lot of slowing there for a second. these have cleared up but i'm double checking with the waze system as well because it's where we heard about the activity right here. this ziincident reported by jim james, 85, south of edgewood, so where auditors say that california's education department is falling short. the u-s house voting to approve a nearl80 new this morning, the u.s. house of representatives is voting to approve a nearly $800 billion spending bill that would include more than $1 billion in funding for a border wall. the trump administration says the construction of prototypes for a proposed border wall with mexico has been delayed to early november because two companies objected to the bidding process. the administration initially planned to begin that prototype construction in san diego by june. happening today, former second lady dr. jill biden will be in moraga for a statewide teachers summit. it's being held on 35 campuses, including 21 csus. dr. biden will deliver the keynote address at st. mary's college. >> i know a famous st. mary alum or two. california home to the country's largest agricultural economy. however it doesn't mean the food is getting to california's schools. a state audit shows that six large school districts buy their food from foreign countries. that includes the san francisco and los angeles unified school districts. now in 1998 federal law requires school lunch programs to purchase food grown and processed in this country . right now, it is our final push for the supporting our schools initiative. we want to invite you to make sure that we can help kids and dozens of them on nbcbayarea.com. close call for firefighters yesterday. illegal fireworks started a small grass fire at a city storage yard. >> this happened a little bit after noon. crews got that fire out in just 15 minutes but they did find a lighter and used fireworks nearby. witnesses saw tanleeenagers run from the scene. a fire on a larger scale having less impact on nearby yosemite. here's a side-by-side look. what you're seeing is an image in the midst of the fire. it destroyed dozens of homes. on the right, a shot from yesterday afternoon. that clear air is leaving visitors to yosemite feeling some relief. yesterday we saw them enjoying the water and the cooler sierra weather at least until the next warm-up. so beautiful. >> unfortunately that smoke cloud sitting over clouds, sunshine later today and the seven-day forecast will be really hot, sizzling over the next few days and even hitting 100 degrees. i'll talk about that weekend forecast and some events going oncoming up in about seven minutes. mike starts us out with changes in facebook. it's not tech news. our willow road at hacker way, you see traffic coming in off highway 101, getting to the dumbarton or off the dumbarton bridge, there must be that distraction from the crash. menlo park pd confirmed that there was a multi-car crash there and our crews should be arriving on scene but there's a lot of congestion in that area. university is a better access point because it takes you away from that to and from the dumbarton bridge but if you have to get to facebook, that's something you're not going to like. looking at the bay bridge toll plaza where we have the metering lights. they may have been turned on a couple minutes ago because i do see the build for the cash lanes but it's very gradual and sometimes friday we see it turn on after 5:30. we got breaking news to get to this morning out of russia where that country's foreign ministry is ordering a reduction in the number of u.s. diplomats in russia. prap perhaps retaliation here, russia saying it is closing down an american recreational restreet in response to fresh sanctions just passed from congress. the senate now went ahead and improved new sanctions against russia, iran, and north korea. new this morning, video just into our news room where a man is in custody after a lengthy standoff in the south bay. atop the roof of a home. started before midnight near welch park not far from tully road. the man was not armed but police say they received calls that he was trying to light the roof of the home on fire. when officers arrived, they say highway appeared to be agitated. they also say he knows the people who live there. after about an hour, officers safely talked that man down. they're still trying to sort out what kind of charges thereby filed. it is a time-honored tradition in the south bay and we know you can typically smell the garlic in gilroy. >> probably for weeks. >> the garlic festival opening today, about 100,000 visitors are expected through the weekend. >> nbc bay area's sharon is one of them live this morning in gilroy. tips on what you need to know during what's considered traffic take a look. this is a lot of fun this morning. getting ready for the 10:00 opening and highway 101 always gets backed up but you can catch the garlic train down to the festival. the festival opens at 10:00 with food, music and fun. garlic fries and garlic ice cream just some of the highlights. the garlic train will take off saturday and sunday morning and return in the evening. the trip is worth it. they say they're glad it's supposed to be a bit cooler than past years. >> it's not for the faint of heart. very hot. very sweaty. very garlic-y, but it's really fun. i get to do it with my dad, my uncles, my cousins, all these guys feel like family so good time back here. >> reporter: and take a look. they're working on the calamari right now. it looks delicious. i just tried some. it was so good and you can definitely taste the garlic in it. oh, yeah, look, steve is bringibring us right not camera. does that look delicious or what even at 5:30 in the morning, trust me, it is so good. and they have a new fried garlic shrimp recipe they're going to be showcasing today at gourmet alley and through the weekend and organizers say do not follow waze or gps directions because those will good. we'll check back in with you, sharon. people in one south bay neighborhood are fed up with speeders. they say more needs to be done to slow them down. one concerned neighbor gave us home security video from a recent crash. he was talking about it just south of the alameda. the car was barrelling around the corner and plowed into a power pole. it's not clear if police -- not hurt but residents say that kind of thing happens all the time. >> in terms of property damage, we've had a quite a few cars damaged on the street, other signs taken out. they come bursting down 40 miles an hour. you know, which is really bad. there's kids in the park here. >> neighbors say drivers often ignore posted signs. they're hoping more police can patrol that area. happening today, four people are going to be in court for plea hearings in the murder case of an elderly san jose woman who was very popular in her neighborhood. the four are accused of having roles of different kinds in the death of ms. flo douglas. the 88-year-old woman was killed in a home invasion robbery last fall. court documents reveal that three others are also linked to that crime so it makes it a total of seven people involved in this. the hearing starts at 9:00 this morning. we will have a crew for you and updates throughout the morning. all new this morning, peninsula firefighters who were out battling the dettweiler fire in the central valley get to come home this morning. 66 firefighters have been fighting that massive fire since last wednesday. those crews were working 24-hour-long shifts along with 5,000 other firefighters from across the state. firefighters are finally getting a handle on that fire. we just checked and this morning, the fire's at 75% containment although in the process, more than 80,000 acres have burned. mike might be joining us right now with a look at your realtime traffic. >> lot of green out there. >> indeed. we're looking at a traffic flowing pretty well but we are also looking at a slower drive as you come down here toward highway 17. the problem is that there's concrete there from an earlier crash and i was checking on that. no lanes slowing on our centers but we are also looking at issues going an as you crash earlier cleared to the shoulder. i'm also looking for some video from facebook but we didn't quite get that but we do have a crew that's gotten video over there at the crash just off highway 84. meanwhile looking over toward the bay bridge and easy travel times right here. getting to the bay bridge where guys, i have not seen the metering lights on. it's pie day, right? >> i was not sure where you were going with this. we had video from the garlic festival this weekend. our appetites are officially whet. how hot is it going to be? >> this is the good news. i know it's usually just blazing hot out there. i'm lowering the temperatures a bit because i do think that -- >> she has the control. >> i have the controls here. and i want to show you those numbers coming up. let me just show you the overall forecast for the bay area. as we head into tomorrow, it's going to be in the mid 90s for some of the inland valleys, the bay up to 84 degrees, 6 6 by the coast and on sunday, 65 degrees, coast side while the bay will be at 86 degrees and 99 inland so as we look at what's going on this weekend, if you want to get some free ice cream, just bring some school supplies. you may even meet me out there in sunnyvale. this is our supporting the schools drive. here's the address. it's also listed on nbcbayarea.com. do not blame the weather as an excuse for not getting out there. it is going to be nice throughout the morning, and then starting to warm up. now in gilroy, i do think we'll have a little bit of a breeze coming through some of those mountain gaps and keep those temperatures out of the 90s but it is still going to be very warm, at least for the afternoon, reaching into the upper 80s so that's some great news and if you get out there early enough, you'll only feel those temperatures in the 60s and 70s. if you are going vasona vibrations tomorrow, it will be very warm during the middle of the today but then by the time the concert starts, now, this is the last in the summer series, we'll be at 88 degrees and dropping down to 80 degrees for the evening. and then we also have the park street art and wine fair happening in alameda. this is a place where the temperatures will be much more comfortable, only reaching into the low 70s for the middle of the day. so, a nice day to get out there and just walk around with all that sunshine. and then on sunday, i'm telling you all my weekend plans here, going to the as game and first pitch, it will be at 1:05 and our temperatures will be in the upper 60s and then reaching into the mid 70s, bright and sunny out there with some nice breezes, great day for that as well. if you're planning to head to tahoe this weekend, low to mid 80s throughout much of the today, a bail hearing for one of two men charged in last year's deadly ghost ship fire. >> max harris is charged with 36 counts of involuntary manslaughter. harris lived in the warehouse. as for derek almena, the former li live-in manager, he is also facing similar charges but he is not part of today's bail hearing. new this morning, a marin county baby sitter pleaded guilty to child pornography charges. brian peterson switched to a guilty plea on wednesday. the 24-year-old was a sitter, tutor, and chess coach before the fbi arrested him in april. he admitted to taking lewd photos of children under his care. a man he identified as a partner was also a sitter, has a case still pending. well, the republicans' seven-year quest to vanquish obamacare has come to a sudden and unexpected end. >> john mccain cast that deciding vote and it was over. >> a stunning defeat, laura, for a party that holds the white house and both houses of congress, right? even more historic when you consider the man who lost to president obama in the 2008 presidential election ended up protecting obama's signature legislation. here's the moment when it happened. mccain giving the podium a thumbs down and then walking away. republicans thought they had it. they knew they had lost collins and murkowski but vice president pence was there to break the tie and then mccain said no. that appears to end the republicans' seven-year quest to end obamacare. >> what we tried to accomplish for the american people was the right thing for the country. and our only regret tonight, our only regret, is that we didn't achieve what we had hoped to accomplish. in other news, the russian government this morning says it will close two american diplomatic properties in russia and limit the number of american diplomats after our senate did pass new sanctions against russia and that bill is now headed to the president's desk. vladimir putin not waiting to see what trump will do, his foreign ministry issued this statement saying, in this case, the bigger importance, the form in which the bill passed the senate. now, putin knows how the u.s. government works. he knows the bill does not become law until the president signs it. but he seems to be deliberately acknowledging the senate's power. i'm sure you've heard about what anthony scaramucci said by now. if you haven't, you can find the whole thing a foggy start behind us. plenty of sunshine to come. >> it will be a nice day and we're going to see some sunshine also in san francisco later this morning, early afternoon. it's going to be a nice and cool day. but we do start out with the fog as we get a live look outside right now at the golden gate bridge. and low visibility in spots and may even start drizzling for a little while, but that's for the next few hours, you know this afternoon's going to be beautiful. and as we get a look at the seven-day forecast at the bottom of the screen, starting in the south bay, it will be heating up for those inland areas and as we take a live look outside in sunol, bright and sunny there as the sunrises and our temperature starting out in the lower 60s, 57 in oakland, nice cool start this morning, high temperatures reaching into the mid 90s for today, concord, 97 degrees, oakland will be up to 75, palo alto 86 and san jose up to 88 degrees so as we break down those temperatures and look at the day planner or rather look at the closet as you get ready this morning, it will be a great day for short sleeves and some sorts as those temperatures will heat up really fast. but you may need a jacket starting out. we'll only be at 64 degrees at 8:00 and then you'll be taking that off with some temperatures into the upper 70s by noon. upper 80s by 4:00. so you can see just how quickly those temperatures jump throughout the early afternoon hours. but it will be a little bit more gradual in santa cruz, along the beaches there, it will be in the mid 50s with some cloudy skies throughout the morning. at noontime, you'll be able to enjoy lunch on the patio and temperatures in the mid 60s and 72 degrees by later today and then going hiking this week in the woods, whether it's today or the next couple of days, it's going to be nice and warm, much more comfortable temperatures compared to some of the inland valleys. now, san francisco keeps those temperatures in the 60s over the next seven days while we will have some of the hottest temperatures today reaching 97 degrees, a little bit lower for tomorrow, 94, and then 99 degrees on sunday, and then you see those 100-degree readings for the middle part of next week and then it continues into thursday. as we head over to mike, you have an update on what's happening there by facebook. that's right, kari. this is video that just came in. someone on a bike there. they were not involved in that crash but that overturned vehicle clearly was. this was the activity that was there. you see the intersection for folks who know the area, that's bay front expressway right at willow road, hacker way, that's the entrance to facebook where the thumbs up sign is. that's not a thumbs up situation. there's another vehicle that was involved. took a while to clear. flares laid out. that's what all the distraction and slowing was on the sensors. this activity we saw with the live shot just minutes ago, cleared from the roadway. the traffic flows flow smoothly around most of the bay but it's focusing here just off the dumbarton bridge. there's still activity with the flashing lights in some vehicles off to the shoulder and some flares that have to burn out. but we see much better traffic flow now from willow off 101 getting over toward the dumbarton bridge and coming off the dumbarton bridge passing those facebook campus entrances. that was the big concern there. so that's out of menlo park. again, university clears out of all of that crash and no problems there. we're looking the at the rest of the bay. pretty typical build, light for friday. the bay bridge toll plaza metering lights not on right now. no need to do anything but ease into the city. let's get a look at the waze system. there's no need for security concern in home surveillance cameras sold across the country. kevin was shocked to find these video clips in his e-mail. they showed a woman in her living room. she was setting up the camera, watching tv, eating chips. the video was recorded by a canary camera kevin bought and returned to amazon.com. the woman then bought kevin's used camera, but she seems to have no idea he could still see her. we tested several other brands and found this is a common problem. many stores are required to send any used cameras back to the manufacturer to be reset to prevent this, but our e-mail. it is a major decision that will impact the state's $64 million -- i should say $64 billion high speed rail project. that's the projections at this point. the state supreme court ruled that state owned and funded rail lines will not be exempt from environmental review requirements. the state laws. this project has already faced several lawsuits alleging violations of the environmental quality act. this latest ruling could impact construction on the new rail line. while we're talking about public transit, the one is actually in effect. happening today, caltrain is rolling ford with its electricification. they want your input on how they should move forward. tonight at 5:00, there's going to be a public outreach event, one of several meetings that caltrain is holding. once the tracks are fully electrified, caltrain will be replacing 75% of its trains. as students prepare to return to class next month, school districts across the state are scrambling to find teachers. the state superintendent says of the 24,000 credentialed teachers needed every year, only 16,000 positions have been filled so far. now, substitutes are to be used to try to fill that void. the state superintendent tells us some districts across the state will begin the school year with as many as 25% of their teachers being substitutes. speaking of school starting, boy, that shopping season is now and our high temperatures this afternoon in san francisco will reach 67 degrees, 75 in oakland, while we will have some upper 90s, a few spots could hit the triple digits today and the next
