Sometimes it kind of goes down when they move people along. But there are always Homeless People on the trail. Reporter a group of cyclists rallied in front of the county op t trail. They say its unfair to pit them against the homeless when they never asked for it to be closed in the first place. The county is consumed with fears about liability for everything. So i have to assume that that was in the forefront of their mind. Reporter out on the trail, about a dozen tents occupy the side of the paved roadway. The rest of the space is compressed within the portable fencing. I met erlin todd playing a game of dice. They too think it is ironic that it is the public being shut out. But both remember three years ago when an encampment swelled to more than 100 tents and 250 people. Because they let everybody wait until everybody in town moved into the same place. You know, it looks bad. They had to. Could clean it up. But now everybody is kind of spread out. Reporter so do you think they put up the fences to keep that from happening a second time . Theyre trying to force us into some place else. Reporter no one from the parks district would speak with me today. But it could be the real danger lies in doing nothing. Last time they waited until the camp got so big, it cost the county a Million Dollars to remove. Supervisor Linda Hopkins doesnt want to repeat that mistake. Is it going to be important to move these people before this encampment gets larger . Absolutely. One of the challenges that weve seen is once an encampment gets established and there is a certain number of people you hit a threshold where it starts to snowball really quickly and its known as the place to go. Thats what we want to avoid. Reporter the countys shelter space is already over capacity. So they cant legally force the campers from the trail. The strategy now seems to be isolating the encampment to try to keep it from getting any bigger. In santa rosa, john ramos, kpix 5. Cyclists say its not fair to let a small number of campers restrict access to a public resource. They are urging county officials to make a safe camping area for the homeless residents. The sweep of a massive oakland homeless camp is now on hold. A federal judge has granted a temporary restraining order to the residents at the wood street encampment. The hearing now set for friday. The judges decision prevents caltrans from clearing out 200 People Living among the debris in old vehicles. That site has been the site of several large fire, including one just last week. The Contra Costa Sheriffs Office has launched a formal inquest into a Deadly Police shooting. Tyrell Richard Wilson was shot and killed by a former Danville Police officer andrew hall in 2021. Paul is currently in prison after being convicted for killing of a driver in a separate incident in 2018. During the inquest, a jury will hear the facts surrounding wilsons death and then will rule on a manner of death. The inquest will start this friday and is open to the public. New now at 5 00, just minutes ago, the oakland Security Council voted to investigate the merger of Mills College. The request for investigation came from the Save Mills College coalition. Theyre claiming the private school carelessly overspent in areas that did not need more money. While Mills College officials defended the merger, saying Financial Issues and declining enrollment forced them to stop enrolling new undergraduates. We learned that mills never need o it was ihetterin he than claime and despite declaring a financial emergency, its president continued to increase administrative spending until it was over double that of its pier colleges. Northeastern has told the city council that as of june 30th, tenured professors and other Staff Members are now their employees. The University Says they expect to have one thousand students enrolled in the fall. East bay paying a penalty for releasing 16 million of partially treated sewage into the San Francisco bay. This all happened during the atmospheric storm that soaked the bay area back in late october. Sometimes all that rain enters old sewer pipes, and that can flow to old sewage plants, overwhelming them. Thats why east bay mud has three overflow plants where some of the waste water is diverted from the main plant in oakland. At one of the plants in the richmond shoreline, workers ran out of the key chemical that takes chlorine out of the waste water before its released in the bay. More than 16 million gallons made its by the bay. But because there was so much rain, there was little harm to wildlife. East bay mud agreed to pay an 816,000 penalty for violations of clean water rules. East bay mud tells us it was combination of mechanical issues, that they have since been fixed and inexperienced staff since those overflow facilities are rarely used, has since updated the training for the large rain events. The trial of paul and ruben flores has been declared until thursday. It was put on pause because of an unexpected illness. The father and son are charged in the 1996 disappearance of cal poly student kristin smart. Opening statements began yesterday. Prosecutors laid out a timeline they say proves paul flores killed smart while the two were classmates at cal poly. His father rubin is charged with highing her body which has still not been found. The heat dome far enough that its not going to dominate but close enough that inland parts of the bay area were toasty once again. The fog spreading out. Only made it to 52 downtown and 57 in pacifica. 70s for fremont and san jose. Mid 90s in concord. But its an improvement over the 98 degrees that you had yesterday. A little bit of a drop, and i think well see that trend continuing as we head through the next couple of days. Current temperature still in the 90s in concord and fairfield. Most inland temperatures are in the 70s and 80s. 60s around the bay with 50s along the coast. A nice 35degree spread between the coolest spot and the warmest spot right now. The fog is going to continue spreading out. Its going the make a good push by early tomorrow morning. A dealer marine layer allows it to go farther inland. Was along the coast well see the sun break through as we head towards lunchtime and early afternoon. Low temperatures, well, we start off the day in the 50s for most of us. Some of the north bay valleys into the upper 40s. And we start to warm up to near average temperatures around the bay. But still 3 or 4 degrees above average. A touch on the warm side, but nothing we cant hand until the month of july. Low 60s along the coast. A mix of 70s and 80s. Farther into the 80s in the Santa Clara Valley from 85 in san jose to 88 in campbell to 92 degrees in morgan hill. Temperatures show the same progression as you go farther inland in the east bay. Upper 80s for trivalley. Low 90s around concord and mid 90s for pittsburg, antioch and brentwood. Some of the hot spots wednesday afternoon. A mix of upper 60s and low 70s for oakland and the east bay. Mostly low to mid 80s in the north bay. Youre not going to lose the marine influence entirely. Youuld stay below 90 until farther north. Windsor well into the 90s for st. Helena and inland parts of mendocino and all of lake county. The fire index is going to be climbing. It starts off near zero because of the nice intrusion of marine air, but it will be climbing by noon. As we head into the afternoon, its not going to be an off the charts fire threat. But areas of concern from eastern napa through Solano County down into eastern contra costa and alameda counties. The usual spots that we watch for the fires to become a bit more likely. Not going to be overly windy but dry enough with the dry fire fuels that well have to keep an eye on it. Temperatures are going to top out in the lower 60s in San Francisco. A day similar to today. But back to near temperatures over the weekend for pretty much the entire bay area. Maybe even two or three above inland. Mid 80s for san jose saturday and sunday. Where california stands and how the pandemic has okay. A live look at some of our bay area bridges and highways. Traffic is moving pretty good. But our driving has put california at the top of the list in a bad way. What may be behind our bad behavior on our roads. How are your driving skills . Well you, might think theyre pretty good. But according to a recent survey, california tops the list of some of the worst drivers in the country. We look at the number of accidents in speeding tickets, duis and citations as reported to insurance companies. And what we found is that california overwhelmingly has the worst drivers. Reporter bakersfield comes in first followed by sacramento. Baton rouge, louisiana. Los angeles in fourth and then rounding out the top five, yes, San Francisco. In fact, eight of the top ten cities with bad drivers are in california. But that wasnt always the case. You know, in some categories, if memory serves me, california has had some of the best drivers in those cities when it comes to citation and even speeding. It was this year that something happened in california where drivers just got a lot worse by these metrics. Reporter so whats fuelling this bad road behavior . Some experts believe its related to the pandemic. We found younger drivers going too fast on less congested road waist. Reporter that driving pattern led to an increase in citations and traffic fatal over the past several years. What do you think about this ranking . Most people we spoke to actually agree. Im honestly surprised that we are fifth. I would assume that we would be second or third. Just saying because ive noticed that the traffic has definitely gotten worst within the past year and a half. But here there is a lot more aggression for sure. Like if i, for example, someone cuts me off in l. A. Or cuts me, its usually it goes without communication really.
